It is based on the proceedings of the conference on Entrepreneurship and Economic Development in Distressed Urban Areas held 7-8 October 2003 in Rome, and organised by the OECD LEED Programme, in collaboration with the EU, the municipality of Rome, and Risorse per Roma.

    Abstract: Information and communications technology (ICT) has become a key driver of economic growth over the past decade. The rapid diffusion of the Internet, of mobile telephony and of broadband networks all demonstrate how pervasive this technology has become. But how precisely does ICT affect economic growth and the efficiency of firms? And how well can these effects be measured? This report provides an overview of the economic impact of ICT on economic performance, and the ways through which it can be measured. Using available OECD data, the first part of the book examines the available measures of ICT diffusion, the role and impact of ICT investment and the role of ICT-using and ICT-producing sectors in overall economic performance. The second part of the book offers nine studies for OECD countries, based on detailed firm-level data and prepared by researchers and statisticians from a wide range of OECD countries. These studies use a variety of methods and provide detailed insights on the effects of ICT in individual countries.

    Abstract: OECD's review of investment policy in Slovenia for 2002. It finds that as the most advanced former Yugoslav Republic, Slovenia has managed since 1991 one of the most successful transitions to nationhood and to a market economy in Central and Eastern Europe. Slovenian GDP per capita has already reached 70 per cent of the EU average. In recent years, Slovenian annual real GDP growth rates have been in the 4-5 per cent range. Slovenia has a developed manufacturing sector, good infrastructure and a skilled labour force. Consensus-orientated economic reforms have fostered a favourable investment climate. However, FDI inflows have been relatively modest (USD 180 million in 2000) due principally to the specific modalities of mass privatisation, the postponement of privatisation of financial and public utilities sectors and restrictions on foreign capital movements. But this has already begun to change. The 1999 Foreign Exchange Law has freed most capital and foreign direct investment operations transactions and practically all remaining entry restrictions will be lifted upon Slovenia's accession to the EU. The envisaged privatisation is expected to at least triple FDI inflows within the next three years, boosting FDI to around 3 per cent of GDP. Administrative barriers are being tackled with determination, in consultation with the business community. In addition, FDI outflows have started to play an increasingly important role in Slovenia's internationalisation strategy, notably in regard to the development of South-East Europe. In December 2001, Slovenia became eligible for adherence to the OECD Declaration on International Investment and Multinational Enterprises. This will help to consolidate Slovenia's achievements thus far and contribute to its expanding economic relations with OECD Members, as well as other adherents to the Declaration.     Abstract: There is widespread agreement that in order to bring about sustainable travel in urban areas, flexible, integrated policy packages are needed that send the right signals to urban land use and transport markets. The project on Implementing Sustainable Urban Travel Policies conducted by the ECMT has shown that actually implementing integrated policy packages for sustainable urban travel is easier said than done for a great number of cities in ECMT and OECD countries. While in most countries, urban land use and travel policies are defined and implemented at the local or regional levels, there is growing recognition that national governments can improve chances for implementation of integrated policy packages by providing for a flexible, sectorally integrated policy framework that sends the right messages to regions and cities via policy incentives and project financing. This report examines the ways in which national governments can act as catalysts for sustainable travel practices on a local level.

    Abstract: This report provides information on the average tariff levels and on the use of tariff-rate quotas, export subsidies and export credits by selected OECD countries for temperate-zone agricultural products. The implications of further liberalisation of the various instruments over the medium term are examined. The effects of further trade liberalisation of agricultural markets over the medium-term depend significantly on the modalities and prevailing market conditions against which the liberalisation scenarios are compared. On market access, although the largest impact on world prices is from tariff reductions, each of the current trade policy instruments (i.e. out-of-quota tariffs, in-quota tariffs, and tariff rate quotas) would have to be liberalised to obtain the greatest impact. On export subsidies, their current use is already at levels much lower than Uruguay Round commitments, and elimination would have modest effects for most commodities (except dairy products). This situation could change and further discipline on their use would prevent back-tracking. Export credits used by certain countries are also found to distort trade, although the effects on world markets and average prices remain relatively small, due to the small share of trade facilitated by these programmes and their small per-unit effect. Disciplines are necessary, however, to avoid even greater use of all forms of export competition policies. Countries have embarked on a new round of multilateral trade negotiations on agriculture. The challenge facing policy makers is to build upon the foundations of the URAA to further reduce trade distortions. This requires strengthening the disciplines already established and addressing weaknesses of the current agreement, such as those that have been identified in this report.

    Abstract: Foreign direct investment (FDI) is an integral part of an open and effective international economic system and a major catalyst to development. Yet, the benefits of FDI do not accrue automatically and evenly across countries, sectors and local communities. National policies and the international investment architecture play an important part in attracting FDI to a larger number of developing countries. It is the responsibility of the host countries to put in place a transparent, broad and enabling investment policy environment and to reinforce the human and institutional potentials necessary for such an environment. With most FDI flows originating in OECD countries, developed countries can contribute to advancing this agenda. They can facilitate the access of developing countries to international markets and technology, and ensure policy coherence for development more generally; encourage non-OECD countries to integrate further into rules-based international frameworks for investment; actively promote the OECD Guidelines for Multinational Enterprises, together with other elements of the OECD Declaration on International Investment; and share with non-members the peer review-based approach to building investment capacity. This publication provides a comprehensive review of the issues related to the impact of FDI on development as well as to the policies needed to maximise the benefits.

    Abstract: All societies depend on biodiversity and biological resources, and policy-makers are increasingly aware that development pressures are today generating unprecedented rates of biodiversity loss. The fact that biodiversity issues often receive low priority in policy decisions is at least in part due to problems involved in assessing its contribution to society -- these values defy easy description and quantification. What cannot be quantified, or is difficult to monitor and evaluate, is easy to disregard. The result is that biodiversity fails to compete on a level playing field in policy decisions with the forces driving their decline. This Handbook describes the types of values usually associated with biodiversity. While there are exceptions to the need to prioritise economic values over other cultural, traditional and spiritual values, economic valuation has a sound theoretical foundation that can help clarify the tradeoffs implicit in public policy decisions. On the other hand, the Handbook recognises the limitations of the economic approach, and considers how economic and non-economic values can eventually be reconciled. The Handbook also reviews the various methodological approaches often used to quantify these values. Data requirements and limitations are discussed. These methodologies are then applied to a series of concrete policy contexts, ranging from land use planning to the determination of legal damages for environmental degradation.

    Abstract: OECD's 2001 review of investment policy in the Ukraine. It builds on the 1993 OECD Investment Guide for Ukraine and is primarily intended to further advance the policy dialogue and co-operation between the OECD and Ukrainian decision-makers on investment issues. It is part of OECD’s efforts to help drive the much needed policy reforms in Ukraine. The review attempts to assess the implementation of the legal rules, with an emphasis on their practical enforcement, and identifies gaps in legislation and institutional frameworks, distilling an array of policy recommendations. In addition to the legal and institutional setting specifically dealing with foreign investment issues, the review encompasses salient features of the overall business regime in Ukraine, such as legislation ensuring the rule of law, contract and property protection, corporate legislation, secured lending and financial sector legislation, taxation, public governance, including privatisation, competition and anti-corruption measures.

    Abstract: The Uruguay Round Agreement on Agriculture (URAA) was a turning point in the reform of the agricultural trade system. It imposed disciplines on trade-distorting domestic policies and established new rules in the areas of market access and export competition. How effective have the three disciplines contained in the URAA been in bringing about a reduction in the level of production-related support and protection? Which elements of the disciplines have proved effective and which ineffective? What policy lessons can be drawn from the experience so far? What might be inferred about opportunities and challenges for further trade liberalisation? This report provides some answers to these questions for all OECD countries. A key conclusion of the report is that the immediate quantitative effects of the URAA on trade and protection levels have been modest. The reasons for this include the weakness of many specific features of the URAA including implementation and methodological issues. Countries have already embarked on a new round of multilateral trade negotiations on agriculture. The challenge facing policy makers is to build upon the foundation of the URAA to further reduce trade distortions. This requires strengthening the disciplines already established under the URAA and addressing those weaknesses of the current agreement which have been identified in this study.

    Abstract: In recent years, the substantial expansion in containerisation, the advent of megacarriers, the race for ever larger container-ships and higher-volume flows, have revolutionised intercontinental transport. These changes have entailed considerable reductions in maritime transport costs, which has made distant countries extremely accessible. The most costly component of the international traffic transport chain is now the inland leg, which explains why forwarders are so keen to gain control over inland transport operations. On land, road is the dominant mode, but with infrastructure congestion, rail and inland waterways also have a part to play. Under what conditions could these last two modes capture a larger share of inland transport? Rail cannot be really competitive without a dedicated freight network, and inland waterways will only get to play a significant role if transhipment costs are cut. Couldn’t greater competition within these two modes generate productivity gains and better quality services? The Round Table provided the opportunity to address the whole issue of competitiveness in inland transport modes and identified guidelines on land access to ports for policy-makers.

    Abstract: This landmark study of the material well-being of older people in nine OECD countries -- Canada, Finland, Germany, Italy, Japan, the Netherlands, Sweden, the United Kingdom and the United States -- uses a wealth of new data to shed light on the challenges that face policy-makers as they anticipate the coming retirement of the baby-boom generation. The findings are often surprising. In all the countries surveyed, policies have been fundamentally successful: older people at all income levels tend to maintain or even increase their material standards of living once they stop working. This happens despite large differences in approaches to public policy, including the size of public pensions. The systems that provide resources to older people are considerably more complex than is usually taken into account in policy-making, and the effects of policy, while large, are less direct than often thought. Demography and changing labour market patterns make reforms to these systems imperative. The challenge is to make needed changes without undermining past success. This is difficult, but entirely possible; the payoffs from relatively small changes in the balance between work and retirement could be particularly large. The study examines the many diverse ways in which the nine countries are tackling this challenge and the lessons that have been learned from their experiences. It provides invaluable evidence for policy-makers, researchers and citizens concerned about the challenges posed for societies by ageing populations.

    Abstract: This book looks at Brazil’s recent experience in using knowledge for development.     Abstract: The Russian Federation faces important economic and social challenges. By 1998 national income was little more than half its level in 1990. Life expectancy for men is now about 61 years, compared to 65 years a decade ago. The rate of suicide and self-inflicted injuries is more than three times the OECD average and maternal mortality rates are about five times the OECD average. Infectious diseases have increased in prevalence, but real public spending on health care has fallen by nearly one-third. Spending on many other social programmes has fallen even as a percentage of the smaller GDP, yet much expenditure remains inefficient and ineffective in addressing the serious problem of poverty. More than a quarter of the Russian population is poverty-stricken according to official criteria. Average wages are not much more than half of their real level of the early 1990s, and wage and pension arrears have posed serious problems in the recent past. The informal economy has grown significantly. What can be done to address this crisis? This book provides a detailed analysis of the social problems facing the Russian Federation, and develops proposals for continuing reform to improve the economic fundamentals, including the productivity, while at the same time ensuring that social and labour market policies become more effective in helping the poorest Russians. The book also proposes policy reforms to improve the operation of the labour market, to guarantee a package of essential health care services, to address the wide disparities between different regions of the Russian Federation, and to deal with the human crisis experienced by the very poor.

    Abstract: It is now widely recognised that a greater use of market based instruments is a key element of effective and economically efficient environmental policies, and an important framework condition for sustainable development. Hence, over the last decade, economic instruments have been playing a growing role in environmental policies of OECD countries. In this context, a distinctive feature is the increasing role of environmentally related taxes. All countries have introduced environmental taxes to a varying extent, and an increasing number of countries are implementing comprehensive green-tax reforms, while others are contemplating doing so. This report analyses current use of environmentally related taxes in OECD Member countries. Focus is given to their environmental effectiveness. The report identifies obstacles to a broader use of such taxes -- in particular the fear of loss of sectoral competitiveness -- and ways to overcome such problems.

    Abstract: After the dissolution of the Soviet Union in 1992, the Russian Federation promptly proceeded with initial economic reform measures and privatisation programmes which were largely completed by 1994. Despite the creation of a basic corporate sector, many structural reforms remained incomplete, limiting inflows of foreign investment. Following the financial crisis in 1998, Russia has been in a period of stabilisation and is now showing signs of output recovery fuelled by favourable external economic conditions. A new economic reform programme was introduced in mid-2000, promising the rationalisation of many existing state and legislative structures and the reorganisation of federal and regional powers with a view to creating a modern competitive environment in a more unified economic space. Foreign investment will be vital for Russia's economic revival and the Russian government has taken up the challenge of improving the legal and regulatory environment to attract investment inflows needed to upgrade Russia's production facilities, infrastructure and labour skills. The pace and progress of reform is being followed with considerable interest worldwide. This publication provides a timely analysis of the evolving environment for foreign investment in the Russian Federation and draws attention to problem areas affecting the investment climate such as inadequate protection of investors' contractual and property rights. A key element of the publication is a set of policy conclusions and recommendations to create a more hospitable environment for investment, both domestic and foreign.
