This report highlights how countries in Southeast Asia can respond to the current energy crisis in ways that improve their energy security and also advance worldwide efforts to mitigate climate change.

    Abstract: Russia’s unprovoked invasion of Ukraine has had a dramatic impact on the global energy system. Russia was the world’s largest oil and natural gas exporter in 2021, and energy markets have been thrown into turmoil, with major energy security and supply risks worldwide. Substantial gas resources currently are being produced that do not make it to market because they are lost to flaring and leaks across the oil and gas supply chain. This report estimates that nearly 210 billion cubic metres (bcm) of natural gas could be made available to gas markets by a global effort to eliminate non-emergency flaring and reduce methane emissions from oil and gas operations. If countries that currently export natural gas to the European Union were to implement these two measures, they could increase gas exports by more than 45 bcm using existing infrastructure, equivalent to almost one third of Russian gas exports to the EU in 2021.

    Abstract: Local governments have the power to influence the energy choices of their citizens. Many cities and towns have already encouraged energy efficiency measures. Even so, as demand for energy services continues to grow, the energy infrastructure that every city and town depends on will need to be expanded, upgraded or replaced. This provides the opportunity to increase the deployment of renewable energy technologies and decentralised energy systems, and hence gain the multi-benefits of increased energy security, climate change mitigation and sustainable development, but also the social benefits of reduced air pollution, such as improved health and employment. Many combinations of policies have been employed to stimulate local renewable energy development. These policies include: local governance by authority; providing resources; enabling private actors; leading by example; allowing self-governance. Mega-city mayors, down to small-town officials, have successfully introduced such policies, although these vary with location, local resources and population. Cities, Towns and Renewable Energy – “ Yes In My Front Yard “ includes several case studies chosen to illustrate how enhanced deployment of renewable energy projects can result, regardless of a community’s size or location. The goals of this report are to inspire city stakeholders by showing how renewable energy systems can benefit citizens and businesses, assist national governments to better appreciate the role that local municipalities might play in meeting national and international objectives, and help accelerate the necessary transition to a sustainable energy future.

    Abstract: World energy demand is surging. Oil, coal and natural gas still meet most global energy needs, creating serious implications for the environment. One result is that CO2 emissions, the principal cause of global warming, are rising. This new study underlines the close link between efforts to ensure energy security and those to mitigate climate change. Decisions on one side affect the other. To optimise the efficiency of their energy policy, OECD countries must consider energy security and climate change mitigation priorities jointly. The bookpresents a framework to assess interactions between energy security and climate change policies, combining qualitative and quantitative analyses. The quantitative analysis is based on the development of energy security indicators, tracking the evolution of policy concerns linked to energy resource concentration. The “indicators” are applied to a reference scenario and CO2 policy cases for five case-study countries: The Czech Republic, France, Italy, the Netherlands, and the United Kingdom. Simultaneously resolving energy security and environmental concerns is a key challenge for policy makers today. This study helps chart the course.

    Abstract: When Hurricane Katrina hit the Gulf of Mexico in 2005, the region’s oil production and refining infrastructure was devastated and world energy markets were disrupted. The International Energy Agency decided in a matter of days to bring 60 million barrels of additional oil to the market. The emergency response system worked – the collective action helped to stabilise global markets. This book describes the oil emergency response systems of IEA countries and assesses how well prepared the IEA is to deal with an oil supply disruption.

    Abstract: According to IEA projections, oil demand is expected to grow by more than 50% between 2002 and 2030, while gas demand will almost double. But where will all this oil and gas come from? There is no shortage of hydrocarbons in the ground, but quenching the world’s thirst for hydrocarbons will require tremendous technological progress to increase recovery in known reservoirs, access new reservoirs in deep offshore or remote regions, and kick start the use of “non-conventional” deposits. Technology will be the key to tapping those more difficult resources at costs that do not impair the world’s economic growth. Based on extensive inputs from industry experts, this book presents the main challenges and some of the technologies that are being investigated to address them.     Abstract: This book assesses experience in reforming electricity markets in OECD countries over the past decade, focusing on the issues that are critical for successful liberalisation. Experiences and examples in the study are drawn mainly from the UK, Australian, Nordic and North Eastern United States (the PJM interconnection) markets, which have all operated with considerable success for a number of years.     Abstract: This book provides a new, quantitative assessment of the potential oil savings and costs of rapid oil demand restraint measures for transport. Some measures may make sense under any circumstances; others are primarily useful in emergency situations. All can be implemented on short notice – if governments are prepared. The report examines potential approaches for rapid uptake of telecommuting, "ecodriving”, and car-pooling, among other measures. It also provides methodologies and data that policy makers can use to decide which measures would be best adapted to their national circumstances. This “tool box” may help countries to complement other measures for coping with supply disruptions, such as use of strategic oil stocks.
