    Abstract: The ability to measure the economic impacts of tourism provides policy makers with the evidence necessary to ensure that future policies are targeted to meet strategic objectives. However, despite significant work on tourism economics, notably with the Tourism Satellite Account, a deeper understanding is needed of how tourism trade directly and indirectly contributes to the economic growth and competitiveness of countries. This report scopes out the benefits and challenges of analysing tourism from a trade in value added perspective. It identifies the priority actions to strength the underlying ‘value chain’ of national statistics needed to build analyses tourism from a trade in value added perspective, and sets out a roadmap to make progress. It builds on wider OECD work on Trade in Value Added (TiVA), and represents a first attempt to better link tourism data with the underlying Inter-Country Input-Output (ICIO) infrastructure. Pilot country analysis for Canada, Portugal and the United Kingdom is presented.

Leurs conclusions sont fondées sur une analyse des politiques et pratiques en vigueur dans quatre domaines thématiques : l’accès aux capitaux ; la transparence et la communication d’informations ; la parité femmes-hommes dans les organes de direction des entreprises ; et la gouvernance des entreprises publiques dans la région MENA. Dans l’ensemble, ils concluent que ces économies ont progressé sur la voie du renforcement de leur cadre de gouvernance d’entreprise au cours des dernières années mais que la région peine encore à adopter et à mettre en œuvre, dans ce domaine, des mesures qui soient propices à l’efficience économique, à la croissance durable et à la stabilité financière.

It monitors progress against similar assessments performed over the past decade and identifies the outstanding challenges affecting SMEs. It also provides targeted recommendations to remove barriers to SME development and unleashing their potential for driving inclusive economic growth.

This work examines how policy at the local level can promote innovative start-ups, innovative scale-ups and innovation in existing enterprises for entrepreneurship and industrial diversification.

    Abstract: This new OECD report on the ocean economy emphasises the growing importance of science and technologies in improving the sustainable economic development of our seas and ocean. Marine ecosystems sit at the heart of many of the world’s global challenges: food, medicines, new sources of clean energy, climate regulation, job creation and inclusive growth. But we need to safeguard and improve the health of marine ecosystems to support our ever-growing use of marine resources. Innovation in science and technology will play a key role in reconciling these two objectives. This report identifies three priority areas for action based on a number of in-depth case studies: 1) approaches that produce win-win outcomes for ocean business and the ocean environment across a range of marine and maritime applications; 2) the creation of ocean-economy innovation networks; and 3) new pioneering initiatives to improve measurement of the ocean economy.

Well-being Framework (Income and wealth, Jobs and earnings, Housing, Health status, Education and skills, Work-life balance, Civic engagement and governance, Social connections, Environmental quality, Personal security, and Subjective well-being). A summary of existing studies highlights 39 key impacts of the digital transformation on people’s well-being. The review shows that these impacts can be positive as digital technologies expand the boundaries of information availability and enhance human productivity, but can also imply risks for people’s well-being, ranging from cyber-bullying to the emergence of disinformation or cyber-hacking. In sum, making digitalisation work for people’s well-being would require building equal digital opportunities, widespread digital literacy and strong digital security. Continued research and efforts in improving statistical frameworks will be needed to expand our knowledge on the many topics covered in this report.

This report presents a typology of five circular business models that could support the transition to a more resource efficient and circular economy: circular supply, resource recovery, product life extension, sharing, and product service system models. It reviews the current market penetration and assesses the potential scalability of each business model. Environmental potential is also discussed, as well as risks and unintended consequences that could result from a more widespread adoption of these business models. The report provides a broad set of policy approaches that could help alleviate some of the barriers that currently hinder the widespread adoption of circular business models.

    Abstract: Belgium has a high level of productivity. However, growth of productivity has declined quite strongly over the past two decades, and more so than in other advanced economies. This In-Depth Productivity Review of Belgium assesses in detail the drivers of productivity and recommends a 7-Point Action Plan to reignite productivity growth in Belgium. Reviving productivity growth requires action in many areas cutting across governments and ministerial competences. Measures are needed to instil more dynamism in Belgium’s economy, both among businesses and in the labour market, and to make the public finances more growth-oriented. In addition to recommending detailed policy measures to revive productivity growth, the Review contains three analytical chapters that lay out the evidence base: Chapter 1 on economy-wide and sectoral trends in productivity; Chapter 2 on the role of firms for productivity, with a focus on the dispersion of performance among businesses; and Chapter 3 on the worker dimension of productivity, with a focus on the role of wage bargaining and skills.

    Abstract: There is an urgent need to ensure that coastal areas are adapting to the impacts of climate change. Risks in these areas are projected to increase because of rising sea levels and development pressures. This report reviews how OECD countries can use their national adaptation planning processes to respond to this challenge. Specifically, the report examines how countries approach shared costs and responsibilities for coastal risk management and how this encourages or hinders risk-reduction behaviour by households, businesses and different levels of government. The report outlines policy tools that national governments can use to encourage an efficient, effective and equitable response to ongoing coastal change. It is informed by new analysis on the future costs of sea-level rise, and the main findings from four case studies (Canada, Germany, New Zealand and the United Kingdom).

    Abstract: This report explores the main reasons behind the unreliable supply of Technetium-99m (Tc-99m) in health-care systems and policy options to address the issue. Tc-99m is used in 85% of nuclear medicine diagnostic scans performed worldwide – around 30 million patient examinations every year. These scans allow diagnoses of diseases in many parts of the human body, including the skeleton, heart and circulatory system, and the brain. Medical isotopes are subject to radioactive decay and have to be delivered just-in-time through a complex supply chain. However, ageing production facilities and a lack of investment have made the supply of Tc-99m unreliable. This report analyses the use and substitutability of Tc-99m in health care, health-care provider payment mechanisms for scans, and the structure of the supply chain. It concludes that the main reasons for unreliable supply are that production is not economically viable and that the structure of the supply chain prevents producers from charging prices that reflect the full costs of production and supply.

    Abstract: This report presents global projections of materials use and their environmental consequences, providing a quantitative outlook to 2060 at the global, sectoral and regional levels for 61 different materials (biomass resources, fossil fuels, metals and non-metallic minerals). It explains the economic drivers determining the decoupling of economic growth and materials use, and assesses how the projected shifts in sectoral and regional economic activity influence the use of different materials. The projections include both primary and secondary materials, which provides a deeper understanding of what drives the synergies and trade-offs between extraction and recycling. The report projects a doubling of global primary materials use between today and 2060. Population and converging per capita income growth drive the growth in materials use. However, structural change, especially in non-OECD countries, and technology improvements partially dampen that growth. Metals and non-metallic minerals are projected to grow more rapidly than other types of materials.

Il s’appuie sur les travaux plus vastes de l’OCDE sur les échanges en valeur ajoutée (ÉVA) et présente une première tentative pour mieux relier les données du tourisme et les tableaux internationaux des entrées/sorties (ICIO). Les analyses pilotes pour le Canada, le Portugal et le Royaume-Uni y sont présentées.

    Abstract: The Sami have lived for time immemorial in an area that today extends across the Kola Peninsula in Russia, northern Finland, northern Norway's coast and inland, and the northern half of Sweden. The Sami play an important role in these northern economies thanks to their use of land, their involvement in reindeer husbandry, agriculture/farming and food production, and connection with the region’s tourism industry. However, in Sweden, as in the other states where the Sami live, the connections with regional development are often inconsistent and weak, and could do more to support the preservation and promotion of Sami culture and create new employment and business opportunities. This study, together with the OECD’s broader thematic work on this topic, provides actionable recommendations on how to better include the Sami and other Indigenous Peoples in regional development strategies, learning from and incorporating their own perspectives on sustainable development in the process.

    Abstract: This report provides a cross-country review of waste, materials management and circular economy policies in selected OECD countries, drawing on OECD’s Environmental Performance Reviews during the period 2010-17. It presents the main achievements in the countries reviewed, along with common trends and policy challenges, and provides insights into the effectiveness and efficiency of waste, materials management and circular economy policy frameworks. As the selected reviews were published over a seven-year period, information for some countries may be more recent than for others. Nevertheless, the policy recommendations emerging from the reviews may provide useful lessons for other OECD countries and partner economies.

    Abstract: Peru has experienced remarkable socio-economic progress over the last two decades, enabling it to join the group of upper middle-income countries around 2010. Overcoming these challenges in the near future to take the economy to the next level and become a country with higher productivity, inclusive development and well-being for all will require sound policy reforms. Further efforts are needed on three main fronts: economic diversification, connectivity and formalisation of jobs. This report analyses the main challenges in these three priority areas and sets up a policy action plan. It also proposes a scorecard including a series of indicators for monitoring progress derived from the implementation of the reforms proposed in these three areas and presents the objectives for each indicator that Peru should aim to achieve by 2025 and 2030.

    Abstract: Latvia, a member of the European Union since 2004, is a small, dynamic and open economy that has successfully transitioned from central planning to a market economy. The reforms undertaken have driven progress, although from generally low levels and at a slower pace in agriculture than for the economy as a whole. This report examines the conditions under which farms and businesses in the food and agriculture sector in Latvia undertake innovation to become more productive and environmentally sustainable. It identifies opportunities as well as challenges that need to be addressed. These include economy wide skills shortage, emigration and population decline and urban concentration of population and services. At the sectoral level, these include the use of agricultural payments to support a large number of non-commercial farms and the high level of unpaid farm labour. To meet these challenges, agricultural innovation can be harnessed to improve the sector’s productivity, as well as the sustainability and efficiency of the food system.     Abstract: The SME Policy Index is a benchmarking tool that assists emerging economies in monitoring and evaluating progress in policies that support small and medium-sized enterprises. This first application of the Index methodology in the Latin American and Caribbean region covers the four Pacific Alliance member countries (Chile, Colombia, Mexico, Peru) and three participating South American countries (Argentina, Ecuador, Uruguay). Divided into seven policy dimensions, this report assesses the strengths and weaknesses that exist in different areas of SME policy design, implementation, and monitoring and evaluation, and provides guidance to policy makers in identifying policy areas for future reform according to international good practices. This report is a joint effort between the Development Bank of Latin America (CAF) and the OECD through its Latin America and the Caribbean Regional Programme (LACRP), in co-operation with the Latin American and Caribbean Economic System (SELA) and the “Foundation for the Strategic Analysis and Development of the SME” (FAEDPYME).

This report measures the direct economic effects of counterfeiting on Swedish industry, government and consumers. It examines both the impact of the imports of fake products to Sweden and – more importantly – the impact of the global trade in fake products that infringe on the IP rights of Swedish innovative companies.

    Abstract: This publication presents the findings of an OECD review of SME and entrepreneurship policy in Ireland. It assesses the challenges for SME and entrepreneurship development and offers recommendations for future policy. SMEs and entrepreneurs play a crucial role in the Irish economy, with SMEs accounting for more than 70% of employment. Attitudes to entrepreneurship are positive and SME innovation rates are high. However, SME productivity has not been increasing in recent years, business entry and exit rates are low and few Irish SMEs are directly engaged in exports. There is also untapped potential for entrepreneurship among women, youth and migrants, and variations across the country in SME and entrepreneurship performance. Ireland has a strong set of policies and programmes to address these challenges. The business environment is generally favourable, there are many best practice programmes for supporting high potential SMEs and entrepreneurs, and strong co-ordination of policies across government. At the same time, policies could be strengthened in areas such as growing productivity in medium-sized businesses, increasing the start-up rate, increasing exports, fostering enterprise networks and clusters, drafting a unified SME and entrepreneurship policy strategy document and strengthening the role of Local Enterprise Offices.

To assist countries, the OECD has developed a unique methodology allowing comparison of progress across SDG goals and targets. Based on the UN Global List of 244 indicators, this study evaluates the distance that OECD countries need to travel to meet SDG targets for which data is currently available. This 2019 edition of the study presents the latest results for OECD countries, both on average and individually, as well as new exploratory approaches to assessing progress over time and transboundary aspects of the SDGs. By providing a high-level overview of countries’ strengths and weaknesses in performance across the SDGs, this study aims to support member countries in navigating the SDGs and in setting their own priorities for action within the broad 2030 Agenda.

    Abstract: This report looks at the fiscal, environmental and social impacts of energy subsidy reform in Moldova with a particular focus on energy affordability. Reduced value added tax (VAT) rate on natural gas consumption and a VAT exemption on electricity and heat consumption by domestic users represent the largest fossil-fuel consumer subsidies in Moldova. Reforming these will imply an increase of the VAT rate, which will lead to an increase of gas, electricity and heat tariffs for households, and will in turn affect household consumption levels, related expenditures and energy affordability. If reform measures are to work, they will need to be accompanied by a carefully-designed social policy to protect poor households.

    Abstract: The higher education sector in The Netherlands offers excellent examples of what it means to be innovative and entrepreneurial, and promote entrepreneurial mind sets, entrepreneurship and knowledge exchange. Creating value from academic knowledge through innovative services, products, processes and business models that meet economic, social and environmental needs lies at the core of this strategy. The current challenge is to strenghten the anchoring of value-creation processes in education and research. This can be achieved through increased interdisciplinarity, entrepreneurial mindset development across all subject areas, incentives for effective wider world engagement of researchers and students, and growth-oriented support for startups. This report presents an in-depth analysis of the policy framework and institutional practices and provides useful guidance for policy makers and university leaders across the world. HEInnovate is a joint initiative of the European Commission and the OECD to promote the innovative and entrepreneurial higher education institution.

    Abstract: The government of Kazakhstan has set an objective to substantially increase the contribution of SMEs and entrepreneurs to employment and value added in the economy. Although there are large numbers of SMEs and entrepreneurs in the country, achieving this growth will require a step change in the productivity of existing SMEs and the emergence of many more medium-sized and growth-oriented firms. This report shows the important achievements of the government in creating a clear vision and structures for SME and entrepreneurship policy, including major improvements in business regulations and through the introduction of the Business Road Map 2020 programme offering direct supports to SMEs and entrepreneurs in areas such as financing and infrastructure. It also highlights the current challenge of doing more to strengthen management capabilities, skills, and innovation in SMEs and new enterprises, and makes a range of specific recommendations for policy actions including further building the incubator and Entrepreneurship Support Centre infrastructure, introducing dedicated support for high-growth potential enterprises, and stimulating supply chain linkages around foreign director investors.

It examines both the impact that the imports of fake products to Italy has on these three groups and the impact on the Italian intellectual property rights holders of the global trade in fake products that infringe their IP rights.

    Abstract: Od ponad pięćdziesięciu lat Podręcznik Frascati jest międzynarodowym standardem, a obecnie stał się on już standardem ogólnoświatowym. Wykorzystanie danych statystycznych na temat działalności badawczej i rozwojowej (B+R), opartych na wytycznych zawartych w niniejszym podręczniku, zyskało na znaczeniu, a dane statystyczne są wykorzystywane w wielu obszarach polityki publicznej, a także w wielu krajach poza OECD. Podręcznik stanowi podstawę wspólnej terminologii niezbędnej do mówienia o działalności B+R i jej wynikach. Ze względu na szerokie zastosowanie podręcznika oraz obecność zawartych w nim definicji w innych międzynarodowych podręcznikach i przepisach krajowych, definicja działalności B+R oraz jej komponentów została zachowana w postaci zbliżonej do definicji przedstawionych w poprzednich edycjach. Więcej uwagi poświęcono natomiast określeniu granic między tym, co można, a czego nie można zaklasyfikować jako działalność B+R, a także na udzieleniu odpowiedzi na nowe wymogi w zakresie statystyk sfery B+R. Przykładem może być decyzja o klasyfikowaniu nakładów na działalność B+R jako nakładów inwestycyjnych w ogólnoświatowym Systemie Rachunków Narodowych (System of National Accounts, w skrócie SNA), co wymaga zwrócenia większej uwagi na przepływy środków finansowych przeznaczonych na działalność B+R. W związku z szerokim rozpowszechnieniem zachęt podatkowych służących wspieraniu prac B+R, w podręczniku dodano odrębny rozdział poświęcony temu zagadnieniu. Dodano także nowy rozdział poświęcony globalizacji i jej skutkom dla statystyki sfery B+R. Aby zachować aktualność, podręcznik w szerokim zakresie wykorzystuje aneksy dostępne online.

    Abstract: This report analyses existing competitive research funding mechanisms and their effectiveness, taking into account a variety of contextual factors. It focuses on the efficiency of funding allocation mechanisms relative to their objectives. The main elements of this project have been an extensive survey of individual funding schemes in different countries, complemented with targeted interviews. Findings from the survey and interviews, completed with contextual data on national research funding trends, were analysed to identify major challenges for competitive funding processes and to propose options to overcome them. This report is aimed both at the research funding community and policy-makers wishing to adapt competitive research funding strategies to different objectives. It includes a number of policy recommendations, which engage different actors and are derived from the analysis including identification of gaps in the available data and information.

    Abstract: First the bioeconomy and then circular economy have gained political traction during the second decade of this century. There are synergies to be exploited, but also potential misalignments. The movement of bioeconomy toward the use of wastes, co-products and residue sources resonates well with circular economy principles of making the most efficient of uses of natural resources, as does as transition in focus from virgin to secondary materials in production. However, poorly aligned waste characterisation as well as biomass competition reflect both theoretical and practical conflicts between industrial and environmental policy. Further, waste markets can be disrupted as some materials that currently go to recycling, landfill or incineration could in the future be bound for biorefineries, with implications for waste management markest and public infrastructure. Policies promoting the cascading use of biomass could help mitigate these tensions by achieving high resource productivity.

Algunas de las evaluaciones más recientes se han centrado en Colombia (2014), España (2015), el Brasil (2015) y Chile (2016). La Comisión Económica para América Latina y el Caribe (CEPAL) ha impulsado evaluaciones ambientales en América Latina y el Caribe en cooperación con la OCDE y ha llevado a cabo análisis similares en los estados de Amazonas y Acre en el Brasil. Este informe corresponde a la primera evaluación del desempeño ambiental del Perú. En él se examinan los avances logrados en el ámbito del desarrollo sostenible y el crecimiento verde, prestando especial atención a la ordenación ambiental (aire, residuos y sustancias químicas, agua y biodiversidad) y al aprovechamiento sostenible de la base de recursos naturales. Se analiza con mayor detenimiento el desempeño ambiental de los sectores agropecuario, pesquero y minero.     Abstract: This report assesses the extent and implications of the presence of state enterprises in the steel industry. There are concerns about the potential lack of transparency and accountability as well as competitive advantages that state enterprises may have over competitors. In 2016, 22 of the world’s 100 largest steelmaking companies were state enterprises, representing at least 32% of global crude steel output in 2016. Firm-level data suggest that state enterprises in the steel sector are likely to be associated with weaker economic performance and higher levels of indebtedness, compared to private enterprises. The analysis in this paper shows that this is particularly relevant for state enterprises located in non-OECD economies. Data on steelmaking capacity investments show that state enterprises have contributed significantly to the increase in global steelmaking capacity, although financial data show that state enterprises obtain lower profits for each unit of fixed costs than comparable private counterparts.

    Abstract: El objetivo fundamental de la información recogida en estas directrices del Manual de Frascati es servir de ayuda a los responsables de la toma de decisiones, en especial los responsables de la formulación de políticas públicas. Al tiempo que los datos de I+D han pasado a ser más accesibles y ocupan un lugar más destacado en el debate público, esta información también se ha convertido en un componente importante del diálogo político y social sobre el uso y el impacto de estos recursos. Existe una gran concienciación de que los datos de I+D, ya sean solos o combinados con otra información, pueden proporcionar sólo parcialmente la base para la toma de decisiones. Sin embargo, siempre y cuando los gobiernos, los líderes empresariales y el público reconozcan las características especiales de la I+D y le confieran un estatus especial, la medición del esfuerzo humano y económico dedicado a tal labor continuará jugando un papel fundamental en la mayor parte de las evidencias estadísticas requeridas por las sociedades de todo el mundo. Facilitar esta tarea es precisamente el objetivo de la séptima edición de este manual.

    Abstract: Historically low productivity gains and record high inequality are major challenges for policy makers around the world. Both concerns have been exacerbated by the global financial crisis but took roots well before and reflect fundamental challenges with the way our economies function. This report proposes a new comprehensive approach to promote better productivity performance and reduce inequalities. It not only gathers the most recent empirical evidence on the main factors behind slowing productivity gains and rising or persisting inequalities but also suggests possible common foundations and linkages between these two trends. It stresses the risk of a vicious cycle setting in, where individuals with fewer skills and poorer access to opportunities are confined to unproductive and often precarious jobs. This reduces aggregate productivity and widens inequality. The report focuses on how to expand the productive assets of an economy by investing in the skills of its people and providing an environment where all firms have a fair chance to succeed, including in lagging regions. It draws preliminary conclusions on the type of policy packages that are needed and on their implications for policy making. It also sets an agenda for future research to deepen empirical evidence and make concrete country-specific policy recommendations.

    Abstract: The OECD's Business Demography database contains information on variables such as birth rates (business entries), death rates (business exits) survival rates, or High-Growth enterprises rate for most OECD countries. Indicators are broken down by industry using the International Standard of Industrial Classification (ISIC Revision 3) and, for some of them, by employment size-class. 'Employer' indicators (i.e. covering only businesses with at least one employee) are found to be more relevant in the context of international comparisons than the indicators covering all enterprises which are sensitive to the coverage of business registers and it is expected that progressively more and more data will be provided on the 'employer' definition basis. Data are presented on annual datapoints and are available from 1981 onwards

    Abstract: Acest raport prezintă principalele constatări și concluzii ale analizei accesibilității energiei ca urmare a reformării schemelor majore de subvenționare energetică în Moldova. Cele trei mari scheme de sprijin guvernamental care reprezintă cea mai mare parte a subvențiilor pentru consumatorii de combustibili fosili din Moldova sunt cota redusă a taxei pe valoarea adăugată (TVA) pentru consumul de gaze naturale și scutirea de TVA pentru consumul de energie electrică și termică de către utilizatorii casnici. Cota standard a TVA-ului în Moldova este de 20%, însă TVA-ul pentru gazele consumate de gospodării este de 8%, iar pentru consumul de energie electrică și termică este de 0%. Stabilirea unei cote mai mici decât cea standard a TVA-ului pentru consumul de gaze, energie electrică și termică a generat subvenția. Reformarea celor trei scheme de subvenționare energetică va implica o majorare a cotei TVA-ului, care va duce la o creștere ulterioară a tarifelor la gaz, electricitate și energie termică pentru gospodării. Această majorare a tarifelor va afecta nivelul consumului casnic și cheltuielile aferente, și va avea un impact asupra accesibilității la energie a gospodăriilor. Prin urmare, măsurile de reformă vor trebui să fie însoțite de o politică socială bine concepută care să protejeze gospodăriile sărace. Accesibilitatea energiei este o preocupare politică esențială pentru factorii de decizie din Moldova. Obiectivul principal al acestei analize este de a informa guvernul Republicii Moldova cu privire la impactul fiscal, ecologic și, în special, social al reformării acestor subvenții și de a-l ajuta să ia decizii bine justificate.

    Abstract: La Vision 2020 – Stratégie de développement touristique du Maroc fixe des objectifs ambitieux pour le développement des entreprises touristiques. L’élaboration d’une politique de clusters de tourisme vise à appuyer la mise en œuvre de la politique du tourisme aux niveaux régional et local en s’adossant au processus en cours de régionalisation avancée. Il s’agit notamment d’inciter les entreprises du secteur à coopérer davantage au sein d’une destination, à dialoguer avec les différents acteurs impliqués dans la chaine de valeur du tourisme (tourisme, artisanat, économie sociale et solidaire, agriculture, universités, autorités locales), à innover via différentes expérimentations et à se mettre en réseau. Le rapport met en avant des bonnes pratiques internationales et présente la mise en place d’un cluster tourisme « Art de vivre marocain » dans la région de Marrakech-Safi. L’objectif est de favoriser l’innovation et la coopération entre les acteurs du tourisme, de l’artisanat et de l’économie sociale et solidaire, et de permettre un développement du tourisme plus inclusif sur le territoire et avec les communautés locales. Le rapport émet plusieurs recommandations pour appuyer la mise en œuvre du cluster de tourisme dans la région de Marrakech-Safi, pour en évaluer les impacts, mais aussi pour encourager le développement de clusters de tourisme dans d’autres régions du Maroc.
