    Abstract: This report provides policy recommendations that flow from the findings and recommendations of four country studies on ‘Improving social inclusion at the local level through the social economy’, conducted by members of an OECD LEED review team in 2009 and 2010. The countries participating in this study were Korea, three voivodeships in Poland (of Małopolskie, Mazowieckie and Świętokrzyskie), two regions in France, Provence-Alpes-Côte d'Azur (PACA) and Alsace, and Slovenia. Extensive background material was provided by each country, including documentation by ministries responsible for poverty reduction and social inclusion through the development and promotion of social enterprise and the social economy.

Des politiques actives sont nécessaires pour que les pays, les régions et les villes bénéficient au maximum des synergies entre tourisme et créativité. Les principales questions politiques sont analysées.

    Abstract: This sixth peer review of the OECD Principles of Corporate Governance analyses the corporate governance framework and practices relating to corporate risk management, in the private sector and in state-owned enterprises. The review covers 26 jurisdictions and is based on a general survey of all participating jurisdictions in December 2012, as well as an in-depth review of corporate risk management in Norway, Singapore and Switzerland. The report finds that while risk-taking is a fundamental driving force in business and entrepreneurship, the cost of risk management failures is often underestimated, both externally and internally, including the cost in terms of management time needed to rectify the situation. The reports thus concludes that corporate governance should ensure that risks are understood, managed, and, when appropriate, communicated.

    Abstract: The work undertaken by the Greek authorities in recent years to reinforce competition law and the Hellenic Competition Commission, to simplify business administration and to liberalise professional services have demonstrated the political willingness to address the problem of existing regulatory barriers to competition that have contributed to holding back the economic recovery. The OECD Competition Assessment Project, through the scrutiny of legislation in four sectors of the Greek economy, food processing, retail trade, building materials and tourism, has identified 336 areas where particular reform can be undertaken, from a total of 539 provisions that were selected using the OECD Competition Assessment Toolkit. If our recommendations are implemented, benefits to consumers in Greece and to the Greek economy should arise in all four sectors. Throughout this report, we seek to identify the sources of those benefits and where possible provide quantitative estimates. Estimates are made on the basis of experiences of deregulation in other countries in some instances, or by relating conservative estimates of efficiency gains to the overall size of the business activity affected.

    Abstract: Women in Business 2014 summarises the progress made by the OECD-MENA Women Business Forum (WBF) since the publication of its first Women in Business report in 2012. In 2012, five groups of actions had been identified as priorities to be carried out by governments, international stakeholders, financial and business support organisations, as well as statistical agencies. In two years, the WBF has developed inputs for three of these areas of priority actions. The WBF’s contributions are growing along with its increased recognition as a hub which spurs concrete improvements in the business climate for women entrepreneurs in the MENA region. Today, women’s entrepreneurship is all the more important as governments in the region are facing the colossal challenge of rebooting job creation to improve the well-being of a growing workforce and confidence in the economy. The economic prospects of MENA economies that are going through a political transition have improved but unemployment has increased, inflation is rising and public finances have deteriorated. In these countries, political uncertainties add to long term structural difficulties. In the Gulf Cooperation Council (GCC) countries, the challenges still lie in the diversification of their economies.

    Abstract: As OECD countries emerge from the global financial crisis, several countries have published their plans for the development of a future bioeconomy, an economy in which bio-based materials and production techniques will contribute significantly to economic and environmental sustainability. Such plans typically involve building a bio-based production industry in which fuels, energy and materials such as chemicals and plastics, almost always generated from fossil resources such as oil and natural gas, are incrementally replaced by equivalent or novel products generated from renewable resources. The realisation of this vision will require sustainably harnessing the vast biomass resource. The highest policy priorities at present are on several levels: allowing bio-based materials to compete for biomass on price with bioelectricity and biofuels; rectifying the highly distorting fossil fuel subsidies, heading off future competition for crude oil demand; and correcting for any excessive regulatory impacts. If governments wish to realise a successful bioeconomy in the future, the case for support for bio-based chemicals and plastics warrants serious attention.

Afrontar dichos retos, con el apoyo de esta “Guía”, es un paso importante en el proceso de establecer empresas del estado económicamente sólidas y bien gobernadas.

    Abstract: Global Value Chains (GVCs) have exploded in the past decade and refer to the international dispersion of design, production, assembly, marketing and distribution of services, activities, and products. Different stages in the production process are increasingly located across different economies, and intermediate inputs like parts and components are produced in one country and then exported to other countries for further production and/or assembly into final products. The functional and spatial fragmentation that has occurred within GVCs has significantly reshaped the global economic landscape, thereby raising some new major policy challenges for OECD countries and emerging countries alike: trade policy, competitiveness, upgrading and innovation and the management of global systemic risk.

    Abstract: Las Directrices de la OCDE aplicables en materia de precios de transferencia a empresas multinacionales y administraciones tributarias ofrecen pautas para la aplicación del “principio de plena competencia” que constituye el consenso internacional sobre los precios de transferencia, es decir, sobre la valoración, a efectos fiscales, de las operaciones internacionales entre empresas asociadas. En una economía globalizada en la que las empresas multinacionales desempeñan un papel preponderante, los precios de transferencia ocupan un lugar destacado en la agenda tanto de las administraciones tributarias como de los contribuyentes. Los gobiernos necesitan asegurarse de que las rentas imponibles de las multinacionales no se desvían artificialmente fuera de sus jurisdicciones y de que la base imponible que declaran las multinacionales en sus respectivos países refleja la actividad económica efectuada en cada uno de ellos. Para los contribuyentes, es esencial limitar el riesgo de la doble imposición económica que puede tener su origen en una controversia entre dos países respecto de la determinación de la contraprestación de plena competencia correspondiente a sus operaciones internacionales con empresas asociadas. Las Directrices de la OCDE aplicables en materia de precios de transferencia recibieron la aprobación del Consejo en su versión original en 1995. En 2009 se llevó a cabo una pequeña actualización tendente básicamente a reflejar la adopción de un nuevo apartado 5 en el artículo 25 en la actualización del Modelo de Convenio Tributario de 2008 que trata sobre el arbitraje, así como los cambios efectuados en los comentarios a dicho artículo 25 referidos a los procedimientos amistosos para la resolución de controversias fiscales de ámbito internacional. En la edición de 2010 se ha procedido a una importante revisión de los Capítulos I a III, en los que se ofrecen nuevas pautas para la selección del método de determinación de precios de transferencia más apropiado en función de la casuística, sobre la aplicación práctica de los métodos basados en el resultado de las operaciones (el método del margen neto operacional y el método de distribución del resultado) y el funcionamiento de los análisis de comparabilidad. Se ha añadido, además, un nuevo Capítulo IX que trata aquellos aspectos de las reestructuraciones empresariales que están relacionados con cuestiones de precios de transferencia. A lo largo de todas las Directrices de la OCDE aplicables en materia de precios de transferencia se han efectuado cambios tendentes a dotarlas de coherencia.

    Abstract: The transition towards a green economy is a key factor for growth and prosperity in the German federal state of Brandenburg. Future living conditions will be determined by the course set now. We have to decide today how we want to live tomorrow, not only in economic terms, but also with regard to environmental stewardship. I am convinced that there is no alternative to a green transition when it comes to shaping the world to be a place worth living in. There are issues we have to deal with, but first and foremost there are great opportunities to seize. This publication brings together the results of a two-year programme of work at the OECD on New Sources of Growth and the role of Knowledge-based Capital (NSG-KBC). This work shows that business investment in KBC is a key to future productivity growth and living standards. In many countries, business investment in KBC has increased faster than - and in some countries significantly exceeds - investment in physical capital (like machinery). To promote long-term growth and the jobs of tomorrow, governments must ensure that framework conditions, institutions and policies facilitate business investment in KBC. The report provides a comparative assessment of the experience of the six Latin American countries. Following the literature and the experience of countries it develops a taxonomy of instruments targeted to promote entrepreneurship and it compares the policy mix available in the different countries in Latin America. It also identifies recommendations to improve the policy framework for start-up promotion in Latin America. Country notes are available for each of the six studied countries. The report has been elaborated in the framework of the Development Centre's policy dialogue on innovation policies in Latin America.

    Abstract: Le Linee Guida dell’OCSE sui prezzi di trasferimento per le imprese multinazionali e le amministrazioni fiscali forniscono orientamenti sull'applicazione del "principio di libera concorrenza", che è il principio riconosciuto a livello internazionale sul quale si basa il regime del transfer pricing, cioè la valutazione, a fini fiscali, delle transazioni transfrontaliere tra imprese associate. In un'economia globale nella quale le imprese multinazionali hanno un ruolo significativo, il regime dei prezzi di trasferimento assume un'importanza prioritaria sia per le amministrazioni fiscali sia per i contribuenti. Gli Stati devono assicurarsi che gli utili imponibili delle multinazionali non siano artificialmente trasferiti in un altro Paese e che la base imponibile dichiarata dalle multinazionali nei loro rispettivi Paesi corrisponda alla loro attività economica reale. È essenziale, inoltre, che i contribuenti vedano ridotti i rischi di doppia imposizione economica legati a un contenzioso tra due Paesi sulla determinazione della remunerazione a valori di mercato delle transazioni transfrontaliere con imprese associate. La versione originale delle Linee Guida dell’OCSE sui prezzi di trasferimento è stata approvata dal Consiglio dell'OCSE nel 1995. Le Linee Guida sono poi state parzialmente aggiornate nel 2009, in primo luogo per integrare le modifiche introdotte nel 2008 al Modello di Convenzione fiscale OCSE riguardanti il nuovo paragrafo 5 dell'articolo 25 in materia di arbitrato e il commentario dell'articolo 25 sull'uso della procedura amichevole per risolvere le controversie tributarie internazionali. Nell'edizione del 2010 sono state apportate notevoli revisioni ai capitoli I, II e III, introducendo nuovi orientamenti sulla scelta del metodo più appropriato alle circostanze del caso per la determinazione dei prezzi di trasferimento, sull'applicazione pratica dei metodi basati sull'utile delle transazioni (il metodo del margine netto della transazione e il metodo di ripartizione dell'utile) e sulla performance dell'analisi di comparabilità. È stato inoltre aggiunto un nuovo capitolo IX che presenta gli aspetti delle riorganizzazioni aziendali relativi ai prezzi di trasferimento. Notevoli cambiamenti sono stati anche apportati in tutti gli altri capitoli delle Linee Guida dell’OCSE sui prezzi di trasferimento.

    Abstract: State-owned enterprises (SOEs) are an important feature of the economic landscape in the Middle East and North Africa region and yet, their contribution to the local economies has not been subject to a systematic investigation. SOEs in the region are generally perceived as inefficient and subject to sub-optimal governance arrangements but at the same time, and somewhat paradoxically, they are often charged developmental mandates that typically go beyond their stated commercial objectives. This phenomenon owes to the historically prominent role of the state in the economic development in the region and the recently renewed interest in using select SOEs as anchors of national industrialisation and competitiveness strategies. This publication contributes to the limited existing literature on the role of SOEs in the economic development by examining the contribution of MENA SOEs to industrial development, diversification, poverty elimination and the provision of goods and services to the public more generally. Second, it provides an overview of the diverse mandates and roles of MENA SOEs and assesses the costs of these obligations with a view to isolate ownership and governance practices that have contributed to the success of some companies and poor performance of others. Recommendations to policymakers as well as management and boards of SOEs are made based on these observations at the end of the publication.

Esto muestra que el marco de condiciones en México es bueno en general, y que ha mejorado en los años recientes gracias a reformas como la simplificación regulatoria, a la expansión del programa nacional de garantías, y a la inclusión del sector de microempresas como un objetivo del sistema de apoyo público. Al mismo tiempo, se puede hacer más aún para convertir a los emprendedores a negocios del sector formal y desarrollar más las empresas medianas para que sean capaces de innovar y comerciar internacionalmente. También existe margen para mejorar el proceso de elaboración de políticas de apoyo de más alta calidad y relevancia para las empresas beneficiarias al simplificar las reglas y operaciones del Fondo PYME, desarrollar las competencias profesionales de los empleados y consultores que proveen servicios de desarrollo a las empresas y usan la información, en el nivel de empresa, con el propósito de evaluación de política.

    Abstract: How to stimulate growth and support job creation are two critical challenges that countries and localities confront and limited resources require lateral thinking about how actions in one area, such as employment and training, can have simultaneous benefits in others, such as creating new jobs and better supporting labour market inclusion. The OECD Local Economic and Employment Development (LEED) Programme has developed an international cross-comparative study, which examines the contribution of local labour market policy to boosting quality employment. Each country review examines the capacity of employment services and training providers to contribute to a long-term strategy which strengthens the resiliency of the local economy, increases skills levels and job quality. In the United States, the study has looked at the range of institutions and bodies involved in workforce and skills development in two states – California and Michigan. In-depth fieldwork focused on two local Workforce Investment Boards in each state: the Sacramento Employment and Training Agency (SETA); the Northern Rural and Training and Employment Consortium (NoRTEC); the Southeast Michigan Community Alliance (SEMCA); and the Great Lakes Bay Michigan Works. The working paper concludes with a number of recommendations and actions to promote job creation at the federal/state and local levels.

    Abstract: During the past decade, the Mexican government has put into place a strong policy framework for the promotion of small and medium-sized enterprises (SMEs) and entrepreneurship. It has created a sequence of policy support running from the development of new entrepreneurs, micro-enterprises, SMEs and gazelles to the stimulation of linkages between SMEs and so-called 'tractor' firms. New co-ordination arrangements have also been created across government ministries and among national and state governments to increase the coherence and integration of their programmes. This publication takes stock of this progress and assesses the opportunities for further strengthening of the Mexican economy through SMEs and entrepreneurship. It shows that the framework conditions are generally good in Mexico, and have improved in recent years thanks to reforms such as regulatory simplification, the expansion of the national loan guarantee programme, and the inclusion of the micro-enterprise sector as a target of the public support system. At the same time, more can be done to shift entrepreneurs into the formal business sector and to develop more medium-sized companies able to innovate and trade internationally. There is also scope to improve the process of delivering the highest quality and most relevant policy support to beneficiary enterprises by simplifying the rules and operations of the SME Fund, developing the professional capacities of the staff and consultants who provide business development services and using available company-level data for the purposes of policy evaluation.

    Abstract: The combined effects of the economic crisis and the recent popular uprisings in parts of the Middle East and North Africa have brought social and economic challenges back to the centre of attention of policy makers. For governments searching to create jobs, to satisfy the growing energy demand of their populations and to diversify their economies, the appeal of renewable energies is strong. However, the right policy framework and support need to be put in place if the region wants to attract private investment in the sector and reap the benefits of its favourable resource endowment, especially as regards solar and wind energy. This report makes the case for a stronger deployment of renewables in the Middle East and North Africa and identifies the appropriate support policies required to stimulate the necessary private investment. An assessment of existing policy frameworks in the region and examples from OECD good practice are used as pointers to help guide policy makers in their choices. The analysis contained in this report suggests that support policies targeting the life cycle of renewable energy projects such as feed-in tariffs and power purchase agreements are more effective and less distortive than policies subsidising the initial investment, such as cost reductions. The optimal incentive scheme provides investors with stability through a guaranteed but declining minimum return while imposing enough market risk to foster technological progress.

    Abstract: The global economic crisis has had a hard blow on youth (aged 15/16 to 24) employment. In early 2013 in the OECD as a whole the youth unemployment rate was stuck at 16.5%, up from 12.1% just prior to the crisis, and two-and-a-half times the unemployment rate for those aged 25 and over and, worryingly, with a marked and continued increase in youth long-term unemployment. Moreover, the alarming figures do not account for those not in employment, education or training (NEET) many of whom do not appear in the official unemployment statistics. Youth unemployment rates are predicted stay high or rise still further in most of the countries as the haltering recovery remains too weak to provide sufficient job opportunities to the many young jobseekers.

V globalnem gospodarstvu, v katerem igrajo pomembno vlogo mednarodna podjetja, je tematika transfernih cen visoko na dnevnem redu tako dav čnih uprav kot dav čnih zavezancev. Države morajo zagotoviti, da se obdavčljivi dobički mednarodnih podjetij ne umetno preselijo iz obmo čij, ki sodijo pod njihovo pristojnost, in da dav čna osnova, ki jo v svojih državah izkažejo mednarodna podjetja, odraža gospodarske aktivnosti, ki so jih v državi opravila. Za dav čne zavezance je bistveno, da se omeji tveganje dvojne obdav čitve, ki je lahko posledica spora med dvema državama glede dolo čitve plačila po neodvisnem tržnem na čelu za njihove čezmejne transakcije med povezanimi podjetji. Svet OECD je leta 1995 odobril izvirno razli čico Smernic OECD za določanje transfernih cen. Omejena posodobljena različica je bila pripravljena leta 2009, predvsem zato, da bi zajela posodobitev Vzor čne davčne konvencije iz leta 2008, novega petega odstavka 25. člena, ki obravnava arbitražo, in spremembe Komentarja k 25. členu o postopkih skupnega dogovora za reševanje čezmejnih davčnih sporov. V izdaji iz leta 2010 je prišlo do pomembnih sprememb v I., II. in III. poglavju, zagotovljene so bile nove smernice za izbiro najprimernejše metode za dolo čanje transfernih cen glede na okoliš čine primera, praktično uporabo metod transakcijskega dobička (metoda stopnje čistega dobička in metoda porazdelitve dobička) in za izvajanje primerjalne analize oz. analize primerljivosti. Poleg tega je bil dodano novo IX. poglavje o vidikih transfernih cen pri preoblikovanju poslovanja. V preostalem delu Smernic OECD za določanje transfernih cen so bile narejene spremembe, ki jih je narekovala uskladitev gradiva.

    Abstract: Ce rapport présente les principales conclusions et recommandations d’un examen sur l’enseignement de l'entrepreneuriat et le soutien à la création d'entreprises par les universités et des universités des sciences appliquées tunisiennes. Il s’insère dans le cadre des revues portant sur les qualifications et les compétences à l'entrepreneuriat menées par le Programme de développement économique et de création d’emplois au niveau local (LEED) de l'Organisation de coopération et de développement économiques (OCDE). L'examen porte sur les stratégies, structures et pratiques en matière de promotion de l'entrepreneuriat dans les universités tunisiennes mettant en évidence l’enseignement des motivations entrepreneuriales pour favoriser la création d'entreprises par les diplômés. L'un des atouts essentiels du système tunisien est qu'il permet à un grand nombre d'étudiants d’accéder à un enseignement de base en entrepreneuriat. Le rapport expose les possibilités d'améliorer cet enseignement à l'aide de modèles internationaux de bonnes pratiques et en complément, par une importante aide au démarrage pour les étudiants prêts à aller plus en avant. A cette fin, le présent rapport recommande la création d'une stratégie nationale de promotion de l'entrepreneuriat aux objectifs, indicateurs et mesures incitatives clairement définis, des méthodes d’apprentissage par des critères de référence et une base de données pour le matériel pédagogique. En outre, il recommande la création d'une plateforme d'échange pour les universités sur les pratiques de soutien à l'entrepreneuriat proposant une interface à travers des « champions de l’entrepreneuriat » dans les universités, une association académique et une meilleure formation des formateurs. L'enseignement de base à l'entrepreneuriat existant devrait être amélioré par de nouvelles activités et approches et le soutien à la création et à la croissance des entreprises renforcé par un niveau supplémentaire d’encadrement qui comprendra l'incubation, le coaching, l'orientation et le soutien poststart-up.

    Abstract: Tourism is a major part of the contemporary experience economy, in which food plays an important role.     Abstract: С 2000 года рост экономики Республики Казахстан увеличивался в среднем на 8-9% в год, что позволило стране войти в десятку самых быстроразвивающихся государств в мире. Казахстан привлекает больше прямых иностранных инвестиций, чем все остальные страны Центральной Азии вместе взятые. До сих пор высокие экономические показатели страны обеспечивались, главным образом, добывающей промышленностью. В нефтегазовую отрасль уходят три четверти всех иностранных инвестиций, поступающих в страну. Однако благодаря определ èнным конкурентным преимуществам новыми источниками роста могут стать неэнергетические отрасли экономики Казахастана. В 2009 году Казахстан приступил к реализации масштабной программы диверсификации источников прямых иностранных инвестиций. С этой целью правительство обратилось к ОЭСР с просьбой о проведении Обзора отраслевой конкурентоспособности. В настоящем докладе, представляющем первую стадию реализации проекта, содержится оценка и излагается стратегия повышения конкурентоспособности неэнергетических отраслей экономики Казахстана, в том числе агропромышленного комплекса, агрохимии, логистики, сектора деловых услуг и информационных технологий. Несмотря на то что правительство страны успешно провело первый этап реформ, направленных на создание благоприятного делового климата, государству рекомендуется устранить основные политические барьеры, препятствующие развитию рассмотренных отраслей. Так, для улучшения качества продукции и модернизации производства необходимо принять меры по обеспечению доступа к финансированию, привлечению современных предприятий розничной торговли и повышению квалификации персонала. Настоящий обзор был подготовлен в рамках Программы ОЭСР по повышению конкурентоспособности стран Евразии, региональной программы, направленной на содействие экономическому росту и развитию одиннадцати республик бывшего Советсткого Союза, а также Афганистана и Монголии.

    Abstract: This report reviews the Korean catching up and it analyzes the recent reforms which have been put in place to address the territorial dimension in the design and implementation of industrial policies, with a view to share knowledge and policy experience with emerging and developing economies. Korea is a well known success case, but less is known about the efforts and reforms introduced to factor in the territorial dimension in its national development strategy. The report identifies the advances and challenges of the Korean approach to regional development. Results show that beside the specificities of the Korean experience it conveys several lessons for developing countries: i) Planning actions on a multi-annual basis is essential to achieve policy goals in fields such as industrial and regional development where policy outcomes depend on structural changes that will require long term horizons to be materialised and where coordination across several ministries (such as education, infrastructure and access to finance) is needed. ii) It is important to establish mechanisms that ensure a high level political support to regional development as well as to target resources to regions. iii) Supporting industrial development in regions requires designing specific programs beyond administrative boundaries. iv) The space for bottom up initiatives and regional empowerment has to be matched by a gradual approach to build the necessary capabilities at the regional level.

    Abstract: In 2005, OECD published a stocktaking of the corporate governance framework in the Organisation’s member countries. This publication was the basis on which the OECD Guidelines on Corporate Governance of State-Owned Enterprises (the “SOE Guidelines”) was developed.     Abstract: Mit dieser Ausgabe 2011 der OECD-Leitsätze für multinationale Unternehmen verpflichten sich 42 Länder zu neuen, strengeren Maßstäben für unternehmerisches Handeln. Die aktualisierte Fassung der Leitsätze enthält neue Empfehlungen zur Vermeidung von Menschenrechtsverletzungen und zur Verantwortung der Unternehmen für ihre Zulieferketten, womit sie die erste zwischenstaatliche Vereinbarung in diesem Bereich sind. Die Leitsätze legen fest, dass die Unternehmen die Menschenrechte in jedem Land achten sollten, in dem sie ihre Geschäftstätigkeit ausüben. Die Unternehmen sollten z.B. auch Umwelt- und Arbeitsstandards respektieren und über angemessene Due-Diligence-Vorkehrungen verfügen, um dies zu gewährleisten. Dies betrifft u.a. Fragen wie die Zahlung angemessener Löhne, die Bekämpfung von Bestechungsgeldforderungen und Schmiergelderpressung sowie die Förderung eines nachhaltigen Konsums. Die Leitsätze sind ein umfassender, nicht rechtsverbindlicher Verhaltenskodex für Unternehmen, dessen Förderung die OECD-Mitgliedsländer und andere Länder vereinbart haben. Ein neues, strengeres Beschwerde- und Vermittlungsverfahren wurde ebenfalls eingerichtet.

    Abstract: The field of industrial biotechnology has moved rapidly in recent years as a combined result of international political desire, especially in the case of biofuels, and unprecedented progress in molecular biology research that has supplied the enabling technologies. Different geographical regions have different priorities, but common drivers are climate change mitigation and the desire for energy independence. Now, industrial biotechnology has reached the centre of scientific and political attention. At no time in the past has there been a more pressing need for coherent, evidence-based, proportionate regulations and policy measures; they are at the heart of responsible development of industrial biotechnology. This publication examines the international drivers, the enabling technologies that are fast-tracking Industrial Biotechnology, industry trends, some of the products that are appearing on the market, industry structure and finance, and finally policy measures and trends. It examines separately biofuels, biobased chemicals and bioplastics. It is quite clear that a supportive policy framework for the development of biofuels exists in many countries, but that no such framework is in place for biobased chemicals and bioplastics. This seems at odds with the apparent need for the integrated biorefinery, where chemicals and plastics production will significantly improve profitability when produced alongside transportation fuels.

    Abstract: Die OECD-Verrechnungspreisleitlinien für multinationale Unternehmen und Steuerverwaltungen bieten Orientierungen für die Anwendung des „Fremdvergleichsgrundsatzes“, der den internationalen Konsens im Hinblick auf die Verrechnungspreisgestaltung, d.h. die Bewertung grenzüberschreitender Geschäftsvorfälle zwischen verbundenen Unternehmen für Besteuerungszwecke, darstellt. In einer globalen Wirtschaft, in der multinationale Unternehmen eine herausragende Rolle spielen, sind die Verrechnungspreise für Steuerverwaltungen und Steuerpflichtige gleichermaßen von größter Bedeutung. Die Regierungen müssen sicherstellen, dass die steuerpflichtigen Gewinne multinationaler Unternehmen nicht künstlich aus ihrem Land hinaus verlagert werden und die von den multinationalen Unternehmen in den einzelnen Ländern ausgewiesene Besteuerungsgrundlage die jeweils dort ausgeübte Wirtschaftstätigkeit widerspiegelt. Für die Steuerpflichtigen ist es äußerst wichtig, das Risiko der wirtschaftlichen Doppelbesteuerung zu begrenzen, zu der es auf Grund von Streitigkeiten zwischen zwei Ländern bei der Ermittlung der fremdvergleichskonformen Vergütung für die grenzüberschreitenden Geschäftsvorfälle der Steuerpflichtigen mit verbundenen Unternehmen kommen kann.Die OECD-Verrechnungspreisleitlinien wurden 1995 in ihrer Originalfassung vom Rat der OECD zur Veröffentlichung freigegeben. 2009 wurden die Leitlinien teilweise aktualisiert, was vorrangig durch Änderungen des Kommentars zu Artikel 25 über Verständigungsverfahren zur Lösung grenzüberschreiten­der Steuerkonflikte sowie durch die Einführung eines neuen Absatzes 5 zu Artikel 25 zum Thema Schiedsverfahren bedingt war, die im Rahmen der Aktualisierung des OECD-Musterabkommens im Jahr 2008 erfolgte. In der Fassung aus dem Jahr 2010 wurden die Kapitel I-III erheblich überarbeitet, mit neuen Leitlinien - zur Auswahl der unter den Gegebenheiten des Einzelfalls am besten geeigneten Verrechnungspreis­methode, - zur praktischen Anwendung der geschäftsvorfallbezogenen Gewinnmethoden (geschäftsvorfallbezogene Nettomargenmethode und Gewinnaufteilungsmethode) sowie - zur Durchführung von Vergleichbarkeitsanalysen. Darüber hinaus wurde ein neues Kapitel IX zu den verrechnungspreisbezogenen Aspekten von Umstrukturierungen der Geschäftstätigkeit hinzugefügt. An den übrigen Abschnitten der Leitlinien wurden Änderungen zur Wahrung der Konsistenz vorgenommen.

    Abstract: The Basque Country region in Spain is world renowned for a successful industrial transformation, the urban regeneration of Bilbao, cultural distinctiveness, unique governance arrangements and high wealth levels. Over the last 30 years, the region has implemented its science, technology and innovation (STI) policy driven by a need to boost industrial competitiveness. The role of total factor productivity and innovation in driving growth was significant in the 1990s and declined in the early part of this decade, but appears to be on the rise again thanks in part to significant increases in public and private investment in innovation. The Basque Country has begun a transition from a model of incremental innovation in manufacturing to a model increasingly based on science and other forms of knowledge. Through a diagnostic of the innovation system and the policy mix, the review offers some policy and governance recommendations to achieve the region’s desired transition in light of global trends in the innovation process and innovation policy.

    Abstract: This report looks at the institutional framework of corporate governance in China through the prism of the OECD Principles of Corporate Governance and is a product of the ongoing OECD-China Policy Dialogue on Corporate Governance. By assessing a broad range of laws, regulations and codes, it provides a valuable reference for understanding how much has been achieved in Chinese corporate governance and the main ambitions of future reform efforts. It documents the advances in the Chinese Corporate Governance framework.     Abstract: With a total population of 92 million people, near universal literacy and abundant energy resources, Central Asia is an attractive destination for investment and trade. The region is strategically located at the crossroads of Europe and Asia, and surrounded by some of the world’s fastest-growing economies such as Russia, India and China, who are increasingly investing in the region. From 2000 to2009, foreign direct investment flows into Central Asia increased almost ninefold, while the region’s gross domestic product grew on average by 8.2% annually. While Central Asia is endowed with many natural and human resources that could drive its economies to even higher levels of competitiveness, the poor quality of the region’s business environment remains a major obstacle. Key areas for improvement include reinforcing legal and economic institutions; prioritizing the development of the small and medium-sized enterprise (SME) sector; and building the capacity of business intermediary organisations. This Central Asia Competitiveness Outlook examines the key policies that would increase competitiveness in Central Asia and reduce dependence on the natural resource sector, namely through developing human capital, improving access to finance, and capturing more and better investment opportunities. It was carried out in collaboration with the World Economic Forum under the aegis of the OECD Central Asia Initiative, a regional programme that contributes to economic growth and competitiveness in Afghanistan, Kazakhstan, the Kyrgyz Republic, Mongolia, Tajikistan, Turkmenistan, and Uzbekistan. The Initiative is part of the wider OECD Eurasia Competitiveness Programme.
