    Abstract: This publication presents an internationally agreed set of guidelines for producing more comparable statistics on the quality of the working environment, a concept that encompasses all the non-pecuniary aspects of one's job, and is one of the three dimensions of the OECD Job Quality framework. These Guidelines take stock of current data availability in this field, review the analytic and policy uses of these measures, proposes a conceptual framework based on 6 dimensions and 17 characteristics (ranging from physical risk factors and work intensity, through to task discretion, autonomy and opportunities for self-realisation), assesses the statistical quality of measures in this field, and provides guidance to data producers and users on methodological challenges in this field. These Guidelines also include a number of prototype surveys modules that national and international agencies could use in their surveys. These Guidelines have been produced as part of the OECD Better Life Initiative, a pioneering project launched in 2011 with the objective of measuring society's conditions across 11 dimensions of people's well-being. They follow on from similar measurement guidelines on subjective well-being, micro statistics on household wealth, integrated analysis of the distribution on household income, consumption and wealth, as well as trust.

    Abstract: Value Added Tax (VAT; also known as Goods and Services Tax, under the acronym GST in a number of OECD countries) has become a major source of revenue for governments around the world. Some 165 countries operated a VAT at the time of the completion of the International VAT/GST Guidelines in 2016, more than twice as many as 25 years before. As VAT continued to spread across the world, international trade in goods and services has also expanded rapidly in an increasingly globalised economy. One consequence of these developments has been the greater interaction between VAT systems, along with growing risks of double taxation and unintended non-taxation in the absence of international VAT co-ordination. The International VAT/GST Guidelines now present a set of internationally agreed standards and recommended approaches to address the issues that arise from the uncoordinated application of national VAT systems in the context of international trade. They focus in particular on trade in services and intangibles, which poses increasingly important challenges for the design and operation of VAT systems worldwide. They notably include the recommended principles and mechanisms to address the challenges for the collection of VAT on cross-border sales of digital products that had been identified in the context of the OECD/G20 Project on Base and Erosion and Profit Shifting (the BEPS Project). These Guidelines were adopted as a Recommendation by the Council of the OECD in September 2016.

    Abstract: Interrelations between Public Policies, Migration and Development in the Dominican Republic is the result of a project carried out by the Centro de Investigaciones y Estudios Sociales (CIES) in the Dominican Republic and the OECD Development Centre, in collaboration with the Ministerio de Economía, Planificación y Desarollo (MEPD) and with support from the European Union. The project aimed to provide policy makers with evidence on the way migration influences specific sectors – the labour market, agriculture, education, investment and financial services and social protection and health – and, in turn, how sectoral policies affect migration. The report addresses four dimensions of the migration cycle that have become an important part of the country's social and economic contexts: emigration, remittances, return and immigration. The results of the empirical work confirm that even though migration contributes to development in the Dominican Republic, the potential of migration is not fully exploited. One explanation is that many policy makers in the Dominican Republic do not sufficiently take migration into account in their respective policy areas. The Dominican Republic therefore needs to adopt a more coherent policy agenda to do more to integrate migration into development strategies, improve co-ordination mechanisms and strengthen international co-operation. This would enhance the contribution of migration to development in the country.

    Abstract: Sustainable economic development has played a major role in the decline of global poverty in the past two decades. There is no doubt that competitive markets are key drivers of economic growth and productivity. They are also valuable channels for consumer welfare. Competition policy is a powerful tool for complementing efforts to alleviate poverty and bring about shared prosperity. An effective competition policy involves measures that enable contestability and firm entry and rivalry, while ensuring the enforcement of antitrust laws and state aid control. Governments from emerging and developing economies are increasingly requesting pragmatic solutions for effective competition policy implementation, as well as recommendations for pro-competitive sectoral policies. A Step Ahead: Competition Policy for Shared Prosperity and Inclusive Growth puts forward a research agenda that advocates the importance of market competition, effective market regulation, and competition policies for achieving inclusive growth and shared prosperity in emerging and developing economies. It is the result of a global partnership and shared commitment between the World Bank Group and the Organisation for Economic Co-operation and Development (OECD).     Abstract: Shared research infrastructures are playing an increasingly important role in most scientific fields and represent a significant proportion of the total public investment in science. Jointly developed by the OECD and the Korea Development Institute, the report builds on a series of expert papers that analyse the experience of Korea and other OECD members in designing and implementing regulatory oversight, stakeholder engagement, regulatory impact assessment and ex post evaluation. It identifies forthcoming challenges, possible solutions and areas for further analysis that can help governments in OECD member and partner countries improve their regulatory systems.

    Abstract: Equitable educational opportunities can help to promote long-lasting, inclusive economic growth and social cohesion. Successful education and skills policies can empower individuals to reach their full potential and enjoy the fruits of their labour, regardless of their circumstances at birth. However, as this report shows, far too many children, students and adults from socio-economically disadvantaged backgrounds fall behind. In many countries, substantial learning gaps exist between students at opposite ends of the socio-economic scale, and these differences tend to increase in the transition into adulthood. All countries have ample room for improvement to ensure better learning outcomes for all. Early childhood education has been identified as an important element in future success, and requires investment, as do family and community-based support and programmes for children from families that have not attained a high level of education and skills. In the schools, targeted support is necessary for low performers from disadvantaged backgrounds and for poorly performing schools. As for the adult population, learning should be focused on improving employability, through a combination of education and practical job training. Barriers to participation in learning need to be removed, and delivery methods need to be more innovative and flexible. Targeted support is needed for the most vulnerable members of society.

    Abstract: Large-scale research and development programmes in neuroscience are giving rise to a host of new approaches, techniques and capacities to understand, read and intervene in the human brain. These developments in neuroscience and associated technologies have many ethical, legal and social implications including issues of product safety, human enhancement, dual use, privacy, and human identity. There is broad agreement among stakeholders that social aspects of brain research must be examined alongside the scientific and technical ones. In fact, good ideas for achieving such integration have emerged within the field of governance of emerging technology and within the national brain initiatives themselves. In particular, the report analyses frameworks and mechanisms for integrating social concerns in the early development of technology, and discusses best practices for research funders across the public and private sector.

    Abstract: The effects of immigration on the Thai economy are considerable, as the number of immigrants has increased rapidly since the turn of the century. Immigrant workers now contribute to all economic sectors, and are important for the workforce in industrial sectors such as construction and manufacturing and in some service sectors including private household services. Immigration is associated with an improvement of labour market outcomes of the native-born population, and in particular appears to increase paid employment opportunities. Immigration is also likely to raise income per capita in Thailand, due to the relatively high share of the immigrant population which is employed and therefore contributes to economic output. Policies aiming to further diversify employment opportunities for immigrant workers could also be beneficial for the economic contribution of immigration. How Immigrants Contribute to Thailand’s Economy is the result of a project carried out by the OECD Development Centre and the International Labour Organization, with support from the European Union. The project aimed to analyse several economic impacts – on the labour market, economic growth and public finance – of immigration in ten partner countries: Argentina, Costa Rica, Côte d'Ivoire, the Dominican Republic, Ghana, Kyrgyzstan, Nepal, Rwanda, South Africa and Thailand. The empirical evidence stems from a combination of quantitative and qualitative analyses of secondary and in some cases primary data sources.

The principle of biological sewage-treatment plants (STP) is to transform the organic matter of incoming waste-water in microbial biomass, which in turn is separated from the liquid yielding a purified effluent. The purpose of the test is to provide a means to record effects of test chemicals on ciliated protozoa in sewage treatment plants, which due to their grazing on bacteria considerably contribute to the functioning of STPs.

    Abstract: Trust is a key component in peer platform markets (PPMs). In 2016, the OECD’s Committee on Consumer Policy (CCP) produced a report on Protecting consumers in peer platform markets: Exploring the issues. The 2016 report examined a number of the mechanisms that peer platforms have themselves developed to help engender trust in and use of their services (e.g. initiatives such as ratings and reviews) and raised a set of questions for further research and reflection. In order to understand better the role and drivers of consumer trust in PPMs, the CCP conducted an online survey of 10 000 consumers across ten OECD member countries. This report discusses the findings of that survey.

Improving opportunities for all Mexicans to develop high quality and relevant skills and supporting employers to improve their human resources management can help Mexico to raise productivity levels and, by extension, the incentives for employers to hire individuals in the formal sector. Fostering better and more equitable skills outcomes, especially for women and youth, will also provide the foundation for building a healthier, more equitable, and more cohesive society. The OECD Skills Strategy Diagnostic Report: Mexico sets out eight skills challenges for Mexico. These challenges were identified through two interactive workshops with stakeholders, bilateral meetings, internal discussions with experts at the OECD, and analysis of documents and data produced by the OECD and other organisations. The first six challenges refer to specific outcomes across the three pillars of developing, activating and using skills. The next two challenges refer to the “enabling” conditions that strengthen the overall skills system. Success in tackling these skills challenges will boost performance across the whole skills system.

    Abstract: Following a remarkable transformation in the past century in research and innovation, in particular through the development of new technologies and processes in sectors such as oil and gas, shipbuilding and also fisheries and aquaculture, Norway is today increasingly facing a “triple transition imperative” in which it needs, first, to shift toward a more diversified and robust economy; second, to move to a more competitive, effective and efficient innovation system; and third, to support research and innovation activities that can confront an array of societal challenges (climate change, food security, aging, health and so on). The Long-Term Plan for Research and Higher Education 2015-2024 (LTP) launched by the Norwegian government has set the base to enhance the capacity of the research and higher education system to cope with these transition challenges. This report proposes recommendations to take advantage of the revision of this comprehensive strategic plan in 2018 to improve the horizontal coordination and add more concrete structural policy initiatives, without changing the plan’s general orientation nor giving up the sectorial and the consensus principles that form the basis of Norwegian policy making.

    Abstract: Avec derrière eux deux décennies de croissance soutenue du revenu disponible des ménages et, plus généralement, de leur niveau de vie, les Canadiens jouissent d’un bien-être enviable. Le PIB par habitant est plus élevé que la moyenne OCDE et le Canada se classe parmi les premiers pays membres de l’Organisation pour ce qui est des compétences des élèves. Ses habitants profitent d’un environnement plus préservé que la moyenne de l’OCDE et vivent par ailleurs en meilleure santé. Cela n’empêche pas que des disparités persistent – en effet toutes les catégories de population n’ont pas profité dans la même mesure de l’amélioration des conditions de vie par le passé. Le niveau des inégalités de revenu est proche de la moyenne OCDE et globalement stable depuis une quinzaine d’années, mais le système de prélèvements et prestations assure une redistribution moindre que ceux de la plupart des autres pays membres de l’Organisation. Parallèlement à cela, la croissance de la productivité marque le pas, réduisant d’autant la marge de progression du niveau de vie. Le défi transversal que constituent la persistance d’inégalités multidimensionnelles et la faible croissance de la productivité souligne la nécessité de revoir la fonction d’élaboration des politiques au Canada dans le but de favoriser une croissance plus vigoureuse et plus inclusive. À cet égard, on ne peut que se féliciter de la volonté affichée par le gouvernement de renforcer la classe moyenne et d’offrir à tous ceux qui travaillent dur la possibilité d’y accéder.

The OECD Programme for International Student Assessment (PISA) seeks to answer that question through the most comprehensive and rigorous international assessment of student knowledge and skills. The PISA 2015 Assessment and Analytical Framework presents the conceptual foundations of the sixth cycle of the triennial assessment. This revised edition includes the framework for collaborative problem solving, which was evaluated for the first time, in an optional assessment, in PISA 2015. As in previous cycles, the 2015 assessment covers science, reading and mathematics, with the major focus in this cycle on scientific literacy. Financial literacy is an optional assessment, as it was in 2012. A questionnaire about students’ background is distributed to all participating students. Students may also choose to complete additional questionnaires: one about their future studies/career, a second about their familiarity with information and communication technologies. School principals complete a questionnaire about the learning environment in their schools, and parents of students who sit the PISA test can choose to complete a questionnaire about the home environment. Seventy-one countries and economies, including all 35 OECD countries, participated in the PISA 2015 assessment.

    Abstract: This method provides information on health hazard likely to arise from short-term exposure to a test chemical by inhalation. It is a principle of the method that only moderately toxic concentrations are used so that ‘evident toxicity’, rather than death/moribundity is used as an endpoint, and concentrations that are expected to be lethal are avoided. Groups of animals of a single sex are exposed for a short period of time to the test chemical in a stepwise procedure using the appropriate fixed concentrations for vapours, dusts/mists (aerosols) or gases. Further groups of animals may be tested at higher concentrations in the absence of signs of evident toxicity or mortality at lower concentrations. This procedure continues until the concentration causing evident toxicity or no more than one death/ moribund animal is identified, or when no effects are seen at the highest concentration or when deaths/ moribundity occur at the lowest concentration. A total of five animals of one sex will normally be used for each concentration level investigated. The results of this study include: measurements (weighing at least weekly) and daily detailed observations, as well as gross necropsy. The method provides information on the hazardous properties and allows the substance to be classified for acute toxicity according to the Globally Harmonised System of classification and labelling of chemicals.

    Abstract: Since joining the OECD in 1996, Korea has made impressive progress in raising living standards. Over 1996-2016, the country closed the gross domestic product (GDP) per capita gap with the OECD average by 26 percentage points. Vibrant exports underpinned strong economic growth, with Korea becoming the eighth largest exporter in the world. The country’s focus on innovation (its R&D spending is the second highest in the OECD) combined with its highly skilled population (it is among the top performers in the OECD’s Programme of International Student Assessment) supported this success. However, the convergence of Korea’s living standards to those in the most advanced countries has stalled in recent years. Output growth has slowed from 4.4% annually over 2001-10 to 2.8% since 2011. The country faces strong competition from emerging economies, notably the People’s Republic of China in low- and medium-end markets, and with advanced economies in high-end markets. This makes it more difficult for Korea to further expand its global market share.

    Abstract: The OECD's Integrity Review of Mexico is one of the first peer reviews to apply the new 2017 Recommendation of the Council on Public Integrity. It assesses (i) the coherence and comprehensiveness of the evolving public integrity system; (ii) the extent to which Mexico’s new reforms cultivate a culture of integrity across the public sector; and (iii) the effectiveness of increasingly stringent accountability mechanisms. In addition, the Review includes a sectoral focus on public procurement, one of the largest areas of government spending in the country and is considered a high-risk government activity for fraud and corruption. The Review provides several proposals for strengthening institutional arrangements and improving vertical and horizontal co-ordination, closing remaining gaps in various existing legal/policy frameworks, instilling integrity values and ensuring the sustainability of reforms.

    Abstract: This is the OECD’s first Health System Review of Peru. It seeks to support Peru’s policy goal to attain universal health coverage by 2021, and build a high-performing health system with continuously improving accessibility, quality, efficiency and sustainability. Peru’s health care system is confronting a complex set of challenges. The population faces persistent rates of infectious diseases, alongside an increasingly heavy burden of non-communicable disease. Governance must simultaneously grapple with how to assure basic access – universal health coverage has still not been achieved, for instance – while prioritising efficiency and value for money, and improving care quality. This Health System Review of Peru makes a number of recommendations to strengthen performance of the health system, with a particular focus on the government-subidised health system – the Sistema Integral de Salud. Using examples of best practice drawn from OECD and Latin American health systems, the Review addresses how Peru can promote access to high quality care and achieve universal health coverage; take a more strategic approach to funding, budgeting, and purchasing; and become a data-driven health system that puts people at the centre.

    Abstract: This report assesses the state of Armenia’s sanitation services, which are in poor shape, and proposes ways forward for reforming the sector by: ensuring equitable access by all and identifying solutions that work for the poorest and most remote communities; generating economies of scale and scope, and reducing both investment and operational costs for the efficient delivery of sanitation services; and moving towards sustainable cost recovery for the sanitation sector, by identifying how much funding can be mobilised from within the sector and how much external transfers are required. The state of Armenia’s sanitation services are inadequate, with 51% of the population in rural areas using unimproved facilities, causing direct damage to the environment and exposing inhabitants to health risks, and better access but degraded sewerage-system infrastructure in urban areas, posing health hazards due to potential cross-contamination between sewage and drinking water. According to preliminary estimates, EUR 2.6 billion of investments will be required to meet Armenia’s sanitation needs, with approximately EUR 1 billion needing to be spent in the next 7 to 10 years. Given the country’s current economic situation, this investment will have to be spread over time and targeted to avoid further deterioration of infrastructure and increase of the financing gap.

These regions have unique geographical characteristics - low population density and a harsh climate - and face specific challenges due to an ageing population, long distances from markets, and high-cost land transport. However, high productivity growth is possible in low-density regions. This report sets out policy recommendations at cross-border, national and regional scales to enhance prosperity and well-being across the NSPA. This includes closer co-operation with national governments to address shared challenges and opportunities such as improving east-west transport connections and reducing occupational and skills barriers to labour mobility, and addressing barriers to business growth such as access to finance.

    Abstract: Interrelations between Public Policies, Migration and Development in Costa Rica is the result of a project carried out by the Centro Centroamericano de Población (CCP) at the University of Costa Rica and the OECD Development Centre, in collaboration with the Dirección General de Migración y Extranjeria (DGME) and with support from the European Union. The project aimed to provide policy makers with evidence on the way migration influences specific sectors – the labour market, agriculture, education, investment and financial services and social protection and health – and, in turn, how sectoral policies affect migration. The report addresses four dimensions of the migration cycle: emigration, remittances, return and immigration. The results of the empirical work confirm that migration contributes to the development of Costa Rica, but the potential of migration is not fully exploited. One explanation is that, despite the acknowledgement of the links between migration and development in recent legislation and policy, policy makers in Costa Rica do not sufficiently take migration into account in all respective policy areas. Costa Rica therefore needs to adopt a more coherent policy agenda to better integrate migration into development strategies, improve co-ordination mechanisms and strengthen international co-operation, to enhance the contribution of migration to development in the country.

    Abstract: Early childhood education and care (ECEC) can help lay the foundations for future skills development, well-being and learning. Having timely, reliable and comparable international information is essential to help countries improve their ECEC services and systems. For over 15 years, the OECD has been conducting policy analysis and gathering new data on ECEC. For the first time, this report brings together all the key ECEC indicators in one volume. It presents an exhaustive overview of ECEC systems and provision as well as trend data and information on recent reforms. The report takes a hard look at issues such as access and governance, equity, financing, curriculum, the teaching workforce and parent engagement. Key challenges for improving the ECEC sector are identified. With around 45 charts and data for the 35 OECD countries and a number of partner countries, the publication also includes a great deal of new material. It offers new data on ECEC provision and intensity of participation for children under the age of three (based on an improved typology of settings). It also presents new indicators on the profile of ECEC staff (e.g. level of qualification, teacher salary and organisation of working time) and on equity in access to ECEC. Weak labour market attachment of some groups in society reflects a range of barriers to working or moving up the jobs ladder. This report on Australia is the third country study published in a series of reports looking into strategies to encourage greater labour market participation of all groups in society with a special focus on the most disadvantaged. Labour market and activation policies are well developed in Australia. However, the gap in employment rates is still considerable for some groups of the population, including women with young children, disadvantaged youth, people with disability, people with mental health problems and the indigenous population. This report discusses the size of the gap and the - often multiple - barriers underlying low labour market participation of these groups, and it provides a non-exhaustive number of good practice policies and measures from other OECD countries which could guide Australia's policy development in the coming years.

    Abstract: Volume 7 of the Series compiles the OECD consensus documents for use in environmental risk assessment of transgenic organisms (biosafety) issued in 2016 and 2017. The first two chapters cover the biology of plant species (sorghum and tomato) and include elements of taxonomy, centres of origin, reproductive biology, genetics, outcrossing, crop production and cultivation practices, interactions with other organisms, main pests and pathogens, and biotechnological developments. The third chapter relates to Atlantic salmon, the first OECD biosafety publication to address an animal species. It describes the biology and ecology of wild salmon (including classification, life stages, reproduction, centres of origin, geographical distribution, population dynamics, interaction with other organisms) and of the farmed form (domestication, aquaculture rearing practices, biocontainment, interactions with the external environment). It also provides elements of genetics, research on genetically engineered salmon and resources for its risk assessment.

Elle recommande aussi d’adopter des règles qui ciblent les asymétries indirectes qui surviennent lorsque les effets d’un dispositif hybride sont importés dans un pays tiers. Ces recommandations s’accompagnent de commentaires et d’exemples qui illustrent comment elles doivent être appliquées. La deuxième partie du rapport décrit les modifications proposées au Modèle de Convention fiscale pour faire en sorte que les avantages des conventions fiscales soient octroyés aux entités hybrides (y compris aux entités à double résidence) uniquement lorsque les circonstances s’y prêtent. Cette partie examine également les interactions entre le Modèle de Convention fiscale de l’OCDE et les recommandations relatives au droit interne qui font l’objet de la première partie.

    Abstract: Peru has seen great progress towards the goal of providing universal health coverage to its population but still faces structural barriers to provide accessible and quality care . At the same time, Peru is going through a demographic and epidemiological transition, with an increasing disease burden from non-communicable diseases, with significant increases in cancer, CVD and diabetes, especially in urban areas. Measuring how the Peruvian health system is responding to these challenges requires a solid set of health sector statistics and indicators, underpinned by a robust health information system. The breadth and depth of data must be relevant and applicable to decision making at all levels of the health system, both to respond to national policy needs as well as comparing Peru in a regional and global context. This report assesses the status and availability of Peru’s routinely reported health sector data and statistics as well as the underlying data infrastructure. The report provides a set of recommendations to improve the health information system and to strengthen data coverage and comparability as Peru’s health care system develops.

    Abstract: This report puts forward policy recommendations for strengthening the performance and sustainability of the health care system in Costa Rica. There is much to praise in Costa Rica’s health care system: institutional stability; a closely integrated but well-differentiated provider arm, with strong primary care; a degree of inter-sectoral co-ordination that serves as a model of good practice; detailed and effective dialogue between users and health service managers; and, innovation around professional roles and the use of ICT that other health systems could learn from. All this leads to health outcomes on a par with several OECD economies. Nevertheless, serious strains are evident: spending is rising steeply, fuelled by salaries, fees and facility payments based on last year’s outlay. These spending increases are not always associated with improvement in services: waiting lists are excessively long and growing. The system is perhaps too stable: institutional rigidity and vested interests have stalled vital reforms, meaning that Costa Rica still lacks systematic application of DRGs and health technology assessment, despite attempts to bring them in.

    Abstract: This report discusses the main results of a project on how to reduce air pollution from urban public transport in Kazakhstan, by providing an analysis for designing a green public investment programme in this sector. This sector represents an opportunity for Kazakhstan to address key objectives in its environmental and climate-related policies as part of the country’s ambitions to transition to a green economic path of development. The investment programme is also designed to support the modernisation of the urban transport fleet in the country and stimulate the domestic market to shift to modern buses powered by clean fuels. The programme is foreseen to be implemented in two phases: the first covers the cities of Kostanay and Shymkent and the second, all major urban centres in Kazakhstan. These investments are expected to result in significant air improvement.

Para ayudar a los reguladores a definir cómo evaluar mejor su desempeño, la OCDE ha desarrollado un Marco para la Evaluación del Desempeño de los Reguladores Económicos (PAFER, por sus siglas en inglés) que observa a las instituciones, los procesos y las prácticas que ayudan a los reguladores a mejorar su impacto. Este informe aplica el PAFER a la gobernanza externa del sector energético de México y a sus tres órganos reguladores: la Agencia de Seguridad, Energía y Ambiente (ASEA), la Comisión Nacional de Hidrocarburos (CNH) y la Comisión Reguladora de Energía (CRE), luego de una reforma estructural del sector y de sus instituciones reguladoras. Su objetivo es estimular y nutrir el diálogo sobre políticas a nivel de país, regional e internacional, generando una base de evidencias para promover medidas colectivas futuras que fortalezcan la contribución de la cooperación eficaz al desarrollo a la implementación de Agenda para el Desarrollo Sostenible 2030 y la consecución de los Objetivos de Desarrollo Sostenible. El informe confirma la importancia de contar con principios y compromisos para fortalecer el enfoque del desarrollo en los resultados, velar por la apropiación nacional del proceso y la inclusión de las alianzas para el desarrollo, además de mejorar la transparencia y la rendición mutua de cuentas en torno a las gestiones en pos del desarrollo.

    Abstract: Interrelations between Public Policies, Migration and Development is the result of a project carried out by the European Union and the OECD Development Centre in ten partner countries: Armenia, Burkina Faso, Cambodia, Costa Rica, Côte d’Ivoire, the Dominican Republic, Georgia, Haiti, Morocco and the Philippines. The project aimed to provide policy makers with evidence on the way migration influences specific sectors – labour market, agriculture, education, investment and financial services, and social protection and health – and, in turn, how sectoral policies affect migration. The report addresses four dimensions of the migration cycle: emigration, remittances, return and immigration. The results of the empirical work confirm that migration contributes to the development of countries of origin and destination. However, the potential of migration is not yet fully exploited by the ten partner countries. One explanation is that policy makers do not sufficiently take migration into account in their respective policy areas. To enhance the contribution of migration to development, home and host countries therefore need to adopt a more coherent policy agenda to better integrate migration into development strategies, improve co-ordination mechanisms and strengthen international co-operation.

    Abstract: The OECD Review of Telecommunication Policy and Regulation in Mexico, released in 2012, provided a comprehensive examination of the sector at the time, highlighting potential areas for regulatory and policy reform. Since then, the Mexican telecommunication sector has experienced substantial progress both from a legal and regulatory perspective, but also with respect to current market dynamics. The changes derive, to an important extent, from the reform that has taken place in Mexico since 2013, which closely reflect the 2012 OECD recommendations. This report assesses subsequent market developments in the telecommunication and broadcasting sectors in Mexico, evaluates the implementation of the 2012 OECD recommendations, and puts forward a number of recommendations for the future. It records the remarkable progress made in implementing policy and regulatory changes and identifies areas where more can be done to continue the momentum that has brought tangible benefits to the people of Mexico.

    Abstract: This review introduces the background to and issues at stake in promoting equal partnerships in families in Germany. It encourages German policy makers to build on the important reforms since the mid-2000s to enable both fathers and mothers to have careers and children, and urges families to “dare to share”. To those ends it places Germany’s experience in an international comparison, and draws from the experience in, for example, France and the Nordic countries which have longstanding policies to support work-life balance and strengthen gender equality. The review starts with an overview chapter also explaining why and how equal sharing pays for families, children, the economy and society as a whole. The book presents current outcomes, policy trends, as well as detailed analysis of the drivers of paid and unpaid work and how more equal partnerships in families may help sustain fertility rates. The book examines policies to promote partnership, looking both at persistent shortcomings and progress achieved through reform since the mid-2000s. The book includes a set of policy recommendations designed to enable parents to share work and family responsibilities more equally.

    Abstract: Following a brief pause after the economic crisis, health expenditure is rising again in most OECD countries. Yet, a considerable part of this health expenditure makes little or no contribution to improving people's health. In some cases, it even results in worse health outcomes. Countries could potentially spend significantly less on health care with no impact on health system performance, or on health outcomes. This report systematically reviews strategies put in place by countries to limit ineffective spending and waste. On the clinical front, preventable errors and low-value care are discussed. The operational waste discussion reviews strategies to obtain lower prices for medical goods and to better target the use of expensive inputs. Finally, the report reviews countries experiences in containing administrative costs and integrity violations in health.
