    Abstract: Global Value Chains (GVCs) have exploded in the past decade and refer to the international dispersion of design, production, assembly, marketing and distribution of services, activities, and products. Different stages in the production process are increasingly located across different economies, and intermediate inputs like parts and components are produced in one country and then exported to other countries for further production and/or assembly into final products. The functional and spatial fragmentation that has occurred within GVCs has significantly reshaped the global economic landscape, thereby raising some new major policy challenges for OECD countries and emerging countries alike: trade policy, competitiveness, upgrading and innovation and the management of global systemic risk.

    Abstract: OECD countries still dominate the world economy, but their share of world trade dropped from 73% in 1992 to 64% in 2005, and some of the world’s most important economies are not members of the OECD. Foremost among these are the so-called BRIICS: Brazil, Russia, India, Indonesia, China and South Africa. This book analyses key elements of the trade performance of the BRIICS in relation to the rest of the world, focusing on trade and other policies influencing that performance. Developments in global trade policy are reviewed, notably the impact of preferential trade agreements on the multilateral system and patterns of world trade are described using both indices that reveal networks of trading relations and more standard modeling results. As well as the global analysis, the book also presents a separate chapter for each of the BRIICS, examining the key development and trade issues in each of the six countries over the past few years.

It first examines how OECD countries are affected by the globalisation of production, on both the macroeconomic and sector-specific levels. The costs and benefits of globalisation are then discussed, with an emphasis on employment and productivity. Finally, this report analyses how globalisation impacts the competitiveness of OECD countries, highlighting the need for an effective innovation strategy. The report discusses not only the moving up the value chain that takes place in OECD countries but also in China, as R&D is increasingly going to emerging countries.

    Abstract: Les délocalisations, c'est-à-dire le transfert d'activités industrielles à l'étranger, font désormais partie de la vie des entreprises. Toutefois, une grande partie du public les perçoit comme une menace. Les inquiétudes sont concentrées sur l'emploi, notamment sur les pertes potentielles d'emplois sur le marché intérieur. Ce rapport jette un nouveau regard sur le phénomène des délocalisations. Tout d'abord, il le définit de manière détaillée et montre ainsi quelles sont les multiples façons dont une activité industrielle – à la fois dans l'industrie manufacturière et dans les services – peut être transférée à l'étranger. Le rapport décrit les divers effets que les délocalisations ont sur l'emploi, qu’ils soient positifs ou négatifs. Enfin, ce rapport novateur esquisse les conséquences que les délocalisations pourraient avoir sur la politique publique. Il propose des solutions pour en limiter les effets négatifs tout en contribuant à instaurer la confiance entre les divers partenaires sociaux qui travaillent sur cette question.

    Abstract: Will the extension of trade liberalisation and increases in foreign direct investment accompanying the process of regional integration and globalisation contribute over the long-term to a greater control over migration flows? To what extent can an acceleration in economic convergence and the implementation of measures facilitating the exchange of highly skilled labour be expected to promote sustainable development in the countries of high emigration potential? This publication seeks to give an answer to these questions. It highlights the contrasts which characterise the demographic and economic situations in Central and Eastern Europe, in the Mediterranean Basin, in North America and in Asia. It identifies the conditions which would favour greater regional integration and reduce over the long-term the incentives to emigrate: the implementation of public sector reforms; the development of the socio-economic infrastructure; the implementation of measures to improve the functioning of financial systems, to attract foreign direct investment and to promote technology transfer and innovation diffusion.     Abstract: Developing and transition economies are seeking to accelerate their development by liberalising trade and investment, and taking advantage of the opportunities of the global market place. However, in the wake of recent financial crises, concerns have been expressed that some countries might turn away from open trade and investment. In fact, most crisis-affected countries are continuing to liberalise trade and investment, which they see as part of the solution to the crisis, not the cause. This report reviews evidence of the benefits and challenges of trade and investment for development, drawing on experiences from economies in various parts of the world. Experience shows that open trade and investment have been beneficial for development, when accompanied by a coherent set of growth-oriented macroeconomic and structural policies, capacity-building, social policy and good governance. Further, countries like Korea and Mexico that have responded to economic crisis with liberalisation and structural reform have experienced positive results. All countries -- developed, developing and transition -- have a vital stake in a new Round of multilateral trade negotiations to prepare for the global economy of 21st century.

    Abstract: Through its impact on corporate competitiveness and access to global capital markets, corporate governance plays an increasingly important role for entrepreneurship, economic growth and employment. In its report to the OECD, the Business Sector Advisory Group on Corporate Governance emphasizes that while corporate governance should remain primarily a private sector prerogative, governments have a distinct and important responsibility in providing a regulatory framework that allows investors and enterprises to adapt corporate governance practices to rapidly changing circumstances. There is no static or final structure in corporate governance that every country or corporation should emulate: experimentation and variety should be expected and encouraged within the limits of credible regulations emphasizing fairness, transparency, accountability and responsibility. Within this framework, the Advisory Group presents the perspectives that it believes should guide public policies related to corporate governance, suggests areas for private sector voluntary action and recommends further actions by the OECD to help articulate a set of common principles guiding national policy reviews and reforms.
