    Abstract: The emergence of fully online, hybrid and blended forms of higher education has led governments, quality assurance agencies and higher education institutions (HEIs) across the OECD to reflect on how to ensure that digital education provides learners with opportunities to reach learning and employment outcomes similar to those achieved through traditional in person instruction. Building on stakeholder engagement and comparative analysis, this report offers an assessment of Hungary’s quality assurance system for higher education and, more specifically, its strengths and weaknesses for assuring the quality of digital higher education. It offers recommendations and policy options to support the ongoing reform of Hungary’s higher education accreditation system as well as a list of potential digital education indicators to be integrated in the assessment frameworks used by the Hungarian Accreditation Committee (MAB) for the accreditation of higher education institutions.

As the engine of skills development and research, the higher education system will play an important role in helping the state unleash these opportunities. The German State of Brandenburg has therefore entrusted the Organisation for Economic Co-operation and Development – in close collaboration with and supported by the European Commission’s Directorate-General for Structural Reform Support – with the development of recommendations on how to enhance the visibility of its institutions’ programme offer, align this offer with the skills and innovation demand, and make it more attractive to prospective students from the state and beyond.

To meet the skill needs of the Finnish economy, its government has set policy targets with respect to educational attainment and globally mobile learners, and backed those targets with additional resources to aid higher education institutions in accomplishing them. At the same time, Finnish policymakers are engaged in an assessment of their higher education landscape, examining whether the distribution of responsibilities among its higher education institutions is effectively coordinated and adapted to national innovation needs. This policy brief assesses the progress of initiatives to expand the capacity of the higher education system and increase its attractiveness to globally mobile learners, and takes stock of Finland’s institutional landscape in light of international experience.

Um die Hochschulen dabei bestmöglich zu unterstützen, hat das Land Brandenburg die Organisation für wirtschaftliche Zusammenarbeit und Entwicklung (OECD) beauftragt, Empfehlungen zu erarbeiten, wie das Programmangebot der Hochschulen des Landes sichtbarer gemacht, auf den Bedarf an Kompetenzen und Innovationen zugeschnitten und für potenzielle Studierende aus dem Bundesland und darüber hinaus attraktiver gestaltet werden kann. Dieses Projekt wird von der Europäischen Union finanziert und erfolgt in enger Kooperation mit der Generaldirektion für die Unterstützung von Strukturreformen der Europäischen Kommission.

    Abstract: The higher education system in Norway generally produces graduates with good skills and labour market outcomes. This success can be largely attributed to Norway’s robust and inclusive labour market and recent higher education reforms to improve quality. However, some Norwegian students have poor labour market outcomes and past success is no guarantee of future success, especially as the Norwegian economy upskills and diversifies. This report provides advice and recommendations to improve the labour market relevance and the outcomes of higher education in Norway. The analysis finds that there is an opportunity to expand work-based learning opportunities, improve career guidance, and do a better job of using innovative learning and teaching practices to improve labour market relevance across the system. The report concludes that Norwegian policy makers have a larger role to play in steering the system. Policy makers can set the conditions for greater labour market relevance by strengthening the mechanism for collaboration between higher education institutions and employers, ensuring better coordination and use of labour market information, and redoubling efforts to support quality learning and teaching. This report was developed as part of the OECD Enhancing Higher Education System Performance project.

In examining the higher education system in Kazakhstan, this report builds on a 2007 joint OECD/World Bank review: Reviews of National Policies for Education: Higher Education in Kazakhstan 2007. Each chapter presents an overview of progress made in the past decade across the main areas explored in the 2007 report. These include quality and relevance, access and equity, internationalisation, research and innovation, financing and governance. The report also examines policy responses to evolving dynamics in higher education and the wider socio-economic changes.

    Abstract: National research systems face an increasingly competitive environment for ideas, talent and funds, and governments have shifted funds from institutional core funding to project funding, often on a competitive basis, or reward success in raising third-party funds in performance-based funding schemes. It is in this context that “research excellence initiatives” (REIs) have emerged. This is an instrument designed to encourage outstanding research by providing large-scale, long-term funding to designated research units. They provide funds for research and research-related measures, such as the improvement or extension of physical infrastructure, the recruitment of outstanding researchers from abroad and researcher training. This report presents new evidence on how governments steer and fund public research in higher education and public research institutions through REIs. The report can help inform discussions on future government policy directions by providing information on how REIs work and on the functioning and characteristics of institutions that host centres of excellence. The findings show some of the benefits to be gained through REIs and note some pitfalls to be avoided.

    Abstract: This joint OECD and World Bank review gives a brief overview of post-secondary education in Chile and describes its development over the past twenty years. It presents an analysis of the system and identifies key directions for policy reform in light of the challenges encountered by officials, communities, enterprises, educators, parents and students. It concludes with a set of key recommendations concerning the structure of the system and its labour market relevance; access and equity, governance and management; research, development and innovation; internationalisation; and financing.

    Abstract: Portugal’s tertiary education sector has expanded significantly over the last 20 years, but participation and overall educational attainment levels remain below European standards and enrolment rates have begun to decline. The OECD review recommends that Portugal’s national government should focus on strategic direction and leave higher education institutions wider latitude for accomplishing public priorities consistent with their mission. Among its proposals for reform, the review calls for the creation of a National Council on Higher Education to oversee Portugal’s higher education strategy. The review also calls for major changes in the governance and management of higher education institutions to bring them into line with national goals, encourage their responsiveness and efficiency, and improve their quality. Improving research and innovation is a key strategic objective of the Portuguese government, and the OECD review suggests a number of qualitative changes in Portugal’s tertiary education system to enhance performance in this area.

    Abstract: Given the current trends and developments across OECD Member countries, a new and dynamic vision for tertiary education is called for. Higher levels of participation at the tertiary level, driven strongly by demands reflecting the diverse interests of students, employers and society at large, have created challenges which must be met. How should tertiary education better respond to the interests and choices of clients, students foremost among them? What should be done to adapt teaching methods or restructure the curricula? How should the needs of those not currently served in the first years of tertiary education be addressed? How should governments interact with large, diverse tertiary education systems, comprised of varied and increasingly autonomous providers? This volume also examines how best to mobilize the energies and expertise of staffs and institutions as well as partners, and how to secure adequate resources and improve efficiency in the face of greater competition for public funds. The findings, analyses and conclusions presented in this publication will serve as a basis for debate, reflection and exchange as all parties seek to strengthen and extend the contributions of tertiary education to economic and social well-being for all.
