    Abstract: How does government funding of corporate R&D affect the behaviour of firms? Ongoing efforts to boost business investment in R&D demand better methods of evaluating the effectiveness of government policy instruments. Efforts to explicitly measure changes in the ways firms conduct R&D as a result of government policy – so-called “behavioural additionality” effects – have remained relatively underdeveloped. This publication explores the emerging concept of behavioural additionality and summarises results of a multinational effort to develop better ways of measuring it. Evaluations should investigate not only how much additional business R&D spending is stimulated by government support or how much additional output is generated as a result, but also how government funding influences the conduct and direction of business R&D.

    Abstract: This Test Guideline describes eight methods to measure the vapour pressure. Each one can be applied in different vapour pressure ranges. The vapour pressure (in Pascal) of a substance is defined as the saturation pressure above a solid or liquid substance and is determined at various temperatures (in Kelvin). The methods used are: the dynamic method (Cottrell’s method), the static method, the isoteniscope Method, the effusion method: vapour pressure balance, the effusion method: Knudsen cell, the effusion method: isothermal thermogravimetry, the gas saturation method and the spinning rotor method. The vapour pressure from any of the preceding methods should be determined for at least two temperatures. Three or more are preferred in the range 0 to 50°C, in order to check the linearity of the vapour pressure curve. In case of Effusion methods and Gas saturation method, 120 to 150 °C is recommended for the measuring temperature range instead of 0 to 50°C.

    Abstract: This Test Guideline describes a screening method for the evaluation of potential anaerobic biodegradability of organic chemicals under specific conditions. Washed digested sludge, containing low (〈10 mg/L) concentrations of inorganic carbon (IC), is diluted about ten-fold to a total solids concentration of 1 g/L to 3 g/L and incubated at 35 °C ±2°C in sealed vessels with the test substance at 20 to 100 mg C/L for up to 60 days. The activity of the sludge is measured by running parallel blank controls. To check the procedure a reference substance (phenol, sodium benzoate, polyethylene glycol 400) is tested in parallel. At least triplicate test vessels for the test substance, blank controls, reference substance, inhibition controls and pressure control chambers are prepared. The increase in headspace pressure in the vessels resulting from the production of carbon dioxide and methane is measured. The inorganic carbon is measured at the end of the test. The amount of carbon (inorganic plus methane) resulting from the biodegradation of the test substance, is calculated from the net gas production and net IC formation in the liquid phase, in excess of blank control values. The extent of biodegradation is calculated from total IC and methane-C produced as a percentage of the measured or calculated amount of carbon added as test substance.

However, both internal and external challenges are putting strains on Milan’s aspiration to become a southern European and Mediterranean hub. This review highlights Milan’s potential to capitalise on its advanced services to bolster the regional innovation dynamics and to fuel national growth. It also points out that failure to accelerate the innovation process and to enhance the region’s attractiveness as well as its capacity to implement flagship projects could prove costly. Finally, it calls for rapid metropolitan governance reforms to design and to implement a competitiveness strategy for the entire metropolitan region.

Die zunehmende Globalisierung, verbesserte Kommunikationsmöglichkeiten und gesunkeneTransportkosten sind zusätzliche Faktoren, die den wirtschaftlichen Wandel im ländlichen Raum beschleunigen. Theorie und Praxis der Politik für den ländlichen Raum haben inzwischen erkannt, dass es mit finanzieller Umverteilung und agrarpolitischen Maßnahmen nicht möglich ist, das Potenzial dieser wirtschaftlichen Antriebsfaktoren auszuschöpfen. Dieser thematische Bericht sucht daher, den Paradigmenwandel in der Politik für die ländliche Entwicklung, der diesen wirtschaftlichenVeränderungen Rechnung tragen soll, wie auch den zur Umsetzung dieser Politik nötigen neuen Governance-Ansatz zu erläutern.

    Abstract: Services are the main drivers of economic growth in OECD countries and they are becoming increasingly innovative. This study analyses the role of open services markets in the transfer and diffusion of technology from developed countries to developing countries. It first explores how trade in services increases exposure to foreign technologies. The four modes of supply of services, as defined in the General Agreement on Trade in Services (GATS), are closely interlinked with the main channel of technology diffusion identified in the economic literature. The report then investigates how open services markets can reduce the cost of technology transfer and help to build better absorptive capacities in five sectors (business services, telecommunications, financial services, higher education and training, and logistics services). The last part of the study highlights the productivity gains from services trade liberalisation and the technological spillovers inside the receiving economy. The report shows that emphasis should be placed on services in the debate on trade and growth and that services liberalisation in key sectors, which facilitate the exchange of knowledge between foreign and domestic companies, can have a significant impact on technology diffusion.

    Abstract: This paper considers the case for adjusting measures of the cyclically-adjusted fiscal balance for exceptional movements in the terms of trade for those countries where production of commodities is a substantial share of output. For such countries exceptional movements in commodity prices, such as have occurred in recent years, are likely to lead to higher tax revenues, most immediately from the companies directly involved in extracting or producing the commodities, but also less directly as the consequent rise in the terms of trade increases real incomes more broadly. A simple method is proposed to allow for exceptional developments in commodity prices using an adjustment based on a concept of the real income gap rather than a real output gap. This method is subsequently applied to Australia -- one of the world?s leading producers of mined commodities -- and the results contrasted with the standard OECD method of calculating the cyclically-adjusted fiscal balance. It is shown that over much of history the two methods generate similar results, but during exceptional periods of rapid change in commodity prices the measures can be very different. The analysis highlights that a key assumption needed to adjust for commodity price developments concerns the equilibrium level of the terms of trade. While the assumption that the terms of trade returns to long-run historical trends might appear a natural benchmark, recent sustained strong growth in demand for commodities from China and other developing Asian economies raises the question as to whether this has led to a permanent increase in the terms of trade of major commodity producers like Australia and has thus permanently raised government revenues.     Abstract: This paper proposes a comprehensive framework for projecting public heath and long-term care expenditures. Notably, it considers the impact of demographic and non-demographic effects for both health and long-term care. Compared with other studies, the paper extends the demographic drivers by incorporating death-related costs and the health status of the population. Concerning non-demographic drivers of health care, the projection method accounts for income elasticity and a residual effect of technology and relative prices. For long-term care, the effects of increased labour participation, reducing informal care, and wage inflation are taken into account. Using this integrated approach, public health and long-term care expenditure are projected for all OECD countries for the years 2025 and 2050. Alternative scenarios are simulated, in particular a 'cost-pressure' and 'cost-containment' scenario, together with sensitivity analysis. Depending on the scenarios, the total health and long-term care spending is projected to increase on average across OECD countries in the range of 3.5 to 6 percentage points of GDP for the period 2005-2050.

    Abstract: The current monetary policy framework in several Latin American countries, combining inflation targeting and a floating exchange-rate regime, has contributed to disinflation by anchoring expectations around low, stable levels. This paper uses co-integration analysis to estimate simultaneously a monetary reaction function and the determinants of expected inflation for Brazil, Chile, Colombia and Mexico in the post-1999 period. It also tests for the presence of volatility spillovers between the monetary stance and inflation expectations based on M-GARCH modelling. The results of the empirical analysis show that: i) there are long-term relationships between the interest rate, expected inflation and the inflation target, suggesting that monetary policy has been conducted in a forward-looking manner and helped anchor inflation expectations in the countries under examination, and ii) greater volatility in the monetary stance leads to higher volatility in expected inflation in Brazil, Colombia and Mexico, suggesting that interest-rate smoothing contributes to reducing inflation expectations volatility. No volatility spillover effect was detected in the case of Chile.

    Abstract: In demystifying the concept of market-like instruments, this study explains how to make better use of market-like instruments in fisheries management by identifying practical steps that can be taken to further their use. The findings of the study are based on a survey of the use of market-like instruments in OECD fisheries in which the key characteristics of these instruments in different countries are identified. It finds that market-like instruments have generally improved the economic efficiency of the sector, and have helped to ensure the sustainability of fish stocks.

    Abstract: Speeding is the number one road safety problem in a large number of OECD/ECMT countries. It is responsible for around one third of the current, unacceptably high levels of road fatalities. Speeding has an impact not only on accidents but also on the environment, energy consumption and quality of life, particularly for residents in urban areas. Reducing average speeds on the roads by only 5% will save around 20% of current fatalities. There is good experience available on how to quickly reduce the extent of speeding and thereby reduce current fatalities and injuries. Reduced speeding will also reduce the adverse environmental and social impacts associated with excessive speed, particularly in urban areas. Comprehensive measures are required which are best developed as part of a coordinated speed management policy package. What contributions can be made by infrastructure improvements, speed limits, signing and education, as well as by enforcement? Which are the most cost-effective elements of a speed management policy? What are the prospects for the use of new technologies which encourage drivers to choose appropriate speeds and assist in achieving greater compliance with speed limits? This Report, prepared by a Working Group of the Joint OECD/ECMT Transport Research Centre, addresses the key issues, highlights the improvements in policy and operations needed to reduce the extent of speeding. It outlines a framework for achieving the best possible safety outcomes while protecting the environment and supporting sustainable mobility. The report is compelling reading for all those interested in addressing the major speed-related problems that are widespread in OECD/ECMT member countries and will become increasingly important in developing countries as levels of motorisation increase.

The growing importance of the knowledge economy means that the battle for talent is becoming as important as the battle for inward investment, and skilled migrants can offer a significant comparative advantage to local labor markets, as long as their potential is harnessed. Unskilled migrants are also in demand, particularly where rising living costs make lower paid jobs unattractive to the native population, and where demographic change and population movement combine to reduce the self-sufficiency of local labor markets. For the potential advantages of migration to be maximized, however, it is crucial that immigration is accompanied by integration, that is, effective mechanisms for ensuring immigrants are effectively incorporated into local labor markets. Paradoxically, at the same time that migration is increasing in global importance, there is worrying evidence that integration results do not seem to be as favorable in a number of countries as they were in the past.--Publisher summary

    Abstract: Turkish domestic equity markets and inward foreign investment are poised to grow rapdily but only if corporate governance standards are high enough to protect minority shareholders. This report evaluates the extent to which the OECD Principles of Corporate Governance have been implemented in Turkey, looking at both the legal and regulatory framework as well as company practices. It finds that significant reforms to the corporate governance framework have already been introduced, and supports additional legislative reforms that are already in progress. Looking ahead, the report argues that it is time to move into the next important phase in policy reform, and makes a series of recommendations for further strengthening Turkeys corporate governance structures.
