    Abstract: Wer hat den Brüdern Grimm was, wann und wie erzählt? Vor knapp 200 Jahren erschienen ihre Kinder- und Hausmärchen in der ersten - und weitgehend unbekannten - Fassung. Der neue Sonderband der Anderen Bibliothek macht diese Erstfassung wieder zugänglich - und erzählt die Geschichten der bisher so gut wie namenlosen Zuträger. Seit ihrem Erscheinen vor 200 Jahren sind die von Jacob und Wilhelm Grimm gesammelten Märchen das meistaufgelegte, meistübersetzte und bekannteste Buch in der deutschen Literaturgeschichte geworden. Aber während die beiden Philologenbrüder ihre literarischen Quellen benannten, machten sie zu den mündlich oder handschriftlich zugekommenen Märchen lediglich vage oder namenlose Angaben. Nur in der hier edierten Erstfassung von 1812 können wir noch die Märchen dieser Zuträger hinter den Märchen lesen, scheint der Dialog zwischen Erzählern und Sammlern noch durch. In den späteren und gefälligeren Fassungen wird das ursprüngliche Repertoire der Beiträger immer unkenntlicher. Heinz Rölleke erlöst die Erzähler hinter den Märchen, die im Gewand ihrer Märchen längst weltbekannt wurden, aus ihrer Anonymität und gibt 25 von ihnen den Namen zurück – woher stammten sie und über welches Repertoire verfügten sie, woher kannten sie ihre Stoffe? Heinz Rölleke schenkt den wundersamen Sirenen, die die Märchen zuflüsterten, wieder ihre Stimme. Albert Schindehütte, ebenfalls ein großer Kenner des Grimmschen Werkes und seit 1997 als ihr Gründer in der Schauenburger Märchenwache für sie tätig, umkleidet die Märchen mit seinen prächtigen und farbigen Kalligraphien

    Abstract: Agriculture and the rural space will continue to demand the attention of policy makers in Bolivia for several reasons, even as urbanization gains momentum. First, agriculture is a proven engine of economic growth. Aside from showing its strength in decades past, in recent years agriculture shielded the Bolivian economy from the worst effects of the decline in other primary sectors, and in the future, healthy rates of agricultural growth will make the overall economy more diversified and more resilient. Second, a robust and dynamic agricultural sector will continue to curb dependence on the mining and gas sectors, while contributing significantly to inclusive growth, value addition, the creation of more and better jobs on and off of the farm, and better nutrition for all. Third, because agricultural growth in Bolivia has proven to be pro-poor, maintaining that growth is essential for continued reductions in poverty. Fourth, because climate and other shocks affecting agriculture can significantly disrupt steady gains in economic growth, poverty reduction, and food security, building a resilient agricultural sector is critical to sustain those gains. Finally, although policy makers will want to support agricultural growth, they will not want that growth to compromise the future for generations of Bolivians by squandering and degrading irreplaceable natural resources

    Abstract: The objective of the report is to inform the preparation of a Government Program for establishing the status of customers in need, the scope of their rights, and protection measures to help them meet demands for electricity in case of electricity tariff increases. The report analyzes patterns of electricity consumption, affordability, poverty and distributional impacts of hypothetical scenarios of tariff increases. It also reviews the current protection mechanism with an electricity subsidy, models the impact of short- and medium-term reform options, and recommends concrete mitigation measures. In accordance with Law No. 05/L-085 on Electricity of 2016, the Government of Kosovo should develop a detailed Program for establishing the status of customers in need, the scope of their rights, and protection measures to help them meet demands for electricity. Electricity accounts for almost 90 percent of the total energy expenditures of households in Kosovo, and over 97 percent of the energy expenditures of poor households.1 According to the Law on Electricity2, the Ministry of Labor and Social Welfare (MLSW) in cooperation with the Ministry of Energy, Ministry of Finance and in consultation with the Energy Regulatory Office (ERO) and other stakeholders of the electricity sector should develop a social protection program (Program), providing social benefits to ensure the necessary electricity supply to customers in need, or providing for support for energy efficiency improvements, to address energy poverty. Such measures shall not impede the effective opening of the electricity market and its functioning. Customers in need are household consumers, who, due to social status, enjoy some special rights regarding the supply with electricity, to be provided in exceptional cases. Commitment to the development of this Program is taken also with Kosovo's Energy Strategy, and with the requirements of the Treaty of Energy Community as defined by the Third Energy Package3. The Program should propose an approach to identifying the electricity poor who are vulnerable and outline short- and medium-term measures for their protection

    Abstract: Economic performance in 2018 has been mixed. The data that are available suggest some areas of softening in the economy.1 Foreign direct investment declined to 2 percent of GDP in 2017, down from about 5 percent in 2014. The current account deficit has increased to 3.8 percent of GDP in the year ending September 2018, from 2.2 in the preceding 12 months. Recent Bank of Tanzania data confirm lower cashew exports and 2017 decline in non-traditional exports has continued into 2018, which raises concerns on prospects for longer term growth. The Tanzania Revenue Authority is reporting that many large tax payers are unable to meet their tax obligations on time. Nonperforming loans have declined recently to 9.7 percent in September 2018 from 12.5 percent in September 2017, but remain almost double the 5 percent statutory threshold. Banks have limited lending to businesses and interest rates are high (18 percent for one-year loans in August 2018), though some banks have lowered benchmark lending rates. On a positive note, credit to the private sector has been edging up, reaching 4.9 percent in the 12 months ending September 2018. The fiscal deficit is still low, not counting payment arrears and delayed refunds of value-added tax. The 2017/18 budget deficit after grants of 1.3 percent of GDP suggests effective spending management but does not factor in payment arrears, with an estimated stock of over 3 percent of GDP. Government is paying down roughly TZS 1 trillion of verified arrears per fiscal year. The low deficit is the result of controlled recurrent expenditures and under execution of the development budget by more than 40 percent. Contributing factors include shortfalls in domestic revenue and external financing for large projects. Public debt is currently sustainable, but there is need for the Government to consider cost-effective financing options and manage associated risks to support public investments. The 2018/19 budget targets public investment to consume 45 percent of total spending, equivalent to 9.1 percent of GDP compared to 5.5 a year prior

    Abstract: The outlook for the global economy has darkened amid elevated trade tensions. International trade and investment are moderating, trade tensions remain elevated, and financing conditions are tightening. Global growth is projected to moderate from a downwardly revised 3 percent in 2018 to 2.9 percent in 2019 and 2.8 percent in 2020-21, as economic slack dissipates, monetary policy tightens in advanced economies, and global trade gradually slows (World Bank Global Economic Prospects, January 2019). Despite external shocks to trade and tourism, growth of the Thai economy is estimated to have accelerated to 4.1 percent in 2018. The economy proved to be resilient in the face of strong global headwinds due to strengthening domestic demand stemming from an upswing in private consumption and private investment. Domestic consumption expanded by 5 percent in 2018Q3, posting the highest growth rate in 22 quarters in a low-inflation environment and record-low unemployment. In addition, private investment grew by 3.9 percent in the third quarter supported by increased spending on construction, machinery and equipment. Strong domestic demand offset partially adverse global factors-the China-US trade dispute-as well as domestic and idiosyncratic factors-such as the Phuket boat tragedy and the high-base effect of gold exports. The Thai economy also owed its resiliency to strong and stable macroeconomic fundamentals

Enhancing the efficiency of the central economic corridor (CEC) is vital to Mongolia's effort to improve trade competitiveness and diversify exports. The role of Mongolia's economic corridors is best understood when seen as an integral part of the country's supply chain. The report analyzes the performance gap of the CEC through an examination of three sectors: (a) cashmere and wool sector, (b) meat, and (c) leather. These sectors highlight the major challenges that Mongolian producers face in a world where agribusiness depends on a demanding retail sector characterized by tight delivery schedules and high-quality standards, which are more important than tariffs. The report diagnoses the challenges that these industries face, identifies opportunities for the growth of these sectors, leveraging the potential of the CEC, and shares policy recommendations on how to seize these opportunities. Studies show that FGM/C has economic and social consequences and a high obstetric cost although a comprehensive study on the exact extent of these economic, health and social costs is still to be carried out. Beyond the data and the statistics, researcher have shown that FGM/C deprives women of sexual satisfaction, sexual health and psychophysical wellbeing. While substantial efforts by the authorities to strengthen governance of public resources and stabilize the fiscal situation helped the economy to not contract further, economic growth remained tepid with a technical recession (two successive quarters of negative economic growth) in the first half of 2018. GDP growth is expected at below 1 percent in 2018, down from an already low 1.3 percent in 2017. A number of exogenous factors contributed to this poor growth performance. Domestically, climate variations such as a prolonged drought in the Western Cape where harvests were delayed exerted a huge toll on agricultural production. Externally, mounting trade tensions between the United States and China, and tightening global financial conditions contributed to slowing the pace of foreign financial inflows to South Africa while lessening the demand for its exports. Rising world oil prices also exerted strong pressure on the balance of payments and domestic prices, depressing private consumption. These negative developments, however, do not conceal the fact that South Africa's growth challenge is deep-seated and largely structural. To grow faster and sustainably, the economy will need to be more inclusive, requiring the participation of a greater share of the population mainly through job creation. Furthermore, persistent inequality of income and of opportunity will continue to raise pressures for redistribution of limited resources that are drawn from a small tax base. Radical policy demands are more likely in a stagnant economy, fuel policy uncertainty and deter private investment. At the Presidential Jobs Summit and the South African Investment Conference held in October 2018 agreements were made on actions that are expected to enable job creation and to attract higher levels of investment, including interalia, education and skills interventions, and initiatives to reduce policy uncertainty on land reform, mining and black economic empowerment

    Abstract: In January 2019, Uzbekistan started a new farm restructuring1. It is said to seek to optimize the use of farmland by increasing the size of farms producing wheat and cotton, reallocating land to more efficient farmers and even clusters, and improving crop rotation options. This is not the first time that this kind of farm restructuring in Uzbekistan takes place. The country has gone through several waves of farm restructuring and land reallocations. Both these processes were administratively managed, with little reference to market or income generation opportunities. During 1992-1997, state farms were decollectivized. During 1998-2002, farm fragmentation into small production units has started, which was completed during 2003-2008. Unsatisfied with the performance of fragmented farms, the government started farm consolidation between 2008/2009 and 2016, creating a dual system when dekhkan smallholders averaging 1 hectare (ha) and producing livestock and horticulture products coexisted with large individual farms, averaging 40-60 ha and producing cotton and wheat under the state order system. The 2019 restructuring seeks to double the size of cotton and wheat farms to the average of 100 ha

The report is based on several sources: (i) the Ethiopian Civil Servants Survey (ECSS), which was undertaken in June through September 2016 and targeted professional level staff and directors or heads of federal ministries or agencies, regional bureaus, and woreda offices; (ii) a series of key informant interviews with officials and stakeholders, as well as focus group discussions with members of 'Public Wings'; and (iii) administrative data and information, e.g. concerning the number of civil servants, as wellas salaries and benefits. The focus is on five key service delivery sectors: agriculture, education, health, revenue collection, and trade-all critical areas for state activity. The analysis encompasses an assessment of previous and ongoing reforms, and takes a look at the constraints and overall quality of current management practices.     Abstract: Guinea-Bissau is a small state in West Africa with a population of around 1.8 million. It is rich in natural resources (fisheries, forestry and agriculture) and biodiversity. Economic activity is, however, dominated by the production and sale of unprocessed cashew, which is also the main source of income for more than two thirds of households. Guinea-Bissau is host to a large variety of ethnic groups, languages and religions, with communal and ethnic-based violence remaining low. The country has a history of political and institutional fragility dating back to its independence from Portugal in 1973. Since independence, four successful coups have been recorded, with another 16 coups attempted, plotted, or alleged. Political fragility has been manifesting itself in frequent government turnover. Political instability has been responsible for large drops in output and government expenditure. After almost three years of political gridlock, a new consensus government came to power in April 2018. In sum, Guinea-Bissau has been caught in a vicious cycle of poor governance, fragmented elites, weak public sector capacity, and a poorly diversified economy. The objective of the Guinea-Bissau Public Expenditure Review (PER) is to analyze government expenditure, fiscal revenue, and public financial management in selected sectors (education, health, and security). The PER is a follow-up to the World Bank's (2017) Public Expenditure Analysis that provided an overall review of public finances in Guinea-Bissau (see Annex I). It contains a wide range of analyses, with some chapters examining public spending trends and outcomes, while others are more process oriented and place a strong emphasis on PFM systems, at macro- and micro-levels. The education and health chapters go beyond the confines of traditional World Bank PERs-namely the efficiency, effectiveness, and equity of spending. Both of these chapters also review the PFM systems in the respective line ministries with a view to identifying options for reform. Further, the PER analyzes the fiscal implications of continuing to spend over 15 percent of the budget on the security sector and nearly 9 percent of GDP on wage and nonwage compensation

    Abstract: This report describes the key policies for Chad to successfully leverage export diversification to foster economic growth. After several unsuccessful attempts at diversifying in the 1990s, Chad has deepened its dependence on commodities, mainly relying on oil; which came to replace cotton. However, the experience of other countries, in Africa and other parts of the world, shows that while large scale production of oil resources offers great opportunities, it comes with major shortcomings. Chad's Vision 2030 is to become an emerging economy, driven by diversified and sustainable sources of growth. The goal is to triple the average GDP per capita at current prices, by increasing it from USD 730 in 2014 to USD 2300 in 2030, while drastically reducing the poverty rate from 46.7 percent in 2011 to 8 percent during the same period. Chad's economy is overly dependent on crude petroleum, which makes it vulnerable to external shocks. Therefore, to achieve this development goal, only an export diversification strategy can foster a larger menu of goods and services than can become growth-accelerating and job-creating activities. Its implementation challenges are formidable, but the country has little choice, as the social unrest following recurrent oil price slumps, its burgeoning youth population and regional security threats may foment more violence in an already fragile and volatile economy and keep investors away. Hence, this report outlines a strategy to achieve this vision centered on the diversification of its non-oil economy (mainly agricultural-based exports) away from natural resource-based commodities

    Abstract: In 2016, the Government of Bulgaria (GoB) decided to initiate spending reviews (RS) to improve the efficiency and effectiveness of its spending in the context of a moderate fiscal consolidation process. Although Bulgaria has one of the lowest overall spending in the European Union (EU), spending outcomes lag those of other EU member states. In the case of waste management, Bulgaria spends the most among comparable EU countries, but outcomes could be significantly improved. Still a large part (48 percent in 2016 ) of municipal solid waste generated is landfilled even though waste management infrastructure is under development. To help address these challenges the Ministry of Finance (MoF) requested analytical and advisory support from the World Bank. Such support was intended to identify spending pressures and potential efficiency and effectiveness gains in waste management. In contrast to most spending reviews, where saving targets are identified upfront and the primary objective is to find ways of reducing the budget, the primary objective of this review is to increase performance and use any savings derived from efficiency gains for additional priority spending on waste management. A secondary objective is for this SR to help increase the transparency of spending on waste management, as information on spending categories by activity and municipality has not been analyzed until now

    Abstract: Real GDP growth in Russia surpassed expectations in 2018, reaching 2.3 percent, mostly due to one off effects of energy construction. Forecasted growth of 1.2 percent in 2019 and 1.8 percent in 2020 and 2021 reflects a more modest outlook. Russia's macro-fiscal buffers remain strong, with fiscal surpluses across all tiers of government and low public-debt levels. When compared to advanced economies, Russia spends less on health and education. Rebalancing in favor of these categories could improve the overall efficiency of public spending. Short-term inflationary risks have abated, with the Bank of Russia signaling a return to a neutral policy rate. Lending activity is recovering, but the banking sector remains afflicted with high concentration and state dominance. Having eased slightly, the poverty rate remains in double digits with many households close to the poverty line and lacking formal employment. Informal employment is rising in the face of close-to-zero net job creation by medium-sized and large formal enterprises. Key risks to medium-term growth include the expansion of economic sanctions, renewed financial turmoil in EMDEs, a dramatic drop in oil prices, and souring of the global trade environment. The recent double-digit expansion in household credit may also pose a risk to financial stability in the case of a deterioration in the macroeconomic environment

    Abstract: Myanmar's economy is slowly picking up speed and regaining stability after a volatile 2018. Despite a challenging global environment, Myanmar's economic growth is expected to rise to 6.5 percent in 2018/19 from 6.4 percent in the Transition Period1 supported by strong performance in the manufacturing and services sectors. Volatility that buffeted the economy in 2018 has started to ease. Inflation moderated, the kyat stabilized, and fuel prices fell in Q1 2018/19, though there have been some reversals in prices in Q2. The economic outlook looks positive, with growth expected to reach 6.7 percent in the medium-term. The recent decisions to ease trade restrictions; open the financial sector to greater foreign competition; and begin mega infrastructure projects signal a decisive and awaited uptick in reform momentum. Downside risks to the economic outlook are driven by external factors, including possible revocation of preferential trade access under the European Union Generalized System of Preferences. Slowing global and regional growth, especially in China, together with renewed escalation of global trade tensions, could also slow exports and the flow of inbound foreign investments. Insecurity in border areas, the Rakhine crisis, with violence and forced displacement of refugees, and the recent flare-up in violence involving the Arakan Army, could affect investors' sentiment. The 2020 general election is also a source of uncertainty

    Abstract: Nigeria's emergence from recession remains slow: real GDP grew by 1.9 percent in 2018. While this was above the 0.8 percent growth of 2017, it was below the population growth rate, government projections and pre-recession levels. The oil and gas sector reverted to contraction from the second quarter of the year and the non-oil economy was thus the main driver of growth in 2018. While agriculture slowed down significantly due to conflict and weather events, whose effects were not counteracted by direct interventions by the Central Bank of Nigeria (CBN), non-oil, non-agricultural growth, which remained negative up to the third quarter of 2017 strengthened through 2018 - but remained weak - with services (primarily ICT) resuming as the key driver. As the oil sector is not labor-intensive, and the non-oil economy was still relatively weak, nearly a quarter of the work force was unemployed in 2018; and another 20 percent under-employed. With 3.9 million net entrants into the labor force (now 90.5 million people) during 2018 (up to September) (4.5 percent growth), but virtually no growth in the stock of jobs, unemployment rose by 2.7 percentage points since end-2017, and more than doubled compared to the pre-recession levels (9.9 percent in Q3 of 2015)

    Abstract: The Kenyan economy rebounded in 2018 and economic activity in the first quarter of 2019 was healthy, although emerging drought conditions could curtail GDP growth for the remainder of the year. The economy expanded by 6.0 percent in the first three quarters of 2018 compared to 4.7 percent during the same period in 2017 driven by strong private consumption in part due to improved income from agricultural harvests in 2018, remittance inflows, and lower food prices. The Bank's GDP growth estimate for 2018 is about 5.8 percent. A strong pick-up in economic activity in Q1 of 2019 was reflected by real growth in consumer spending and stronger investor sentiment. Nonetheless, a delayed start to the March-May 2019 "long" rainy season could affect the planting season-resulting in poor harvests. In addition, ongoing emergency intervention to address food shortages in several counties could impose fiscal pressure constraining capital spending. These developments have slowed the growth forecast for 2019 and for the medium term relative to our October 2018 Update. Inflation remains within the government's target range of 5 + or - 2.5 percent. Headline inflation averaged 4.7 percent in 2018 compared to 8.0 percent in 2017, primarily due to the slowdown in food inflation, which in turn offset a temporary acceleration in energy prices. Further, core inflation has remained below 5 percent, suggesting benign underlying demand pressures. With low inflation, monetary policy could be more accommodative to support growth if needed, but with interest rate caps tied to the policy rate, further loosening would be constrained. The low inflationary pressure has also been supported by a stable local currency. The shilling has traded within a narrow band of Ksh100/US Dollas-Ksh.103/US Dollars in 2018, thereby serving as a nominal anchor to inflationary expectations

    Abstract: Ethiopia has experienced remarkable economic success in recent years. In the past decade, its average annual growth rate far exceeded the regional average, at slightly over 10 percent relative to a regional 5 percent. Despite significant economic growth, however, women continue to face significant barriers in the workforce. The unmet potential of women in the workforce is intrinsically linked to a lack of opportunities for women in education, health, and human rights. This report presents evidence on the mechanisms underlying gender gaps in the Ethiopian workforce. Using data from the 2011-2016 Ethiopia socioeconomic surveys, this report provides a detailed understanding of the constraints faced by female farmers, entrepreneurs, and employees. To that end, the diagnostic makes four key contributions: first, this report provides an overview of the labor force in Ethiopia and identifies the factors that predict whether, how much, and in what sector an individual works. Second, this report uses Oaxaca-blinder decompositions to measure and account for gender gaps in economic outcomes in agriculture, self-employment, and wage labor. Third, this report identifies the links between labor market skills, social norms, and gender gaps in the Ethiopian workforce. However, the attendant environmental costs have also been significant, jeopardizing economic and social gains from growth. To move toward sustainable development and reduce the environmental impact of further economic growth, the Chinese government has started to prioritize green development and the building of an ecological civilization. China's 13th Five-Year Plan (2016-2020) has upgraded the building of the ecological civilization to the level of national strategy - a policy target of top priority.According to the Ministry of Ecology and Environment (MEE), industrial parks (IPs) are the key source of industrial production and all new industrial projects are required to be operated within industrial parks (Zhang 2018). The growing concentration of industrial activities within IPs suggests that an increasing proportion of industrial pollution will be produced in IPs. Thus, promoting green development of IPs will be vital for the achievement of China's and the world's sustainable development goals.Effective management of IPs toward green development requires a well-functioning regulatory framework to provide standards, requirements, guidelines, and robust monitoring and evaluation (MandE) frameworks. Although China does not have a specific IP management law, a comprehensive regulatory framework is in place, covering different legislative levels including (from top to bottom in terms of their importance) laws, regulations, national policies, and standards and indicators. This regulatory framework covers multiple aspects of IP management, including requirements concerning the economic and environmental performances of IPs.This report conducts a comparative analysis between the Chinese green standards and the EIP Framework across all four dimensions-park management and economic, social, and environmental performance- to identify differences and share policy recommendations for further improvements of the Chinese standards

    Abstract: The cost of desalination has been plummeting over the years. As a result, desalination has become a viable option for certain strategic uses. Today, over 20,000 desalination plants in more than 150 countries supply about 300 million people with freshwater every day. Initially a niche product for energy rich and water scarce cities, particularly in the Middle East, the continued decrease in cost and environmental viability of desalination has the potential to significantly expand its use - particularly for rapidly growing water scarce coastal cities. Desalination can be seen as one option in a portfolio water supply sources, including traditional surface water and groundwater sources as well as wastewater reuse, to meet growing water demand gap. Although still relatively expensive, desalination offers the potential to enhance system reliability. As renewable sources of energy such as wind and solar expand, and as advances in concentrate management techniques make discharges from desalination plants much cheaper and safer, the prospect of producing freshwater from the sea without increasing greenhouse gases and without significant damages to the local environment become more promising

While it updates some aspects of these earlier studies, its main focus is on enterprise performance. Insofar as enterprise performance occurs in a larger institutional context, this focus necessarily touches on several of the earlier themes, particularly the rule of law, business regulation, and education. The first chapter presents a diagnostic that highlights the problem of falling productivity in the enterprise sector and points to elements of market structure (particularly state ownership) that undermine productivity growth and curtail the growth of the private sector. This chapter also focuses on demand-side issues in export markets, and highlights policy lessons from sectors with high productivity that could drive future growth. A second chapter focuses on foreign firms, which are high productivity enterprises within Moldova, and looks at investment promotion and ways to improve the contribution of Foreign Direct Investment (FDI) to the economy. Subsequent chapters extend the analysis to incentives shaping enterprise performance and opportunities for growth led by the private sector, particularly: competition and regulatory policies (Chapter 3); tax policy insofar as it affects incentives and tax buoyancy that underpin macroeconomic stability (Chapter 4); and finally, education as a crucial input into enterprise development (Chapter 5)

    Abstract: The 18th Amendment to the Constitution of Pakistan shifted the administrative paradigm from centralized to decentralized structures. The added obligations require major policy and institutional reforms in an otherwise weak social protection (SP) sector at provincial levels, generally characterized by limited planning, coordination, execution, and monitoring capacities. SP has become a salient feature of social policy, nationally as well as internationally. The basic components of a SP framework include safety nets or social assistance, social care for children and the elderly, social insurance and labor market interventions for productive employment generation. SP is conferred as an entitlement in the Pakistani Constitution, and the Government of Sindh (GoS) has demonstrated political commitments to this. This note outlines the key considerations of a policy on SP as part of the GoS commitment to reduce poverty, inequality, and vulnerability in the province. Section one gives introduction. Some of the key development challenges that a SP policy may need to consider prioritizing is described in section two. Sections three and four describes critical design principles of SP policies and programs, respectively. This advisory note is follow-up to a workshop hosted by the Social Affairs Committee of the Vietnam National Assembly and The World Bank on January 11, 2019, for members of the Social Affairs Committee and other National Assembly representatives. After the workshop the Committee and Social Affairs Department of the National Assembly asked for a write up of the recommendation made at the workshop. The recommendations and the workshop were carried out as part of the Vietnam Women's Economic Empowerment Project under the Australia-World Bank Group Strategic Partnership Program 2 (ABP2).     Abstract: The World Bank Group has developed a new diagnostic approach called Maximizing Finance for Development (MFD). This study pilots the use of the World Bank's MFD approach to identify areas along value chains (VCs) where the private sector is involved. More important may be the identification of where the private sector is currently not involved or only involved peripherially. The results provide a range of opportunities to consider, with the purpose of crowding in more private sector investment and sustainable solutions to achieve the Sustainable Development Goals and meet the highest environmental, social, and fiscal responsibility standards. Under each function, the underlying causes of market failure are assessed, helping inform a range of possible opportunities for private sector to participation. The ouputs of this report can be used for further stakeholder engagement to prioritize issues and assess solutions. The focus is on the three VCs of beef, coffee, and maize. These commodities account for over 50 percent of Agricultural GDP and over 80 percent of foreign exchange revenue for the country and possess the potential for greater development impact through enhanced private sector activity. The nature of these commodities differs in terms of commercialization. Coffee, a pure cash crop, has close to 95 percent of its product sold by the farmer. In contrast, maize is primarily a food crop and 89 percent of maize produced is consumed by farming households. Cattle, on the other hand, are sold by pastoralists when cash is needed, cattle are no longer serve a productive purpose or meeting social obligations. In highland areas, the commercialization aspect of cattle is much greater. This has implications for private sector engagement in the respective value chains. This report identifies the issues and constraints in these three selected VCs and suggests opportunities for: (a) the public sector to amend policy, regulations, and provide inducements for greater private sector activity; and (b) the private sector to take on a greater level of responsible agricultural investment aligned with global good practice

    Abstract: Ghana's real gross domestic product (GDP) expanded in 2018, albeit at a slower rate than in 2017; the expansion was spurred by the mineral component of the industry sector. The government sustained its fiscal consolidation efforts in 2018 despite challenges. The current account deficit narrowed further in 2018 but portfolio capital outflows put pressure on reserves. The financial sector in Ghana has grown rapidly since 2010, and with it the share of Ghanaians with access to formal financial services, which is a measure of financial inclusion. Despite all the challenges in building a more financially inclusive economy, there has been a significant growth in the number of financial access points over the past five years. The government has facilitated interoperability across payment instruments by establishing a mobile money switching solution. But more can be done to leverage innovative digital technology, as is recognized in the government's national financial inclusion and development strategy (NFIDS). In support of the government's efforts, the financial sector analysis in this economic update concludes with five specific recommendations for enhancing financial inclusion in Ghana: digitize government and utility payments; link informal channels with formal financial services; promote agent banking; improve financial capability; and leverage data to improve access to finance

    Abstract: Mining has been central to the social and economic narrative of Southern Africa, and has been a key provider of investment, employment, government revenue and infrastructure in the region. In South Africa, the Johannesburg-Pretoria metropolitan area, which serves as the region's economic and financial hub, developed because of the local gold supply. In the early years, mining developed on the back of migrant workers from across Southern Africa who toiled in the mines under poor conditions. Many ex-miners suffer from vocational diseases to this day. While mining has helped build the economies of Southern Africa, it has come at social and environmental costs that cast a long shadow. Inequality is also high in many Southern African countries, suggesting that mining has not translated into inclusive growth. This report attempts to examine and weigh the various benefits and costs that mining has brought to the Southern Africa region. Data limitations are significant, restricting authoritative conclusions on whether the benefits from mining are positive or negative, on balance, for Southern African societies. The emphasis of this report is thus on taking stock of various benefits and costs associated with mining, while drawing on available information and thought experiments to highlight the potential trade-offs and how they affect stakeholder groups: workers, investors, governments, communities, and the rest of the economy.     Abstract: Natural events are recurrent. Geophysical hazards such as earthquakes or volcano eruptions cannot be predicted, but it is known that where they have happened in the past, they will happen again. In the case of hydro-meteorological hazards, frequency and intensity are increased by the action of climate change. Guatemala is located in one of the most hazard prone regions, threatened by earthquakes, volcanic eruptions, landslides, fires, hurricanes, and floods. Additionally, other hazards such as fires usually affect ancient structures, becoming one of the main hazards to specific cultural heritage assets. However, natural hazards only lead to disasters when its effects negatively affect human life, and the consequences depend on the vulnerability of the assets and population exposed to these hazards. The concept and practice of Disaster Risk Management (DRM), understood as a safe development strategy, has evolved during the last decades from an approach focused almost exclusively on disaster response, towards a broader approach focused on risk understanding, prevention, and reduction, without demeriting the importance of having strong preparation and response systems. However, other priorities generally relegate cultural heritage in the agenda of local and national governments, and disaster risk plans do not include heritage, leaving at risk areas, buildings or other assets of high historical value. In this regard, conducting risk assessments and establishing risk mitigation and emergency preparedness measures is fundamental. In case of emergency the priority is always to save lives, but in a second moment, acting quickly on cultural heritage is essential to preserve legacies that could otherwise be lost forever

The Government therefore has been looking to bring in international experience and expertise to help formulate, implement and track a coherent private sector strategy that is attuned to the evolving institutional roles and arrangements that are influencing the direction and pace of private sector development, both domestically and abroad. Given the dominant role of the agrarian sector in Mozambique's economy, and in providing work for the majority of its labor force (about 80 percent), any efforts to expand the role of the private sector are likely to have their greatest impact when applied to Mozambique's agrarian sector, which is the focus of this report.     Abstract: Confronted with pervasive macroeconomic imbalances and microeconomic distortions, the Government of Egypt (GOE) started in 2016 to move forward with important reforms to stabilize the economy and restore confidence. At that time, Egypt was facing daunting economic and structural challenges, unsustainable fiscal and external imbalance and a deterring business environment. The severe foreign currency crunch that peaked in late 2016 motivated the GOE to introduce transformative economic reforms to alleviate the longstanding structural constraints to inclusive growth and macroeconomic stability. The flagship reforms of the economic program were (i) the liberalization of the exchange rate to eliminate the large currency overvaluation and foreign exchange shortages; (ii) a fiscal consolidation program that introduced a ale-added tax (VAT) and a gradual reduction in energy subsidies and the wage bill, and (iii) major energy sector terms to address power outages by public and private investment in generation and establish Egypt's potential as an oil and gas producer by reducing pricing distortions and arrears. These reforms were complemented by efforts to improve the business climate and attract private investment, starting with legislative reforms and the introduction of new laws on industrial licensing, investment, and insolvency. Macroeconomic indicators have reacted positively to the stabilization reforms. Most notable, economic growth has accelerated, the parallel market for foreign currency exchange has been contained, external deficits have narrowed, and international reserves have replenished. Public finances are progressing on a more sustainable path, with a frim containment of spending on price subsidies and a narrowing fiscal deficit. The improvement in macroeconomic conditions have also reflected positively on investors; perceptions, with credit rating agencies upgrading their ratings and outlook for Egypt

    Abstract: Tonga has experienced a high burden of noncommunicable diseases (NCDs) in the past two decades. Data indicate the continuing rise of four major NCDs -cardiovascular disease, diabetes, cancer,and respiratory diseases - as the leading causes of premature death and disability. According to latest data, NCDs accounted for four out of five leading causes of mortality in Tonga, and 99.9 percent of Tongan adults aged 25-64 are at moderate to high risk of developing an NCD. The increase in behavioral-related risk factors such as smoking, poor diet (e.g. high in sugar, salt, trans-fat and saturated fat, and low in fruit, vegetables, legumes, fish et cetera), harmful alcohol intake, and physical inactivity are acknowledged as the major contributing factors to the rise in NCDs in Tonga.     Abstract: Greening Pakistan's industry has become an imperative to minimize its adverse impacts on the environment and society, but also to sustain the sector's growth. Despite substantial growth in recent decades, the industrial sector is yet to make its full contribution to Pakistan's development. Limited consideration of the growing resource use, waste, and pollution that have accompanied industrialization has imposed mounting economic, environmental, and social costs. This is particularly true in large urban centers around which industries agglomerate, such as Lahore and Karachi. At the same time, poor environmental management has become a liability for Pakistan's industries, which notably undermines the competitiveness of export-oriented manufacturing sectors. The challenges posed by industries' lack of environmental sustainability jeopardize Pakistan's development and are expected to worsen under a business-as-usual scenario. The Government of Punjab (GoPunjab) should put sustainable industrialization at the center of its growth strategy and should modernize its policy toolkit for this purpose. Punjab's Growth Strategy 2018 envisioned that growth must be private sector-led, investment-driven, export-oriented, environmentally sound, and employment-intensive. Developing an ambitious and integrated policy to green industries would be a strategic way to jointly achieve these objectives, and in so doing, Punjab could become a lighthouse for the rest of Pakistan. This would require both strengthening environmental policy (stick) and developing elements of a green industrial policy looking at investment, innovation, and trade (carrot). Importantly, policy objectives should go beyond the current focus on pollution control and compliance, to include preventive and circular approaches at the firm and industry levels that could yield environmental and productivity/competitiveness gains. The time has come to integrate these approaches in strategies and regulations, and to institutionalize and mainstream them across relevant government agencies

    Abstract: The 2019 Africa Country Policy and Institutional Assessment (CPIA) report covers the period January to December 2018. Over this period, the average quality of policies and institutions in International Development Association (IDA)-eligible countries remained unchanged, amid decelerating growth across the region. The overall CPIA score for IDA countries in Sub-Saharan Africa was 3.1 in 2018, the same as 2017, reflecting the slow progress in improving the quality of policy and institutional frameworks in the region

    Abstract: Economic growth in Sao Tome and Principe (STP) has long been driven by an unsustainable reliance on public expenditures, especially grant- and loan-financed public investment. STP needs to turn its smallness into uniqueness to unlock its growth potential. to accomplish this transformation, this image must be matched by a more balanced growth in which the private sector plays a larger role and with a more effective government. Tourism, agriculture, and fisheries could drive the country's transition to a more balanced growth pattern. This Country Economic Memorandum (CEM) highlights six key challenges that STP must overcome as it transitions to a more balanced growth pattern and it offers policy recommendations for addressing each challenge. Accomplishing this rebalancing will require STP to address six key challenges at the macroeconomic, structural, and sectoral level. These include: (i) The twin budget and current-account deficits; (ii) Weak trade connectivity by both air and sea; (iii) Credit constraints caused by a high level of non-performing loans and difficulties enforcing commercial contracts; (iv) Uncertainty surrounding property rights and land tenure; (v) Poor-quality infrastructure, especially in the energy and transportation sector; and (vi) The overexploitation of marine resources

    Abstract: Afghanistan faced severe economic headwinds in 2018, with the economy growing by an estimated 1.8 percent. Slow growth was driven by two major factors. Firstly, severe drought had a strong negative impact on agricultural production. Agricultural growth slowed to 0.8 percent as low snowfall during late 2017 and early 2018 led to the loss of grain crops and livestock productivity. Secondly, business and investor confidence deteriorated significantly in the context of elevated uncertainty around: i) the level and duration of international security assistance; ii) the outcome of upcoming presidential elections (now delayed until September); iii) prospects of continued or worsening election-related violence (civilian deaths reached their highest level since 2001); and iv) ongoing peace negotiations with the Taliban. Real GDP growth is expected to have accelerated during the first half of 2019, mainly driven by the easing of drought conditions and improved agricultural production. Intensifying political uncertainties, however, are expected to have continued to dampen private sector confidence and investment. Poverty is estimated to have increased and deepened. The rate of economic growth substantially lagged population growth, leading to declining per capita incomes. The drought negatively impacted livelihoods of many of the 82 percent of the poor living in rural areas, including those reliant on poppy cultivation (poppy production declined by 30 percent). Reflecting widespread hardship, drought-induced displacement reached record levels of 298,582 individuals, mainly to urban areas in adjacent provinces

    Abstract: Although Brazil is the fifth largest country in the world, it has a relatively low number of natural hazards. However, its exposure to natural hazards has increased relative to other countries because of insufficient preventive actions in the past, resulting in more damage from natural hazards to both infrastructure and human lives than countries of comparable size would incur. Brazil faces an increasing risk of natural disasters, in particular floods and landslides. The objective of the study is to strengthen capacity of geohazard disaster resilience of federal highway infrastructure in Brazil through reviewing disaster risk management (DRM) capacity for federal road infrastructure and case studies of applying innovative methodologies for assessing disaster risk and evaluating economic benefits of resilience countermeasures. Although floods and landslides are the most recurrent natural disasters in Brazil, this report focuses on the latter, leaving floods for future studies. This report carefully describes how three innovative methodologies that, if properly applied, could improve the effectiveness of landslide risk management, thus reducing economic and human impacts. The report begins with diagnostics of the institutional capacities of geohazard risk management at the federal government level in Brazil. Chapters 1 and 2 include the backgrounds of natural disasters, road systems, and geohazards on roads in Brazil and a review of the road geohazard risk management with overviews of the following areas: institutional capacity and coordination, system planning, engineering designs, operation and maintenance, nonstructural measures, and contingency programming. Then, Chapters 3 and 4 describe the case study of application of the three innovative DRM assessment methodologies. Finally, Chapter 5 shows the suggestions and recommendations for the next steps

    Abstract: Indonesia is a diverse archipelago nation of more than 300 ethnic groups and has the largest economy in Southeast Asia as well as notable economic growth since overcoming the Asian financial crisis of the late 1990s. The World Bank led Wealth Accounting and the Valuation of Ecosystem Services Partnership (WAVES) worked with the Government from 2015 to 2019 to strengthen SISNERLING, focusing on land and ecosystem accounting.26 The results and lessons learned of this long-term engagement are reported in this document, and the full body of work produced by WAVES will be made available online and provide input for future analysis. The report has five sections, including this introductory section. Section two provides information on the environmental and economic development in Indonesia, in context of wealth and natural capital, and how NCA has been embraced by the Government of Indonesia. Section three focuses on results from the developed natural capital accounts, while section four reveals the impact of NCA in policy and planning and section five describes the way forward. The references and annexes follow on from these sections

    Abstract: In this context, Bhutan can become wealthier through accelerating both domestic and foreign investment, as well as signing investment treaties. These investments could provide not just capital but also bring necessary skills, knowledge and ideas, and help the country move beyond hydropower. Today FDI inflows are small and constrained, on the one hand, by regulatory barriers and insufficient investment promotion, and, on the other, by inadequacies in skills and infrastructure. Bhutan can benefit from the experience of East Asia and other countries on how to break out of this low investment trap. FDI can help the macroeconomic balance by increasing exports and reducing the current account deficit, although it is not clear the future impact on growth, since it will depend on the quality and type of FDI inflows. FDI can also help create trade. Theoretically, firms invest abroad to expand their sales markets when trade costs are too high, therefore FDI is a substitute for trade. FDI in non-tradable sectors (services, etc) has this feature. However, in practice, FDI goes to export-oriented sectors including extractives but also manufacturing. Given the landlocked nature of geographic setting of Bhutan (with higher trade cost than countries such as India or Bangladesh), FDI could go primarily to non-tradable (at least as shown in the recent trend in the greenfield FDI). In this context, it will be important to use FDI to tap into regional value chains

    Abstract: Cocoa is essential to Cote d'Ivoire. This sector mobilizes close to one million producers who provide income to five million persons (one-fifth of the country's population) in order to meet 40 percent of global supply. Cocoa is also the country's leading foreign exchange earner and is among the sectors making the biggest contribution to government revenue. In short, cocoa plays a central role in Ivorian society and in the lives of many families. However, despite its importance to the Ivorian economy and society, the cocoa sector is not fully playing its role as the engine of economic development. Some even go so far as to cite the curse of 'brown gold,' for at least three reasons. First, more than half of producers live below the poverty line-on less than CFAF 757 (roughly 1.2 US Dollar) a day. Second, the price paid for the expansion of cultivated areas in recent decades has been the destruction of virtually all the country's forests. Third, Cote d'Ivoire has not yet managed to increase its share (between 5 and 7 percent) of the profit made along the cocoa-chocolate global chain. Given this situation, it is not surprising that cocoa is at the center of a host of economic policy discussions in Cote d'Ivoire and that the Government has sped up its deliberations aimed at improving the performance of the sector, in particular through the Abidjan Declaration signed jointly in 2018 by the Presidents of Cote d'Ivoire and Ghana, which seeks to harmonize their policies and thus maximize their profit (these two countries account for approximately 65 percent of global production). After analyzing the most recent trends in the Ivorian economy, this ninth economic update for Cote d'Ivoire therefore focuses on how the cocoa sector could support the structural transformation of the country and, in so doing, promote greater economic and social inclusion
