    Abstract: Rural Well-being: Geography of Opportunities presents the latest iteration on this policy framework, reflecting several important changes in rural development in recent years. Fully taking into account the variety of situations characterising rural regions, the new policy framework leverages improved data and analysis while broadening the scope from economic focus to encompass the environmental and social dimensions of well-being. The new approach places the well-being of citizens at the forefront of its objective and recognises the diversity of rural places brought by a deeper understanding of their diverse and complex socio-economic systems and their connection to cities. The framework also looks to the future and unfolding megatrends such as globalisation, digitalisation, climate change and demographic change. It reflects on how these will impact rural economies and reviews policy options to mitigate the challenges and capitalise on opportunities as well as to develop resilience against emerging crises. Finally, recognising the strong interdependencies between different stakeholders and the need for partnerships between government, the private sector and civil society to successfully implement policies, the Rural Well-being Policy Framework focuses on governance mechanisms, including the OECD Principles on Rural Policy.

    Abstract: Successfully managing and administering European Structural Investment Funds (ESIF) rests on the effective governance of the investment process, on the administrative capacity of Managing Authorities, and on the engagement of a diverse range of stakeholders, including beneficiaries. The OECD has developed an analytical framework with four dimensions – people management, organisational management, strategic planning, and framework conditions – to analyse the challenges and capacity gaps confronting Managing Authorities in the administration and management of these funds. Based on a pilot project with three national- and two regional-level Managing Authorities, the study identified a series of common challenges. These include being more strategic and innovative in how staff, processes and programmes are managed; managing the impact of framework conditions on stability and certainty in administrative and investment processes; and needing to ensure that capacity building among Managing Authorities and/or beneficiaries is undertaken at the appropriate scale. Capacity-building Roadmaps were built with each participant. This report recommends concrete actions for actors in the ESIF governance system to build and reinforce the administrative and investment management capacity of Managing Authorities throughout the EU. The findings can also benefit non-EU public actors in managing public investment.

The economic and fiscal challenges of an ageing population go beyond intergovernmental boundaries, and they require complex intergovernmental policy responses. This volume brings together cross-country studies of fiscal policy, demographics and spatial productivity, as well as country studies of Brazil, Canada, China and Germany.

    Abstract: The Territorial Review of Greece offers analysis and policy guidance to strengthen regional development and well-being. It examines Greece’s regional development framework, the EU Cohesion policy and multilevel governance in Greece. Since the global financial crisis, Greece has undertaken an impressive number of structural reforms. Recovery initiated in 2017 but the current COVID-19 pandemic is slowing down Greece’s efforts. The country is now facing a number of strategic development priorities including fostering digitalisation, improving entrepreneurial and business ecosystems, and addressing environmental challenges. These new priorities must also tackle existing social challenges and mitigate rising inequalities. The Review examines a range of policies that have the potential to propel inclusive growth in Greece’s regions and improve the quality of life for their residents. It stresses that policies for economic growth, social capital and environmental sustainability are more effective when they recognise the different economic and social realities where people live and work. OECD work illustrates the importance to align place based regional development strategies with sectoral policies (support for private investment, infrastructure and human capital policies) in each place to generate multiplier effects. To fulfil this task, Greece will need to continue advancing the reform of its institutional and fiscal multi-level governance system.

The report first provides an overview of the socio-economic contributions and environmental challenges of the Mekong River. It then presents some potential new financing options for the development of water infrastructure, using digital tools such as Fintech and blockchain. It also examines the potential of using the spillover effect of tax revenues to attract private finance. It then goes on to discuss the importance of strengthening water infrastructure resilience against natural disasters, including the current COVID-19 pandemic, and finally analyses the challenges of water regulations in the Mekong region.

    Abstract: This paper offers an in-depth analysis of the characteristics of innovative start-up firms in Friuli-Venezia Giulia, an autonomous region situated at the extreme North East of the Italian territory, bordering with Austria and Slovenia. This work is part of a series of thematic papers on sub-national start-up landscapes in Italy, produced by the OECD Trento Centre for Local Development. Following the 2018 OECD Evaluation of the Italian Start-up Act, which embraced a national perspective, it represents a first attempt to analyse the impact of this policy at the local level. Friuli-Venezia Giulia hosts a polycentric, mainly urban start-up landscape, with a low prevalence of female and young founders. Its historical sub-regions of Friuli and Venezia Giulia present remarkable differences under several perspectives, including the industrial composition of their start-ups, the spread of emerging technologies among them and their propensity to use national incentives. Firm dynamism, notably high-growth and exit trends, constitutes another major focus of this work, which concludes with a set of evidence-based recommendations for policy-makers.

    Abstract: Essa nota foi desenvolvida pelo Centro de Empreendedorismo, PME’s, Regiões e Cidades da OCDE (CFE) em colaboração com o Grupo de Trabalho da OCDE para Política Urbana e a Iniciativa da OCDE de prefeitos (as) campeões (ães) para o crescimento inclusivo. É uma versão atualizada da publicada em 27 de março, a qual amplia os exemplos das medidas adotadas por cidades para responder a COVID-19 e fornece análises sobre problemas relacionados a impacto econômico, densidade, resiliência e colaboração com governos nacionais. As respostas de curto e médio prazo das cidades estão organizadas em seis categorias i) distanciamento social; ii) locais de trabalho e deslocamentos; iii) grupos vulneráveis; iv) prestação de serviços locais; v) apoio às empresas; e vi) comunicação, sensibilização e ferramentas digitais. A nota também inclui novas informações sobre como as cidades estão progressivamente saindo do confinamento e sobre as lições aprendidas em termos de densidade, mobilidade e digitalização. Esta nota conclui com orientações de ações direcionadas à reconstrução de cidades melhores, se apoiando nos trabalhos prévios de resiliência urbana. O anexo A fornece informações mais detalhadas sobre as iniciativas das cidades inventariadas. O anexo B mapeia esforços de organizações e redes locais selecionadas para coletar respostas das cidades e fomentar o conhecimento e o compartilhamento de experiências. Esse é um documento em evolução que terá sua próxima versão liberada ao fim de junho.

    Abstract: The report presents an in-depth analysis of various policies that aim to reduce the greenhouse gas emissions of urban transport. Decarbonising transport lies at the core of efforts to mitigate climate change and has close links to urban sustainability and housing affordability. The report identifies the drivers of rising emissions in the urban transport sector and offers pathways to reduce them through a combination of transport and land use policies. The analysis yields a holistic welfare evaluation of these policies, assessing them according to their environmental effectiveness, their economic efficiency and their impact on fiscal balance and housing affordability. The report concludes that significant reductions in emissions from urban transport can be achieved through a careful alignment of transport policies designed to promote the use of public transit and electric vehicles, and land use policies, which foster a more compact urban form. The study is based on the case of Auckland, New Zealand but the lessons drawn are relevant for institutions and governments working on issues relating to urban sustainability, transport, housing and climate change mitigation.

It also identifies a set of capacities at the organisational level that can be put in place across the machinery of government, throughout the role of interventions, strategies and tools to strengthen these capacities. The report concludes with a set of recommendations to assist governments in building their capacities.

Based on the definitions, the report presents new evidence of recent and future urbanisation trends and sheds light on the evolution of metropolitan areas around the globe. It examines whether and why quality of life differs between cities and other types of settlements. It analyses the relationship between economic development and the metropolitan system in countries around the world. Finally, it presents new evidence on the changing shape of cities and its impact on sustainability. The report demonstrates how globally consistent definitions of cities and metropolitan areas can contribute to more effective policy design.

    Abstract: Housing is key to inclusive growth. It is the biggest spending item of household budgets, the main driver of wealth accumulation and biggest source of debt for most households. Housing and the neighbourhood in which people live also have important implications for individual health, employment and educational outcomes – effects that can begin in childhood and can last a lifetime. Nevertheless, the housing market may also present a barrier to inclusive growth for some groups, such as low-income households, children, youth, seniors and the homeless. The COVID-19 pandemic has highlighted even more abruptly just how important housing issues are to people, and prompted governments to introduce a range of emergency housing supports. However, the pandemic has also underscored the need for governments to develop more structural responses to address persistent housing challenges. This report assesses the key underlying pre-COVID-19 housing policy issues and proposes a series of recommendations to support more inclusive housing outcomes. These include measures to address some of the structural barriers to inclusive growth in the housing market, as well as measures to address the specific housing challenges facing vulnerable groups.

The Strategy seeks to address the main challenges faced by the city in terms of providing affordable housing, expanding and maintaining green spaces, shifting to clean forms of transport and energy, and providing employment opportunities for all, especially for low-skilled workers. The SDGs can also help to institutionalise Bonn’s Sustainability Strategy and allocate adequate resources to its implementation.     Abstract: During COVID-19 lockdowns it became visible that migrants are often important in sectors that are crucial for the functioning of everyday life. Informed by this experience, this note provides an assessment of the role of foreign-born workers in essential services (referred to as migrant key workers) at regional level for 31 European countries. It examines the share of migrant key workers in regional labour markets, their importance in jobs with different skill requirements, and differences between EU and non-EU migrants. Migrants play a crucial role in health care, where 23% of doctors and 14% of nurses are foreign-born. In cities such as London or Brussels, around half of all doctors and nurses are migrants. Overall, capital regions have the highest share of migrant key workers (20%). Similarly, cities rely more on migrant key workers than other areas, especially in low-skilled occupations where migrants make up 25% of workers.

Cities differ greatly in their ability to provide inclusive access to opportunities across more affluent and poorer neighbourhoods.     Abstract: There are approximately 800,000 Indigenous Australians, which is 3.3% of Australia’s total population. Indigenous Australians are custodians of the world’s oldest living continuous culture and make a vital contribution to contemporary Australian society. Indigenous Australians are also important for the future of the national economy. For example, the amount of land with Indigenous ownership and interest has increased significantly in the last 50 years and now covers approximately half of Australia’s land mass. Indigenous Australians play an important role in the development of regional economies. Compared to the non-Indigenous population, Indigenous peoples are more likely to be located in predominantly rural regions. However, significant gaps in socio-economic outcomes with non-Indigenous Australians remain and these gaps are larger in rural regions. The report provides three key recommendations to improve economic outcomes for Indigenous Australians: improving the quality of the statistical framework and the inclusion of Indigenous peoples in the governance of data; promoting entrepreneurship to provide opportunities for Indigenous peoples to use assets and resources in ways that align with their objectives for development; and, implementing an approach to policies that is adapted to places, and empowers Indigenous institutions and communities.

    Abstract: COVID-19 has governments at all levels operating in a context of radical uncertainty. The regional and local impact of the COVID-19 crisis is highly heterogeneous, with significant implications for crisis management and policy responses. This paper takes an in-depth look at the territorial impact of the COVID-19 crisis in its different dimensions: health, economic, social and fiscal. It provides examples of responses by national and subnational governments to help mitigate the territorial effects of the crisis, and offers ten takeaways on managing COVID-19’s territorial impact. Finally, the paper offers a forward looking perspective to discuss the crisis’ implications for multi-level governance as well as points for policy-makers to consider as they build more resilient regions.

    Abstract: Core Cities is an association of eleven cities in the UK: Belfast, Birmingham, Bristol, Cardiff, Glasgow, Leeds, Liverpool, Manchester, Newcastle, Nottingham, and Sheffield. Altogether, Core Cities and their surrounding regions account for around one quarter of the UK population and economy. Given their size and assets, Core Cities have the potential to boost national growth. However, unlike second-tier cities in most other large OECD countries, Core Cities have low levels of productivity by national and international standards. With the right policies and sufficient investment in public transport, housing, skills and other key policy areas, Core Cities could become centres of economic activity that pull their regions and the entire UK to higher productivity levels. This report unpacks the causes of low productivity in UK Core Cities and offers policy recommendations for the local and national level to achieve higher productivity and more inclusive growth.

    Abstract: In the face of megatrends such as globalisation, climate and demographic change, digitalisation and urbanisation, many cities and regions are grappling with critical challenges to preserve social inclusion, foster economic growth and transition to the low carbon economy. The 17 Sustainable Development Goals (SDGs) set the global agenda for the coming decade to end poverty, protect the planet and ensure prosperity for all. A Territorial Approach to the Sustainable Development Goals argues that cities and regions play a critical role in this paradigm shift and need to embrace the full potential of the SDGs as a policy tool to improve people’s lives. The report estimates that at least 105 of the 169 SDG targets will not be reached without proper engagement of sub-national governments. It analyses how cities and regions are increasingly using the SDGs to design and implement their strategies, policies and plans; promote synergies across sectoral domains; and engage stakeholders in policy making. The report proposes an OECD localised indicator framework that measures the distance towards the SDGs for more than 600 regions and 600 cities in OECD and partner countries. The report concludes with a Checklist for Public Action to help policy makers implement a territorial approach to the SDGs.

The presence of renowned universities, the high number of students and a fast growing start-up scene alongside a vibrant business and innovation environment, make Groningen a knowledge hub for the region. Since the Dutch national cabinet decided to phase out natural gas production by 2022, Groningen has intensified its regional leading role in the energy transition aiming to become energy neutral by 2035, according to which the energy demand is met entirely by renewables. In 2018, the Municipal Council took the unanimous decision of making the circular economy a priority for the city, identifying three priority areas: public procurement, waste and knowledge. This case study presents the state of the art of the circular economy in Groningen, the main challenges for designing a circular economy strategy and the ways forward for the city’s circular transition.

    Abstract: Canada’s Constitution Act (1982) recognises three Indigenous groups: Indians (now referred to as First Nations), Inuit, and Métis. Indigenous peoples make a vital contribution to the culture, heritage and economic development of Canada. Despite improvements in Indigenous well-being in recent decades, significant gaps remain with the non-Indigenous population. This study focuses on four priority issues to maximise the potential of Indigenous economies in Canada. First, improving the quality of the statistical framework and the inclusion of Indigenous peoples in the governance of data. Second, measures to improve the fairness and transparency for how Indigenous peoples can secure land tenure and the use of tools and such as land use planning to use it to promote community economic development. Third, promoting entrepreneurship so Indigenous peoples can use assets and resources in ways that align with their objectives for development. Fourth, implementing an approach to governance that adapts policies to places, and empowers Indigenous institutions and communities.

This report, based on the Africapolis geo-spatial database (www.africapolis.org) covering 7 600 urban agglomerations in 50 African countries, provides detailed analyses of major African urbanisation dynamics placed within historical, environmental and political contexts. Covering the entire distribution of the urban network — from small towns and secondary cities to large metropolitan regions — it develops more inclusive and targeted policy options that integrate local, national and regional scales of urban development in line with African realities.

Ce rapport présente une analyse des enjeux liés à l’intégration des migrants au niveau local et propose des exemples de bonnes pratiques mises en place dans d’autres régions de l’OCDE.

    Abstract: This paper offers an in-depth analysis of the characteristics of innovative start-up firms in Trentino, a high-income mountainous area in the North East of Italy. This work is part of a series of thematic papers on regional start-up landscapes in Italy, produced by the OECD Trento Centre for Local Development. Following the 2018 OECD Evaluation of the Italian Start-up Act, which embraced a national perspective, it represents a first attempt to analyse the impact of this policy at the local level. Among Italian regions, Trentino boasts the highest density of registered innovative start-ups over all young firms established locally. However, innovative start-ups spread unevenly throughout this territory, concentrating in urban areas. Female and young founders are less prevalent than in Italy at large. Firm dynamism, in particular high-growth and exit trends, the uptake of emerging technologies among local start-ups as well as their propensity to use national incentives are other key areas of this work, which concludes with a set of evidence-based recommendations for policy makers.

    Abstract: Kópavogur was the first municipality in Iceland to formally embrace the Sustainable Development Goals (SDGs). In September 2018, the Municipal Council adopted a holistic strategy for Kópavogur, based on the 15 prioritised SDGs and their 36 targets. The city is following a data-driven approach to implement the SDGs as a tool for public sector innovation and to bring all the municipality’s actions under one strategic framework. The city is also using the SDGs to build awareness and strengthen ownership of the local strategy among private sector and civil society. The case of Kópavogur also points to the importance of addressing the SDGs through an integrated and functional approach, since many sustainable development challenges span beyond sole perimeter of the city and require close cooperation with the hinterland, as in the case of public transport and waste management.

The current crisis represents, among other things, a mass experiment in teleworking, unprecedented in size and scope. A shift towards large-scale, long-lasting teleworking would have profound implications for the geography of local employment. However, SMEs may be less equipped than larger firms to face this change. Public policy can play an important role in turning teleworking into an opportunity for all, to minimise the potential of widening pre-existing disparities between people, places and firms.

    Abstract: The characteristics of innovative start-up firms in South Tyrol, the northernmost province of Italy, entirely mountainous, hosting a high-income population belonging to three main language groups. This work is part of a series of thematic papers on sub-national start-up landscapes in Italy, produced by the OECD Trento Centre for Local Development. It represents a first attempt to analyse the effect of the Italian policy framework for young innovative firms at the local level. South Tyrol is home to a relatively small number of registered innovative start-ups, pointing to the presence of obstacles to policy transfer. Evidence suggests that language barriers may play a critical role. Firm dynamism, in particular high-growth and exit trends, the spread of emerging technologies among local start-ups as well as their propensity to uptake national incentives are other major focuses of this work, which concludes with a set of evidence-based recommendations for policy-makers.

    Abstract: Global demographic, climate and digitalisation megatrends are transforming the policy environment in Flanders, Belgium. With strong economic performance, low unemployment and a well-educated population, Flanders is using the SDGs to respond to these megatrends in pursuit of the seven transition priorities outlined in its Vision 2050 policy framework, namely circular economy, smart living, industry, lifelong learning, caring and living together, transport and mobility, and energy. The SDGs provide a common language and framework to mobilise Flemish cities and municipalities, private sector, civil society and youth in such a transition. This is why, Flanders has also developed Focus 2030 with more concrete and mid-term objectives to adapt and implement the SDGs at regional level. The report argues that a territorial approach to the SDGs can accelerate the transition to more sustainable pathways in Flanders if federal, regional, provincial and local sustainable development strategies are strategically aligned, and sufficient funding from both public and private sectors is ensured for innovative sustainability solutions.

S’appuyant sur cette expérience, la présente note évalue dans 31 pays européens le rôle que jouent à l’échelon régional les travailleurs nés à l’étranger dans les services essentiels (appelés les travailleurs essentiels issus de l’immigration). Elle examine leur part dans les marchés du travail régionaux, leur importance dans les emplois exigeant des qualifications différentes, et les écarts selon qu’ils sont originaires ou non de l’UE. Les travailleurs immigrés contribuent grandement au secteur de la santé, 23 % des médecins et 14 % du personnel infirmier étant nés à l’étranger. Dans les métropoles comme Londres ou Bruxelles, près de la moitié du personnel médical et infirmier est issue de l’immigration. Dans l’ensemble, les régions des capitales affichent la part la plus élevée de travailleurs essentiels issus de l’immigration (20 %). De la même façon, les grandes agglomérations font davantage appel à cette catégorie de la main-d'oeuvre que d’autres territoires, notamment dans les professions peu qualifiées, où la part des travailleurs immigrés s’élève à 25 %.

Firms may increasingly look to technology as a way to pandemic proof their operations, while individuals may develop preferences for automated services as opposed to face to face contact. Планируется, что Программа будет осуществлена в два этапа: первый будет охватывать города Бишкек и Ош, а второй ‑ районы за пределами пилотных городов (т.е. городские пригороды, а также междугородний транспорт). Ожидается, что данные инвестиции принесут значительные экологические, общественные и социально‑экономические выгоды.
