    Abstract: The concept of removing long-lived radioactive wastes from the human environment by disposal in deep geological repositories was developed several decades ago. In the intervening years, research efforts world-wide have increased our knowledge and understanding of how underground disposal systems will function over very long periods of time. Significant progress has also been made towards implementation of such facilities. There have, however, been delays in the disposal programmes of several countries. This report is a review of developments in the past decade. The primary sources of information are the answers to a questionnaire provided by waste management organisations represented in the NEA Radioactive Waste Management Committee (RWMC). The latter is an international forum of senior specialists from safety authorities, waste management agencies, R&D institutions and policy-making bodies.

Es hat sich eine nachhaltige städtische Entwicklung zum Ziel gesetzt, um die vielfältigen wirtschaftlichen, sozialen und umweltbezogenen Herausforderungen, vor die sich die Städte gestellt sehen, in den Griff zu bekommen. So sind integrierte Politikkonzepte und innovative Maßnahmen eingeführt worden, um die Wiederbelebung der Stadtzentren zu fördern und mit dem Wachstum der Vorstädte, dem zunehmenden Kfz-Verkehr und dem sozialen Wandel fertig zu werden. Die vorliegende Veröffentlichung analysiert diese Initiativen unter Berücksichtigung der für Deutschland spezifischen Merkmale, d.h. seines föderalen Systems, des Vereinigungsprozesses und der polizentrischen Städtestruktur.Über die für Deutschland spezifischen Merkmale und Schlußfolgerungen hinaus plädiert diese Studie für ein integriertes und zukunftsorientiertes multisektorales Konzept, das sich nicht allein an wirtschaftlichen Erwägungen orientiert und konkrete Antworten auf die Kernfrage liefert, wie die Stadt der Zukunft aussehen soll.

    Abstract: Radioactive and stable isotopes are used throughout the world and in many sectors, including medicine, industry, agriculture and research. In many applications isotopes have no substitute, and in most others they are more effective and cheaper than alternative techniques or processes. This publication is the first international survey on the beneficial uses and production of isotopes. It provides an overview of their main uses, and detailed information on the facilities that produce them world-wide. Trends in isotope supply and demand are analysed, and the conclusions and recommendations presented point to key issues to be considered by governments.

    Abstract: Proper heat removal from the fuel is essential for the safe operation of nuclear reactors used for electricity production. As nuclear fuel is burnt it undergoes important changes, including a degradation of its thermal conductivity. This important phenomenon needs to be reliably predicted in order to make better use of the fuel, a factor which can help to achieve the economic competitiveness required by today's markets. This report communicates the results of an international seminar which reviewed recent progress in the field of nuclear fuel thermal conductivity and sought to improve the models used in computer codes predicting thermal performance. State-of-the-art knowledge is presented for both uranium-oxide and mixed-oxide fuels loaded in water reactors.

    Abstract: Plutonium and minor actinide burning or recycling in thermal and fast reactors is being studied in many countries with the aim of maintaining and developing fuel cycle options which can be adjusted to changing demands and constraints. The challenge is to move towards an economically and socially sustainable nuclear energy system based on advanced reactors - advanced water-cooled reactors, fast reactors and perhaps accelerator-based, hybrid reactors - and new types of fuel cycles which help to minimise the waste arising. An additional issue concerns the availability of resources for the long-term future. This workshop introduced new ideas on R&D activities and identified areas and research tasks relevant for the deployment of new systems and in which international co-operation can be strengthened. The roles played by existing experimental facilities as well as possible needs for new ones are discussed. The conclusions of the technical sessions are synthesised and the results of a round table discussion on international co-operation are presented.

    Abstract: The OECD Development Assistance Committee's 1998 review of Germany's development aid policies and programmes. It finds that the German aid programme is one of the largest in the world, and it is managed with great expertise and skill. It is strongly oriented towards the partnership principle. The three basic objectives of German aid are poverty reduction, protection of the environment and natural resources and education and training. Poverty reduction, gender and the protection of the environment are cross-cutting tasks permeating all German aid activities. Since the last review of its development co-operation programme by the OECD's Development Assistance Committee in 1995, Germany has taken several measures to improve the quality and effectiveness of its aid. These measures include:- the reformulation of the concept for development policy; - the establishment of guidelines for the integration of poverty reduction and gender into all project and programme design; - the conception and implementation of development-oriented emergency assistance programmes, including conflict resolution activities; - a new approach to evaluation; - decentralisation of the German technical assistance agency (GTZ); and the establishment of field offices by the financial co-operation agency (KfW); - more systematic relations with non-governmental organisations. At the same time, there are still significant challenges in adapting a complex multi-institutional management structure to evolving needs for policy-based, co-ordinated programmes, and also in overcoming persistent pressures on the budget. The volume of German aid for developing countries has been falling significantly in recent years. As a share of GNP, ODA net disbursements fell from 0.42 per cent in 1990 to 0.28 per cent in 1997. Assistance for the reform process in Central and Eastern Europe and the former Soviet Union also declined sharply in 1996 and 1997.

Depuis peu, le Portugal privilégie deux nouveaux axes de coopération pour le développement. Le développement du secteur privé, d'une part, s'appuie sur les réformes économiques opérées avec le soutien des institutions internationales et sur les instruments susceptibles de favoriser la participation du secteur privé portugais. Le renforcement des systèmes de gestion publique des pays lusophones d'Afrique, d'autre part, tout en mettant plus particulièrement l'accent sur les systèmes juridiques et judiciaires, s'étend également aux institutions parlementaires, aux systèmes électoraux, aux administrations locales et à la fourniture de conseils sur des questions d'ordre constitutionnel. Cet examen du programme portugais par le Comité d'aide au développement de l'OCDE (CAD) souligne que le Portugal pourrait jouer un rôle plus important encore, notamment en Angola et au Mozambique, où la fin des conflits appelle de toute urgence une action dans le domaine du développement. Il prend note de la création récente d'une Communauté des pays de langue portugaise (la CPLP), intégrant le Brésil, destinée à renforcer le dialogue et les efforts mutuels de développement. Au cours de l'année 1997, des examens de politique en matière de coopération pour le développement sont prévus pour la France, la Belgique, les Pays-Bas et le Royaume-Uni.

    Abstract: Portugal's development co-operation programme is characterised by concentration bilaterally on the Portuguese-speaking countries in Africa, reflecting close links of history, language and culture. Those countries are now among the least developed countries. Recently, Portugal has emphasized two new areas of development co-operation. First, private sector development, based on economic policy reforms supported by the international institutions, and on instruments which encourage the involvement of the Portuguese private sector. The second new area of emphasis is the strengthening of the governance systems in the PALOPs, the Portuguese-speaking countries in Africa, focusing particularly on legal systems and the judiciary, but also extending to parliamentary institutions, electoral systems, local governments and constitutional advice. In its review of Portugal's programme the OECD Development Assistance Committee (DAC) noted that Portugal has the potential to play a larger role, particularly in Mozambique and Angola, where critical post-conflict development needs have to be met. It noted that a new Community of Portuguese-Speaking Countries (the CPLP), including Brazil, has recently been formed to enhance dialogue and mutual development efforts.
