L’innovation technologique et organisationnelle, ainsi qu’une très forte expansion des échanges, ont en effet radicalement transformé le secteur portuaire au cours des dernières décennies. Bien que les ports desservent aujourd’hui des arrière-pays qui s’étendent profondément à l’intérieur des continents, la concurrence interportuaire ne cesse de s’intensifier, affaiblissant le pouvoir de négociation des ports dans la chaîne logistique. L’accroissement du débit portuaire se heurte à une résistance de plus en plus forte des collectivités locales en raison de la pollution et de la congestion qu’il entraîne. La réglementation locale est justifiée, mais sa mise en œuvre est compliquée par la répartition du pouvoir de négociation entre les parties prenantes. Des autorités d’un niveau plus élevé seraient en mesure de formuler des politiques plus efficaces.

This edition introduces new analytical data breakdowns and statistical treatments that better reflect the realities of today’s world economy.     Kurzfassung: How should airports be regulated to contain market power? This round table proceedings first examines whether they need to be regulated at all. It concludes that because regulation is inevitably imperfect and costly, policy makers should establish conditions for competition to emerge between airports in preference to comprehensive regulation, whenever possible. Economic regulation is sometimes necessary, such as when airports are heavily congested. The proceedings determines which approaches are likely to work best and also assesses strategies for managing greenhouse gas emissions. It finds that although including aviation in an open emission trading scheme could help mitigate emissions efficiently across the economy, it should not be expected to produce major cuts in CO2-emissions in aviation itself. Finally the proceedings identifies the economic conditions under which high-speed rail can provide a competitive substitute for aviation, revealing the limited relevance of rail to reducing greenhouse gas emissions from this part of the transport market.

The sector has changed tremendously in recent decades with technological and organisational innovation and a powerful expansion of trade. Although ports serve hinterlands that now run deep into continents, competition among ports is increasingly intense and their bargaining power in the supply chain has consequently weakened. Greater port throughput is meeting with increasing resistance from local communities because of pollution and congestion. In addition, local regulation is warranted but made difficult by the distribution of bargaining power among stakeholders. Higher-level authorities could develop more effective policies.

    Kurzfassung: Comment réglementer les aéroports de façon à limiter leur pouvoir de marché ? Ce rapport part du principe que la question préalable à se poser est de savoir s’il est indiqué de réglementer. La réglementation étant imparfaite et coûteuse, les pouvoirs publics devraient chaque fois que c’est possible établir les conditions propices au développement de la concurrence entre aéroports en lieu et place d’une réglementation détaillée. Lorsque la réglementation économique se justifie, par exemple pour des aéroports très encombrés, le rapport examine les différentes approches réglementaires possibles pour déterminer celle qui est, en définitive, la plus adaptée. Il évalue aussi les stratégies de gestion des émissions de gaz à effet de serre. En intégrant l’aviation aux systèmes ouverts d’échange de droits d’émission, on pourrait réduire efficacement les émissions, mais on ne saurait en attendre des réductions importantes des émissions de CO2 dans le transport aérien proprement dit. Enfin, le rapport recense les conditions économiques dans lesquelles le train à grande vitesse peut devenir un substitut concurrentiel de l’avion. Cependant il conclut que le rail offre seulement des possibilités limitées en matière de réduction des ; émissions de gaz à effet de serre sur la partie correspondante du marché des transports.

Africa is particularly vulnerable to climate change because of its overdependence on rain-fed agriculture, compounded by factors such as widespread poverty and weak capacity. The main longer-term impacts include: changing rainfall patterns affecting agriculture and reducing food security; worsening water security; decreasing fish resources in large lakes due to rising temperature; shifting vectorborne diseases; rising sea level affecting low-lying coastal areas with large populations; and rising water stress.

Africa’s growth and development agenda can only succeed if the continent is able to draw on all its resources and talents, and if women are able to participate fully in economic, social and political life. This will require intensified efforts to eliminate discrimination and promote equal rights. The strong commitment which has been demonstrated by African governments needs to be complemented by strong support from the wider international community, within the framework of a clear allocation of responsibilities, and the clear mapping out of specific steps and measures.

    Kurzfassung: More action is needed, by both Africa and the wider international community. Building peace and security is essential, both for economic development and for poverty reduction. Leadership is being taken by Africa itself. The number of conflicts has fallen. But even so, one-fifth of the population of Africa still live in conflict zones. More action is needed both to strengthen and support Africa’s own efforts to bring peace to the continent, and to tackle the wider global drivers of conflict, including the illicit trade in small arms and light weapons, and the trade in conflict resources.

    Kurzfassung: It is now time to invest in Africa. The prospects are good. Africa is already attracting growing flows of private resources, as a result of its greater political stability and economic reforms. Significant new investors are now engaging in Africa, from within and outside the continent. Development assistance and debt relief alone will not be sufficient to achieve the Millennium Development Goals. Africa now needs more and sustainable investment, both domestic and foreign, in order to accelerate economic growth and progress in poverty reduction, and become better integrated into the global economy. We call for the fulfilment of commitments made at African and G8 Summits and other global fora, including support from development partners to help Africa mobilise more investment, and better focus on mobilisible domestic revenue sources and indigenous resources. Areas such as infrastructure, extractive industry, tourism, agribusiness and ICT are particularly important drivers of development, and require support from development partners.

Die Publikation enthält eine Reihe von Analysen über die Verteilung der wirtschaftlichen Ressourcen in den OECD-Ländern. The two workshops brought together representatives of statistical offices, central banks and other branches of government in OECD countries that are engaged in the analysis and the measurement of productivity developments at aggregate and industry levels.

    Kurzfassung: The latest System of National Accounts (the 2008 SNA) explicitly recognises, for the first time, that expenditures on research and experimental development (R&D) should be recorded as capital formation. This is a natural extension to the 1993 SNA, which recommends recording many acquisitions of software and databases, mineral exploration, and entertainment, artistic and literary originals as capital formation, too. These products have a common characteristic, namely that their value reflects the underlying intellectual property they embody, which is why they are referred to collectively in this publication as intellectual property products (IPPs). But they also share another important characteristic: their measurement is not straightforward, and in the absence of clear guidance it is highly likely that estimates will not be comparable between countries. This Handbook is designed to provide that guidance by considering IPPs collectively, based on their common characteristics, by type, based on any specificities, such as data availability, and by detailed transaction - for example the valuation of IPPs that have been produced for internal use by their developers, the valuation of unsuccessful IPPs, and the production of IPPs produced and made freely available by government.

Thus, it is essential that this be carried out in the most efficient and effective way possible. Many options are available to provide surface transport infrastructure – public ministries and agencies, public-private partnerships (PPPs), state-owned companies, private and non-profit entities, and outright privatisation. There are also various means of paying for it, including user charging, subsidies, public borrowing or private financing. This report examines key principles that should be considered by governments in deciding how to provide and pay for surface transport infrastructure, with a view to best serving societies’ needs and employing public resources. It also considers the key issues that must be resolved in making more use of private financing and expertise.

Ce rapport présente les résultats d’une recherche collective destinée à évaluer le potentiel technique et économique des revêtements à longue durée de vie les plus prometteurs et propose à l’intention des gouvernements une façon de peser les risques et avantages liés à l’introduction de tels revêtements sur les routes à fort trafic.

    Kurzfassung: L’analyse coûts-avantages classique des projets d’investissement dans les infrastructures de transport consiste à mettre en balance les coûts des projets avec les avantages que l’on peut en escompter pour l’usager. Cette démarche a été remise en question au motif qu’elle ne tient pas compte des effets économiques plus larges de ces projets. À l’occasion de cette Table Ronde, d’éminents universitaires et professionnels ont échangé leurs vues sur la question et ont examiné diverses méthodes possibles pour évaluer les effets plus larges – négatifs comme positifs. Ils sont ainsi parvenus à la conclusion que pour les projets de petite envergure, il est préférable de privilégier l’obtention de résultats dans les délais voulus, même s’il faut pour cela renoncer à une analyse plus poussée des effets plus larges des projets. En revanche, s’agissant de projets ou de programmes d’investissement de plus grande ampleur, une analyse spécifique de leurs effets plus larges se justifie davantage. L’élaboration de procédures d’évaluation uniformes doit être un domaine de recherche prioritaire.

It is divided in three main sections. First, the presentations and discussions provided an overview of the advances, promises, and pitfalls of current research on the economic impacts of investments in transport infrastructure. a first recurring theme was that advances in the analysis of "wider impacts" were acknowledged, but their transferability across projects was questioned, so there are "no simple rules" for generalizing results. Moreover, routine analysis is difficult because of shortcomings both in data availability and in the analytical framework. This theme is developed in some detail in section two. A second recurring issue was the major differences in the approach to transport project appraisal between countries. The impact of economic appraisal on policy decisions varies greatly from one region to another and this has consequences for the way wider economic impacts might be taken into account.

    Kurzfassung: This short outlook is designed to test the potential for key policy instruments for mitigating emissions from road transport, and particularly from light duty vehicles, the largest source of CO2 emissions from transport (see Figure 1 and Table 1). It also examines uncertainties in the baseline scenario for the development of CO2 emissions from the sector. In contrast to the OECD’s Economic Outlook and the IEA’s World Energy Outlook, the Transport Outlook is produced making use of external modeling tools. The work uses the most transparent and robust model developed to date for the sector, the MoMo modeli constructed and maintained by the International Energy Agency and initially developed for the World Business Council for Sustainable Development. We are grateful to the MoMo-team for their willingness to share this product. The present document is only a first step towards the development of a full-fledged Transport Outlook. It is limited in scope, with its focus on road transport and on emissions of CO2. Despite the limitations, this mini-Outlook provides elements of a useful framework for discussions on the policy challenges presented by the risk of costly consequences from anthropogenic emissions of greenhouse gases. As will become clear, permanent reductions of CO2-emissions from transport are difficult to achieve because of strong underlying global growth in transport demand. At the same time, our scenarios suggest that emissions could be stabilized even with strong growth of demand, given immediate and continued efforts to reduce the sector’s carbon intensity. If stabilization is the goal, then finding cost-effective ways of achieving it becomes the critical issue.

The Round Table investigated the effectiveness and costs of various mitigation options. The question of how to decide on the distribution of abatement efforts across sectors of the economy was also discussed. Within the broad topic of addressing greenhouse gas emissions from transport, the Round Table focused on emissions of CO2 from road transport and in particular from light-duty passenger vehicles. Policies that reduce fuel consumption below non-intervention levels are in place in most countries, many adopted for reasons other than reducing CO2 emissions. In the US, both fuel taxes and fuel economy regulations have been in force for some decades. European governments have adopted high fuel taxes but are now considering introducing fuel economy regulations. A first core question for the Round Table was whether such a combination of instruments is justified. A second question was whether current policies, and the level of taxes and standards, are in line with societal climate change mitigation goals and, more generally, how such goals ought to be defined.

    Kurzfassung: This paper summarizes and organizes presentations and discussions of the Round Table on Macro-, meso and micro infrastructure planning and assessment tools, that took place at Boston University, on 25 and 26 October 2007. The goal of the meeting was to investigate how recent research on direct and wider economic impacts of investment in transport infrastructure can be used to improve the practice of transport projects appraisal. While the potential importance of “wider benefits” is clear, it is less obvious that attempts to quantify them should be part of all projects appraisals. Timely availibilty of results of simpler approaches might approve the quality of decision-making just as much. And when wider impacts are part of appraisal, their quantification should follow consistent procedures. Policy-oriented research should focus on these procedures, not on producing general results, as the latter are thought to be irrelevant to policy, to the extent they exist.

    Kurzfassung: The transport sector’s demand for oil is less price sensitive than any other part of the economy. This is partly because demand for transport services is relatively insensitive to price and partly because substitutes for oil in road transport are currently far from cost-effective. Evidence from the USA suggests that as incomes rise, transport sector oil demand becomes even less price sensitive. This implies that oil consumption is set to become increasingly concentrated in the transport sector. It also implies that relatively limited fluctuations in demand can have increasingly significant effects on oil prices.

    Kurzfassung: The standard cost-benefit analysis of transport infrastructure investment projects weighs a project’s costs against users’ benefits. This approach has been challenged on the grounds that it ignores wider economic impacts of such projects. At this International Transport Forum Round Table, leading academics and practitioners addressed these concerns and examined a range of potential approaches for evaluating wider impacts – negative as well as positive. They concluded that for smaller projects, it is better to focus on timely availability of results, even if this means forgoing sophisticated analysis of wider impacts. For larger projects or investment programs, customized analysis of these effects is more easily justifiable. Creating consistent appraisal procedures is a research priority.

    Kurzfassung: The health sector has always been an important recipient of global attention and external assistance. Humanitarian concerns about the health of the world’s poor, along with fears about the spread of epidemics such as HIV/AIDS, have made health a central pillar of most development policies. Over the last 30 years attention has increased with the emergence of new health threats - such as HIV/AIDS and pandemic influenza - and with recognition that health is a key determinant of economic growth, labor force productivity and poverty reduction. At the same time, health is increasingly viewed as a human right, the fulfillment of which places obligations on both developed and developing countries. Health has also been at the forefront of the debate on what aid effectiveness means from a sectoral perspective. In the mid-1990s health policymakers designed and pioneered sector-wide approaches (SWAps), which aimed to foster ownership, improve donor harmonization and aid predictability, and align policy behind a health-reform program agreed between government and donors. As this paper illustrates, aid effectiveness is particularly challenging in health. As with other sectors, difficulties are the result of inefficiencies in the global aid architecture and of poor country policies; however, problems in health are exacerbated by the inherent complexities of the sector itself. The large number and diverse nature of development partners active in health, the large unmet needs, the dependency on multiple sectors to achieve health outcomes, the major roles of the private sector in both financing and delivery, and the long-term recurrent nature of most health needs have created challenges for countries, but have also stimulated innovative ideas on how to move forward. As a result, the health sector may be a good "tracer" sector for OECD/ DAC to monitor overall harmonization and alignment progress.

Furthermore, these measures are key components of the Entrepreneurship Indicators Programme developed jointly by the OECD and Eurostat. It is the first manual of its kind that provides for an internationally comparable framework for these increasingly important measures and also provides recommendations for the measurement of indicators not hitherto covered in the SDBS publication, such as indicators of high-growth enterprises and young high-growth enterprises (gazelles).

    Kurzfassung: Urban public transport services generally run at a large deficit. This has led public authorities to seek efficiencies, notably through private sector involvement. Support for the sector traditionally seeks to provide basic mobility services to all segments of society, including low-income users. Intervention is also required to manage the natural tendency towards concentration and market power in the provision of these transport services. Policy towards urban public transport is increasingly aimed at managing congestion on the roads and mitigating CO2 emissions by substituting for travel by car. Achieving coherent transport networks that are efficient and financially sustainable is a challenge for any public authority. This Round Table examines experience in integrating private management and capital with public transport policy objectives in a number of developed economies. For network operators, the Round Table concludes that innovation is the key to surviving the rapidly changing policy and regulatory environment.

    Kurzfassung: En 2007, les biocarburants ont reçu 15 milliards USD de subventions dans les pays membres de l’OCDE. Ont-ils pour autant apporté des bénéfices en termes de protection du climat ou de sécurité énergétique ? Dans le cadre des politiques actuelles, le soutien aux biocarburants n’est pas lié à leurs performances environnementales, alors même que tous les biocarburants sont loin d’afficher le même bilan écologique. A vrai dire, il se pourrait qu’une grande partie de l’éthanol et du biodiesel produit aujourd’hui engendre au bout du compte davantage d’émissions de gaz à effet de serre que les carburants traditionnels que sont l’essence et le diesel. Les rapports réunis dans cet ouvrage examinent la dimension économique des biocarburants et évaluent les perspectives de production de biocarburants conventionnels dans les pays de l’OCDE, les possibilités d’exportation de l’éthanol brésilien et le potentiel de certains biocarburants de seconde génération dans l’optique de l’approvisionnement des marchés mondiaux en carburants. La Table ronde dont ils sont issus a analysé les aspects essentiels qui doivent guider les gouvernements dans la détermination du soutien apporté aux biocarburants, notamment les émissions de gaz à effet de serre produits par ces carburants sur l’ensemble de leur cycle de vie et l’impact plus général des cultures énergétiques sur l’environnement. Sont également analysés, les progrès intervenus récemment en matière d’élaboration de systèmes de certification pour les biocarburants, sachant que ces systèmes sont un outil essentiel pour lier le soutien à l’abaissement effectif des émissions de gaz à effet de serre – qui ne saurait toutefois pas empêcher la destruction des forêts tropicales et leur remplacement par des surfaces consacrées à la production de biocarburants. En conclusion, l’ouvrage présente une courte liste de réformes préconisées pour faire en sorte que les politiques de soutien aux biocarburants contribuent véritablement à l’atténuation des émissions de gaz à effet de serre.

    Kurzfassung: Biofuels received USD 15 billion in subsidies in OECD Member countries in 2007, but did they deliver benefits in terms of climate change or oil security? Present policies make no link between support for biofuels and their environmental performance, and biofuels do not all perform equally well. In fact, much of the current ethanol and biodiesel production may result in higher overall emissions of greenhouse gases than using conventional transport fuels - gasoline and diesel. The papers published in this report examine the economics of biofuels and assess the potential of conventional biofuel production in OECD countries, Brazilian ethanol exports and some second generation biofuels to supply world markets with transport fuels. This Round Table analyses the critical issues for governments in determining support for biofuels, particularly the level of greenhouse gas emissions throughout the life-cycle of these fuels and the wider environmental impacts of farming biomass. It also reviews recent progress in developing certification systems for biofuels – an essential tool for tying support to achievement in reducing greenhouse gas emissions, although certification cannot be expected to prevent rainforest destruction for the development of biofuel crop plantations. The report concludes with a short list of recommendations for policy reform if support for biofuels is to contribute effectively to mitigating greenhouse gas emissions.

    Kurzfassung: Oil consumption is increasingly concentrated in transport and relatively limited fluctuations in transport demand can have increasingly significant effects on oil prices. This Round Table assesses the policy instruments available to address oil security and climate change and examines their interaction with measures to manage congestion and mitigate local air pollution. A number of incompatibilities and trade-offs are identified underlining the importance of integrated policy making. The report includes an examination of the factors that drive oil prices in the short and long term and a discussion of the outlook for oil supply.

Ceci a conduit les autorités publiques à rechercher des gains d’efficience, en particulier par la participation du secteur privé à l’offre de tels services. Traditionnellement, le subventionnement de tels services vise à procurer une mobilité de base à toutes les catégories de la population, en particulier pour celles défavorisées. Une intervention publique vise également à contrecarrer les tendances naturelles à la concentration et à l’apparition de positions dominantes dans les services de transports publics. Les politiques en matière de transports urbains veillent également de plus en plus à offrir des alternatives à l’usage de la voiture particulière pour combattre la congestion et réduire les émissions de CO2. Construire des réseaux de transports publics cohérents qui soient viables financièrement est un défi pour toutes les autorités publiques. Cette Table Ronde a examiné les expériences d’intégration d’une gestion privée et de capital privé dans des objectifs de politique des transports publics au sein de nombres d’économies développées. A destination des opérateurs de ces réseaux, la Table Ronde a conclu que l’innovation est un élément clef pour faire face à des environnements politiques et réglementaires en mutation rapide.

    Kurzfassung: Bioenergy, including biofuels, could become a substantial tool for mitigating greenhouse gas emissions, locally and globally, possibly providing a large fraction of global primary energy supply by 2020. Exactly how large that share will be is not possible to predict with any precision, being dependent on a complex array of physical, social, economic, technical (innovation) and environmental factors. In addition, there will be competition for biomass resources between the different bioenergy sectors (electricity, heat, transport) and alternative uses e.g. for chemical feedstocks and materials. There will be synergies too, particularly arising through advanced polygeneration and biorefinery supply chains that could help to raise primary productivity and raise resource-use-efficiencies. However, assessing the actual environmental impacts of increased bioenergy and in particular, biofuel usage, will depend sensitively on the scale and mix of technology options employed and on the location. Location is important the fundamental factors that govern biomass productivity vary significantly according to site e.g. soil type, climate, including water availability and temperature. Across a range of indicators, one biofuel may not be the same as another, even where the final fuels are chemically and physically identical e.g. anhydrous ethanol derived from wheat, sugarcane, sugar beet, cassava or from residues.

    Kurzfassung: This study deals with "instruments used to address mercury emissions to air", by which is meant all legislation, regulation and other measures intended to control or reduce anthropogenic, atmospheric mercury emissions. As the links are complex between actual inputs of mercury to society (consumption for intended use and mobilisation of mercury-impurities via industrial processes) and the final release sources, all types of measures addressing any phase in the life-cycle of mercury which may ultimately lead to atmospheric mercury emissions are included here. Due to its volatility, most forms of mercury released or discarded as waste - as vapour, as liquid elemental mercury, as compounds, as integrated in products, consumer waste or flue-gas cleaning residues - may lead to emissions to air.

    Kurzfassung: The seminar considered opportunities for risk reduction through better pesticide application technologies. It considered a variety of technology options with such opportunities (e.g. equipment and techniques for reducing spray drift, technical requirements for spraying, establishing buffer zones, etc). While pesticide application technologies for agricultural use was the primary focus, the seminar also addressed municipal (e.g. for bio-security, mosquito control) and other non-agricultural sectors as they are also important in some OECD countries.The seminar considered the role of government and others in promoting innovations in modern, lower risk technologies and their adoption. Issues of safe handling closely related to application technology such as filling and cleaning of sprayers were also addressed. The seminar discussed areas such as minimum technical requirements, standards and certification for performance, maintenance and control of application equipment and technologies, and training and certification of workers and applicators. Regulatory requirements that address these areas, such as inspections of application equipment, were presented during the seminar. Also, voluntary measures such as guidelines addressing these technical requirements were reviewed.

    Kurzfassung: There is growing recognition throughout the OECD of the need to link economic development and employment policies at the level of the individual city if the twin objectives of raising competitiveness and reducing worklessness are to be met. The challenge is particularly clear in the UK, where the employment rate of the working age population in the major cities has lagged consistently behind the relatively strong performance of the nation as a whole (HM Treasury, 2007). The Government has recognised that raising the UK employment rate towards its ambitious 80%national target will require special efforts to tackle unemployment and economic inactivity in the cities (Department of Work and Pensions, 2006). This is an important departure from the traditional emphasis on national labour market policies and standardised welfare to work programmes that pay little regard to geographical variations in socio-economic conditions. One of the issues arising is the appropriate balance between measures to stimulate labour demand and create jobs, on the one hand, and measures to strengthen labour supply by improving people’s skills, employability and motivation, on the other. There is also an issue about how to connect employment opportunities to people in need of work but who face multiple disadvantages and barriers to employment, such as poor transport access and lack of childcare. Another issue relates to the amount of decentralisation and local control of the policy levers that government should encourage, and what form this should take. The purpose of this paper is to address these important questions by focusing on the labour market context and policy situation in Glasgow.

    Kurzfassung: The main objective for the establishment of a public procurement complaints review and remedies system is to enforce the practical application of substantive public procurement legislation. Such a system gives this legislation its “teeth”: the possibility of review and remedies serves as a deterrent to breaking the law and thus encourages compliance. Moreover, violations of the law and genuine mistakes can be corrected. Therefore, a functioning public procurement review and remedies system may ultimately contribute to the achievement of the objectives of the substantive rules, such as non-discrimination and equal treatment, transparency, and value for money.     Kurzfassung: At the OECD Symposium and Global Forum on Integrity in Public Procurement in November 2006, participants called for an instrument for policy makers at the international level to reform public procurement systems and reinforce integrity and public trust in how public funds are managed. They also expressed interest in developing a practical toolkit that could be applied, adapted and developed indifferent legal, political and administrative contexts. To respond to these requests, the OECD has developed a draft "Checklist for Enhancing Integrity in Public Procurement". The Checklist will help guide policy makers at central government level in instilling a culture of integrity throughout the entire public procurement cycle:• The first part of the Checklist provides guidance on developing an adequate policy framework for enhancing integrity in public procurement;• The second part focuses on how to implement this framework, from needs assessment to contract management and payment. The Checklist is based on applying good governance elements, in particular transparency, good management, corruption resistance, accountability and control to enhance integrity in public procurement.

    Kurzfassung: Post-public employment is one of several variations of the broad concept of conflict of interest, that is, the use of public office for private gain.1 Most post-employment offences occur when public officials use, or appear to use, information or contacts acquired while in government to benefit themselves, or others, after they leave government. However, despite use of the term post-public employment, these offences can actually occur before officials leave government. For example, a serving public official can give preferential treatment to a business firm with a view to obtaining employment with that firm after leaving government. If the official is successful in obtaining that employment and leaves government, he or she can then commit post-employment offences. For example, the official can use confidential information obtained while in government to the benefit of his or her new employer. Thus, a post-employment offence can arise both from the use of one’s current public office for private gain and from the wrongful exploitation of one’s previous public office. For the most part, however, the focus of this paper is on the behaviour of former public officials in their relations with government. Based on the experience of leading OECD countries, the paper will support the development of a state of the art handbook by covering all relevant aspects of a sound and comprehensive framework for preventing conflict of interest in post-public employment...

    Kurzfassung: The environmental safety/risks of transgenic organisms are normally based on the information on the characteristics of the host organism, the introduced traits, the environment into which the organism is introduced, the interaction between these, and the intended application. The OECD’s Working Group on Harmonisation of Regulatory Oversight in Biotechnology decided at its first session, in June 1995, to focus its work on identifying parts of this information, which could be commonly used in countries for environmental safety/risk assessment to encourage information sharing and prevent duplication of effort among countries. Biosafety Consensus Documents are one of the major outputs of its work.

It does not attempt to evaluate their respective advantages/disadvantages or to recommend particular institutional arrangements. Twenty-two separate overviews of public procurement systems in the 22 participating Member States were produced on the basis of national responses to a detailed questionnaire. An in-depth review of these country system overviews provided the comparative analysis portion of this study, which discusses the various models in place in Member States, in particular the background and rationale for the use of a particular institutional model.

    Kurzfassung: This paper was prepared by Sigma, upon the request of the Ministry of the Interior of the Czech Republic, to serve as a basic comparative working document for the preparation of a new policy and regulation on conflict of interest in the Czech public sector. Given its generalist orientation, the paper could also be useful for other countries carrying out specific reforms in the area of conflict of interest and general reforms related to anti-corruption policies and instruments.This paper provides descriptive data and an analytical overview of approaches to managing conflicts of interest in the public sector of nine European countries - six "old" EU members (France, Germany, Italy, Portugal, Spain and the United Kingdom) and three "new" EU members (Hungary, Latvia and Poland). The paper also provides some conclusions that are worth taking into account when reforming policies and instruments to improve regulations and practices on conflict of interest.

    Kurzfassung: This report examines how policy co-ordination between the environment and health fields could be improved in order to better address environmental health issues. To this end, three cases studies were implemented in the United Kingdom, France and Canada, with particular focus on air pollution.The report synthesises the main findings arising out from these case studies as well as from a review of the governance literature as well. It identifies the main means and obstacles to improved policy coordination of cross-cutting issues, such as environmental health. Recommendations are then suggested, intending to improve co-ordination between environmental and health policies.

    Kurzfassung: This paper argues that the sustained provision of adequate financial resources for the environment is a prerequisite for addressing environmental challenges in Eastern Europe, the Caucasus and Central Asia (EECCA) and South-Eastern Europe (SEE). It sets out options for how optimal use could be made of the various available sources of environmental finance, including domestic public expenditure, private sector participation and official development assistance. Recommendations are provided for Ministers on priority actions for ensuring that financial resources are made available for the environment. EECCA and SEE governments need to continue to prioritise the environment in policy and public expenditure frameworks, and make better use of incentive-based instruments. They also need to create a suitable climate for the private sector to participate in environmental financing. The international community must ensure that IFI loans for environmental investments are more accessible, especially for low-income countries, including by providing adequate grant co-financing. Finally, EECCA and SEE countries should strengthen their capacity to prepare environmental investment projects, with effective support from IFIs and donors.

    Kurzfassung: OECD countries invest significant resources in evaluating agricultural pesticides before they are marketed (or re-evaluating pesticides that have been in use for many years) to ensure that they do not pose unacceptable risks to human health and the environment. Since many pesticides used in OECD countries are the same, governments have recognised the substantial benefits that can be gained if the task of pesticide evaluations for registration and re-registration is shared, rather than duplicating each others' work. The OECD Pesticides Programme is working to establish the infrastructure that will facilitate such work sharing. The recent adoption of an OECD-wide future "vision", with specific deadlines for work sharing, should lead to additional (and more routine) work sharing arrangements between governments and industry.This document provides responses to questions that are frequently asked by governments and industry about the concept of work sharing, and how it would operate in practice. Many of the questions were raised at an OECD seminar on work sharing, held on 31 May, 2006, at the Pesticide Control Service in Ireland. The answers were prepared by a panel of OECD government representatives at that seminar.

    Kurzfassung: This paper has been prepared by the Sigma Programme following a request of the Government Office of the Czech Republic. The OECD has worked extensively during the last few years on issues relating to the organisational dimension of the national administration and, in particular, on the phenomenon of "agencification" and its impact on governance structures. It has already produced a significant number of analyses1, including a comprehensive comparative publication on Distributed Public Governance (2002)2. Sigma has also published on the topic in the framework of public expenditure management and with reference to transition countries.This OECD work was prompted by the problems caused by the increasing administrative-functional deconcentration within its member countries. The main questions posed were along the lines of: Does departmentalisation (keeping the whole responsibility within a ministry) ensure better control and efficient management of administrative and other public services or, on the contrary, does agencification (in the sense of setting up separate bodies) result in better management and de-politicisation?
