    Abstract: The Dutch experience in regulatory reform has vital lessons about the modernisation of the European welfare state and its integration into the European single market. Regulatory reform is the most recent element in the reshaping of the Dutch model. Following reforms to labour markets and the social welfare system in the 1980s, Dutch governments in the 1990s have sought a "new balance between protection and dynamism" based on competition policy, regulatory reform, and market openness. Today, the Netherlands ranks among the top OECD countries by many measures of economic performance, including employment growth. Though still in its early phases, regulatory reform has already produced major gains for the Netherlands in terms of competitiveness, flexibility, and consumer benefits. Yet major challenges are still to be faced. Some important reforms have been slow, indicating that the balance between domestic consensus-building and policy responsiveness is still being adjusted in the modern Dutch model. Further reforms in many areas will bring important gains in boosting the employment rate, improving sectoral performance, and providing social protection at lower cost. The Netherlands is one of the first OECD countries to request a broad review by the OECD of its national regulatory practices and domestic regulatory reforms. This report -- the result of intensive assessment by the OECD and review by its Member countries -- is unique in that it presents an integrated assessment of regulatory reform in framework areas such as the macroeconomic context, the quality of the public sector, competition policy and enforcement, and integration of market openness principles in regulatory processes, and in sectors such as electricity and telecommunications. The policy recommendations present a balanced plan of action for both short and longer-term based on best international regulatory practices.

    Abstract: In many OECD countries, issues in fiscal federalism feature prominently in the political debate. Policy discussions in this area should preferably be supported by internationally comparable statistical information on fiscal relations between levels of government, both in the areas of taxation and spending. The annual OECD Revenue Statistics publication reports tax revenues by sub-sector of general government. However, it does not indicate the degree of control state and local governments exercise over their tax revenues. Because such data are not available on an internationally comparable level from other sources, the OECD has developed a framework to assess and analyze the degree of control that sub-central governments have over their taxes. Results shown in this book serve to illustrate the great variety in tax autonomy at the level of sub-central government. This volume contains a description of fiscal relations in most of the nineteen countries concerned and it provides a set of detailed tables for each country, with revenues split by 1) level of sub-central government; 2) OECD classification of taxes; and 3) category of tax autonomy, following the framework developed by the Working Party on Tax Policy Analysis and Tax Statistics.

    Abstract: Environmental permits have played a major role in improving industry's environmental performance across the last few decades. Because they adopt a precautionary approach during the setting of environmental requirements, permitting strategies have also favoured pollution prevention. However, current permitting systems will have to adapt to address growing pressures on the environment. How are OECD countries currently meeting this challenge? What are the main features of the laws, regulations, policies and practices governing the negotiation and delivery of industrial permits in OECD countries? This publication's three volumes give new insights into these questions. Volume 1 contains a policy study entitled Environmental Requirements for Industrial Permitting: Approaches and Instruments. This report is the first comprehensive review of permitting practices for industry in OECD Member countries. It explores the principles behind environmental permits and identifies major trends in their use. In particular, the report examines how technology-based requirements and environmental quality objectives are used together to develop permit conditions. Results are also presented from four sectoral case studies of the iron and steel, metal finishing, pulp and paper, and oil refining industry . Volume 2 contains the proceedings of an unprecedented OECD workshop on "Environmental Permitting of Industrial Facilities". This international workshop brought together nearly 100 government experts, regulators, permit writers, industry permit holders and other private sector representatives from OECD Member and Observer countries in Europe, North America and the Asia-Pacific region. Considering the wide range of policies, practices and viewpoints discussed, the workshop represented a significant step toward a mutual international understanding of the strengths and weaknesses of current environmental permitting systems. Volume 3 provides a valuable reference guide on regulatory approaches to environmental permitting in OECD countries.     Abstract: Foreign direct investment (FDI) is one of the driving forces binding countries into closer economic interdependence. The rapid increase in FDI flows has generated considerable debate about its environmental implications, in particular the impacts on environmental quality in the investment host country. A broader issue is the role of FDI in promoting sustainable development. To date, much of the debate has been polemical in nature. Es hat sich eine nachhaltige städtische Entwicklung zum Ziel gesetzt, um die vielfältigen wirtschaftlichen, sozialen und umweltbezogenen Herausforderungen, vor die sich die Städte gestellt sehen, in den Griff zu bekommen. So sind integrierte Politikkonzepte und innovative Maßnahmen eingeführt worden, um die Wiederbelebung der Stadtzentren zu fördern und mit dem Wachstum der Vorstädte, dem zunehmenden Kfz-Verkehr und dem sozialen Wandel fertig zu werden. Die vorliegende Veröffentlichung analysiert diese Initiativen unter Berücksichtigung der für Deutschland spezifischen Merkmale, d.h. seines föderalen Systems, des Vereinigungsprozesses und der polizentrischen Städtestruktur.Über die für Deutschland spezifischen Merkmale und Schlußfolgerungen hinaus plädiert diese Studie für ein integriertes und zukunftsorientiertes multisektorales Konzept, das sich nicht allein an wirtschaftlichen Erwägungen orientiert und konkrete Antworten auf die Kernfrage liefert, wie die Stadt der Zukunft aussehen soll.

    Abstract: Apache is the most popular web server on the Internet because it is free, reliable, and extensible. The availability of the source code and the modular design of Apache makes it possible to extend web server functionality through the Apache API. For the most part, however, the Apache API has only been available to C programmers, and requires rebuilding the Apache server from source. mod_perl, the popular Apache module used primarily for enhanced CGI performance, changed all that by making the Apache API available to Perl programmers. With mod_perl, it becomes simple to develop Apache modules with Perl and install them without having to rebuild the web server. Writing Apache Modules with Perl and C shows how to extend web server capabilities regardless of whether the programming language is Perl or C. The book explains the design of Apache, mod_perl, and the Apache API.     Abstract: Between 1960 and 2020, the population of West Africa will have increased fivefold, even with the most optimistic assumptions of increased contraceptive use. This unprecedented demographic explosion is accompanied by another major change: Exposure to the world economy, that began after World War II and became particularly significant after independence.These two shocks will have far-reaching effects on all aspects of the region's economies and societies. Moreover, West Africa's population distribution will be radically altered with urban populations increasing by a factor of twenty over the same period. Population growth, migration and changing settlement patterns greatly influence economic, political, social, and institutional forms of organisation. In this context, and contrary to conventional wisdom, the people of West Africa are actively producing, consuming, trading and accumulating capital in a way that is significantly underestimated by national accounts. This study attemps to glean a more accurate understanding of the real economy of the West Africa region, an economy which provides the basis for many livelihoods.The Study was carried on with the assistance of the European Commission, the African Development Bank, the World Bank, Belgium, Canada, France, the Netherlands and the United States.

    Abstract: This is a book about conflict. In that, it is certainly not alone, but it approaches the problem in four Sahelian countries from the standpoint of economic analysis. The authors have not ignored social, ethnic and historical factors which led to conflict, but have identified economic realities which exacerbate the frictions created by the other factors. These realities include disparities in rural-urban income levels and in health, education and employment, and a system of clientilism which benefits a small group of civil servants to the detriment of the rest of the population. Having identified aggravating economic factors in conflict, the authors proceed to an appreciation of its economic cost, then propose economic policy changes which would tend towards reducing the potential for conflict.     Abstract: Comprendre les liens qui existent entre la recherche en économie des transports et la décision politique, tel était le principal objectif de ce Séminaire. En Europe, les expériences sont extrêmement variées en matière de recherche (organisme public national ou pluralité d’organismes, programme national de recherche ou contrats sporadiques, etc.). Quels sont leurs points communs et, surtout, quelle est la structure idéale ? Tout d'abord, il s'agit d'éviter les monopoles, tant de ceux qui effectuent les recherches que de ceux qui les commanditent. Il est également souhaitable que les liens entre chercheurs et hommes politiques soient aussi directs que possible. Enfin, il conviendrait que les résultats des recherches soient présentés par des spécialistes en communication et disséminés très tôt, sans attendre le stade final des recherches. Des expériences nationales, présentées et analysées lors de ce Séminaire, se dégagent un grand nombre de recommandations utiles à la définition des politiques nationales en matière de recherche. Ce Séminaire ouvre également aux chercheurs et aux hommes politiques de nouvelles pistes pour mieux organiser les liens entre recherche économique et politique dans le secteur des transports.

    Abstract: Severe environmental problems were a key issue in the protests that marked the end of communist regimes in Central and Eastern Europe and the former Soviet Union. This groundbreaking book provides new insights into the interaction between economic policy reforms, environmental protection efforts and environmental conditions in the region's subsequent transition to market-based economies and democratic societies over the past eight to ten years. The unique contribution of the book is its synthesis of a vast amount of information and cumulative experience together with detailed examples and case studies to provide a coherent analysis of the challenges and achievements in institutional strengthening and policy reform, environmental policy instruments, environmental financing, and environmental management in enterprises. It also reviews the development of domestic public participation and international co-operation for the safeguarding of the region's environment and discusses trends in industrial pollution and biodiversity protection. The book shows that economic reforms provided a crucial stimulus for environmental improvement, leading to reductions in high pollution levels. Moreover, several countries have strengthened their domestic environmental policies, institutions, and financing, resulting in further improvements. Nonetheless, many serious problems remain, and others have grown worse over the transition period: in many countries of the former Soviet Union in particular, economic crises and political stagnation have impeded environmental protection efforts. Continued partnerships between governments of the region, OECD donor countries, international financial institutions and organisations, environmental NGOs, businesses and trade unions, as well as public support for these, will be essential to reinforce the environmental improvements achieved thus far.

    Abstract: The future of rural areas is high on the domestic and international policy agenda. Restructuring of the agricultural sector, and accompanying reform of agricultural policies, and the challenge of meeting sustainable development objectives are key preoccupations in OECD countries. In the search for forward-looking and durable policy strategies, building on natural and cultural amenities is emerging as an important area of policy action, one which complements traditional, agriculture-oriented rural policies and places rural policy in the broader territorial development arena. In most rural areas, the potential of many natural and cultural resources remains untapped. Harnessing such amenities, however, involves striking a balance between use and conservation. In many cases, maintenance of rural amenities depends on a degree of local economic activity -- without it there is a danger of degradation. At the same time, over-exploitation risks spoiling, often irreversibly, the essential value of the amenity. Because many natural and cultural features are public goods, with limited markets and hazy property rights, public policies are needed to strike the delicate balance between supply and demand.

Comment l’aide sociale peut-elle à la fois assurer des prestations suffisantes et conserver l'intérêt financier du travail ? Quelles mesures les pouvoirs publics doivent-ils prendre pour favoriser l’autonomie et réduire la dépendance (reproduite d'une génération à l'autre) à l’égard des mécanismes de solidarité ? Comment encourager la responsabilité individuelle dans des sociétés où les contribuables et les électeurs sont clairement considérés comme des partenaires importants de la politique sociale ? Ce sont là quelques-unes des principales questions que soulève cette étude comparative des politiques d’aide sociale dans quatre provinces canadiennes -- Alberta, Nouveau-Brunswick, Ontario et Saskatchewan -- et quatre cantons suisses -- Grisons, Tessin, Vaud et Zurich. En Suisse, les personnes qui étaient contraintes de recourir à l’aide sociale étaient peu nombreuses jusqu’à ce que le chômage augmente fortement, au début des années 1990. Aujourd’hui, les autorités s’efforcent de favoriser l’insertion sociale en maintenant les prestations à un haut niveau tout en renforçant les mesures destinées à réinsérer les bénéficiaires de prestations dans la vie active. Au Canada, toutes les provinces insistent sur le rôle déterminant du travail, considéré comme le meilleur moyen d’éviter la dépendance à l’égard des prestations sociales, et certaines provinces ont abaissé le niveau de l’aide et restreint l’accès aux prestations. Le succès rencontré par le Canada pour réduire la dépendance à l’égard des prestations est d'autant plus remarquable qu'il a très peu d'équivalents dans les pays développés.     Abstract: Avec l’émergence d’une économie fondée sur le savoir, l’innovation détermine plus que jamais la capacité concurrentielle des entreprises, la prospérité des nations et le dynamisme de la croissance mondiale. Elle mobilise le progrès scientifique au service des besoins évolutifs de la société et constitue ainsi l’une des clés d’un développement durable. La promotion de l’innovation s’affiche aujourd’hui comme une haute priorité dans la plupart des pays de l’OCDE. Cet objectif se heurte toutefois souvent à une compréhension insuffisante de la portée des transformations du processus d’innovation, que celles-ci soient produites par la mondialisation, le développement des technologies de l’information et des communications, ou l’élargissement de la base de connaissances scientifiques. A partir de données empiriques nouvelles, cet ouvrage montre combien les liens qui existent entre l’industrie et le système scientifique se trouvent transformés et analyse la nature des compétences nécessaires pour innover. Il rend également compte des mutations qui modifient les rôles respectifs de la concurrence et de la coopération en matière d'innovation et prend toute la mesure de l'impulsion croissante que la création d’entreprises et les PME donnent à la dynamique d’innovation. A la lumière de cette publication, il apparaît que la performance en matière d’innovation dépend de manière cruciale de la façon dont interagissent, aux niveaux local, national et mondial, les différents éléments constitutifs du « système d’innovation » que sont les entreprises, les universités et les autres organismes de recherche. D'où la nécessité pour les pouvoirs publics de modifier leur approche de la promotion de l’innovation. Cette étude énonce les objectifs et définit les instruments de cette nouvelle politique de l’innovation tout en identifiant certaines mesures exemplaires prises récemment dans les pays de l'OCDE.

Ce séminaire a rassemblé 130 experts venant de vingt-trois pays différents, qu'il s'agisse de pays Membres ou de pays associés aux travaux de la CEMT en tant qu’observateurs. Il est ressorti des débats que la communication est l’un des éléments d’une politique globale de sécurité routière, élément qui vise à informer, sensibiliser, éduquer, convaincre et finalement modifier les attitudes et les comportements. Selon les thèmes retenus, les cultures nationales et les cibles à atteindre, les moyens mis en oeuvre et les canaux de communication peuvent être différents d’un pays à l’autre. En tout état de cause, il apparaît que la communication ne saurait être une fin en soi : elle ne peut qu’accompagner ou amplifier d’autres mesures. Aussi doit-elle s’inscrire dans la durée et veiller à ce que les objectifs fixés soient atteints. Il est également indispensable que les travaux de communication fassent l'objet d'évaluations rigoureuses.

Parents, students, the public and those who run education systems need to know whether children are acquiring the necessary skills and knowledge to become tomorrow's citizens and to continue learning throughout life. International indicators can describe the levels of achievement in various countries, to which others might aspire. They can provide direction for schools' instructional efforts and for students' learning as well as insights into curriculum strengths and weaknesses. The 29 Member countries of the OECD, together with other countries, have launched the OECD Programme for International Student Assessment (PISA) to develop such indicators on a regular basis. PISA aims at assessing how far students approaching the end of compulsory education have acquired some of the knowledge and skills that are essential for full participation in society. A New Framework for Assessment, the first volume in the PISA series, provides the conceptual framework on which the PISA 2000 assessment is based. It defines the domains of reading literacy, mathematics literacy and scientific literacy forming the core of PISA in terms of the content that students need to acquire, the processes that need to be performed, and the contexts in which knowledge and skills are applied. It also describes the methods developed to ensure that the assessment tasks are valid across countries, are strong at measuring relevant skills and are based on authentic life situations.

Ils sont le fruit du mandat donné à l’Organisation par le Conseil de l'OCDE réuni au niveau des ministres en 1998 afin de définir les normes et lignes directrices d’un système de gouvernement d’entreprise de qualité.

    Abstract: In many countries of the OECD business incubators have become an increasingly popular policy instrument for local economic and employment development. Business incubators aim to assist entrepreneurs with enterprise start-ups. Incubators are also being widely used to pursue related objectives such as the commercialisation of university research, providing infrastructure, upgrading the technological capabilities of local firms, and even affording a safe haven for legitimate entrepreneurship where crime is a constraint on business. As this publication makes clear, there is no unique business incubation model. Rather, there is considerable diversity in the types of business incubator, their modes of operation and the objectives they pursue.Interest in business incubation comes from a variety of sources. Local and regional governments, universities, chambers of commerce, science parks, private real-estate developers and non-profit organisations have all participated in establishing and running incubation programmes. However, this is still a young industry in many countries, and evaluation material is scarce. This publication reviews current experience in business incubation in Australia, Germany, Italy, the United Kingdom and the United States. Indeed, this volume is one of the first to treat the international experience of business incubation.

    Abstract: The main goal of this Seminar was to understand the relationship between transport economics research and policymaking. In Europe, there is an extremely wide range of research approaches (a single government agency or several organisations, a national research programme or one-off contracts, etc.). What do these approaches have in common and what is the ideal research structure? With regard to researchers and research sponsors, monopolies should be avoided. Links between researchers and policymakers need to be as direct as possible. And it is also important that research findings be presented by communication specialists and disseminated very early on, before the final stages of research. Drawing on the presentation and analysis of national experiences, the Seminar spawned numerous recommendations that can help to define a national research policy, and suggested ways in which researchers and policymakers can organise the relationship between economic research and policymaking in the transport sector.

    Abstract: Highly publicised outbreaks of food-borne diseases have put food safety at the heart of a topical debate. Demands for increased food safety regulation and stricter enforcement have gained momentum. In fact, consumer concerns go well beyond basic food safety. The quality of food and how it is produced, animal welfare, the use of genetically modified organisms (GMOs), hormones and other growth promoters, cultural preferences, resource sustainability and protection of the environment have all become major issues in the public debate over regulation of the food industry. The issues are complex and the required policy response remains unclear. With the strengthening of international rules, increased trade in consumer food products and the growing use of biotechnology, trade conflicts over food regulatory issues and their reform could become more common. The economic stakes are high and such disputes are likely to remain a priority in the future trade agenda. This report examines the trade conflicts arising from food safety and quality issues. It summarises the key international agreements, illustrates the range and nature of current disputes, reviews the potential contributions of economic analysis to conflict resolution, and identifies areas requiring further analysis.

Le principal objectif de cette étude est de déterminer comment les pays de l'OCDE peuvent promouvoir la cohérence des politiques en : améliorant le cadre dans lequel s'inscrivent les flux internationaux d'investissement et de capitaux ; en prenant en compte les préoccupations environnementales ; et en facilitant la participation des pays en développement à la société mondiale de l'information.     Abstract: Nearly two years after Kyoto, most OECD countries are looking towards ratification and implementation of their obligations under the Kyoto Protocol. What do historical emissions and policy trends tell us about the way forward? Which policies will be needed to combat climate change? This book provides an overview of recent developments in OECD countries and a framework for policy making in the context of Kyoto targets. There is no single formula for domestic policies to mitigate greenhouse gas emissions. Every country will need to assess opportunities and constraints to develop a strategy adapted to their own situation. Yet, it is possible to outline some main lines for action in OECD countries at the national level. National strategies should prioritise market, subsidy and fiscal reform policies to establish conditions for competitive markets and remove distortions that harm the environment. And governments should implement a comprehensive mix of mutually reinforcing and integrated policies, using a wide range of economic instruments (green taxes, green tax reform and domestic emission trading) as well as other measures such as product policies, voluntary approaches and public awareness programmes. Unless OECD countries establish more effective frameworks for action now, achieving the Kyoto targets is likely to be costly and difficult.

    Abstract: Proper heat removal from the fuel is essential for the safe operation of nuclear reactors used for electricity production. As nuclear fuel is burnt it undergoes important changes, including a degradation of its thermal conductivity. This important phenomenon needs to be reliably predicted in order to make better use of the fuel, a factor which can help to achieve the economic competitiveness required by today's markets. This report communicates the results of an international seminar which reviewed recent progress in the field of nuclear fuel thermal conductivity and sought to improve the models used in computer codes predicting thermal performance. State-of-the-art knowledge is presented for both uranium-oxide and mixed-oxide fuels loaded in water reactors.

    Abstract: The OECD Development Assistance Committee's 1999 review of Denmark's development aid programmes and policies. It finds that Denmark is the top performer among the 22 Members of the OECD Development Assistance Committee (DAC) in terms of the volume of its official development assistance (ODA). Denmark’s ODA volume has been maintained at around 1% of gross national product (GNP) since 1992, thanks to a strong consensus and public support for development aid. The quality of Denmark’s aid effort is also most impressive. In particular this high volume of aid is supported by a strong long-range strategy, whose directions - and especially the central emphasis on poverty reduction - are in harmony with the Development Partnership Strategy agreed by the DAC in 1996. Denmark has succeeded in concentrating its bilateral assistance on 20 countries, 18 of which are low-income or least developed countries. Aid is concentrated on sectors of particular relevance to the poor and on programmes in the poorest areas of these countries, thus working towards the goal of poverty reduction. Since 1996, Denmark has pursued a policy of "active multilateralism" to promote its concerns for increased focus and efficiency in multilateral aid programmes. However, there is no clear evidence that this policy has greatly advanced the intended results, as it still reflects a largely unilateral approach more than a joint endeavour. Denmark is a long-standing positive example of the integration of the aid system with other aspects of foreign relations. This approach combines policy coherence in Denmark’s relations with developing countries and professionalism in the aid programme, enhanced by an effective decentralisation of responsibility to embassies in programme countries. This integrated approach has helped Danish development assistance (Danida) to pioneer since 1994 a shift in aid implementation from project support to Sector Programme Support (SPS), an approach which should be mutually reinforcing with the DAC’s Partnership Strategy. It implies also a stepping up in co-ordination activities, both between donors and with partner countries, which Denmark has fully backed.

    Abstract: Over one million people world-wide have benefited from successful tissue and organ transplants and survival rates have dramatically improved. But transplantation has become a victim of its own success. The demand for human organs can no longer be met and deaths of persons on waiting lists have more than doubled since 1988. A number of alternatives have been proposed to fill the gap between the supply and demand of organs and the past few years have seen the development of various approaches derived from recent advances in biotechnology. Among these technologies is xenotransplantation - the transplantation of viable cells, tissues and organs from one animal species to another. Xenotransplantation of cells and tissues has been approved for clinical trials in a number of OECD countries.

    Abstract: This seminar, which took place on 2-3 October 1997 at the Josefow Conference Centre near Warsaw, set out to define the role and place of communication in the field of road safety, examine the different strategies of communication and identify their limits. The seminar was attended by 130 experts from 23 countries with ECMT membership or observer status. The discussions established that communication is an essential element of a global road safety policy in that it aims to inform, alert, educate, convince and ultimately alter people’s attitudes and behaviour. The resources employed and the channels of communication used can differ from country to country, depending on the topic addressed, the national culture and the goals to be achieved. Communication cannot be an end in itself, however: it can only be the complement of other measures. It must have a time frame within which the objectives set have to be attained. Evaluation of communication effectiveness is likewise essential.

    Abstract: Preventing hardship among those with few or no resources is no easy task. Today, institutions whose goal is to help those at the margins seek to integrate and encourage them in order to avoid social exclusion. How can social assistance best balance the adequacy of benefits with financial incentives to work? What policy measures are essential to promote independence and reduce (intergenerational) welfare dependence? What can be done to promote individual responsibility in societies where taxpayers and voters are explicitly regarded as major stakeholders in social policy? These are some of the most pressing social issues this book addresses by comparing social assistance policies in four Canadian provinces -- Alberta, New Brunswick, Ontario and Saskatchewan -- and four Swiss cantons -- Graubünden, Ticino, Vaud and Zürich. In Switzerland, few people were forced to rely on social assistance until unemployment rose sharply at the beginning of the 1990s. The authorities are now struggling with how to promote social inclusion by keeping benefit levels high whilst at the same time improving measures designed to get benefit recipients back into work. In Canada, all provinces have stressed the role of work as the best way of avoiding benefit dependency, and some provinces have also cut benefit levels and restricted access to benefits. The success of Canada in reducing social assistance benefit dependency stands out in an area of social protection where across the developed world there are remarkably few such successes.     Abstract: The competitiveness of firms in a global economic environment is an essential element in development strategy, but simply creating an open economy will not suffice to stimulate competitiveness if innovation is lacking. This is the major finding of this cross-country and multi-industry study based on the experience of Brazil, Chinese Taipei, India and Korea.In developing countries and emerging economies, which can be considered technological latecomers, traditional industrial practices can be linked to policy changes which foster innovation, but can equally result in stagnation if the policy/practice mix is wrong. The case studies demonstrate that where industrial habits tend to reduce competitiveness, policies can make a difference, especially where they are directed to managing the timing, sequencing and type of market-opening steps. The book therefore opens a fresh debate on the industrial policies which developing countries need to adopt in order to compete and grow in a globalised economic environment.

    Abstract: This book is about conflict. In that, it is certainly not alone, but it approaches the problem in five Southern African countries from the standpoint of economic analysis. While the authors have not ignored social, ethnic and historical factors which led to conflict, they have identified economic realities which exacerbate underlying friction. These realities include disparities in rural-urban income levels and in health, education and employment, and a system of clientilism which benefits a small group of civil servants to the detriment of the rest of the population. Innovation uses scientific progress to meet the changing needs of society and is thus one of the keys to sustainable development. Promoting innovation is now a high priority in most OECD countries. However, the pursuit of this objective is often hampered by an inadequate understanding of the extent to which the mechanisms of innovation are being transformed by globalisation, the development of information and communications technologies and the expanding scientific knowledge base. Drawing on new empirical data, this book analyses the fundamental changes in the linkages between industry and the science system as well as in the nature of the competencies required for firms to innovate. The changes which are transforming the respective roles of competition and co-operation in stimulating innovation and which are enabling enterprise creation and SMIs to play an increasingly active role in innovation are also examined. This book shows that innovation performance depends on the way in which the different components of the "innovation system" -- businesses, universities and other research bodies - interact with one another at the local, national and international levels, and concludes that the public authorities must change their approach to the promotion of innovation. This study defines the aims and tools of this new innovation policy and identifies examples of good policy practice recently implemented in OECD countries.

    Abstract: The integration of the newly emerging economies (NEEs) into the global economy not only raises major challenges for OECD Member countries, which must adapt to new sources of competition, it also forces emerging economies to equip themselves with the policies and structures necessary to operate successfully in the global marketplace. That these challenges have still not been adequately taken up has been amply demonstrated by the financial crisis which struck Asian NEEs in mid 1997. Hence the need for more dialogue, on both the domestic and international levels, to reform policies and to avoid policy failures and crises in emerging economies, with ensuing impact on the industrialised countries. This book moves in that direction by dealing with issues as varied and complementary as: the perspectives for an integrating world economy; the financing of economic reform; employment generation and poverty alleviation; or the role of institutions in economic development. These themes are tackled in the light of the experience of Asian newly industrialised countries, namely Korea, China and India. This publication offers a stimulating, well-informed tour of the issues which policy makers will have to resolve if the integration of the NEEs into the world economy is to be facilitated. [This book brings together the presentations made during a conference organised jointly in Seoul by the OECD Development Centre, the Korean Development Institute and the International Center for Economic Growth.]

    Abstract: Low-level radioactive waste (LLW) arises in the normal operation of nuclear power plants and fuel cycle facilities, as well as from the use of radioactive isotopes in medicine, industry and agriculture. This report sets out the costs of operating disposal sites for LLW in OECD countries, as well as the factors that may affect the costs of sites being developed. This publication will be of special interest to experts in the field of radioactive waste management and economics of the nuclear fuel cycle.
