    Abstract: Agriculture and the rural space will continue to demand the attention of policy makers in Bolivia for several reasons, even as urbanization gains momentum. First, agriculture is a proven engine of economic growth. Aside from showing its strength in decades past, in recent years agriculture shielded the Bolivian economy from the worst effects of the decline in other primary sectors, and in the future, healthy rates of agricultural growth will make the overall economy more diversified and more resilient. Second, a robust and dynamic agricultural sector will continue to curb dependence on the mining and gas sectors, while contributing significantly to inclusive growth, value addition, the creation of more and better jobs on and off of the farm, and better nutrition for all. Third, because agricultural growth in Bolivia has proven to be pro-poor, maintaining that growth is essential for continued reductions in poverty. Fourth, because climate and other shocks affecting agriculture can significantly disrupt steady gains in economic growth, poverty reduction, and food security, building a resilient agricultural sector is critical to sustain those gains.     Abstract: In 2016, the Government of Bulgaria (GoB) decided to initiate spending reviews (RS) to improve the efficiency and effectiveness of its spending in the context of a moderate fiscal consolidation process. Although Bulgaria has one of the lowest overall spending in the European Union (EU), spending outcomes lag those of other EU member states. In the case of waste management, Bulgaria spends the most among comparable EU countries, but outcomes could be significantly improved. Still a large part (48 percent in 2016 ) of municipal solid waste generated is landfilled even though waste management infrastructure is under development. To help address these challenges the Ministry of Finance (MoF) requested analytical and advisory support from the World Bank. Such support was intended to identify spending pressures and potential efficiency and effectiveness gains in waste management. In contrast to most spending reviews, where saving targets are identified upfront and the primary objective is to find ways of reducing the budget, the primary objective of this review is to increase performance and use any savings derived from efficiency gains for additional priority spending on waste management. A secondary objective is for this SR to help increase the transparency of spending on waste management, as information on spending categories by activity and municipality has not been analyzed until now

    Abstract: The PNG economy has become increasingly concentrated in petroleum-and-gas-related activities since 2014, raising its vulnerability to external shocks, including commodity-price shocks and natural disasters. In recent months, however, the authorities have taken decisive action to promote greater diversification of the economy. Ongoing reforms to strengthen the monetary and exchange rate policy and framework are expected to improve business confidence and increase private investment and growth in the non-resource economy. Measures include addressing the FX shortage, managing the liquidity effects of the use of FX to clear the FX orders backlog, working on greater exchange rate flexibility, considering options for strengthening the interest-rate transmission mechanism, and enhancing modeling capacity in the Bank of Papua New Guinea (BPNG). In this context, the government and the BPNG will need to ensure regular, transparent, and consistent communication with all stakeholders to minimize the risk of confusion and market disruption. Papua New Guinea's medium-term economic outlook is relatively sanguine, underpinned by further large-scale resource projects. Real GDP growth is forecast to rebound to about 5 percent in 2019, primarily driven by a return to full annual production in the extractive sector. In the years after, growth is estimated to ease to its current potential of 3-4 percent a year, until planned investments in LNG and mining projects kick inches Future large-scale investment in the resource sector appears likely, with plans to double LNG production and develop new gold, copper, and silver reserves. With increased FX inflows into the economy, the current pressure on the exchange rate may reverse, adversely affecting the competitiveness of the non-resource economy. To facilitate broad-based, inclusive, and sustainable development, the government will need to focus more on investing in human capital and strengthening the business environment to spur private sector development, as elaborated in the World Bank's Systematic Country Diagnostic and summarized in the special focus section of this report

    Abstract: The Debt Sustainability Analysis (DSA) using the revised joint IMF/WB Debt Sustainability Framework for Low Income Countries (LIC-DSF) shows that Cambodia remains at low risk of external debt distress. All debt burden indicators are projected to remain under their indicative thresholds under the baseline and the shock scenarios. While the overall risk of debt distress is low, the analysis indicates that debt sustainability is vulnerable to export and growth shocks, and the materialization of contingent liabilities. Furthermore, the public and publicly guaranteed (PPG) debt-to-GDP ratio is projected to rise by more than 10 percentage points during the next decade due to projected large fiscal deficits in the medium term. These findings reinforce the importance of implementing reforms to increase the economy's resilience to external shocks and encourage export and economic diversification. Efforts to mobilize fiscal revenue, to strengthen the Public Investment Management framework (including for PPPs) and further enhance monitoring of PPP and financial sector risks, as well as introduction of a debtbased fiscal anchor, are necessary to ensure debt sustainability in the medium term

    Abstract: Malawi currently faces an environmental cycle of decline and degradation. The challenges it faces are complex and interrelated, but there are two underlying drivers behind this decline. Population growth places huge demands on natural systems with more land being converted to agriculture and more forests being harvested for the wood fuel supply. Climate change magnifies these impacts by putting greater strain on land and forests due to increased incidents of natural disasters and extreme weather events. Proximate drivers of environmental degradation include weak land tenure security, unsustainable land management practices (driven in part by poorly designed and targeted agricultural subsidies), chronic shortages of public funding for environmental management, and weak institutions, particularly those at decentralized levels. The Malawi Country Environmental Analysis (CEA) compiles and reviews existing analyses on Malawi's environment and natural resources (ENR) and explores what this evidence means for poverty and economic development.     Abstract: The research is based on the PEFA framework and methodology for assessing public financial management performance and the data set that is generated from the PEFA assessments. The research quantified PEFA scores and aggregated them into overall scores which required developing assumptions on weighting scores, measures, and assessments. The research acknowledges methodological limitations of using the PEFA data set, including the assumptions. In general, the research follows the approach taken by previous researchers who have used PEFA data for quantitative analysis, but this does not eliminate the challenges that persist in transforming grades to numerical values and aggregating them. The time inconsistency issues and the limited number of observations also influenced the regression analysis using the PEFA data set. The team acknowledges that the PEFA data set was not designed for statistical analysis and that using it in quantitative regressions presents a series of econometric issues that cannot be fully resolved in this book, or in other papers which apply a similar approach. The research report builds on general recognition that PFM is important for development and recognizes that there is limited evidence based on the nontechnical determinants of PFM performance, as well as the outcomes of a good PFM system. The report therefore aims to bridge some of this gap between theory and practice using data on PFM performance from PEFA assessments. The report undertakes a closer examination of the key debates on what constitutes a good PFM system by providing an overview of the PEFA framework, and the data set that is generated through PEFA assessments, including its strengths and weaknesses. This was done to enable the research team to undertake quantitative analysis of the relationship between PFM performance and other governance indicators and outcomes

    Abstract: The objectives of a well-designed pension system are poverty reduction in old age and income smoothing throughout an individuals' lifetime. Over the last thirty years, changing demographic trends have caused a shift from 'pay as you go' and occupational defined benefit (DB) schemes - where the obligation for paying for retirement income is with the state and employers - to defined contribution (DC) schemes, where the obligation to save for retirement rests more with individuals. The transition to DC schemes did help establish a strong link between contributions during working life and benefits during retirement, for individuals. However, an increasing challenge has been balancing genuine needs for some pre-retirement liquidity, access to savings and providing adequate income post retirement for individuals. The need to get this balancing act right is being felt increasingly as coverage of national social security systems is expanded to include more of the non-salaried workforce which often has lower levels of income, more periods of unemployment and more irregular earnings. This note surveys recent literature and country experiences to understand if and how countries address the need for pre-retirement liquidity in both mandatory and voluntary DC schemes. The note also uses simple modelling to illustrate the impact of allowing access to pension savings on income adequacy after retirement. The report concludes with recommendations based on emerging best practice

    Abstract: Nigeria's emergence from recession remains slow: real GDP grew by 1.9 percent in 2018. While this was above the 0.8 percent growth of 2017, it was below the population growth rate, government projections and pre-recession levels. The oil and gas sector reverted to contraction from the second quarter of the year and the non-oil economy was thus the main driver of growth in 2018. While agriculture slowed down significantly due to conflict and weather events, whose effects were not counteracted by direct interventions by the Central Bank of Nigeria (CBN), non-oil, non-agricultural growth, which remained negative up to the third quarter of 2017 strengthened through 2018 - but remained weak - with services (primarily ICT) resuming as the key driver. As the oil sector is not labor-intensive, and the non-oil economy was still relatively weak, nearly a quarter of the work force was unemployed in 2018; and another 20 percent under-employed. With 3.9 million net entrants into the labor force (now 90.5 million people) during 2018 (up to September) (4.5 percent growth), but virtually no growth in the stock of jobs, unemployment rose by 2.7 percentage points since end-2017, and more than doubled compared to the pre-recession levels (9.9 percent in Q3 of 2015)

    Abstract: This Public Expenditure Review (PER) was prepared by the World Bank at the request of the Ministry of Finance of Cabo Verde. With a debt-to-GDP ratio of 126 percent in 2017, Cabo Verde is the most indebted country in Sub-Saharan Africa. The country is also at a high of risk of external debt distress. As part of fiscal consolidation efforts to reduce debt, this PER identifies measures to boost fiscal revenues and improve the efficiency of public spending with emphasis on health and education. The report recommends tax policy measures to stem revenue loss from ineffective tax expenditures while strengthening revenue administration and tax compliance. There is space to reduce spending inefficiencies on goods and services, wages and salaries yielding potential fiscal savings. Investment in human capital is prioritized in Cabo Verde but there is scope to improve efficiency and outcomes. In education, reducing repetition rates and addressing human resources issues are key to avoiding waste and improving outcomes. In health, the report recommends measures to improve the allocation of resources to health units. If implemented, these measures could result in combined fiscal savings of at least 2.5 percent of GDP. Finally, continued rationalization of central government fiscal support to State-Owned Enterprises (SOEs) is required to support a gradual reduction of the debt-to-GDP ratio over the medium term. The report includes five chapters. Chapter one discusses the key drivers of fiscal balances and public debt in Cabo Verde and explores different options to put debt on a downward trajectory. Chapters two and three analyzes in detail the respective performances of fiscal revenues and spending over 2010 to 2017.     Abstract: Gender-based violence, or GBV, is one of the most oppressive forms of gender inequality, posing a fundamental barrier to the equal participation of women and men in social, economic, and political spheres. GBV includes intimate partner violence, non-partner sexual assault, female genital mutilation, sexual exploitation and abuse, child abuse, female infanticide, and child marriage. Such violence impedes gender equality and the achievement of a range of development outcomes. In Nigeria, like in other jurisdictions, GBV remains a challenge that significantly constrains women's autonomy and opportunities. Conflict in Nigeria's North East geopolitical zone has further contributed to a steep rise in violence targeted against women and children by Boko Haram. This report uses the social ecological model as the basis to analyze prevalent GBV risks in Nigeria. It first describes the legislative and policy level frameworks associated with violence against women and girls as well as their implementation at the national and subnational levels. It then provides a detailed analysis of specific social norms that have created acceptance for or at least a lack of condemnation of GBV at the community level.     Abstract: The economies of the GCC recovered in 2018 despite signs of weakness in the global economic outlook, reinforcing the perception that GCC economies' fortunes are still inextricably tied to oil. Global growth slowed in 2018, as trade tensions be-tween the U.S. and China escalated, and goods trade slowed markedly. However, the steady increase in oil prices until October 2018 lifted growth in the GCC economies, from an average of -0.2 percent in 2017 to 2.0 percent in 2018. Two of the region's largest economies Saudi Arabia and Kuwait, as well as Oman, emerged from recession in 2018. Growth outturns were driven by higher oil production in the second half of 2018, higher capital investment made possible due to the rise in oil revenues, and higher domestic demand. Fiscal and external balances improved, also tracking oil sector performance. GCC countries' fiscal balances improved in 2018, aided by the average increase in oil prices and progress with non-oil revenue mobilization in some countries. This allowed most countries to reduce fiscal deficits while actually increasing spending in some cases. Saudi Arabia, for example was able to halve its overall fiscal deficit in 2018 while simultaneously increasing total spending by 10.8 percent. Other countries also demonstrated procyclicality in fiscal policy, as spending increased across the GCC. Saudi Arabia and the UAE implemented a 5 percent VAT in early 2018, and Bahrain followed in early 2019. Oman introduced excise taxes on tobacco products, energy drinks and soft drinks in mid-2018 and increased corporate income tax

    Abstract: This report provides new empirical insights into skill levels in Kosovo, based on two recent surveys. The Skills Towards Employment and Productivity (STEP) initiative of the World Bank has developed household-level and firm-based surveys to provide policy-relevant information on skills from both the supply and demand side. Household-level surveys measure the supply and use of skills in the adult urban population in a comprehensive way, including cognitive and socio-emotional skills that affect work-place readiness and effectiveness. Firm-level (employer) surveys focus on identifying the cognitive and socio-emotional job-related skills that employers seek, skills that are difficult to find, and linkages between firms and education systems

    Abstract: The Social Assistance Scheme (SAS) is the main social assistance program in Kosovo and the sole program targeted at poverty reduction in Kosovo and, importantly, the only program in which household income and assets are used to identify beneficiaries. In the absence of SAS, the overall poverty gap would have been 1.8 percentage points higher in 2016, and the poverty rate would have been 1.5 percentage points higher. Yet, the importance of SAS in Kosovo's social protection system has declined; decreases in spending on targeted social assistance in Kosovo goes against a worldwide trend. The Government of Kosovo seeks to reform the SAS to eliminate discrimination in program design, promote inclusion and reduce poverty. This report reviews the main design criteria of the SAS, its performance in international comparison, and provides directions for reform based on simulations with household survey data

    Abstract: Mongolia has a comparative advantage in agribusiness, especially downstream industries using livestock products. Yet its share in worldwide exports of agribusiness commodities is insignificant. Enhancing the efficiency of the central economic corridor (CEC) is vital to Mongolia's effort to improve trade competitiveness and diversify exports. The role of Mongolia's economic corridors is best understood when seen as an integral part of the country's supply chain. The report analyzes the performance gap of the CEC through an examination of three sectors: (a) cashmere and wool sector, (b) meat, and (c) leather. These sectors highlight the major challenges that Mongolian producers face in a world where agribusiness depends on a demanding retail sector characterized by tight delivery schedules and high-quality standards, which are more important than tariffs. The report diagnoses the challenges that these industries face, identifies opportunities for the growth of these sectors, leveraging the potential of the CEC, and shares policy recommendations on how to seize these opportunities.     Abstract: The 18th Amendment to the Constitution of Pakistan shifted the administrative paradigm from centralized to decentralized structures. The added obligations require major policy and institutional reforms in an otherwise weak social protection (SP) sector at provincial levels, generally characterized by limited planning, coordination, execution, and monitoring capacities. SP has become a salient feature of social policy, nationally as well as internationally. The basic components of a SP framework include safety nets or social assistance, social care for children and the elderly, social insurance and labor market interventions for productive employment generation. SP is conferred as an entitlement in the Pakistani Constitution, and the Government of Sindh (GoS) has demonstrated political commitments to this. This note outlines the key considerations of a policy on SP as part of the GoS commitment to reduce poverty, inequality, and vulnerability in the province. Section one gives introduction. Some of the key development challenges that a SP policy may need to consider prioritizing is described in section two. Sections three and four describes critical design principles of SP policies and programs, respectively. Section five reviews the current de facto SP programming in Sindh, while section six delineates a way forward for policy development

    Abstract: This Public Expenditure Review (PER) is the result of a collaboration among the World Bank Group, and Lesotho's Ministries of Education and Finance, and is designed to inform Lesotho's effort in expanding access to quality education services, while operating in a highly fiscally constraint environment. Although education spending is one of the highest in the world as a percentage of GDP (13.5 percent of GDP) and universal access to primary education enshrined in law, poor educational outcomes persist across the country. Lesotho is also not on track to achieve the two education-related MDGs, with both primary enrollment (82 percent) and primary completion (65 percent) rates lagging far behind the goal of 100 percent by the end 2015. The report is organized as follows. The first chapter offers a detailed assessment of the overall sectoral budgeting and expenditure patterns in the education sector over a five-year period, from fiscal years (FY) 2011-12 to 2015-16, using multiple data sources. The second chapter estimates the cost of expanding secondary education to achieve the government's goal of universal compulsory lower basic education by 2020 and makes recommendations on how to better utilize the funding for the sector taking into account the fiscal constraints at macro level

    Abstract: Bangladesh has been successful on many counts. The economy grew six percent a year between 2000 and 2017, and the poverty rate fell by more than half. All sectors experienced growth, but the contribution of agriculture to gross domestic product (GDP) declined, as Bangladesh became an important player in the textile and ready-made garments global value chain, which accounts for more than half of manufacturing employment and eighty-four percent of all exports in the country. The sustainability of this growth model is now being challenged, as Bangladesh's competitiveness based on low wages is eroding.     Abstract: Ghana's real gross domestic product (GDP) expanded in 2018, albeit at a slower rate than in 2017; the expansion was spurred by the mineral component of the industry sector. The government sustained its fiscal consolidation efforts in 2018 despite challenges. The current account deficit narrowed further in 2018 but portfolio capital outflows put pressure on reserves. The financial sector in Ghana has grown rapidly since 2010, and with it the share of Ghanaians with access to formal financial services, which is a measure of financial inclusion. Despite all the challenges in building a more financially inclusive economy, there has been a significant growth in the number of financial access points over the past five years. The government has facilitated interoperability across payment instruments by establishing a mobile money switching solution. But more can be done to leverage innovative digital technology, as is recognized in the government's national financial inclusion and development strategy (NFIDS). In support of the government's efforts, the financial sector analysis in this economic update concludes with five specific recommendations for enhancing financial inclusion in Ghana: digitize government and utility payments; link informal channels with formal financial services; promote agent banking; improve financial capability; and leverage data to improve access to finance

    Abstract: Turkey's pace of income convergence has globally been one of the most remarkable of the past fifteen years. Sustaining growth and improvements in living standards in Turkey will require higher productivity in the economy. The Turkey Productivity Report (2019) provides an in-depth analysis of firm productivity in Turkey and how this adds up to economic growth in the country. The report has six parts. The first two provide macro and micro diagnosis of productivity in the economy - what are the productivity trends, how have these affected economic growth, what firms in what industry are the most productive, and are they absorbing an increasing or decreasing share of resources? From here the report analyzes specific policy areas that might explain firm productivity dynamics in Turkey - namely firms' integration in the global economy, access to innovation support, the quality of human capital, and the business environment including competition. The report finds that economic integration and innovation have boosted firm-level productivity, though reforms could further accelerate these positive impacts. Productivity gains could accelerate the demand for more educated and skilled workers. The growth of more productive firms could in turn also be accelerated through reforms that increase competition and reduce regulatory burden

    Abstract: Real GDP growth in Russia surpassed expectations in 2018, reaching 2.3 percent, mostly due to one off effects of energy construction. Forecasted growth of 1.2 percent in 2019 and 1.8 percent in 2020 and 2021 reflects a more modest outlook. Russia's macro-fiscal buffers remain strong, with fiscal surpluses across all tiers of government and low public-debt levels. When compared to advanced economies, Russia spends less on health and education. Rebalancing in favor of these categories could improve the overall efficiency of public spending. Short-term inflationary risks have abated, with the Bank of Russia signaling a return to a neutral policy rate. Lending activity is recovering, but the banking sector remains afflicted with high concentration and state dominance. Having eased slightly, the poverty rate remains in double digits with many households close to the poverty line and lacking formal employment. Informal employment is rising in the face of close-to-zero net job creation by medium-sized and large formal enterprises. Key risks to medium-term growth include the expansion of economic sanctions, renewed financial turmoil in EMDEs, a dramatic drop in oil prices, and souring of the global trade environment. The recent double-digit expansion in household credit may also pose a risk to financial stability in the case of a deterioration in the macroeconomic environment

    Abstract: This paper is part of additional efforts supported by the World Bank Global Tobacco Control Program to inform the Government of Vietnam on options for tobacco taxation by providing estimates of the impact of cigarette price increase across five income groups for the period 2020-2022 under two scenarios. Vietnam is an important country for global tobacco control, and currently has about 15 million males who smoke. to support government efforts to strengthen tobacco controlpolicies, most notably through a substantial increase in the excise tax of tobacco, weconducted an extended cost-effectiveness analysis to examine the distributional impactof a 32 percent and a 62 percent increase in cigarette prices under Scenario A and Scenario B,respectively. In conclusion, we found that higher cigarette prices would particularly benefit the poorest income quintile of the population, in terms of deaths averted, life-years saved, out of pocket expenditures for treating tobacco-attributable diseases, catastrophic health expenditures, and extreme poverty averted. The additional tax burden is, however, borne mostly by the top income group in the 62 percent price increase scenario. Thus, tobacco taxes are an effective way to improve health and reduce poverty in Vietnam

Nicaragua became a Party to the WHO Framework Convention on Tobacco Control in 2008 and was the first country in the world which ratified the FCTC Protocol to Eliminate Illicit Trade in Tobacco Products. Data on smoking prevalence and tobacco consumption in Nicaragua are scarce, and it is difficult to estimate recent tobacco consumption trends among adults. However, the decline in the prevalence of current smoking among GYTS participating adolescents from 20.4 percent in 2003 to 13.8 percent in 2014 among boys and from 12.8 percent in 2003 to 10.3 percent in 2014 among girls may be considered an indicator of tobacco control policy success. In 2009, Nicaragua switched from ad valorem to specific excise system for cigarettes. The specific excise tax rates and cigarette prices increased in 2012-2016. Available data demonstrate some decline in cigarette sales in Nicaragua in 2013-2017, as cigarettes became less affordable after the price increase and the taxation policy was beneficial for public health. Specific excise rates in 2017 and 2018 were increased by only 5 percent annually, and it was insufficient both for the reduction of tobacco affordability and for the increase of the government revenue. In February 2019, Nicaragua adopted rather substantial cigarette excise hikes: by 210 percent in 2019 and further by 25 percent in 2020 and 38 percent in 2021. These tax hikes are able to reduce tobacco consumption in the country and bring additional resources to the government coffers. However, the tobacco industry will probably try to distort positive results of the taxation reform. The government should be ready to counteract these tactics using the experience of other countries and conducting careful and timely monitoring of indicators of cigarette prices, supply, and sales. Tobacco use surveillance and monitoring should be developed in Nicaragua, including a regular collection of information on smoking prevalence, tobacco consumption and various economic indicators

    Abstract: Minerals and metals are fundamentally incredibly important to societies all over the world. The activities required to extract minerals, however, often have negative impacts on forest landscapes and habitats. Forest health is not only about deforestation; mining has been found to produce severe impacts on water and soil that can indirectly impact forest health and its ecological integrity. Moreover, impacts of mining can become significant when multiple instances of mining activities happen at the same location simultaneously, as was found in the Indonesian case studies. Therefore, there is still the need to identify and attempt to reduce the impacts of mining even in a landscape dominated by activities like agriculture and forestry. Artisanal mining is typified as formal, informal, or illegal mining operations with predominantly rudimentary technologies in the exploration and extraction by individuals or large groups of people. Small-scale mining operations can also be mechanized, or semi-mechanized, and or have a greater degree of capitalization than artisanal mining. The World Bank's extractive industries in forest landscapes program seeks to address these challenges by promoting forest-smart extractive investments to ensure that investments in the extractives sector do not erode forest capital and instead generate positive forest outcomes. The artisanal and small-scale mining (ASM) study and the parallel study on large-scale mining (LSM) share the overarching objective of supporting the World Bank's efforts to help client countries ensure that resource extraction from forested areas serves as a force for poverty reduction and sustainable development while respecting the environment and the needs of local communities.     Abstract: On average, Vietnam has achieved remarkable improvements in nutritional status in recent decades, but improvements in national aggregates mask wide disparities and a persistent 'very high' burden among disadvantaged ethnic minority groups. Between 2000 and 2010, national stunting rates dropped from 36.5 percent to 24.2 percent. The decrease from 2010 to 2015 was not as great, but when the 2015 data are disaggregated according to ethnic group, the Kinh majority has a prevalence of 17.7 percent, whereas the prevalence in other ethnic groups is 32.0 percent. This pattern repeats itself for the prevalence of underweight (a significant drop nationally from 33.8 percent in 2000 to 14.1 percent in 2015 but a 9.7 percent prevalence in the Kinh ethnic group in 2015 versus 21.9 percent in other ethnic groups) and wasting (a decrease from 8.6 percent to 5.6 percent in national prevalence from 2000 to 2015 but a 9.1 percent prevalence for Kinh versus 5.5 percent for other ethnic groups (WB Assessment 2012). The gap between the ethnic majority and minority has persisted despite the multiple government programs aimed at reducing it. As the economy has evolved from predominantly agriculture to a mix of agriculture and technology, the requirements of the workforce have changed as well. Manual labor is still necessary but no longer enough. The need is for intelligent, highly educated and skilled workers. All of these attributes are the product of a healthy, well-nourished population. Deficiencies in nutrition and health, lower levels of education, lack of language skills in the national language, and inability to migrate to jobs in urban centers of ethnic minorities have further hindered their ability to narrow the gap in nutrition and economic well-being

    Abstract: Natural events are recurrent. Geophysical hazards such as earthquakes or volcano eruptions cannot be predicted, but it is known that where they have happened in the past, they will happen again. In the case of hydro-meteorological hazards, frequency and intensity are increased by the action of climate change. Guatemala is located in one of the most hazard prone regions, threatened by earthquakes, volcanic eruptions, landslides, fires, hurricanes, and floods. Additionally, other hazards such as fires usually affect ancient structures, becoming one of the main hazards to specific cultural heritage assets. However, natural hazards only lead to disasters when its effects negatively affect human life, and the consequences depend on the vulnerability of the assets and population exposed to these hazards. The concept and practice of Disaster Risk Management (DRM), understood as a safe development strategy, has evolved during the last decades from an approach focused almost exclusively on disaster response, towards a broader approach focused on risk understanding, prevention, and reduction, without demeriting the importance of having strong preparation and response systems. However, other priorities generally relegate cultural heritage in the agenda of local and national governments, and disaster risk plans do not include heritage, leaving at risk areas, buildings or other assets of high historical value. In this regard, conducting risk assessments and establishing risk mitigation and emergency preparedness measures is fundamental. In case of emergency the priority is always to save lives, but in a second moment, acting quickly on cultural heritage is essential to preserve legacies that could otherwise be lost forever

    Abstract: This report seeks to support the larger jobs study by examining how investment in South Sudan's food sector can not only address food security needs, it can generate income and lay the foundation for livelihood and job creation in the country. It argues that applying a value chain lens to investments in the sector can contribute to creating direct, indirect, and induced labor in the food system. The goal is to move the country from a dependency on humanitarian aid to building recovery and resilience in the short term in a way that can produce stable jobs over the medium to long term. More specifically, it looks at the potential technology and organizational arrangements that investment programs can start supporting now to stimulate value chain development for increased economic activity and job creation. The assumption is that significant donor support will still be necessary for the short to medium term to support investments in reconstruction and food security. As security spreads, public sector capacity to support development can grow, private actors can establish or expand their operations, and the donor community can begin to disengage, addressing only the neediest communities while development organizations continue to work with the public and private sector actors to support development and economic transformation
