    Abstract: Across the OECD, nearly 19 million people are living with dementia. Millions of family members and friends provide care and support to loved ones with dementia throughout their lives. Globally, dementia costs over USD 1 trillion per year and represents one of the leading causes of disability for elderly adults. These numbers will continue to rise as populations age. Until a cure or disease-modifying treatment for dementia is developed, the progress of the disease cannot be stopped. This report presents the most up-to-date and comprehensive cross-country assessment of the state of dementia care in OECD countries. In recent years, OECD countries have enhanced their efforts to provide high-quality dementia care during diagnosis, early and advanced dementia, but improving measurement is necessary for enhancements in care quality and outcomes for people with dementia. The report advises a set of policies that can help countries to improve diagnosis, strengthen access to care services, improve the quality of care, and support the families and carers of people living with dementia. Measuring and comparing the services that are delivered to people with dementia and the outcomes they achieve is a crucial part of improving dementia care. Most health systems have very poor data on dementia care and countries should work to strengthen the measurement of quality and outcomes of dementia care.

    Abstract: The gap between rich and poor keeps widening. Growth, if any, has disproportionally benefited higher income groups while lower income households have been left behind. This long-run increase in income inequality not only raises social and political concerns, but also economic ones. It tends to drag down GDP growth, due to the rising distance of the lower 40% from the rest of society. Lower income people have been prevented from realising their human capital potential, which is bad for the economy as a whole. This book highlights the key areas where inequalities are created and where new policies are required, including: the consequences of current consolidation policies; structural labour market changes with rising non-standard work and job polarization; persisting gender gaps; the challenge of high wealth concentration, and the role for redistribution policies.

    Abstract: The book presents a major meta-analysis of 'value of a statistical life' (VSL) estimates derived from surveys where people around the world have been asked about their willingness to pay for small reduction in mortality risks. The analysis seeks to explain the differences in the estimates, for example across countries. Differences in incomes and the magintude of the risk reduction people have been asked to value were found to be the factors having the strongest impact on VSL, but a number of other policy-relevant factors are also important. Based on the meta-analysis, and a broad review of the literature, the book also presents clear advice on how VSL values best can be used in assessments of environmental, health and transport policies, such as in cost-benefit analyses. Using explicit VSL estimates to quantify the benefits to society of fatality risk reductions can play an important role in the development of more cost-effective public policies.

    Abstract: The costs of mental ill-health for the individuals concerned, employers and society at large are enormous. Mental illness is responsible for a very significant loss of potential labour supply, high rates of unemployment, and a high incidence of sickness absence and reduced productivity at work. In particular, mental illness causes too many young people to leave the labour market, or never really enter it, through early moves onto disability benefit. Today, between one-third and one-half of all new disability benefit claims are for reasons of mental ill-health, and among young adults that proportion goes up to over 70%. Indeed, mental ill-health is becoming a key issue for the well-functioning of OECD’s labour markets and social policies and requires a stronger focus on policies addressing mental health and work issues. Despite the very high costs to the individuals and the economy, there is only little awareness about the connection between mental health and work, and the drivers behind the labour market outcomes and the level of inactivity of people with mental ill-health. Understanding these drivers is critical for the development of more effective policies. This report aims to identify the knowledge gaps and begin to narrow them by reviewing evidence on the main challenges and barriers to better integrating people with mental illness in the world of work.

    Abstract: On the 50th anniversary of the OECD, we examine the unique work the organisation performs in regulating and rationalising governments’ use of export credits in support of exports, jobs, economic growth and national interests more broadly. This work is part of a global post war effort to emphasise multilateral co operation and sound economic policies to promote co operation, efficiency and prosperity rather than destructive competition, controversy and conflict. OECD export credits work is one of the basic building blocks of the ever growing structure of global trade agreements that aim to maintain open and efficient markets. The objective is to eliminate subsidies and unfair practices in the economic competition that forms the foundation of a healthy and dynamic global economy. The elimination of official financing subsidies in global trade is only a part of the broader trade policy agenda, but it is a vital part, and has been delegated to the OECD by the WTO. Since financing is the life blood of trade flows, specialised OECD housed work allows trade to flow efficiently for aircraft and other capital goods while other trade policy work and litigation continue at the WTO. The export credits work at the OECD is described in this collection of essays. However it is about much more than the series of agreements described herein. It is more fundamentally about the governments and their people - policy makers and experts - who gather at the OECD to build collectively a system of export credits disciplines that is fair, transparent, adaptable and effective. It is therefore as much about people and ideas as anything else. The export credit secretariat pictured above represents only the latest in a long line of OECD staff committed to facilitate and advise this work. The OECD’s motto on its 50th anniversary is “Better Policies for Better Lives.” This reminds us that in the end, it is policies that are at the centre of human well being. And export credits work is about promoting these better policies by developing “smart rules” that open markets and maintain a level playing field and by bringing people and governments together to this end.

    Abstract: Eco-innovation is more important than ever on the public policy agenda. It is a major driver for green growth and contributes to the environmental performance and economic development of OECD and developing countries alike. This report takes a pragmatic approach to policies that support the development and diffusion of eco-innovation. Building on the OECD Innovation Strategy, it argues that eco-innovation is not merely about technological developments: non-technical innovations matter as well. It acknowledges that policies do not operate in a vacuum and that they must take account of the contexts that influence the development and diffusion of eco-innovation, such as market structures. It explores links between eco-innovation policies and related fields such as industry, competition, and international cooperation. This work builds on an OECD inventory of eco-innovation policies in OECD countries and in China. It also draws on studies of select environment-friendly innovations, highlighting different patterns of development across countries. It also incorporates extensive international consultation on the topics of eco-innovation and green growth. The results from this publication will contribute to the Green Growth Strategy being developed by the OECD as a practical policy package for governments to harness the potential of greener growth. Cela étant, mesurer la qualité des soins de santé n’est pas sans poser de difficultés. Certains problèmes ont pu être surmontés grâce au projet de l’OCDE sur les indicateurs de qualité des soins de santé mais un grand nombre subsistent. Si les décideurs veulent véritablement disposer de meilleures données sur la qualité des soins, ils doivent améliorer leurs systèmes d’information sur la santé.     Abstract: Literacy for Life is the second report from the Adult Literacy and Life Skills Survey. It presents additional results on the nature and magnitude of the literacy gaps faced by OECD countries and how these gaps have evolved over the medium term. It offers new insights into the factors that influence the formation of adult skills in various settings – at home and at work – for the eleven countries participating in the first and last round of data collection between 2003 and 2008. The study offers comparative evidence on the impact of various factors on the supply of skill. The study offers a special focus on numeracy skills and problem solving skills. It explores the relationships between numeracy and key socio-demographic factors as well as labour market outcomes and earnings. It highlights the importance of problem solving skills by defining this foundational skill and by exploring its determinants as well as its relative role in influencing important labour market outcomes. The report offers also an analysis of performance across multiple skill domains. It investigates the skill profiles of various population groups defined in terms of the demographic and socioeconomic characteristics of those who score at levels deemed to be low in one or more skill domains and explores the resulting consequences. The report concludes by investigating the issue of skill mismatch in the labour market and its relationship to adult learning. The extent and distribution of mismatch between the day-to-day literacy related requirements of workers and the literacy skills they have obtained is an important issue that is being explored in this study.

Chacun comprend un énoncé du principe et un ensemble de lignes directrices d’application. Les lignes directrices correspondant au principe fondamental consacré au contrôle, intègrent les Principes de l’Organisation Internationale des Autorités de Contrôle des Pensions relatifs au contrôle des pensions privées.     Abstract: A System of Health Accounts 2011 provides a systematic description of the financial flows related to the consumption of health care goods and services. As demands for information increase and more countries implement and institutionalise health accounts according to the system, the data produced are expected to be more comparable, more detailed and more policy relevant. This new edition builds on the original OECD Manual, published in 2000, and the Guide to Producing National Health Accounts to create a single global framework for producing health expenditure accounts that can help track resource flows from sources to uses. The Manual is the result of a four-year collaborative effort between the OECD, WHO and the European Commission, and sets out in more detail the boundaries, the definitions and the concepts – responding to health care systems around the globe – from the simplest to the more complicated.

    Abstract: Attractiveness for investment in innovation is high on the policy agenda in many countries as innovation is a key factor of growth and competitiveness in OECD countries. Virtually all governments are keen to attract international investment by multinational enterprises (MNEs) as a means to promote growth and employment, create new jobs and bring in new technologies. While all countries and regions have some policy measures in place that are aimed at increasing their attractiveness for innovation, it is less clear if these policies are effective. This report analyses the current trends in international investment in innovation and the attractiveness policies already implemented. These are often based on the more traditional instruments for attracting international investment. The book also explores in more detail the role of investment incentives that governments tend to give to international investors: their rationale, their impact and their usefulness. The evidence presented in this report raises clear policy issues and questions existing policies. A number of policy principles are formulated to guide policy makers.

Ce rapport, le dernier de la série de l’OCDE intitulée Maladie, invalidité et travail : surmonter les obstacles synthétise les conclusions du projet et étudie les facteurs qui peuvent expliquer ce paradoxe. Il met en lumière le rôle des institutions en place et des politiques mises en œuvre et conclut qu’il est essentiel pour les principaux acteurs – travailleurs, employeurs, médecins, organismes publics et prestataires de services – de rehausser les attentes et d’améliorer les incitations. À partir d’un examen des bonnes et mauvaises pratiques observées dans les pays de l'OCDE, le rapport suggère qu’une série de réformes de fond s’impose afin de promouvoir l’emploi des personnes atteintes de problèmes de santé. Le rapport examine plusieurs options d’arbitrage essentielles entre des politiques de diminution du nombre de nouveaux bénéficiaires du régime d’invalidité et d’augmentation du nombre de sorties de ce régime, de maintien dans l’emploi ou de recrutement de personnes souffrant de problèmes de santé.     Abstract: Migrants contribute to the economic growth of their host countries in many ways, bringing new skills and competencies with them and helping to reduce labour shortages. An aspect that has received only limited attention up to now is migrants’ contribution to entrepreneurial activity and employment creation in their host countries. In OECD countries, entrepreneurship is slightly higher among immigrants than natives and the total number of persons employed in migrant businesses is substantial, although the survival rate of these businesses is often lower than that of their native counterparts. Migrant entrepreneurship has gone beyond traditional ethnic businesses, into a wide range of sectors and innovative areas. Greater knowledge of migrant entrepreneurship is essential if policy makers are to better support migrant enterprises and their role in economic growth and job creation. In addition, increasing awareness of the positive role that migrants can play as entrepreneurs could contribute to a more balanced public debate on immigration. Taking a cross-country perspective, this publication sheds light on these issues and more, discussing policy options to foster the development and success of migrant businesses. It is a compilation of papers presented at a June 2010 conference organised by the OECD Secretariat, with the financial support of the Swedish and Turkish authorities, and the Dutch-Turkish Businessmen Association (HOTIAD).

L’éducation contribue largement à façonner ces indicateurs de progrès social. Néanmoins, les liens et mécanismes de causalité, l’influence des contextes et l’impact relatif des différentes mesures éducatives sur ces indicateurs sont encore mal compris. Le présent rapport a pour objet d’apporter des éléments de réponse aux problèmes rencontrés dans l’évaluation des retombées sociales de l’éducation ; à cet effet, il présente une synthèse des données probantes disponibles, passe en revue un certain nombre d’analyses de données antérieures et examine les débats politiques. La conclusion de ce rapport est que l’éducation peut contribuer à améliorer la santé et l’engagement civique et social. Elle peut réduire les inégalités en développant les compétences cognitives, sociales et émotionnelles, mais aussi en favorisant l’adoption d’un mode de vie sain et de pratiques et de valeurs participatives. Les efforts menés en milieu scolaire sont plus susceptibles de porter leurs fruits s’ils sont complétés par ceux de la famille et de l’environnement social élargi – d’où la nécessité d’améliorer la cohérence entre les différentes politiques sectorielles, mais aussi entre les différents niveaux d’enseignement.

A key risk factor for numerous chronic diseases, obesity is a major public health concern. Le Canada fait face aux mêmes problèmes que les autres pays de l’OCDE : faibles taux d’emploi, forts taux de chômage et risque élevé de pauvreté des personnes handicapées. Cependant, bien que ces chiffres soient en augmentation, le nombre de personnes percevant des prestations maladie ou invalidité à long terme est plus faible au Canada que dans la plupart des pays de l’OCDE. Cette tendance permettra de soutenir dans les années à venir les efforts entrepris par les gouvernements fédéral et provinciaux pour mettre en place un système sur l’incapacité mieux orienté vers l’emploi. En conclusion, ce rapport estime que des changements supplémentaires sont nécessaires, notamment afin de mieux coordonner les programmes fédéraux et provinciaux, de faciliter l’accès aux services et aux aides grâce à un système de guichet unique et à un cadre de responsabilité mutuelle, et d’identifier le handicap et d’intervenir le plus tôt possible. Les employeurs ont aussi un rôle important pour éviter que les gens se détachent du marché du travail.

    Abstract: Occupational pensions play a major role in OECD countries and worldwide, complementing retirement income from state sources. At the end of 2009, private pension savings reached USD 25 trillion. Population ageing has led many OECD countries to undertake a wide range of pension reforms – the overall effect of which has been to reduce public pension promises and, in turn, to increase the importance of private pension savings for retirement. The Core Principles cover seven key areas: i) Conditions for effective regulation and supervision; ; ii) Establishment of pension plans, pension funds, and pension fund managing companies; iii) Pension plan liabilities, funding rules, winding up, and insurance; iv) Asset Management; v) Rights of members and beneficiaries and adequacy of benefits; vi) Governance; and vii) Supervision. Each of the seven core principles consists of a main text and a set of implementing guidelines. In the case of the core principle of supervision, the supporting guidelines integrate the IOPS Principles of Private Pension Supervision. The Methodology provides a structured approach for evaluating a jurisdiction’s occupational pension regulatory system in relation to the OECD Core Principles of Occupational Pension Regulation.

The need for answers to these kinds of questions and the value of measuring the quality of health care are among the issues addressed in this publication. Many health policies depend on our ability to measure the quality of care accurately. Governments want to increase “patient-centeredness”, improve co-ordination of care, and pay providers of high-quality care more than those who underperform. However, measuring the quality of health care is challenging. The OECD’s Health Care Quality Indicator project has overcome some of the problems, though many remain. If policy makers are serious about improving the body of evidence on the quality of care, they need to improve their health information systems. This publication describes what international comparable quality measures are currently available and how to link these measures to quality policies such as accreditation, practice guidelines, pay-for-performance, national safety programmes and quality reporting.

    Abstract: Today’s global policy climate underlines the importance of better addressing non-economic dimensions of well-being and social progress such as health, social engagement, political interest and crime. Education plays an important role in shaping indicators of progress. However, we understand little about the causal effects, the causal pathways, the role of contexts and the relative impacts that different educational interventions have on social outcomes. This report addresses challenges in assessing the social outcomes of learning by providing a synthesis of the existing evidence, original data analyses and policy discussions. The report finds that education has the potential to promote health as well as civic and social engagement. Education may reduce inequalities by fostering cognitive, social and emotional skills and promoting healthy lifestyles, participatory practices and norms. These efforts are most likely to be successful when family and community environments are aligned with the efforts made in educational institutions. This calls for ensuring policy coherence across sectors and stages of education.

    Abstract: The report analyses the retirement income systems of 18 Asian countries, including Australia, China, India, Indonesia, Pakistan, the Philippines and Vietnam. It says that reform is needed because: coverage of formal pension systems is relatively low; withdrawal of savings before retirement is very common; pension savings are often taken as lump sums and often do not provide people with adequate income over their lifetime; pensions payments are not automatically adjusted to reflect changes in the cost of living. In OECD countries, an average of 70% of the working-age population are eligible for a pension. However in South Asia, just 7.5% of the working-age population are eligible and in East Asia 18%. Furthermore, few countries in Asia/Pacific have social pensions to provide safety-net retirement incomes for people who are not members of formal schemes. Only in India are social pensions significant, with around 10 to 15% of older people covered.

    Abstract: The rapidly growing demand for highly skilled workers has led to a global competition for talent. While basic competencies are important for the absorption of new technologies, high-level skills are critical for the creation of new knowledge, technologies and innovation. The OECD’s Programme for International Student Assessment (PISA) has taken an innovative approach to examining educational excellence, by directly assessing students’ knowledge, skills and attitudes and exploring how these relate to the characteristics of individual students, schools and education systems. Based on PISA survey results, this report examines who the highest performing students are, what the characteristics of the schools they attend are, to what extent they engage in science related activities outside of school, what their motivations and attitudes towards science are, and what their career intentions are.

Cet ouvrage examine l’intégration sur le marché du travail des immigrés et de leurs enfants dans quatre pays de l’OCDE (Belgique, France, Pays-Bas et Portugal), et formule des recommandations propres à chacun de ces pays. Les pouvoirs publics se doivent de promouvoir l’enseignement des langues et la formation professionnelle, et d’encourager la diversité au travail. Pour leur part, les immigrés doivent accepter les exigences des employeurs des pays d’accueil. La viabilité des futures politiques migratoires et le recours accru à l’immigration dépendent en grande partie de l’aptitude des pays de l’OCDE et des immigrés à réaliser ces objectifs.

Le défi à relever maintenant consiste à porter le montant de l’aide à des niveaux qui permettent d’atteindre les Objectifs du millénaire pour le développement. L’analyse des tendances observées au cours de la décennie écoulée fait apparaître une fragmentation de l’aide en faveur de la santé en une multitude de petits projets, plus de deux tiers de l’ensemble des engagements portant sur des montants inférieurs à 500 000 dollars des ÉU. Une fraction relativement faible des ressources va directement au budget des pays, et une part importante sert à financer des projets régionaux et plurinationaux. La question de savoir en quoi l’aide peut favoriser la mise en place de systèmes nationaux efficaces revêt une importance particulière dans le secteur de la santé. Il est indispensable que les pays disposent d’hôpitaux et de cliniques bien gérés, d’agents de santé qualifiés et de filières efficientes d’achat de médicaments pour améliorer réellement l’état de santé de leur population.

    Abstract: Korea faces an extraordinary ageing challenge. Korea will age much faster than other OECD countries: in 2000, about 7% of Korea’s population were over 65; in 2050, senior citizens will constitute about 37% of Korea’s population. Population ageing will unfold at high speed, firstly because of the dramatic increase in life expectancy from just over 52 years in 1960 to over 77 years in 2004. a major cause of this was the spectacular decrease in infant mortality rates from 45 infants per 1000 live births in 1970 to 5.3 in 2002. The second cause of population ageing is the sharp decline in birth rates from close to 3 children per woman in 1975 to less than 1.2 in 2004. Reduced child mortality rates and increased life expectancy are indicators of the success of the Korean economy and society. However, the decline in fertility rates in Korea is evidence of strains in society which will damage prosperity in the future. Population ageing on this scale will inevitably lead to a huge increase in spending on old-age income support and health care, and will also require the development of a public family policy which supports the reconciliation of work and care commitments of workers. To successfully meet the ageing challenge, the OECD believes that three policy objectives must be targeted. First, the decline in the working-age population needs to be slowed. Second, working opportunities need to be extended. Third, affordable and sustainable pension and health care policies must be implemented. This volume looks at existing Korean family, health and pension policies from an international perspective, considers them in view of the emerging policy challenges, and outlines some of the policy options that are available to policy makers in Korea.

    Abstract: For aid donors, the pro-poor growth agenda is not business as usual and more of the same will not be sufficient. Focusing on pro-poor growth and income poverty, Promoting Pro-Poor Growth: Policy Guidance for Donors identifies binding constraints and offers policies and strategies to address them. Policy recommendations aim to help change donor behaviour and pave the way for more effective development co-operation in these areas. This compendium pays special attention to the role of private sector development, agriculture and infrastructure in pro-poor growth – areas that were neglected by many donors during the 1990s but are currently receiving renewed attention in the international development agenda. It also presents a methodology for conducting ex-ante poverty impact assessment, a valuable tool for those whose aim is to maximise the poverty reducing impacts of development interventions.

    Abstract: Institutions whose goal is to help those at the margins have been a feature of social life for centuries. Today, social assistance institutions have integration and encouragement as their goal. They seek to avoid exclusion and stigmatisation.Poverty can tear at the fabric of society. However, preventing hardship among those with no resources while reducing exclusion and marginalisation is no easy task. How can social assistance best balance these goals, minimising disincentives to paid employment? What can be done to promote independence and individual responsibility?This book compares the social assistance policies of Belgium, the Czech Republic, the Netherlands and Norway. Although at first sight these countries appear very different, in fact the same policy dilemmas exist in the four countries. That local action is necessary to identify and help the excluded is accepted, but the balance between ensuring that sufficient resources are available at the local level while limiting budgets so as to ensure efficient use of resources is a continuing preoccupation. Governments stress their commitment to combat poverty, but benefits cannot be raised too high because this would harm work incentives. Different institutions sometimes disagree about whether benefit recipients are "job ready" or whether more social help is needed. No country has yet found a policy package which prevents exclusion, but innovative policies in each of these four countries are proving successful in limiting its extent.

This OECD review of risk management policies focuses on Sweden because, with the ageing of its society already at a quite advanced stage, it exemplifies many of the current and future problems that OECD countries face in addressing fall-related injuries and fatalities among the elderly. The report looks at Sweden's policies in the area of older people's safety and well-being, seeking out and identifying good practices and areas where improvements could be made. It offers lessons that other countries can also draw from. While the report underscores the importance of the management of fall accidents, it also emphasizes the more general point that multidisciplinary and forward-looking approaches to safety and risk are essential for any policy concerning older people.

    Abstract: Employee stock option plans have become a common component of remuneration packages in multinational enterprises. This publication presents and examines the many important tax issues that arise for beneficiaries and companies. Focusing first on domestic tax issues, it considers what tax treatment would provide no tax-related incentives for a company to either increase or cut the use of stock options, and would be neutral regarding the choice of either granting stock options or paying ordinary salary. The approach is non-prescriptive and serves to provide a benchmark for policymakers. This is complemented by a survey of taxation of stock options in OECD countries in 2002 that calculates the effective rate of tax and compares it with tax on ordinary salary. Cross-border taxation issues are then discussed. Issues such as the timing of the benefits from stock options, the distinction between employment income and capital gains and the identification of the services to which they relate are relevant to the application of tax treaties, which are based on the OECD Model Tax Convention, and the resulting changes to the Model's Commentary are fully explained. Finally, the effects on transfer pricing are analysed in three circumstances: when an enterprise grants stock options to employees of a subsidiary in another country, when using transfer pricing methods that are affected by remuneration costs, and when employees benefiting from stock options are involved in activities that are the subject of a cost contribution arrangement.

    Abstract: Speeding is the number one road safety problem in a large number of OECD/ECMT countries. It is responsible for around one third of the current, unacceptably high levels of road fatalities. Speeding has an impact not only on accidents but also on the environment, energy consumption and quality of life, particularly for residents in urban areas. Reducing average speeds on the roads by only 5% will save around 20% of current fatalities. There is good experience available on how to quickly reduce the extent of speeding and thereby reduce current fatalities and injuries. Reduced speeding will also reduce the adverse environmental and social impacts associated with excessive speed, particularly in urban areas. Comprehensive measures are required which are best developed as part of a coordinated speed management policy package. What contributions can be made by infrastructure improvements, speed limits, signing and education, as well as by enforcement? Which are the most cost-effective elements of a speed management policy? What are the prospects for the use of new technologies which encourage drivers to choose appropriate speeds and assist in achieving greater compliance with speed limits? This Report, prepared by a Working Group of the Joint OECD/ECMT Transport Research Centre, addresses the key issues, highlights the improvements in policy and operations needed to reduce the extent of speeding. It outlines a framework for achieving the best possible safety outcomes while protecting the environment and supporting sustainable mobility. The report is compelling reading for all those interested in addressing the major speed-related problems that are widespread in OECD/ECMT member countries and will become increasingly important in developing countries as levels of motorisation increase.

The report includes a discussion of the conceptual issues regarding innovation in tourism, it illustrates national and industry practices enhancing innovation in tourism, and provides insights into the potential role of tourism policy in innovation.

    Abstract: This publication provides policy guidance in an area that has been given little policy priority until recent years. It brings together key lessons from 17 OECD countries, providing evidence on the strategies in place to improve adults’ participation in learning. It addresses potential barriers to learning as well as the policies to remedy them. Among these are policies for increasing and promoting the benefits of adult learning to make them transparent and easily recognised. Other policy levers include economic incentives and co-financing mechanisms that can raise the efficiency of adult learning provision, while delivering quality learning that is adapted to adults’ needs. Finally, policy making can be improved via co-ordination and coherence in a field that is characterised by a wide variety of stakeholders, including ministries of education and ministries of labour.
