    Abstract: Ein in den letzten Dekaden gewandeltes Verständnis väterlicher Fürsorge hat 'den Vater' zum Gegenstand öffentlich-medialer, politischer und fachwissenschaftlicher Diskussion avancieren lassen. Die diskursive Spannweite reicht von vaterloser Gesellschaft bis zu hochengagierten Vätern. Dabei wurde die dichotome Begriffspaarung An- versus Abwesenheit des Vaters lange Zeit als scheinbar eindeutige Ordnungskategorie verwendet. In der vorliegenden Arbeit werden aus interdisziplinärer Perspektive unterschiedliche theoretisch-methodologische Zugänge und empirische Befunde zur Analyse der komplexen Thematik väterlicher An- und Abwesenheit systematisch aufbereitet und diskutiert. Johannes Huber, Dipl. Psych., Dr. phil., ist seit 2010 Wissenschaftlicher Mitarbeiter an der Universität Innsbruck.

    Abstract: La couverture sanitaire universelle (CSU) vise à assurer la sécurité sanitaire et l'accès universel aux services de soins essentiels sans difficultés financières pour les individus, les familles et les communautés. La CSU permet une transition vers des sociétés et des économies plus productives et équitables et est inscrite dans les objectifs de développement durable (ODD) à l'horizon 2030. Mais la CSU ne devrait pas être mise en œuvre sans prendre en compte la qualité des soins fournis. Qualité signifie des soins efficaces, sûrs, centrés sur la personne, rapides, équitables, intégrés et efficients. Des soins de haute qualité améliorent les résultats pour la santé et réduisent le gaspillage. Cela fait partie intégrante d'un système de santé durable et de grande valeur. L’accès universel à des soins de santé de haute qualité n’est pas un luxe que seuls les pays riches peuvent se permettre. Cela peut être réalisé dans tous les contextes avec un leadership, une planification et une mise en œuvre solides. Les résultats valent l'investissement. Bien que des progrès significatifs aient été accomplis pour améliorer la qualité des soins, des efforts supplémentaires sont nécessaires, tant dans les pays en développement que dans les pays développés. Ce rapport décrit la situation actuelle en matière de CSU et de qualité globale des soins, et décrit les mesures que les gouvernements, les services de santé et leurs travailleurs, ainsi que les citoyens et les patients, doivent prendre de manière urgente.

    Abstract: In der ethnographischen Studie wird ein Grundlagenbeitrag zur Identitätsbildung von Ultras im Fußball geleistet. Der Autor hat an der Lebenswelt der Ultras über mehrere Monate teilgenommen. Einfühlende Beschreibungen und rekonstruktive Analysen geben lebendige Einblicke in ein wenig erforschtes Feld. Die Erkenntnisse werden zu einer materialbegründeten Theorie verdichtet, die plausibilisiert, was die Faszination Ultra ausmacht und warum die Feldteilnehmer sich so verhalten, wie sie es tun. Diese Theorie heroischer Gemeinschaften fordert sämtliche Erkenntnisse der bisherigen Fußballfanforschung heraus.     Abstract: Das deutsche Schulsystem steht seit Langem vor der Herausforderung, Migrant*innen adäquat einzubeziehen. Für junge Menschen sind mit der Migration Umbrüche im Leben verbunden nicht zuletzt in Bezug auf ihre formale Bildungsbiografie. In diesem Buch werden Zusammenhänge zwischen Systemeffekten und der subjektiven Handlungsfähigkeit von Migrant*innen untersucht. Die Autorin rekonstruiert historisch, wie das Schulsystem seit der Gründung der Bundesrepublik auf die Anwesenheit von Migrant*innen reagiert und welche Auswirkungen diese Reaktionsweisen nach sich ziehen. Anhand narrativer Interviews zeichnet sie Bildungsbiografien von 21 Migrant*innen, die im Jugend- und jungen Erwachsenenalter nach Deutschland migriert sind, nach. Ihre Wege ins deutsche Schulsystem werden ebenso aufgezeigt wie die Barrieren, die den Zugang zum und Verbleib im formalen Bildungssystem in Deutschland erschweren. Die Untersuchung zeigt, wie junge Menschen mit wahrgenommenen Hindernissen umgehen und welche Möglichkeiten sie nutzen, um die eigene Schullaufbahn positiv mitzubestimmen

    Abstract: Der Sammelband geht der Frage nach, inwiefern in massenmedialen Kontexten neue Emotionskulturen zum Tragen kommen. Die Beiträge untersuchen, wie Emotionen verbal und mit anderen Zeichen hervorgebracht oder neu verhandelt werden und welche soziopragmatischen oder diskursiven Effekte dies hat. Im Zentrum steht damit einerseits die Analyse der Medialität des Emotionsdisplays, andererseits die Frage nach medial emergierenden Emotionskulturen: Sind neue sprachliche und andere soziale Praktiken der Emotionalisierung zu beobachten? Der Band vereinigt kulturanalytisch-medienlinguistische Analysen zu Emotionsdarstellungen in digitaler Kommunikation (Facebook, YouTube, Twitter, Selbsthilfeplattformen), aber auch im Fernsehen (Talkshows, Wissensdokus) und in der Medialität der Handschriftlichkeit. Dabei werden Phänomene wie Hatespeech und Shitstorms auf Facebook und Twitter ebenso untersucht wie Fan-Trauer auf Twitter, Fussball-Livetweets und Emotionalisierungen in YouTube-Videos, Online-Selbsthilfegruppen, TV-Wissensdokus oder in der Fernsehrezeption in Social Media.

    Abstract: Just energy transition is key to South Africa's inclusive and sustainable growth. It is necessary to unlock large pools of private capital and attract foreign investment to drive low-carbon transition. Despite downside risks, South Africa has strong macroeconomic fundamentals and commitment to improving the overall investment climate. Climate change poses considerable systematic risks, thus needs to be urgently integrated into macroeconomic policy and planning. Harness transition opportunity invest in resilient infrastructure and create market for low-carbon technologies to boost growth and strengthen the macro investment climate. Implement carbon tax effectively and raise policy ambition, supported by a fiscal framework conducive for climate investments, as well as invest tax revenues to support just transition. The current energy crisis presents an opportunity for sector reform, regulatory changes, and use of innovative financial solutions to promote low-carbon private sector investments. The World Bank has developed this discussion paper in response to the government of South Africa's request to analyze ways in which private capital flows can be catalyzed and leveraged for low-carbon investments.     Abstract: Agriculture and the rural space will continue to demand the attention of policy makers in Bolivia for several reasons, even as urbanization gains momentum. First, agriculture is a proven engine of economic growth. Aside from showing its strength in decades past, in recent years agriculture shielded the Bolivian economy from the worst effects of the decline in other primary sectors, and in the future, healthy rates of agricultural growth will make the overall economy more diversified and more resilient. Second, a robust and dynamic agricultural sector will continue to curb dependence on the mining and gas sectors, while contributing significantly to inclusive growth, value addition, the creation of more and better jobs on and off of the farm, and better nutrition for all. Third, because agricultural growth in Bolivia has proven to be pro-poor, maintaining that growth is essential for continued reductions in poverty. Fourth, because climate and other shocks affecting agriculture can significantly disrupt steady gains in economic growth, poverty reduction, and food security, building a resilient agricultural sector is critical to sustain those gains. Finally, although policy makers will want to support agricultural growth, they will not want that growth to compromise the future for generations of Bolivians by squandering and degrading irreplaceable natural resources

    Abstract: Uganda's progress in reducing poverty during the late 1990s and early 2000s was remarkable. This note documents the trends in poverty and inequality in Uganda with a focus on the period 2012 to 2016. It first explores how various indicators of monetary poverty have evolved over time and if these trends vary by urban and rural areas and by region. This is complemented with a description of the movements in several non-monetary poverty indicators. Secondly, the note analyzes who has benefitted from the lackluster economic growth, and how this has translated into different measures of inequality. It then aims to disentangle some of the forces behind the changes in poverty, mostly resorting to decomposition exercises. Finally, it provides an account of who are the poor households and what are their living conditions, particularly compared to non-poor households

    Abstract: The war in Syria, now in its eighth year, continues to take its toll on the Syrian people. More than half of the population of Syria remains displaced; 5.6 million persons are registered as refugees outside of the country and another 6.2 million are displaced within Syria's borders. The internally displaced persons include 2 million school-age children; of these, less than half attend school. Another 739,000 Syrian children are out of school in the five neighborhood countries that host Syria's refugees. The loss of human capital is staggering, and it will create permanent hardships for generations of Syrians going forward.Despite the tragic prospects for renewed fighting in certain parts of the country, an overall reduction in armed conflict is possible going forward. However, international experience shows that the absence of fighting is rarely a singular trigger for the return of displaced people. Numerous other factors-including improved security and socioeconomic conditions in origin states, access to property and assets, the availability of key services, and restitution in home areas-play important roles in shaping the scale and composition of the returns. Overall, refugees have their own calculus of return that considers all of these factors and assesses available options.The Mobility of Displaced Syrians: An Economic and Social Analysis sheds light on the 'mobility calculus' of Syrian refugees. While dismissing any policies that imply wrongful practices involving forced repatriation, the study analyzes factors that may be considered by refugees in their own decisions to relocate. It provides a conceptual framework, supported by data and analysis, to facilitate an impartial conversation about refugees and their mobility choices. It also explores the diversified policy toolkit that the international community has available-and the most effective ways in which the toolkit can be adapted-to maximize the well-being of refugees, host countries, and the people in Syria

    Abstract: Female Genital Mutilation/Cutting (FGM/C) is a development issue and a form of violence against women and girls that affects at least 200 million women in the world FGM/C is a harmful practice proven to impact the physical and mental health of affected women and girls from the moment of the cutting, with prolonged and irreversible consequences during their entire lives. Studies show that FGM/C has economic and social consequences and a high obstetric cost although a comprehensive study on the exact extent of these economic, health and social costs is still to be carried out. Beyond the data and the statistics, researcher have shown that FGM/C deprives women of sexual satisfaction, sexual health and psychophysical wellbeing. The Compendium of International and National Legal Frameworks on Female Genital Mutilation (the "Compendium") was prepared to contribute to this urgent and important development debate with the understanding that the knowledge of the law is an important empowerment tool to end FGM/C. It provides a survey of the key international and regional instruments as well as domestic legislation as they relate to the prohibition of FGM/C

    Abstract: Economic performance in 2018 has been mixed. The data that are available suggest some areas of softening in the economy.1 Foreign direct investment declined to 2 percent of GDP in 2017, down from about 5 percent in 2014. The current account deficit has increased to 3.8 percent of GDP in the year ending September 2018, from 2.2 in the preceding 12 months. Recent Bank of Tanzania data confirm lower cashew exports and 2017 decline in non-traditional exports has continued into 2018, which raises concerns on prospects for longer term growth. The Tanzania Revenue Authority is reporting that many large tax payers are unable to meet their tax obligations on time. Nonperforming loans have declined recently to 9.7 percent in September 2018 from 12.5 percent in September 2017, but remain almost double the 5 percent statutory threshold. Banks have limited lending to businesses and interest rates are high (18 percent for one-year loans in August 2018), though some banks have lowered benchmark lending rates. On a positive note, credit to the private sector has been edging up, reaching 4.9 percent in the 12 months ending September 2018. The fiscal deficit is still low, not counting payment arrears and delayed refunds of value-added tax. The 2017/18 budget deficit after grants of 1.3 percent of GDP suggests effective spending management but does not factor in payment arrears, with an estimated stock of over 3 percent of GDP. Government is paying down roughly TZS 1 trillion of verified arrears per fiscal year. The low deficit is the result of controlled recurrent expenditures and under execution of the development budget by more than 40 percent. Contributing factors include shortfalls in domestic revenue and external financing for large projects. Public debt is currently sustainable, but there is need for the Government to consider cost-effective financing options and manage associated risks to support public investments. The 2018/19 budget targets public investment to consume 45 percent of total spending, equivalent to 9.1 percent of GDP compared to 5.5 a year prior

    Abstract: Real GDP growth slowed to 3.1 percent in January-November 2018 from 3.7 percent in the same period of 2017. This deceleration was the result of slower growth in both gold production and non-gold industry. Export performance remains weak, largely on account of a sharp slowdown in gold exports, and in spite of trade opportunities within the Eurasian Economic Union. Attracting private investment remains a challenge. Recent developments point to limited progress in addressing structural issues over the past few years. While the Kyrgyz Republic was able to avoid an external shock driven recession in 2014-15, the economy remains vulnerable to external economic shocks given its high dependence on an undiversified export base, workers' remittances, and foreign aid.The fiscal position has improved with a strong tax revenue performance and cuts to capital outlays. This has helped keeping public debt under control following a sharp increase in 2014-15. With inflation pressures low, the monetary policy stance remains relaxed. The National Bank reduced its policy rate by 25 basis points to 4.75 percent in May 2018 to support economic growth and has maintained a managed float of the exchange rate.Going forward, real GDP growth is forecast to accelerate slowly to 3.9 percent by 2020 supported by all the major sectors - industry, agriculture, construction and services. On the demand side, growth is projected to be driven by private consumption, investment and exports. The economy will continue to benefit from large remittance inflows and firming external demand. Strong remittances will support average consumption growth of around 3 percent in 2018-20. However, the current account deficit is projected to remain elevated at about 9 percent of GDP, reflecting structural constraints, the significant import content of public investment, and an indirect feed-through effect of remittances via imports. To rebuild fiscal buffers, the authorities are committed to reducing the deficit to 3 percent of GDP by 2020

    Abstract: The outlook for the global economy has darkened amid elevated trade tensions. International trade and investment are moderating, trade tensions remain elevated, and financing conditions are tightening. Global growth is projected to moderate from a downwardly revised 3 percent in 2018 to 2.9 percent in 2019 and 2.8 percent in 2020-21, as economic slack dissipates, monetary policy tightens in advanced economies, and global trade gradually slows (World Bank Global Economic Prospects, January 2019). Despite external shocks to trade and tourism, growth of the Thai economy is estimated to have accelerated to 4.1 percent in 2018. The economy proved to be resilient in the face of strong global headwinds due to strengthening domestic demand stemming from an upswing in private consumption and private investment. Domestic consumption expanded by 5 percent in 2018Q3, posting the highest growth rate in 22 quarters in a low-inflation environment and record-low unemployment. In addition, private investment grew by 3.9 percent in the third quarter supported by increased spending on construction, machinery and equipment. Strong domestic demand offset partially adverse global factors-the China-US trade dispute-as well as domestic and idiosyncratic factors-such as the Phuket boat tragedy and the high-base effect of gold exports. The Thai economy also owed its resiliency to strong and stable macroeconomic fundamentals

    Abstract: Although decelerating from 6.9 percent the previous year, economic growth in 2018 is estimated to remain robust at 6.5 percent. The slowdown in growth in 2018 has been partly due to a combination of the following domestic factors : (i) the severe floods that hit the country during July - September 2018, which adversely affected agricultural production and damaged infrastructure in several provinces; (ii) the weak performance of the mining sector despite higher commodity prices; and (iii) continued fiscal consolidation, which contributed to slower credit growth. These downside factors offset the gains from the industry sector driven by the expansion of construction activities and electricity exports, coupled with robust growth in wholesale and retail trade. There is evidence of increasing job creation between 2010 and 2017. According to the 2017 Labor Force Survey, wage jobs are estimated to have gradually increased since 2010. This has resulted in 28 percent of households situated mostly in urban areas reporting an increase in income. As a result, ownership of consumption goods among the more affluent households increased faster than in poorer, mainly rural, households. Therefore, while poverty is still expected to decline modestly, inequality is likely to have increased. The government intends to remain on the path of fiscal consolidation, with the deficit estimated to decrease to 4.7 percent of GDP in 2018 from 5.3 percent in 2017, owing to some improvement in revenue collection and expenditure restraint. Improved revenue performance has been primarily driven by higher excise revenues due to increasing oil imports coupled with a higher price of oil. Other drivers include an increase in income taxes, dividend earnings, and other non-tax revenues. Strengthened revenue administration, such as the use of electronic tax payment platforms, has also supported revenue mobilization for certain tax types. Public outlays have been rationalized through tighter control of the public wage bill and downward adjustment of non-wage current spending. These measures offset higher interest payments and the increase in capital spending financed by external loans. Fiscal consolidation is estimated to have slowed the accumulation of public debt in 2018, though not enough to reverse the rising debt-GDP ratio, which is estimated to increase from 60.1 to 60.6 percent of GDP between 2017 and 2018

    Abstract: Cote d'Ivoire has a moderate risk of external debt distress, with limited space to absorb shocks. All liquidity and solvency external debt indicators lie below their thresholds under the baseline scenario. However, the ratios of external debt service to revenue and exports are projected to rise, diminishing room to maneuver, and an export shock would cause breaches of their relevant thresholds under the worst-case stress scenarios. This underscores the substantial downside risks originating from external shocks and the need to boost domestic revenue mobilization. The overall risk of public debt distress is also moderate, with public debt to GDP ratio expected to decrease gradually. A sustained compliance with the WAEMU fiscal deficit convergence criterion and a prudent external borrowing strategy balancing the costs and economic return of new loans will be crucial to preserve debt sustainability

    Abstract: Kenya is an emerging middle income country with a growing share of its population living in urban areas. The country is at a relatively early stage of urbanisation, with around 27 percent of Kenyans living in urban areas, yet projections suggest that by 2050, about half the population will be living in cities. The Nairobi Metropolitan Region in particular will see rapid growth. Nairobi is expected to become a city of more than 6 million people by 2030, up from its currently estimated 4 million. This urbanisation has the potential to improve economic opportunities and living conditions for all Kenyans. However, there are also several challenges associated with this shift and concentration of population. With urbanisation comes a substantial amount of new construction, much of which has occurred in cities with limited capacity to ensure the structures in which people live, work and gather are safely sited and built to withstand both chronic stresses (i.e. fire and spontaneous collapse) and disaster shocks (i.e. earthquakes and floods). Informality, low density development and urban sprawl are common characteristics across Kenya's urban areas. Approximately 61 percent of Kenya's urban population are living in informal settlements. Kenya is exposed to a wide range of hazards, particularly droughts and floods, but also landslides, earthquakes, volcanic eruptions and wildfires. Kenya is also highly vulnerable to recurrent and chronic risks. Its major cities witnessed 26 reported cases of major building collapse since 1996. Furthermore, Kenya is ranked as the 27th most prone country to fire-related deaths in the world. The city of Nairobi recorded 244 fires in 2017 in its informal settlements, claiming the lives of 32 people. In many ways, Kenya is at a crossroads in its efforts of urbanising and developing towards middle income status. Regulatory decisions made now will have a significant impact on the long-term safety, productivity and resilience of the urban built environment

    Abstract: The research is based on the PEFA framework and methodology for assessing public financial management performance and the data set that is generated from the PEFA assessments. The research quantified PEFA scores and aggregated them into overall scores which required developing assumptions on weighting scores, measures, and assessments. The research acknowledges methodological limitations of using the PEFA data set, including the assumptions. In general, the research follows the approach taken by previous researchers who have used PEFA data for quantitative analysis, but this does not eliminate the challenges that persist in transforming grades to numerical values and aggregating them. The time inconsistency issues and the limited number of observations also influenced the regression analysis using the PEFA data set. The team acknowledges that the PEFA data set was not designed for statistical analysis and that using it in quantitative regressions presents a series of econometric issues that cannot be fully resolved in this book, or in other papers which apply a similar approach. The research report builds on general recognition that PFM is important for development and recognizes that there is limited evidence based on the nontechnical determinants of PFM performance, as well as the outcomes of a good PFM system. The report therefore aims to bridge some of this gap between theory and practice using data on PFM performance from PEFA assessments. The report undertakes a closer examination of the key debates on what constitutes a good PFM system by providing an overview of the PEFA framework, and the data set that is generated through PEFA assessments, including its strengths and weaknesses. This was done to enable the research team to undertake quantitative analysis of the relationship between PFM performance and other governance indicators and outcomes

    Abstract: Zambia's agricultural sector represents the backbone of its rural economy and holds great potential for the entire country. Zambia's agriculture sector faces challenges and is likely to grow more vulnerable as a result of climate change and risk. At the same time, land use, land-use change and forestry (LULUCF), and agriculture sector account for approximately 93 percent of the country's carbon footprint. The Government of the Republic of Zambia (GoZ) is integrating climate change concerns into its agriculture policy agenda. Under its Zambia climate-smart agriculture (CSA) strategy framework, the GoZ is promoting the rollout of CSA practices that will sustainably increase productivity, enhance resilience, and reduce or remove greenhouse gas (GHG) emissions. The CSA investment plan (CSAIP) aims to identify and fill knowledge gaps about CSA's local- and national-level benefits, specifically under climate change, inform policy development, and prioritize investment opportunities. The World Bank collaborated with the GoZ to develop a CSAIP intended to support the operationalization of the country's climate commitments toward development of a productive, resilient, and low-emission agriculture sector. The CSAIP development began with a participatory process that identified the agriculture sector's policy goals. This report takes the next step by assessing the impacts of a suite of CSA practices on achieving the sector goals and on household welfare. The report concludes with recommendations and proposals for future CSA investments

    Abstract: The objectives of a well-designed pension system are poverty reduction in old age and income smoothing throughout an individuals' lifetime. Over the last thirty years, changing demographic trends have caused a shift from 'pay as you go' and occupational defined benefit (DB) schemes - where the obligation for paying for retirement income is with the state and employers - to defined contribution (DC) schemes, where the obligation to save for retirement rests more with individuals. The transition to DC schemes did help establish a strong link between contributions during working life and benefits during retirement, for individuals. However, an increasing challenge has been balancing genuine needs for some pre-retirement liquidity, access to savings and providing adequate income post retirement for individuals. The need to get this balancing act right is being felt increasingly as coverage of national social security systems is expanded to include more of the non-salaried workforce which often has lower levels of income, more periods of unemployment and more irregular earnings. This note surveys recent literature and country experiences to understand if and how countries address the need for pre-retirement liquidity in both mandatory and voluntary DC schemes. The note also uses simple modelling to illustrate the impact of allowing access to pension savings on income adequacy after retirement. The report concludes with recommendations based on emerging best practice

    Abstract: The cost of desalination has been plummeting over the years. As a result, desalination has become a viable option for certain strategic uses. Today, over 20,000 desalination plants in more than 150 countries supply about 300 million people with freshwater every day. Initially a niche product for energy rich and water scarce cities, particularly in the Middle East, the continued decrease in cost and environmental viability of desalination has the potential to significantly expand its use - particularly for rapidly growing water scarce coastal cities. Desalination can be seen as one option in a portfolio water supply sources, including traditional surface water and groundwater sources as well as wastewater reuse, to meet growing water demand gap. Although still relatively expensive, desalination offers the potential to enhance system reliability. As renewable sources of energy such as wind and solar expand, and as advances in concentrate management techniques make discharges from desalination plants much cheaper and safer, the prospect of producing freshwater from the sea without increasing greenhouse gases and without significant damages to the local environment become more promising

    Abstract: Ethiopia's real gross domestic product (GDP) growth, while still strong, decelerated to 7.7 percent in FY2018. A slowdown in industrial growth, mainly driven by lower growth in construction due to foreign exchange shortages and higher prices of imported construction materials, coupled with weaker performance of the manufacturing and the agriculture sectors, explains to a large extent the growth deceleration. Services sector exhibited strong growth in FY2018 while manufacturing underperformed. Poverty in Ethiopia deceased substantially over the past decade, although by less than what would have been expected based the country's on strong economic growth. This special topic complements the government's interim report on 2015-2016 poverty analysis study, by taking a closer look at some of the household-level welfare trends between 2011 and 2016

    Abstract: Nigeria's emergence from recession remains slow: real GDP grew by 1.9 percent in 2018. While this was above the 0.8 percent growth of 2017, it was below the population growth rate, government projections and pre-recession levels. The oil and gas sector reverted to contraction from the second quarter of the year and the non-oil economy was thus the main driver of growth in 2018. While agriculture slowed down significantly due to conflict and weather events, whose effects were not counteracted by direct interventions by the Central Bank of Nigeria (CBN), non-oil, non-agricultural growth, which remained negative up to the third quarter of 2017 strengthened through 2018 - but remained weak - with services (primarily ICT) resuming as the key driver. As the oil sector is not labor-intensive, and the non-oil economy was still relatively weak, nearly a quarter of the work force was unemployed in 2018; and another 20 percent under-employed. With 3.9 million net entrants into the labor force (now 90.5 million people) during 2018 (up to September) (4.5 percent growth), but virtually no growth in the stock of jobs, unemployment rose by 2.7 percentage points since end-2017, and more than doubled compared to the pre-recession levels (9.9 percent in Q3 of 2015)

    Abstract: This Public Expenditure Review (PER) was prepared by the World Bank at the request of the Ministry of Finance of Cabo Verde. With a debt-to-GDP ratio of 126 percent in 2017, Cabo Verde is the most indebted country in Sub-Saharan Africa. The country is also at a high of risk of external debt distress. As part of fiscal consolidation efforts to reduce debt, this PER identifies measures to boost fiscal revenues and improve the efficiency of public spending with emphasis on health and education. The report recommends tax policy measures to stem revenue loss from ineffective tax expenditures while strengthening revenue administration and tax compliance. There is space to reduce spending inefficiencies on goods and services, wages and salaries yielding potential fiscal savings. Investment in human capital is prioritized in Cabo Verde but there is scope to improve efficiency and outcomes. In education, reducing repetition rates and addressing human resources issues are key to avoiding waste and improving outcomes. In health, the report recommends measures to improve the allocation of resources to health units. If implemented, these measures could result in combined fiscal savings of at least 2.5 percent of GDP. Finally, continued rationalization of central government fiscal support to State-Owned Enterprises (SOEs) is required to support a gradual reduction of the debt-to-GDP ratio over the medium term. The report includes five chapters. Chapter one discusses the key drivers of fiscal balances and public debt in Cabo Verde and explores different options to put debt on a downward trajectory. Chapters two and three analyzes in detail the respective performances of fiscal revenues and spending over 2010 to 2017.     Abstract: Preliminary estimates show real growth achieved a four-year high of 7.5 percent in 2018, compared to 7.0 percent in 2017. Driven primarily by rapid expansion of exports and robust internal demand, the economy performed better-than expected. Exports burgeoned as external demand, especially in the United States and European Union markets, strengthened. Garment and footwear exports which account for more than two-thirds of total merchandise exports, recorded a five-year high,rising by 17.6 percent in 2018, up from 8.3 percent in 2017. Upbeat consumer confidence led to a surge in imports. Motor vehicles and steel imports, which gauge domestic consumption and construction demands, rose by 50 percent and 48 percent, respectively. The current account deficit widened to 10.4 percent of GDP in 2018, from 9.7 percent of GDP in 2017, but remained fully financed by foreign direct investment (FDI). FDI is estimated to have reached a record high of more than 3.0 billion US dollars or 13.4 percent of GDP in 2018. Burgeoning exports and strong FDI inflows have contributed to further accumulation of gross international reserves, which in 2018 reached 10.1 billion US dollars or about six months of prospective imports

    Abstract: The Ministry of Education, Youth and Sport (MoEYS) and the Ministry of Economy and Finance (MEF), together with key Development Partners, conducted a Public Expenditure Tracking Survey (PETS) and Quality of Service Delivery Survey (QSDS) for the education sector in Cambodia. PETS identify resource use and leakages by examining flows of funds and materials from the central government to local service providers via regional and local governments. QSDS are multi-purpose surveys that examine the efficiency of frontline service delivery and the dissipation of resources by collecting information on service providers and various agents in the system. Several PETS were conducted in Cambodia in the 2005-2013 period. They generally found leakage to be low but the timeliness and consistency of funds delivery to service providers to be poor. This PETS-QSDS will assist the Royal Government of Cambodia in its aim to improve the efficiency and effectiveness of public service delivery through several key reforms. The educational structure of schooling in Cambodia is six years of primary, followed by three years of lower secondary then three years of upper secondary. Prior to primary, there is at least one year for pre-school education. Cambodia also has technical and vocational education, which commences after completion of grade 9. Higher education commences after grade 12

    Abstract: Afghanistan has been in protracted conflict for almost four decades, with direct implications on progress towards development objectives. This context of recurring episodes of violence and insecurity, economic and political instability, and the consequent displacement of populations within and outside the nation's borders has important implications on the landscape of data and evidence available for the design, implementation, monitoring and evaluation of interventions and programs, and their timeliness and relevance. Afghans represent the world's largest and most protracted refugee population, with an estimated 3.5 million people currently living abroad as refugees for more than four decades. Given the large disparities in poverty incidence and high levels of inequality within Afghanistan, the knowledge of living standards at more disaggregated geographical levels of districts and nahias could help inform policy design and improve decision making at a sub-province level. Therefore, poverty mapping, which aims at estimating poverty incidence at levels lower than the household survey, was applied in Kabul and Herat provinces. This technical report describes the methodology and data used to produce the Kabul and Herat poverty maps and presents the resulting collection of poverty maps, the first of its kind for Afghanistan. The structure of the report is as follows. Section 2 outlines the poverty mapping methodology, specifically the small area estimation approach, applied in Afghanistan. Section 3 discusses the data sources and the various technical challenges faced with the datasets. Section 4 discusses the modeling phase, including model selection, model parameters, and assumptions. Section 5 presents the poverty maps at a district and nahia level, and section 6 concludes.     Abstract: The Social Assistance Scheme (SAS) is the main social assistance program in Kosovo and the sole program targeted at poverty reduction in Kosovo and, importantly, the only program in which household income and assets are used to identify beneficiaries. In the absence of SAS, the overall poverty gap would have been 1.8 percentage points higher in 2016, and the poverty rate would have been 1.5 percentage points higher. Yet, the importance of SAS in Kosovo's social protection system has declined; decreases in spending on targeted social assistance in Kosovo goes against a worldwide trend. The Government of Kosovo seeks to reform the SAS to eliminate discrimination in program design, promote inclusion and reduce poverty. This report reviews the main design criteria of the SAS, its performance in international comparison, and provides directions for reform based on simulations with household survey data

    Abstract: Vietnam is in the process of updating its Labor Code of 2012. This advisory note is designed to inform a dialog on opportunities for how the 2012 Labor Code can be adjusted to balance the playing field between men and women so that they have equal access to and equal benefits from the labor market. It does so with to objective to support the gender assessment of new laws as stipulated by the Vietnam Promulgation of Laws of 2015. The advisory note draws on analysis carried out by the task team and under the World Bank's Vietnam Jobs Diagnostic. This advisory note is follow-up to a workshop hosted by the Social Affairs Committee of the Vietnam National Assembly and The World Bank on January 11, 2019, for members of the Social Affairs Committee and other National Assembly representatives. After the workshop the Committee and Social Affairs Department of the National Assembly asked for a write up of the recommendation made at the workshop. The recommendations and the workshop were carried out as part of the Vietnam Women's Economic Empowerment Project under the Australia-World Bank Group Strategic Partnership Program 2 (ABP2).     Abstract: The World Bank's analysis of cross-country data on human capital indicates that Uganda is underinvesting in the future productivity of its citizens. A child born in Uganda today will onlybe 38 percent as productive when she grows up as she could be if she enjoyed complete education and full health. Uganda is ranked among the countries in the lowest quartile of the Human Capital Index (HCI) distribution, with an index slightly lower than the average for the Sub-Saharan Africa (SSA) region, and below what would be predicted by its income level. Uganda's low ranking in the HCI is mainly due to the country's low education outcomes. A child born today in Uganda is expected to complete only 7 years of education by age 18, compared to a regional average of 8.1. Because of the low levels of learning achievement in Uganda, this is only equivalent to 4.5 years of learning, with 2.5 years considered as 'lost' due to poor quality of education (as shown by thequality-adjusted years of schooling component of the HCI).     Abstract: Myanmar's economy is slowly picking up speed and regaining stability after a volatile 2018. Despite a challenging global environment, Myanmar's economic growth is expected to rise to 6.5 percent in 2018/19 from 6.4 percent in the Transition Period1 supported by strong performance in the manufacturing and services sectors. Volatility that buffeted the economy in 2018 has started to ease. Inflation moderated, the kyat stabilized, and fuel prices fell in Q1 2018/19, though there have been some reversals in prices in Q2. The economic outlook looks positive, with growth expected to reach 6.7 percent in the medium-term. The recent decisions to ease trade restrictions; open the financial sector to greater foreign competition; and begin mega infrastructure projects signal a decisive and awaited uptick in reform momentum. Downside risks to the economic outlook are driven by external factors, including possible revocation of preferential trade access under the European Union Generalized System of Preferences. Slowing global and regional growth, especially in China, together with renewed escalation of global trade tensions, could also slow exports and the flow of inbound foreign investments. Insecurity in border areas, the Rakhine crisis, with violence and forced displacement of refugees, and the recent flare-up in violence involving the Arakan Army, could affect investors' sentiment. The 2020 general election is also a source of uncertainty

    Abstract: This brief provides an overview of tobacco control legislation, use, and taxation in the country. Costa Rica ratified the WHO Framework Convention on Tobacco Control in 2008. General Law for the Control of Tobacco and its Harmful Effects on Health was adopted in March 2012, and it regulates smoke-free places; tobacco advertising, promotion, and sponsorship, as well as tobacco packaging and labeling in line with FCTC guidelines. This law also sets several norms on tobacco taxation, and it substantially increased the tax burden for cigarettes. In 2012, cigarette prices in Costa Rica increased by 49 percent, and in 2013, the tobacco excise revenue increased by 96 percent. Tobacco taxation and other tobacco control policies in Costa Rica were very successful in terms of public health. The prevalence of smoking both among adults and adolescents declined, and after 2012, the rates of decline increased. In 2015, only 5.8 percent of the adult population smoked daily. In 2018, cigarette production in the country was closed. The tobacco industry claimed that the closure had been caused by increased cigarette smuggling. However, there are no independent estimates of illicit cigarette share on the market, while the tobacco industry used to exaggerate the volumes of smuggled cigarettes. The difference in cigarette prices between Costa Rica and neighboring countries is rather small and is unable to encourage large smuggling. Thus, the observed illicit cigarette sales are likely caused by the factors, which are not related directly to tobacco taxation

    Abstract: Following general elections in Liberia in 2017, a new government was formed with a mandate to achieve ambitious development objectives. Following a nationwide consultative process, the new medium-term national development plan, Pro-Poor Agenda for Prosperity and Development (PAPD)-2019-2023 was developed focusing on: strengthening public institutions; accelerating infrastructure investments for productive capacity; improving productivity in the real sector through enhanced economic diversification; increasing investment in human capital (youth employment, health, and education); and improving competitiveness, while safeguarding macroeconomic and debt sustainability. The focus of fiscal policy should be twofold, raising revenues while sustaining deficit at financeable level. In such a tight fiscal situation, the imperative is to secure equal or improved quality of public services by prioritizing and improving the composition of expenditure, enhancing efficiency, and expanding the resource envelope by stepping up the revenue mobilization efforts. Sustaining pro-poor development agenda, will likely require a political resolve to reduce the share of government resources devoted to high paid public servants and discretionary expenditures, as well as improve the efficiency and transparency of government spending. Otherwise, the financing gap created by an announced decline in grants and other forms of external assistance may be difficult to close

Using the framework provided by the 2012 World Development Report, this assessment allows identifying the main existing gender gaps across the areas of agency, endowments and economic opportunity, and the major driving factors with regards to households, institutions and markets (chapters one, two, three, and four).     Abstract: Natural events are recurrent. Geophysical hazards such as earthquakes or volcano eruptions cannot be predicted, but it is known that where they have happened in the past, they will happen again. In the case of hydro-meteorological hazards, frequency and intensity are increased by the action of climate change. Guatemala is located in one of the most hazard prone regions, threatened by earthquakes, volcanic eruptions, landslides, fires, hurricanes, and floods. Additionally, other hazards such as fires usually affect ancient structures, becoming one of the main hazards to specific cultural heritage assets. However, natural hazards only lead to disasters when its effects negatively affect human life, and the consequences depend on the vulnerability of the assets and population exposed to these hazards. The concept and practice of Disaster Risk Management (DRM), understood as a safe development strategy, has evolved during the last decades from an approach focused almost exclusively on disaster response, towards a broader approach focused on risk understanding, prevention, and reduction, without demeriting the importance of having strong preparation and response systems. However, other priorities generally relegate cultural heritage in the agenda of local and national governments, and disaster risk plans do not include heritage, leaving at risk areas, buildings or other assets of high historical value. In this regard, conducting risk assessments and establishing risk mitigation and emergency preparedness measures is fundamental. In case of emergency the priority is always to save lives, but in a second moment, acting quickly on cultural heritage is essential to preserve legacies that could otherwise be lost forever

    Abstract: About 80 percent of the poor households in Timor-Leste live in rural areas and are dependent on agriculture for their livelihood. It is therefore widely acknowledged that growth in the agriculture sector is an important channel through which poverty can be reduced in the country. That notwithstanding, the country's agricultural production system is one of the least developed in the world and all subsectors are dominated by subsistence systems and by farmers who are very risk averse. Agricultural productivity in the country is also well below that of other small island developing states and has fallen below the average for other low-income, food-deficit countries in recent years making the sector underperform in terms of its contribution to food security, sufficient livelihood, and overall economic growth. Using data from the 2007 and 2014 of the Timor-Leste Survey of Living Standards, the note provides insight into the extent to which increases in agricultural productivity can contribute to poverty reduction, including assessing the drivers of, and identifying the constraints to, increasing agricultural productivity in the country. The note finds that improvements in agricultural productivity reduce the probability of being poor among agricultural households. Yet, improving productivity goes beyond the confines of raising yield or decreasing cost to include enhancing food quality and promoting higher value products. to do so, the following factors ought to be considered: facilitation of mechanization, improvement in the use of chemical (fertilizer, pesticides, and herbicides) inputs, enhancement in access to credit and extension, encouragement to farmers to join farmer groups, expansion of the commercialization of farm produce, and reduction in the gender gap in agricultural productivity. Investment in the sector can be improved by allocating the limited public funds more strategically and better correspond with local poverty. The findings from this study contribute to existing evidence pertinent to guide how agricultural policy can effectively help reducing poverty in the country

    Abstract: Revenue mobilization is a key constraint to economic development in the Republic of Guinea. The government's five-year development plan (2016-2020) aims at fostering higher and more inclusive growth through public investments that require financing beyond current fiscal capacity. In this context, Guinea is seeking to efficiently raise additional domestic revenues and external investment financing. Development partners are supporting Guinea with technical assistance for revenue mobilization. The International Monetary Fund (IMF) and the European Union are supporting authorities with direct tax policy, non-tax revenue, and administration issues. The objective of this report is to shed light on indirect taxes, particularly value-added tax (VAT) and excise taxes. The report provides an overview of the main features of tax policy and administration in Guinea, followed by a more detailed analysis of VAT and excise taxes. The focus on indirect taxation is a result of both its significant revenue potential and coordination with other development partners. The analysis presented fills an important gap in the understanding of how Guinea can increase its tax revenues. On VAT, the study finds that addressing policy and administrative constraints can mobilize additional revenues while improving the business climate. On excise taxation, the study finds that existing excise rates are unevenly applied, with scope for raising rates in the future. to systematically address its revenue challenges across all tax types, Guinea should also consider development of a medium-term revenue strategy (MTRS). The report is structured as follows: in the first section, an overview of the evolution and composition of domestic revenues in Guinea is presented. In the second section, VAT is analyzed. The final section reviews excise tax policy and its implementation on international goods and domestic goods

    Abstract: The main purpose of the 2018 public expenditure and financial accountability (PEFA) assessment is to provide the Government of Uzbekistan and its development partners with an objective up-to-date diagnostic of the national-level public financial management performance based on the latest internationally recognized PEFA methodology. The 2018 PEFA assessment is intended to provide an update of progress in Public Finance Management (PFM) since the last PEFA in 2012, but also establish a new baseline using the 2016 PEFA methodology. This methodology identifies the seven pillars of performance that are essential for an open and orderly PFM system. These include budget reliability, transparency of public finances, management of assets and liabilities, policy-based fiscal strategy and budgeting, predictability and control in budget execution, accounting and reporting, and external scrutiny and audit. The assessment process seeks to build a shared understanding of PFM performance and those dimensions that require improvement. STP needs to turn its smallness into uniqueness to unlock its growth potential. to accomplish this transformation, this image must be matched by a more balanced growth in which the private sector plays a larger role and with a more effective government. Tourism, agriculture, and fisheries could drive the country's transition to a more balanced growth pattern. This Country Economic Memorandum (CEM) highlights six key challenges that STP must overcome as it transitions to a more balanced growth pattern and it offers policy recommendations for addressing each challenge.     Abstract: This Public Expenditure Review (PER) is the first for Namibia's health sector. Namibia is an upper-middle income country that has made major progress in improving the standard of living for its population and reducing poverty. Still, with one of the highest Gini coefficients in the world, the society is highly unequal. In addition, the size of Namibia, combined with a low population density, makes it challenging for the health sector to provide universal access to quality health services across the country. The recent economic downturn has put fiscal pressure on the government and heightened the need for spending efficiency. Although government spending on health has been consistently close to the Abuja target of 15 percent, health outcomes are poor. The country faces a double burden of both communicable and non-communicable disease (NCDs), with high HIV/AIDS, stunting and maternal mortality rates that predominately affect the poor, and an increasing prevalence in non-communicable diseases that will contribute to costly treatments and growing health expenditures in the future. The Namibian government is committed to improve health outcomes. Namibia's 5th National Development Plan (NDP5) for 2017-2022 aims to provide access to quality health care for its population, to increase Health Adjusted Life Expectancy (HALE) from currently 59 to 67.5 years, and to reduce mortality for mothers and children. to achieve this goal, the Ministry of Health and Social Services (MoHSS) has identified three strategic pillars for the health sector: (i) people's wellbeing; (ii) operational excellence; and (iii) talent management.     Abstract: There is clear evidence on the need for cities to rapidly scale-up their investments in climate change mitigation programs and build strong foundations for climate-resilient communities. Investing in low carbon infrastructure and climate resilience can generate competitive returns and is crucial for preventing a reversal of the development gains made in low-income countries up until now. Overcoming the barriers in financing climate-smart infrastructure in cities means adjusting their currently unattractive and inadequate risk-return investment profile. Our analysis explains that well-targeted concessional funding can derisk the financing structure of a project and turn a typical non-bankable project to financial viable one. Additionally, it makes the case for results-based blended finance approaches that strengthen the accountability in project development by linking financing to the achievement of measurable, pre-agreed results. Addressing the lack of creditworthiness, the limited accountability and capacity in institutions and service delivery practices should be at the center of urban investment strategies. The report highlights the need for technical assistance and capacity building programs that will support cities bring order to their financing and accounting practices, support shadow credit ratings and help them become creditworthy. It is estimated that only 20 percent of the 500 largest cities in developing countries are considered creditworthy. Cities and development partners face a common challenge: Making the most effective use of available public finance instruments and disburse scarce public (concessional) funds in a way that maximally leverages private sector co-investments

    Abstract: The Kenyan government remains committed to a planned fiscal consolidation pathway, which should help contain public debt stock at a sustainable level. Nonetheless, there are significant challenges stemming from a slowdown in revenue collection, a growing demand for transfers to county governments, and the need to fund the big four agenda. These issues raise the probability for fiscal slippages, requiring adequate mitigation to safeguard macroeconomic stability. This report provides an overview of the challenges in revenue mobilization, the size and composition of the national government expenditures, and the efficiency of this spending over the last five years. The analysis identifies options for supporting ongoing fiscal consolidation and creating fiscal space for the big four and broad public services delivery. There are three key messages: first, Kenya's tax revenue as a share of gross domestic product (GDP) has decreased and decoupled from the growth in the economy, suggesting some important constraints to enhancing revenue collection. Second, government spending is allocated well (to infrastructure and human capital) but there is scope to improve outcomes from the use of these resources.     Abstract: According to a report by the World Bank published in April 2018, air pollution in Tehran incurs annual loss of billions of dollars and over 4,000 premature deaths from exposure to fine particles ambient concentrations. Particulate matter (PM), one of the primary pollutants from diesel exhaust, is associated with many different types of respiratory and cardiovascular effects, and premature mortality. The main objective of this study is to evaluate the cost effectiveness of retrofitting existing city diesel bus fleet in Tehran with best available Diesel particulate filters (DPFs) available in the market. The report provides an updated assessment on the diesel retrofit solutions for an ageing diesel city bus fleet in Tehran based on publicly available information. The economic benefits of DPF installed in buses are evaluated with standard techniques of environmental economics, and technological assumptions about how much PM emissions can be avoided and control costs. The report highlights a number of national, regional and local examples of effective emission control program that exhibit best practices from around the world. Also, it presents important features and global experiences of successful retrofit program on heavy-duty diesel vehicles (HDDVs), including benefit-cost analysis from several case studies to help Tehran city leadership in taking informed economic and policy decisions. Finally, it recommends a set of critical actions to the government both at the national and local level for implementation of an effective emission control programs

    Abstract: In this context, Bhutan can become wealthier through accelerating both domestic and foreign investment, as well as signing investment treaties. These investments could provide not just capital but also bring necessary skills, knowledge and ideas, and help the country move beyond hydropower. Today FDI inflows are small and constrained, on the one hand, by regulatory barriers and insufficient investment promotion, and, on the other, by inadequacies in skills and infrastructure. Bhutan can benefit from the experience of East Asia and other countries on how to break out of this low investment trap. FDI can help the macroeconomic balance by increasing exports and reducing the current account deficit, although it is not clear the future impact on growth, since it will depend on the quality and type of FDI inflows. FDI can also help create trade. Theoretically, firms invest abroad to expand their sales markets when trade costs are too high, therefore FDI is a substitute for trade. FDI in non-tradable sectors (services, etc) has this feature. However, in practice, FDI goes to export-oriented sectors including extractives but also manufacturing. Given the landlocked nature of geographic setting of Bhutan (with higher trade cost than countries such as India or Bangladesh), FDI could go primarily to non-tradable (at least as shown in the recent trend in the greenfield FDI). In this context, it will be important to use FDI to tap into regional value chains

    Abstract: This report presents findings from an assessment of quality of care in the health sector in Colombia, using a novel methodology developed by the World Bank Group to assess government oversight, promotion and stewardship of quality of care in the health sector. This assessment of quality of care in the health sector in Colombia examines how well governments strategize, plan and measure quality; set standards of care; build capacity for quality improvement in the sector; ensure adequate resources are available and well distributed to support quality results; hold organizations accountable for quality results; apply quality policies consistently; and achieve superior quality of care results. This methodology evaluates these eight domains using 49 criteria based on 171 standards. The assessment is based on quantitative analytics, key informant interviews, over 30 visits of public and private healthcare facilities, a review of key policy documents and a survey of a sample of health insurance companies. The assessment is a joint initiative from the World Bank and the International Finance Corporation (IFC) and was undertaken for the first time in Colombia. It took place from January to June 2019

    Abstract: Economic growth in Lao PDR is projected to rebound to 6.5 percent in 2019, up from 6.3 percent in 2018. This pick up is expected to be driven by growth of the construction sector supported by investments in large infrastructure projects, and a resilient services sector, led by wholesale and retail trade growth. The Government has remained committed to fiscal consolidation to contain public debt in the medium term by tightening public expenditure and improving revenue administration. The medium-term outlook remains broadly favorable, but subject to downside risks from heightened uncertainty in the global and domestic environments. Prolonged trade partners, and spillover to the domestic economy through lower trade and investment, and reduced prices for key export commodities. The authorities may face difficulty in responding to such economic shocks given the low level of foreign currency reserves and significant external public debt. A priority is therefore to create fiscal space through improving tax policy and administration as well as build up reserve buffers to respond to shocks. Additionally, improving the business environment and reversing the decline in the global ranking of the ease of doing business, particularly for small and medium-sized enterprises, could also contribute to greater macroeconomic stability, job creation and poverty reduction

Ride-sharing services and delivery riders using apps to obtain their next booking are changing the face of urban transport and other services. As consumers go online to purchase products, they are recasting the future of brick-and-mortar retail businesses. The impacts of the digital revolution are not limited to a few prominent social networking sites, online businesses, or mobile apps. Digital platforms - a combination of technical innovation, new business models, and value proposition - in the private and in some cases the public sector, offer a range of products and services via digital channels. The use of digital technology is transforming - indeed, disrupting - all sectors, notably services such as logistics and finance, but also industrial production and agriculture. These are all visible manifestations of a growing digital economy. Southeast Asia is primed to embrace this digital revolution. There is a high level of interest from governments, businesses, and individuals in the region to support the growth of the digital economy and maximize its benefits.     Abstract: The objective of this study is to identify the factors that need to be improved in the existing regulatory framework with respect to regulation of investments at the power distribution level. The study was initiated by the World Bank to inform the thinking of Public Services Regulatory Commission (PSRC) on further improvements that may be required in the process of preparation, review and approval of investments for power distribution company and some other incremental improvements in the regulatory framework for the power distribution. The primary aim of those improvements is to increase the efficiency of investments and clearly link those to the quality of electricity service for consumers.
