    Abstract: This publication highlights how immigrants and their children are integrating into OECD societies, judging their progress against key indicators. Many areas are considered (material living conditions, health, education, labour market, civic engagement) as integration is a multi-dimensional issue. Measures of outcomes, as well as of progress made over the past decade, are presented in comparison with outcomes of a reference group (the population born in the country of residence). Three series of questions are addressed: 1) To what extent does the average performance of immigrants differ from that of the native-born?; 2) Can these differences be explained by structural effects (different distributions by age, educational level, etc.)?; 3) How has integration record evolved over the past decade? An introductory chapter provides a detailed description of the populations under review (foreign-born persons and households, as well as native-born offspring of immigrants). The final chapter gives an overview on discrimination issues, as this is one possible source of persistent disadvantages of immigrants and their children.

    Abstract: Fuel transuranics (TRU) multi-recycling is a mandatory feature if both the resource sustainability and the waste minimisation objectives for future fuel cycles are to be pursued. The resulting TRU transmutation can be implemented in fast neutron spectrum reactors according to two main options commonly referred to as the homogeneous and heterogeneous modes. In this study, the two alternatives have been compared in terms of reactor core feasibility, fuel development and impact on the fuel cycle. The multi-criteria analysis indicates that there are major challenges in minor actinide-loaded fuel development, its experimental validation and possibly in its reprocessing. Both modes of recycling have an impact on the overall fuel cycle, even if at different stages, for example complex target fabrication and handling in the case of heterogeneous recycling and full core fuel fabrication in the case of homogeneous recycling. The study finds that an economic evaluation according to specific implementation scenarios should still be undertaken.

    Abstract: This publication provides preliminary, quantitative estimates of direct budgetary support and tax expenditures supporting the production or consumption of fossil fuels in selected OECD member countries. The information has been compiled as part of the OECD’s programme of work to develop a better understanding of environmentally harmful subsidies (EHS). It has been undertaken as an exercise in transparency, and to inform the international dialogue on fossil-fuel subsidy reform. It is also intended to inform the ongoing efforts of G20 nations to reform fossil-fuel subsidies. For each of the 24 OECD countries covered, the Inventory provides a succinct summary of its energy economy, and of the budgetary and tax-related measures provided at the central-government level (and, in the case of federal countries, for selected sub-national units of government) relating to fossil-fuel production or consumption. Many measures listed in this inventory are relative preferences within a particular country’s tax system rather than absolute support that can be readily compared across countries, and for that reason no national totals are provided.

    Abstract: This publication highlights the importance of promoting growth in all types of OECD regions, particularly in underdeveloped ones. Helping underdeveloped regions to catch up will have a positive impact on a country’s national growth; in some cases more so than in already well-developed regions. Furthermore such growth helps to build a fairer society, in which no territories and their people are left behind. An important question is whether this potential to catch up is possible? The evidence suggests that this IS the case. Examinations of patterns of growth reveal that underdeveloped rural and intermediate regions tend to grow faster. Their catching-up potentially largely depends on human capital development, infrastructure and innovation-related activities but also on institutional factors and policies. This publication is based on anlaysis among all OECD regions and 23 case study regions from ten OECD countries over the period 1995-2007.

    Abstract: The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by over 100 jurisdictions which participate in the work of the Global Forum on an equal footing. The Global Forum is charged with in-depth monitoring and peer review of the implementation of the standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004, which has been incorporated in the UN Model Tax Convention. The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. “Fishing expeditions” are not authorised, but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined – Phase 1 plus Phase 2 – reviews. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes. All review reports are published once approved by the Global Forum and they thus represent agreed Global Forum reports.

    Abstract: This Investment Policy Review examines Colombia's achievements in developing an open and transparent investment regime and its efforts to reduce restrictions on international investment. The Review shows that, in the past few years, Colombia has made tremendous progress in promoting investment liberalisation and improving its investment policy framework. Colombia has also recently undertaken important policy reforms in many of the areas covered by the Guidelines for Multinational Enterprises, including human rights, labour issues and bribery. In recognition of its progress in pursuing policy reforms to promote investment liberalisation and improving the business climate, Colombia became the 43rd country to adhere to the OECD Declaration on International Investment and Multinational Enterprises. As an adherent to the Declaration, Colombia commits to providing national treatment to foreign investors and to promoting responsible business conduct, in line with the Guidelines for Multinational Enterprises. In turn, the country benefits from similar assurances from other adherents to treat Colombian investors fairly.

    Abstract: In many OECD countries, governments have invested large amounts of public money to support renewable energy (RE) development and are requiring significant quantities of it to be sold by energy providers. But what are the economic impacts of these policies on the rural regions where deployment takes place? How can RE bring the greatest benefit to host regions? These are some of the questions explored by this study. Drawing on case studies in 16 regions within 10 countries, the research finds that while RE indeed represents an opportunity for stimulating economic growth in rural communities, its development benefits are not automatic. Realising them requires a complex and flexible policy framework and a long-term strategy, as well as a realistic appreciation of the potential gains from RE deployment. Making a positive connection between RE development and local economic growth will require more coherent strategies, the right set of local conditions, and a place-based approach to deployment.

    Abstract: This report on the recent Australian experience with activation policies contains valuable lessons for other countries that need to improve the effectiveness of employment services and control benefit expenditure. It provides overview and assessment of labour market policies in Australia including the main institutions, benefit system, training programmes, employment incentives, and disability employment assistance. Australia is unique among OECD countries in that its mainstream employment services are all delivered by over 100 for-profit and non-profit providers competing in a “quasi-market”, with their operations financed by service fees, employment outcome payments, and a special fund for measures that tackle jobseekers’ barriers to employment. In most other OECD countries, these services are delivered by the Public Employment Service. In the mid 2000s, several benefits previously paid without a job-search requirement were closed or reformed, bringing more people into the effective labour force. Australia now has one of the highest employment rates in the OECD and this report concludes that its activation system deserves some of the credit for this relatively good performance. The Job Services Australia model, introduced in 2009, reinforced the focus on employment outcomes for highly-disadvantaged groups. This report assesses the latest model for activation and puts forward some recommendations to improve its effectiveness.

It reflects on developments after the 2011 revolution which opened the way for enhanced reforms on investment, including the preparation of a new Investment Code. The new authorities also show commitments to enhance responsible business conduct and to improve the investment framework in support of a green economy. In recognition of recent efforts to enhance its investment climate, Tunisia became the 44th country to adhere to the OECD Declaration on International Investment and Multinational Enterprises.     Abstract: Refurbishment and long-term operation (LTO) of existing nuclear power plants (NPPs) today are crucial to the competitiveness of the nuclear industry in OECD countries as existing nuclear power plants produce baseload power at a reliable cost. A number of nuclear power plants, most notably 73 units in the United States (up to 2012), have been granted lifetime extensions of up to 60 years, a development that is being keenly watched in other OECD countries. In many of these (e.g. France, Switzerland), there is no legal end to the operating licence, but continued operation is based on the outcomes of periodic safety reviews. This study analyses technical and economic data on the upgrade and lifetime extension experience in OECD countries. A multi-criteria assessment methodology is used considering various factors and parameters reflecting current and future financial conditions of operation, political and regulatory risks, the state of the plants’ equipment and the general role of nuclear power in the country’s energy policy. The report shows that long-term operation of nuclear power plants has significant economic advantages for most utilities envisaging LTO programmes. In most cases, the continued operation of NPPs for at least ten more years is profitable even taking into account the additional costs of post-Fukushima modifications, and remains cost-effective compared to alternative replacement sources.

The objectives and methods to be used will depend on factors such as the nature of the law to be evaluated and the parliamentary and governmental context in which the evaluation takes place. In the second part the report evaluates the current system and process of ex post evaluation of laws in Chile. It discusses the efforts made by the recently established Law Evaluation Department in the Chamber of Representatives, in the framework of the law making process of the country. It revises the current practices in both branches of government, executive and legislative, to conduct ex post evaluation of laws and regulations, as well as the formal and informal mechanisms to prepare laws and regulations and their possible ex post review. The paper revises as well the current programme for law evaluation launched by the Chamber of Representatives and it analyses its main components, in particular methodological approaches and inclusion of citizens‘ perceptions as a tool to increase transparency. The report concludes with an assessment of the main challenges that the law evaluation work is facing in Chile and makes some recommendations related to institutional, methodological and governance issues.

The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. “Fishing expeditions” are not authorised, but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework.     Abstract: This method provides information on health hazard likely to arise from exposure to test substance (liquids, solids and aerosols) by application on the eye. This Test Guideline is intended preferably for use with albino rabbit. The test substance is applied in a single dose in the conjunctival sac of one eye of each animal. The other eye, which remains untreated, serves as a control. The initial test uses an animal; the dose level depends on the test substance nature. A confirmatory test should be made if a corrosive effect is not observed in the initial test, the irritant or negative response should be confirmed using up to two additional animals. It is recommended that it be conducted in a sequential manner in one animal at a time, rather than exposing the two additional animals simultaneously. The duration of the observation period should be sufficient to evaluate fully the magnitude and reversibility of the effects observed. The eyes should be examined at 1, 24, 48, and 72 hours after test substance application. The ocular irritation scores should be evaluated in conjunction with the nature and severity of lesions, and their reversibility or lack of reversibility. Use of topical anesthetics and systemic analgesics to avoid or minimize pain and distress in ocular safety testing procedures is described.

    Abstract: Sweden is at the forefront among countries developing plans for a deep geological repository of highly radioactive waste. There is no such repository in operation yet worldwide, but Sweden, Finland and France are approaching the licensing stage. At the request of the Swedish government, the NEA organised an international peer review of the post-closure radiological safety case produced by the Swedish Nuclear Fuel and Waste Management Company (SKB) in support of the application for a general licence to construct and operate a spent nuclear fuel geological repository in the municipality of Östhammar. The purpose of the review was to help the Swedish government, the public and relevant organisations by providing an international reference regarding the maturity of SKB’s spent fuel disposal programme vis-à-vis best practices in longterm disposal safety and radiological protection. The International Review Team (IRT) consisted of ten international specialists, who were free of conflict of interest with the SKB and brought complementary expertise to the review. This report provides the background and findings of the international peer review. The review’s findings are presented at several levels of detail in order to be accessible to both specialist and nonspecialist readers.

    Abstract: This report assesses the role that nuclear energy can play in supporting the transition to a low-carbon energy system. It begins by considering the greenhouse gas emissions from the full nuclear fuel cycle, reviewing recent studies on indirect emissions and assessing the impact that nuclear power could make in reducing greenhouse gas emissions. The report provides estimates of the construction rates that would be needed to meet the projected expansion of nuclear power foreseen by many energy scenarios published by international organisations. It then assesses the economic, technical, societal and institutional challenges represented by such an expansion to identify the most significant barriers. The capacity of nuclear power plants to operate in an electricity system with a large share of renewables, and the impact of smart grid technologies are also examined. Finally, long-term prospects for nuclear energy are discussed in terms of development of new reactor and fuel cycle technologies, non-electric applications and new operational and regulatory constraints that could arise as a consequence of climate change.

The goals of the NEA project on “Methods for Safety Assessment for Geological Disposal Facilities for Radioactive Waste” (MeSA) were to examine and document methods used in safety assessment for radioactive waste disposal facilities, to generate collective views based on the methods’ similarities and differences, and to identify future work. The project reviewed a number of approaches used by various national and international organisations. Following the comprehensive review, a generic safety case with a safety assessment flowchart was developed and is presented herein. The elaboration of the safety concept, the use of safety functions, the implication of uncertainties and the formulation of scenarios are also discussed.

    Abstract: Located at the border with the US, Chihuahua has benefited from FDI and NAFTA. Chihuahua has been one of the richest regions in Mexico and one of the most dynamic in the OECD. However, the region’s FDI-trade link with the USA has also led to some vulnerability to external shocks. The two crises affecting the USA in the past decade affected Chihuahua more than any other state. Despite recent progress in the quality of education, other structural challenges such as lower productivity growth, high inactivity rates and dwindling employment rates have been factors in Chihuahua’s sluggish growth. Chihuahua not only displays large intra-regional and gender inequalities, but also the largest inter-ethnic inequality levels in the country. Chihuahua can gain from a territorial approach to policymaking that integrates sectoral policies, fostering value-added in rural activities, better linking SME-development and FDI-attraction policies, as well as between innovation capacities and applications. The region could also strengthen their recent inclusive governance arrangement with civil society and the private sector. Growth and development can only be possible if the current challenges in insecurity, water shortage and public finance are addressed.

Depuis 2004 jusque 2008, l’augmentation des taux d’obtention d’un diplôme du deuxième cycle du secondaire a coïncidé avec la diminution du nombre de jeunes âgés de 20 à 24 ans non scolarisés et sans emploi ; mais face à la crise économique, un diplôme du deuxième cycle du secondaire ne constitue plus une assurance suffisante contre le chômage et la pauvreté.

En outre, l’essor rapide de l’enseignement supérieur dans les pays du G20 non membres de l’OCDE a modifié en profondeur la répartition du vivier de talents entre les pays. Il y a 10 ans, un diplômé de l’enseignement supérieur âgé de 25 à 34 ans sur six était originaire des États-Unis, une proportion similaire était originaire de Chine, 12 % venaient de la Fédération de Russie et environ 10 % chacun de l’Inde et du japon. Toutefois selon les estimations de l’OCDE, en 2010, la Chine se plaçait désormais en tête du classement, avec 18 % des 25-34 ans diplômés de l’enseignement supérieur, suivie par les États-Unis (14 %), la Fédération de Russie et l’Inde (11 % chacun), et enfin le Japon (7 %). Ces tendances devraient, selon toute attente, se confirmer, voire même s’accentuer, dans les années à venir, soulevant des questions clés comme la capacité d’absorption future du marché du travail face à l’offre de plus en plus importante de diplômés.     Abstract: A basic level of literacy and numeracy is essential for full participation in modern societies. While very few people in most of the advanced countries could be regarded as illiterate or innumerate, recent studies have shown that there are, in fact, significant numbers of people with poor skills, and that low levels of skills are associated with lower wages and greater chances of unemployment and disengagement from the labour market. At the same time, technological changes, particularly the increasing presence of information and communication technologies in all areas of life, have led to a growing demand for higher-level cognitive skills that involve understanding, interpreting, analysing and communicating complex information. In this context, policy makers need the most comprehensive and up-to-date information if they want to ensure that the supply of skills in the labour force matches labour-market demand. The Programme for the International Assessment of Adult Competencies (PIAAC), an international assessment of adult skills managed by the OECD, will be central in providing that information. Implemented by 25 countries in Europe, the Americas and Asia, PIAAC is compiling one of the richest sources of data regarding the skills that adults use in their work, home and communities, and related information, including family background, education, employment, income, civic participation and health. Results from the data, which are being collected from August 2011 to March 2012, will be available at the end of 2013. This report maps the development of the Programme, from determining what should be measured, to defining the meaning of PIAAC’s three core domains, “literacy”, “numeracy” and “problem solving in technology-rich environments”, to designing assessment tasks and determining how those tasks will be interpreted. It summarises the draft frameworks, developed by dedicated experts, for each of the assessment domains, and includes examples of the items and stimuli used to measure proficiency in the three domains. In essence, it provides an overview and a look at the underpinnings of PIAAC.

    Abstract: The potential of diasporas as a source of economic and social development in origin countries and whether diasporas could help foster development depend on their characteristics, such as size, composition, skill levels and degree of concentration, but also on the degree of integration into the destination countries and the economic, political and social environment in origin countries. Governments of origin and destination countries can indeed facilitate the involvement of diasporas, by supporting networks, by facilitating communication channels with the country of origin, by creating an enabling environment, or – more directly – by easing skill mobility and use. In this regard, the capacity to characterise the profile of diasporas is instrumental. This joint OECD/AFD publication includes 140 country notes summarising diaspora sizes, including the number of children of migrants born in the destination countries; the characteristics of emigrant populations (gender, age, education, labour market outcomes); the numbers and main destinations of international students; recent migrant flows to OECD countries; and information on the desire to emigrate of different population groups. The country note information is grouped into six regions: Asia and Oceania; Latin America and the Caribbean; OECD countries; Non-OECD Europe and Central Asia; Middle East and North Africa; and Sub-Saharan Africa. The situation in each region is introduced by a separate chapter, which looks at historical migration trends, the main characteristics of diasporas originating from the region, and likely future developments and challenges.

Les messages clés sont les suivants : • une plus grande égalité entre garçons et filles en ce qui concerne le niveau de formation atteint a un effet positif fort sur la croissance économique ; • il faut lutter contre les stéréotypes dans le choix des études à l’école dès le plus jeune âge. Par exemple, il faudrait adapter les stratégies et le matériel pédagogique pour davantage inciter les garçons à lire et les filles à choisir les mathématiques et les sciences ; il faudrait encourager un plus grand nombre de jeunes filles à suivre des études dans les domaines scientifiques, de l’ingénierie et des mathématiques, au niveau des études supérieures, et à rechercher un emploi dans ces domaines ; • des modes de garde d’enfant de qualité et d’un coût abordable sont un facteur clé pour faire progresser l’égalité entre hommes et femmes en matière d’emploi. Mais il faut aussi que les choses changent à la maison car ce sont les femmes, dans de nombreux pays, qui assument l’essentiel des tâches ménagères et des soins aux proches. Les politiques publiques peuvent favoriser ces évolutions, par exemple par des dispositifs en matière de congé parental qui incluent expressément les pères ; • les mesures destinées à soutenir l’entrepreneuriat au féminin doivent viser toutes les entreprises existantes et pas seulement les entreprises en création et les petites entreprises. Il faut garantir l’égalité d’accès aux financements aux entrepreneurs hommes et aux entrepreneurs femmes.

Chapter 1 introduces the international legal framework for the treatment of the proceeds of active bribery and catalogues the legal remedies available in various jurisdictions, and how these remedies may interact. Chapter 2 defines five principal types of proceeds of active bribery and analyzes how they may be quantified. Each system is illustrated by examples from countries using such methods, as well as commentary on some practical challenges linked to the calculation of proceeds. Chapter 3 offers a compilation of case summaries to illustrate the principles covered in the preceding chapters.

    Abstract: The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by over 100 jurisdictions which participate in the work of the Global Forum on an equal footing. The Global Forum is charged with in-depth monitoring and peer review of the implementation of the standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004, which has been incorporated in the UN Model Tax Convention. The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. “Fishing expeditions” are not authorised, but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined – Phase 1 plus Phase 2 – reviews. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes. All review reports are published once approved by the Global Forum and they thus represent agreed Global Forum reports.
