    Abstract: Green skills, that is, skills needed in a low-carbon economy, will be required in all sectors and at all levels in the workforce as emerging economic activities create new (or renewed) occupations. Structural changes will realign sectors that are likely to decline as a result of the greening of the economy and workers will need to be retrained accordingly. The successful transition to a low-carbon economy will only be possible if workers can flexibly adapt and transfer from areas of decreasing employment to new industries. This report suggests that the role of skills and education and training policies should be an important component of the ecological transformation process.

    Abstract: The Global Harmonised Submission Transport Standard (GHSTS) is a standardised set of technical specifications for assembling electronic files for pesticide registration in a predefined manner. GHSTS version 2.0, published in 2019, supports use for other regulated products as well as the pesticides domain and includes improvements in the lifecycle management of documents over a series of submissions for one pesticide (or other) regulatory action.     Abstract: Intermittent renewable energy sources, such as wind and solar, will become increasingly important in the electricity supply mix if ambitious renewable energy targets are to be met. This paper presents evidence on the effectiveness of different strategies and measures to increase the capacity utilisation of wind and other intermittent renewable energy plants. As countries progress towards more ambitious renewables penetration objectives, it is essential that the installed capacity does not end up idle and the investment ‘wasted’. The analysis is based on data for 31 OECD countries over the period 1990- 2009. Wind speed, dispatchable power, transmission capacity and energy storage are found to have positive and significant impacts on capacity utilisation. For example, if domestic grids are poorly refurbished European countries will have to invest an additional USD 38 billion worth of investment in wind power generating capacity by 2020 in order to meet the EU renewables objectives. Cross-border electricity trade is also found to have a positive impact on wind power plant capacity utilisation, albeit only at the high end of historic levels of penetration. Up to USD 25 billion worth of investment in wind power capacity by 2020 could be avoided – while still meeting the objectives – if electricity trade within the European Union is enhanced.

    Abstract: This working paper assesses national policy and governance mechanisms that can influence green growth in Chinese cities. It applies the OECD conceptual framework for urban green growth to examine the potential challenges and opportunities for increasing economic growth through reducing the environmental impact of urban land use, transport and buildings; through improving water and air quality; and through fostering supply and demand of green products and services. The paper first situates the issue of green growth within the nexus of urbanisation and environmental challenges now facing China. This is followed by a review of environmental and quality of life challenges posed by rapid urbanisation. Opportunities for national policies to influence green growth in four key urban policy sectors are then examined. The paper concludes with an assessment of governance challenges and considers potential changes to facilitate economic growth while reducing the environmental impact of cities.

This is followed by a review of sector-specific policies that can contribute to green jobs, green firms and urban attractiveness, with particular attention to energy-efficient buildings, the wind energy industry, public transportation, and the water and waste sectors. Finally, the working paper considers the role of workforce, innovation and governance policies, focusing on skill shortages and skill mismatches in the regional labour market, ways to make the most of the region's innovation assets, and opportunities for regional institutional co-ordination.

    Abstract: Sweden was facing a serious soil acidification and water eutrophication problem caused partly by emissions of nitrogen oxides (NOx) from combustion processes in transport, industry and power. In 1992, Sweden introduced a high tax on NOx emissions from large combustion sources (e.g. power plants, industrial plants, waste incinerators). The tax was accompanied by a refund according to the amount of energy generated. This ensures that facilities with low NOx emission intensitites are net beneficiaries of the scheme. Continuous monitoring of emissions was also made mandatory. The tax was designed to accelerate and stimulate investment in advanced combustion and pollution-abatement technologies and as a supplement to existing regulatory measures.

    Abstract: The international community has agreed to limit the average global temperature increase to no more than 2ºC above pre-industrial levels. This will require a gradual phase-out of fossil fuel emissions by the second half of this century. This report brings together lessons learned from OECD analysis on carbon pricing and climate policies. It recommends that governments ensure coherent policies surrounding the gradual phase-out of fossil fuel emissions and consistent signals to consumers, producers and investors alike. A key component of this approach is putting an explicit price on every tonne of CO2 emitted. Explicit pricing instruments, however, may not cover all sources of emissions and will often need to be complemented by other policies that effectively put an implicit price on emissions. But the policies must be mutually supportive and as cost-effective as possible, both on their own and as a package. In addition, tax exemptions and fossil-fuel subsidies that undermine the transition towards zero carbon solutions must be reformed. Finally, the report highlights the issues of competitiveness, distributional impacts and communication as key elements in implementing climate policy reform.

    Abstract: There are at least two policy regimes to be considered, one for environmental biotechnology, and another for industrial biotech. Environmental biotechnology is focused on biotechnologies for environmental clean-up, and much of the policy in this area is around compliance. Industrial biotechnology has quite different policy objectives and only started to grow as a field with the worldwide interest in biofuels. Much of the world now has targets for bioenergy and favourable policy regimes to stimulate production and use of biofuels, but sustainability is now a real issue for biofuels production. This should become an international theme as more countries start to adapt biofuels as part of their energy supply.

    Abstract: This Inventory is concerned with direct budgetary transfers and tax expenditures that relate to fossil fuels, regardless of their impact or of the purpose for which the measures were first put in place. It has been undertaken as an exercise in transparency, and to inform the international dialogue on fossil-fuel subsidy reform. For each of the 34 OECD countries covered, the Inventory provides a succinct summary of its energy economy, and of the budgetary and tax-related measures provided at the central-government level (and, in the case of federal countries, for selected sub-national units of government) relating to fossil-fuel production or consumption. The transfers associated with these measures are reported for recent years using the Producer Support Estimate (PSE) and Consumer Support Estimate (CSE) as organising frameworks. These frameworks have already been used extensively by the OECD, most notably in respect of agriculture. The Inventory covers a wide range of measures that provide a benefit or preference for a particular activity or a particular product, either in absolute terms or relative to other activities or products, against a specified baseline. Many measures listed in this inventory are relative preferences within a particular country’s tax system rather than absolute support that can be readily compared across countries, and for that reason no national totals are provided.

This book presents evidence that green growth is the only way to sustain growth and development over the long-term. Green growth does not replace sustainable development, but is a means to achieve it. Green growth values natural assets, which are essential to the well-being and livelihoods of people in developing countries, and if policies are designed to respond to the needs of the poorest, green growth can contribute to poverty reduction and social equity. Building on experience with green growth policies in developing countries and extensive consultations with developing country stakeholders, this report provides a twin-track approach with agendas for national and international action. It responds to developing country concerns about the technical challenges arising from early efforts to “go green” and documents a wealth of examples from developing countries. Green growth objectives and policies will need to be mainstreamed into every government objective and most importantly, into national budgets. Green growth policies can use untapped opportunities to boost domestic fiscal revenues and attract quality investment for years to come. International co-operation is needed to help mitigate the short-term costs that may be associated with pursuing green growth. International flows of money, trade and technology know-how is vital to encourage pursuit of green growth in developing countries.

    Abstract: This report synthesises the experience of OECD countries in developing and implementing policies, programmes and initiatives related to green growth in the agricultural sector, based primarily on material provided by governments. It discusses the overall approach that countries are taking towards establishing a green growth strategy in agriculture; the implementation of the OECD framework for monitoring progress towards green growth in agriculture; and the various policy instruments used. A key conclusion is that, while most countries have some policies in place that relate to the concept of green growth, the degree of ambition shows considerable variation. A wide range of instruments and a variety of “policy mixes” are currently applied across OECD countries, with the majority of countries appearing to have strategic objectives covering a wide range of subjects related to green growth, particularly in the area of improving energy efficiency and reducing the carbon footprint of agriculture. A coherent overall policy framework that has clear objectives, sets R&D priorities, and policy measures that are targeted and implemented at the appropriate levels are essential to establish a comprehensive strategy for green growth in agriculture.

The study shows that collective action should be given serious consideration as a means of addressing many agricultural and natural resource issues, and in some cases collective action should be actively promoted.

    Abstract: Economic textbooks predict that taxes and emission trading systems are the cheapest way for societies to reduce emissions of CO2. This book shows that this is also the case in the real world. It estimates the costs to society of reducing CO2 emissions in 15 countries using a broad range of policy instruments in 5 of the sectors that generate most emissions: electricity generation, road transport, pulp & paper and cement, as well as households’ domestic energy use. It finds wide variations in the costs of abating each tonne of CO2 within and among countries, as well as in the sectors examined and across different types of policy instruments. Market-based approaches like taxes and trading systems consistently reduced CO2 at a lower cost than other instruments. Capital subsidies and feed-in tariffs were among the most expensive ways of reducing emissions.

    Abstract: The combined effects of the economic crisis and the recent popular uprisings in parts of the Middle East and North Africa have brought social and economic challenges back to the centre of attention of policy makers. For governments searching to create jobs, to satisfy the growing energy demand of their populations and to diversify their economies, the appeal of renewable energies is strong. However, the right policy framework and support need to be put in place if the region wants to attract private investment in the sector and reap the benefits of its favourable resource endowment, especially as regards solar and wind energy. This report makes the case for a stronger deployment of renewables in the Middle East and North Africa and identifies the appropriate support policies required to stimulate the necessary private investment. An assessment of existing policy frameworks in the region and examples from OECD good practice are used as pointers to help guide policy makers in their choices. The analysis contained in this report suggests that support policies targeting the life cycle of renewable energy projects such as feed-in tariffs and power purchase agreements are more effective and less distortive than policies subsidising the initial investment, such as cost reductions. The optimal incentive scheme provides investors with stability through a guaranteed but declining minimum return while imposing enough market risk to foster technological progress.

En fonction des propriétés physico-chimiques du produit chimique testé, différentes méthodes peuvent être utilisées pour l’appliquer, mais il est important que la substance recouvre bien la surface épithéliale. Les effets toxiques pour la cornée sont estimés à partir des mesures de son opacité et de sa perméabilité, qui une fois combinées, fournissent le score d’irritation in vivo (SIIV) pour chaque groupe de traitement. Un produit chimique qui induit un SIIV≥ 55.1 est classé en catégorie 1 (« provoquant des lésions oculaires graves » selon le SGH) ; un produit chimique qui induit un SIIV≤ 3 est considéré comme ne relevant d’aucune classification pour irritation oculaire ou lésion oculaire grave selon le SGH.

    Abstract: The test method described in this Test Guidelineis inteneded to determine the acute or letal toxicity of chemicals on embryonic stages of fish (Danio rerio). Newly fertilised zebrafish eggs are exposed to the test chemical for a period of 96 hrs. Every 24 hrs. Twenty embryos (one embryo per well) are exposed to the chemical tested at each concentration level. The test includes five increasing concentrations of the chemical tested and a control. Every 24 hours, four apical observations are recorded as indicators of lethality: (i) coagulation of fertilised eggs, (ii) lack of somite formation, (iii) lack of detachment of the tail-bud from the yolk sac, and (iv) lack of heartbeat. At the end of the exposure period, acute toxicity is determined based on a positive outcome in any of the four apical observations recorded, and the LC50 is calculated. The test report also includes a number of other important information elements related to the conduct of the test, in particular: the concentration of dissolved oxygen, pH, total hardness, temperature et conductivity of solutions, measured concentrations of the chemical tested, and whether the validity criteria of the test were met.

    Abstract: Developing growth strategies that promote greener lifestyles requires a good understanding of the factors that affect people's behaviour towards the environment. Recent OECD work based on periodic surveys of more than 10 000 households across a number of countries and areas represents a breakthrough by providing a common framework to collect unique empirical evidence for better policy design This publication presents a data overview of the most recent round of the survey implemented in five areas (energy, food, transport, waste, and water) and 11 countries: Australia, Canada, Chile, France, Israel, Japan, Korea, the Netherlands, Spain, Sweden and Switzerland. The new survey confirms the importance of providing the right economic incentives for influencing our decisions. The findings indicate that "soft" measures such as labeling and public information campaigns also have a significant complementary role to play. Spurring desirable behaviour change requires a mix of these instruments.

    Abstract: This report synthesises the findings from six case studies of urban green growth policies, four at city level (Paris, Chicago, Stockholm, Kitakyushu) and two at the national level (China, Korea). It offers a definition of urban green growth and a framework for analysing how it might play out in different types of cities. It demonstrates the importance of urban policies for achieving national environmental policy goals and discusses the increased efficiency of policy intervention at the urban level. It identifies urban activities to reduce environmental impact that are most likely to contribute to the policy priorities of job creation, urban attractiveness, metro-regional supply of green products and services, and increased urban land values. It also provides guidance on addressing potential financing and governance challenges that may arise in pursuing urban green growth. Finally, the report offers a preliminary proposal for how green growth in cities could be measured.

Skin corrosion is defined as the production of irreversible tissue damage, manifested as visible necrosis of the skin, according to the definition of the Globally Harmonised System for Classification and Labeling of Chemicals. This Test Guideline describes an in vitro procedure allowing the identification of non-corrosive and corrosive substances and mixtures, based on the rat skin transcutaneous electrical resistance (TER) test method. The test chemical is applied to three skin discs for a duration not exceeding 24 hours. Corrosive substances are identified by their ability to produce a loss of normal stratum corneum integrity and barrier function, which is measured as a reduction in the TER below a threshold level (5kΩ for rat). A dye-binding step incorporated into the test procedure enables to determine whether the increase in ionic permeability is due to physical destruction of the stratum corneum. This Test Guideline also includes a set of Performance Standards (PS) for the assessment of similar and modified TER-based test methods.

L’œil est énucléé et placé sur un support d’œil, la cornée étant en position horizontale. La substance d’essai et les contrôles négatifs/positifs sont appliqués sur la cornée. Les effets toxiques pour la cornée sont estimés à partir d’une évaluation qualitative de son opacité, une évaluation qualitative de l’endommagement de l’épithélium sur la base de la rétention de fluorescéine, une mesure quantitative de l’augmentation de son épaisseur (gonflement), et une évaluation qualitative de l’endommagement morphologique macroscopique de la surface. Chacune de ces évaluations se traduit par un classement OPI, et la combinaison des classements correspondants fournit un classement d’irritation pour chaque produit chimique. L’histopathologie de l’œil peut être évaluée de façon optionnelle afin d’améliorer la prédictivité de la méthode d’essai pour les produits chimiques causant des lésions oculaires graves.

La procédure sur épiderme humain reconstitué part du principe que les substances corrosives sont capables de pénétrer dans le stratum corneum (couche cornée) par diffusion ou érosion, et sont cytotoxiques pour les cellules des couches sous-jacentes. Deux réplicats sont employés pour chaque traitement (ou durée d'exposition), et pour les contrôles. Les substances corrosives sont identifiées sur la base de leur capacité à réduire la viabilité cellulaire en dessous des valeurs seuils définies pour des périodes d'exposition spécifiques. La viabilité cellulaire est mesurée via la conversion enzymatique du colorant vital MTT en un sel de formazan bleu mesuré quantitativement après son extraction des tissus. Les substances corrosives sont mises en évidence par leur capacité à faire chuter la viabilité cellulaire sous un seuil prédéterminé. Plusieurs méthodes validées sont référencées dans la Ligne directrice et suivent la procédure décrite ci-dessus. Certaines méthodes référencées permettent par aillaurs la sous-categorisation des produits corrosifs. On day 1 (D1) of the study, first instar synchronised larvae are taken from the comb of three colonies (thirty-six larvae in total per group) and individually placed into 48 well-plates where they are fed a standardized amount of artificial diet. On day 4 (D4) of the test, a single dose of the test chemical is administered to the larvae with the diet. Each group of thirty-six larvae is administered a given dose in a range of five increasing doses. Mortalities are recorded on D5, D6, and D7 of the test. The 72-hr LD50 is calculated for larvae (cumulative mortality at D7). The study report also includes a number of important elements, in particular regarding test conditions (e.g., temperature and humidity).

Two tissue replicates are used for each treatment (or exposure time), and for controls. Corrosive materials are identified by their ability to produce a decrease in cell viability below defined threshold levels at specified exposure time. Cell viability is measured by enzymatic conversion of the vital dye MTT into a blue formazan salt that is quantitatively measured after extraction from tissues. Corrosive substances are evidenced by their capacity to reduce cell viability below the defined threshold. Several validated methods are referenced in the Test Guideline and follow the procedure described above. Some of the methods referenced allow sub-categorisation among corrosive chemicals. This Test Guideline also includes a set of Performance Standards (PS) for the assessment of similar and modified TER-based test methods.

Each treatment group (test chemical, negative/positive controls) consists of a minimum of three eyes where the cornea has been excised and mounted to a holder. Depending on the physical nature and chemical characteristics of the test chemical, different methods can be used for its application since the critical factor is ensuring that the test chemical adequately covers the epithelial surface. Toxic effects to the cornea are measured as opacity and permeability, which when combined gives an In Vitro Irritancy Score (IVIS) for each treatment group. A chemical that induces an IVIS ≥ 55.1 is defined as a category 1 (“causing serious eye damage” according to the GHS); a chemical that induces an IVIS≤ 3 is considered as not requiring classification for eye irritation or serious eye damage according to the GHS.

Depending on the regulatory framework and the classification system in use, this procedure may be used to determine the skin irritancy of test substances as a stand-alone replacement test for in vivo skin irritation testing, or as a partial replacement test, within a tiered testing strategy.

On obtient la fréquence des mutants, qui est le paramètre observé dans cet essai, en divisant le nombre de plages/plasmides contenant les mutations qui se produisent dans le transgène par le nombre total de plages/plasmides retrouvés dans un même échantillon d'ADN.

The endpoints are evaluated separately to generate an ICE class for each endpoint, which are then combined to generate an Irritancy Classification for each test substance. Optionally, histopathology of the eye can be evaluated to improve the predictivity of the test for chemicals causing serious eye damage.

A negative control group and a minimum of 3 treatment groups of transgenic animals are treated for 28 consecutive days. Administration is usually followed by a 3-day period of time, prior to sacrifice, during which the agent is not administered and during which unrepaired DNA lesions are fixed into stable mutations. At the end of this 3-day period, the animals are sacrificed, genomic DNA is isolated from the tissue(s) of interest and purified. Mutations that have arisen during treatment are scored by recovering the transgene and analysing the phenotype of the reporter gene in a bacterial host deficient for the reporter gene. Mutant frequency, the reported parameter in these assays, is calculated by dividing the number of plaques/plasmids containing mutations in the transgene by the total number of plaques/plasmids recovered from the same DNA sample.

    Abstract: Environmental conditions are likely to have an effect on people’s sense of life satisfaction, both directly and indirectly. In recent years there has been a burgeoning literature assessing the relationship between measures of environmental quality and subjective well-being. This type of studies can be a useful input into the setting of policy priorities. In this paper, the effects of individual and contextual factors on satisfaction with environmental quality and life satisfaction are assessed, using micro-data from a broad cross-section of OECD and non-OECD countries collected in the framework of the Gallup World Poll. In the analysis it is found that actual and perceived environmental quality has a significant effect on life satisfaction, with the magnitude being approximately half that of self-reported health status.

    Abstract: This paper analyses the determinants of invention in efficiency-enhancing electricity generation technologies that have the potential to facilitate climate change mitigation efforts, including fossil fuelbased technologies aimed at reducing carbon emissions, renewables and nuclear technologies. The evolution of inventive activity in these technologies is analysed by considering patent data for 11 OECD countries over the period 1978-2008. The analysis considers various drivers of inventive activity, including R&D expenditures and electricity consumption, but pay particular attention to the role of fossil fuel prices because they suggest the impact that price mechanisms such as emissions trading and carbon taxes are likely to have on invention in the electricity generation sector. The results show that the effect of fossil fuel prices varies according to the different types of technologies. As fossil fuel prices increase, inventive activity in renewable energy technologies increases while the effect of on fossil fuel-based technologies is positive but with decreasing increments. The results show that there is no effect of fossil fuel prices on patenting activity in nuclear energy technologies. These results illustrate that there may be a price-induced switching between renewable and fossil fuel-based technologies. As fossil fuel prices rise, an efficiency effect encourages inventive activity in both fossil fuelbased and renewable technologies. As fossil fuel prices increase further, invention in fossil fuel-based technologies starts declining suggesting that a substitution effect drives away innovation from fossil fuelbased towards renewable energy technologies.

    Abstract: This paper presents comparative data on innovation in selected climate change mitigation and adaptation technologies in the context of Africa. Such analysis informs policy aimed at encouraging international technology transfer and development of domestic innovation capacities. We present detailed analysis of the role of Africa in development of these technologies (invention), and then move on to examine Africa as a technology market (as reflected in patenting). In addition, we briefly touch upon the question of cross-border technology development (co-invention) in Africa. Despite Africa’s generally low volume of inventive activity in these fields in comparison with other countries, inventive activity is disproportionately directed towards mitigation and adaptation technologies. In addition, the rate of international co-invention for most mitigation and adaptation technologies is much higher in Africa than in the rest of the world. And finally, rates of protection of climate technologies at African intellectual property offices are high relative to other technologies. Nonetheless, it must be emphasized that a relatively small number of inventions are protected in Africa, providing evidence that IP is not a barrier to technology transfer and diffusion.

    Abstract: Default options have been shown to affect behaviour in a variety of economic choice tasks, including health care and retirement savings. Less research has tested whether defaults affect behaviour in the domain of energy efficiency. This study uses data from a randomized controlled experiment in which the default settings on office thermostats in an OECD office building were manipulated during the winter heating season, and employees’ chosen thermostat setting observed over a 6 week period. Using difference-in-differences, panel, and censored regression models (to control for maximum allowable thermostat settings), we find that a 1°C decrease in the default caused a reduction in the chosen setting by 0.38°C on average. Sixty-five percent of this effect could be attributed to office occupant behaviour (p-value=0.044). The difference-in-differences model shows that small decreases in the default (1°) led to a greater reduction in chosen settings than large decreases (2°). We also find that office occupants who are more apt to adjust their thermostats prior to the intervention were less susceptible to the default. We find no evidence that offices with multiple occupants displayed different patterns in thermostat choices than single-occupant offices. We conclude that this kind of intervention can increase building-level energy efficiency, and discuss potential explanations and broader policy implications of our findings.

    Abstract: The book presents a major meta-analysis of 'value of a statistical life' (VSL) estimates derived from surveys where people around the world have been asked about their willingness to pay for small reduction in mortality risks. The analysis seeks to explain the differences in the estimates, for example across countries. Differences in incomes and the magintude of the risk reduction people have been asked to value were found to be the factors having the strongest impact on VSL, but a number of other policy-relevant factors are also important. Based on the meta-analysis, and a broad review of the literature, the book also presents clear advice on how VSL values best can be used in assessments of environmental, health and transport policies, such as in cost-benefit analyses. Using explicit VSL estimates to quantify the benefits to society of fatality risk reductions can play an important role in the development of more cost-effective public policies.

    Abstract: This Urban Policy Review of Korea assesses Korea’s approach to sustainable urban development as expressed in its recent urban policy reform and national green growth agenda. The density of a substance is the quotient of its mass and its volume and is expressed in SI units as kg/m3 at a specified temperature. Several methods are for liquid substance only: hydrometer, immersed body method (both are buoyancy methods) and oscillating densitometer. These methods are applicable to liquids with a dynamic viscosity below 5 Pa.s for hydrometer and oscillating densitometer and below 20 Pa.s for immersed body method. The method for solids only is the air comparison pycnometer, and pour and tap. The methods for both liquids and solids are the hydrostatic balance (a buoyancy method) and the pycnometer. The dynamic viscosity of liquids to be investigated should not exceed 5 Pa.s for the hydrostatic balance, and should not be above 500 Pa.s for the pycnometer.

It identifies the key actors to be engaged in the decision making processes, outlines possible capacity needs and suggests how these can be addressed. This policy guidance is intended to support developing countries in their efforts to move to a greener development path. It is also intended to assist development co-operation and environment agencies in their efforts to support that process.

    Abstract: Depuis quelques années, Israël renforce sa politique d’environnement et devrait maintenant mettre au point un plan de croissance verte regroupant les politiques environnementale, économique et sociale. Telle est la principale recommandation formulée par l’Examen des performances environnementales de l’OCDE : Israël 2011. Ce rapport constitue le premier examen de l’OCDE consacré à la politique de l'environnement d’Israël depuis l’adhésion du pays à l’Organisation, l’année dernière. Compte tenu de sa superficie relativement petite, de ses faibles ressources en eau, de la densité de sa population et de son taux élevé d’urbanisation, Israël doit faire face à des défis environnementaux pressants. Le pays a réalisé des progrès appréciables en ce qui concerne la pollution atmosphérique et l’utilisation de l’eau notamment. Ce faisant, Israël a développé un secteur des « technologies propres » dynamique. Cependant, sa forte croissance économique et démographique fait peser sur l’environnement des pressions de plus en plus fortes, imputables à la production de déchets, à la dégradation des habitats et aux émissions de gaz à effet de serre. L’Examen présente 41 recommandations pour aider le pays à relever ces défis.

    Abstract: This report addresses multilevel governance challenges in water policy in the Latin American and the Caribbean (LAC) and identifies good practices for co-ordinating water across ministries, between levels of government, and across local and regional actors. Based on the OECD Multilevel Governance Framework and a survey on water governance, the report i) maps the allocation of roles and responsibilities in 13 LAC countries’ water policy at central government and sub-national level; ii) identifies the main coordination “gaps” in terms of territorial and institutional fragmentation, funding mismatch, information asymmetry, accountability, objectives and capacity, and iii) provides a range of mechanisms to improve water governance at all levels and foster capacity-building.

    Abstract: A lack of finance for water resources management is a primary concern for most OECD countries. This is exacerbated in the current fiscal environment of tight budgets and strong fiscal consolidation, as public funding provides the lion’s share of financial resources for water management. The report provides a framework for policy discussions around financing water resources management that are taking place at local, basin, national, or transboundary levels. The report goes beyond the traditional focus on financing water supply and sanitation to examine the full range of water management tasks that governments have to fulfill; when appropriate, a distinction is made on distinctive water issues. The report identifies four principles (Polluter Pays, Beneficiary Pays, Equity, Policy Coherence), which have to be combined. In addition, it identifies five empirical issues, which have to be addressed on a case-by-case basis. Finally, it sketches a staged approach that governments might wish to consider, to assess the financial status of their water policies and to design robust financial strategies for water management. Case studies provide illustrations of selected instruments and how they can be used to finance water resources management.
