Abstract: Strengthening the performance and economic contribution of micro, small and medium-sized enterprises (MSMEs) and start-ups is central to Abu Dhabi’s goal of creating a more diversified and competitive economy. This report provides an assessment of policies, programmes and regulations relating to MSME and start-up development in Abu Dhabi. The assessment is structured around six thematic areas: i) access to finance, ii) the availability of skills and capabilities, iii) access to markets, iv) the business environment, v) innovation and digitalisation, and vi) future opportunities for MSME and start-up development. For each thematic area, an analysis of existing issues, challenges and policy approaches is provided, in addition to policy recommendations and relevant examples of international policy practices. The report was prepared by the OECD Secretariat and external experts based on information gathered by the OECD in Abu Dhabi in the form of written documentation, questionnaire responses, stakeholder interviews and roundtable meetings as well as desk research on policy practices in other countries.

Abstract: This paper examines the experiences of self-employed online freelancers working on digital labour platforms during the COVID-19 pandemic. It is based on interviews with freelancers and platform managers and experts in Belgium, France, Italy, the Netherlands and Poland. Their experiences during COVID-19 reveal issues of asymmetric power vis-à-vis platforms. Notably, they reported lack of transparency and certainty in their contracts with platforms, lack of power in negotiating with clients, and limited ability to engage with clients on other platforms. In addition, they often experienced difficulties in accessing government temporary supports for businesses during the pandemic. The paper puts forward policy recommendations to address these issues.

Abstract: The Austrian higher education system has consistently recognised the need to become more entrepreneurial and innovative with a view to supporting the economic, social and cultural development of the country and its regions. Over the past decades, the government has been implementing a broad reform agenda to provide strategic funding, diversify higher education institutions (HEIs) and promote an allocation of students that improves the quality of services and empowers them vis à vis the future of work and society. This review illustrates policy actions promoting the development of entrepreneurial and innovative activities in the Higher Education System and individual HEIs. In addition, based on information gathered during study visits, the review discusses strategies and practices adopted by Austrian HEIs to innovate, engage, and generate value for their own ecosystems and networks. The review is part of a series of national reports implementing the HEinnovate framework. HEinnovate is a holistic framework that the OECD and the European Commission have developed to promote the “entrepreneurial and innovation agenda” in higher education.

Abstract: Universities’ entrepreneurship and innovative practices are burgeoning all over Italy. Some of these practices resonate at the international level while others have a local impact. Italian higher education faces some important challenges and actions need to be taken to unleash its full potential. Promoting the entrepreneurial and innovation agenda can help Italy improve the overall performance of the higher education system, and of individual universities, in all regions. The government has started providing a strategic support to engagement, which could catalyse Italy’s innovation capacity, human capital endowment, and well-being. This review illustrates policy actions promoting the entrepreneurial and innovative activities in the Italian Higher Education System, and focuses on 11 case study universities. It discusses strategies and practices adopted by Italian higher education institutions to innovate, engage, and generate value for the society and the economy. This review is part of a series of national reports implementing the HEinnovate framework. HEinnovate is a guiding framework that the OECD and the European Commission have developed to promote the “entrepreneurial and innovation agenda” in higher education.

Abstract: This policy brief was produced by the OECD and the European Commission on sustaining entrepreneurship activities by entrepreneurs in under-represented and disadvantaged groups. It provides evidence on business survival for entrepreneurs from groups that are under-represented or disadvantaged in the labour market and discusses the obstacles that reduce the chances of survival for these businesses. Policy makers can take action to increase the chances of survival for these businesses, including providing training to boost business management skills, providing coaching and mentoring, facilitating access to finance and provide business development services.

Abstract: This Policy Brief explains what entrepreneurial networks are, and how disadvantaged or under-represented groups can join them. Online networks in particular offer the added advantage of removing physical distances. The document also shows that by linking target groups with the business community, and helping the networks set up and widen their scope, the policy can provide real support.

Abstract: Disability impacts a large number of people – approximately 16 % of the working age population in the EU is afflicted with a long-standing health problem or disability (European Commission, 2007). And this number will grow as the population ages in industrialised countries due to the associated increased susceptibility to mental and physical disorders (Lutz et al., 2011; Pascarelli et al., 2001). Disabilities are extremely diverse and are not a fixed characteristic of individuals. Many disabilities are invisible to the eye yet popular stereotypes of disabled people as permanent wheelchair users or as blind from birth persist.

Abstract: The population and labour force in the European Union are ageing. The proportion of the population in the EU-27 who are aged 55 and over rose from 25 % in 1990 to 30 % in 2010, and is estimated to reach 37 % by 2030 (Eurostat, 2012). Consequently, the workforce is also getting older – the proportion of the labour force between 55 and 69 years old increased 26.5 % between 1987 and 2010.

Abstract: Youth unemployment is one of the principal social and economic challenges of this decade in Europe and around the world. Long spells of unemployment can have serious long-term effects for individuals, such as reduced earnings and social exclusion. It is estimated that one year of unemployment during youth can reduce annual earnings at age 42 by up to 21 % (Gregg and Tominey, 2005) and that an extra three months of unemployment prior to the age of 23 results in an extra two months of unemployment, on average, between the ages of 28 and 33 (Gregg, 2001). Prolonged unemployment magnifies these problems and increases the chances that they are passed on to their children. In addition to these pronounced individual costs, the unemployed represent a significant stock of unused economic resources that lowers output and the potential for economic growth.

Abstract: As we embark on a new century, some 33 million people are out of work in the OECD area. Policies to increase employment have topped most countries' domestic political agendas in the past decade. And employment and unemployment are likely to remain major economic and social challenges for many countries in the years to come. This book presents the proceedings of a conference on labour markets which was organised by the Ministries of Labour and Finance of Finland, with the support of the OECD and the European Commission. It advances thinking on new policy measures, such as active labour market policies and measures to "make work pay" and focuses on specific experiences in a few individual countries, namely the United States, Japan, Finland and Denmark. It includes papers from politicians, high level officials from the European Commission and the OECD Secretariat, social partners and prominent representatives from the academic community. Proceedings of the Helsinki Conference, January 2000.
