    Abstract: The objective of the report is to inform the preparation of a Government Program for establishing the status of customers in need, the scope of their rights, and protection measures to help them meet demands for electricity in case of electricity tariff increases. The report analyzes patterns of electricity consumption, affordability, poverty and distributional impacts of hypothetical scenarios of tariff increases. It also reviews the current protection mechanism with an electricity subsidy, models the impact of short- and medium-term reform options, and recommends concrete mitigation measures. In accordance with Law No. 05/L-085 on Electricity of 2016, the Government of Kosovo should develop a detailed Program for establishing the status of customers in need, the scope of their rights, and protection measures to help them meet demands for electricity. Electricity accounts for almost 90 percent of the total energy expenditures of households in Kosovo, and over 97 percent of the energy expenditures of poor households.1 According to the Law on Electricity2, the Ministry of Labor and Social Welfare (MLSW) in cooperation with the Ministry of Energy, Ministry of Finance and in consultation with the Energy Regulatory Office (ERO) and other stakeholders of the electricity sector should develop a social protection program (Program), providing social benefits to ensure the necessary electricity supply to customers in need, or providing for support for energy efficiency improvements, to address energy poverty. Such measures shall not impede the effective opening of the electricity market and its functioning. Customers in need are household consumers, who, due to social status, enjoy some special rights regarding the supply with electricity, to be provided in exceptional cases. Commitment to the development of this Program is taken also with Kosovo's Energy Strategy, and with the requirements of the Treaty of Energy Community as defined by the Third Energy Package3. The Program should propose an approach to identifying the electricity poor who are vulnerable and outline short- and medium-term measures for their protection

    Abstract: In March 2018, the World Bank finalized an agreement with Central Agency for Public Mobilization and Statistics (CAPMAS) to conduct a demand survey for housing across Egypt. The survey consisted of a sample of 10,300 households across eight governorates. The inclusive housing finance program supports several aspects of the government's social housing program, including financial aid to low-income households to help them access housing. This aid comes in the form of a subsidy that either complements the down payment and the repayments in the first years of a mortgage loan or contributes to the payment of the rent in the public or the private sector. The Government of Egypt asked the World Bank to advise on conducting a housing demand assessment to understand the differential demand for rental and ownership housing by different income and employment groups and for different types of houses, locations, and regions. The main objective of the study is to provide detailed information on the demand for affordable ownership housing with a mortgage loan, a down payment, and a subsidy and for formal rental accommodation

    Abstract: The war in Syria, now in its eighth year, continues to take its toll on the Syrian people. More than half of the population of Syria remains displaced; 5.6 million persons are registered as refugees outside of the country and another 6.2 million are displaced within Syria's borders. The internally displaced persons include 2 million school-age children; of these, less than half attend school. Another 739,000 Syrian children are out of school in the five neighborhood countries that host Syria's refugees. The loss of human capital is staggering, and it will create permanent hardships for generations of Syrians going forward.Despite the tragic prospects for renewed fighting in certain parts of the country, an overall reduction in armed conflict is possible going forward. However, international experience shows that the absence of fighting is rarely a singular trigger for the return of displaced people. Numerous other factors-including improved security and socioeconomic conditions in origin states, access to property and assets, the availability of key services, and restitution in home areas-play important roles in shaping the scale and composition of the returns. Overall, refugees have their own calculus of return that considers all of these factors and assesses available options.The Mobility of Displaced Syrians: An Economic and Social Analysis sheds light on the 'mobility calculus' of Syrian refugees. While dismissing any policies that imply wrongful practices involving forced repatriation, the study analyzes factors that may be considered by refugees in their own decisions to relocate. It provides a conceptual framework, supported by data and analysis, to facilitate an impartial conversation about refugees and their mobility choices. It also explores the diversified policy toolkit that the international community has available-and the most effective ways in which the toolkit can be adapted-to maximize the well-being of refugees, host countries, and the people in Syria

As a nation with high levels of disaster risk and technological development, Japan has developed several forward-looking ICT for DRM. This report highlights the application of ICT for DRM in two specific areas: Early Warning System (EWS) and Disaster Information Management System (DIMS). The analysis of eight Japanese case studies of ICT solutions for DRM across various sectors, hazards, and levels of governance gives insight into their development, selection process and enabling environments, and provides case-specific lessons and recommendations. This report is intended as a reference tool for global DRM practitioners seeking to develop an enabling environment for applying ICT solutions toward resilience. The lessons learned from the Japanese case studies are intended to support practitioners and decision-makers in other countries to envision and explore ways to better leverage ICT to strengthen resilience.     Abstract: Malaysia's economy is continuing to see growth, but the pace of expansion has moderated. Growth slowed to 4.4 percent in Q3 2019, as subdued global conditions and heightened uncertainty continued to weigh on the economy. Investment and trade activity was softer than expected during the quarter, and indicators suggest overall business sentiment remains muted. In 2020, Malaysia's economy is projected to expand at a relatively moderate pace, amid continued uncertainty and external headwinds. The GDP growth rate is projected to reach 4.5 percent in 2020. Investment is expected to improve but remain subdued over the near term, with both the public and private sectors adopting a cautious stance towards capital spending. Similarly, the softness in export growth is likely to persist into next year, mirroring the continuing subdued global growth. Short-term policies should focus on measures to boost resilience and protect the vulnerable. Federal debt has increased, and government revenue as a share of GDP is expected to decline further next year. In the context of a more uncertain economic environment, it is vital for Malaysia to preserve fiscal space to enable it to mitigate the impact of any negative shocks to the economy. Increased progressivity in the personal income tax framework and an expansion of current tax measures could enable the government to both increase revenues and improve redistribution. Malaysia's weakening trade and investment activity, amid challenging external conditions, underscores the need to improve private sector confidence and strengthen investment competitiveness. With sluggish global demand and increased protectionist tendencies among the majoreconomies, a sustained commitment to deepening regional integration and addressing trade barriers is vital to preserve a vibrant trading environment and build investors' confidence. It is also important to strengthen Malaysia's competitiveness in attracting quality investments and to maximize the gains from tax expenditures with better targeting of investments towards economic upgrading, high-value job creation and inclusive growth

The Multi-Sector Investment Opportunities Analysis is part of a systematic strategy by the Permanent Okavango River Basin Water Commission, a body established in 1994 by Angola, Botswana, and Namibia, to promote coordinated and sustainable water resources management, while addressing the legitimate social and economic needs of the member states. The environmental integrity and long-term protection of the basin depends on addressing the underlying drivers of poverty. Accelerated environmental changes in the basin are largely driven by four factors-population dynamics, land use change, poverty, and climate change-leading to deterioration in water quality, changes in the flood pulse and diminishing biota.     Abstract: As 2019 drew to a close, a year when Mozambique faced devastation caused by two severe cyclones, the country looks ahead having made significant progress in terms of economic stability, having strengthened its external buffers and having improved its fiscal position. The metical has been broadly stable since mid-2017, contributing to reduced inflationary pressures and providing room for an appropriately cautious monetary policy easing cycle. Growing investment flows, mostly linked to the extractive industries, have bolstered international reserves. Additional progress has been made in fiscal management with a notable reduction in the primary deficit between 2015 and 2018 and significant efforts to protect priority spending. Plus, with the progress to date in advancing its LNG interests, there is much to anticipate from the coming years. So, in this context and as the government enters a new term, where should the focus of policy makers be? The challenge remains to be growth. Growth was set further back in 2019 as Cyclones Idai and Kenneth and slower coal production affected output and is expected to fall to around 2.3 percent in 2019, down from 3.3 percent in 2018. With a population growth rate of 2.8 percent, this translates into a decline in the standard of living. Poverty has been further aggravated by the cyclones, which are likely to have impacted both the urban and rural poor in the affected areas. Growth is expected to accelerate with developments in the LNG sector and progress in post-cyclone reconstruction. But much of this expected growth is generated from the demand side of the economy, namely extractives-led investment and growing consumer demand, and less so from the supply side such as manufacturing, backbone services or non-extractive export growth. So, having put muchof the past economic volatility behind, structural reforms for more sustainable and inclusive growth must return to the center of the agenda, with the objective of recovering from the recent cyclones in the short-term and, in the medium term, of using the LNG opportunity to produce, export and employ

    Abstract: Urban areas in drought-prone regions face serious water shortages affecting its citizens, businesses, and industries. The greater frequency of droughts and more erratic nature of rains in many countries, combined with underlying economic, social, and environmental vulnerabilities, result in increasing impacts to at-risk populations. A first and indispensable step toward adapting to drought is to undertake a drought risk assessment and disclose knowledge that focuses both on specific sectors and users as well on the overall economy. A drought risk assessment is a formal step toward identifying vulnerabilities and taking mitigative and adaptive actions to reduce risk. Drought hazard and risk assessments are often established for the current climate situation; these assessments make use of historical datasets of drought hazards, drought impacts, and information about exposure and vulnerability to drought. This document provides guidelines for assessing drought hazard as well as short- and long-term risks to specific sectors and a country's overall economy. This document consists of two main sections. Chapter one gives introduction. Chapter two presents basis for the drought guidance. Chapter three describes the key principles of drought hazard and risk assessments; chapter four consists of an implementation guideline for drought risk assessment, providing a step-by-step overview of all activities that need to be done in order to carry out a thorough assessment of drought hazard and or risk.     Abstract: Corruption continues to have a disproportionate impact on the poor and most vulnerable, increasing the cost of, and reducing access to, health, education, justice, electricity and other basic services, thereby exacerbating inequality. It reduces private investment as it increases risks for investors, with consequent effects on growth and jobs. It distorts public spending decisions and weakens the quality of public investments as substandard infrastructure gets built and the regulatory systems for quality control and safety are bypassed. It erodes public trust in governments, undermining their legitimacy and posing a threat to peace and stability. This paper draws on these lessons and proposes a new approach, both in terms of what we work on and how we work, focusing on initiatives to be led by the Bank's EFI vice presidency to reaffirm the Bank's commitment to anticorruption. The initiatives refresh approaches that are showing results, scale up those that are emerging and show promise, or experiment and innovate where fresh thinking is needed in our support to client countries to help them control corruption. In this note, corruption is seen as both a symptom of underlying governance challenges and a problem in and of itself. For practical purposes, and to keep the focus on corruption, the initiatives do not expound on the many aspects of governance that influence corruption. The paper also does not focus on efforts to control corruption risk in World Bank operations, but rather focus on the support that the EFI Vice Presidency will provide to countries in their efforts to control corruption

    Abstract: The economy is estimated to have contracted by 3.5 percent during FY2017-2018, but a modest recovery is projected for FY2018-2019. Coupled with economic mismanagement, many years of conflict have eroded the productive capacity of South Sudan. Conflict persists across the country despite the peace agreement and is the major driver of the economic collapse. Oil production is expected to be the major driver of growth in the short and medium term. South Sudan remains in debt distress and the external position is weak, with depleted reserves estimated at less than one week of import cover. If the peace agreement is respected by all parties and conflict does not recur, the economy is projected to grow by 1.8 percent during FY2018-2019. However, a less positive outlook could emerge if the peace agreement falters, with growth barely reaching 0.3 percent in the absence of progress in the non-oil sectors

    Abstract: In 2015, a large share of Egypt's population was either poor (27.8 percent) or not poor but vulnerable to falling into poverty (an additional 28.7percent); most of the poor and vulnerable lived in the governorates of Upper Egypt. Clearly the country faces a challenge, but it also has the knowledge to craft solutions. Egypt's recent reforms have started to address some of the country's economic sustainability challenges. Targeted social protection programs must continue to be an essential element of poverty reduction policy. Looking ahead, this report calls attention to the fact that re-orienting education investments towards more effective learning that raises people's employability and productivity and putting in place policies that encourage job creation will be key to sustained poverty reduction. Revitalizing education and job creation will be important for maximizing the poverty-reducing potential of the economic reform program. One of the hallmarks of healthy economies is a substantial middle class, a group often thought to be an engine of economic growth. In Egypt, a notable share of the population, close to 30 percent, can be considered middle class. Compared to the poor and vulnerable, the middle class has higher education, more assets, and better connectivity to basic services and spends a relatively large share of income on education and health. It is clearly a goal in developing countries to enlarge the middle class in order to strengthen the overall economy

EU accession countries have been catching up to regional averages in terms of economic development since they joined the union. This suggests that in accession countries growth, and its benefits are concentrated in a few regions, mostly large cities and national capitals, while many areas fall further behind. Slovakia illustrates the difference between national convergence and subnational divergence. While Slovakia is considered one of the EU's economic stars, it also has some of the union's highest regional disparities. Slovakia's impressive economic gains over the last two decades were led by Bratislava region, which in 2016 became the sixth richest region in the EU by GDP per capita. On the other hand, Eastern Slovakia, which includes Presov, is among the poorest regions in the EU. Additionally, the research also explores aspects related to female genital cutting (FGC or FGM) and girls' access to information on reproductive health. The demand barriers to improve access and coverage of quality of MCH services were previously listed as: (i) poor technical quality, (ii) poor responsiveness; (iii) high controversial costs; (iv) access/distance to health facilities; (v) use of traditional practices. These intertwine with supply side barriers such as: (i) weakness of training capacity; (ii) shortage of health professionals; (iii) inadequate referral system; and (iv) weak supply chain. Six major themes were researched and outlined in this paper: (i) use of health facilities (ante-natal care and delivery at home/health center (HC), women's secrets and men's, elderly women and the kingdom of the health center); (ii) access to health facilities (distance, transportation); (iii) the health center (staff competence, payments/gratuities, possible improvements); (iv) socio-cultural issues (gender, religious); (v) reproductive health and FGM (family planning); (vi) health staff: community health agent (CHA) (being a CHA, access to the health center, relationship with the HC and with the community, socio-cultural issues, reproductive health and FGM); and (vii) health staff: nurses (being a nurse, access to the health center, relationship with the community, socio-cultural issues, reproductive health and FGM)

    Abstract: This Country Forest Note (CFN) provides an upstream analysis of the status of forests and of investments and policies relevant to the forest sector in Vietnam. It looks at forests in a programmatic and cross-sectoral manner to strategically position the World Bank Group (WBG) to support the country in delivering on forest smart interventions. More specifically, it outlines current trends and challenges in the forest and land use sectors; builds on the ongoing dialogue and reviews past investments; identifies major challenges and investment and policy gaps; and makes recommendations on key policy changes and sectoral investments needed. The forest sector contributes significantly to the country's economy. The export of wood and timber products amounted to USD 8 billion in 2017, nearly 4 percent of gross domestic product (GDP). Vietnam is also one of the world's leading countries in operationalizing a payment for forest environmental services (PFES) system. In addition, the forest provides a myriad of goods and services that support local livelihoods and the economy as a whole. Given the topography of the country, forests play a particularly critical role in watershed and coastal protection. Despite great economic progress and decreasing deforestation rates, the forest sector faces challenges from competing land uses, overexploitation of resources, mounting risks of supply shortages, and insufficient capacity for forest governance and management. As a result, deforestation and forest degradation rates continue in parts of the country, such as the Central Highlands, and the overall quality of the natural forest continues its downward trend. While two-thirds of Vietnam's natural forests are deemed in poor condition or regenerating, rich and closed-canopy forest constitutes only five percent of the total. There is also the growing threat from climate change, in particular to the country's mangroves. This report presents some of the major trends and challenges facing forests in Vietnam and highlights recommendations to meet its forest-related national targets, sustain its economic growth, and alleviate poverty. The CFN highlights key areas where Vietnam could benefit from further support from the WBG and other partners, based on their comparative advantages and ongoing partnership

    Abstract: Understanding forced displacement and developing effective solutions requires closing several critical gaps in the data. With forced displacement rising worldwide, the body of work on displacement is growing rapidly. Data on internally displaced persons (IDPs) are particularly problematic, as the distinction between IDPs and internal migrants are not consistent across countries, and as the presence and number of IDPs is often politicized. While efforts have been made to create standardized frameworks for collecting quantitative data on forced displacement, important data gaps persist. This study helps to close data gaps by using micro-level data to profile IDPs. The report uses micro-data, defined as individual and household-level data that is collected directly through personal interviews. Comprehensive micro-data surveys cover IDP populations in four countries in Sub Saharan Africa: Nigeria, Somalia, South Sudan, and Sudan. The micro-data surveys represent IDPs, refugees, and non-displaced populations. The analysis is guided by the durable solutions indicator framework while the policy insights focus on overcoming displacement-induced vulnerability. The investments have enabled reasonably good access to basic infrastructure services. While access rates are high, the relative quality of Tunisia's infrastructure has deteriorated significantly over the last ten years. State-owned enterprises (SOEs), which dominate the infrastructure sector, receive considerable subsidies and incur notable financial losses. Overall, there is a heavy reliance on external borrowing to fund infrastructure investment, which creates contingent liabilities, and enhances foreign exchange and macro-economic risk.     Abstract: Paraguay is a middle-income, landlocked country with a population of about seven million. The nation is highly dependent on its transport and logistics infrastructure to connect to regional markets and international seaports. In road quality and connectivity, on the other hand, Paraguay trails its neighbors and other middle-income countries. According to the Global Competitiveness Indices, Paraguay is in the bottom third of indexed countries for road connectivity and quality. The government has attempted to address perceptions on quality and connectivity through higher budget allocations for the road sector. The higher road sector budget has been directed to expansion and preservation of the paved roads since 2012 and has, on the whole, allocated sufficient funds for their maintenance as estimated by this Public Expenditure Review (PER). Despite this there has been a slight decline in the overall quality of the network due to over and under funding of roads geographically and by functional classification. This PER is structured as follows: Chapter 2 provides some background on the Paraguayan economy, the country's road network (primary, secondary, and tertiary) features and analysis, and an overview of the government institutions responsible for the network; Chapter 3 describes how Paraguay budgets and manages its road sector, what the funding sources are, and how efficiently the expenditures are being spent; Chapter 4 assesses Paraguay's goals for its road sector, the effectiveness of its budget execution and sustainability of its funding, and its sector monitoring practices; and Chapter 5 concludes with the main findings and recommendations

    Abstract: This assessment of the implementation of the BCP by the BOT is part of the FSAP undertaken by the IMF and the World Bank. The assessment was performed October 25 through November 16, 2018 and is based on the regulatory and supervisory framework in place at the time of this visit. Compliance was measured against standards issued by the Basel Committee on Banking Supervision (BCBS) in 2012.1 Since the previous assessment, conducted in 2008, the BCP standards have been revised and reflect the international consensus for minimum standards based on global experience. The view is that supervision should be based on a process involving well-defined requirements, supervisory onsite and offsite determination of compliance with requirements and risk assessments, and a strong program of enforcement and corrective action and sanctions. The 2012 revision placed increased emphasis on corporate governance, on supervisors conducting reviews to determine compliance with regulatory requirements, and on thoroughly understanding the risk profile of banks and the banking system. The assessors appreciated the high quality of cooperation received from the authorities. The mission extends its thanks to the staff of the BOT for its excellent cooperation and hospitality. The BOT provided a comprehensive and detailed self-assessment and granted access to supervisory manuals, onsite inspection reports, monitoring reports, and risk assessments

    Abstract: The Thai insurance sector is a relatively small but growing part of the country's financial services industry. Insurance sector assets have grown from 10 percent of gross domestic product (GDP) in 2006 to over 22 percent of GDP in 2016, constituting 9 percent of total financial industry assets. Similarly, between 2008 and 2017, gross premiums written have grown at an average annual rate of approximately 16.9 percent, substantially above nominal GDP growth of 9.9 percent during the same period. As a result, the insurance penetration ratio (the ratio of premiums written to GDP) has gradually increased from 3.63 percent in 2008 to 5.39 percent in 2017. This paper provides an assessment of significant regulatory and supervisory practices in the insurance sector of Thailand. The assessment was conducted by Charles Michael Grist, Financial Sector Consultant, the World Bank Group, and A. Thomas Finnell, Financial Sector Consultant to the International Monetary Fund, from February 6 until February 22, 2019. The last review of the Thai insurance sector was conducted as part of an April 2008 Financial Sector Assessment Program Review (FSAP), but this review did not include a detailed assessment against the ICPs issued by the International Association of Insurance Supervisors (IAIS)

    Abstract: The successful conclusion of the Presidential election in January 2019 represents a historic window of opportunity for Madagascar to break cycles of political instability that abruptly interrupted its development in the past and to leapfrog its economic and social revitalization. Following a prolonged period of economic stagnation, growth accelerated over the last five years to reach 5.1 percent in 2018, its fastest pace in over a decade. The return to constitutional order in 2014 was instrumental to this economic revival, as it contributed to restore investor confidence, re-open access to key export markets, reinstate flows of concessional financing, and encourage structural reforms. Growth continued apace in 2019, although moderating slightly to an estimated 4.7 percent, amid weakening external demand and a slow execution of public spending following the presidential and parliamentary elections. A post-election rebound in public and private investments is expected to result in growth averaging 5.4 percent in 2020-21. This Economic Update suggests however that the country remains vulnerable to shocks. International risks include the possible intensification of the trade war between main trading partners, or the rise in international oil prices in a context of geopolitical tensions. The risk of natural disasters or of a sharp drop in the price of vanilla also need due consideration. The government must take advantage of the successful political transition to accelerate growth-enhancing reforms and develop the necessary fiscal buffers to support priority investments and be ready to face unexpected circumstances

Thus, the ESD aims to inform investment projects and government policies and facilitate the implementation of the World Bank's new Environmental and Social Framework in the context of the projects it supports.The key themes of natural resource use addressed in the ESD are forest management, nature-based tourism, hydropower development, agricultural intensification, and river quarrying. For each theme, the ESD highlights the economic gains of more productive use of the associated natural resources, where possible through quantitative modelling, and points to investments and policy and institutional measures to ensure sustainability. In terms of adverse environmental impacts, the ESD focuses on pollution, including air pollution, solid waste including hazardous substances, as well as, road construction. It estimates the cost of pollution to the economy and provides recommendations to lower this cost.     Abstract: Watersheds are an appropriate and effective unit for managing ecological assets, given the interconnected nature of economic activities and their impacts within a watershed, locally and regionally, upstream and downstream. Watersheds are increasingly recognized as a critical form of green infrastructure that provides a flow of economic benefits. In mountainous countries like Nepal, watershed management can contribute to important development goals and increase resilience to climate change. Watershed management can refer to a wide variety of practices that fall under the umbrella of investment in green infrastructure, such as slope correction using terracing, planting hedgerows and cover crops, using crop residues, cover crops, and mulches, trenching and bunding, re- and afforestation, and revision of grazing practices. Minimizing the loss of soil and downstream sedimentation is one of the most visible and immediate benefits of watershed management, whose positive impact can be felt across many sectors of the economy, including agriculture, hydropower, and water. This study focuses on the watershed area that drains to the Kaligandaki, Nepal. CSA interventions are designed to increase agricultural productivity, to help farmers, livestock keepers and fisher-people adapt and build resilience to climate risks, and, where appropriate, to reduce greenhouse gas emissions that cause climate change.This plan includes a set of 12 key CSA investments for Mali that were developed with strong stakeholder engagement, expert input and scientific evidence. This plan is not intended to be comprehensive but can further include additional projects when more funds will be available. The plan presents a situation analysis of Mali's national policies, plans and programs in relation to key climate risks, which form the context for key prioritized interventions. Designed project concepts are developed for each of these key investments, including the main project objectives, components and implementation arrangements. These provide a tangible set of project concepts for potential investors and donors to consider for funding. Finally, a general framing for developing a monitoring and evaluation (MandE) framework for the CSA investment plan (CSAIP) is provided, showing how CSA outcomes relate to other MandE frameworks and other monitoring activities for national-level development priorities.The CSAIP provides the context and evidence for the importance of these projects, and details how they can be economically beneficial and provide food security to the people of Mali.     Abstract: Climate change threatens to bring substantial impacts to Cote d'Ivoire's agriculture sector, which is central to the country's economic productivity and food security. Climate change, of course, poses challenges not only for Cote d'Ivoire but also for countries across Africa. Cote d'Ivoire is a signatory to the United National Nations Framework Convention on Climate Change (UNFCCC) Paris agreement and has submitted its nationally determined contributions (NDC), committing to take action both on adaptation to climate change and on reducing greenhouse emissions. Cote d'Ivoire is by far a minor emitter of greenhouse gases. This document provides an investment plan for climate-smart agriculture (CSA) in Cote d'Ivoire, developed with support of the AAA Initiative and the World Bank, and technical assistance of the CGIAR Research Program on Climate Change Agriculture and Food Security (CCAFS). This plan includes a set of twelve key CSA investments for Cote d'Ivoire that were developed with strong stakeholder engagement, expert input and scientific evidence. Because it is a member of the AAA Initiative and is also committed to delivering on its NDC commitments, Cote d'Ivoire now has an investment plan that includes a set of specific climate-smart projects that improve productivity, build resilience to climate change and, as appropriate, reduce greenhouse gas emissions in the agriculture sector

    Abstract: Human capital is a central determinant of economic well-being and social advancement in the modern world economy. The concept of human capital covers the knowledge, skills, nutrition, and health that people accumulate over their lives, enabling them to realize their potential as productive members of society. This Sri Lanka human capital report has several objectives. First, the report serves as a vehicle to explain the Human Capital Project (HCP) and Human Capital Index (HCI) to an audience of national and provincial policy makers and technocrats, and academics and researchers. Second, the report analyzes the main achievements and challenges in human capital development in the context of the World Bank's HCP, with a special focus on the variables covered in the HCI. Third, the report applies the HCI to an analysis of regional variations in human capital in Sri Lanka. Fourth, the report presents policy and program options for Sri Lanka to combat the main challenges identified in the analysis of the HCI variables. Fifth, some strategic options broader than the HCI but within the scope of the HCP are discussed

    Abstract: Kenya continues to experience steady economic growth, with real GDP expanding on average by about 5.6 percent over the last five years (2014-2018). In 2019, however, economic activity has softened primarily due to lower agricultural output and weak private sector investment. As a result, the World Bank projects Kenya's growth at 5.8 percent for 2019 and settling at around 5.9 percent over the medium term. The weakening of private investment partly reflects crowding out from widening fiscal deficits and relatedly limited access to credit by the private sector (growing by about 6.3 percent in August 2019).     Abstract: The objective of this report is to present a snapshot of the welfare landscape in Djibouti that will help stakeholders understand poverty's determinants. Exploiting data from the 2017 household expenditure survey, as well as administrative and geospatial data, it provides a detailed analysis of poverty in the country, its strong link to labor market outcomes, and the differential access to opportunities between urban and rural areas. Djibouti has recently experienced a period of unprecedented economic development, allowing it to grow its economy by an average of 7 percent per year between 2013 and 2016. This report shows that over a fifth of the Djiboutian population continues to live in extreme poverty and that the country has high levels of inequality, ranking 71 out of 95 countries with information on Gini available circa 2015. The report also focuses on the nexus of (monetary) poverty and the labor market. With a dual labor market, divided between the public sector and informality, a large share of the population-especially those who are vulnerable-continue to face high risks, as they have neither the skills nor opportunities to lift themselves out of poverty. Djibouti needs to double its efforts in pursuing an inclusive growth strategy. This strategy will need to be sustained by a strong labor market that allows individuals to capitalize on recent investments in education and closes the gaps in human capital across all groups of the population

    Abstract: In Mauritania - a country dominated by the Sahara Desert and defined by tradition - players from across society are coming together to encourage innovation and set a new path for the country's development. From the public sector to local and international businesses, as well as the donor community, entrepreneurship is beginning to emerge as a crucial element in any strategy to address Mauritania's greatest challenges: socio-economic inclusion, poverty reduction, youth employment, economic diversification and climate change. Since independence, the country has pursued a traditional state-driven model that has failed to catalyze the necessary investments and private sector-driven solutions to these problems. Due to structural limitations of competition in the economy, the country's private sector is a concentration of large business groups that dominate the trade, banking and procurement markets. New entrants are crowded out, with formal micro, small and medium enterprises (MSMEs) in Mauritania numbering a mere 3,000. Informal self-employment and micro-businesses in agriculture, livestock and commerce currently make up the vast majority of jobs among the poorest households in Mauritania. Smaller independent firms continue to encounter obstacles, discouraging the emergence of local suppliers and directly impacting international investors who face higher operating costs. Poor quality in education and professional training reinforce these challenges, limiting job opportunities even in expanding sectors in the economy. A lack of expertise and practical skills are compounded by complex labor regulations, making it even harder for businesses to recruit and retain young job-seeking Mauritanians

    Abstract: The Vietnamese economy has done well in 2019. In the context of increasing global uncertainty,Vietnam will most certainly be among the fastest growing economies in the world, with a GDP growth rate of approximately 6.8 percent. This rate is almost three times faster than the world average (2.6 percent) and 1.2 percentage points higher than the average in East Asia and Pacific, according to the latest estimates from the World Bank's Global Economic Prospects. This robust growth performance was attained thanks to the contribution of two key factors: export growth and domestic demand from households and firms. The first factor reflects the performance of the exports sector, growing by about 8.4 percent between January and September 2019, which is lower than in the recent past (15.8 percent in the same period in 2018), but three times higher than the global average. However, this expansion can be short-lived as it captures to some extent the diversion of Chinese exports toward Vietnam due to the trade tensions between China and the UnitedStates. As a matter of fact, the value of exports toward non-U.S. markets increased by only 3.8percent in 2019. The second contributing factor reflects the rapid expansion of the middle class, as the number of people living on more than US 15 Dollars per day increases by about 1 million every year. The demand of the burgeoning middle class has been met to a great extent by purchases of foreign products, as the imports of consumption goods have been rising by about 15 percent per year since 2015. The contribution of exports and private demand to GDP growth has allowed the government to maintain its prudent fiscal and monetary policies. On the fiscal front, the authorities have managed to reduce their fiscal deficit (down by 0.1 percent of GDP) due to higher-than-expected revenues and a very low execution of capital investment expenditures; the latter has been persistently low since 2015. As a result, the debt-to-GDP ratio (the Ministry of Finance's definition) is estimated to have declined from 58.4 to 56.1 percent from 2018 and 2019. The authorities have thus been able to rebuild additional fiscal space by reducing public borrowing by almost 8 percentage points of GDP since 2016, though lower capital spending has also depressed potential growth

    Abstract: This report presents a climate smart investment plan (CSAIP) for Zimbabwe's agricultural sector. The agricultural sector plays a critical role in the Zimbabwean economy, serving as a source of livelihood for approximately 70 percent of the population and contributing 15 to 20 percent to gross domestic product (GDP). In response, the Government of Zimbabwe, with the assistance of the World Bank, is supporting the development of this CSAIP. This CSAIP identifies and prioritizes packages of CSA investments and policy actions that will support improvement across three key CSA pillars, namely the achievement of a more productive, resilient, and low-emissions agricultural sector. It provides guidance on implementation mechanisms for these CSA interventions, discussing details such as investment costs and supporting institutional arrangements. It seeks to align goals and objectives across Zimbabwe's existing agricultural policies and climate change strategies, which will contribute to the achievement of the country's vision 2030, and the nationally determined contributions (NDCs), among others. Additionally, this CSAIP is intended to serve as an input to developing a new, climate resilient Zimbabwe AIP for the future. This report is structured as follows: chapter one gives introduction; chapter two presents relevant background information on climate change and Zimbabwe's agricultural sector; chapter three describes the methodology of how the general CSAIP approach was applied to the specific case of Zimbabwe's agricultural sector; chapter four presents some analytic results highlighting the challenges that will be faced by Zimbabwe's agricultural sector under an uncertain future and provides evidence in support of the role of CSA in addressing these vulnerabilities; chapter five presents results of the process of producing prioritized packages of CSA investments and takes a detailed look at each of these recommended packages; and chapter six concludes with a summary, a set of recommendations and next steps

    Abstract: Myanmar's decentralization of governance, financing and service delivery is taking place against aparticularly challenging backdrop. Myanmar is a country with considerable geographic and socialdiversity and a history of isolation, conflict and underdevelopment. Decades of civil conflict and tight military rule have marked Myanmar's political, social and economic life since its independence from British rule in 1948, and left a host of historical institutional legacies including underrepresentation of women, civil service norms that prioritize compliance over performance, bureaucratic silos and weak public investment management, that still impact the country today. Political and economic transitions, begun in 2011, have promoted growth and improved welfare outcomes, though the benefits have not been equally shared with all groups or geographic areas. There remain extreme variations in the provision and quality of public infrastructure and services, reflected in large disparities per capita income and humandevelopment outcomes. These inequalities are widening, economic growth is spatially concentratedin the growth poles of Yangon and Mandalay, while rural and remote areas, such as those on the Shanplateau, are isolated from the centers of growth. The Myanmar subnational PER examines Myanmar's nascent subnational institutions, focusing on governance, union-local administrative and fiscal relations and service delivery from a local perspective. The aim is to identify pragmatic and practicable policy options for incrementally strengthening the institutional capacity and inclusiveness of subnational governments within the confines of the current constitution. While political debate on the future shape of a federal Myanmar continues, reforming local governance institutions, within the considerable space available in the current constitution, as suggested throughout the PER, is an important way to support "federalism from below", promoting a more sustainable, inclusive and accountable system of governance and fiscal management that better reflects Myanmar's considerable social and economic heterogeneity

    Abstract: Gold production increased substantially in 2019, providing a strong boost to economic growth. Output from the country's largest gold mine, Kumtor, rose by 33 percent year on year in January-October, a reversal from the 8 percent contraction in the same period of 2018. As a result, real GDP grew by 5.7 percent in January-October, up from 3.5 percent in 2018 as a whole. Gold exports, which increased by almost 55 percent year on year, contributed to strong export earnings and a narrower current account deficit. Monetary policy easing and continued remittance inflows also supported GDP growth. Real GDP is projected to grow by 4.2 percent in full-year 2019, as gold production growth is slowing in the last three months of the year. Economic activity is likely to keep the same pace in the medium term as gold production volume will stay at the current level. The current account deficit is expected to remain wide despite rising remittances. The fiscal deficit widened slightly in January-September 2019 owing to lower tax revenues as a percentage of GDP (mainly due to reduced receipts from import taxes). As investment spending accelerates in the second half of the year-and a 30-percent wage increase for teachers took effect in October- the budget deficit is likely to widen to 3.2 percent of GDP in 2019 from 1.6 percent of GDP in 2018. The government plans to reduce the fiscal deficit to 3 percent of GDP in 2020 in line with the fiscal rule; the latter is currently pending parliamentary approval. Improving expenditure management has been a key challenge in the Kyrgyz Republic, especially in the context of the need to create the much-needed fiscal space for investment in infrastructure and human capital. The special focus section explores the main issues related to public investment management and discusses how to enhance the selection, assessment, and evaluation processes of public investment projects

    Abstract: In order to address the large and growing non-communicable disease (NCD) burden, Bangladesh's public health system needs to change and innovate. It needs to transition from a system designed for infectious disease and mother and child health to an integrated care system with focus on primary health care, out-patient and chronic care, as well as community health promotion. This report presents findings from an NCD cascade analysis, using hypertension as a tracer condition as well as type-2 diabetes, in order to determine the continuum of care for chronic NCDs in Bangladesh. The cascade findings are embedded in a review of the country's policy and health care delivery environment for NCDs and a benchmarking assessment against similar economies and regional comparator countries. The report also presents promising practices and models of NCD and chronic care in Bangladesh and elsewhere. Based on the evidence reviewed and analyses conducted, the report provides recommendations for different aspects of NCD policy and programming. These are meant to provide input into the dialogue on how to improve NCD integrated care and outcomes in Bangladesh.     Abstract: This note uses data from the Bhutan living standards survey (BLSS) for 2007, 2012, and 2017 to examine trends in poverty reduction and shared prosperity and to assess the drivers of poverty reduction in the last decade. The note documents the remarkable progress that Bhutan has made in reducing poverty, sharing prosperity, and improving other measures of well-being. To this end, it first establishes a poverty trend that is measured in a consistent manner over time. The resulting poverty trend deviates from official poverty rates for mainly two reasons: (a) the consumption aggregate is being measured in a consistent way over time, resulting in a different distribution of consumption in each survey year; and (b) the 3.20 dollars World Bank poverty line for lower middle-income countries is used as the cut-off to define poverty. Poverty reduction was helped by improved earnings in the commercial agriculture sector. Moreover, vulnerability has remained high, partly because farmers are exposed to various uninsured risks, including price shocks, but also because the social protection system is weak overall and nonfarm diversification is low. Going forward, it will be important to continue increasing agricultural productivity and creating productive jobs outside of the agriculture sector. Proper prioritization and sequencing of policies may also help in this regard

    Abstract: In the last three years, household debt has risen by a third as disposable income declined. Declining interest rates, ease of access to credit for consumers and poorly regulated microfinance lending practices led to fast growth in consumer debt. Consumer lending in the banking and microfinance segments has been growing in double digits in 2017-2018, reaching a total of RUB 14,90 trillion (USD 230,8 million), or 14 percent of the Russian GDP. At the same time, real disposable income has been declining: as of 2018, it is 13 percent below 2014 levels. Accelerated consumer lending has been monitored by the Central Bank of Russia to adjust the supply side of consumer finance, but no in-depth assessment has been made on how this has been affecting households. To provide a demand-side assessment, the World Bank Group in cooperation with the Russian Consumer Protection Service (Rospotrebnadzor) and the International Confederation of Consumer Societies (CONFOP) conducted an over-indebtedness study in 2018-2019. The objective of the study was to take a deeper look at the increasing levels of indebtedness of` individuals in Russia, provide a demand-side view on the issue and assess potential social and economic implications. The results of the study afford a unique perspective on the issue of consumer over-indebtedness in Russia and provide Russian financial-sector regulator and consumer-protection authorities with additional context for reviewing and adjusting their existing policies in the area of consumer protection, responsible lending and related areas.     Abstract: Shifting consumer demand and accelerating climate change will further shape the agri-food sector in Croatia in the next decade. Consumers in high value markets in the EU and beyond are shifting their expenditures towards safe, healthy, sustainable, and convenient products. Recent EU market projections further confirm ongoing shifts in consumer demand. Agri-food producers and processors must increasingly differentiate and personalize their product offerings in response to shifting consumer demand and stricter regulations. The modern retail sector has been consolidating to better coordinate supply chains, comply with strict legal and regulatory requirements, and meet diverse consumer demands. Croatia has experienced a 'retail revolution' as food retailing shifts from small shops and grocery stores to supermarkets. Climate change impacts and risk will have a profound impact on the agricultural sector. Extreme weather events in Croatia such as droughts and hail have resulted in losses generated by the agriculture, forestry and fisheries sector. Climate change impacts are expected to appear through a variety of vectors in the fisheries sector. For capture fisheries and marine aquaculture, climate change impacts primarily manifest themselves in rises in sea-levels, increases in sea temperature, acidification, changes in ocean current patterns, and extreme weather events. Leveraging the agri-food sector's multiple functions and cross-sector linkages could be a powerful driver for diversified rural and coastal economies. The linkages between the agri-food and tourism sectors are particularly relevant in the context of Croatia given that the tourism sector contributes significantly to the national economy. Sustainable and circular bio-economies offer numerous diversification opportunities to rural and coastal areas in Croatia.     Abstract: Croatia has made significant economic progress since independence, but the global financial crisis has exposed weaknesses in its economy and growth model. While growth has resumed in 2015, income convergence has been thrown back by the crisis and by the prolonged recession that followed and is currently proceeding only slowly. Low growth potential, deriving from low productivity growth, an ageing society, emigration, and a pace of capital accumulation lower than before the crisis, needs to be boosted for sustainable and reasonably rapid income convergence with the EU28. To this end, the export sector merits particular attention. Integration in global value chains and exposure to international competition would help to strengthen firm-level productivity, investment, and wages. Croatia has the smallest goods export sector among its peers in Central and Eastern Europe (CEE), and while exports of services are strong thanks to a vibrant tourism industry, the potential for productivity improvements there is limited. Fiscal policy will need to remain tight, as high public debt, to a significant extent denominated in foreign currency, needs to be reduced and fiscal space rebuilt. However, there is scope for using expenditure policies, for instance better targeting of social assistance, to increase incentives for labor force participation, which would help counter adverse demographic trends, reduce the need for fiscal transfers and increase the scope for raising public investment, and reduce inequality and poverty. Lastly, the effectiveness and efficiency of public sector service delivery across almost the entire public sector will need to be raised. This will also serve to make Croatia a more attractive destination for investments, which in turn would help boost output, reduce unemployment, and provide more revenue

    Abstract: This note takes stock of productivity trends of the Albanian non-agricultural private sector using granular firm-level data. To understand better the sources of jobs and productivity growth, this note analyzes firm-level data from the Albanian annual Structural Business Survey (SBS) collected by INSTAT, the national statistical agency, as well as customs data. This dataset covers all firms with more than ten employees and a representative sample of smaller firms, from all sectors, except for agriculture, financial services and public administration. Despite impressive growth and job creation, both employment and productivity gaps remain. Between 2006 and 2016 the country has seen a doubling of its formal private sector, creating 270,000 jobs. Part of these jobs were genuinely new - total employment in Albania increased by 100,000 jobs in the same time period - while other jobs were the result from people switching from agriculture to manufacturing and services jobs and formalization of informal activities. Employment gaps with the EU remain, even though they have been narrowing in Albania, 40 percent of the labor force works in the formal non-agricultural private sector, against 51 percent in the European Union. To meet the country's aspirations, the need to create more and especially better jobs prevails. Wages remain the lowest in the region and many young Albanians move abroad to find better job opportunities

    Abstract: The World Bank has been supporting the Ministry of Labor, Invalids, and Social Affairs (MOLISA) in their efforts to bring about reforms in the administration and efficient delivery of social security programs. Several countries have been using technological advances in banking as well as telecommunications to digitize and improve welfare delivery programs. Electronic payments have the potential to improve client experience and reduce program costs. Social protection (SP) and social assistance (SA), programs will benefit by moving from current models of cash disbursement to non-cash, direct-to-account electronic payment models. This report provides an assessment of the status of social protection payments in Vietnam, the legal and regulatory framework, and the technical infrastructure for electronic payments and discusses steps towards implementation of digital payment for social protection programs in Vietnam. After assessing payment infrastructure, regulatory framework, and program policies, some significant changes are proposed to enable a transition from cash to non-cash payments. There are also several next steps for MoLISA and VSS to take right away, in addition to actions needed by other key stakeholders

    Abstract: With the adoption of federalism through the 2015 Constitution, seven newly created provincial and 753 local governments are now placed at the frontline, tasked to manage substantial amount of public resources and deliver critical services to citizens. As result, Nepal is now in the middle of the transition to federalism, and it is understandable that the process will be a drawn-out one, which could take decades. This policy note has been prepared based on the findings, analyses and recommendations of the Federalism Capacity Needs Assessment (FCNA) study. The FCNA was conducted by the Georgia State University in 2018-2019 for the government of Nepal (GoN) with the joint support of the World Bank and UNDP. It has identified the gaps between the needs and the capacity in different levels of government. This note provides a synthesis of the FCNA findings as well as its forward-looking recommendations in terms of actions the government could take in the immediate, medium and long-terms towards a full realization of the benefits of federalism implementation in Nepal

Improvements in development outcomes have become slow and uneven. Pakistan100 seeks to identify the main changes that will be necessary if Pakistan is to become a strong upper middle-income country by the time it turns 100 years old in 2047. The decisions over the next decade will determine Pakistan's future. Will Pakistan rise to the challenges ahead and transform its economy? Or will Pakistan continue with the mixed record of reform implementation, failing to address the key constraints to growth, while another generation of Pakistanis sees limited welfare improvements?     Abstract: In the face of urbanization, alternative approaches are needed to deliver adequate and inclusive sanitation services across the full sanitation service chain. Container-based sanitation (CBS) consists of an end-to-end service-that is, one provided along the whole sanitation service chain-that collects excreta hygienically from toilets designed with sealable, removable containers and strives to ensure that the excreta is safely treated, disposed of, and reused. This report builds on four case studies (SOIL - Haiti, x-runner - Peru, Clean Team - Ghana, Sanergy - Kenya) to assess the role CBS can play in a portfolio of solutions for citywide inclusive sanitation (CWIS) services. The authors conclude that CBS approaches should be part of the CWIS portfolio of solutions, especially for poor urban populations for whom alternative on-site or sewer-based sanitation services might not be appropriate. Customer satisfaction with existing services is high and services provided by existing CBS providers are considered safe but have some areas for improvement. While the proportion of total CBS service costs covered by revenues is still small, CBS services are considered to be priced similarly to the main sanitation alternatives in their service areas. Recommendations include adopting a conducive policy and regulatory environment and exploring ways to ensure that CBS services are sustainably financed. The report also identifies areas for further analysis

    Abstract: As the push to engage in the global knowledge economy becomes increasingly vital to countriesaround the world, higher education institutions (HEIs) are being recognized as valuable centers for research and teaching in support of entrepreneurship, innovation, competitiveness, and economic growth. Many HEIs in Azerbaijan, however, lack the capacity to serve as effective dynamic hubs for such enterprising efforts, limiting Azerbaijan's ability to collaborate and compete with other nations in the global economy. Leveraging its expertise in this area, the World Bank carried out an analysis of the status of the research and innovation environment in Azerbaijan's higher education sector, identifying the main obstacles to the advancement of research work and its results and to effective coordination between higher education institutions and industry to achieve innovation-led growth. Science in Azerbaijan is examined through policy and institutional lenses, encompassing its governance, funding and management issues. The analysis looks at innovation as a dynamic outcome from university-industry collaboration, examining issues of technology transfer and intellectual property rights, the start-up environment, and funding of research toward practical and applied outcomes. The results of the analysis presented in this note, based on national and international data sources along with numerous consultations with a variety of stakeholders, informs concrete policy measures that can be taken by Azerbaijani authorities to strengthen the capacity of HEIs to serve as key actors in the country's innovation ecosystem and facilitate economic diversification within the global knowledge economy. Recently adopted national strategic documents are creating possibilities for reform by the MOE as well as by individual HEIs. The Education Development Strategy (EDS), approved by the President of the Republic of Azerbaijan in 2013, defines purposeful reforms in education with the main goal of building a competitive and leading education system in line with the world's best practices and based on cutting-edge technology infrastructure, quality and accessibility. The key findings and recommendations center on undertaking strategic efforts to maximize the quality and relevance of higher education as it relates to innovation and economic competitiveness

    Abstract: The Western Balkans is home to the most polluting power plants in Europe, and its transport and energy infrastructure require updates. Not surprisingly, countries such as Kosovo, are suffering from severe urban air pollution and traffic congestion as a result of high dependence on fossil fuels in the energy matrix, inefficient transport system and aging vehicle fleets. These substantially harm public health, productivity and efficiency in urban mobility. Kosovo is implementing the EU enacted Stabilization Tracking Mechanism programme, aiming to gradually integrate its national policies on legal, economic and social matters with the EU. On 6 February 2018, the European Commission published its expansion plan to cover up to six Western Balkan countries including Kosovo with potential accession as members of the EU after 2025. This is relevant for vehicle emissions as it entails implementation of EU vehicle emission and fuel standards. The development objective of this project is to support the government of Kosovo and City of Pristina to develop strategies to reduce emissions and pollutions from transport perspective, such as modernization and better management of public and private vehicle fleets, and to scope for components and activities to be considered as part of potential Develop Policy Financing or Investment Project Financing by the World Bank The layout of the report includes the following sections: Chapter second realizes a rapid assessment of vehicle pollution for Kosovo including vehicle emission trends. Chapter third list in a summarized manner major instruments to reduce transportation emissions. Based on the problem and solution description policies are selected which are assessed in further detail to curb vehicle emissions in Kosovo. These policies or interventions were selected based on on-going plans and activities and interest from the Government.     Abstract: Bangladesh has an inspiring story of reducing poverty and advancing development. Since 2000, the country has reduced poverty by half. In the last decade and a half, it lifted more than 25 million out of poverty. The country's economy remained robust and resilient even in the face of many challenges. All sectors of the economy have contributed to poverty reduction. This has been accompanied by enhanced human capital, lower fertility rates and increased life expectancy, which have also significantly contributed to increase households' ability to earn more and exit poverty. Yet, behind this progress, there are emerging contrasts. As the country is rapidly urbanizing, its rural and urban areas did not experience the same level of poverty reduction. The rural areas reduced poverty impressively, accounting for 90 percent of the poverty reduction since 2010. But, in urban areas, progress has been slower and extreme poverty has not decreased. The country's higher economic growth in the last decade has not led to a faster poverty reduction. Specially, poverty has stagnated and even increased in the Western divisions while the Eastern divisions fared better. This report highlights the need for both traditional and fresh solutions. To end extreme poverty by the next decade, Bangladesh will need to continue to build on its successes, such as family planning, educational attainments, and growth in agriculture and manufacturing. But at the same time, it will need solutions to overcome new and re-emerging frontiers of poverty reduction

    Abstract: This diagnostic study is prepared at the request of the Ministry of Finance (MoF), Government of Lesotho (GoL)and aims to identify options to strengthen the country's financial resilience to disasters. It includes a review of disaster response costs and the current disaster risk financing (DRF) arrangements of the GoL, including institutional and legal frameworks, and proposes some recommendations. Lesotho is prone to weather-related perils such as droughts, floods, and storms. Drought affects the largest number of people. For instance, a drought in 2015/16 affected almost half of the population. Over two-thirds of the population-71 percent-is involved in some form of agricultural activity. The majority of the rural population engages in subsistence agriculture, working on small rain-fed farms or are livestock producers. Disasters can severely impact agriculture, thus devastating livelihoods and increasing food insecurity in a country already characterized by low agricultural productivity and reliance on food imports. Natural disasters in Lesotho jeopardize efforts to eliminate extreme poverty and boost shared prosperity Poverty in the country is declining slowly, and as of 2017 remained high, at 49.7 percent (at the national poverty line). Disasters disproportionally impact poor and vulnerable households, pushing them back or further into poverty (Hallegatte and others 2017). According to the World Bank (forthcoming) Poverty Assessment, without the 2015/16 drought, poverty in Lesotho would have decreased twice as fast over the past 15 years.     Abstract: Agriculture continues to play a very important role in Myanmar's economy. For many years, understanding the dynamics and performance of Myanmar's agriculture has been difficult due to the absence of reliable, up-to-date data, at sectoral, sub-sectoral, or microeconomic level. During the past five years, significant changes have occurred in Myanmar's demographics, economy, and public spending and in its integration into world and regional markets for agro-food products. While Myanmar's agriculture has experienced some considerable diversification over the past decade, rice, and bean or pulses remain core elements of the sector. Rice remains an important crop and commodity for the economy and welfare of Myanmar. Myanmar's paddy production has realized modest gains, yet it continues to under-perform, relative to peers and to its potential. One positive development at the production level has been a significant increase in labor productivity. One potentially disturbing trend has been a significant increase in agro-chemicals use in paddy production. Elsewhere in the rice value chain, many functions are characterized by low levels of operational efficiency and/or inadequate quality management. Myanmar is the world's third largest producer of pulses, after India and Canada. Myanmar is also a major exporter of pulses globally and the largest in the ASEAN region.     Abstract: Uzbekistan has the second-most-energy-intensive economy in Europe and Central Asia as measured according to energy intensity per unit of gross domestic product. This study assesses the sex-disaggregated effect of access to energy across the country. The analysis focuses on three main factors: the challenges that female-headed households (FHHs) face in accessing reliable electricity and heating services; whether FHHs struggle more than male-headed households (MHHs) to pay for utilities; and how often FHHs use coping mechanisms such as reducing food, health care, and other purchases to meet basic needs. The analysis suggests that FHHs have similar access to energy as MHHs but find it harder to pay for utilities and basic needs. FHHs are more likely than MHHs to reduce their food consumption and borrow money to pay for basic needs. Poor FHHs with employed household members are more likely to reduce their food consumption than MHHs with no employed household members

    Abstract: This report presents an assessment of Zimbabwe's agriculture sector disaster risk and management capacity. The findings indicate that Zimbabwe is highly exposed to agricultural risks and has limited capacity to manage risk at various levels. The report shows that disaster-related shocks along Zimbabwe's agricultural supply chains directly translate to volatility in agricultural GDP. Such shocks have a substantial impact on economic growth, food security, and fiscal balance. When catastrophic disasters occur, the economy absorbs the shocks, without benefiting from any instruments that transfer the risk to markets and coping ability. The increasing prevalence of 'shock recovery-shock' cycles impairs Zimbabwe's ability to plan and pursue a sustainable development path. The findings presented here confirm that it is highly pertinent for Zimbabwe to strengthen the capacity to manage risk at various levels, from the smallholder farmer, to other participants along the supply chain, to consumers (who require a reliable, safe food supply), and ultimately to the government to manage natural disasters. The assessment provides the following evidence on sources of risks and plausible risk management solutions. It is our hope that the report contributes to action by the Government of Zimbabwe to adopt a proactive and integrated risk management strategy appropriate to the current structure of the agricultural sector

    Abstract: Despite being the largest food producer of the country, Mindanao remains Philippines' poorest region. At the heart of Mindanao's high poverty rate is the region's weak ability to transform its natural advantage into a competitive one in domestic and foreign markets. This report examines the key constraints faced by Mindanao agricultural and manufacturing producers along the supply chains. For agricultural products, vegetables and cacao were chosen as illustration of the typical constraints faced along different value chains. Vegetables is a smallholder crop consumed domestically with a relatively short supply chain composed of producers, consolidators, and primary consumers. This short supply chain reflects the domestic market focus and limited extent of processing Cacao, on the other hand, has a longer supply chain extending to export markets. Compared to vegetables, cacao requires an additional layer of processing (from wet beans to dry fermented beans to processing for chocolate) before it can reach its final markets

    Abstract: This paper lists several opportunities for China to advance MSW policies and practices. In addition to building on lessons learned from countries with decades of experience in implementing separation at source programs, including lessons on dealing with the informal sector, China's extended responsibility systems (EPR) for different waste streams including packaging waste could be tested locally and if successful, could then be prioritized. EPR schemes could be used to introduce incentives for eco-design, create a sustainable production and consumption pattern, reduce landfilling and develop recycling and recovery channels. China could also more comprehensively test the regional approach for service delivery especially for underserved county and rural areas. There is an opportunity to deepen urban-rural integration enhance economies of scale, and improve efficiency through regional integration in waste service provision. This would not only improve the quality of service provision but support financial sustainability and help offset some of the increased financial costs for circularity. Ensuring sustainable operational financing is important to provide for public-private partnerships, a stated priority of the government; sustain earlier and current investments; and permit future development of facilities

    Abstract: For all of our age's technological advances, service innovations, and instant connectivity, gender inequality stubbornly remains a defining characteristic of the structure of our economies and the opportunities for our citizens. This is especially true in many corners of the developing world, where women trail men in health and educational outcomes, access to jobs and assets, and their ability to voice their opinions and exercise agency over their lives. Urban transit systems that are mapped against job locations for women, designed to provide security, and operated to remove uncertainty of arrival times, are essential to balancing labor opportunities for female workers. In the various infrastructure sectors, the authors are pleased to report that best-practice examples have been mounting. Yet, for infrastructure-development professionals, particularly those focused on crowding in private financing and operations and preparing public-private partnerships (PPPs), knowing where to start integrating gender equality concerns into our work can be daunting. However daunting, the incorporation of gender considerations is uniquely important for PPPs, where private-service providers become the main interface with consumers. This report consolidates and draws from a wide spectrum of examples that cut across sectors to demonstrate how infrastructure, its development, and the policies and regulations governing its construction and operation, can play a role in closing gaps between women and men. It pinpoints approaches for ensuring that projects not only do no harm, but also serve as vehicles for empowerment, providing practical guidance that can be systematically integrated into PPP projects and frameworks.     Abstract: Tanzania was again one of the top growth performers in the region. Official GDP figures show that growth remained steady in the first half of the year, driven by higher public investment and by a recovery in exports. Inflation has been low and stable, and the balance of payments is quite sound despite a widening current account deficit. Exports are recovering from last year's contraction. The Government's Tanzania Development Vision 2025 and the Five-Year Development Plan (FYDP II) set out ambitious goals for reducing poverty and sustainably industrializing so that the country can achieve middle-income status by 2025. The government recognizes agriculture as central to realizing its objectives of socioeconomic development, which are well-articulated in the Second Agriculture Sector Development Program (ASDP II). Among the goals of ASDP II are to transform agriculture by promoting commercialization, prioritizing high-potential commodity value chains, and mobilizing capital by giving the formal private sector a growing role in agriculture. Because agriculture and related value chains drive two-thirds of all jobs-three-quarters for the poor- the sector is central to creating more and better jobs at scale and significantly reducing poverty
