Abstract: The people of East Greenland inhabit a small string of coastal land at the edge of the biggest island of the world. Long winters have always shaped daily life here, a life that has gone within a few generations from earth house to modernity, complete with helicopters, satellite TV and alcohol. This documentary shows us East Greenland today, the village in summer and winter, the family between seal hunting and computer games. It lets us experience in clear and poetical scenes normality in an extraordinary world, quietly observing events, faces, gestures that combine to form a portrait that is at the same time strange and strangely familiar.

Abstract: Abstract: This review contains the Main Findings and Recommendations of the Development Assistance Committee (DAC) and the report of the Secretariat. It was prepared with examiners from Belgium and Switzerland for the Peer Review Meeting on 10 October 2007. This peer review of Canada’s development co-operation programme highlights Canada’s renewed commitment to Africa; a promising approach toward fragile states, such as Haiti and Afghanistan; initiatives to make Canadian aid more effective, focusing on accountability and explaining results to the Canadian public and parliament; and strong commitment to good humanitarian donorship (GHD). Canada still faces some challenges, including: i) strengthening the mandate for development co-operation and for CIDA, while addressing some of the agency’s fundamental structural issues; ii) producing a policy for development co-operation which focuses on reducing poverty; iii) articulating an approach to policy coherence for development; iv) continuing to increase aid to meet Canada’s commitments made at Monterrey; v) focusing its aid on fewer partner countries in order to generate stronger impact and voice; and vi) galvanising the implementation of the Paris Declaration on Aid Effectiveness. These steps are needed if Canada’s performance is to match its ambition to become a leading player in the donor community.

Abstract: Earlier studies in the OECD project on decoupling estimated static models of crop production incorporating risk aversion, following the analytical framework in OECD (2001). In contrast, this paper studies primarily dynamic models of crop investment. The province of Manitoba is selected as an example of Canadian prairie crop production, and investment is defined as current expenditure on machinery and equipment for Manitoba crop production (the data are not crop specific). This is the first econometric study of dynamic crop investment decisions for Canada, and as far as can be ascertained this is the first econometric study for any country of dynamic crop investment under risk aversion. Econometric results are used to simulate impacts of agricultural programmes on crop investment.

It also reviews the effectiveness of mechanisms for investigating and prosecuting the offence of bribery of foreign public officials and related offences such as fraud and money-laundering. The report concludes with specific recommendations regarding prevention and detection, as well as prosecution and punishment. Key legal provisions to deter, prevent and fight corruption as submitted by Canada to the review process are also included.
