    Abstract: Transport infrastructure is crucial to connect developing countries and help them to boost trade, growth and regional integration. This is because cross-border or long-distance roads and railways as well as international ports and airports are needed to move products and people around in a globalised world. What can bilateral and multilateral development partners do to help connect developing countries through transport infrastructure? This report takes stock of continental and regional transport plans in Africa, Asia, Latin America and parts of Europe to place development co-operation in context. It then examines the strategies and activities of development partners for transport connectivity. It also takes a hard look at the allocation of official development finance for transport connectivity, particularly in relation to the distribution of private investment for the same types of infrastructure. How large is the financing gap for transport connectivity to meet the Sustainable Development Goals? What can development partners do to fill this gap? How can they create an environment that can help mobilise more private resources? The report provides a comprehensive picture of the current state of play as well as food for thought on what can be done to move forward. It also features 16 profiles of development partners and their activities for improving transport connectivity.

    Abstract: The principles of sustainable development play an integral role in making development assistance work at the level of policies, plans and programmes. In response to the Paris Declaration call to “… develop and apply common approaches for ‘Strategic Environmental Assessment’ at sector and national levels” among donors and partners, the Guidance on Applying Strategic Environmental Assessment was endorsed in 2006 by members of the OECD Development Assistance Committee, representatives of developing countries receiving aid, the United Nations Development Programme, the United Nations Environment Programme, the World Bank and many other agencies. Since then, a growing number of countries at all levels of development have legislation or regulations prescribing the application of Strategic Environmental Assessment (SEA)  and many more are introducing it as part of their policy tools. This is creating unique opportunities for better policy making and planning by incorporating environmental considerations into high-level decision-making and opening new mechanisms to build consensus on development priorities within governments themselves and between governments and societies. Many development co-operation agencies and their partners are already making good progress in applying SEA. This publication presents the nine most interesting case studies of SEA in progress, selected from a total 100. These nine cases highlight that SEA can:• Safeguard environmental assets for sustainable poverty reduction and development;• Build public engagement in decision making;• Prevent costly mistakes by alerting decision-makers to potentially unsustainable development options at an early stage in the decision-making process;• Speed up implementation of projects and programmes;• Facilitate co-operation around shared environmental resources and contribute to conflict prevention.

    Abstract: This publication presents the Development Assistance Committee peer review of the aid programmes and policies of Germany for 2010. The policies and programmes of each DAC member are critically examined approximately once every four or five years. Five members are examined annually. The OECD’s Development Co-operation Directorate provides analytical support and is responsible for developing and maintaining the conceptual framework within which the Peer Reviews are undertaken. The country under review provides a memorandum setting out the main developments in its policies and programmes. Then the Secretariat and the examiners visit the capital to interview officials, parliamentarians, as well as civil society and NGO representatives of the donor country to obtain a first-hand insight into current issues surrounding the development co-operation efforts of the member concerned. Field visits assess how members are implementing the major DAC policies, principles and concerns, and review operations in recipient countries, particularly with regard to poverty reduction, sustainability, gender equality and other aspects of participatory development, and local aid co-ordination. The Secretariat then prepares a draft report on the member’s development co-operation which is the basis for the DAC review meeting at the OECD. At this meeting senior officials from the member under review respond to questions formulated by the Secretariat in association with the examiners. This review contains the Main Findings and Recommendations of the Development Assistance Committee and the report of the Secretariat.

    Abstract: Trade promotes economic growth, alleviates poverty and helps countries reach their development goals. However, developing countries – in particular the least developed – face difficulties in making trade happen and turning trade into economic growth. The Aid for Trade Initiative – launched at the 2005 World Trade Organisation conference in Hong Kong – aims at helping these countries to take advantage of trade opportunities and to reap the benefits of their integration into the world economy. The Initiative has been a success: it has not only raised awareness among both donors and developing countries about the role of trade in development, but also helped secure increased resources. Trade for Growth and Poverty Reduction: How Aid for Trade Can Help explains how Aid for Trade can foster economic growth and reduce poverty, and why it is an important instrument for a development strategy that actively supports poverty alleviation. Unlocking this potential requires carefully designed and sequenced trade reforms. While developing countries have many trade-related needs, but financial resources and political capital for reforms are limited, it is an important priority to tackle the most binding constraints to trade expansion. This report describes the diagnostic tools available, evaluates their strengths and weaknesses, and suggests a dynamic framework to guide the sequencing of reform and donor support.

    Abstract: This report presents the OECD review of Portugal’s environmental policy performance for 2011. It finds that environmental policies have been consolidated and strengthened since the last review in 2001, but that meeting the post-Kyoto targets for reducing greenhouse gas emissions will be challenging. With energy and climate policies being closely related, the report points out that with less than 50% of hydro capacity currently being exploited, there is potential for further development in that area. It also describes the challenges regarding coastal zone and marine management.     Abstract: La Coopération italienne est confrontée à des problèmes majeurs. Premièrement, une réforme du système de coopération pour le développement s’impose de toute urgence, mais il n’existe pas de consensus au sein de la classe politique sur la manière de procéder. Deuxièmement, l’Italie ne parviendra pas à concrétiser l’engagement qu’elle a pris au plan international de porter son aide publique au développement (APD) à 0.51% de son revenu national brut (RNB) d’ici 2010 et elle a peu de chances d’atteindre le pourcentage de 0.7% d’ici 2015. En 2008, le rapport APD/RNB de l’Italie était de 0.22%. Malgré les problèmes qui subsistent, le CAD constate que des améliorations ont été apportées à la gestion de l’aide italienne depuis 2008. Il se félicite de l’intention qu’a l’Italie d’axer ses efforts sur 35 pays prioritaires, des pouvoirs élargis dont disposent à présent les ambassades et les bureaux techniques en ce qui concerne la participation à la formulation des programmes et leur mise en oeuvre, et l’acheminement de l’aide, ainsi que de l’orientation stratégique définie à haut niveau par le Comité de direction pour la coopération pour le développement. L’Italie doit encore se doter d’une stratégie de coopération pour le développement à laquelle adhèrent toutes les parties prenantes et veiller à ce que l’ensemble des ministères et autorités régionales et locales compétents oeuvrent à la réalisation d’objectifs communs : mise en place de systèmes destinés à promouvoir la cohérence entre la politique de coopération pour le développement et les autres politiques ; réforme de la gestion des ressources humaines pour le noyau de spécialistes du développement ; et suivi et évaluation indépendante réguliers. Tackling the challenges associated with fragility requires a concerted international effort to support sustainable statebuilding processes, based on robust state-society relations. Supporting Statebuilding in Situations of Conflict and Fragility: Policy Guidance presents new thinking on statebuilding and clear recommendations for better practice. It provides an internationally accepted conceptual framework for statebuilding, informed by today’s realities of conflict-affected and fragile situations. Building on good practices already being successfully applied on the ground, this guidance lays out how developing and developed countries can better facilitate positive statebuilding processes and strengthen the foundations upon which capable and legitimate states are built. The recommendations in this guidance address critical areas for better international engagement from strategy development and programme design and delivery to day-to-day operations in the field and at headquarters.

    Abstract: Les pays en développement diffèrent grandement dans leur potentiel de développement et les défis auxquels ils font face. Dans un sens, toutefois, de nombreux ont un problème commun : trop peu d’aide des bailleurs de fonds de trop. Ce rapport retrace jusqu’à 3 700 relations d’aide entre tous les 151 pays bénéficiaire de l’aide et les 46 principaux bailleurs de fonds, couvrant tous les membres du Comité d’aide au développement (CAD) et les plus grandes agences multilatérales. Cette réalité complexe est souvent désigné comme la fragmentation de l’aide. Ce rapport 2009 examine la notion de fragmentation de l’aide entre les pays, et ce qui s’est passé depuis l’adoption de la Déclaration de Paris. Il propose également des mesures de la concentration et la fragmentation, et des options pour réduire la fragmentation excessive. Lorsqu’une relation d’aide entre donneur et partenaire n’est pas considérée comme significative du point de vue du donneur ou du bénéficiaire, se présente alors une opportunité pour une certaine rationalisation. Ce rapport montre qu’une diminution de 23% du nombre de relations est possible en réorganisant seulement 4% de l’aide. Cette réorganisation, à son tour, entraînerait une augmentation du volume de la relation d’aide moyenne entre donneurs et partenaires de 30%.

    Abstract: This review contains the Main Findings and Recommendations of the Development Assistance Committee (DAC) and the report of the Secretariat. It was prepared with examiners from Luxembourg and Norway for the Peer Review meeting on 29 April 2009. Among the issues covered were: the welcome efforts to focus Austrian development co-operation on the world’s poorest people; plans to substantially increase aid for humanitarian action, priority partner countries, and UN agencies; and progress made with the organisational reform started in 2004. Austria needs to sharply increase its aid to meet its commitment to reach 0.7% of ODA/GNI by 2015; to make its aid more predictable; and to increase the share of aid that can be programmed by partner countries. Staffing and technical expertise in the Foreign Affairs Ministry must be strengthened so that it can effectively carry out its mandate as the national co-ordinator for aid and development policy; there should be increased focus on public and political awareness about global development challenges; and a medium-term development policy, endorsed by the government, which commits all ministries to Austria’s development co-operation objectives.

Norway is consistently at the forefront of donor efforts to improve the international aid system, as well as its own development policies and programmes. It supports aid effectiveness and its flexible approach to development assistance enables quick reaction to changing situations. Although its flexibility is generally considered a strength, Norway needs to guard against adding too many new priorities to an ever-expanding list of initiatives. Norway aspires to lead on selected cross-cutting issues such as women’s rights, gender equality and the environment but it is still struggling to fully ‘mainstream’ these objectives into programmes and projects.

    Abstract: The evaluation of official development programmes has grown tremendously over the past two decades; the public and taxpayers increasingly demand credible assessments of whether aid “works” to improve the lives of the world’s poorest. Global efforts to hold donors and partners accountable for the outcomes of development co-operation have also contributed to the growing interest in evaluation. In this context, this study describes the role and management of evaluation in development agencies and multilateral banks, based on questionnaires, findings from peer reviews by the OECD Development Assistance Committee (DAC), interviews and a literature review. The study includes information about the specific institutional settings, resources, policies and practices of each of the DAC Evaluation Network’s 32 members. The study identifies major trends and current challenges in development evaluation, covering: human and financial resources, institutional set-ups and policies, independence of the evaluation function, reporting and use of evaluation findings, management response systems, donor co-ordination, joint evaluation, and the involvement of partner countries in evaluation work. This study is part of the DAC Network on Development Evaluation’s ongoing efforts to increase the effectiveness of development co-operation policies and programmes by promoting high-quality, independent evaluation.

    Abstract: The contracting out of government functions and services to external providers is an established practice in many developed and developing countries. On the one hand, it can offer essential support to states that have to deliver basic services urgently; on the other, it risks bypassing governments and undermining their long-term recovery. The OECD’s Partnership for Democratic Governance was formed in 2007 to gather evidence on this issue. This handbook does not take a view for or against contracting out; nor is it a technical manual. The handbook is for field practitioners and government policy makers in countries that are either emerging from conflict or are otherwise considered to be fragile. Its aim is to help them make more informed choices about the types of contracting that are best suited to their country. It is a tool to assess whether contracting out might be a possible way forward – either temporarily or over a longer period of time – for delivering a core service (such as basic education, healthcare, water and sanitation) or a government function (such as managing public finances and human resources). The handbook illustrates these points with the aid of case studies ranging from Afghanistan to Haiti and Liberia.

Los objetivos de esta guía son los siguientes: i) facilitar la comprensión de las implicaciones del cambio climático en la práctica del desarrollo y promover la necesidad asociada de integrar la adaptación al cambio climático en las políticas y prácticas de desarrollo tanto de los organismos de cooperación como de los países socios, ii) identificar los enfoques más adecuados para integrar la adaptación al cambio climático en las políticas de desarrollo a nivel nacional, sectorial y de proyecto, tanto en zonas urbanas como en zonas rurales, y iii) determinar modalidades prácticas para que los donantes apoyen a los países socios en sus esfuerzos para reducir su vulnerabilidad a la variabilidad climática y el cambio climático. Aunque los esfuerzos por integrar la adaptación al cambio climático ha de ser dirigido por los países socios, los donantes internacionales tienen un papel crítico que desempeñar en el apoyo a esos esfuerzos. Esta guía para la orientación de políticas está destinada especialmente a responsables políticos, a profesionales de organismos de cooperación al desarrollo y sus contrapartes en los gobiernos de los países, y a otras partes interesadas, tales como organizaciones no gubernamentales.

    Abstract: Cet examen contient les principales conclusions et recommandations du Comité d’aide au développement (CAD) ainsi que le rapport établi par le Secrétariat en liaison avec des examinateurs représentant l’Italie et la Nouvelle Zélande pour l’examen de l’aide de l’Irlande qui a eu lieu le 24 mars 2009. L’Irlande s’applique avec succès à renforcer l’efficacité de son aide. L’objectif de cette dernière est de faire reculer la pauvreté et, dans cette optique le programme est judicieusement ciblé sur un nombre limité de pays africains très pauvres. L’Irlande manifeste un grand souci de prévisibilité et de flexibilité, et l’attention qu’elle porte aux priorités locales est fort appréciée par les partenaires avec lesquels elle travaille dans les pays en développement. L’Irlande s’emploie actuellement à atteindre les normes internationales les plus élevées en matière de coopération pour le développement tout en faisant face aux effets de la crise économique mondiale. L’Irlande, qui s’emploie à privilégier l’obtention de résultats, devrait redoubler d’efforts pour mesurer l’impact de son programme d’aide. Le CAD invite les autorités irlandaises à faire connaître les résultats obtenus afin d’entretenir le soutien en faveur de la coopération pour le développement.

    Abstract: Cet examen contient les « Principales conclusions et recommandations » du Comité d’aide au développement et le rapport du Secrétariat. Il a été préparé avec les examinateurs représentant l’Irlande et le Portugal pour l’examen qui a eu lieu le 4 décembre 2008. Des changements constructifs d’importance sont intervenus dans le programme d’aide de l’Australie depuis 2004, les priorités ont évolué vers la réduction de la pauvreté, la promotion des objectifs du millénaire pour le développement (OMD) et le déliement complet des programmes d’aide. Tout en augmentant le montant des aides, l’Australie doit s’efforcer d’avoir une approche efficace, notamment en travaillant en collaboration ou à travers d’autres donneurs. L’Australie a su intégrer la question de l’égalité des sexes dans ses programmes et doit maintenant adopter la même démarche pour les questions environnementales.

    Abstract: This review contains the Main Findings and Recommendations of the Development Assistance Committee (DAC) and the report of the Secretariat. It was prepared with examiners from Japan and the United States for the Peer Review meeting on 9 June 2009. The review noted that Sweden was the most generous of all DAC donor countries as a proportion of its national income in 2008. Sweden is a leader in the areas of aid effectiveness and good humanitarian donorship. It has initiated important reforms to bolster the quality of its aid and to make its development efforts more supportive of partner country priorities. Sweden sets an example as a reliable and engaged donor to multilateral organisations but could make its support more strategic. Sweden is ahead of many donors when it comes to making its national policies and actions consistent with its development objectives, but implementation difficulties led to a revised approach, which is promising.

    Abstract: Switzerland’s aid volume was USD 2.02 billion in 2008, an increase of more than 6% over the previous year, and a total of 0.42% of its gross national income (GNI). In 2008 it had already surpassed its Monterrey commitment to contribute 0.4% of its GNI to official development assistance (ODA) by 2010. Switzerland should adopt a 0.5% target for its aid, keeping in mind the 0.7% UN target. Switzerland has a long tradition of international assistance; its aid to humanitarian causes and multilateral donors serves as an example in good practice. Although Switzerland contributes to international thinking on governance and development in fragile situations, it faces challenges in implementing some of the international principles for making aid more effective, particularly in fragile states. Swiss aid is dispersed among too many countries and sectors, and it now strives to strengthen its focus. While welcoming the steps Switzerland has taken to reinforce its strategic approach to development co-operation, greater cohesion between the Ministries of Economic and Foreign Affairs would reduce duplication and transaction costs. In reforming its aid system, Switzerland will need to do more to set standards, monitor outcomes and assess impact of its development co operation programmes. Switzerland has made progress in bringing areas such as trade and the restitution of stolen assets in line with its commitments to development. It must build on such examples to ensure that all policies are coherent with its development aims. Switzerland must also strengthen efforts to communicate the positive results of aid in order to maintain strong public and political support.

C’est un outil permettant aux décideurs d’évaluer la viabilité de l’externalisation — de façon temporaire ou sur le long terme — dans la prestation d’un service essentiel (tel que l’éducation de base, la santé, l’eau et l’assainissement) ou d’une fonction gouvernementale (telle que la gestion des finances publiques et les ressources humaines).     Abstract: State legitimacy matters because it transforms power into authority and provides the basis for rule by consent, rather than by coercion. In fragile situations, a lack of legitimacy undermines constructive relations between the state and society, and thus compounds fragility. Multiple sources of legitimacy often compete and conflict, leaving the state unable to impose the ultimate rules of the game. Donors working in fragile environments have paid relatively little attention to legitimacy, instead concentrating their efforts on capacity development and institution building as a way of strengthening state effectiveness. The State’s Legitimacy in Fragile Situations urges donors to pay much more attention to legitimacy. It also invites them to broaden their understanding to encompass aspects of legitimacy that derive from people’s shared beliefs and traditions, not just from Western state models. Finally, it encourages donors to monitor the impact of their interventions so as to avoid undermining state legitimacy. The publication concludes with practical recommendations on how donors can support better relations between state and society in fragile situations.

    Abstract: This report maps and analyses the core issues which together make up effective regulatory management for Portugal, laying down a framework of what should be driving regulatory policy and reform in the future. Issues examined include: strategy and policies for improving regulatory management; institutional capacities for effective regulation and the broader policy making context; transparency and processes for effective public consultation and communication; processes for the development of new regulations, including impact assessment and for the management of the regulatory stock, including administrative burdens; compliance rates, enforcement policy and appeal processes; and the multilevel dimension: interface between different levels of government and interface between national processes and those of the EU. This book is part of a project examining better regulation, being carried out in partnership with the European Commission.

    Abstract: The Italian development co-operation is facing major challenges. The first is an urgent need to reform official development co-operation in the absence of political consensus on how to proceed. The second is that Italy will fail to meet its international commitment to increase official development assistance (ODA) to 0.51% of its gross national income (GNI) by 2010 and is unlikely to meet 0.7% by 2015. In 2008 Italy’s ODA/GNI ratio was 0.22. Despite the challenges remaining, there has been some improvement in Italian aid management since 2008. Italy intends to focus on 35 priority countries, the greater authority given to Italy’s embassies and technical offices to deliver and to contribute to formulating programmes and deliver aid, and the Steering Committee on Development Co-operation’s high level policy direction. Italy still needs a strategy for its development co-operation that is shared by all relevant government departments and regional and local authorities working towards common objectives: building systems to promote coherence between development co-operation and other policies; reforming human resource management for the core cadre of development experts; and regularly undertaking monitoring and independent evaluation. In addition, the limited political debate and public awareness about Italian development co-operation show there is an urgent need for the Italian authorities, together with civil society, to build popular support for development and public pressure for reforming Italian development co-operation.

    Abstract: This review contains the Main Findings and Recommendations of the Development Assistance Committee (DAC) and the report of the Secretariat. It was prepared with examiners from Italy and New Zealand for the Peer Review meeting on 24 March 2009. The review noted that Ireland is a champion in making aid more effective. Poverty reduction is the overarching goal of Irish Aid, and reflecting this, its programme is well concentrated on a limited number of very poor African countries. Ireland is a predictable and flexible donor, and its attention to local priorities is appreciated by the developing country partners with whom it works. It is balancing efforts to meet the best international development standards while dealing with the impact of the global economic crisis. Ireland is focusing on achieving results and should enhance its efforts to measure the impact of its aid programme. The DAC urges Ireland to communicate development results to the public to maintain support for overseas development.

    Abstract: Cet examen contient les principales conclusions et recommandations du Comité d’aide au développement (CAD) ainsi que le rapport établi par le Secrétariat en liaison avec des examinateurs représentant le Japon et les États-Unis pour l’examen de l’aide de la Suède qui a eu lieu le 9 juin 2009. En 2008, au pro-rata de son RNB, la Suède a été le donneur le plus généreux. La Suède a joué un rôle constructif, et souvent de modèle, au niveau international pour assurer la qualité de la coopération pour le développement, notamment en promouvant l’efficacité de l’aide et des bonnes pratiques en matière d’action humanitaire. Ardente partisane du multilatéralisme, la Suède prône par ailleurs des réformes structurelles au sein des organismes multilatéraux et s’est faite le champion des nouveaux mécanismes de financement. Dans le même temps, les Suédois demeurent fort désireux de voir leur pays continuer de s’investir fortement au sein de la communauté internationale des donneurs, mais aussi améliorer son propre système de coopération pour le développement.

    Abstract: Developing countries differ greatly in their potential for development and in the challenges they face. In one respect, however, many share a common problem: too little aid from too many donors. This report traces up to 3 700 aid relationships between all 151 aid recipient countries and the 46 largest donors, covering all members of the OECD Development Assistance Committee (DAC) and the largest multilateral agencies. This complex reality is often referred to as fragmentation of aid. This 2009 report examines the concept of aid fragmentation across countries, and what has happened since the adoption of the Paris Declaration. It also proposes measures for concentration and fragmentation, and options for tackling excessive fragmentation. Where a donor-partner aid relation is not considered non-significant from either the donor’s or the recipient’s point of view, there is an opportunity for some rationalisation. This report shows that a decrease of 23% in the number of relationships is possible when only 4% of aid is reorganised. This reorganisation, in turn, would lead to an increase in the volume of the average donor-partner aid relation of 30%.

    Abstract: La légitimité revêt de l’importance car elle transforme le pouvoir en autorité politique, ce qui permet de gouverner par des moyens non coercitifs. Dans les situations de fragilité, un défaut de légitimité compromet l’existence de relations constructives entre l’État et la société, ce qui affaiblit les capacités de l’État et contribue ainsi à sa fragilité. Des sources multiples de légitimité entrent souvent en concurrence ou en conflit, ce qui place l’État dans l’incapacité en fin de compte d’imposer des règles du jeu. Les donneurs qui opèrent dans des situations de fragilité s’intéressent relativement peu à la légitimité, et concentrent leur effort sur le renforcement des capacités et des institutions comme moyens de renforcer l’efficacité de l’État. La légitimité de l’État dans les situations de fragilité fait valoir l’argument selon lequel les donneurs doivent accorder bien plus d’attention à la légitimité, et élargir leur vision afin d’inclure certains aspects de la légitimité qui découlent des convictions et traditions communes des individus, et non pas seulement d’un modèle d’État occidental. Les donneurs doivent aussi suivre de près l’impact de leurs interventions afin d’éviter de porter atteinte à la légitimité de l’État. En conclusion, la présente publication propose des recommandations concrètes sur la façon dont les donneurs peuvent favoriser de meilleures relations entre l’État et la société dans les situations de fragilité.

L’examen a mis en évidence la priorité assignée par l’Autriche à la lutte contre la pauvreté. Par ailleurs, les autorités autrichiennes ont récemment annoncé « un accroissement substantiel des moyens financiers affectés à l’aide humanitaire », nouvelle fort encourageante. La réforme structurelle amorcée en 2004 avec la création de l’AAD a bien avancé. L’Autriche doit continuer de s’employer à porter son rapport APD/RNB à 0.7 % pour 2015. Elle devrait élaborer un plan précis, assorti de cibles annuelles, pour la concrétisation de ses engagements. Conçue à travers des mécanismes participatifs, une politique à moyen terme pourrait contribuer à la formation d’un consensus, qu’elle refléterait, sur la stratégie d’aide de l’Autriche et renforcer l’appropriation de cette dernière dans l’ensemble de l’administration et de la société civile.

Australia has made substantial, positive changes to its aid programme since 2004, reinforcing its focus on reducing poverty, on promoting the MDGs, and completely untying its aid programme. While increasing its aid, Australia should stay focused and pursue effective approaches, including working with and through other donors. Australia successfully integrated gender equality into its aid programme and could now use the same approach to integrate environmental concerns.

Il a été préparé avec les examinateurs représentant le Canada et la Commission européenne pour l’examen qui a eu lieu le 21 octobre 2008. La Norvège est l’un des donneurs les plus généreux pour financer le système d’aide internationale en marge de ses propres mesures et programmes d’aide. Ce pays s’engage pour l’efficacité de l’aide et son approche flexible de l’aide publique au développement lui permet de s’adapter rapidement aux situations nouvelles. Bien que sa flexibilité soit la plupart du temps considérée comme une force, la Norvège doit prendre garde à ne pas ajouter trop de nouvelles priorités à une liste d’initiatives de plus en plus longue. La Norvège a pour ambition de devenir un modèle sur certaines questions transversales telles que le droit des femmes, l’égalité des sexes ou encore la protection de l’environnement, mais elle n’a pas encore réussi à intégrer complètement ces priorités dans ses programmes et ses projets.

    Abstract: Fragile states lag far behind meeting the Millennium Development Goals (MDGs) by 2015, representing 75% of the MDG deficit. Fragile states already lacked the institutional strength to adequately respond to both financial and environmental shocks. The effects of three consecutive and inter-related shocks – food, fuel and the secondary effects of the financial crisis – risk reversing progress achieved by some post-conflict states, and further entrenching insecurity in others. Although official development assistance to fragile states is growing in real terms, it is increasingly concentrated, and half of fragile states face the prospects of declining aid. There is a need to maintain aid levels and meet aid pledges, but also to improve the quality of support to fragile states.     Abstract: Innovation drives long-term economic growth. It has a crucial role to play as global economies recover from the current financial crisis. This book examines the role of innovation in developing countries, with a focus on Africa. It investigates innovation systems and their application; the key role of knowledge in innovation for development; and the importance of comparable country studies and official statistics on innovation. It stresses the need for innovation to become part of a comprehensive development agenda, and makes recommendations for promoting activities in both the formal and informal sectors, with the aim of transforming agriculture into a knowledge-based industry capable of stimulating economic growth. Innovation and the Development Agenda is an important component of the overall OECD Innovation Strategy, which seeks to create stronger and more sustainable growth, while addressing the key global challenges of the 21st century. La Méthodologie a été mise au point et jugée apte à être testée sur le terrain en 2006 comme un outil visant à faciliter la réalisation des objectifs de la Déclaration de Paris et à promouvoir le renforcement des systèmes de passation des marchés. Elle est le résultat des efforts conjoints de partenaires du développement multilatéraux et bilatéraux et de pays partenaires à travers le monde. Ces expériences et enseignements constituent les premiers résultats obtenus par un panel de gouvernements partenaires qui se sont portés volontaires travaillant en coopération avec les parties prenantes nationales de la société civile, du secteur privé, des médias, des membres élus des assemblées représentatives et leurs partenaires du développement international. Le présent document se limite à la mise en commun des expériences relatives à l’utilisation de la Méthodologie. Les exemples pays tirés des exercices pilotes et d’autres applications sont utilisés au titre d’études de cas. On trouvera en Annexe A une cartographie des expériences de divers pays ayant appliqué la Méthodologie. Ce document a pour ambition de réunir des informations contextuelles utiles tirées de diverses sources.

    Abstract: Employment and social protection are two critical avenues towards achieving pro-poor growth and the Millennium Development Goals. In developing countries the majority of poor people work, but employment conditions are poor, productivity is low and incomes inadequate. Policies that improve conditions in the informal economy, increase the productivity and employability of poor people and improve the enabling environment for local entrepreneurship will lead to better employment outcomes. Social protection enables households to invest in productive activities and human capital, which raises their productivity and incomes. Social protection can be affordable, including for low-income countries, and efficiently tackles poverty through improved health, increased school attendance and less hunger and malnutrition. There is growing demand in developing countries for more public action on social protection and employment. To help donors respond, at its High Level Meeting on 27-28 May 2009 the DAC endorsed the following policy statement which encourages donors to provide adequate, long-term and predictable financial assistance to underpin developing countries’ efforts to build social protection systems and to make employment and decent work a key objective of development co-operation. In addition, through its Network on Poverty Reduction (POVNET), the DAC has developed policy guidance notes for donors on employment and social protection.

    Abstract: This publication demonstrates that natural resources can contribute to growth, employment, exports and fiscal revenues in low-income countries, where natural capital constitutes a quarter of total wealth. It highlights the importance of policies encouraging the sustainable management of these resources. Moreover, it emphasises the need to address the political challenges of natural-resource management for long-term pro-poor economic growth. Part I provides an overview of the economics and politics of natural resources. It describes the unique features of natural resources and resulting management challenges, the role of sustainable natural resource management in supporting pro-poor growth, and the politics and governance of natural resources. It then offers recommendations for policy makers on how to support the approaches advocated in the paper. Part II examines these issues with respect to seven specific natural-resource sectors: fisheries, forests, wildlife and ecotourism, soil productivity, water security, minerals and renewable energy.

Les nouveaux immigrants ne sont pas les seuls à rencontrer ces difficultés, il en va de même pour leurs enfants même s’ils sont nés et ont été scolarisés dans le pays d’accueil. Cet ouvrage examine l’intégration sur le marché du travail des immigrés et de leurs enfants dans quatre pays de l’OCDE (Belgique, France, Pays-Bas et Portugal), et formule des recommandations propres à chacun de ces pays. Les pouvoirs publics se doivent de promouvoir l’enseignement des langues et la formation professionnelle, et d’encourager la diversité au travail. Pour leur part, les immigrés doivent accepter les exigences des employeurs des pays d’accueil. La viabilité des futures politiques migratoires et le recours accru à l’immigration dépendent en grande partie de l’aptitude des pays de l’OCDE et des immigrés à réaliser ces objectifs.

    Abstract: Ce rapport vise à combler une lacune d’importance et à éclairer le débat sur le renforcement de l’État. Il apporte des précisions utiles sur les causes et les caractéristiques de la fragilité, ainsi que sur les moyens qu’a un État de parvenir à la stabilité et d’assurer sa résilience à terme. Il montre que le renforcement de l’État doit être envisagé sous l’angle de la formation de l’État et des relations entre l’État et la société. Sur cette base, il passe en revue les conséquences qui en découlent pour les efforts internationaux de renforcement de l’État au regard des divers aspects de la fragilité et se clôt sur un ensemble de recommandations pratiques pour l’élaboration des politiques et des programmes des donneurs bilatéraux et multilatéraux.
