    Abstract: It is now time to invest in Africa. The prospects are good. Africa is already attracting growing flows of private resources, as a result of its greater political stability and economic reforms. Significant new investors are now engaging in Africa, from within and outside the continent. Development assistance and debt relief alone will not be sufficient to achieve the Millennium Development Goals. Africa now needs more and sustainable investment, both domestic and foreign, in order to accelerate economic growth and progress in poverty reduction, and become better integrated into the global economy. We call for the fulfilment of commitments made at African and G8 Summits and other global fora, including support from development partners to help Africa mobilise more investment, and better focus on mobilisible domestic revenue sources and indigenous resources. Areas such as infrastructure, extractive industry, tourism, agribusiness and ICT are particularly important drivers of development, and require support from development partners.

    Abstract: Climate change is a major threat to sustainable growth and development in Africa, and the achievement of the Millennium Development Goals. Africa is particularly vulnerable to climate change because of its overdependence on rain-fed agriculture, compounded by factors such as widespread poverty and weak capacity. The main longer-term impacts include: changing rainfall patterns affecting agriculture and reducing food security; worsening water security; decreasing fish resources in large lakes due to rising temperature; shifting vectorborne diseases; rising sea level affecting low-lying coastal areas with large populations; and rising water stress.

Leadership is being taken by Africa itself. The number of conflicts has fallen. But even so, one-fifth of the population of Africa still live in conflict zones. It opens with a general summary of gender differences measured outside of the PISA assessment programme and then considers the knowledge gained about gender-related issues from PISA 2000, PISA 2003 and PISA 2006 when reading, mathematics and science respectively were the major domains of assessment. Among the key findings: in reading in PISA 2000, females significantly outscored males in all countries; in mathematics in PISA 2003, males outscored females somewhat; in the combined science scale in PISA 2006, there was no overall significant difference observed between males and females. However, when examining the various science competencies, knowledge components and attitudes to science, there were some marked differences.

Some of these questions were used in the PISA 2000, 2003 and 2006 surveys and others were used in developing and trying out the assessment.     Abstract: Despite many examples of good practice, large weaknesses exist in many countries’ national career guidance services, according to extensive research conducted by the OECD, and by the Centre for the Development of Vocational Training and the European Training Foundation on behalf of the European Commission. Access is limited, particularly for adults. In addition, services often focus upon immediate decisions, and fail to develop career management skills. Training for those who provide services is frequently inappropriate, failing to reflect the full range of client needs or to take account of modern, more flexible delivery methods such as ICT. Services are poorly co-ordinated between different ministries, and between governments and other stakeholders. The evidence base is too weak to provide policy makers with useful data on outcomes, costs and benefits. These gaps stand in the way of governments’ attempts to implement lifelong learning, active employability and social equity policies. This joint publication by the OECD and the European Commission (staff working paper) gives policy makers practical tools to tackle these problems. In simple, non-technical language, the publication addresses a broad range of policy issues that are central to the effective delivery of career guidance services. These include: how to widen access to career guidance; ways of improving the quality of career information; ensuring that staff qualifications meet policy objectives; and improving strategic leadership. This publication is essential reading for all policy makers, especially those in education and labour, who are responsible for planning, managing and delivering career guidance services.

    Abstract: The latest System of National Accounts (the 2008 SNA) explicitly recognises, for the first time, that expenditures on research and experimental development (R&D) should be recorded as capital formation. This is a natural extension to the 1993 SNA, which recommends recording many acquisitions of software and databases, mineral exploration, and entertainment, artistic and literary originals as capital formation, too. These products have a common characteristic, namely that their value reflects the underlying intellectual property they embody, which is why they are referred to collectively in this publication as intellectual property products (IPPs). But they also share another important characteristic: their measurement is not straightforward, and in the absence of clear guidance it is highly likely that estimates will not be comparable between countries. This Handbook is designed to provide that guidance by considering IPPs collectively, based on their common characteristics, by type, based on any specificities, such as data availability, and by detailed transaction - for example the valuation of IPPs that have been produced for internal use by their developers, the valuation of unsuccessful IPPs, and the production of IPPs produced and made freely available by government.

    Abstract: Les réseaux d’infrastructure jouent un rôle vital dans le développement économique et social. La demande d’infrastructures est appelée à sensiblement augmenter dans les décennies à venir, sous l’impulsion de facteurs majeurs de changement comme la croissance économique mondiale, le progrès technologique, le changement climatique, l’urbanisation et l’aggravation de la congestion. Les défis à relever sont multiples. Dans les pays de l’OCDE, de nombreux éléments de réseaux d’infrastructure connaissent un vieillissement rapide, les budgets publics sont de plus en plus serrés et le financement de l’infrastructure devient de plus en plus complexe. Cette publication évalue la viabilité future des modèles économiques actuels dans cinq secteurs infrastructurels : électricité, eau, transport ferroviaire de marchandises, transports collectifs urbains et transport routier. Elle propose des recommandations pratiques visant à renforcer les capacités afin de répondre aux besoins futurs d’infrastructures, notamment des mesures qui pourraient être prises par les gouvernements tant collectivement qu’individuellement pour mettre en place des cadres institutionnels, politiques et réglementaires plus favorables.

    Abstract: Scotland consistently performs at a very high standard in OECD’s Programme for International Student Assessment (PISA) and has one of the most equitable school systems in the OECD. This review examines the strengths of Scotland’s schools and the challenges they face in securing high standards for all children. One major challenge is an achievement gap that opens up late in primary education and widens through junior secondary years: children from poorer backgrounds are more likely than others to under-achieve. A second challenge for Scotland is to achieve broader and more successful participation in upper secondary education and greater equity in higher education. The review assesses the performance of Scottish schools, using PISA findings and national test and examination results. It also examines educational reforms in Scotland in the light of reforms in countries facing similar challenges.

In this context, the OECD launched a major review of tertiary education with the participation of 24 nations. The principal objective of the review is to assist countries in understanding how the organisation, management and delivery of tertiary education can help them achieve their economic and social goals. New Zealand is one of 14 countries which opted to host a Country Review, in which a team of external reviewers carried out an in-depth analysis of tertiary education policies. This report includes: an overview of New Zealand's tertiary education system; an account of trends and developments in tertiary education in New Zealand; an analysis of the strengths and challenges in tertiary education in New Zealand; and recommendations for future policy development. This review of tertiary education in New Zealand forms part of the OECD Thematic Review of Tertiary Education, a project conducted between 2004 and 2008.

Die Internationale Schulleistungsstudie der OECD (PISA) sucht durch ihre Erhebungen der Kenntnisse und Fähigkeiten 15-jähriger Schülerinnen und Schüler in wichtigen Grundbildungsbereichen einige Antworten auf diese Fragen zu liefern. Die PISA-Erhebungen werden alle drei Jahre in den OECD-Mitgliedstaaten und einer Gruppe von Partnerländern und volkswirtschaften durchgeführt, die insgesamt nahezu 90% der Weltwirtschaft auf sich vereinen. PISA 2006: Naturwissenschaftliche Kompetenzen für die Welt von morgen stellt die Ergebnisse der jüngsten PISA-Erhebung vor, in deren Mittelpunkt die naturwissenschaftliche Grundbildung stand und die auch die Kenntnisse in Mathematik und Lesekompetenz evaluierte. Die Resultate werden in zwei Bänden dargestellt: Der erste bietet eine Analyse der Ergebnisse, der zweite Band (nur in Englisch und Französisch verfügbar) enthält die dieser Analyse zu Grunde liegenden Daten. Dieser Bericht liefert das umfassendste internationale Bild des heutigen Lernens im Bereich der Naturwissenschaften, wobei PISA 2006 nicht nur den Leistungsstand der Schülerinnen und Schüler erhob, sondern auch ihr Interesse an Naturwissenschaften und ihr Wissen um die Chancen, die der Besitz naturwissenschaftlicher Kompetenzen eröffnen kann, sowie das Lernumfeld untersuchte, das die Schulen im Bereich Naturwissenschaften zur Verfügung stellen. PISA ordnet die Leistungen der Schülerinnen und Schüler, der Schulen und der Länder in den Kontext ihres jeweiligen sozioökonomischen Hintergrunds ein und ermittelt wichtige bildungspolitische Maßnahmen und Praktiken, die mit Lernerfolg assoziiert sind. Indem gezeigt wird, dass einige Länder erfolgreich eine qualitativ hochwertige Bildung und eine ausgewogene Verteilung der Lernergebnisse miteinander verbinden können, gibt PISA ehrgeizige Ziele für andere Länder vor. Im Anschluss an die Erhebungen PISA 2000 und PISA 2003 vervollständigt PISA 2006 den ersten Erhebungszyklus in den drei Grundbildungsbereichen. PISA leitet gegenwärtig einen zweiten Zyklus von Erhebungen ein, der 2009 mit der Lesekompetenz als Schwerpunktbereich beginnen und 2012 (mathematische Grundbildung) sowie 2015 (naturwissenschaftliche Grundbildung) fortgesetzt wird. Die Internationale Schulleistungsstudie der OECD (PISA) PISA ist ein Kooperationsprojekt der 30 OECD-Mitgliedsländer sowie von etwa 30 Partnerländern und volkswirtschaften, in das wissenschaftliche Fachkenntnisse aus allen Teilnehmerländern und volkswirtschaften einfließen und bei dem übergreifende Entscheidungen auf der Basis gemeinsamer politischer Interessen von den Regierungen der Teilnehmerstaaten gemeinschaftlich getroffen werden. Zu seinen einzigartigen Merkmalen zählen: Grundbildungskonzept: PISA definiert jeden Erhebungsbereich (Naturwissenschaften, Lesekompetenz und Mathematik) nicht in erster Linie nach der Beherrschung der schulischen Curricula, sondern vielmehr nach den Kenntnissen und Fähigkeiten, die für eine aktive Teilhabe an der Gesellschaft benötigt werden. Langzeitverpflichtung: PISA ermöglicht es den Ländern, in regelmäßigen Abständen und auf der Basis eines vorhersehbaren Zeitplans ihre Fortschritte auf dem Weg zur Erreichung der grundlegenden Lernziele zu messen. Untersuchte Altersgruppe: Mit der Beurteilung der Leistungen 15-Jähriger, d.h. junger Menschen gegen Ende ihrer Pflichtschulzeit, liefert PISA wichtige Indikatoren für die globale Leistungsfähigkeit von Schulsystemen. Relevanz für das lebenslange Lernen: PISA beschränkt sich nicht auf die Beurteilung von Kenntnissen und Fähigkeiten der Schülerinnen und Schüler, sondern befragt diese auch nach ihrer Lernmotivation, ihrer Selbsteinschätzung und ihren Lernstrategien sowie ihren Zielen in Bezug auf künftige Studien und Berufsaussichten.

    Abstract: The health sector has always been an important recipient of global attention and external assistance. Humanitarian concerns about the health of the world’s poor, along with fears about the spread of epidemics such as HIV/AIDS, have made health a central pillar of most development policies. Over the last 30 years attention has increased with the emergence of new health threats - such as HIV/AIDS and pandemic influenza - and with recognition that health is a key determinant of economic growth, labor force productivity and poverty reduction. At the same time, health is increasingly viewed as a human right, the fulfillment of which places obligations on both developed and developing countries. Health has also been at the forefront of the debate on what aid effectiveness means from a sectoral perspective. In the mid-1990s health policymakers designed and pioneered sector-wide approaches (SWAps), which aimed to foster ownership, improve donor harmonization and aid predictability, and align policy behind a health-reform program agreed between government and donors. As this paper illustrates, aid effectiveness is particularly challenging in health. As with other sectors, difficulties are the result of inefficiencies in the global aid architecture and of poor country policies; however, problems in health are exacerbated by the inherent complexities of the sector itself. The large number and diverse nature of development partners active in health, the large unmet needs, the dependency on multiple sectors to achieve health outcomes, the major roles of the private sector in both financing and delivery, and the long-term recurrent nature of most health needs have created challenges for countries, but have also stimulated innovative ideas on how to move forward. As a result, the health sector may be a good "tracer" sector for OECD/ DAC to monitor overall harmonization and alignment progress.

    Abstract: L’Écosse obtient régulièrement d’excellents résultats au Programme international de l’OCDE pour le suivi des acquis des élèves (PISA) et son système scolaire est un des plus équitables de l’OCDE. Cet ouvrage analyse les forces des écoles écossaises et les difficultés qui s’opposent à la réussite de tous les enfants. La première de ces difficultés réside dans l’écart de résultats qui apparaît dans les dernières années de l’enseignement primaire et se creuse au début du secondaire : les enfants de milieux défavorisés sont plus exposés que les autres à l’échec scolaire. La deuxième concerne le besoin d’accroître le taux de scolarisation et de réussite dans le deuxième cycle du secondaire et d’améliorer l’équité dans l’enseignement supérieur. Cet examen analyse les performances des établissements scolaires écossais à partir des conclusions du PISA et des résultats aux tests et examens nationaux, et étudie les réformes éducatives entreprises en Écosse à la lumière de celles qui ont été engagées dans des pays rencontrant des difficultés comparables.

    Abstract: Encouraging Student Interest in Science and Technology Studies examines overall trends in higher education enrolments and the evolution of S&T compared with other disciplines. The results suggest that although absolute numbers of S&T students have been rising as access to higher levels of education expands in OECD economies, the relative share of S&T students among the overall student population has been falling, The report shows that encouraging interest in S&T studies requires action to tackle a host of issues inside and outside the education system, ranging from teacher training and curriculum design to improving the image of S&T careers. Numerous examples of national initiatives are used to complement the analyses to derive a set of practical recommendations.

Within governance frameworks that encourage institutions, individually and collectively, to fulfil multiple missions, tertiary education systems must aim for the broad objectives of growth, full employment and social cohesion. In this context, the OECD launched a major review of tertiary education with the participation of 24 nations. The principal objective of the review is to assist countries in understanding how the organisation, management and delivery of tertiary education can help them achieve their economic and social goals. Croatia is one of 14 countries which opted to host a Country Review, in which a team of external reviewers carried out an in-depth analysis of tertiary education policies. This report includes: an overview of Croatia's tertiary education system; an account of trends and developments in tertiary education in Croatia; an analysis of the strengths and challenges in tertiary education in Croatia; and recommendations for future policy development. This review of tertiary education in Croatia forms part of the OECD Thematic Review of Tertiary Education, a project conducted between 2004 and 2008.

    Abstract: OECD countries invest significant resources in evaluating agricultural pesticides before they are marketed (or re-evaluating pesticides that have been in use for many years) to ensure that they do not pose unacceptable risks to human health and the environment. Since many pesticides used in OECD countries are the same, governments have recognised the substantial benefits that can be gained if the task of pesticide evaluations for registration and re-registration is shared, rather than duplicating each others' work. The OECD Pesticides Programme is working to establish the infrastructure that will facilitate such work sharing. The recent adoption of an OECD-wide future "vision", with specific deadlines for work sharing, should lead to additional (and more routine) work sharing arrangements between governments and industry.This document provides responses to questions that are frequently asked by governments and industry about the concept of work sharing, and how it would operate in practice. Many of the questions were raised at an OECD seminar on work sharing, held on 31 May, 2006, at the Pesticide Control Service in Ireland. The answers were prepared by a panel of OECD government representatives at that seminar.

    Abstract: Post-public employment is one of several variations of the broad concept of conflict of interest, that is, the use of public office for private gain.1 Most post-employment offences occur when public officials use, or appear to use, information or contacts acquired while in government to benefit themselves, or others, after they leave government. However, despite use of the term post-public employment, these offences can actually occur before officials leave government. For example, a serving public official can give preferential treatment to a business firm with a view to obtaining employment with that firm after leaving government. If the official is successful in obtaining that employment and leaves government, he or she can then commit post-employment offences. For example, the official can use confidential information obtained while in government to the benefit of his or her new employer. Thus, a post-employment offence can arise both from the use of one’s current public office for private gain and from the wrongful exploitation of one’s previous public office. For the most part, however, the focus of this paper is on the behaviour of former public officials in their relations with government.
