    Abstract: Colombia’s record in extending health insurance and health services to its population is impressive. In 1990, around 1 in 6 of the population had health insurance. Now, nearly 97% do, with greatest expansion occurring amongst poorer households. Likewise, in 1993 out-of-pocket spending made up 52% of total national expenditure on health. By 2006, this had fallen to less than 15%. Although Colombia has high rates of income inequality (with a Gini coefficient of 53.5 in 2012, compared to the OECD average of 32.2), access to health care services is much more equal. In urban populations, for example, 1.8% of children aged less than two years of age are recorded as having received no routine vaccinations, compared to 1.0% of rural children. Colombia nevertheless faces important challenges to maintain and improve the performance of its health system. This report looks at Colombia’s health care system in detail and offers recommendations on what Colombia can do to ensure accessibility, quality, efficiency and sustainability.

    Abstract: In 2009 developed countries committed to jointly mobilise USD 100 billion a year in climate finance by 2020 for climate action in developing countries. This report provides a status check on the level of climate finance mobilised by developed countries in 2013 and 2014, five years after this initial commitment was made at COP15 in Copenhagen. It shows that there has been significant progress in meeting this goal. The report aims to be transparent and rigorous in its assessment of the available data and underlying assumptions and methodologies, within the constraints of an aggregate reporting exercise. While methodological approaches and data collection efforts to support estimates such as this one are improving, there nevertheless remains significant work to be done to arrive at more complete and accurate estimates in the future.

    Abstract: The gap between rich and poor keeps widening. Growth, if any, has disproportionally benefited higher income groups while lower income households have been left behind. This long-run increase in income inequality not only raises social and political concerns, but also economic ones. It tends to drag down GDP growth, due to the rising distance of the lower 40% from the rest of society. Lower income people have been prevented from realising their human capital potential, which is bad for the economy as a whole. This book highlights the key areas where inequalities are created and where new policies are required, including: the consequences of current consolidation policies; structural labour market changes with rising non-standard work and job polarization; persisting gender gaps; the challenge of high wealth concentration, and the role for redistribution policies.

    Abstract: Job displacement (involuntary job loss due to firm closure or downsizing) affects many workers over the course of their working lives. Displaced workers may face long periods of unemployment and, even when they find new jobs, tend to be paid less and have fewer benefits than in the jobs they held prior to displacement. Helping displaced workers get back into good jobs quickly should be a key goal of labour market policy. This report is the second in a series of reports looking at how this challenge is being tackled in a number of OECD countries. It shows that Japanese employers and the government go to considerable lengths to avoid the displacement of regular workers while also providing considerable income and re-employment support to many of the workers whose jobs cannot be preserved. Challenges for labour market programmes include expanding labour market mobility between regular jobs, improving co-ordination between private and public re-employment assistance for displaced workers, and avoiding that job displacement pushes older workers to the margins of the labour market.

    Abstract: This report examines the provision of multiple communication services over broadband access networks, a phenomenon known as “bundling”. It highlights that care should be taken to ensure that such offers do not unreasonably constrain competition or bind consumers to a single provider in a manner that decreases welfare. The provision of bundled communication services can increase competition if it brings more choices, higher quality, or lower prices to consumers from the facilities-based networks providing bundled offers. On the other hand, it may also lead to increased consolidation between fixed and mobile network providers and result in less competition in wholesale and retail markets.

Cela se traduit par des schémas uniques de disparités sociales face à la consommation d’alcool, les plus aisés étant dans certains cas plus enclins à boire dangereusement, et par une polarisation des problèmes de consommation excessive aux deux extrémités du spectre social. Certaines habitudes de consommation d’alcool ont un impact social, ce qui justifie amplement sur le plan économique le fait que les pouvoirs publics cherchent à influencer les comportements en prenant des mesures axées sur la réduction des préjudices, y compris ceux subis par les personnes autres que les consommateurs. Certaines stratégies sont plus efficaces et judicieuses que d’autres, selon qu’elles parviennent à faire évoluer les normes sociales et à cibler les groupes les plus vulnérables. La présente publication examine dans le détail les tendances et les disparités sociales liées à la consommation d’alcool. Elle présente en outre une vaste analyse des effets sanitaires, sociaux et économiques des principales politiques de lutte contre les méfaits de l’alcool dans trois pays de l’OCDE (Allemagne, Canada et République tchèque), et dégage des messages pertinents pour l’action des pouvoirs publics dans un plus grand nombre de pays.

Nevertheless, higher education institutions still have an important role to play in reducing inequalities. Policies must aim to make higher education more accessible for students from disadvantaged backgrounds as well as to support these students and improve their success at this level.

    Abstract: The in vitro mammalian cell gene mutation test can be used to detect gene mutations induced by chemical substances. In this test, the used genetic endpoints measure mutation at hypoxanthine-guanine phosphoribosyl transferase (HPRT), and at a transgene of xanthineguanine phosphoribosyl transferase (XPRT). The HPRT and XPRT mutation tests detect different spectra of genetic events. Cells in suspension or monolayer culture are exposed to, at least four analysable concentrations of the test substance, both with and without metabolic activation, for a suitable period of time. They are subcultured to determine cytotoxicity and to allow phenotypic expression prior to mutant selection. The treated cultures are maintained in growth medium for a sufficient period of time, characteristic of each selected locus and cell type, to allow near-optimal phenotypic expression of induced mutations. Mutant frequency is determined by seeding known numbers of cells in medium containing the selective agent to detect mutant cells, and in medium without selective agent to determine the cloning efficiency (viability). After a suitable incubation time, colonies are counted.

Une aide au retour à l'emploi répondant aux besoins spécifiques des travailleurs licenciés joue également un rôle utile, mais elle doit être renforcée de manière à entamer le processus d'ajustement plus tôt pour les travailleurs recevant un préavis de licenciement ou bénéficiant d’une importante indemnité de licenciement, et ceux concernés par des licenciements à petite échelle. Les programmes ciblés pour les travailleurs licenciés âgés ayant une longue ancienneté qui sont les plus durement touchés par les licenciements économiques doivent encore atteindre une large part de ce groupe.

    Abstract: Small and medium sized enterprises (SMEs) are important for their contribution to employment, innovation, economic growth and diversity. This report examines the tax treatment of SMEs, the case for SME preferences, and the use of tax preferences and simplification measures for SMEs in thirty-nine OECD and G20 countries. It finds that many of the tax systems examined provide incentives to incorporate and to distribute income in certain types of capital form. Ideally, taxes should be neutral with regard to the business decisions of SMEs, including decisions related to their creation, form and growth. However, certain features of the tax system may disproportionately affect SMEs, for example, the asymmetric treatment of profits and losses, a bias toward debt over corporate equity, and the higher fixed costs of tax and regulatory compliance for small businesses. This report recommends that measures designed to address these concerns be carefully targeted to affected firms and seek to avoid introducing further distortions and complexity.

Malheureusement, les enseignants ayant pris part à l’édition 2013 de l’enquête TALIS indiquent avoir moins participé à ce type d’activités de formation continue intégrées au sein de leur établissement (avec un nombre moyen de 2 activités de ce type), mais davantage à des activités non intégrées se déroulant en dehors de leur classe et de leur établissement (avec un nombre moyen de 3 activités de ce type). Comme le montre le graphique 1, les enseignants sont plus susceptibles de participer à des cours et à des ateliers en dehors de leur établissement (70 %) qu’à des activités de formation professionnelle collaborative au sein de leur établissement (61 %). De même, ils sont plus susceptibles de prendre part à des conférences et à des séminaires (43 %) qu’à des réseaux d’enseignants axés sur la formation continue (36 %), à des activités de tutorat et de coaching (30 %), ou à des observations d’autres enseignants (32 %).

La classification CITE des domaines d’études a fait l’objet d’une révision distincte. Chez les 15-29 ans, les premiers sont ainsi deux fois plus susceptibles que les seconds d’obtenir de faibles scores en numérative. En moyenne, dans les pays de l’OCDE, le taux de chômage des 15-29 ans ne faisant plus d’études est inférieur de 13 points de pourcentage chez les diplômés du deuxième cycle du secondaire par rapport à celui observé chez les jeunes n’ayant pas atteint ce niveau de formation. L’obtention d’un diplôme de l’enseignement tertiaire réduit encore ce taux de 5 points de pourcentage.

    Abstract: Entre 2003 et 2012, on observe une amélioration significative de la quantité et de la qualité des ressources dont disposent les établissements d’enseignement, en moyenne, dans les pays de l’OCDE. La revalorisation des investissements financiers dans l’éducation a permis d’améliorer la dotation des établissements d’enseignement en matière de personnel enseignant, de matériel didactique et d’infrastructures. Les établissements d’enseignement des pays de l’OCDE ont vu leur environnement d’apprentissage s’améliorer entre 2003 et 2012, en particulier en termes de relations entre élèves et enseignants, ainsi que de pourcentage d’élèves retardataires. Entre 2003 et 2012, en moyenne, dans les pays de l’OCDE, la mesure dans laquelle des élèves issus de milieux socio-économiques différents fréquentent le même établissement n’a pas évolué, tandis qu’elle a diminué pour des élèves présentant des aptitudes et des besoins différents en termes d’apprentissage.

Moins d’un tiers des enseignants demandent ainsi à leurs élèves de travailler sur des projets prenant au moins une semaine (soit une pratique pédagogique active). La participation à des activités de formation continue et un climat positif en classe comptent parmi les facteurs associés à une utilisation plus fréquente des pratiques pédagogiques actives.

However, challenges remain in: making employment issues a concern of the health care services; helping young people succees in their future working lives; making the workplace a safe, supportive psychosocial environment; and better designing and targeting employment services for jobseekers with mental ill-health.

Immigrant Students at School: Easing the Journey towards Integration reveals some of the difficulties immigrant students encounter – and some of the contributions they offer – as they settle into their new communities and new schools. Results from the OECD Programme for International Student Assessment (PISA) indicate that students with an immigrant background tend to perform worse in school than students without an immigrant background. Several factors are associated with this disparity, including the concentration of disadvantage in the schools immigrant students attend, language barriers and certain school policies, like grade repetition and tracking, that can hinder immigrant students’ progress through school. But successful integration is measured in more than academic achievement; immigrant students’ well-being and hopes for the future are just as telling. This report examines not only immigrant students’ aspirations and sense of belonging at school, but also recent trends in Europeans’ receptiveness to welcoming immigrants into their own countries – the context that could make all the difference in how well immigrant students integrate into their new communities. The report includes a special section on refugees and education, and an extensive discussion on education policy responses to immigration.

    Abstract: Most teachers participating in the Teaching and Learning International Survey (TALIS) report that they see themselves as facilitators to students’ own enquiry (94%) and that students should think of their own solutions to practical problems before teachers show them the solution (93%). These answers indicate that most teachers hold constructivist beliefs, i.e., they see learning as an active process that aims to foster critical and independent thinking. At the same time, teachers report using passive teaching practices, such as presenting a summary of recently learned work, more frequently than active teaching practices. Less than a third of teachers ask students to work on a project that requires at least a week to complete (an active teaching practice). Engagement in professional development and a positive classroom climate are among the factors associated with a more frequent use of active teaching.
