    Abstract: Women in Business 2014 summarises the progress made by the OECD-MENA Women Business Forum (WBF) since the publication of its first Women in Business report in 2012. In 2012, five groups of actions had been identified as priorities to be carried out by governments, international stakeholders, financial and business support organisations, as well as statistical agencies. In two years, the WBF has developed inputs for three of these areas of priority actions. The WBF’s contributions are growing along with its increased recognition as a hub which spurs concrete improvements in the business climate for women entrepreneurs in the MENA region. Today, women’s entrepreneurship is all the more important as governments in the region are facing the colossal challenge of rebooting job creation to improve the well-being of a growing workforce and confidence in the economy. The economic prospects of MENA economies that are going through a political transition have improved but unemployment has increased, inflation is rising and public finances have deteriorated. In these countries, political uncertainties add to long term structural difficulties. In the Gulf Cooperation Council (GCC) countries, the challenges still lie in the diversification of their economies.

    Abstract: Regional development policy is a priority of Colombia’s government. The country has experienced sustained economic growth over the past decade; yet several territories still lack development opportunities. To promote growth in all regions the government has engaged in a series of reforms. For instance, it started allocating royalty payments generated by hydrocarbon resources to all departments and most municipalities, including those that are not endowed with natural resources. The reform also promotes better multilevel governance and represents a good policy practice for countries seeking to link natural resource development with regional development. To support the current efforts of Colombia’s government, this report illustrates policy recommendations to help national authorities adopting a territorial approach to inclusive economic development. In particular, the OECD recommends to: a) improve the quantity and quality of regional statistics and formulate urban and rural taxonomies that help tailor policies to places; b) involve territorial constituencies in the design of policy interventions and allocate to them more implementation responsibilities within the framework of the National Development Plan; c) promote coordination among subnational bodies to scale up investment in territories to avoid that public investment – and royalty payments – gets dispersed in a myriad of small-scale projects.

However, there are still issues - including urban sprawl, unbalanced socio-economic levels and environmental challenges - which can be threats to urban competitiveness. An appropriate set of compact city polices, such as environmental friendly urban regeneration, mixed land use, polices to offset the side effects of compact development, strong management of transport demands, and governance enforcement, can accelerate Korean cities' sustainable development.

    Abstract: The Dutch economy has been traditionally very competitive among OECD countries. The global financial crisis however has brought new challenges, especially during the second shock, from 2011 onwards. The government’s recovery plan, which includes various measures such as fiscal consolidation, stimulating innovation and sub-national government reform has an important territorial dimension. This review focuses on how sub-national institutions and development can help the Netherlands meet its challenges. In the short-term, factors such as the contribution of all regions, better use of resources, and more efficient provision of goods and services can help the recovery. In the long term, improving national competitiveness will largely depend on a strong performance of the polycentric city structure, which characterises the Netherlands. The key policy areas explored in this review include: the recently created top-sector innovation policy; decentralisation; and territorial reforms such as municipal and provincial re-scaling through mergers or co-operation.

De nombreux facteurs qui influent sur le bien-être des personnes entrent en jeu au niveau local, par exemple : l’emploi, l’accès aux services de santé, la pollution et la sécurité publique. Les politiques publiques qui tiennent compte des réalités économiques et sociales dans lesquelles les personnes vivent et travaillent peuvent avoir un impact plus important sur l’amélioration du bien-être pour l’ensemble du pays. Ce rapport dresse un tableau complet du bien-être dans 362 régions de l’OCDE à travers un examen des aspects les plus importants qui déterminent la vie des personnes : l’emploi, le revenu, le logement, la santé, l’accès aux services, l’environnement, la sécurité et l’engagement civique. Le rapport souligne que les disparités en matière de conditions matérielles et de qualité de vie sont souvent plus importantes entre régions d’un même pays qu’entre pays différents. Alors qu’en moyenne les gens sont plus riches, vivent plus longtemps et bénéficient d’une meilleure qualité de l’air qu’il y a quinze ans, de nombreux pays de l’OCDE ont vu s’accentuer l'écart entre leurs régions les plus performantes et les moins performantes. Le rapport offre un cadre commun pour mesurer le bien-être au niveau régional ainsi que des lignes directrices pour aider tous les niveaux de gouvernement à utiliser les mesures du bien-être afin de mieux cibler les politiques publiques sur les besoins spécifiques de chaque communauté. Le rapport s’appuie sur une grande diversité d’expériences pratiques de régions et villes de l’OCDE.

    Abstract: Encompassing 39 municipalities in two states, Puebla-Tlaxcala is the fourth-largest metropolitan zone in Mexico. Over the past five decades, the region has successfully attracted major national and international firms, building its reputation as both a manufacturing hub specialising in auto production and one of Mexico’s most important centres of higher education. Yet it also faces important challenges. Compared to other large Mexican metropolitan zones, Puebla-Tlaxcala has a disproportionate share of individuals with low skills, which could represent a bottleneck to future growth. Urban sprawl is another challenge with important economic, environmental and social consequences. Puebla-Tlaxcala's urban footprint expanded nearly eight times faster than its population over the past three decades, contributing to inadequate service provision and high levels of social marginalisation, particularly in the metropolitan periphery. To ensure that the region remains competitive and grows sustainably over the long term, this review recommends (i) improving workforce and economic development outcomes, particularly by raising the level of low-skilled workers; (ii) guiding urban growth more effectively to tackle urban sprawl and improve serve delivery; (iii) and addressing governance challenges by building capacity in the public sector and transitioning to forms of metropolitan governance.

However, its mining regions, including Antofagasta, face the challenge of developing a critically important primary sector in a manner that contributes to both economic growth and broader measures of well-being. Antofagasta's long term sustainability goals include a more diversified economic base, supported by a city that is lived in for its high quality of life and the opportunities it offers. To achive this, it will need to make the most of its natural endowments, improve the city's physical attractiveness and ensure better urban policy outcomes. It will also require regional and local actors to act in a strategic and innovative manner. This study focuses on economic diversification, urbanism and governance in the city of Antofagasta. Consideration is given to: economic and socio-economic trends such as those associated with labour markets and skills, as well as quality of life factors; opportunities for specialisation, diversification and innovation within and beyond the mining cluster, including throught its port network; urban policy challenges especially in land use, waste management, environment and public transport; and to the role of public governance in helping the city realise its economic and quality of life objectives.

    Abstract: The global economic crisis has had a hard blow on youth (aged 15/16 to 24) employment. In early 2013 in the OECD as a whole the youth unemployment rate was stuck at 16.5%, up from 12.1% just prior to the crisis, and two-and-a-half times the unemployment rate for those aged 25 and over and, worryingly, with a marked and continued increase in youth long-term unemployment. Moreover, the alarming figures do not account for those not in employment, education or training (NEET) many of whom do not appear in the official unemployment statistics. Youth unemployment rates are predicted stay high or rise still further in most of the countries as the haltering recovery remains too weak to provide sufficient job opportunities to the many young jobseekers.

    Abstract: Abruzzo is at a tipping point: despite economic, cultural and natural strengths, the region is facing declining economic growth, ageing population and a reduction in outside economic aid. The devastating earthquake that hit the regional capital L’Aquila and its surroundings on 6 April 2009 caused 309 deaths and was a significant economic shock, jeopardizing the long-term growth prospects of an already vulnerable region. To increase its resilience to current and future shocks, Abruzzo must encourage innovation-driven growth, based on knowledge and better use of skills, and redesign the city of L’Aquila through technological upgrade to make it more attractive to outsiders and improve the quality of life of its residents. The report suggests that Abruzzo should focus on endogenous resources to build its long-term development strategy and, at the same time, to increase the external openness of the regional system to attract more entrepreneurs, students, foreigners and external capital. The economic development and quality of societal life in Abruzzo will strongly depend on how private and public actors will make the best use of existing knowledge, strengthening the cultural and economic networks as a major tool for growth; as well as promoting information sharing, transparency, accountability and community engagement to improve decision making. More broadly, the issues raised in the report can help other governments to rethink regional policy, for both regions vulnerable to natural disasters and for those facing long-term decline. As such, eight guiding recommendations for building resilient regions after a disaster are drawn. These guiding recommendations can provide a framework for policy making in other OECD regions.

    Abstract: This report synthesises the findings from six case studies of urban green growth policies, four at city level (Paris, Chicago, Stockholm, Kitakyushu) and two at the national level (China, Korea). It offers a definition of urban green growth and a framework for analysing how it might play out in different types of cities. It demonstrates the importance of urban policies for achieving national environmental policy goals and discusses the increased efficiency of policy intervention at the urban level. It identifies urban activities to reduce environmental impact that are most likely to contribute to the policy priorities of job creation, urban attractiveness, metro-regional supply of green products and services, and increased urban land values. It also provides guidance on addressing potential financing and governance challenges that may arise in pursuing urban green growth. Finally, the report offers a preliminary proposal for how green growth in cities could be measured.

    Abstract: This report reviews the Korean catching up and it analyzes the recent reforms which have been put in place to address the territorial dimension in the design and implementation of industrial policies, with a view to share knowledge and policy experience with emerging and developing economies. Korea is a well known success case, but less is known about the efforts and reforms introduced to factor in the territorial dimension in its national development strategy. The report identifies the advances and challenges of the Korean approach to regional development. Results show that beside the specificities of the Korean experience it conveys several lessons for developing countries: i) Planning actions on a multi-annual basis is essential to achieve policy goals in fields such as industrial and regional development where policy outcomes depend on structural changes that will require long term horizons to be materialised and where coordination across several ministries (such as education, infrastructure and access to finance) is needed. ii) It is important to establish mechanisms that ensure a high level political support to regional development as well as to target resources to regions. iii) Supporting industrial development in regions requires designing specific programs beyond administrative boundaries. iv) The space for bottom up initiatives and regional empowerment has to be matched by a gradual approach to build the necessary capabilities at the regional level.

    Abstract: This Urban Policy Review of Korea assesses Korea’s approach to sustainable urban development as expressed in its recent urban policy reform and national green growth agenda. The government has responded to the economic, environmental and social challenges that have resulted from Korea’s rapid urbanisation process with, on the one hand, urban policy reform based on qualitative urban management and urban competitiveness and, on the other hand, the adoption of a National Strategy for Green Growth that emphasises the role of cities in achieving stronger environmental and economic outcomes. The Review proposes a series of recommendations designed to advance Korea’s sustainable urban policy approach, which include (i) developing a comprehensive, multi-sectoral approach to urban development that is tailored to the different needs of urban areas, (ii) closing the gaps between expected and actual outcomes in urban planning, (iii) maximising economic efficiency in the building and transportation sectors and (iv) improving policy co-ordination across public agencies.

    Abstract: The OECD territorial review of Småland-Blekinge presents an overview of recent trends, regional policies and governance arrangements of this region that is made up of four counties in South-East Sweden: Jönköping, Kronoberg, Kalmar and Blekinge. The challenges include the need to facilitate a shift from the region’s historic specialisation in medium-low and low technology manufacturing towards more knowledge-intensive activities. This will require addressing the supply of human capital, improving connectivity and enhancing the attractiveness of the region. A regionalisation reform is now under discussion in Sweden with potential implications for Småland-Blekinge. Whatever the future administrative structure of Småland-Blekinge, the effectiveness of regional development policies and public service delivery will be directly related to strengthened interaction and co-ordination arrangements among the numerous actors and administrative units involved.

    Abstract: Located at the border with the US, Chihuahua has benefited from FDI and NAFTA. Chihuahua has been one of the richest regions in Mexico and one of the most dynamic in the OECD. However, the region’s FDI-trade link with the USA has also led to some vulnerability to external shocks. The two crises affecting the USA in the past decade affected Chihuahua more than any other state. Despite recent progress in the quality of education, other structural challenges such as lower productivity growth, high inactivity rates and dwindling employment rates have been factors in Chihuahua’s sluggish growth. Chihuahua not only displays large intra-regional and gender inequalities, but also the largest inter-ethnic inequality levels in the country. Chihuahua can gain from a territorial approach to policymaking that integrates sectoral policies, fostering value-added in rural activities, better linking SME-development and FDI-attraction policies, as well as between innovation capacities and applications. The region could also strengthen their recent inclusive governance arrangement with civil society and the private sector. Growth and development can only be possible if the current challenges in insecurity, water shortage and public finance are addressed.

Furthermore such growth helps to build a fairer society, in which no territories and their people are left behind. An important question is whether this potential to catch up is possible? The evidence suggests that this IS the case. Examinations of patterns of growth reveal that underdeveloped rural and intermediate regions tend to grow faster. Their catching-up potentially largely depends on human capital development, infrastructure and innovation-related activities but also on institutional factors and policies. This publication is based on anlaysis among all OECD regions and 23 case study regions from ten OECD countries over the period 1995-2007.

    Abstract: In many OECD countries, governments have invested large amounts of public money to support renewable energy (RE) development and are requiring significant quantities of it to be sold by energy providers. But what are the economic impacts of these policies on the rural regions where deployment takes place? How can RE bring the greatest benefit to host regions? These are some of the questions explored by this study. Drawing on case studies in 16 regions within 10 countries, the research finds that while RE indeed represents an opportunity for stimulating economic growth in rural communities, its development benefits are not automatic. Realising them requires a complex and flexible policy framework and a long-term strategy, as well as a realistic appreciation of the potential gains from RE deployment. Making a positive connection between RE development and local economic growth will require more coherent strategies, the right set of local conditions, and a place-based approach to deployment.

    Abstract: With 22% of the national population (11.2 million inhabitants), the Gauteng city-region is the largest and richest region in South Africa, contributing to one-third of national GDP. The area encompasses a series of connected cities, including Johannesburg and the national capital of Tshwane (formerly Pretoria), that function as a single, integrated region. Gauteng has been South Africa’s growth engine: for every additional 1% growth in population in the province, 1.6% is added to its contribution to national growth, implying higher productivity than in other parts of the country. Nevertheless, the city-region’s growth potential is constrained by deep socio-economic challenges, including high unemployment (26.9%) and low productivity growth. Its rapid demographic and economic development has also reinforced the spatial segregation instituted under apartheid. Against the backdrop of South Africa’s achievements since the fall of apartheid, this Review evaluates measures to position economic development policy and to confront economic inequality in Gauteng. The issues of adequate housing as a catalyst of economic development and a vehicle for socioeconomic integration, transport mobility and public service delivery are examined in detail. The Review also assesses the economic growth potential of the manufacturing and green sectors, as well as governance issues, focussing on the potential of intergovernmental collaboration in advancing a cross-cutting regional approach for Gauteng.

It examines how Penang could move up in the value chain, away from manufacturing to knowledge-driven economy and how it could capitalise on its diverse population, the co-existence of three cultures and the UNESCO cultural heritage site. It shows how Penang’s diverse tertiary education sector could be mobilised for regional and local development.

Cette politique dénote un changement d’orientation manifeste, s’éloignant d’un modèle axé sur le transfert financier et l’aide aux infrastructures pour aller vers un soutien à l’économie régionale dans une optique de création de valeur ajoutée. Le présent Examen contient des recommandations visant à optimiser l’impact de cette Nouvelle politique régionale en élargissant sa couverture territoriale et en renforçant la coopération entre les cantons ainsi que la coordination de la NPR avec les politiques sectorielles. Cette revue met tout particulièrement l’accent sur les politiques d’innovation au niveau des régions. Elle avance l’argument qu’une répartition des rôles doit être mise en place selon laquelle la Confédération finance la recherche et le transfert de technologies sur l’ensemble du territoire, tandis que les cantons soutiennent l’innovation à l’échelle des régions fonctionnelles. L’Examen territorial de la Suisse 2011 s’inscrit dans un programme plus vaste d’Examens territoriaux nationaux menés par le Comité des politiques de développement territorial de l’OCDE. L’objectif général des Examens territoriaux est de fournir des recommandations pratiques aux gouvernements nationaux.     Abstract: Rural England plays a significant role in the economy of the United Kingdom, but an even larger social and cultural role. And it is unique among OECD regions, in that it is geographically compact, with rural inhabitants generally no more than a half hour’s drive from an urban area. There is thus a vast amount of interaction between rural and urban populations in England. England’s rural population is, on average, doing better than the urban population across a broad range of socio-economic indicators. Nevertheless, rural England is also struggling with pockets of poverty and social exclusion, difficulties in maintaining access to high quality public services, an ageing population, and, most importantly, a widespread shortage of affordable housing. The government has adopted mainstreaming as its rural policy strategy. The objective of mainstreaming is to ensure that people in rural England have access to the same policies and programmes as those available in urban England. While mainstreaming is an attractive policy approach, especially in a country with strong rural-urban interactions such as England, it has proved challenging to implement for different reasons. This report examines the mainstreaming policy response as applied to rural England and suggests ways to increase its effectiveness. The report will interest academics and policy makers alike as it includes a discussion on governance structures and decentralisation; delivering public services; economic development; and the importance of improving connectivity in the context of rural areas. While the focus is on rural England, other OECD member countries will also benefit from the insights provided.

Nur die Förderung der Arbeitsproduktivität stellt weiterhin ein Problem dar, mit dessen Lösung die Regionalpolitik sich befassen muss. Zur Verbesserung der regionalen Wirtschaftsleistung wurde 2008, im Anschluss an den OECD-Prüfbericht 2002, die neue Schweizer Regionalpolitik (NRP) eingeführt. Die NRP stellt einen klaren Paradigmenwechsel dar, da sie sich nicht mehr auf den Bau von Infrastrukturen und die Gewährung von Finanzhilfen konzentriert, sondern die Wirtschaftsförderung zur gezielten Mehrwertschöpfung in den Regionen in den Mittelpunkt stellt. Dieser Bericht enthält Empfehlungen, wie das Ergebnis der NRP durch die Ausweitung des Wirkungsbereichs auf das gesamte Land, engere interkantonale Zusammenarbeit und besser koordinierte Sektoralpolitiken optimiert werden kann. Ferner befasst der Bericht sich mit der regionalen Innovationsförderung. In diesem Rahmen wird empfohlen, die Aufgaben der einzelnen Staatsebenen klarer zu definieren, Forschung und Technologietransfer auf Landesebene vom Bund finanzieren zu lassen und die Kantone mit der Innovationsförderung in den Funktionalräumen zu beauftragen. Der OECD-Prüfbericht Raumentwicklung Schweiz 2011 ist in das breiter gefasste Raumentwicklungsprogramm des OECD Territorial Development Policy Committee eingebettet.     Abstract: The North Atlantic (NORA) region is a transnational area comprising the Faroe Islands, Greenland, Iceland, and the coastal counties of Norway. These territories are linked by shared characteristics and challenges, as well as by historical, institutional and cultural links. Improving accessibility to the region, ensuring sustainable development of its fisheries, enlarging and diversifying its economic base, and meeting the challenges of climate change are key issues. Strengthened regional co-operation can help these territories address them by exchanging know-how and best practices, pooling resources and reaching economies of scale, improving the efficiency of public sector provision, and increasing the “voice” of the region. However, transnational co-operation in the NORA region faces some barriers, as it involves territories that compete in their main economic activities, are separated by large distances, and have strong institutional and economic links with other countries and regions. In order to get the most from transnational co-operation, this report recommends that the NORA territories: focus co-operation efforts on targeted themes and issues; draw up a regional development strategy; promote greater awareness of the benefits of co-operation; develop a “variable geometry” approach to regional co-operation; and enlarge and refine the role of the NORA institution as a facilitator of co-operation.

    Abstract: Regions in Switzerland are performing well in many respects. They have high levels of GDP per capita and low unemployment rates, and some regions show impressive growth rates. In addition, Swiss regions have not been confronted with the challenges faced by many similar regions in the OECD, such as limited access to services and population decline due to ageing or emigration. Regional labour productivity growth still requires further policy attention. In order to improve regional economic performance, Switzerland introduced the New Regional Policy (NRP) in 2008, following the 2002 OECD Territorial Review of Switzerland. The NRP reflects a clear shift of focus from infrastructure and financial assistance towards economic support for the creation of value added to the regional economy. The current review provides recommendations on how the impact of the NRP can be increased through extended territorial coverage, inter-cantonal co-operation, and co-ordination of sectoral policies. This review also takes a close look at regional innovation policies, arguing that a division of roles should be achieved, with the federal level funding research and technology transfer on a country-wide basis, and cantons providing innovation support according to functional areas.

Growing labour costs and strain on land availability have increasingly challenged the province’s traditional model of development, as have new competitors in China and abroad. Meanwhile, regional disparities within the province have increased, with a high concentration of economic activities and foreign direct investment in the Pearl River Delta area, an agglomeration of nine prefectures of 47.7 million inhabitants that represents 79.4% of the province’s total GDP. This review assesses Guangdong’s current approach to economic development. The province is focusing on industrial policies primarily aimed at heavy manufacturing industries (e.g. automobile, shipbuilding, petrochemicals) and supported by investment in hard infrastructure transport projects and energy supply, along with the implementation of the “Double Relocation” policies intended to move lower value-added factories to lagging regions through incentive mechanisms like industrial parks. The review discusses how some principles of the OECD regional paradigm could help Guangdong. It also addresses the huge environmental challenges that the province is facing and explores the opportunity for developing a green growth strategy. Strategies to improve Guangdong’s governance are analysed as well, with particular attention paid to co-ordination issues within the Pearl River Delta. The Territorial Review of Guangdong is integrated into a series of thematic reviews on regions undertaken by the OECD Territorial Development Policy Committee. The overall aim of these case studies is to draw and disseminate horizontal policy recommendations for regional and national governments.

It finds that the Toronto region is one of the chief economic powerhouses of Canada, generating almost one-fifth of national GDP and 45% of Ontario’s GDP. The region is home to 40% of Canada’s business headquarters and is a main manufacturing hub, with major automotive, biomedical and electronics companies. Toronto is also one of the most diverse metropolitan regions in the world: half of its population is foreign born and it hosted 40% of all immigrants to Canada during 2001-2006. Nevertheless, the region’s current economic development model is under pressure and its economic performance has been mixed in recent years. From 1995 to 2005, GDP per capita and GDP growth rates were below the Canadian average while its annual economic and labour productivity growth were lower than the average for OECD metropolitan regions. During this period, population growth boosted demand in the construction, sales and retail, professional and financial services sectors. However, the recent decline in the area’s manufacturing jobs has illustrated the structural difficulties of some traditionally strong areas, such as the automotive and electronics industries. This Review proposes a new sustainable competitiveness agenda to enhance productivity, focusing on innovation, cultural diversity and infrastructure, as well as on green policies. To implement such an agenda, the Review proposes improving the current governance framework by intensifying strategic planning at the level of the Toronto region.

Venice confronts growing environmental challenges as a result of rising traffic congestion and costly infrastructure pressures, exacerbated by sprawl. Demographics are also changing, due to ageing inhabitants, immigrant settlement and the rapid depopulation of the historic city of Venice. This report offers a comparative analysis of these issues, utilising the OECD’s metropolitan database to benchmark productivity and growth. It draws on regional economics, urban planning, transportation studies and hydrology to throw light on the changes within the city-region. In light of planned inter-city rail extensions, the Review calls for programmes to increase economic synergies between Venice and its neighbours. It evaluates key tools for promoting economic growth and metropolitan governance and proposes enhanced co-ordination of land use policies, additional business development services for small and medium-sized businesses, and the enlargement of university-linked innovation. Given frequent flooding, the report appraises the quality of metropolitan water governance and Venice’s potential to become a powerful reference for climate change adaptation.

It finds that in rural Québec, both population and personal income are growing, on average, and the province’s economic base continues to diversify. Land occupancy is more homogenous than in the rest of Canada, due to the presence of denser networks of small and medium-sized communities. However, mirroring the situation at the national level, the province displays large regional disparities. The sustainability of some rural communities, especially if remote and resource-based, is challenged by demographic and economic decline. In this context, Québec has developed one of the most advanced rural policy approaches in the OECD, closely in line with the framework suggested in the OECD’s New Rural Paradigm. The province’s rural policy does not have a sectoral focus, and aims at community empowerment and land occupancy. To maximize returns on its rural policy investments, Québec needs to integrate social development more strongly with economic and entrepreneurial development, and further strengthen the supra-local level of government as the centre for rural and territorial development strategies. This should be combined with stabilisation measures in lagging areas, through the accumulation of human capital and enhanced access to land in predominantly rural territories. To address environmental challenges, natural resources should be protected both in the outskirts of metropolitan zones and in remote areas.

    Abstract: This review of regional innovation assesses how to improve Catalonia's current strategy and actions in order to boost its innovation system through both its own programmes and those of Spain and the European Union. It finds that with over seven million inhabitants and a GDP of around EUR 204 billion, Catalonia is not only an important region within Spain, but within the OECD as well. Indeed, its economic output is similar to countries like Portugal and Norway. The region experienced massive population growth over the past decade, due to immigration, which in part drove GDP growth. However, Catalonia’s productivity is slipping, relative to other OECD regions, necessitating the transition to a productivity-driven growth model through a stronger regional innovation system. The region has successfully strengthened its research base, with investments in R&D having increased four-fold over the past decade. Catalonia is now mobilising actors across the innovation system in regional centres, such as Barcelona, to improve productivity and address social challenges.

Des mesures de stabilisation sont aussi à prévoir dans les zones en retard, moyennant l’accumulation de capital humain et un meilleur accès aux terres dans les territoires essentiellement ruraux. It begins with an overview of the regional policy today. This is followed by country profiles covering the 31 OECD members. The profiles share a common conceptual framework, allowing countries to see how their experiences measure up. The report also contains several annexes, which cover some of the countries that are candidates for accession to the OECD or with which the OECD has enhanced engagement. The annexes also cover the key topics of cross-border cooperation and trends in urban-rural linkages, especially efforts to control urban sprawl. The report will help countries to better understand regional policies and to formulate and diffuse horizontal policy recommendations. The analysis suggests an important role for regional policies in shaping sustainable endogenous development, in particular well-developed governance mechanisms to better respond to the different opportunities and demands of regions and to improve policy efficiency. This report is a unique source of regional policy information and of special interest to policy makers, researchers, and others engaging with regional development.

    Abstract: In the context of the economic recovery and public budget cuts, policy silos and fragmented short-term policy interventions have become luxuries that our economies can no longer afford. Government intervenes in a myriad of ways at the local level, and rarely are these interventions co-ordinated effectively. Most of us are familiar with policy “silos”. Such divisions are often taken for granted, blamed on historical working relationships (“it has always been like that”) and organisational cultures (“they don’t work like we do”). However these divisions come at a cost. The issues and challenges facing local communities are often complex, and require a holistic approach to be resolved. This book provides concrete advice to policy makers at both national and local levels on how to better align policies, reduce duplication and waste, and “do more with less”. It is based on comparative analysis of 11 countries in Australisia, Europe and North America and combines rankings on where countries stand in terms of the integration of employment, skills and economic development policies, with concrete examples of successful policy integration on the ground.
