    Abstract: By decision dated 7 April 2009, Mr. Justice Hughes of the Federal Court of Canada denied an application for judicial review submitted by Linda Keen, the former President of the Canadian Nuclear Safety Commission (CNSC), by which she challenged the legality of the Order in Council which removed her as President. The court dismissed the application,2 finding that the decision had been lawful.

    Abstract: Abstract: This review contains the Main Findings and Recommendations of the Development Assistance Committee (DAC) and the report of the Secretariat. It was prepared with examiners from Belgium and Switzerland for the Peer Review Meeting on 10 October 2007. This peer review of Canada’s development co-operation programme highlights Canada’s renewed commitment to Africa; a promising approach toward fragile states, such as Haiti and Afghanistan; initiatives to make Canadian aid more effective, focusing on accountability and explaining results to the Canadian public and parliament; and strong commitment to good humanitarian donorship (GHD). Canada still faces some challenges, including: i) strengthening the mandate for development co-operation and for CIDA, while addressing some of the agency’s fundamental structural issues; ii) producing a policy for development co-operation which focuses on reducing poverty; iii) articulating an approach to policy coherence for development; iv) continuing to increase aid to meet Canada’s commitments made at Monterrey; v) focusing its aid on fewer partner countries in order to generate stronger impact and voice; and vi) galvanising the implementation of the Paris Declaration on Aid Effectiveness. These steps are needed if Canada’s performance is to match its ambition to become a leading player in the donor community.

    Abstract: Earlier studies in the OECD project on decoupling estimated static models of crop production incorporating risk aversion, following the analytical framework in OECD (2001). In contrast, this paper studies primarily dynamic models of crop investment. The province of Manitoba is selected as an example of Canadian prairie crop production, and investment is defined as current expenditure on machinery and equipment for Manitoba crop production (the data are not crop specific). This is the first econometric study of dynamic crop investment decisions for Canada, and as far as can be ascertained this is the first econometric study for any country of dynamic crop investment under risk aversion. Econometric results are used to simulate impacts of agricultural programmes on crop investment.

    Abstract: This report surveys the legal provisions and the institutions in place in Canada to combat bribery of foreign public officials and evaluates their effectiveness. It examines the mechanisms introduced in both the public and private sectors to prevent and detect acts of bribery of foreign public officials. It also reviews the effectiveness of mechanisms for investigating and prosecuting the offence of bribery of foreign public officials and related offences such as fraud and money-laundering. The report concludes with specific recommendations regarding prevention and detection, as well as prosecution and punishment. Key legal provisions to deter, prevent and fight corruption as submitted by Canada to the review process are also included.
