    Abstract: Speeding is the number one road safety problem in a large number of OECD/ECMT countries. It is responsible for around one third of the current, unacceptably high levels of road fatalities. Speeding has an impact not only on accidents but also on the environment, energy consumption and quality of life, particularly for residents in urban areas. Reducing average speeds on the roads by only 5% will save around 20% of current fatalities. There is good experience available on how to quickly reduce the extent of speeding and thereby reduce current fatalities and injuries. Reduced speeding will also reduce the adverse environmental and social impacts associated with excessive speed, particularly in urban areas. Comprehensive measures are required which are best developed as part of a coordinated speed management policy package. What contributions can be made by infrastructure improvements, speed limits, signing and education, as well as by enforcement? Which are the most cost-effective elements of a speed management policy? What are the prospects for the use of new technologies which encourage drivers to choose appropriate speeds and assist in achieving greater compliance with speed limits? This Report, prepared by a Working Group of the Joint OECD/ECMT Transport Research Centre, addresses the key issues, highlights the improvements in policy and operations needed to reduce the extent of speeding. It outlines a framework for achieving the best possible safety outcomes while protecting the environment and supporting sustainable mobility. The report is compelling reading for all those interested in addressing the major speed-related problems that are widespread in OECD/ECMT member countries and will become increasingly important in developing countries as levels of motorisation increase.

The basic idea of "Vision Zero" is that no person should be killed or seriously and permanently impaired in a road traffic accident. At the invitation of the Czech authorities, the seminar was held in March 2002 in Prague. Many governmental and non-governmental organisations responsible for road safety policies and work participated in the event.

    Abstract: In economic appraisals of road safety measures, determining which method to use for the valuation of those measures is a problem. There are two methods open to us. Remarkably, one accurately measures a non-relevant concept (the human capital method), while the other measures the correct parameter, but not very accurately (the willingness-to-pay method). The Round Table examined the many complementary aspects of the two and found that what was needed, above all, were practical guides for each method. The Round Table noted that values for human life are highly comparable from one mode of transport to another, concluding that this should encourage governments to take charge of safety with the same forcefulness whatever the mode of transport. It also found that spending on road safety was already adequate, but that the money was not 'wisely' spent. Arguably the proposals put forward by this Round Table were unconventional. For instance, it held that difficulties in producing major changes in driver behaviour signalled that more attention should be paid to educational measures and infrastructure investment. This publication reviews the road safety policies and their economic evaluation. At a time when the authorities in many countries are beginning to set still more ambitious targets for those policies, the Round Table highlights the need for measures that are effective over the long term and economically efficient.

    Abstract: This report examines the form regulation should take in rail freight markets to promote efficiency in railways and the wider economy. It analyses issues of monopoly, scale economies, competition, mergers, ownership and the structure of the rail industry. Experience in North America, Australia, Japan, the European Union and countries from eastern and western Europe is reviewed. The need for regulation differs by market and, together with political constraints, this means that regulatory models can not be transferred wholesale from one continent to another. However, each region provides important lessons for reforms currently under consideration in all ECMT and OECD countries.

    Abstract: L’appréciation économique des politiques de sécurité routière pose le problème des méthodes que l’on emploie pour valoriser les mesures. A cet égard, il est frappant de constater que l’on a le choix entre deux méthodes qui reviennent soit à bien mesurer un concept peu pertinent (le capital humain) soit à mesurer approximativement un paramètre précis (le consentement à payer). La Table Ronde a analysé la complémentarité non négligeable de ces deux méthodes et a souligné la nécessité d’établir des guides méthodologiques précis pour chacune d’entre elles. La quasi-égalité de la valeur humaine d’un mode de transport à l’autre est l’un des constats de la Table Ronde. Ceci devrait inciter les pouvoirs publics à se saisir de la sécurité avec le même souci d’efficacité quel que soit le mode de transport. Autre constat marquant : si l’on dépense suffisamment pour la sécurité routière, on ne sait pas en revanche dépenser « bien ». On peut ainsi affirmer que la Table Ronde est parvenue à des propositions iconoclastes. Par exemple, les difficultés à engendrer des inflexions majeures du comportement humain devraient conduire à accorder la plus grande attention aux mesures pédagogiques et aux investissements infrastructurels. Cette publication propose ainsi un bilan des politiques de sécurité routière et de leur évaluation en termes économiques. A l’heure où les pouvoirs publics de nombreux pays en viennent à fixer des objectifs encore plus ambitieux à leurs politiques, la Table Ronde a souligné qu’il s’agit d’adopter des mesures efficaces dans le long terme et économiquement valides.

The second part describes several concrete examples of benchmarking applications in the transport sector. These examples relate in particular to topics such as road safety, rail transport, the environment, public and urban transport, seaports and air cargo, etc. Each chapter of this publication may be read independently. A fundamental message, common to all the examples presented, emerges: it is essential to improve the quality of statistics in order to ensure more reliable transport benchmarking results.

    Abstract: Between 1997 and 1999 the ECMT issued three reports and three resolutions on safety in road traffic for vulnerable users, namely cyclists, pedestrians and users of two-wheeled motorised vehicles (mopeds and motorcycles). These studies form part of a wider area of review which, in addition to road safety itself, takes into account the demographic trend in ECMT countries - population ageing - and the highly topical issues of mobility, land use planning, the environment and public health. The measures recommended (whether general or specific to each user category) show that much remains to be done to ensure the safety of vulnerable users. The aim is not to promote a single model, but to develop strategies tailored to the specific features of each country. This publication should enable all concerned to take stock of the different approaches developed in ECMT countries and to find guidance in examples of "good practice".

Traditional procedures have proved ineffective for impacts that go beyond the scope of projects in isolation.     Abstract: De 1997 à 1999, la CEMT a consacré trois rapports et trois résolutions à la sécurité des usagers vulnérables, à savoir les cyclistes, les piétons et les utilisateurs de deux-roues motorisés (cyclomoteurs et motocyclettes). Ces études s’inscrivent dans un cadre plus large que celui de la seule sécurité routière puisqu’elles prennent en compte aussi bien l’évolution démographique des pays Membres de la CEMT -- vieillissement de la population -- que les problèmes désormais d’actualité de mobilité, d’aménagement du territoire, d’environnement et de santé publique. Les mesures préconisées (qu’elles soient globales ou spécifiques à chaque catégorie d’usagers concernée) montrent qu’il reste encore beaucoup à faire en faveur de la sécurité des usagers vulnérables. Il s’agit toutefois de ne pas promouvoir un modèle unique, mais de s’efforcer de développer plusieurs stratégies qui intègrent les particularités de chaque pays. Cette publication devrait permettre à chacun d'évaluer les différentes approches développées dans les pays de la CEMT et de s’inspirer de ce qu’il est convenu d’appeler les "bonnes pratiques".

    Abstract: The aim of every politician is to transform the city into an environmentally sustainable entity. However, while the planning and organisation of passenger services within cities is commonly perceived as a major issue, freight transport is not given the full attention it deserves. As a general rule, the role which freight transport plays in the economy of cities is simply not understood. What invariably attracts attention, on the other hand, is the added pollution and congestion caused by freight transport. Europe has recently produced a host of new urban development schemes which place more or less severe restrictions on freight movements in cities. While some cities have introduced measures in line with the town planning objectives of territorial development plans, others have adopted short-term solutions to traffic management problems. Since we know that cities are living entities whose vital processes can be disrupted, how can we be sure that all of these measures are a step in the right direction? Our lack of experience makes this a question we would be well advised to consider. The Round Table reviewed the various aspects of freight transport by examining experiences in different countries and by discussing some of the more innovatory approaches adopted.

    Abstract: This seminar, which took place on 2-3 October 1997 at the Josefow Conference Centre near Warsaw, set out to define the role and place of communication in the field of road safety, examine the different strategies of communication and identify their limits. The seminar was attended by 130 experts from 23 countries with ECMT membership or observer status. The discussions established that communication is an essential element of a global road safety policy in that it aims to inform, alert, educate, convince and ultimately alter people’s attitudes and behaviour. The resources employed and the channels of communication used can differ from country to country, depending on the topic addressed, the national culture and the goals to be achieved. Communication cannot be an end in itself, however: it can only be the complement of other measures. It must have a time frame within which the objectives set have to be attained. Evaluation of communication effectiveness is likewise essential.
