Cette Ligne directrice utilise des rongeurs (de préférence le rat) et non-rongeurs (le lapin de préférence). Chaque groupe d’essai et de contrôle doit contenir un nombre suffisant de femelles pour avoir approximativement 20 animaux avec des points d'implantation à l'autopsie. Trois concentrations, au moins, doivent être employées. La substance d'essai ou le véhicule est habituellement administré oralement par intubation. Un essai limite peut être effectué si aucun effet n’est attendu à une dose de 1000mg/kg poids corporel/j. Les résultats de l’étude comportent des mesures (poids) et des observations cliniques quotidiennes. Peu de temps avant la césarienne, les femelles sont tuées (un jour avant la mise bas attendue), le contenu de l’utérus est examiné, et le tissu mou et les changements squelettiques des fœtus sont évalués. Un certain nombre de mesures liées aux fonctions endocriniennes chez les femelles et chez les foetus ont été ajoutées en 2018. Pour toute étude qui démontre une absence d’effets toxiques, une enquête postérieure pour établir l'absorption et la disponibilité biologique de la substance d'essai est envisagée.

Trade liberalisation can significantly enhance the reform process underway and bring great benefits to China. But the agricultural sector faces the greatest challenges and potential hardships of any economic sector from this process. Significant domestic policy reform and structural adjustment will be critical to enable China to realise its comparative advantage in agriculture and to redeploy an estimated 150 million redundant farmers. To sharpen understanding of the policy options, the OECD invited Chinese and international experts to reflect together upon the likely impacts of freer trade on China’s agricultural sector. Based on the results of China’s WTO negotiations with key trading partners, they assessed the compatibility of China’s WTO commitments with domestic policies and the need for specific changes. They analysed the effects of likely policy changes on cereal, oilseeds and livestock markets in China and OECD countries. And they examined the implications of China’s WTO accession on rural enterprises, regional development and the domestic and international political economy. These proceedings offer the reader the fruits of timely analytical and strategic thinking and joint reflection on some of the most important agricultural policy issues for China and the world.

    Abstract: Governments in many OECD countries intervene in agricultural markets to boost crop producer returns by applying tariffs to the prices of imported cereals and oilseeds and/or subsidising prices paid by foreign buyers. Historically, market price support attributable to such interventions comprised the lion’s share of total financial support afforded crop producers in OECD countries. In recent years, however, the share of crop producer support due to trade policy measures has declined, while that due to payments made directly from government budgets has increased. This publication compares the market impacts of market price support and several kinds of budgetary direct payments using indicators of economic efficiency and trade distortion. The main finding is a numerical ranking of the support measures studied showing a close inverse relationship between trade distortion and transfer efficiency. That is to say, those support measures found to be most efficient in transferring income to farmers are least distorting to trade.

On the other hand, needlessly banning dangerous goods from tunnels may create unjustified economic costs. Moreover, such a ban might force operators to use more dangerous routes, such as densely populated areas, and thus increase the overall risk. This report proposes regulations and procedures to increase the safety and efficiency of transporting dangerous goods through road tunnels. It introduces two models, developed as part of the study: the first quantifies the risks involved in transporting dangerous goods through tunnels and by road; the second, a decision-support model, assists in the determination of the restrictions which need to be applied to the transport of dangerous goods through tunnels. Finally, measures to reduce both the risks and the consequences of incidents in tunnels are examined in detail.

    Abstract: In economic appraisals of road safety measures, determining which method to use for the valuation of those measures is a problem. There are two methods open to us. Remarkably, one accurately measures a non-relevant concept (the human capital method), while the other measures the correct parameter, but not very accurately (the willingness-to-pay method). The Round Table examined the many complementary aspects of the two and found that what was needed, above all, were practical guides for each method. The Round Table noted that values for human life are highly comparable from one mode of transport to another, concluding that this should encourage governments to take charge of safety with the same forcefulness whatever the mode of transport. It also found that spending on road safety was already adequate, but that the money was not 'wisely' spent. Arguably the proposals put forward by this Round Table were unconventional. For instance, it held that difficulties in producing major changes in driver behaviour signalled that more attention should be paid to educational measures and infrastructure investment. This publication reviews the road safety policies and their economic evaluation. At a time when the authorities in many countries are beginning to set still more ambitious targets for those policies, the Round Table highlights the need for measures that are effective over the long term and economically efficient.

    Abstract: Public utility industries, once regarded as monolithic monopolies, in fact are made up of many separate activities, many of which can sustain effective competition. But owners of bottleneck facilities are often in a position to restrict or limit the growth of competition. There is a growing realisation that fundamental structural changes are often necessary if the full benefits of competition are to be achieved for users and consumers. This publication explores the nature and impact of rules which affect the structure of public utility industries. It covers not only the theory behind different forms of separation but also practical experience in a wide variety of countries and sectors (railways, electricity, postal services, telecommunications, gas, air services, and maritime transport). It also contains the new OECD Recommendation on Structural Separation of Regulated Industries, which urges Member countries to consider separating the monopoly and the competitive parts of regulated industries, especially during the process of privatisation or liberalisation.

    Abstract: With the treatment of waste set to increase -- since the volume of waste is closely related to economic growth -- waste transport will be a major challenge in the future. This raises several issues. Should transport regulations be made more stringent and their implementation reviewed? Should the proximity principle -- incorporated in the regulations in the interests of environmental protection -- be questioned, since it prevents the consolidation of flows in sufficient volume to make the most environmentally-friendly modes of transport viable? The environmental performance of waste transport can be established only within the framework of an overall approach which incorporates all waste treatment routes. We must indeed be wary of seemingly good ideas such as "waste transport must be restricted" or "recycling is the best solution". The closure of landfills or reprocessing could well lead to a large increase in waste transport. The Round Table picks up on these issues and uses the cases of different countries to examine, in turn, developments in the waste transport sector and the statistical problems encountered in trying to understand them, the regulations applicable to the modes of transport used and their environmental performance, focusing closely on the difficulties created by the current modal split in this sector.

    Abstract: The path towards Arab and Euro-Mediterranean integration is challenging for all countries involved but the potential long term benefits are substantial. Multilateral trade initiatives which run parallel to "open" regional integration with the European Union and among Arab states can generate higher economic growth by promoting free trade in goods, services and assets between developed and developing countries. However these agreements have profound implications for Arab states in the region raising old and new issues in the political economy of regional co-operation and development. The body of evidence presented suggests that if these regional trade arrangements combined, allow for "deeper" forms of integration, competitiveness and cohesion can improve well beyond the Eastern and Southern borders of the EU. Poverty reduction through economic growth is becoming a more urgent shared objective at this time of crisis and represents another potential long term benefit from deeper Euro-Med and Arab integration. In negotiating free trade agreements the EU must therefore strive to make such agreements as equitable as possible; in implementing them, partner countries must focus reform efforts to ensure their efficacy. Arab and Euro-Mediterranean integration can ideally maximise benefits for all countries involved, in spite of signficant legal, institutional and administrative hurdles that will have to be overcome to make such relationships workable. The new issues examined in this book (the dynamics of open regionalism, the expansion of domestic markets from increased FDI and monetary stability, and the optimal mix of regional trade agreements) build on conclusions from previous studies regarding modest gains from shallow integration. Deeper regional agreements can be good for growth and stability in a region which has experienced very little of both in recent years.

Increasingly, however, governments and regulatory bodies have realised that corporate entities ranging from corporations and trusts to foundations and partnerships are often misused for money laundering, bribery and corruption, shielding assets from creditors, tax evasion, self-dealing, market fraud, and other illicit activities. Prepared against this background, the OECD report Behind the Corporate Veil: Using Corporate Entities for Illicit Purposes opens ways to prevent and combat the misuse of corporate entities. The report shows that the types of corporate entities misused most frequently are those that provide the greatest degree of anonymity to their beneficial owners. With that in mind, the report offers governments and other relevant authorities a menu of policy options for obtaining information on the beneficial ownership and control of corporate entities in order to combat their misuse for illicit purposes.

L'expérience de la Corée peut être utile aux autres pays qui cherchent à favoriser une croissance tirée par le marché. Au moyen de ces réformes, la Corée passe aujourd’hui d'un modèle de développement économique interventionniste et dirigiste à un modèle ouvert, fondé sur le libre jeu des mécanismes de marché et sur des valeurs telles que le choix du consommateur, la démocratie et l’état de droit. Cependant, la tâche est loin d’être achevée. Le système de l’intervention étatique n’est qu’en partie réformé, et de nombreux problèmes importants restent à traiter. Pour plusieurs années encore, la pérennité de la croissance nationale restera tributaire de la continuité des progrès de la réforme de la réglementation. La Corée, comme plusieurs pays Membres, a demandé à l'OCDE de procéder à un examen général de ses pratiques réglementaires nationales et de ses réformes internes de la réglementation. Cet ouvrage présente une évaluation approfondie de la réforme de la réglementation dans des domaines cadres comme la qualité du secteur public, la politique de la concurrence et sa mise en œuvre et l’ouverture des marchés. Il comprend aussi des chapitres sectoriels, portant par exemple sur l’électricité et sur les télécommunications, ainsi qu’une évaluation du contexte macroéconomique de la réforme. The data show how small and medium-sized enterprises perceive national administrative and regulatory costs. Regulations and government formalities, so-called "red tape", are important tools used by governments to carry out public policies in many policy areas, including safety, health, and environmental protection. However, if they are poorly designed or applied, inefficient, or outdated, they can impede innovation, entry, investment, and create unnecessary barriers to trade, investment, and economic efficiency. The result of poor regulation and formalities is that national economies become less able to grow, compete, adjust, and create jobs. Based on a survey of almost 8 000 businesses, this report assesses the quality, application and burdens of employment, environment and tax regulations and formalities. The results are dramatic: for example, red tape accounts for 4% of the annual turnover of companies, while the hardest hit are the smallest companies, and these costs are growing in most countries.

    Abstract: La République tchèque a abordé le processus de transition avec un héritage solide en matière industrielle ainsi qu’une infrastructure considérable bien qu’obsolète résultant de plus de 40 ans de planification centralisée. Tout au long des années 1990, les vastes réformes entreprises ont contribué à réintégrer la République tchèque dans l’économie mondiale au moyen de mesures telles que la privatisation et l’instauration d’un climat libéral favorable à l’investissement, qui a d’ailleurs permis un gonflement de l’IDE, ces dernières années notamment. La République tchèque est devenue Membre de l’OCDE en 1995. Le gouvernement tchèque affiche sa volonté de poursuivre les restructurations industrielles nécessaires. Il entend également achever le processus de privatisation qui a joué un rôle essentiel dans la transformation de l’économie du pays et contribué à attirer l’IDE. Ce processus étant pratiquement achevé, la République tchèque devra à l’avenir préserver ces flux d’IDE en favorisant les nouveaux projets d’implantations et de réinvestissements et en améliorant les relations en amont de ces investissements avec les entreprises nationales. Cet examen retrace l’évolution de l’IDE en République tchèque et évalue son rôle dans le processus de transition, en mesurant l’ouverture de l’économie aux investisseurs directs étrangers.

The choice of strategy depends on several factors, including government and business policy, alternative uses available, the economic value of the material, regulatory aspects and disposal options, and international market developments in the nuclear fuel cycle. This report presents the results of a depleted uranium study conducted by an expert group organised jointly by the OECD Nuclear Energy Agency and the International Atomic Energy Agency. It contains information on current inventories of depleted uranium, potential future arisings, long-term management alternatives, peaceful use options and country programmes. In addition, it explores ideas for international collaboration and identifies key issues for governments and policy makers to consider.

    Abstract: In underground repositories for radioactive waste, significant quantities of gases may be generated as a result of several processes. This book includes the texts of the invited presentations, the reports of the deliberations held in the five working groups, as well as the main conclusions of the workshop.

    Abstract: OECD's 2001 review of Slovenia's agricultural policies. It finds that successful macroeconomic recovery and major progress towards international integration marked Slovenia’s first decade of independence. This should have a positive impact on the domestic agro-food sector, prompting the shift of human and financial resources into more competitive areas and driving down production costs. With EU membership fast approaching and commitments to WTO and CEFTA to be upheld, Slovenia needs to limit price-distorting policies in the agro-food sector and to focus on structural adjustment, especially to reduce farm fragmentation, enlarge the commercially viable farm sector, and restructure and modernise the food industry. Given the high importance of rural areas in Slovenia, an effective rural diversification strategy targeted to generate off-farm incomes for rural people is vital to support the progress towards a more market-oriented agriculture. The Review analyses developments since Slovenia gained independence in 1991. It evaluates key structural issues, examines emerging policy developments and provides detailed estimates of support to agriculture, using the OECD’s Producer and Consumer Support Estimates (PSEs/CSEs). For those involved in central and eastern European agriculture and agro-food policies, markets and trade, the Review offers unique information and analysis.     Abstract: This landmark study of the material well-being of older people in nine OECD countries -- Canada, Finland, Germany, Italy, Japan, the Netherlands, Sweden, the United Kingdom and the United States -- uses a wealth of new data to shed light on the challenges that face policy-makers as they anticipate the coming retirement of the baby-boom generation. The findings are often surprising. In all the countries surveyed, policies have been fundamentally successful: older people at all income levels tend to maintain or even increase their material standards of living once they stop working. This happens despite large differences in approaches to public policy, including the size of public pensions. The systems that provide resources to older people are considerably more complex than is usually taken into account in policy-making, and the effects of policy, while large, are less direct than often thought. Demography and changing labour market patterns make reforms to these systems imperative. The challenge is to make needed changes without undermining past success. This is difficult, but entirely possible; the payoffs from relatively small changes in the balance between work and retirement could be particularly large. The study examines the many diverse ways in which the nine countries are tackling this challenge and the lessons that have been learned from their experiences. It provides invaluable evidence for policy-makers, researchers and citizens concerned about the challenges posed for societies by ageing populations.

The report also provides an in-depth analysis of policies designed to address key threats to sustainability in the areas of climate change and natural resource management, as well as of those that respond to sustainability concerns at the sectoral and sub-national level.     Abstract: A general consensus has been reached among technical experts that high-level radioactive waste can safely be disposed of in deep geological repositories. Safety studies are carried out to evaluate the overall capacity of a particular disposal site to confine waste and minimise radioactive releases. Since the principal way in which radioactive elements might eventually reach the biosphere is by transport of dissolved radionuclides in groundwater, the safety study calculations must be able to estimate their rate of transfer through each of the barriers surrounding the repository. It is well known that, for many radioelements, sorption reactions can lead to a reduction of the amount of radionuclides present in the solution phase. How best to take radionuclide sorption reactions into account in repository performance assessment models is the subject of this book.

    Abstract: The Guidelines for Consumer Protection in the Context of Electronic Commerce are designed to help ensure that consumers are no less protected when shopping on line than they are when they buy from their local store or order from a catalogue. By setting out the core characteristics of effective consumer protection for online business-to-consumer transactions, the Guidelines are intended to help eliminate some of the uncertainties that both consumers and businesses encounter when buying and selling on line. The Guidelines reflect existing legal protections available to consumers in more traditional forms of commerce. Their aim is to encourage: - fair business, advertising and marketing practices; - clear information about an online business’s identity, the goods or services it offers and the terms and conditions of any transaction; - a transparent process for the confirmation of transactions; - secure payment mechanisms; - fair, timely and affordable dispute resolution and redress; - privacy protection; and - consumer and business education.

    Abstract: In recent years, the substantial expansion in containerisation, the advent of megacarriers, the race for ever larger container-ships and higher-volume flows, have revolutionised intercontinental transport. These changes have entailed considerable reductions in maritime transport costs, which has made distant countries extremely accessible. The most costly component of the international traffic transport chain is now the inland leg, which explains why forwarders are so keen to gain control over inland transport operations. On land, road is the dominant mode, but with infrastructure congestion, rail and inland waterways also have a part to play. Under what conditions could these last two modes capture a larger share of inland transport? Rail cannot be really competitive without a dedicated freight network, and inland waterways will only get to play a significant role if transhipment costs are cut. Couldn’t greater competition within these two modes generate productivity gains and better quality services? The Round Table provided the opportunity to address the whole issue of competitiveness in inland transport modes and identified guidelines on land access to ports for policy-makers.

    Abstract: Les dix premières années d'indépendance de la Slovénie ont été marquées par un réel redressement économique et une progression notable de son intégration internationale. Le secteur agro-alimentaire national devrait logiquement en bénéficier, ce qui accélèrerait le transfert de ressources humaines et financières vers des domaines plus compétitifs et contribuerait à faire baisser les coûts de production. Avec la perspective de son adhésion prochaine à l'UE et compte tenu de ses engagements auprès de l'OMC et de l'ALEEC (qu'elle devra tenir), la Slovénie doit impérativement limiter les mesures ayant pour conséquence de fausser les prix dans le secteur agro-alimentaire, et privilégier l'ajustement structurel, en particulier en réduisant le morcellement des exploitations, en étendant le secteur agricole commercialement viable, et en restructurant et modernisant l'industrie alimentaire. Étant donné l'importance considérable des zones rurales en Slovénie, il est essentiel d'adopter une stratégie efficace de diversification capable de générer des revenus non agricoles pour les populations rurales, afin de soutenir le processus de transition vers une agriculture davantage fondée sur les mécanismes du marché. Cette étude analyse les évolutions qu'a connues la Slovénie depuis son accession à l'indépendance en 1991. Prospects for Trade between Nigeria and its Neighbours, a study undertaken by the Laboratoire d’Analyse Regional et d’Expertise Sociale (LARES) in Cotonou, commissioned by the Club du Sahel, examines the issues. It describes the still largely informal trade in the region, analysing constraints to its growth and some possible future developments. Presented as a series of concise, well documented "fact sheets", this study will be of interest to those in both public and private spheres who believe that regional trade development is a necessary response to globalisation. Prospects for Trade between Nigeria and its Neighbours has formed the basis of a workshop organised by the Club du Sahel and the West African Enterprise Network for English and French entrepreneurs in December 2000 in Cotonou, Benin.

    Abstract: The term multifunctionality is increasingly used, but is prone to different interpretations concerning its definition, its utility and its implications for policy at domestic and international level. The OECD undertook this analysis to clarify the concept of multifunctionality and to try to establish a common analytical framework and terminology. Examining production, externality and public good aspects of multifunctionality, the analysis contained in this report leads to a series of questions, the answers to which determine if and when policy intervention is warranted and what the nature of that intervention should be. The framework encompasses both negative and positive externalities of agriculture. The first question relates to the degree of jointness in production between the multiple outputs. The second question identifies the circumstances in which market failure arises. A third question leads to an investigation of the public good characteristics of the outputs in question and helps to define the optimal type of intervention. These may range from market creation, to the imposition of user fees, the formation of clubs or public provision financed at local, regional or national level. The most efficient policy option is defined by the nature of jointness on the supply side and by the characteristics of the output on the demand side, all costs and benefits being taken into account.
