    Abstract: In March 2018, the World Bank finalized an agreement with Central Agency for Public Mobilization and Statistics (CAPMAS) to conduct a demand survey for housing across Egypt. The survey consisted of a sample of 10,300 households across eight governorates. The inclusive housing finance program supports several aspects of the government's social housing program, including financial aid to low-income households to help them access housing. This aid comes in the form of a subsidy that either complements the down payment and the repayments in the first years of a mortgage loan or contributes to the payment of the rent in the public or the private sector. The Government of Egypt asked the World Bank to advise on conducting a housing demand assessment to understand the differential demand for rental and ownership housing by different income and employment groups and for different types of houses, locations, and regions. The main objective of the study is to provide detailed information on the demand for affordable ownership housing with a mortgage loan, a down payment, and a subsidy and for formal rental accommodation

    Abstract: This report aims to map poverty and inequality in Sudan and would be representative of the 18 states and 131 localities of Sudan. The poverty mapping technique is based on a small area estimation (SAE) technique developed by the World Bank to derive estimates of geographic poverty and inequality. It combines data from the 2014-15 National Household Budget and Poverty Survey (NHBPS) and the 2008 Population and Housing Census data to build spatially disaggregated poverty maps. Although household surveys usually include measures of income and wealth, they are not representative beyond the state level. Yet, allowing lower levels of disaggregation is important for policy interventions, particularly for countries like Sudan that have state governments, which manage the activities of the state while reporting to the federal government. This study uses a model of household expenditure from a survey data set to estimate household welfare at the lower levels and apply it to the census data set which does not provide information on household income or expenditure. These maps illustrate the information gains provided by SAE, show there is a substantial spatial heterogeneity within the localities, and highlight the small areas most likely to exhibit the highest risk of poverty

    Abstract: Economic performance in 2018 has been mixed. The data that are available suggest some areas of softening in the economy.1 Foreign direct investment declined to 2 percent of GDP in 2017, down from about 5 percent in 2014. The current account deficit has increased to 3.8 percent of GDP in the year ending September 2018, from 2.2 in the preceding 12 months. Recent Bank of Tanzania data confirm lower cashew exports and 2017 decline in non-traditional exports has continued into 2018, which raises concerns on prospects for longer term growth. The Tanzania Revenue Authority is reporting that many large tax payers are unable to meet their tax obligations on time. Nonperforming loans have declined recently to 9.7 percent in September 2018 from 12.5 percent in September 2017, but remain almost double the 5 percent statutory threshold. Banks have limited lending to businesses and interest rates are high (18 percent for one-year loans in August 2018), though some banks have lowered benchmark lending rates. On a positive note, credit to the private sector has been edging up, reaching 4.9 percent in the 12 months ending September 2018. The fiscal deficit is still low, not counting payment arrears and delayed refunds of value-added tax. The 2017/18 budget deficit after grants of 1.3 percent of GDP suggests effective spending management but does not factor in payment arrears, with an estimated stock of over 3 percent of GDP. Government is paying down roughly TZS 1 trillion of verified arrears per fiscal year. The low deficit is the result of controlled recurrent expenditures and under execution of the development budget by more than 40 percent. Contributing factors include shortfalls in domestic revenue and external financing for large projects. Public debt is currently sustainable, but there is need for the Government to consider cost-effective financing options and manage associated risks to support public investments. The 2018/19 budget targets public investment to consume 45 percent of total spending, equivalent to 9.1 percent of GDP compared to 5.5 a year prior

    Abstract: South Africa's much anticipated economic rebound in 2018 did not occur. While substantial efforts by the authorities to strengthen governance of public resources and stabilize the fiscal situation helped the economy to not contract further, economic growth remained tepid with a technical recession (two successive quarters of negative economic growth) in the first half of 2018. GDP growth is expected at below 1 percent in 2018, down from an already low 1.3 percent in 2017. A number of exogenous factors contributed to this poor growth performance. Domestically, climate variations such as a prolonged drought in the Western Cape where harvests were delayed exerted a huge toll on agricultural production. Externally, mounting trade tensions between the United States and China, and tightening global financial conditions contributed to slowing the pace of foreign financial inflows to South Africa while lessening the demand for its exports. Rising world oil prices also exerted strong pressure on the balance of payments and domestic prices, depressing private consumption. These negative developments, however, do not conceal the fact that South Africa's growth challenge is deep-seated and largely structural. To grow faster and sustainably, the economy will need to be more inclusive, requiring the participation of a greater share of the population mainly through job creation. Furthermore, persistent inequality of income and of opportunity will continue to raise pressures for redistribution of limited resources that are drawn from a small tax base. Radical policy demands are more likely in a stagnant economy, fuel policy uncertainty and deter private investment. At the Presidential Jobs Summit and the South African Investment Conference held in October 2018 agreements were made on actions that are expected to enable job creation and to attract higher levels of investment, including interalia, education and skills interventions, and initiatives to reduce policy uncertainty on land reform, mining and black economic empowerment

    Abstract: The outlook for the global economy has darkened amid elevated trade tensions. International trade and investment are moderating, trade tensions remain elevated, and financing conditions are tightening. Global growth is projected to moderate from a downwardly revised 3 percent in 2018 to 2.9 percent in 2019 and 2.8 percent in 2020-21, as economic slack dissipates, monetary policy tightens in advanced economies, and global trade gradually slows (World Bank Global Economic Prospects, January 2019). Despite external shocks to trade and tourism, growth of the Thai economy is estimated to have accelerated to 4.1 percent in 2018. The economy proved to be resilient in the face of strong global headwinds due to strengthening domestic demand stemming from an upswing in private consumption and private investment. Domestic consumption expanded by 5 percent in 2018Q3, posting the highest growth rate in 22 quarters in a low-inflation environment and record-low unemployment. In addition, private investment grew by 3.9 percent in the third quarter supported by increased spending on construction, machinery and equipment. Strong domestic demand offset partially adverse global factors-the China-US trade dispute-as well as domestic and idiosyncratic factors-such as the Phuket boat tragedy and the high-base effect of gold exports. The Thai economy also owed its resiliency to strong and stable macroeconomic fundamentals

    Abstract: In January 2019, Uzbekistan started a new farm restructuring1. It is said to seek to optimize the use of farmland by increasing the size of farms producing wheat and cotton, reallocating land to more efficient farmers and even clusters, and improving crop rotation options. This is not the first time that this kind of farm restructuring in Uzbekistan takes place. The country has gone through several waves of farm restructuring and land reallocations. Both these processes were administratively managed, with little reference to market or income generation opportunities. During 1992-1997, state farms were decollectivized. During 1998-2002, farm fragmentation into small production units has started, which was completed during 2003-2008. Unsatisfied with the performance of fragmented farms, the government started farm consolidation between 2008/2009 and 2016, creating a dual system when dekhkan smallholders averaging 1 hectare (ha) and producing livestock and horticulture products coexisted with large individual farms, averaging 40-60 ha and producing cotton and wheat under the state order system. The 2019 restructuring seeks to double the size of cotton and wheat farms to the average of 100 ha

    Abstract: The Debt Sustainability Analysis (DSA) using the revised joint IMF/WB Debt Sustainability Framework for Low Income Countries (LIC-DSF) shows that Cambodia remains at low risk of external debt distress. All debt burden indicators are projected to remain under their indicative thresholds under the baseline and the shock scenarios. While the overall risk of debt distress is low, the analysis indicates that debt sustainability is vulnerable to export and growth shocks, and the materialization of contingent liabilities. Furthermore, the public and publicly guaranteed (PPG) debt-to-GDP ratio is projected to rise by more than 10 percentage points during the next decade due to projected large fiscal deficits in the medium term. These findings reinforce the importance of implementing reforms to increase the economy's resilience to external shocks and encourage export and economic diversification. Efforts to mobilize fiscal revenue, to strengthen the Public Investment Management framework (including for PPPs) and further enhance monitoring of PPP and financial sector risks, as well as introduction of a debtbased fiscal anchor, are necessary to ensure debt sustainability in the medium term

    Abstract: Zambia's agricultural sector represents the backbone of its rural economy and holds great potential for the entire country. Zambia's agriculture sector faces challenges and is likely to grow more vulnerable as a result of climate change and risk. At the same time, land use, land-use change and forestry (LULUCF), and agriculture sector account for approximately 93 percent of the country's carbon footprint. The Government of the Republic of Zambia (GoZ) is integrating climate change concerns into its agriculture policy agenda. Under its Zambia climate-smart agriculture (CSA) strategy framework, the GoZ is promoting the rollout of CSA practices that will sustainably increase productivity, enhance resilience, and reduce or remove greenhouse gas (GHG) emissions. The CSA investment plan (CSAIP) aims to identify and fill knowledge gaps about CSA's local- and national-level benefits, specifically under climate change, inform policy development, and prioritize investment opportunities. The World Bank collaborated with the GoZ to develop a CSAIP intended to support the operationalization of the country's climate commitments toward development of a productive, resilient, and low-emission agriculture sector. The CSAIP development began with a participatory process that identified the agriculture sector's policy goals. This report takes the next step by assessing the impacts of a suite of CSA practices on achieving the sector goals and on household welfare. The report concludes with recommendations and proposals for future CSA investments

    Abstract: Ethiopia has experienced remarkable economic success in recent years. In the past decade, its average annual growth rate far exceeded the regional average, at slightly over 10 percent relative to a regional 5 percent. Despite significant economic growth, however, women continue to face significant barriers in the workforce. The unmet potential of women in the workforce is intrinsically linked to a lack of opportunities for women in education, health, and human rights. This report presents evidence on the mechanisms underlying gender gaps in the Ethiopian workforce. Using data from the 2011-2016 Ethiopia socioeconomic surveys, this report provides a detailed understanding of the constraints faced by female farmers, entrepreneurs, and employees. To that end, the diagnostic makes four key contributions: first, this report provides an overview of the labor force in Ethiopia and identifies the factors that predict whether, how much, and in what sector an individual works. Second, this report uses Oaxaca-blinder decompositions to measure and account for gender gaps in economic outcomes in agriculture, self-employment, and wage labor. Third, this report identifies the links between labor market skills, social norms, and gender gaps in the Ethiopian workforce. Fourth it provides policy makers with a menu of innovative programming examples

This new report, "Profiting from Parity: Unlocking the Potential of Women's Businesses in Africa", produced by the World Bank Group's Africa Gender Innovation Lab and the Finance, Competitiveness and Innovation Global Practice, seeks to focus attention on the challenges that Africa's women entrepreneurs face and identify practical solutions. The report draws on new, high-quality, household and firm level data to present the clearest evidence to date about the barriers to growth and profitability faced by women entrepreneurs. It goes beyond looking at contextual, endowment and household restrictions in isolation, and, through deep-dive analysis, uncovers new evidence on how social norms, networks and household-level decision making contribute to business performance. It analyzes how they are linked to each other and to women's strategic business decisions. The report offers policy makers evidence based guidance on designing programs to target multiple obstacles and improve the performance of women entrepreneurs

    Abstract: The Kenyan economy rebounded in 2018 and economic activity in the first quarter of 2019 was healthy, although emerging drought conditions could curtail GDP growth for the remainder of the year. The economy expanded by 6.0 percent in the first three quarters of 2018 compared to 4.7 percent during the same period in 2017 driven by strong private consumption in part due to improved income from agricultural harvests in 2018, remittance inflows, and lower food prices. The Bank's GDP growth estimate for 2018 is about 5.8 percent. A strong pick-up in economic activity in Q1 of 2019 was reflected by real growth in consumer spending and stronger investor sentiment. Nonetheless, a delayed start to the March-May 2019 "long" rainy season could affect the planting season-resulting in poor harvests. In addition, ongoing emergency intervention to address food shortages in several counties could impose fiscal pressure constraining capital spending. These developments have slowed the growth forecast for 2019 and for the medium term relative to our October 2018 Update. Inflation remains within the government's target range of 5 + or - 2.5 percent. Headline inflation averaged 4.7 percent in 2018 compared to 8.0 percent in 2017, primarily due to the slowdown in food inflation, which in turn offset a temporary acceleration in energy prices. Further, core inflation has remained below 5 percent, suggesting benign underlying demand pressures. With low inflation, monetary policy could be more accommodative to support growth if needed, but with interest rate caps tied to the policy rate, further loosening would be constrained. The low inflationary pressure has also been supported by a stable local currency. The shilling has traded within a narrow band of Ksh100/US Dollas-Ksh.103/US Dollars in 2018, thereby serving as a nominal anchor to inflationary expectations

    Abstract: The people of the South Caucasus aspire for their countries to become strong middle-class societies, and they are on track to make that aspiration a reality. Two decades of social and economic progress have changed the societies of Armenia, Azerbaijan, and Georgia. The notable improvements that people in the region have experienced are reflected in better living standards that allowed poverty to be reduced by half in the 12 years between 2005 and 2017. Yet, to consolidate middle-class societies, the governments of the South Caucasus need to do more to achieve the stability and resilience enjoyed by their more advanced peers in Europe and Central Asia. Sustainable economic growth, poverty reduction, and shared prosperity require that the full potential of all geographical and administrative areas, population groups, and economic sectors be realized. This boo analyzes spatial, social, and economic mobility in the South Caucasus. The book argues that Armenia, Azerbaijan, and Georgia have not yet integrated important geographical areas and population segments in full economic participation and social development. Economic gains have not been uniformly and equitably translated into greater welfare and opportunity among all households and individuals. The main conclusion is that sustainable growth, poverty reduction, and the consolidation of the middle class require that the institutional and physical foundations of greater and more equitable economic and social mobility be secured in the South Caucasus. Understanding and removing the constraints to the development of lagging districts; leveraging opportunities for agglomeration; linking geographical areas, peoples, and markets; fostering equality in access to better jobs; and making sure that high-quality education and basic services are available to all individuals and areas are crucial

    Abstract: This Country Partnership Framework (CPF) sets out the World Bank Group's approach to supporting the reform agenda in North Macedonia over January 2019-June 2023. The CPF builds on the results and lessons of the previous World Bank Group Country Partnership Strategy (CPS) that originally covered the period from July 2014 to June 2018 and was subsequently extended by six months to December 2018. The new CPF seeks to address the priorities identified by the recently completed Systematic Country Diagnostic (SCD) for North Macedonia. The strategic objective of the CPF is to support North Macedonia's ability to achieve faster, inclusive, and sustainable growth and provide its citizens with greater opportunities for a better life. The CPF aims to support the Government's program and medium-term strategy, which present a vision of accelerated economic growth with better employment opportunities, social cohesion and inclusion, and a plan to tackle the persistent bottlenecks.     Abstract: The study aims to understand the constraints to women's equal participation in the roads sector inMalawi to inform the development of interventions to promote gender equality in the sector. The study adopts a career cycle approach that allows to identify and describe the barriers to career progression for women in the roads sector at each stage in the career cycle focusing on: attraction, selection, retention, and advancement. The study employs qualitative research methods consisting of focus group discussions with women and girls along the career cycle in the roads sector and key informant interviews. The study has yielded insights into the multiple and overlapping factors embedded in the socialization, learning and hiring processes that result inhigh rates of attrition of women in the engineering and roads-related technical field at different stages of the career cycle, often called the '*leaky pipeline'* in policy discussions about women in STEM. From secondary school through university and vocational schools, female students report less confidence and aspiration in engineering and vocational training in the roads sector. At the selection stage, women face gender bias in hiring and difficult work environment, representing an exodus of talent among women who could otherwise become the next generation of architects, engineers, and roads sector contractors. At the retention and advancement phase women confront a difficult work environment where women are sidelined from career advancement opportunities, face sexual harassment and have difficulty balancing work and family obligations in a sector wheremany of the opportunities are in remote locations. The roads sector in Malawi offers opportunitiesfor women: opportunities in the forms of generating substantial incomes, designing transport infrastructure to foster socio-economic development, and providing role models for the young women of the future. Increasing the gender balance in the roads sector requires a comprehensive and multi-sectoral approach and one that needs to address the underlying causes that subtly results in gender stereotypes and gendered occupational cultures and career choices. The table summarizes the key study findings and core set of actions to help women overcome the obstacles at different stages of the career cycle targeting women at all age groups

    Abstract: During the decades following the Khmer Rouge regime of the 1970's and Vietnamese occupation in the 80's, the Cambodian government focused on rebuilding what had been destroyed during that time. There was a renewed focus on the education sector: the 90's and 2000's saw large-scale reconstruction of schools and policies which increased access to schooling. Reports estimating schooling outcomes have found corresponding increases in schooling enrollment. To add to existing literature we analyze 11 years of nationally-representative cross-sectional data in a new way: using a cohort panel approach developed by Deaton in his 1985 paper (Deaton 1985). We construct a panel of 19 cohorts spanning birth years 1980 to 1998 and estimate their life cycle trajectories as these cohorts aged from youth into early adulthood. This approach allows us to control for contemporaneous time effects and trace out the smoothed cohort and age trends in schooling and work outcomes. We answer the question "For a given age, have schooling and work outcomes improved or declined with more recent versus older cohorts? Are there differences in improvement or decline when comparing males versus females, rural versus urban youth?" Using the variation in experiences across cohorts, we are additionally able provide evidence on how early youth experiences translate to outcomes later in life

    Abstract: The Ministry of Education, Youth and Sport (MoEYS) and the Ministry of Economy and Finance (MEF), together with key Development Partners, conducted a Public Expenditure Tracking Survey (PETS) and Quality of Service Delivery Survey (QSDS) for the education sector in Cambodia. PETS identify resource use and leakages by examining flows of funds and materials from the central government to local service providers via regional and local governments. QSDS are multi-purpose surveys that examine the efficiency of frontline service delivery and the dissipation of resources by collecting information on service providers and various agents in the system. Several PETS were conducted in Cambodia in the 2005-2013 period. They generally found leakage to be low but the timeliness and consistency of funds delivery to service providers to be poor. This PETS-QSDS will assist the Royal Government of Cambodia in its aim to improve the efficiency and effectiveness of public service delivery through several key reforms. The educational structure of schooling in Cambodia is six years of primary, followed by three years of lower secondary then three years of upper secondary. Prior to primary, there is at least one year for pre-school education. Cambodia also has technical and vocational education, which commences after completion of grade 9. Higher education commences after grade 12

    Abstract: The World Bank's analysis of cross-country data on human capital indicates that Uganda is underinvesting in the future productivity of its citizens. A child born in Uganda today will onlybe 38 percent as productive when she grows up as she could be if she enjoyed complete education and full health. Uganda is ranked among the countries in the lowest quartile of the Human Capital Index (HCI) distribution, with an index slightly lower than the average for the Sub-Saharan Africa (SSA) region, and below what would be predicted by its income level. Uganda's low ranking in the HCI is mainly due to the country's low education outcomes. A child born today in Uganda is expected to complete only 7 years of education by age 18, compared to a regional average of 8.1. Because of the low levels of learning achievement in Uganda, this is only equivalent to 4.5 years of learning, with 2.5 years considered as 'lost' due to poor quality of education (as shown by thequality-adjusted years of schooling component of the HCI). Uganda's score on this componentis the lowest amongst the comparator countries and below the SSA average

The FSAP is broadly supportive of the policy direction for cooperatives, while it questions whether the credit union sector should remain standalone. It strives to identify and reduce regulatory burdens on private firms active in the forestry sector, while not compromising the objectives of government regulation. Illegal logging and deforestation, especially in developing countries, has significant impact on national and global forestry product markets, leading to increasingly heavy regulation of forestry sectors-including downstream markets and processing industries. Heavy regulation places a disproportionate burden on SMEs and frequently leads to regulatory failures, including corruption and reduced competition. As a result, many small-scale forestry and downstream private firms cannot comply with regulatory requirements, and instead operate informally. Reduced regulatory compliance leads to a failure to achieve intended and important social, economic, and environmental outcomes. The report is the first to assess the forestry sector from a cross-cutting global regulatory governance perspective. It draws upon and synthesizes key thematic issues and lessons from available materials on forestry, and develops practical solutions based on problem-driven adaption and good practices documented in regulatory governance literature.     Abstract: The 18th Amendment to the Constitution of Pakistan shifted the administrative paradigm from centralized to decentralized structures. The added obligations require major policy and institutional reforms in an otherwise weak social protection (SP) sector at provincial levels, generally characterized by limited planning, coordination, execution, and monitoring capacities. SP has become a salient feature of social policy, nationally as well as internationally. The basic components of a SP framework include safety nets or social assistance, social care for children and the elderly, social insurance and labor market interventions for productive employment generation. SP is conferred as an entitlement in the Pakistani Constitution, and the Government of Sindh (GoS) has demonstrated political commitments to this. This note outlines the key considerations of a policy on SP as part of the GoS commitment to reduce poverty, inequality, and vulnerability in the province. Section one gives introduction. Some of the key development challenges that a SP policy may need to consider prioritizing is described in section two. Sections three and four describes critical design principles of SP policies and programs, respectively.     Abstract: This report describes the key policies for Chad to successfully leverage export diversification to foster economic growth. After several unsuccessful attempts at diversifying in the 1990s, Chad has deepened its dependence on commodities, mainly relying on oil; which came to replace cotton. However, the experience of other countries, in Africa and other parts of the world, shows that while large scale production of oil resources offers great opportunities, it comes with major shortcomings. Chad's Vision 2030 is to become an emerging economy, driven by diversified and sustainable sources of growth. The goal is to triple the average GDP per capita at current prices, by increasing it from USD 730 in 2014 to USD 2300 in 2030, while drastically reducing the poverty rate from 46.7 percent in 2011 to 8 percent during the same period. Chad's economy is overly dependent on crude petroleum, which makes it vulnerable to external shocks. Therefore, to achieve this development goal, only an export diversification strategy can foster a larger menu of goods and services than can become growth-accelerating and job-creating activities. Its implementation challenges are formidable, but the country has little choice, as the social unrest following recurrent oil price slumps, its burgeoning youth population and regional security threats may foment more violence in an already fragile and volatile economy and keep investors away. Hence, this report outlines a strategy to achieve this vision centered on the diversification of its non-oil economy (mainly agricultural-based exports) away from natural resource-based commodities

    Abstract: Real GDP growth in Russia surpassed expectations in 2018, reaching 2.3 percent, mostly due to one off effects of energy construction. Forecasted growth of 1.2 percent in 2019 and 1.8 percent in 2020 and 2021 reflects a more modest outlook. Russia's macro-fiscal buffers remain strong, with fiscal surpluses across all tiers of government and low public-debt levels. When compared to advanced economies, Russia spends less on health and education. Rebalancing in favor of these categories could improve the overall efficiency of public spending. Short-term inflationary risks have abated, with the Bank of Russia signaling a return to a neutral policy rate. Lending activity is recovering, but the banking sector remains afflicted with high concentration and state dominance. Having eased slightly, the poverty rate remains in double digits with many households close to the poverty line and lacking formal employment. Informal employment is rising in the face of close-to-zero net job creation by medium-sized and large formal enterprises. Key risks to medium-term growth include the expansion of economic sanctions, renewed financial turmoil in EMDEs, a dramatic drop in oil prices, and souring of the global trade environment. The recent double-digit expansion in household credit may also pose a risk to financial stability in the case of a deterioration in the macroeconomic environment

    Abstract: The Philippines has made remarkable progress in the last decades in improving its health outcomes. However, performance is still poor compared regionally and with similar economies. This report was developed with the aim of informing health policy during the political transition from the Autonomous Region in Muslim Mindanao (ARMM) to the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). This transition began with the ratification of the Bangsamoro Organic Law (BOL) in January 2019. This report provides an overview of the current capacities and challenges facing the public primary health care system as the BARMM government enters into its new role. By providing a detailed look at the availability of inputs needed to deliver priority services, it highlights current strengths, and also indicates areas that need to be strengthened if the national and subnational health goals are to be realized. Historically, health outcomes have been far worse in BARMM than elsewhere in the country. While health outcomes are complex and multi-dimensional, weaknesses in health governance have exacerbated the geographic and socio-cultural challenges associated with health care delivery. While the authors recognize that the transition is likely to introduce some challenges, it is hoped that the findings documented in this report can guide health policy, including investments towards high-impact priorities and in this way, help lay the foundation for better health care, and better health for the people of BARMM

    Abstract: The country brief provides and overview of Tobacco Use, Tobacco Control Legislation, and Taxation in Ecuador. Ecuador has a strong tobacco control policy. A comprehensive tobacco control law was adopted and implemented. In 2017, Ecuador was awarded the World No Tobacco Day Prize of the World Health Organization (WHO) for its tobacco control efforts and implementation of the WHO Framework Convention on Tobacco Control (FCTC). Such policy was very beneficial to public health: according to the National Institute of Statistics and Censuses (INEC), the prevalence of daily smoking among people aged 15 years and older was 9.5 percent in 1998, and in 2014 it reached 2.8 percent. Estimated annual cigarette consumption in Ecuador declined from about three billion cigarettes in 2007-2010 to about one billion cigarettes in 2017. The pricing policy of the tobacco industry also contributed to the reduction in cigarette affordability and cigarette sales in Ecuador. However, due to such pricing policy, the tobacco industry apparently increased its profits despite the sharp decline in cigarette sales in the country. These recommendations could bring both public health and fiscal benefits to Ecuador : specific excise rate for cigarettes should be annually increased by at least 20 percent to ensure the reduction in tobacco affordability and the increase in the excise revenues, tobacco use surveillance and monitoring should be further developed in Ecuador, including a regular collection of information on smoking prevalence, tobacco consumption, licit and illicit cigarette sales, prices, and other economic indicators, and effective policies to counteract tobacco smuggling and other kinds of illicit tobacco sales should be implemented in line with the provisions of the FCTC Protocol to Eliminate Illicit Trade in Tobacco Products

    Abstract: Serbia has rather high prevalence of smoking. According to the National Health Surveys, the prevalence of daily smoking among men in 2013 was 33 percent which was lower than in 2000 (41 percent), while among women it was almost as high as in 2000 (26 percent). Cigarette smoking among adolescents aged 13-15 years old decreased in 2013-2017; however, the use of electronic cigarettes and waterpipe is growing among young people. to overcome the tobacco epidemic, Serbia became a Party to the WHO Framework Convention on Tobacco Control on May 9, 2006, and implemented some tobacco control policies. Tobacco taxation policy in Serbia in 2009-2013 was very successful from a public health perspective as it reduced tobacco consumption, in line with the FCTC obligations. Estimated tobacco consumption in the country declined by 33 percent in four years. The outflow of cigarettes taxed in Serbia to other countries also declined, while the volume of cigarettes, which were smoked but not taxed in Serbia, did not change much after the tax increases. This taxation policy also increased the tobacco excise revenue from 39 billion RSD in 2008 to 84 billion RSD in 2013 (by 44 percent in real terms). However, the tobacco industry managed to modify the impact of the tobacco taxes. In 2012-early 2014, it vastly increased its (net-of-tax) part of cigarette price, and this reinforced the taxation impact on tobacco sales as the final retail price increased more than expected. As the growth of the industry profit margins was disproportionately soaring, the industry increased its profits despite the decline of tobacco sales. The main factor behind the cigarette sales reduction in 2012-2014 was the industry pricing tactics, while the excise rate increases were rather moderate. The combined effect of government taxes and industry prices substantially reduced cigarette affordability, and the resulting sales decline exceeded the excise burden growth; so, the government excise revenue decreased. In late 2014, the tobacco industry decreased prices for some brands, and it also contributed to the excise revenue decline in 2014, as ad valorem part of cigarette excise was rather high in Serbia

Nicaragua became a Party to the WHO Framework Convention on Tobacco Control in 2008 and was the first country in the world which ratified the FCTC Protocol to Eliminate Illicit Trade in Tobacco Products. Data on smoking prevalence and tobacco consumption in Nicaragua are scarce, and it is difficult to estimate recent tobacco consumption trends among adults. However, the decline in the prevalence of current smoking among GYTS participating adolescents from 20.4 percent in 2003 to 13.8 percent in 2014 among boys and from 12.8 percent in 2003 to 10.3 percent in 2014 among girls may be considered an indicator of tobacco control policy success. In 2009, Nicaragua switched from ad valorem to specific excise system for cigarettes. The specific excise tax rates and cigarette prices increased in 2012-2016. Available data demonstrate some decline in cigarette sales in Nicaragua in 2013-2017, as cigarettes became less affordable after the price increase and the taxation policy was beneficial for public health. Specific excise rates in 2017 and 2018 were increased by only 5 percent annually, and it was insufficient both for the reduction of tobacco affordability and for the increase of the government revenue. In February 2019, Nicaragua adopted rather substantial cigarette excise hikes: by 210 percent in 2019 and further by 25 percent in 2020 and 38 percent in 2021. These tax hikes are able to reduce tobacco consumption in the country and bring additional resources to the government coffers. However, the tobacco industry will probably try to distort positive results of the taxation reform. The government should be ready to counteract these tactics using the experience of other countries and conducting careful and timely monitoring of indicators of cigarette prices, supply, and sales. Tobacco use surveillance and monitoring should be developed in Nicaragua, including a regular collection of information on smoking prevalence, tobacco consumption and various economic indicators

    Abstract: This brief provides an overview of tobacco control legislation, use, and taxation in the country. Costa Rica ratified the WHO Framework Convention on Tobacco Control in 2008. General Law for the Control of Tobacco and its Harmful Effects on Health was adopted in March 2012, and it regulates smoke-free places; tobacco advertising, promotion, and sponsorship, as well as tobacco packaging and labeling in line with FCTC guidelines. This law also sets several norms on tobacco taxation, and it substantially increased the tax burden for cigarettes. In 2012, cigarette prices in Costa Rica increased by 49 percent, and in 2013, the tobacco excise revenue increased by 96 percent. Tobacco taxation and other tobacco control policies in Costa Rica were very successful in terms of public health. The prevalence of smoking both among adults and adolescents declined, and after 2012, the rates of decline increased. In 2015, only 5.8 percent of the adult population smoked daily. In 2018, cigarette production in the country was closed. The tobacco industry claimed that the closure had been caused by increased cigarette smuggling. However, there are no independent estimates of illicit cigarette share on the market, while the tobacco industry used to exaggerate the volumes of smuggled cigarettes. The difference in cigarette prices between Costa Rica and neighboring countries is rather small and is unable to encourage large smuggling. Thus, the observed illicit cigarette sales are likely caused by the factors, which are not related directly to tobacco taxation

    Abstract: Minerals and metals are fundamentally incredibly important to societies all over the world. The activities required to extract minerals, however, often have negative impacts on forest landscapes and habitats. Forest health is not only about deforestation; mining has been found to produce severe impacts on water and soil that can indirectly impact forest health and its ecological integrity. Moreover, impacts of mining can become significant when multiple instances of mining activities happen at the same location simultaneously, as was found in the Indonesian case studies. Therefore, there is still the need to identify and attempt to reduce the impacts of mining even in a landscape dominated by activities like agriculture and forestry. Artisanal mining is typified as formal, informal, or illegal mining operations with predominantly rudimentary technologies in the exploration and extraction by individuals or large groups of people. Small-scale mining operations can also be mechanized, or semi-mechanized, and or have a greater degree of capitalization than artisanal mining. The World Bank's extractive industries in forest landscapes program seeks to address these challenges by promoting forest-smart extractive investments to ensure that investments in the extractives sector do not erode forest capital and instead generate positive forest outcomes. The artisanal and small-scale mining (ASM) study and the parallel study on large-scale mining (LSM) share the overarching objective of supporting the World Bank's efforts to help client countries ensure that resource extraction from forested areas serves as a force for poverty reduction and sustainable development while respecting the environment and the needs of local communities.     Abstract: Mexico's economy has grown moderately over the last quarter century, with annual per capita GDP growth averaging just 1.2 percent between 1990 and 2017. The country's weak economic performance reflected a decline in productivity, which fell by 8 percent during that period. Mexico's productivity challenges are associated with large and widening regional disparities and the misallocation of resources between sectors and firms. Large productive firms integrated with Global Value Chains have not developed backward linkages to the rest of the economy and lagging regions. Meanwhile, widespread labor and firm informality contributes to the misallocation of productive resources. Reversing the decline in productivity will require an integrated strategy encompassing multiple policy areas and sectors. This broad strategy should include strategies discussed in other policy notes: (i) alleviating rigidities and distortions in labor markets and improving access to credit; (ii) alleviating existing rigidities and obstacles to competition across sectors and sub-sectors while following through with the structural reforms enacted; (iii) designing and implementing effective interventions at the subnational levels to enhance both product and factor markets; (iv) dealing with the financing of social insurance schemes; and (iv) strengthening rule of law institutions at the federal and local levels. This note focuses on critical aspects of the diagnostic around the productivity dynamics in Mexico. It also links the aspects of the strategy above-highlighted to specific policy recommendations on other Policy Notes of this set given the cross-cutting nature of productivity growth. It also focuses on providing policy directions on: (i) strengthening institutions and programs working directly on the productivity agenda; (ii) selected sub-national interventions to ease the regulatory burden; and (iii) proposing a broad and integrated strategy for fostering formalization

    Abstract: Montenegro became a Party to the WHO Framework Convention on Tobacco Control in 2006 and ratified the Protocol to Eliminate Illicit Trade in Tobacco Products in 2017. Tobacco excise hikes, undertaken in Montenegro in 2009-2011, were successful both in fiscal and public health terms. Revenues from tobacco excises rose from about 4 million in 2007 to 44 million euro in 2011. Annual cigarette sales declined from more than 1.5 billion cigarettes in 2008-2011 to less than 1 billion cigarettes in 2014 and further years. However, in 2013-2016, tobacco excise increases were too small to reduce tobacco affordability and tobacco sales, and tobacco revenues did not change much. In August 2017, Montenegro adopted an ambitious plan of excise tax increases; however, the tobacco industry responded with series of hidden actions (forestalling and price over-shifting) which temporarily reduced tobacco excise revenue in early 2018. As the next high increase of excise rate was scheduled for January 2018, and at the same time, VAT rate increased from 19 to 21, the industry substantially increased cigarette supply in the second half of 2017 and sharply reduced it in early 2018 as it already had in stocks large numbers of cigarettes for which excise was paid in 2017. The excise revenue substantially increased in late 2017, but declined in early 2018 despite the excise rate increase. The industry organized the media campaign to persuade the government that this revenue decline was allegedly caused by tax-driven growth in cigarette smuggling (while no rigorous evidence of such growth was presented), and the only way to fight smuggling is the reduction of cigarette excise. From September 2018, the excise rates were reduced, while they are still higher than those planned before 2017. The plan of annual tobacco excise changes until 2025 was already adopted by authorities, but the proposed changes have rather low potential to reduce the tobacco consumption and to increase government revenue. The expected total excise rate in 2025 will be below 90 euro (minimum EU level). Montenegro is able to conduct a more aggressive and successful tobacco taxation policy which can both reduce tobacco consumption and increase tobacco revenue

    Abstract: The external environment has deteriorated during the first half of 2019, and downside riskspredominate in the near-term. Global GDP growth is projected to decline to 2.6 percent in 2019 from 3 percent in 2018, reflecting broad-based weakness in advanced economies and major Emerging Market and Developing Economies. Reflecting slower growth and heightened policy uncertainty associated with protected trade tensions, global trade growth is protracted to weaken further from 4.1 percent in 2018 to 2.6 percent in 2019. Downside risks include a further escalation of trade disputes between the world's two largest trading nations, while a more pronounced downturn in global activity and increased volatility in financial flows. Amidst rising global headwinds, Vietnam's economic growth momentum has been slowing since the beginning of the year. Vietnam's real GDP growth has decelerated to a still robust 6.8 percent in the first quarter of 2019 from a vibrant 7.5 percent pace in the same period of 2018. Slower growth reflects several factors. Agricultural output decelerated due to the outbreak of African swine fever and a decline in international prices. Weaker external demand moderated growth of the export-oriented manufacturing sector as well as overall export performance, even though Vietnam seems to have benefitted from some trade diversion due to the ongoing trade tensions between China and the US. Domestic investment appears to be slowed resulting from subdued credit growth and continued consolidation in public investment. Other macroeconomic indicators, such as more sluggish credit growth, subdued inflation and slower import growth are further signs of a cyclical moderation in economic activity. In contrast, service sector activity continues relatively strong, signaling sustained buoyancy in private consumption. Despite a recent uptick in headline inflation, price pressures have remained subdued as credit growth moderated. The headline CPI rose by 2.9 percent (y/y) in May 2019, up slightly from 2.6 percent in January 2019, driven by hikes in administered prices (for electricity and fuel) and moderate food price increases. The State Bank of Vietnam maintained a prudent monetary policy stance to support its twin goals of sustaining macroeconomic stability and supporting overall economic growth. Credit growth is estimated to have slowed to about 13 percent (y/y) in March 2019 reflecting tighter credit policies

    Abstract: Despite its small population and land area, Bhutan is among the most rapidly urbanizing countries in South Asia. While this urbanization parallels robust economic growth and the expansion of job and investment opportunities in cities, there remain challenges to fully leveraging the potential of urban areas. Bhutan has made impressive gains toward the convergence of access to basic services across the country, but there are gaps in the quality of coverage, particularly for water and sanitation. Local governments will have an increased role in basic service provision and capital investment, but it requires enhanced capacity and resources to improve efficiency and responsiveness to local needs. Urban growth has increased demand for quality housing, which has resulted in a scarcity of affordable units and has increased pressure for urban expansion. Finally, the concentration of people and property in growing cities also changes the hazard risk profile of these areas, which is not adequately understood due to a lack of adequate data systems and poor integration into planning mechanisms. An integrated approach to urbanization is essential; one that leverages the benefits of agglomeration while also managing the diseconomies and negative externalities of urban growth

    Abstract: Tonga has experienced a high burden of noncommunicable diseases (NCDs) in the past two decades. Data indicate the continuing rise of four major NCDs -cardiovascular disease, diabetes, cancer,and respiratory diseases - as the leading causes of premature death and disability. According to latest data, NCDs accounted for four out of five leading causes of mortality in Tonga, and 99.9 percent of Tongan adults aged 25-64 are at moderate to high risk of developing an NCD. The increase in behavioral-related risk factors such as smoking, poor diet (e.g. high in sugar, salt, trans-fat and saturated fat, and low in fruit, vegetables, legumes, fish et cetera), harmful alcohol intake, and physical inactivity are acknowledged as the major contributing factors to the rise in NCDs in Tonga.     Abstract: The Kyrgyz Republic has made significant steps in reforming the health system through successive National Health Programs implemented over the last 20 years. One of the major achievements of such reforms were the establishment of a single-payer national health insurance and a basic benefit package. The State Guaranteed Benefit Package (SGBP) provides free basic health services at the primary care level for the whole population, and inpatient care with nominal co-payments or no fee for certain groups. Even though the principles of the SGBP contain elements of international good practice, the SGBP has hardly changed since it was stablished. At the same time, many changes have taken place within and outside the health system, exerting mounting pressure for the SGBP to adapt to the new disease burden and meet population's expectations within the context of budget constraints. The current paper provides a critical assessment of the Kyrgyz Republic's basic health benefit package. It reveals several issues in the actual benefits delivered to the population as opposed to the generous promise of the statutory package. Some important limitations include lack of clarity, persistent funding gap, large number of fee exemption categories given the resource constraints and at the same time lack of an effective mechanism to protect the poor. Most importantly, there is no systematic arrangement in place to ensure a regular evidence-based process of the benefit package revision. The paper proposes several measures that could guide the process of SGBP revision, considering the Kyrgyz context and building on international experiences. It is expected that information from the paper will be useful not only for the Kyrgyz stakeholders but also other countries in making the benefit package an effective instrument for achieving universal health coverage

The goal is to move the country from a dependency on humanitarian aid to building recovery and resilience in the short term in a way that can produce stable jobs over the medium to long term. The assumption is that significant donor support will still be necessary for the short to medium term to support investments in reconstruction and food security. As security spreads, public sector capacity to support development can grow, private actors can establish or expand their operations, and the donor community can begin to disengage, addressing only the neediest communities while development organizations continue to work with the public and private sector actors to support development and economic transformation

    Abstract: This report summarizes the results of an Early Grade Reading Assessment (EGRA) conducted in Tuvalu from September 21 and October 27, 2016. With funding from the Global Partnership for Education, the World Bank and Education Technology for Development (Et4d) carried out the assessment in collaboration with the Tuvaluan Ministry of Education, Youth and Sports (MEYS). The overall purpose of the EGRA was to inform education policymakers of students' basic reading skills in years 1-3 of primary school and to identify factors that contribute to language development in Tuvalu. The findings are expected to assist policymakers with designing effective early grade reading interventions to improve school performance and literacy outcomes in Tuvalu. This activity is part of the Pacific Early Age and Readiness Program (PEARL), which was established to improve the school readiness and literacy outcomes of children throughout the Pacific region. The report is divided into six chapters beginning with this introductory section in chapter. Chapter two will discuss the TuEGRA survey design and implementation. Chapter three presents overall results of the reading assessment per sub-test, gender and year as well as a summary of the overall strengths and weaknesses responding to questions 1, 4 and 5. The correlation between oral reading fluency and comprehension (question 2) is discussed in chapter four. As there are no established standards for reading fluency, the report used 80 percent reading comprehension benchmark as the basis for determining fluency scores. Chapter five provides an analysis of student and teacher factors associated with improved reading outcomes, which corresponds with question 6 (6a, 6b, and 6c). Finally, the conclusions and policy recommendations to improve literacy outcomes are presented in chapter six

    Abstract: The state of Nagaland, with a population of two million, is situated in the North-East region of India. The state's topography is hilly with very poor roads and connectivity. The state has 11 districts, 52 blocks, and 1,500 villages. In 2014-15, per capita net state domestic product was estimated at USD 1,172 (INR 78,526), slightly lower than the national figure of USD 1,297 (INR 86,879). However, the socioeconomic distribution in Nagaland is more equitable than the national pattern, in 2012-13, an estimated 19 percent of the population lived below the official poverty line in the state, lower than the national average of 22 percent. Tribal communities make up almost 90 percent of Nagaland's population. The Nagaland Department of Health and Family Welfare (DoHFW) requested technical support for better understanding nutrition determinants and developing strategies that could be implemented at the community level with the support of the Nagaland Health Project. The objectives are to better understand the barriers to improved nutrition and health in Nagaland and to help the state government to develop strategies to address these issues. This involves analytical work (involving both primary and secondary data analysis) to identify gaps and bottlenecks, informing the development of contextually-appropriate and feasible strategies. Technical assistance focuses on supporting the state government in the design of strategies based on the findings of the analytical work. The development objectives of this advisory services and analytics (ASA) activity are: (i) to improve knowledge about the determinants of malnutrition in North East India; (ii) to identify gaps in maternal and child health and nutrition services for disadvantaged communities; and (iii) to support development of cross-sectoral strategies to combat malnutrition at the community level

This study attempts to examine why and how certain ethnic groups have managed to rise to the 'top' as 'best performers' while the other groups seem to stand on the 'bottom' as 'least performers. The key study questions are: (1) What are drivers of the socio-economic development of the different ethnic groups? (2) Why have some ethnic minority groups successfully managed to escape poverty while others have lagged far behind? (3) How have such factors have been addressed in the respective policies and designated programs or projects initiated by the Government of Vietnam, development partners, and other stakeholders? (3) What are the changes needed for future design and implementation of initiatives to support sustainable socio-economic development among ethnic minorities? This study adopts a mixed methodological approach, combining both quantitative and qualitative methods.     Abstract: This Country Partnership Framework (CPF) provides the main elements of the cooperation between the Republic of Tajikistan and the World Bank Group during the five years spanning FY19-23. The CPF builds on the Country Partnership Strategy (CPS) of FY15-18, and incorporates the Implementation Note (IN) for the IDA18 Risk Mitigation Regime (RMR). The overarching goal of the CPF is to support Tajikistan in adopting policies geared towards reducing poverty and promoting shared prosperity in a sustainable manner. to this end, the CPF is aligned with the National Development Strategy (NDS) and the Medium-Term Development Program (2016-20) of the Government of the Republic of Tajikistan. CPF priorities have been informed by consultations with key stakeholders.This CPF has been developed at a critical time for Tajikistan, with several external changes having opened a window of opportunity; taking advantage of these would substantially enhance the country's growth trajectory and increase resilience. Changes include the recent opening of borders with China and Uzbekistan during 2016-17 and increased trade with Afghanistan, reversing more than a century of adverse historic developments. These developments have reopened nearby export markets and reduced the costs of trading with new markets. to succeed in this potentially transformative move towards an economy integrated with neighbors and wider markets, Tajikistan will need to address principal structural, macroeconomic, and environmental legacy issues. Going forward, fiscal constraints, persisting inequalities, and a deceleration in poverty reduction call for an urgent upgrade of policies. Adopting policies that ensure opportunity for all, allow for more openness and accountability, protect the poor, and address inequalities will reduce fragility, increase resilience, and improve citizens' standard of living

    Abstract: A small landlocked economy in the heart of West Africa's French-speaking Sahel, Burkina Faso is characterized by its modest economic size, with a rapid population growth, with one of the highest per capita birth rates in the world. Burkina Faso needs to create 300,000 jobs annually to match its demographic growth, while about ninety percent of its workers are in the informal sector. Despite sustained robust economic growth over the past two decades driven by cotton and gold exports, private investment is low. Compounding the considerable development challenges that it faces, Burkina Faso is currently confronted by acute security and climatic threats, together with emerging fiscal risks. This country private sector diagnostic (CPSD) therefore investigates whether opportunities exist for the private sector to contribute more substantially to Burkina Faso's development. The CPSD proposes a platform for action aimed at boosting Burkina Faso's development through greater private sector investment.     Abstract: The internationalization of the Ecuadorian economy is necessary if the country is to successfully adopt a development model led by the private-sector. The Ecuadorian government is seeking to accelerate growth and sustain social progress by giving greater prominence to the private sector; it does at a time when external conditions are less favorable than at any time in the last decade. This report has three main objectives; to provide a systematic benchmark of Ecuador's connection to the global economy, to identify key bottlenecks, and to make recommendations for enhancing the competitiveness of the private sector. The assessment is broken down into two sections. First, there is a section about international competitiveness outcomes, which assess Ecuador's performance and identifies the challenges associated with connecting to international markets. The analysis looks at outcomes throughout the four competitiveness channels; that is, exports, imports, foreign direct investment (FDI), and global value chains (GVCs). The report's second main section contains a competitiveness diagnostic about the key drivers behind the previously identified challenges and provides actionable policy recommendations to overcome them.     Abstract: Good Regulatory Practices (GRP) are a systematic application of tools, institutions, and procedures that governments can mobilize to ensure that regulatory outcomes are effective, transparent, inclusive, and sustained. Other terms used for GRP include 'regulatory governance' and 'better regulation.' Among the most common GRP tools used by governments are: public consultation, ex ante regulatory impact analysis (RIA), ex post review of existing regulations, administrative simplification, access to laws and regulations, forward regulatory planning, and regulatory oversight functions. This report focuses on GRP because by improving the regulatory environment, they can boost conditions for sustainable growth and investment. This is evidenced, among others, in the World Bank Group's Global Investment Competitiveness Report 2017-2018, which surveyed 750 investors in developing and transition economies. The report found that next to 'political stability and security', the 'legal and regulatory environment' was the most important consideration of senior executives when making investment decisions (WBG, 2018). Similarly, evidence shows a positive relationship between the improvement of the regulatory environment and aggregate investment (and economic growth), suggesting that countries stand to gain from a broad push for streamlining regulations and procedures affecting business (Eifert, 2009). The report reflects on Malaysia's formal experience with GRP because, although launched only relatively recently, results have been remarkable. Malaysia has demonstrated that more business-friendly regulations and a more favorable regulatory environment can contribute to economic growth and investment. Moreover, Malaysia's regulatory reform success has been reflected in many international indicators, such as the Global Indicators of Regulatory Governance, Worldwide Governance Indicators, Doing Business, (all produced by the WBG) and those from the World Economic Forum that measure the burden of government regulations and transparency of the policymaking process. International indicators measuring GRP performance show that Malaysia is converging with high-income OECD countries

    Abstract: This report examines the extent of gender gaps, their economic impact, and proposes policies to improve gender equality in Guinea. Although the government of Guinea has taken actions to boost gender equality, significant challenges persist. Child marriage is widespread among girls, reducing girls' education and resulting in among the highest rates of early childbearing worldwide. Moreover, female genital mutilation is almost universal with high societal costs on women's health. Girls reaching adulthood have lower education levels than men, lower wages,and lower agricultural productivity. Reducing gender inequality in Guinea could potentially accelerate per capita GDP growth by up to 0.6 percentage points per year or 10.2 percent overall by 2035, according to the results of estimations from a Computable General Equilibrium Model. This is a rate of return to investment of 8.2 percent per year. Policy recommendations to tackle the gender divide focus on legislative changes and programs intended to boost the productivity of adult women, reduce the prevalence of child marriage, early child bearing, and female genital mutilation/excision

    Abstract: Moldovan employers voice concerns that workers' low levels of socioemotional capabilities, such as poor work ethics, lack of motivation, and limited problem-solving skills, are among the major constraints for business development and productivity. The World Bank's 2013 Business Environment and Enterprise Performance Survey, the 2016 Labor Market Forecast of Moldova, and a qualitative interview among private sector representatives in 2017 suggest that employers face skills shortages, particularly in areas of work ethics, motivation, and problem solving. The magnitude of skills shortages in Moldova is the highest in the Europe and Central Asia region. The Moldovan labor market will benefit from an increased supply of employees, including new recruits, with a range of relevant socioemotional as well as cognitive capabilities. This report provides a first diagnostic of socioemotional skills in Moldova to profile the skills composition of grade 9 students, identify learning context measures that are strongly associated with socioemotional skills, and clarify options for policy makers and practitioners to foster socioemotional skills. To this end, the Moldovan Socioemotional Skills Assessment was launched in April 2019. This assessment focused on grade 9 students to better understand how much socioemotional skills students exiting the end of the compulsory school cycle self-reported, and how these skills were associated with learning inputs from schools and families. This assessment was the first to evaluate a range of socioemotional skills among school-age children in Moldova, using measures that had been validated internationally. The measures were designed to capture five broad domains of socioemotional skills, including students' self-reported capacity to 'work with others', 'care for others', 'engage with others', 'explore new horizons', and 'manage emotions. The assessment provided not only technical validation of the measurement tools in Moldova but also initial guidance for policies and practices to foster these skills. The results suggest that such measurement tools can be mobilized in Moldova in the future

    Abstract: Benin remains at moderate risk of external debt distress. The rating is unchanged from the previous November 2018 DSA. All the projected external debt burden indicators remain below their thresholds under the baseline, but the ratio of the present value (PV) of external debt to exports exceeds its threshold in the case of an extreme shock to exports.1 With regard to total public and publicly guaranteed (PPG) debt (external plus domestic), the overall risk of debt distress remains also moderate. The public debt-to-GDP ratio is below its prudent benchmark in the baseline scenario; however, the PV of public debt-to-GDP rises very slightly above its benchmark from 2024 until the end of the projection period under the real GDP shock scenario. Other factors motivating the overall rating include: the past evolution of domestic debt, the relatively high debt service burden, as well as the existence of contingent liabilities. Medium-term fiscal consolidation, sound public investment management, and enhanced debt management capacity are needed to reduce debt vulnerabilities

    Abstract: Togo's risk of external debt distress continues to be moderate, while the overall risk of debt distress is high-unchanged from the previous Debt Sustainability Analysis (DSA) published in December 2018. While the mechanical results point to a low risk of external debt distress, judgment was applied given vulnerabilities arising from high domestic debt, which could, for example, likely lead to a reprofiling operation that would lead to an increase in external debt. Togo's public debt is on a downward trajectory despite an increase in 2018 compared with 2017. Togo's high public debt is the result of, among other factors, high deficits, contingent liabilities, and accumulated arrears. There is very little space to absorb shocks on total public debt. Baseline projections show that Togo's PV of total PPG debt (external plus domestic)-to-GDP ratio will decline below the new debt distress benchmark of 55 percent starting in 2023, down from 72 percent in 2018-with the bulk constituting domestic debt obligations. This analysis highlights the need for sustained fiscal consolidation, improved debt management, and strong macroeconomic policies to reduce the public debt to prudent levels over the medium term

    Abstract: Lao P.D.R.'s risks of external and overall debt distress continue to be assessed as high. Under the revised low-income country debt sustainability framework (LIC DSF), its debt carrying capacity has deteriorated and most external and total public debt indicators breach their respective indicative thresholds and benchmarks under the baseline scenarios. External debt indicators are most vulnerable to shocks to exports and depreciation of the currency. Public and external debt indicators are most sensitive to the contingent liabilities shock, while recent natural disasters underscore the need for strengthening buffers. The low level of reserves adds to these vulnerabilities. Factors, such as the large share of electricity export earnings under long-term intergovernmental power purchase agreements, and a strong and growing electricity exports market help mitigate risks, keeping the debt outlook sustainable. Market access is being maintained, around 65 percent of external debt is concessional, and the stock of expenditure arrears is declining. Rebuilding fiscal space, adopting clear guidelines for sovereign debt issuance and guarantees, assessing risks from contingent liabilities, and improving debt management are immediate priorities. Assessing and targeting infrastructure projects with high growth and social returns and financing these with concessional financing would benefit debt sustainability. Strengthening the business environment and governance, would improve the investment outlook, help diversify and make growth more inclusive. Increasing the export base, continuing to maximize the proportion of concessional loans and improving primary deficits would help to keep the debt burden contained

    Abstract: Guinea is at moderate risk of external debt distress with some space to absorb shocks. All external debt burden indicators under the baseline scenario lie below their policy-dependent thresholds. Stress tests suggest that debt vulnerabilities will increase if adverse shocks materialize. Under the most extreme stress tests, all solvency and liquidity indicators breach their thresholds for prolonged periods. The overall risk of public debt distress is also assessed to be moderate, with the application of judgement regarding a brief and marginal breach for the PV of total public debt to GDP ratio over 2019-20, reflecting the one-off impact of the recapitalization of the central bank. Guinea's external and public debt position at end-2018 improved compared to the December 2018 DSA, owing to upward revisions of growth estimates in 2016-17, lower-than-anticipated external loan disbursements in 2018, and a stable exchange rate in 2018. A prudent external borrowing strategy aimed at maximizing the concessionally of new debt, limiting non-concessional loans to programmed amounts and strengthening debt management will be key to preserving medium-term debt sustainability

    Abstract: The Central African Republic (C.A.R.) remains at high risk of external debt distress and overall high risk of debt distress under the revised Debt Sustainability Framework (DSF), unchanged from the 2018 DSA. Solvency indicators (the present values of the external public and publicly guaranteed debt-to-GDP and debt-to-exports ratios) remain below their relevant thresholds in the baseline scenario. However, liquidity indicators (debt service-to-exports and debt service-to-revenue ratios) breach their thresholds in the baseline scenario. Further considerations support the high-risk assessment: the debt indicators are sensitive to standard stress tests; macroeconomic projections are highly uncertain in a volatile security environment; and sizeable contingent liabilities, notably related to the large stock of unaudited potential domestic arrears and the limited financial information available on state-owned enterprises, could materialize. C.A.R.'s debt sustainability is also sensitive to a deterioration of the financing mix. A tailored scenario in which grant financing (of 2 percent of GDP) is replaced by concessional external debt-financing from 2021 onwards would worsen debt sustainability considerably. This shows that the government's investment program requires grant financing, with concessional debt financing to be considered in exceptional cases

    Abstract: The Federated States of Micronesia (FSM) remains at high risk of debt distress under the Debt Sustainability Framework (DSF). Unless the compact agreement with the United States or parts of it are renewed, the FSM will face a fiscal cliff when the U.S. Compact grants amounting to 20 percent of gross domestic product (GDP) are expected to expire in FY2023. Under the baseline scenario without fiscal adjustments, the fiscal cliff would put debt on an upward trajectory starting in FY2024, with the external debt-to-GDP ratio reaching 30 percent in FY2029 and 57 percent in FY2039, and the public debt-to-GDP ratio reaching 43 percent in FY2029 and 67 percent in FY2039. As a result, the DSF thresholds on the present value of external debt-to-GDP and public debt-to-GDP ratios are projected to be breached within a 20-year horizon. While mechanical application of the DSF based on a 10-year forecast horizon would imply a moderate risk rating, the envisaged breach of the thresholds within a 20-year forecast horizon would warrant an assessment of high risk of external and overall debt distress. Lowering the risk of debt distress would require a fiscal adjustment and steadfast structural reforms to promote private sector growth. The FSM's vulnerability to climate change and weather-related natural disasters constitutes a major risk and calls for strategies to strengthen climate change resilience

    Abstract: Madagascar is assessed at low risk of external debt distress. This marks a change from moderate risk in the June 2018 DSA, despite a broader definition of external debt, and reflects an upgrade in Madagascar's debt carrying capacity rather than a change in the debt path. Under the baseline, external public and publicly guaranteed (PPG) debt is well below applicable thresholds. Stress tests do not breach the threshold applicable to countries with medium debt-carrying capacity. Total (external plus domestic) PPG debt is below the benchmark under the baseline, but growth shocks drive the present value of the ratio of debt to GDP above the benchmark. Shocks could also introduce liquidity problems, as the debt-service to revenue ratio could exceed 100 percent over the long term. The overall rating, of moderate debt distress, remains consistent with the 2018 DSA. These assessments continue to be supportive of Madagascar's current plans to scale up its borrowing to meet its investment needs, though other factors are also critical

    Abstract: The successful conclusion of the Presidential election in January 2019 represents a historic window of opportunity for Madagascar to break cycles of political instability that abruptly interrupted its development in the past and to leapfrog its economic and social revitalization. Following a prolonged period of economic stagnation, growth accelerated over the last five years to reach 5.1 percent in 2018, its fastest pace in over a decade. The return to constitutional order in 2014 was instrumental to this economic revival, as it contributed to restore investor confidence, re-open access to key export markets, reinstate flows of concessional financing, and encourage structural reforms. Growth continued apace in 2019, although moderating slightly to an estimated 4.7 percent, amid weakening external demand and a slow execution of public spending following the presidential and parliamentary elections. A post-election rebound in public and private investments is expected to result in growth averaging 5.4 percent in 2020-21. This Economic Update suggests however that the country remains vulnerable to shocks. International risks include the possible intensification of the trade war between main trading partners, or the rise in international oil prices in a context of geopolitical tensions. The risk of natural disasters or of a sharp drop in the price of vanilla also need due consideration. The government must take advantage of the successful political transition to accelerate growth-enhancing reforms and develop the necessary fiscal buffers to support priority investments and be ready to face unexpected circumstances

To understand the current landscape of pre-primary education in South Sudan, this report draws on findings from three key sources: (i) review of early childhood education in contexts of fragility, conflict and violence; (ii) situation analysis of pre-primary education in South Sudan; and (iii) findings from the pre-primary Stakeholder Diagnostic Workshop held in Juba, South Sudan on February 11-14, 2019 facilitated by UNICEF and the World Bank. Findings from a review of all available policy documents and outcomes of the stakeholder diagnostic workshop are organized in this report by the five action areas specified in UNICEF's pre-primary education diagnostic toolkit: (i) effective planning and use of resources; (ii) curriculum development and implementation; (iii) teachers and other personnel; (iv) families and communities; and (v) monitoring, regulation and quality assurance. The report ends with stakeholder recommendations for creating an enabling environment for pre-primary education in South Sudan

    Abstract: Climate change threatens to bring substantial impacts to Cote d'Ivoire's agriculture sector, which is central to the country's economic productivity and food security. Climate change, of course, poses challenges not only for Cote d'Ivoire but also for countries across Africa. Cote d'Ivoire is a signatory to the United National Nations Framework Convention on Climate Change (UNFCCC) Paris agreement and has submitted its nationally determined contributions (NDC), committing to take action both on adaptation to climate change and on reducing greenhouse emissions. Cote d'Ivoire is by far a minor emitter of greenhouse gases. This document provides an investment plan for climate-smart agriculture (CSA) in Cote d'Ivoire, developed with support of the AAA Initiative and the World Bank, and technical assistance of the CGIAR Research Program on Climate Change Agriculture and Food Security (CCAFS). This plan includes a set of twelve key CSA investments for Cote d'Ivoire that were developed with strong stakeholder engagement, expert input and scientific evidence. Because it is a member of the AAA Initiative and is also committed to delivering on its NDC commitments, Cote d'Ivoire now has an investment plan that includes a set of specific climate-smart projects that improve productivity, build resilience to climate change and, as appropriate, reduce greenhouse gas emissions in the agriculture sector

    Abstract: In a rapidly urbanising world, Malawi remains one of the least urbanised countries in Africa. Approximately 16.7 percent of Malawi's population live in urban areas. Nevertheless, the country is urbanising at a moderate rate of approximately 3.7-3.9 percent per year. If growth continues at this rate, by 2030, approximately 20 percent of the population will be city dwellers, reaching 30 percent in 2050. This urban growth has the potential to improve economic opportunities and living conditions across Malawi. This is particularly significant given that approximately 69 percent of the population are living under the international poverty line of 1.9 US Dollars/day in purchasing power parity terms. However, challenges are also associated with this shift and concentration of population. With urbanisation comes a substantial amount of new construction. In Malawi, much of this new construction has occurred in cities and towns with limited capacity to ensure the structures in which people live, work and gather are safely sited and built to withstand chronic stresses (i.e. fire and spontaneous collapse) and disaster shocks (i.e. earthquakes and floods). In Lilongwe, for example, estimates indicate that 76 percent of residents live in informal settlements. These settlements are generally characterised by a lack of access to publicservices, tenure insecurity and inadequate housing. Malawi is impacted by a wide range of hazards, particularly droughts, floods, landslides, wildfires and earthquakes. Malawi is also vulnerable to recurrent and chronic risks. Large building fires in recent years include the LL and Mchinji Markets and the Mulanje Bus Depot in 2016 and the Area 13 and Zomba Market in 2018. In many ways, Malawi is at a crossroads: the regulatory decisions made now will significantly impact the longterm safety, productivity and resilience of the built environment in rural and urban areas. With its low base and moderate rate of urbanisation, Malawi is wellpositioned to formulate plans to maximise the benefits and to manage the challenges of urban agglomeration

The study provides recommendations on how to improve the investment climate for renewable energy and wind energy, in particular, through benefit sharing, risk management, and local community engagement.     Abstract: Malaysia's economy is continuing to see growth, but the pace of expansion has moderated. Growth slowed to 4.4 percent in Q3 2019, as subdued global conditions and heightened uncertainty continued to weigh on the economy. Investment and trade activity was softer than expected during the quarter, and indicators suggest overall business sentiment remains muted. In 2020, Malaysia's economy is projected to expand at a relatively moderate pace, amid continued uncertainty and external headwinds. The GDP growth rate is projected to reach 4.5 percent in 2020. Investment is expected to improve but remain subdued over the near term, with both the public and private sectors adopting a cautious stance towards capital spending. Similarly, the softness in export growth is likely to persist into next year, mirroring the continuing subdued global growth. Short-term policies should focus on measures to boost resilience and protect the vulnerable. Federal debt has increased, and government revenue as a share of GDP is expected to decline further next year. In the context of a more uncertain economic environment, it is vital for Malaysia to preserve fiscal space to enable it to mitigate the impact of any negative shocks to the economy. Increased progressivity in the personal income tax framework and an expansion of current tax measures could enable the government to both increase revenues and improve redistribution. Malaysia's weakening trade and investment activity, amid challenging external conditions, underscores the need to improve private sector confidence and strengthen investment competitiveness. With sluggish global demand and increased protectionist tendencies among the majoreconomies, a sustained commitment to deepening regional integration and addressing trade barriers is vital to preserve a vibrant trading environment and build investors' confidence. It is also important to strengthen Malaysia's competitiveness in attracting quality investments and to maximize the gains from tax expenditures with better targeting of investments towards economic upgrading, high-value job creation and inclusive growth

    Abstract: The objective of this report is to present a snapshot of the welfare landscape in Djibouti that will help stakeholders understand poverty's determinants. Exploiting data from the 2017 household expenditure survey, as well as administrative and geospatial data, it provides a detailed analysis of poverty in the country, its strong link to labor market outcomes, and the differential access to opportunities between urban and rural areas. Djibouti has recently experienced a period of unprecedented economic development, allowing it to grow its economy by an average of 7 percent per year between 2013 and 2016. This report shows that over a fifth of the Djiboutian population continues to live in extreme poverty and that the country has high levels of inequality, ranking 71 out of 95 countries with information on Gini available circa 2015. The report also focuses on the nexus of (monetary) poverty and the labor market. With a dual labor market, divided between the public sector and informality, a large share of the population-especially those who are vulnerable-continue to face high risks, as they have neither the skills nor opportunities to lift themselves out of poverty. Djibouti needs to double its efforts in pursuing an inclusive growth strategy. This strategy will need to be sustained by a strong labor market that allows individuals to capitalize on recent investments in education and closes the gaps in human capital across all groups of the population

    Abstract: After nearly a decade of strong growth fueled by the boom in commodity prices, Ghana's economy remains undiversified and vulnerable to external shocks.This report strives to analyze the main challenges for economic diversification from a productivity angle.In looking at a set of high-growth economies of the past, the Growth Report 2008 identified common characteristics of successfully applied growth models-the "ingredients of growth"-to inform policy formulation around the world.However, since independence in 1957, Ghana's long-term growth dynamics have been mixed and can be divided into three distinct periods.Drivers of the economic expansion of Ghana changed significantly over the years; currently, the service and natural resources sectors provide the main sources of growth.As a consequence of the change in input factors for growth, the contribution of total factor productivity to growth is on a declining path.The structural shift of the Ghanaian economy into services and natural resource sectors comes with two key economic management challenges.     Abstract: Research shows that vehicle speed affects the severity of all road crashes. Higher speed crashes involve more kinetic energy: the more energy that is dispersed in a crash, the more severe that crash will be. Speed also affects the likelihood of a crash occurring in the first place. The likelihood of a serious or fatal crash increases significantly even with small increases in vehicle speed. Field studies demonstrate that a one percent increase in mean average speeds results in a roughly two percent increase in the frequency of crashes involving injury, a three percent increase in severe crashes, and a four percent increase in deaths. The safety of infrastructure is heavily influenced by traffic speed, to the extent that without a detailed understanding of speed limits and vehicle operating speeds, it is difficult to assess the safety performance of infrastructure at a given location. This report seeks to highlight the central role of speed management in the Safe System approach and how a simple speed variation can improve safety for all types of road user. At the core of this report lies the experience derived from iRAP assessments undertaken under the Bloomberg Philanthropies Initiative for Global Road Safety (BIGRS) on 867 km of national roads in Thailand and 258 km of streets in Bangkok, between 2015 and 2019. This also involved capacity building activities with local partner, Chulalongkorn University, which led to almost 700 specialists being trained on road safety engineering during this period. The importance of speed in influencing road user risk is highlighted in two case studies on different road types in Thailand - the Outer Ring Road and Hathai Rat Road in Bangkok - to demonstrate the effects of different speeds on the iRAP Star Ratings. These ratings objectively quantify the likelihood of a crash, and its severity, whereby a person's risk of injury is highest on a 1-star road, and lowest on a 5-star road. Among a series of simulations and results, this report shows that enforcing a 10 kph speed limit reduction could prevent one in three fatal and serious injuries (FSIs) on both those roads
