    Abstract: Across the OECD, enormous effort and investment has been made to reinforce the quality, production and use of education research in policy and practice. Despite this, using research in education remains a challenge for many countries and systems. The OECD launched the Strengthening the Impact of Education Research project to respond to this challenge. This publication reports on the first phase of the project. It maps the various structures, processes, actors and relationships that reinforce the quality, production and use of education research in policy and practice. The publication brings together leading experts who provide insights into recent research and international experience gathered from both policy and practice, including from other sectors such as health, agriculture and environment. The publication provides a first set of analyses of data collected from over 30 systems through an OECD survey. It describes the mechanisms used to facilitate research use in education policy and practice, and the levels of engagement of various actors in these processes. By mapping the drivers of, and barriers to, using research systematically and at scale, the publication sets out an agenda for future inquiry. It can be a resource for policy makers, educational leaders, teachers and the research community.

This first OECD comparative report on civic space offers a baseline of data from 33 OECD Members and 19 non-Members and a nuanced overview of the different dimensions of civic space, with a focus on civic freedoms, media freedoms, civic space in the digital age, and the enabling environment for civil society. It provides an exhaustive review of legal frameworks, policies, strategies, and institutional arrangements, in addition to implementation gaps, trends and good practices. The analysis is complemented by a review of international standards and guidance, in addition to data and analysis from civil society and other stakeholders.

    Abstract: The OECD Nuclear Energy Agency (NEA) Forum on Stakeholder Confidence (FSC) acts as a centre for informed exchange of knowledge and experience regarding stakeholder interaction and public participation in radioactive waste management. It promotes an open discussion among members and stakeholders, across institutional boundaries, and between technical and non-technical actors, in an atmosphere of trust and mutual respect. As such, the FSC is, first and foremost, a learning organisation. FSC members seek to improve their own practice and institutions by uncovering practical knowledge, validating it with those most concerned and with academic feedback, consolidating knowledge and transferring lessons learnt. Since its foundation in 2000, the FSC has used and developed a set of terminology and concepts. Fostering a Durable Relationship between a Waste Management Facility and its Host Community: Adding Value through Design and Process (NEA, 2007a) included a five-page glossary of terms that appeared central to understanding the innovative concepts put forward in that major report. Then, at the 11th Regular Meeting of the FSC in 2010, it was determined that a new, extensive review of concepts and definitions would be useful in order to inform new FSC members or to elaborate future texts on decision making in radioactive waste management. The annotated glossary was prepared on the basis of a review of the full range of FSC publications across the past decade, and discussions with the NEA Secretariat and the FSC Bureau. The glossary was reviewed at the FSC-12 meeting (2011), where the FSC re-examined its key concepts, reaffirming or refining past understanding. In each entry, the key characteristics of the concept are explained and its symbolic dimension described. In some cases, references to other literature are provided. In 2018, the FSC membership decided to update the Glossary and include a new entry on added value. The concept of added value was first discussed in the report Fostering a Durable Relationship between a Waste Management Facility and its Host Community: Adding Value through Design and Process (NEA, 2015). It was recognised that although the concept has many facets and continues to evolve, a shared understanding of this concept was necessary. It is to be expected that within the coming years and through continuing dialogue, the understanding of certain concepts will evolve further and other terms will come to the fore. The FSC will continue to discuss and update its glossary to maintain it as a living document.

    Abstract: A first step to implement effective migrant integration policies is to know who does what in policy sectors key to integration. Responding to this need, this paper offers policy makers a tool to understand the organisation of public action in key sectors for integration - Employment, Education, Housing, and Health/Welfare – in a sample of 10 OECD countries: Austria, Canada, France, Germany, Ireland, Italy, New Zealand, Spain, Sweden and the Netherlands. The complexity of the division of powers among levels of government calls for coordination mechanisms between actors, whatever the level of decentralisation. Besides, it throws lights on subnational governments’ role in integrating migrants and enabling them to participate to local development for the benefits of all. The geographic differences that exist in migrant presence and outcomes mean countries should build on local authorities' knowledge of local realities, aptitudes to coordinate different policy fields at the relevant scale and cooperate with non-governmental organisations.

    Abstract: This document provides an update on the use of job retention (JR) schemes during the COVID-19 crisis until the end of 2021 and takes stock of the different strategies employed by OECD governments to adjust them as the crisis evolved. It provides three key insights. First, since reaching a peak of 20% of employment in April/May 2020 on average across OECD countries, the use of JR support has declined to 1.3% in November/December 2021. Second, countries have used different approaches to adjust temporary JR provisions during the course of the crisis, with some phasing them out, some providing increasingly targeted support and others keeping temporary measures unchanged. Third, JR schemes have tended to become more targeted by directing support towards jobs in firms that had been affected most by the pandemic, but remained viable in the medium term. A majority of countries now require co‑financing by firms for hours not worked under these schemes in contrast to the start of the crisis when most countries exempted firms from subsidising the costs associated with hours not worked.

    Abstract: According to latest data from the OECD and the IEA, government support for the production and use of fossil fuels across 81 major economies totalled USD 351 billion in 2020, amounting to USD 183 billion across 50 OECD, G20, and Eastern Partnership economies. While the difficulty of reform is evident from the range and complexity of challenges confronting governments in the phasing-out of fossil-fuel subsidies, APEC economy-led fossil-fuel subsidy peer reviews play a key role in pointing out commonly faced challenges, and present options to tackle them more effectively. This report is the first comprehensive attempt to document “scalable” lessons and examples of good practice emerging from fossil-fuel subsidy peer reviews: taking stock of progress in their phase-out as reflected in the peer review reports, considering the role of the peer review process in promoting reform, and proposing potential ways to enhance the process. Eleven peer reviews are documented, seven of which were chaired by the OECD and four in which the IEA was a member of the review panel. Six of these peer reviews were conducted under the auspices of the G20, and four under APEC auspices, with the addition of the OECD-IEA review of the Netherlands, modelled on the G20 review process. The economies reviewed inventoried between three to thirty-nine measures, of an average self-declared value of USD 13 billion, for those reviews which quantified fossil fuel support measures. The “scalable” lessons drawn from the peer reviews can be used to further spur progress towards rationalising and phasing out fossil-fuel subsidies, thanks to the insights on the approaches and good practices for designing the reform process. These insights include the need to accommodate for differing contexts, objectives and definitions; to prioritise inter-ministerial co-ordination; to promote active government and stakeholder participation; and to engage a cross-sectional peer review panel.

The Latin America and the Caribbean (LAC) region is seeking to leverage the immense potential of AI to promote the digital transformation of the public sector. The OECD, in collaboration with CAF, Development Bank of Latin America, prepared this report to help national governments in the LAC region understand the current regional baseline of activities and capacities for AI in the public sector; to identify specific approaches and actions they can take to enhance their ability to use this emerging technology for efficient, effective and responsive governments; and to collaborate across borders in pursuit of a regional vision for AI in the public sector. This report incorporates a stocktaking of each country’s strategies and commitments around AI in the public sector, including their alignment with the OECD AI Principles. It also includes an analysis of efforts to build key governance capacities and put in place critical enablers for AI in the public sector. It concludes with a series of recommendations for governments in the LAC region.

    Abstract: The SIGI Country Report for Tanzania provides a new evidence base to improve the rights and well-being of women and girls in Tanzania and promote gender equality through the elimination of discrimination in social institutions. It builds on the newly collected data – both quantitative and qualitative – on social norms and practices through a rigorous methodology and participatory approach involving a wide range of national and international stakeholders. The report analyses how discriminatory social norms and practices continue to constrain women’s empowerment and restrict their access to opportunities and rights, notably across three key dimensions: their economic situation, their place within the household and their physical integrity and agency over their own body. In the framework of Tanzania’s commitment towards realising Sustainable Development Goal 5 on the promotion of gender equality, the report provides policy recommendations that aim to address gender-based discriminations, transform social norms, promote women’s empowerment and build a truly inclusive society.

New survey data show that Canada performs well in an OECD comparison with respect to the quality of career guidance, but there is room to strengthen the provision and accessibility of services. The report provides concrete recommendations to encourage greater and more inclusive use of adult career guidance, and to promote high-quality service provision.

    Abstract: One in seven working‑age adults identifies as having a disability in OECD countries. Many of them are excluded from meaningful work and have low levels of income and social engagement. Becoming sick or disabled often leads people to leave the labour market even if they still can and want to work. Governments can help create an environment that supports a return‑to‑work for such people. This report reviews the Slovenian sickness and disability system and proposes recommendations to promote the employment of people with disability. Frequent long-term sickness absences are a growing issue in Slovenia, in part due to the design of the sickness insurance programme: workers falling ill get relatively high payments, for an unlimited time, with no activation or return-to-work offers. This report shows that intervening early is key to preventing sickness claimants from exiting the labour force. For this to occur, employers and occupational experts have to be involved sooner than at present, in a structured vocational rehabilitation process. Sickness insurance reform should provide the right work incentives, align sickness and disability assessment for long-term sickness claimants, and cap the maximum sickness benefit payment period. Cooperation between all key stakeholders in different phases of the process is critical. Such cooperation will allow the much-needed creation of a joint body responsible for the assessment of sickness, disability and vocational rehabilitation needs.

    Abstract: Under BEPS Action 14, members of the OECD/G20 Inclusive Framework on BEPS have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The BEPS Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' Stage 1 peer review report. This report reflects the outcome of the Stage 2 peer monitoring of the implementation of the BEPS Action 14 Minimum Standard by the Bahamas.

This publication builds upon the 2005 NEA report by providing updated datasets for a select number of argillaceous formations presented in the previous report, as well as an expanded discussion of: the formations and their properties; the nuclear waste management organisations responsible for the implementation of the deep geological repository concept; the design concept proposed for a deep geological repository in the respective countries and rock formations; and some of the favourable properties of said argillaceous formations.     Abstract: Under BEPS Action 14, members of the OECD/G20 Inclusive Framework on BEPS have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The BEPS Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' Stage 1 peer review report. This report reflects the outcome of the Stage 2 peer monitoring of the implementation of the BEPS Action 14 Minimum Standard by Macau, China.

Sur la base du Cadre mondial d’indicateurs relatifs aux Objectifs de Développement Durable et de données provenant des Nations Unies et de l’OCDE, le présent rapport propose un bilan détaillé des résultats obtenus par les pays membres de l’OCDE. Pour l’ensemble des cibles pour lesquelles des données existent, ce rapport évalue la distance que les pays de l’OCDE ont à parcourir afin d’atteindre les Objectifs de Développement Durable mais il va plus loin et approfondit l’analyse en mettant en évidence les tendances de fond ainsi que l’impact potentiel de la pandémie de COVID-19. En faisant le point sur les forces et les faiblesses des pays par rapport aux différents ODD, ce rapport vise à aider les pays Membres à avancer au mieux vers la réalisation de ces objectifs et à identifier leurs propres priorités d’action.

Um die Hochschulen dabei bestmöglich zu unterstützen, hat das Land Brandenburg die Organisation für wirtschaftliche Zusammenarbeit und Entwicklung (OECD) beauftragt, Empfehlungen zu erarbeiten, wie das Programmangebot der Hochschulen des Landes sichtbarer gemacht, auf den Bedarf an Kompetenzen und Innovationen zugeschnitten und für potenzielle Studierende aus dem Bundesland und darüber hinaus attraktiver gestaltet werden kann. Les Objectifs de développement durable (ODD) répondent manifestement à ce besoin, mais des problèmes d’ordre technique, politique et structurel empêchent les fournisseurs de coopération pour le développement de les utiliser comme cadre de résultats commun. S'appuyant sur sept études de cas, cette publication identifie deux facteurs déterminants et un évènement majeur qui peuvent aider à surmonter ces défis. En premier lieu, la prise en main par les pays doit être soutenue par la communauté internationale. En second lieu, les partenaires au développement doivent changer leur organisation pour réaliser les ODD. Enfin, en obligeant les gouvernements et les partenaires au développement à redéfinir leurs stratégies à long terme et à revoir leurs mécanismes internes, la pandémie de COVID-19 offre une occasion rare d’utiliser le cadre des ODD collectivement comme une feuille de route vers la reprise : cette crise peut changer la donne.
