    Abstract: Following the deep recession in the early 1990s growth has been strong, but the scope for economic catch-up remains considerable and cross-country empirical evidence suggests that enhancing competition is an important means of achieving this. Structural reforms to strengthen competition in the early 1990s did boost growth and were also ahead of similar developments in the EU. However, indicators suggest that relatively weak competition remains in a number of sectors. Moreover, potential competition is reduced by a sparse population and relative long distances to large markets, which together with the prevalence of local monopolies and public ownership in many network industries, point to the need for greater vigilance to sustain and promote competition. Further reforms to promote product market competition should focus on fundamental changes in the regulatory approach as well as more incremental measures to intensify competition.     Abstract: Information and communications technology (ICT) has become a key driver of economic growth over the past decade. The rapid diffusion of the Internet, of mobile telephony and of broadband networks all demonstrate how pervasive this technology has become. But how precisely does ICT affect economic growth and the efficiency of firms? And how well can these effects be measured? This report provides an overview of the economic impact of ICT on economic performance, and the ways through which it can be measured. Using available OECD data, the first part of the book examines the available measures of ICT diffusion, the role and impact of ICT investment and the role of ICT-using and ICT-producing sectors in overall economic performance. The second part of the book offers nine studies for OECD countries, based on detailed firm-level data and prepared by researchers and statisticians from a wide range of OECD countries. These studies use a variety of methods and provide detailed insights on the effects of ICT in individual countries.

    Abstract: Empirical work shows that competition is important for promoting economic growth. However, in Japan the promotion of competition has long been compromised by ministerial guidance and exemptions from the competition law. Thus, the level and growth of productivity have been low in many domestically oriented sectors and consumer welfare has suffered under high prices and the slow introduction of new goods and services. This misallocation of resources contributes to explaining why the Japanese economy had difficulty in coming out of the quasi-stagnation of the past decade. Recognising that gains from more pro-competition policies are substantial, the Japanese government has now made the promotion of competitive markets a cornerstone of its economic policy. El Estudio Económico de México 2003 presenta una interesante radiografía de la economía mexicana, acompañada de una serie de propuestas de gran relevancia tanto para los estudiosos del tema, como para los diseñadores de políticas en México. En general, la OCDE afirma que la economía mexicana se encuentra "bien posicionada para retomar el rumbo de crecimiento sólido y sostenible, aunque el momento y la fortaleza de la recuperación dependerán en gran medida de factores externos fuera del control de los diseñadores de políticas" y sugiere que "aun si las condiciones macroeconómicas se muestran desfavorables, las autoridades necesitan continuar esforzándose por lograr los objetivos anunciados en términos de inflación y presupuesto, si se desea conservar la confianza". Este estudio contiene además un capítulo sobre las fuentes del crecimiento de la economía mexicana, un capítulo enfocado a las reformas estructurales y una sección en donde se abordan los efectos económicos de la migración en México.

However, Korea’s development strategy has tended to weaken competition and has left a legacy of government intervention.     Abstract: Regulatory reform efforts in a broad range of industries have resulted in increased importance of competitive forces as a means to allocate resources and improve economic efficiency. A number of indicators suggest that such forces have been stronger in the United States than in most other OECD countries for some time. This has contributed to sizeable productivity gains and good economic performance over the past decade or so. Nonetheless, despite the generally pro-competitive thrust of policies, a number of challenges remain. Although there are few sectors of the economy from which competition policy and law are completely excluded, given the high risk of sanctions and damages for violation, many anomalous exemptions and special regimes have found their way into US legislation. Contrary to other OECD countries, government related firms are exempted from competition enforcement. Intellectual property rights create special challenges for competition policy and some problems have followed their strengthening over the past two decades, such as the soaring cost of patent litigation. The generally favourable experience with deregulation created pressures for liberalisation in network industries, where the United States has rather been a laggard, at least in the electricity sector. Reforms in the 1990s have entailed some positive results but also some setbacks, reflecting both the difficulties in ensuring competition in such industries and policy mistakes.

    Abstract: Norwegian growth has been strong over the past decade. This development has been supported by the off-shore sector, but depleting oil reserves implies that growth will have to rely increasingly on the mainland economy. Empirical work shows that competition is important for promoting economic growth. Recognising the benefits of competition, the government wants to introduce regulatory reforms to stimulate economic growth. However, the promotion of competition has often conflicted with other policy objectives, such as maintaining a regionally dispersed population and a high degree of public ownership. This has lead to weak competition in a number of sectors, resulting in high prices, weak innovative activity and inefficient resource allocation. Reforms to promote product market competition in Norway should therefore inter alia focus on separating the public sector’s roles and functions as owner and regulator.     Abstract: En 2000, au plus fort de la nouvelle économie, les TIC était acclamées comme la technologie qui allait révolutionner l’économie des pays de l’OCDE et leur apporter d’innombrables bienfaits. Le coup de frein qui a suivi a fait voler en éclats un certain nombre d’idées fausses sur les TIC : les cycles économiques ne sont pas finis ; les valorisations boursières doivent en effet s’appuyer sur les bénéfices ; et non, le secteur des TIC n’est pas à l’abri des crises. Pour autant il ne faudrait pas oublier les changements structurels et les avantages économiques qu’a déjà amenés et qu’amène encore aujourd’hui la diffusion des TIC. Cette étude examine les incidences des TIC sur la performance des entreprises et les stratégies susceptibles d’en tirer le meilleur profit. Revenant sur les effets déjà constatés sur l’économie, elle analyse les raisons pour lesquelles certains pays ont investi plus que d’autres dans ces technologies, et cherche à expliquer pourquoi seulement une partie d’entre eux ont pleinement pris la mesure de ce que les TIC peuvent leur apporter. Elle fait valoir que les TIC demeureront une technologie importante au cours des années à venir, car les réseaux irriguent désormais toute l’économie. À présent, il importe de savoir comment se servir au mieux de ces technologies. Cet ouvrage démontre de façon éloquente que les TIC, à défaut d'être une panacée, peuvent contribuer à faire évoluer l’activité des entreprises et les rendre plus performantes. Mais cette mutation ne se produira que si l’environnement est concurrentiel et si les investissements informatiques s’accompagnent de changements organisationnels, d’investissements dans les qualifications et d’une gestion avisée. Ce livre est un plaidoyer pour une stratégie publique globale visant à tirer le meilleur des technologies de l’information et de la communication.

    Abstract: Das Allgemeine Abkommen über den Handel mit Dienstleistungen (GATS) zählt zu den bedeutendsten Leistungen der multilateralen Handelsdiplomatie des späten 20. Jahrhunderts, steht aber auch im Mittelpunkt der handelspolitischen Kontroversen zu Beginn des 21. Jahrhunderts. Mit dieser Untersuchung werden drei Ziele verfolgt: Erstens gilt es, die wirtschaftlichen Argumente für Reformen des Dienstleistungssektors sowie die politischen Beweggründe für eine Öffnung der Dienstleistungsmärkte durch Liberalisierung von Handel und Investitionen in Erinnerung zu rufen. Zweitens sollen die Bedenken über die Auswirkungen des GATS zerstreut werden, indem die Wirkungsweise des Übereinkommens, die damit von den WTO-Mitgliedern eingegangenen Verpflichtungen sowie die ihnen im Rahmen des Übereinkommens offen stehenden Optionen erläutert werden. Und drittens sollen einige besonders wichtige Verhandlungsthemen im Rahmen der derzeitigen GATS-Runde aufgezeigt werden, wobei den Interessen und Sorgen der Entwicklungsländer besondere Aufmerksamkeit gilt und erneut auf die Chancen verwiesen wird, die das GATS für die Umsetzung entwicklungsfördernder Reformen auf den Dienstleistungsmärkten bietet.

    Abstract: L'Accord général sur le commerce des services (AGCS) est l’un des principaux succès de la diplomatie commerciale multilatérale de la fin du 20ème siècle, mais il est au centre des controverses que suscite la politique commerciale en ce début du nouveau millénaire. Comme le prévoyait le « programme incorporé » du cycle d’Uruguay, les négociations menées à l’OMC dans le domaine des services ont officiellement repris le 1er janvier 2000. A mesure que les négociations sur les services ont progressé, l’AGCS est devenu le point de mire d’un certain nombre de groupes de la société civile représentant des intérêts divers. Les arguments avancés à l’encontre de l’AGCS concernent principalement la menace qu’il ferait prétendument peser sur le droit souverain des pays de réglementer la production, la vente, la distribution ou l’importation de services, et d’assurer eux-mêmes la fourniture de services au plan international. Si, pour la plupart, ces arguments reposent sur des malentendus que cette étude vise à corriger, les préoccupations suscitées par l’AGCS, par ses effets sur les services publics et ses conséquences pour la souveraineté nationale et pour le pouvoir de réglementation des autorités n’en sont pas moins bien réelles et ne doivent pas être ignorées. Les négociations en cours offrent précisément aux gouvernements l’occasion de donner à toutes les parties concernées des informations sur le contenu de l’AGCS et sur ce qu’il implique pour les objectifs économiques et sociaux au niveau national. Pour être utile, toutefois, il est indispensable que le débat soit fondé sur des faits et non sur des malentendus. Cette étude a un triple objectif. Premièrement, rappeler les raisons économiques qui sous-tendent la réforme des secteurs de services et le bien-fondé de l’action menée par les pouvoirs publics pour ouvrir les marchés de services par le biais d’une libéralisation des échanges et de l’investissement. Deuxièmement, répondre aux préoccupations suscitées par les effets de l’AGCS en expliquant le fonctionnement de l’accord, les obligations auxquelles souscrivent les membres de l’OMC et les options qui s’ouvrent à eux dans ce contexte. Troisièmement, mettre en lumière quelques-uns des principaux enjeux du cycle actuel de négociations au titre de l’AGCS, en attirant particulièrement l’attention sur les intérêts et les préoccupations des pays en développement et en rappelant les possibilités qu’offre l’AGCS pour jeter les bases d’une réforme des marchés de services propre à favoriser le développement.

Cet ouvrage présente un tour d'horizon des principaux obstacles -- conceptuels et pratiques -- qui entravent les progrès en matière de développement durable. Il identifie les domaines dans lesquels des actions concrètes des gouvernements pourraient permettre une meilleure intégration des objectifs environnementaux, économiques et sociaux. Enfin, ce livre s'attache à montrer en quoi l'utilisation du système de prix, la réforme des procédures de prise de décisions, les politiques technologiques, ainsi que le commerce international et les investissements pourraient contribuer à éliminer les "incitations" à l'épuisement des ressources et à la détérioration de l'environnement.     Abstract: Sustainable development involves linking the economic, social and environmental objectives of societies in a balanced way. It stresses the importance of taking a broader view of what human welfare entails, of using a long-term perspective about the consequences of today's activities, and of recognising the global nature of many of the most pressing challenges facing societies. OECD countries committed themselves to sustainable development at the 1992 Rio Conference on Environment and Development. However, action to meet these commitments remains slow. This report identifies some of the main barriers -- conceptual and practical -- that stand in the way of progress, and some of the areas where concrete government actions will allow a better integration of environmental, economic and social goals. Particular focus is placed on how the use of the price system, reform of governments' decision-making processes, technology policies, and international trade and investment may each contribute to removing incentives to unsustainable resource depletion and environmental degradation. Recommendations in each of these areas are presented in this Report, and then applied to two areas -- climate change and natural resource management -- where the risks of non-sustainability appear to be highest.

Il montre que la technologie est certes devenue omniprésente dans les économies et les sociétés et qu’elle les a profondément bouleversées, mais que la rapidité de la croissance ne saurait être imputée à ce seul facteur. Les modalités de mise en œuvre de la technologie sont un aspect beaucoup plus déterminant. Cet ouvrage défend avec force l’idée que, quelles que soient les perspectives conjoncturelles, nous nous trouvons aujourd’hui face à une réalité économique nouvelle. Il invite instamment les décideurs à opter pour une stratégie de croissance globale, conjuguant cinq domaines d’action et capable d’inscrire les TIC, le capital humain, l’innovation et l’entreprenariat dans le processus de croissance, en même temps qu’ils prendront des mesures pour mobiliser les travailleurs et accroître l’investissement dans une optique de long terme. Et il dresse le bilan des politiques fondées sur les règles du marché, qu'elles soient réglementaires ou technologiques, mises en oeuvre par les pays de l'OCDE à ce jour dans le but d'atteindre certains objectifs tout en optimisant le rapport coût-efficacité. Cet ouvrage présente en outre une analyse approfondie des politiques conçues pour répondre aux principales menaces qui pèsent sur la durabilité dans les domaines du changement climatique et de la gestion des ressources naturelles. De même, on y trouvera un examen détaillé des politiques répondant aux problèmes qui se posent au niveau sectoriel ou infranational. Il en ressort globalement qu'il existe de nombreuses solutions qui permettraient de faire en sorte que la croissance économique, la protection de l'environnement et le développement social se renforcent mutuellement.

    Abstract: In 2000 commentators everywhere were hailing the boom in some western economies as the dawn of a new economy. In 2001, with a slowdown biting in the US economy, dot.coms folding and information and communications technology firms feeling the pinch globally, the headline writers have swung the other way, saying that it was all a myth. Was it? The New Economy: Beyond the Hype looks past the elation and gloom to help policymakers think and act with the facts. It explores the causes of the discrepancy in economic performance in the OECD area. It shows that while technology has had a pervasive and profound effect on economies and societies, it alone was not the reason for fast growth. What counts more is how that technology is put to work. The book argues forcefully that whatever the outlook for the business cycle, we are now faced with a new economic environment. It urges policymakers to adopt a comprehensive growth strategy combining five policy areas that can engage ICT, human capital, innovation and entrepreneurship in the growth process alongside policies to mobilise labour and increase investment for the long term. Naturally, good fundamentals -- macroeconomic stability, openness and competition, as well as sound economic and social institutions, and proper social protection -- are a prerequisite for success.

It reviews the conceptual foundations of sustainable development, its measurement, and the institutional reforms needed to make it operational. It then discusses how international trade and investment, as well as development co-operation, can contribute to sustainable development on a global basis, and reviews the experience of OECD countries in using market-based, regulatory and technology policies to reach sustainability goals in a cost-effective way. The report also provides an in-depth analysis of policies designed to address key threats to sustainability in the areas of climate change and natural resource management, as well as of those that respond to sustainability concerns at the sectoral and sub-national level. The common thrust of the report is that substantial opportunities exist to make economic growth, environmental protection, and social development mutually reinforcing.

    Abstract: China’s food processing sector has arrived at a decisive stage. While primary agriculture has continued to expand at an astounding pace and final consumers have experienced an extended period of rapid income growth, progress at the intermediary stage, the agro-processing sector, has remained limited. Today, a growing need to catch up with these developments has become manifest, but a number of challenges have emerged simultaneously. They include the need to adjust to increasingly diversified consumer demands, to improve the quality and nutritional content of foods, to introduce new food products, to shift to more sophisticated processing methods, to adopt innovative packaging methods, and to comply with new labelling requirements. These developments give rise to a number of questions. What do these changes mean for China’s food processors? Is China’s agriculture adequately prepared for these changes? How can farmers take advantage of these changes? What structural adjustments are needed to meet the challenges arising from the changes in domestic and international food markets? The papers in this Proceedings document try to answer these and many other important questions revolving around changes in, and challenges for, China’s agro-processing sector.

    Abstract: On the surface there is agreement, sustainable development refers to a broad set of issues, going beyond the relationship between the economy and the environment to encompass human and social concerns. Scratch the surface and you open a Pandora's box of differing notions of sustainability and means of achieving it. How can progress towards sustainable development be measured then? The major difficulty in developing indicators to track progress towards sustainable development is not the lack of data but rather the lack of frameworks to organise and synthesize existing information. This volume brings together a number of approaches to this question pursued in academia, national administrations and international organisations, as presented at an expert workshop held at the OECD headquarters in September 1999. These approaches include developments of the traditional national accounts system, construction of synthetic measures of sustainability such as "genuine savings", physical measures of material flows, and selections of indicators based on variants of the "pressure, state, response" model. This volume also reviews a number of initiatives undertaken within the OECD to monitor trends in the sustainability of specific sectors and sub-national areas.

Cette étude évalue les tendances et politiques économiques durant l'année inaugurale du nouveau régime. Elle analyse la performance et les perspectives économiques de la zone euro dans son ensemble, soulignant dans quelle mesure les évolutions au niveau agrégé sont influencées par les convergences ou divergences nationales ou régionales. Cet ouvrage fournit un examen approfondi des politiques macroéconomiques. La politique monétaire commune menée par l'Eurosystème et son cadre analytique et institutionnel sont passés au crible, comme l'est la coordination des politiques budgétaires nationales dans le contexte du Pacte de stabilité et de croissance. Un chapitre spécial est consacré aux liens entre caractéristiques et politiques structurelles d'une part, et performance macroéconomique de l'autre. Il en ressort que des réformes structurelles amples et bien conçues renforceraient notablement le potentiel économique de l'Europe et rendraient moins douloureux certains arbitrages de politique macroéconomique.     Abstract: Europe's single currency was launched a bit more than a year ago for eleven of the fifteen countries of the Union. This study assesses economic developments and policies during the inaugural year of the new regime. It analyses the economic performance and prospects of the euro area as a whole, and highlights to what extent aggregate trends are shaped by convergence or divergence at national or regional levels. Macroeconomic policies are discussed in depth. The common monetary policy carried out by the Eurosystem and the underlying framework are scrutinised, as is the co-ordination of national fiscal policies against the background of the Stability and Growth Pact. A special chapter is devoted to the links between structural features and policies on the one hand and macroeconomic performance on the other. It argues that broad-based and properly designed structural reforms would boost Europe's economic potential significantly and ease macroeconomic policy trade-offs. A number of highly topical issues are addressed, such as: - How fast is growth picking up and unemployment declining in the euro area? - Why did the euro weaken in 1999 and does it matter? - How effectively was monetary policy conducted? - What degree of fiscal prudence is needed over the next few years? - Which rigidities continue to stunt growth in Europe? This is the second OECD study on EMU, following the one published in early 1999 under the title EMU: Facts, Challenges and Policies.

    Abstract: What is driving recent growth in OECD countries? Why is it that their levels of GDP per capita are no longer converging? Why is it that some countries, operating at the technological frontier, where advances are difficult, appear to be widening the gap? Whether or not it is appropriate to speak of a "new economy", innovation and technology play crucial roles. This study shows that success requires not some silver bullet, but a range of complementary factors that support the innovation-intensive growth exemplified by new information and communication technologies such as the Internet and Internet applications like electronic commerce. Supportive policies include those favourable to innovative start-ups and to financial systems able to support them, those that facilitate the reorganisation required to reap the full benefits of ICT, regulatory and institutional frameworks that facilitate links between science and industry, and efforts to train and obtain the necessary human capital, as well as public support for basic scientific research. While this study is far from exhaustive, it represents an important step in understanding the conditions under which economies flourish.

Cette étude montre que la réussite passe, non par d’hypothétiques remèdes miracles, mais par toute une gamme de facteurs complémentaires qui favorisent une croissance basée sur l’innovation telle qu’on l’observe dans les nouvelles technologies de l’information et de la communication comme l’Internet, et dans les applications de l’Internet telles que le commerce électronique. Les politiques de soutien peuvent prendre la forme de dispositions favorables aux jeunes pousses innovantes et aux structures financières capables de les accompagner. Il peut également s'agir de mesures facilitant les réorganisations nécessaires pour profiter pleinement des bienfaits des TIC, de cadres réglementaires et institutionnels favorisant les relations entre recherche scientifique et industrie, d’efforts de formation et de recrutement des ressources humaines adaptées, ou bien encore d’un soutien public à la recherche scientifique fondamentale. A défaut d'être exhaustive, cette étude franchit une nouvelle étape dans la compréhension des conditions propices à la prospérité.

    Abstract: Services are transforming OECD economies on a massive scale, but are still impeded by regulations and policies that stifle innovation and competition. Comprehensive reforms need to be pursued internationally as well as in individual OECD countries. These are the principal conclusions reached by participants in a Business and Industry Policy Forum organised by the OECD on 28 September 1999. The Forum was organised by the Industry Committee, partly to address the mandate of the OECD Ministerial to explain the differences which have emerged in growth performance among OECD countries. It brought together senior government officials, experts, and business and trade union leaders from 30 countries to address issues related to “Realising the Potential of the Service Economy: Facilitating Growth, Innovation and Competition”.
