Abstract: "Extracting Reconciliation argues that reconciliation constitutes a critical contemporary mechanism through which colonialism is seeking to ensure continuing access to Indigenous lands and resources. Making use of two historical case studies concerned with the intersection of resource extraction, Crown/Inuit relations, and waste legacies in Nunavut, Turtle Island (Canada), the authors illuminate the mechanisms of colonial and neoliberal governance globally that promise reconciliation while delivering the status quo. Through Indigenous and non-Indigenous anticolonial and posthuman concepts and theories, the book engages with the inhuman politics of settler colonial extractivism, and explores the socio-ethical social justice dimensions, political possibilities, and environmental implications of a much more challenging and accountable reckoning between (settler) colonialism and Indigenous land rights. This book is of interest to students and scholars in gender studies, postcolonial studies, environmental studies, indigenous studies, and politics"--

Abstract: An innovative analysis of Indigenous strategies for overcoming the settler state. How do bureaucratic documents create and reproduce a state's capacity to see? What kinds of worlds do documents help create? Further, how might such documentary practices and settler colonial ways of seeing be refused?Settler Colonial Ways of Seeing investigates how the Canadian state has used documents, lists, and databases to generate, make visible-and invisible-Indigenous identity. With an archive of legislative documents, registration forms, identity cards, and reports, Danielle Taschereau Mamers traces the political and media history of Indian status in Canada, demonstrating how paperwork has been used by the state to materialize identity categories in the service of colonial governance. Her analysis of bureaucratic artifacts is led by the interventions of Indigenous artists, including Robert Houle, Nadia Myre, Cheryl L'Hirondelle, and Rebecca Belmore. Bringing together media theories of documentation and the strategies of these artists, Settler Colonial Ways of Seeing develops a method for identifying how bureaucratic documents mediate power relations as well as how those relations may be disobeyed and re-imagined.By integrating art-led inquiry with media theory and settler colonial studies approaches, Taschereau Mamers offers a political and media history of the documents that have reproduced Indian status. More importantly, she provides us with an innovative guide for using art as a method of theorizing decolonial political relations. This is a crucial book for any reader interested in the intersection of state archives, settler colonial studies, and visual culture in the context of Canada's complex and violent relationship with Indigenous peoples

Abstract: "What do we do in the bedroom? Do other people do the same? How often? Who with? Movies and the internet seem saturated in sex, but it’s difficult to separate fact from fiction, and real talk about our own sexual lives can feel uncomfortable. Sex in Canada pulls the covers off, breaking through myths with frank talk and hard facts. Tina Fetner delves into sex among singles and couples, marriage and monogamy, hooking up and committed relationships, guided by the results of her one-of-a-kind survey of adults aged eighteen to ninety. She shows us how the social forces that shape our lives also nudge our sexual behaviour into patterns that reflect the world around us. In applying the tools of social science to a formerly taboo topic, Sex in Canada offers the most accurate picture to date not just of Canadians’ sex lives but of why we act the way we do."--

Abstract: This book brings together leading scholars and practitioners from around the globe to examine the current roles of and future trends in local government structures and mechanisms in 16 different federal and federal-type countries. In doing so, this volume explores pressing topics such as the institutions of local government, constitutional recognition, financial management, intergovernmental relations, political culture, and the impact of the COVID-19 pandemic on the role of local government in federal systems. Contributors to this volume provide a timely and comprehensive account of the integral role local governments play in federal countries and offer fascinating perspectives on how these roles may change as individual federal systems evolve. These individual analyses are contextualized in a comparative perspective in order to gain a holistic understanding of the challenges and opportunities of various local government dynamics in different regions around the world. Abstract: "For some time, scholars have devoted considerable attention to the law as a force of repression, one that replicates and enforces structural inequalities through violence and legally sanctioned modes of punishment. But it is the means by which the law functions as a tool of governmentality that occupies the contributors to this volume. Through the exploration of how to deconstruct law's power, how to expose the violence the law produces, and finally how to identify modes of resistance that have transformative potential, these essays contribute to the ongoing interrogation of settler colonialism, racism, and structural violence in Canada."--

Abstract: "Illuminating the First Nations struggles against the Canadian state, It’s All about the Land exposes how racism underpins and shapes Indigenous-settler relationships. Renowned Kahnawà:ke Mohawk activist and scholar Taiaiake Alfred explains how the Canadian government’s reconciliation agenda is a new form of colonization that is also guaranteed to fail. Bringing together Alfred’s speeches and interviews from over the past two decades, the book shows that Indigenous peoples across the world face a stark choice: reconnect with their authentic cultures and values or continue following a slow road to annihilation. Alfred proposes a radical vision for contesting and confronting the ongoing genocide of the original peoples of this land: Indigenous Resurgence. This way of thinking, being, and practising represents an authentic politics that roots resistance in the spirit, knowledge, and laws of the ancestors. Set against the historic arc of Indigenous-settler relations in Canada and drawing on the rich heritage of First Nations resistance movements, It’s All about the Land traces the evolution of Indigenous struggle and liberation through the dynamic processes of oratory, dialogue, action, and reflection."--

Abstract: "Moving the museum : indigenous & Canadian Art at the AGO documents the reopening of the J.S. McLean Centre for Indigenous & Canadian Art with a renewed focus on the AGO's Indigenous art collection. The volume reflects the nation to nation treaty relationship that is the foundation of Canada, asking questions, discovering truths, and leading conversations that address the weight of history. Lavishly illustrated with more than 100 reproductions, Indigenous & Canadian Art at the AGO features the work of First Nations artists--including Carl Beam, Rebecca Belmore, and Kent Monkman--along with work by Inuit artists like Shuvinai Ashoona and Annie Pootoogook. Canadian artists include Lawren Harris, Kazuo Nakamura, Joyce Wieland, and many others. Drawing from stories about our origins and identities, the featured artists and essayists invite readers to engage with issues of land, water, transformation, and sovereignty and to contemplate the historic representation of Indigenous and Canadian art in museums. Contains a list of works at the back."--

Abstract: The paper discusses the implications of recent advances in artificial intelligence for knowledge workers, focusing on possible complementarities and substitution between machine translation tools and language professionals. The emergence of machine translation tools could enhance social welfare through enhanced opportunities for inter-language communication but also create new threats because of persisting low levels of accuracy and quality in the translation output. The paper uses data on online job vacancies to map the evolution of the demand for language professionals between 2015 and 2019 in 10 countries and illustrates the set of skills that are considered important by employers seeking to hire language professionals through job vacancies posted on line.

Abstract: Québec is mobilised to become an innovation and entrepreneurial leader in North America, giving higher education institutions (HEIs) a central role in this drive. HEIs are pivotal in developing skills and nurturing talent, connecting and contributing to their communities, including firms, public authorities and civil society. The Stratégie québécoise de recherche et d’investissement en innovation (SQRI) has placed HEIs at the fore front of the provincial innovation and entrepreneurship efforts, including with an explicit spatial approach, through the “innovation zones”. This review assesses the “geography of higher education” in Québec through the examination of ten case study HEIs. These case studies represent examples of innovative and entrepreneurial HEIs that support entrepreneurship and innovation in their communities. In particular, the case studies tell the story of the province of Québec in creating sustainable entrepreneurship and innovation, connecting actors and mobilising resources and policies. The review offers actionable policy recommendations to generate further progress in this direction.

Abstract: Schools are perfect hubs for social and emotional learning, but are they ready for this task? To address this question, this Spotlight reports previously unpublished findings from the OECD’s Survey on Social and Emotional Skills (SSES) and discusses their implications for education policy and practice. Both an active promotion in schools and extensive learning opportunities for teachers on relevant topics provide a fertile ground for an effective social and emotional education. They boost teachers’ self-efficacy and use of active learning pedagogies, as well as quality relationships at school. The Spotlight also points to important differences for teachers of 10- vs. 15-year-old students that can explain higher skills at a younger age. Younger students benefit more often from key elements of an effective social and emotional education in school, i.e. the evaluation of their social and emotional skills and teachers teaming up with parents to reinforce skill promotion. Teachers of 10-year-olds are also more intensively trained and requested to promote social and emotional learning in their work.

Abstract: This study responds to six key questions about the impact that the demand for Artificial Intelligence (AI) skills is having on labour markets. What are the occupations where AI skills are most relevant? How do different AI-relevant skills combine in job requirements? How quickly is the demand for AI-related skills diffusing across labour markets and what is the relationship between AI skill demands and the demand for cognitive skills across jobs? Finally, are AI skills leading to a wage premium and how different are the wage returns associated with AI and routine skills? To shed light on these aspects, this study leverages Natural Language Processing (NLP) algorithms to analyse the information contained in millions of job postings collected from the internet.

Abstract: New OECD surveys of employers and workers in the manufacturing and finance sectors of seven countries shed new light on the impact that Artificial Intelligence has on the workplace —an under-researched area to date due to lack of data. The findings suggest that both workers and their employers are generally very positive about the impact of AI on performance and working conditions. However, there are also concerns, including about job loss—an issue that should be closely monitored. The surveys also indicate that, while many workers trust their employers when it comes to the implementation of AI in the workplace, more can be done to improve trust. In particular, the surveys show that both training and worker consultation are associated with better outcomes for workers.

Abstract: As societies become increasingly digital, cyber security has become a priority for individuals, companies and nations. The number of cyber attacks is exceeding defence capabilities, and one reason for this is the lack of an adequately skilled cyber security workforce. This report analyses the demand for cyber security professionals in Australia, Canada, New Zealand, the United Kingdom and the United States using information contained in online job postings. The analysis looks at recent trends in the demand for workers in different types of cyber security roles, the geographical distribution of cyber security job postings, and the changing skill requirements for professionals in this field. The report also looks at the supply side, zooming in on the landscape of cyber security education and training programmes in England (United Kingdom). It describes the different types of programmes provided in further and higher education, the profile of learners in these programmes and their outcomes. Finally, the report also looks at policies and initiatives adopted in England to make cyber security education and training programmes more accessible and relevant. This report is part of a larger initiative examining the evolution of policies and experiences in the cyber security profession around the world.

Abstract: Canada has an ambitious plan to reduce the economy’s net emissions to zero by 2050. This will require a step change in mitigation action, with deep energy savings and near economy-wide replacement of fossil fuels with clean energy. Achieving this while minimising negative impacts on activity and living standards will be challenging. Canada is already using a range of policy instruments to propel its green transition – including carbon pricing, regulations, investment incentives, and public procurement of green technology. This Paper explores reforms that could make climate policies work better together to lock in both deep emissions reductions and strong economic growth. As with important efforts to prepare communities for the impacts of climate change, Canada’s provinces and territories will play a key role in the country’s green transition.

Abstract: This paper estimates the data intensity of occupations/sectors (i.e. the share of job postings per occupation/sector related to the production of data) using natural language processing (NLP) on job advertisements in the United Kingdom, Canada and the United States. Online job advertisement data collected by Lightcast provide timely and disaggregated insights into labour demand and skill requirements of different professions. The paper makes three major contributions. First, indicators created from the Lightcast data add to the understanding of digital skills in the labour market. Second, the results may advance the measurement of data assets in national account statistics. Third, the NLP methodology can handle up to 66 languages and can be adapted to measure concepts beyond digital skills. Results provide a ranking of data intensity across occupations, with data analytics activities contributing most to aggregate data intensity shares in all three countries. At the sectoral level, the emerging picture is more heterogeneous across countries. Differences in labour demand primarily explain those variations, with low data-intensive professions contributing most to aggregate data intensity in the United Kingdom. Estimates of investment in data, using a sum of costs approach and sectoral intensity shares, point to lower levels in the United Kingdom and Canada than in the United States.

Abstract: This report examines Alberta's labour market trends, focusing on the impact of economic downturns, the COVID-19 crisis, and digital transformation. This study uses real-time labour market data, drawn from online job postings, to offer a granular perspective on demand dynamics across various sectors and occupations. The analysis in the report identifies emerging labour shortages in Alberta due to mega-trends such as digitalisation, AI adoption, automation, and population ageing and discusses key challenges such as youth unemployment and sector-specific labour shortages. The analysis in this report provides insights for policy makers, suggesting a need to support growing sectors, enhance digital skills development, address demand for health workers, and improve youth job access.

Abstract: "Since the 2010s, all levels of governments in Canada have gradually initiated social procurement as a policy tool to further their social values and political agendas. Social enterprises of various shapes and sizes across the country have served as partners in the execution of those agendas. Selling Social examines the experiences of these enterprises in social procurement and social purchasing. Selling Social presents the findings of a three-year Canadian research project detailing experiences of work integration social enterprises (WISEs) selling their goods and services to organizational purchasers, including governments, businesses, and non-profit organizations. Drawing on survey findings and interviews, the book explores a diverse group of social enterprises from across Canada, showcasing their successes and their challenges based on real-life examples to aid social enterprises that are considering this path. The book emphasizes the importance of including social and environmental considerations in procurement and purchasing decisions, particularly at larger scales and through public policy. In doing so, Selling Social extends the understanding of social enterprises beyond their social and economic outcomes and into the broader movement toward responsible procurement and purchasing."--

Abstract: This volume explores the bodies that are subjects and objects of violence; bodies that, by simply being, narrate their traumatic experience. Contributors attune to the dialogic and hybrid relations that connect bodies and environments, and to the horizons of imaginative, future-worldbuilding possibilities that they open through acts of transmission, translation, and transfer. Refracting to something other than the body’s own physicality – to multiple (multidirectional) networks – the chapters in this volume map and weave an ecosystem of interlacing bodies that are human, animal, vegetal, natural and technological; that are both singular and collective (i.e. a social body); that are situated in both the physical and virtual space; that are mythological and ephemeral; and that express naturecultural entanglements

Abstract: "Ethnic minority groups in Canada have set up their own communication infrastructure that has evolved over time from the analogue to digital age, and continues to remain relevant across generations. Offering a reassessment of contemporary media outlets, The Handbook of Ethnic Media in Canada asks how ethnic media have changed, why they continue to be relevant, and what impact this media sector has on ethnocultural communities as well as broader society. Building on past studies that highlight particular functions of ethnic media--offering information that is vital to settlement and civic engagement and providing an alternative to mainstream media, among others--this volume offers insights on new dynamics of the ethnic media sector that are prevalent in the digital age. Contributors offer a reassessment of theoretical and methodological approaches to ethnic media research, explore the practices of ethnic media along cultural, linguistic, and religious lines, and interrogate the policies that affect ethnic media production and consumption. At its core, the question of how Canadians engage with ethnic media is a question about what this media sector means for the sociocultural, economic, and political integration of Canadians, both majority and minority, and Canada’s race relations."--

Abstract: "For six weeks in 2012-13, Attawapiskat chief Theresa Spence undertook a high-profile ceremonial fast to advocate for improved Canadian-Indigenous relations. Life against States of Emergency responds to the central question she asked the Canadian public to consider: What does it mean to be in a treaty relationship today? This incisive research weaves together community-engaged research, Attawapiskat lived experiences, discourse analysis, ecofeminist and Indigenous studies scholarship, art, activism, and storytelling to advance a transformative, future-oriented approach to treaty relations. By centring community voices, Life against States of Emergency seeks to cultivate democratic dialogue about environmental justice."--

Abstract: "The thirteenth-century Muslim mystic and poet Jalal al-Din Rumi (1207-73) is a popular spiritual icon. His legacy is sustained within the mystical and religious practice of Sufism, particularly through renditions of his poetry, music, and the meditation practice of whirling. In Canada, practices associated with Rumi have become ubiquitous in public spaces, such as museums, art galleries, and theatre halls, just as they continue to inform sacred ritual amongst Sufi communities. The Dervishes of the North explores what practices associated with Rumi in public and private spaces tell us about Sufism and spirituality, such as sacred, cultural, and artistic expressions in the Canadian context. Using Rumi and contemporary expressions of poetry and whirling associated with him, the book captures the lived reality of Sufism through an ethnographic study of communities in Toronto, Montreal, and Vancouver. Drawing from conversations with Sufi leaders, whirling dervishes, and poets, Merin Shobhana Xavier explores how Sufism is constructed in Canada, particularly at the nexus of Islamic mysticism, Muslim diaspora, spiritual commodity, popular culture, and universal spirituality. Inviting readers with an interest in religion and spirituality, The Dervishes of the North illuminates how non-European Christian traditions, like Islam and Sufism, have informed the religious and spiritual terrain of Canada."--

Abstract: "Making History is an unprecedented reflection on the positioning of Black history and art within the Canadian cultural landscape. Featuring boundary-breaking artists and others from the art world, Making History brings together poems, artist statements, and art portfolios that showcase a careful and thoughtful understanding of Black aesthetics. This beautifully illustrated book also discusses the presence of Black contemporary art in Canadian institutions and offers artistic perspectives on contemporary and historical art practices. The many voices and points of view within this publication present ideas that corroborate the state of cultural emergency in which we are living, where museums are rethinking and rewriting the stories of their collections. The book explores alternate ways of approaching the relationship between institutions, artists, and audiences, emphasizing the significance of collaboration, resisting hierarchical and hegemonic curatorial practices, and making room for multiple perspectives to bring about transformative change. Through powerful essays and striking visual art, Making History highlights the dynamism and complexity of African and diasporic experiences seen through the lens of museological interventions and artistic practices at large."--

Abstract: Amy Lai examines the current free speech crisis in Western universities. She studies the origin, history, and importance of freedom of speech in the university setting, and addresses the relevance and pitfalls of political correctness and microaggressions on campuses, where laws on harassment, discrimination, and hate speech are already in place, along with other concepts that have gained currency in the free speech debate, including deplatforming, trigger warning, and safe space. Looking at numerous free speech disputes in the United Kingdom, the United States, and Canada, the book argues for the equal application of the free speech principle to all expressions to facilitate respectful debates. All in all, it affirms that the right to free expression is a natural right essential to the pursuit of truth, democratic governance, and self-development, and this right is nowhere more important than in the university

Abstract: "With honesty, love, and humour, in this moving memoir, Kelly S. Thompson explores her relationship with her older sister, Meghan. Tested by addiction, abuse, and illness, the sisters' relationship crumbles, only to be rebuilt into an everlasting bond. Kelly Thompson, and her older sister, Meghan, are proof that sisterhood doesn't always equate to friendship. While they were mostly temperamental opposites, growing up in a military family forged their connection--Kelly, an anxious child, looked to her big sister for protection, and Meghan, who was being treated for kidney cancer, adored her younger sister. But when, as a teenager, Meghan becomes addicted to cocaine and opioids, putting the family under new strain, Kelly is forced to reevaluate her family role as her relationship with Meghan is torn apart. As time passes, the distance between the sisters only increases as Meghan slips deeper into addiction and chooses a series of abusive partners. Meanwhile, Kelly sets her own course, enrolling in the military at eighteen, moving across the country and marrying the love of her life, while pursuing her dream of becoming a writer. It's only when Meghan becomes a mother that she and Kelly tentatively begin to face past hurts and reexamine what sisterhood really means. Just as they reunite, Meghan is diagnosed with terminal cancer the day after the birth of her second child. Now, as the family reels at the prospect of the biggest loss, Kelly and Meghan will draw on their mutual dark sense of humour and deep understanding of each other, to share all they can in the time that they have. At once funny, inspiring, and heartbreaking, Still, I Cannot Save You is a story about addiction, abuse, tragedy, and illness, but above all, it is a powerful portrait of an enduring love between two sisters."--

Abstract: "Disaster Songs as Intangible Memorials in Atlantic Canada draws on a collection of over 500 Atlantic Canadian songs relating to disasters from 1891 up until the present, and describes the characteristics that define them as intangible memorials. The book demonstrates the relationship between vernacular memorials - informal memorials collectively and spontaneously created from objects and notes by the general public - and disaster songs. Author identifies the features that define vernacular memorials, and applies them to disaster songs: spontaneity; ephemerality; importance of place; motivations and meaning-making; content, as well as the role of media in inspiring and disseminating memorials and songs"--

Abstract: "Many believed the twentieth century would be the century of the child: an era in which modern societies would value and protect children, sheltering them from violence and poverty. Yet this hopeful vision was marred by the harsh realities of migration, displacement, and armed conflict. Small Stories of War grapples with the meanings and memories of childhood and wartime by asking new questions about lived experience. Spanning the First World War to the early twenty-first century and featuring chapters about Canada, Australia, Germany, the former Yugoslavia, Rwanda, and northern Uganda, this volume asks how young people encountered and responded to armed conflict. How did children, youth, and their families make sense of war in the violent twentieth century? How have they shared their stories and experiences of violence and trauma? Analyzing a broad range of sources including family letters, oral history, and children’s artwork, contributors offer important insights into the production of historical knowledge with and about young people. Engaging with cutting-edge debates about emotions, temporality, space, and young people as political actors, Small Stories of War offers compelling new research and an interpretive toolkit that will benefit scholars from across the social sciences and humanities."

Abstract: This critical socio-legal history probes pretrial accusations through which colonial criminal law forged social orders for settler-colonialism across western Canada, focusing on Alberta, 1874-1884. Following military intelligence, a Northwest Mounted Police force was established to compel Dominion law. That force began by deploying accusatory theatres to receive information about crimes, arrest suspects, and decide via preliminary examination who to send to trial. George Pavlich draws on exemplary performances of colonial accusation to show how police officers and justices of the peace translated local social lore into criminal law. These performances reflected intersecting powers of sovereignty, disciplinarily, and biopolitics; they held accused individuals legally culpable for crimes and obscured social upheavals that settlers brought. Reflecting on colonial legacies within today's vast and unequal criminalizing institutions, this book proposes that we seek new forms of accusation and legality, learning from Indigenous laws that tackle individual and collective responsibilities for societal disquiet

Abstract: "An incisive, innovative, and inviting take on fighting oppression and fighting for racial justice. Racism is a real and present danger. But how can you fight it if you don't know how it works or where it comes from? Using a compelling mix of memoir, cultural criticism, and anti-oppressive theory, Khodi Dill breaks down how white supremacy functions in North America and gives readers tools to understand how racism impacts their lives. From dismantling internalized racism, decolonizing schools, joining social justice movements and more, Dill lays out paths to personal liberation and social transformation. Vibrant, dramatic collages by stylo starr complement Dill's propulsive voice. Fueled by joy and hope as much as by rage and sorrow, this groundbreaking book empowers racialized young people to be confident in their identities and embrace the fullness of their futures."--

Abstract: "Systemic Islamophobia in Canada presents critical perspectives on systemic Islamophobia in Canadian politics, law, and society, and maps areas for future research and inquiry. Authors consist of both scholars and professionals who encounter in the ordinary course of their work the--sometimes banal, sometimes surprising--operation of systemic Islamophobia. Centering the lived realities of Muslims chiefly in Canada, but internationally as well, the contributors identify the limits of democratic accountability in the operation of our shared institutions of government. Intended as a guide, the volume identifies important points of consideration that have systemic implications for whether, how, and under what conditions Islamophobia is enabled and perpetuated, and in some cases even rendered respectable policy or bureaucratic practice in Canada. The essays are designed as gestures to future researchers on Islam and Muslims in Canada who may take the introduction as inspiration for their own research. Ultimately, Systemic Islamophobia in Canada identifies a range of systemically Islamophobic sites in Canada to guide tomorrow's researchers and policy makers in fulfilling the promise of an inclusive democratic Canada."--

Abstract: "With the vast majority of healthcare and social workers identifying as women, the vanguard of the COVID-19 response was distinctly gendered. In Conscripted to Care, Julia Smith introduces us to the women who faced the worst effects of the pandemic and the inequities it exposed. Through clear prose and fascinating critical analysis, she documents their largely unseen contributions and sacrifices, both professionally and domestically. Drawing on interviews and focus groups with nearly 200 women from a range of backgrounds and occupations, Smith reveals how structural inequality put women on the frontlines of the pandemic response, yet with inadequate resources and little voice in decision-making. Women not only shouldered the triple burden of paid work, unpaid care, and mental load, but also increased emotional labour. While some women were categorized as "essential," others remained in the shadows--all faced unsustainable workloads, moral distress, and burnout, while continuing to demand better services for those in their care. An analysis of Canada's COVID-19 response from the perspective of those who staffed it, Conscripted to Care presents crucial lessons for those interested in public health and how it relates to gender and economic equality, as well as public policy."--

Abstract: "Historically, national borders have evolved in ways that serve the interests of central states in security and the regulation of trade. This book explores the Canada and US border and security policies that have evolved from successive trade agreements since the 1950s, punctuated by new and emerging challenges to security in the twenty-first century. The sectoral and geographical diversity of crossborder interdependence of what remains the world's largest bilateral trade relationship makes the US and Canada border a living laboratory for studying the interaction of trade, security, and other border policies that challenge traditional centralized approaches to national security. The book's findings show that border governance straddles multiple regional, sectoral, and security scales in ways rarely documented in such detail. These developments have precipitated an Open Border Paradox: extensive, regionally varied flows of trade and people have resulted in a series of nested but interdependent security regimes that function on different scales and vary across economic and policy sectors. These realities have given rise to regional and sectoral specialization in related security regimes. For instance, just-in-time automotive production in the Great Lakes region varies considerably from the governance of maritime and intermodal trade (and port systems) on the Atlantic and Pacific coasts, which in turn is quite different from commodity-based systems that manage diverse agricultural and food trade in the Canadian Prairies and U.S. Great Plains"--

Abstract: "In Diversity, Crime, and Justice in Canada hate-crime specialist Barbara Perry brings together 16 of the country's leading scholars to address issues of inequality as they intersect with crime and social justice. Students will discover how collective identities—not just of race, class, and gender, but of religion, ability, sexuality, age—play a crucial part in determining the nature of an individual’s encounter with the criminal justice system. Integrating themes of history and context, power and powerlessness, and social and political action throughout, the text examines the concept of difference, the specific issues that different groups face with respect to the justice system, and the kinds of reform necessary to mitigate inequalities. Thoroughly updated throughout, the third edition includes the latest statistics, references, and topics—including new content on the COVID-19 pandemic, Black Lives Matter, Missing and Murder Indigenous Women and Girls, and Truth and Reconciliation."--

Abstract: "An indigenized, de-colonized world view for Indigenous leaders and academics seeking a path to reconciliation. Indigenization within the academy and the idea of truth and reconciliation within Canada have been seen as the remedy to correct the relationship between Indigenous Peoples and Canadian society. While honourable, these actions are difficult to achieve given the Western nature of institutions in Canada and the collective memory of its citizens, and the burden of proof has always been the responsibility of Anishinabeg. Authors makwa ogimaa (Jerry Fontaine) and ka-pi-ta-aht (Don McCaskill) tell their di-bah-ji-mo-wi-nan (personal stories) to understand the cultural, political, social, and academic events in the past fifty years of Ojibway-Anishinabe resistance in Canada. They suggest that Ojibway-Anishinabe i-zhi-gay-win zhigo kayn-dah-so-win (Anishinabe ways of doing and knowing) can provide an alternative way of living sustainably in the world. This distinctive world view as well as values, language, and ceremonial practices can provide an alternative to Western political and academic institutions and peel away the layers of colonialism, violence, and injustice, speaking truth and leading to true reconciliation."--

Abstract: "In the words of Cayuga Elder Gae Ho Hwako Norma Jacobs: "We have forgotten about that sacred meeting space between the Settler ship and the Indigenous canoe, ǫ da gaho dḛ:s, where we originally agreed on the Two Row, and where today we need to return to talk about the impacts of its violation." Ǫ da gaho dḛ:s highlights the Indigenous values that brought us to the sacred meeting place in the original treaties of Turtle Island, particularly the Two Row Wampum, and the sharing process that was meant to foster good relations from the beginning of the colonial era. The book follows a series of Indigenous sharing circles, relaying teachings by Gae Ho Hwako and the responses of participants - scholars, authors, and community activists - who bring their diverse experiences and knowledge into reflective relation with the teachings. Through this practice, the book itself resembles a teaching circle and illustrates the important ways tradition and culture are passed down by Elders and Knowledge Keepers. The aim of this process is to bring clarity to the challenges of truth and reconciliation. Each circle ends by inviting the reader into this sacred space of ǫ da gaho dḛ:s to reflect on personal experiences, stories, knowledge, gifts, and responsibilities. By renewing our place in the network of spiritual obligations of these lands, Ǫ da gaho dḛ:s invites transformations in how we live to enrich our communities, nations, planet, and future generations."--

Abstract: Comprehensive and coordinated action across levels of government responsible for different policy domains (labour, education, housing and welfare/health) as well as across local actors is crucial to migrant integration. To respond to this need for co-ordination, different policy instruments are mobilised by countries. This paper presents six of them, to illustrate three categories of practices supporting migrant integration through better multi-level co-ordination: · Reinforcing co-ordination (financial, human, technical) between levels of governments and private actors such as businesses or non-governmental organisations to foster migrant integration and retention: The Canadian Atlantic Immigration Pilot (AIP) and the French Territorial Contracts for the Reception and Integration of Refugees (CTAIR); · Resolving information and evaluation asymmetries: Vienna (Austria) Integration and Diversity Monitor and the German Network IQ; · Illustrating the positive externalities of territorial development and investment programmes on migrant integration and social cohesion: The Italian Inner Areas Strategy and the French Urban Policy.

    Keywords: Berufsberatung ; Karriereplanung ; Erwerbsverlauf ; Kanada ; Education ; Employment ; Canada
Abstract: In the context of considerable labour market change, many adults in Canada are being challenged to consider alternative career paths, and to upskill or retrain. Career guidance has the potential to facilitate employment transitions: not only from the education system to the labour market, but also from unemployment to employment, and from declining to growing sectors. This study assesses the career guidance services that are available for adults in Canada, and puts them into an international perspective. New survey data show that Canada performs well in an OECD comparison with respect to the quality of career guidance, but there is room to strengthen the provision and accessibility of services. The report provides concrete recommendations to encourage greater and more inclusive use of adult career guidance, and to promote high-quality service provision.

Abstract: Indigenous peoples have rightful aspirations for their languages and cultures, supported under international conventions, jurisdictional treaties, laws, policies and enquiry recommendations. Additionally, the inclusion of Indigenous languages in education can impact positively on Indigenous students’ learning, engagement, identity and well-being, and can increase involvement of their communities in education. This working paper provides an overview of Indigenous languages learning in Aotearoa New Zealand, Australia and Canada. These three jurisdictions participate in an OECD initiative Promising Practices in Supporting Success for Indigenous Students, designed to help education systems to improve the experiences and outcomes of Indigenous students in education. The significance of Indigenous languages constitutes common ground between the diverse Indigenous peoples in these three countries. But learning in Indigenous languages and learning Indigenous languages follow diverse pathways with local language programme designs that fit the different historical and contemporary language contexts within and between the countries.

Abstract: As data become an important resource for the global economy, it is important to strengthen trust to facilitate data sharing domestically and across borders. Significant momentum for related policies in the G7, and G20, has gone hand in hand with a wide range of – often complementary – national and international initiatives and the development of technological and organisational measures. Advancing a common understanding and dialogue among G7 countries and beyond is crucial to support coordinated and coherent progress in policy and regulatory approaches that leverage the full potential of data for global economic and social prosperity. This report takes stock of key policies and initiatives on cross-border data flows to inform and support G7 countries’ engagement on this policy agenda.

Abstract: Teachers and in-company trainers are central to vocational education and training (VET), as they support the school-to-work transitions of learners from diverse backgrounds. VET teachers develop learners’ skills in school-based settings, while in-company trainers support learners during their time in work-based learning. Countries use different strategies to ensure an adequate supply of well-prepared VET teachers and trainers. This report focuses on two aspects: entry requirements for the VET teaching and training profession to ensure quality and consistency; and initial education and training for VET teachers and trainers to ensure that they are well-prepared when taking up their role. It draws lessons from policies and practices in Canada, Denmark, Germany, the Netherlands and Norway for developing a skilled teaching and training workforce through entry requirements and training, while maintaining sufficient flexibility.

Abstract: Being able to swim empowers individuals to make choices, have agency, and be free to choose core aspects of their life, such as working safely on or near water. It is also associated with lifelong health benefits and reduces the risk of drowning. Using data from the Lloyd’s Register Foundation World Risk Poll 2019, this paper provides the first global estimates of adults’ ability to swim without assistance. Individuals in high-income countries are considerably more likely to report being able to swim without assistance than individuals in low-income countries. Disparities also exist within countries. In particular, women are less likely to be able to swim without assistance than men in virtually all countries, birth cohorts, and levels of education. Investing in reducing inequalities in life skills, such as swimming, can foster economic development and empowerment, especially in light of threats, such as climate change.

Abstract: "From healing to astronomy to our connection to the natural world, the lessons from Indigenous knowledge inform our learning and practices today. How do knowledge systems get passed down over generations? Through the knowledge inherited from their Elders and ancestors, Indigenous Peoples throughout North America have observed, practiced, experimented, and interacted with plants, animals, the sky, and the waters over millennia. Knowledge keepers have shared their wisdom with younger people through oral history, stories, ceremonies, and records that took many forms. In Sky Wolf's Call, award-winning author team of Eldon Yellowhorn and Kathy Lowinger reveal how Indigenous knowledge comes from centuries of practices, experiences, and ideas gathered by people who have a long history with the natural world. Indigenous knowledge is explored through the use of fire and water, the acquisition of food, the study of astronomy, and healing practices."--

Series Statement: IEA Energy Policy Reviews
    Keywords: Energiepolitik ; Energiewirtschaft ; Kanada ; Energy ; Canada ; Amtsdruckschrift
Abstract: The International Energy Agency (IEA) regularly conducts in-depth peer reviews of the energy policies of its member countries. This process supports energy policy development and encourages the exchange of international best practices and experiences. Since the last IEA review in 2015, Canada has made a series of enterprising international and domestic commitments to put the country on a path towards transforming its energy system, including a target to cut greenhouse gas emissions by 40‑45% by 2030 from 2005 levels and to reach net zero emissions by 2050. Canada’s energy transformation presents both challenges and opportunities given its profile as a major producer, consumer and exporter of energy, and its highly decentralised government system. The sizeable weight of fossil fuel production in employment and economic output means strong attention should be placed on ensuring a people-centred approach to Canada’s clean energy transition. Canada has a number of policy measures in place, including an ambitious carbon pricing scheme, clean fuel regulations, a commitment to phase out unabated coal use by 2030, nuclear plant extensions, upstream methane regulations, energy efficiency programmes, and measures to decarbonise the transport sector. In this report, the IEA provides energy policy recommendations to help Canada effectively manage the transformation of its energy sector in line with its goals.

Abstract: OECD countries deliver publicly-funded employment services through different institutional arrangements. While in most OECD countries the majority of such services are delivered by public employment services, in two in five OECD and EU countries (or regions) they are partly or fully contracted out to external providers, including for-profit and not-for-profit entities. Contracting out employment services to outside providers offers many potential benefits: an increased flexibility to scale capacity in line with changes in unemployment, the possibility of offering services more cost-effectively, the option to better tailor services through the use of specialised service providers and the possibility to offer jobseekers choice of providers. However, achieving these benefits will depend on the actual design and monitoring of the contracting arrangements that are put in place. Focusing on the job brokerage, counselling and case-management employment services typically provided by public agencies, this paper reviews the experiences of OECD countries that have contracted out employment services through outcome-based payment schemes. It highlights the need to carefully consider questions related to the design and implementation of this form of contracting: fostering competition amongst potential providers, setting appropriate minimum service requirements and prices for different client groups, and ensuring the accountability of providers through monitoring and evaluations. These issues are discussed based on country examples, which are also detailed in factsheets contained in the online annex of the paper.

Abstract: Combatting climate change is among the most critical issues on the global policy agenda. The transition towards a greener economy will require a pivot towards more sustainable production processes and consumption patterns. Entrepreneurs have the potential to be a major driving force behind this effort through their capacity to develop and propagate innovative green solutions. To unlock this potential, it is crucial for policy makers to implement appropriate policies and measures that enable green entrepreneurs to thrive. This report identifies lessons from international policy practices in stimulating and supporting green entrepreneurship from three case study countries – Canada, Germany and Israel – to inform Denmark about effective policy practices and pitfalls to avoid as it implements initiatives to strengthen its green transition. Recommendations are offered across a number of areas such as promoting greater co-ordination between relevant policy actors, strengthening specialised support for green entrepreneurs and building green markets.

Abstract: Understanding adults’ attitudes towards the environment is necessary to gauge the opportunities and challenges of creating effective and politically-feasible climate policies. Using data from the Wellcome Global Monitor 2020, the European Social Survey (Round 8), World Values Survey and EM-DAT, this paper examines how adults’ environmental attitudes vary within and across countries and details how environmental attitudes are associated with adults’ engagement in pro-environmental behaviours and support for environmentally-friendly policies. The paper explores whether the extent to which individuals prioritise the environment over the state of the economy or vice versa depends on individuals’ exposure to natural disasters or negative labour market conditions. Results indicate that people’s economic vulnerability and the sectors they work in impact their attitudes towards their environment and support for public policy. Furthermore, the findings suggest that increases in unemployment and exposure to natural disasters influence the extent to which individuals prioritise the environment.

Abstract: A first step to implement effective migrant integration policies is to know who does what in policy sectors key to integration. Responding to this need, this paper offers policy makers a tool to understand the organisation of public action in key sectors for integration - Employment, Education, Housing, and Health/Welfare – in a sample of 10 OECD countries: Austria, Canada, France, Germany, Ireland, Italy, New Zealand, Spain, Sweden and the Netherlands. The complexity of the division of powers among levels of government calls for coordination mechanisms between actors, whatever the level of decentralisation. Besides, it throws lights on subnational governments’ role in integrating migrants and enabling them to participate to local development for the benefits of all. The geographic differences that exist in migrant presence and outcomes mean countries should build on local authorities' knowledge of local realities, aptitudes to coordinate different policy fields at the relevant scale and cooperate with non-governmental organisations.

All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

Abstract: Gross domestic product (GDP) is the standard measure of the value of final goods and services produced by a country during a period minus the value of imports. This subset of Aggregate National Accounts comprises comprehensive statistics on gross domestic product (GDP) by presenting the three different approaches of its measure of GDP: output based GDP, expenditure based GDP and income based GDP. These three different measures of gross domestic product (GDP) are further detailed by transactions whereby: the output approach includes gross value added at basic prices, taxes less subsidies, statistical discrepancy; the expenditure approach includes domestic demand, gross capital formation, external balance of goods and services; and the income approach includes variables such as compensation of employees, gross operating surplus, taxes and production and imports. Gross domestic product (GDP) data are measured in national currency and are available in current prices, constant prices and per capita starting from 1950 onwards.

Abstract: "Despite decades of efforts to combat it, many people continue to experience homelessness in Canada's major cities. There are a number of barriers that prevent effective responses to homelessness, including a lack of agreement on the fundamental question: what is homelessness? In Multiple Barriers, Alison Smith explores the forces that shape intergovernmental and multilevel governance dynamics to help better understand why, despite the best of efforts of community and advocacy groups, homelessness remains as persistent as ever. Drawing on nearly 100 interviews with key actors in Vancouver, Calgary, Toronto, and Montreal, as well as extensive participant observation, Smith argues that institutional differences across cities interact with ideas regarding homelessness to contribute to very different models of governance. Multiple Barriers shows that the genuine involvement of locally based service providers, with the development of policy, are necessary for an effective, equitable, and enduring solution to the homelessness crisis in Canada."--

Abstract: Luxury and Indigenous Resurgence Riley Kucheran with Jessica P. Clark and Nigel Lezama In this discussion, Riley Kucheran, a member of Biigtigong Nishnaabeg (Pic River First Nation), shares his experiences and insights working with his community to promote artisanal production and land-based design education. This intervention highlights the current movement of Indigenous cultural resurgence that challenges hegemonic perceptions of the exclusive circulation of capital in settler-colonial and Eurocentric production systems. Kucheran sheds new light on how Indigenous making recentres both production and consumption and disengages the myth of the idealized creator-genius that typifies the cultural output of western modernity. Kucheran is an assistant professor of Design Leadership at Toronto Metropolitan University’s School of Fashion.

Abstract: "The fascinating origin story of Wilson Duff, the pioneering BC anthropologist and museologist remembered for his contributions to research on First Nations cultures of the Northwest Coast. Wilson Duff was born in 1925 in the city of Vancouver and his turbulent early years were shaped by the Great Depression and the Second World War. An intelligent child, he quickly progressed in school. After one year at the University of British Columbia, he signed up for the Air Force. An analytic thinker, Duff excelled as a navigator on a Liberator bomber based in India. However, these years carried their own traumas--the omnipresent terror of war and the spectre of death. On his return from India, Duff recommenced his studies at UBC. There he began a love affair with anthropology and museum studies.

Abstract: "Ungrateful, opportunistic, moochers, dangerous, incompatible with our values and our way of life... Every immigrant demographic has heard these descriptors at some point in their migration history. We, the Others explores the xenophobia, ethno-nationalism, and the fear of the "other" that is at the root of the belief that immigration is a polluting force. Gleaned from the author's personal family history as the second-generation daughter of Greek immigrants, and from her research as a journalist and columnist covering identity politics and social issues in Quebec and Canada for the past 20 years, We, the Others courageously tackles this country's history and practices, divisive legislation like Bill 21, and various nationalist movements that have influenced our immigration policies. It is also a poignant look at inter-generational struggles, conflicting loyalties and heartfelt questions of belonging."--

Abstract: "Boomers will be heading into (very) old age following a pandemic, a time of overt ageism and deficient eldercare. The front wave, now heading into their seventies, are on the brink of life changes that will challenge everyone--family, friends, and the health care system too. Recognizing the dire need to meet these challenges, Gillian Ranson investigates what front-wavers are doing to prepare for old age. Regardless of their situation--rich, poor, married, divorced, or entirely alone--front-wave boomers share one thing: the need for intimate, caring social ties. Many of them are making these connections with creativity and resilience. Their stories hold lessons for us all."--

Abstract: "When Canada hosted the 1976 Montreal Olympics, few Canadians spectators waved flags in the stands. Only a few decades later, in the run-up to the 2010 Vancouver Olympics, thousands of Canadians wore red mittens with white maple leaves on the palms. In doing so, they turned their hands into miniature flags that flew with even a casual wave. Red Mitten Nationalism investigates this shift in Canadians’ displays of patriotism by exploring how common understandings of Canadian history and identity are shaped at the intersection of sport, commercialism, and nationalism. Through case studies of recent Canadian-hosted Olympic and Commonwealth Games, Estée Fresco argues that representations of Indigenous peoples’ cultures are central to the way everyday Canadians, corporations, and sport organizations remember the past and understand the present. Corporate sponsors and Games organizers highlight selective ideas about the nation’s identity, and unacknowledged truths about the history and persistence of Settler colonialism in Canada haunt the commercial and cultural features of these sporting events. Commodities that represent the nation – from disposable trinkets to carefully curated objects of nostalgia – are not uncomplicated symbols of national pride, but rather reminders that Canada is built on Indigenous land and Settlers profit from its natural resources. Red Mitten Nationalism challenges readers to re-evaluate how Canadians use sport and commercial practices to express their patriotism and to understand the impact of this expression on the current state of Indigenous-Settler relations."

Abstract: "'You don't have to use the exact same words.... But it has to mean exactly what I said.' Thus began the ten-year collaboration between Innu elder and activist Tshaukuesh Elizabeth Penashue and Memorial University professor Elizabeth Yeoman that produced the celebrated Nitinikiau Innusi: I Keep the Land Alive, an English-language edition of Penashue's journals, originally written in Innu-aimun during her decades of struggle for Innu sovereignty. Exactly What I Said: Translating Words and Worlds reflects on that collaboration and what Yeoman learned from it. It is about naming, mapping, and storytelling; about photographs, collaborative authorship, and voice; about walking together on the land and what can be learned along the way. Combining theory with personal narrative, Yeoman weaves together ideas, memories, and experiences--of home and place, of stories and songs, of looking and listening--to interrogate the challenges and ethics of translation. Examining what it means to relate whole worlds across the boundaries of language, culture, and history, Exactly What I Said offers an accessible, engaging reflection on respectful and responsible translation and collaboration."--

Abstract: "In 2013 Jaivet Ealom fled Myanmar's brutal regime, where Rohingya like him were being persecuted and killed, and boarded a boat of asylum seekers bound for Australia. Instead of finding refuge, he was transported to Australia's infamous Manus Regional Processing Centre. Blistering hot days spent in shipping containers on the island melted into weeks, then years until, finally, facing either jail in Papua New Guinea or being returned to almost certain death in Myanmar, he took matters into his own hands. Drawing inspiration from the hit show Prison Break, Jaivet meticulously planned his escape. He made it out alive but was stateless, with no ID or passport. While the nightmare of Manus was behind him, his true escape to freedom had only just begun. How Jaivet made it to sanctuary in Canada in a six-month-long odyssey by foot, boat, car, and plane, with nothing but his instinct for survival, is miraculous. His story will astonish, anger and inspire you. It will make you reassess what it means to give refuge and redefine what can be achieved by one man determined to beat the odds."--

Abstract: "Power and Resistance debunks the dominant neoliberal, hyper-individualist approach to society's problems, which claims that people are poor because they are lazy, environmental crises stem from individuals' consumption habits, and Indigenous Peoples are oppressed because they refuse to assimilate. We argue that it is social inequality and oppression that are the underlying causes of "social problems." Certain groups have the power to push through agendas that benefit them but harm other groups and society as a whole. Solving these issues is not about individual action: it requires changing the very structures of our society. In this volume, we dig down to the roots of these "social problems" through case studies and contemporary examples, offering effective paths towards social justice. The seventh edition of Power and Resistance includes new chapters on anti-Black racism in schools, Indigenous Peoples and mental health, food security and sovereignty, and work in the gig economy."--

Abstract: "Reviled by some radicals and progressives, a reassuring touchstone for most conservatives, the family has always been both an institution and an idea. Often a source of emotional sustenance and material support, families can also be sites of conflict and abuse. This book traces the changing forms and meanings of family in the territory that now comprises Canada, from the first contacts between Indigenous peoples and French explorers, traders, missionaries, and settlers in northeastern North America in the sixteenth and seventeenth centuries to the present. It draws on the rich historiography of the family in Canada and elsewhere to provide an overview of the many, and sometimes radical, shifts in the composition and significance of family over five centuries. Of Kith and Kin explores the histories of both Indigenous and settler families in both Quebec and English Canada and draws on both French-language and English-language historiographies. Region, ethnicity, race, and social class shaped the lived experiences of families. Age and gender made a difference within families. Debates about family – who is allowed to marry and for what reasons, who shall bear children and at what moment in their life, who shall adopt and what child they might adopt, who shall inherit family property – regularly make the headlines. Understanding the variety of family forms and experiences throughout Canada’s history can help to better put the present into perspective. All history includes family histories; conversely, families provide us with a fascinating lens through which to view and understand the collective choices made by the state and by civil society."--
