    Abstract: This important collection embodies the author's pioneering and on-going efforts to incorporate equity and efficiency principles into the economics of climate change policy. It represents a valuable compendium of work, both previously published and original, the range of which is not otherwise readily accessible. Adam Rose was one of the first both to identify the central role of equity among nations and regions in addressing greenhouse gas (GHG) mitigation and to quantify many equity principles so that they could be incorporated into formal models. Comprising classic explorations into GHG emission trading design with respect to burden-sharing, borrowing and banking, and political constraints, the papers contained in this volume provide guidance on coalition choices for individual states of the US and partnership choices for developing countries involved in the Clean Development Mechanism today and in emission allowance trading in the future. The impacts of mitigation policy across industries and socioeconomic groups are also analysed, using computable general equilibrium models to examine the economic implications of carbon taxes, fuel taxes, tradable emission permits, and strict regulation. In addition, the book establishes a firm grounding for policy analysis by providing a basic understanding of the carbon cycle, drivers of GHG emissions, and some economic impacts of climate change.     Abstract: This timely book offers a fresh view on how oceans and coasts are, and should be, managed. The urgency of this issue is increasingly being recognized, as critical limits to the economic exploitation of our oceans and coasts are reached. The authors argue that ecological economics is in a unique position to address this problem given its particular focus on interconnected ecological and economic systems. Four 'cornerstones' of this ecological economics approach to the oceans and coasts are presented; most importantly, sustainability is the overarching policy goal, rather than economic efficiency, as I soften emphasized in mainstream economics. Secondly, recognizing the biophysical limits and thresholds of marine systems is fundamental. Thirdly, a complex systems view is adopted, which has profound implications for managing marine systems in the face of intrinsic uncertainty, irreversibility and interdependent behaviour. Finally, the approach is necessarily methodologically pluralistic, given the complexity and multi-faceted character of marine ecological-economic systems.     Abstract: Benefit transfer is the practice of estimating economic values at a target site by utilising the results of existing studies for different sites. It is commonly used to estimate values for changes in environmental conditions where time and cost factors constrain the direct application of non-market valuation techniques at the target site. The focus of this unique collection of case studies is the validity and accuracy of benefit transfer using choice modelling, rather than the traditional focus of transferring results from contingent valuation and travel cost models. The book includes a simple guide to using choice modelling results in a benefit transfer process, an overview of the theoretical issues involved, and a number of case studies from Australia, Finland, New Zealand, the UK and the US. The conclusion is that the benefit transfer process is not straightforward, but that use of the choice modelling technique allows for more 'automatic' adjustment of values by the factors that frame the case study of interest.     Abstract: This important new book enhances our understanding of the dynamic interactions between economic activity, economic growth, pollution abatement and environmental policy. It addresses one main policy problem: how can the direct and indirect costs of environmental policy for multiple pollutants be properly assessed in an applied model? Using an original methodology, the author constructs a multi-sectoral dynamic applied general equilibrium model. This new integrated model greatly improves the empirical analysis of the dynamic reactions of economic agents to pollution control, explicitly taking into account the direct and indirect effects of abatement on the economy and the environment. The author goes on to apply the model to study the costs of various environmental policies including climate change, acidification, eutrophication, smog formation and the dispersion of fine dust. He finds that if environmental policies can be implemented simultaneously and in a cost-effective manner, the economic costs of these policies can be effectively limited through a combination of economic restructuring and adopting technical abatement measures. It explores the history and methodology of green accounting and describes the state-of-the-art construction of green accounts in individual countries. The authors first provide an overview of the history of national accounting and its place in the debate concerning sustainability. In particular they address the social role that accounts play, the relationship of national accounts to economic traditions, and the relationship between green national accounts and ecological economics. They go on to describe issues related to the history of green accounts and the methodologies adopted, and discuss the Dutch experience with the NAMEA system, the use of input-output analysis in national accounting and the conceptual issues raised by green accounting. Finally, the authors show how green accounts are being constructed and used in various countries, by both national governments and corporate businesses. The book features new case studies of green national accounting in Europe, Africa and Canada, the UK experience in establishing green accounts and the process of greening business accounts.     Abstract: At the end of the 20th century economists and policymakers face an unprecedented dual challenge: to avert ecological disaster and to end mass unemployment by accelerating and redirecting world economic growth. This major volume brings together contributions from environmental and technological economists. The first part discusses the ecological challenge to economists and policymakers and shows that both need a radical change in their approach. The second part discusses the institutional and legal changes which are necessary to address this challenge. The final part deals with the technological revolution, focusing on microelectronics and biotechnology, which is now transforming the world economy, and sets it in the context of long term fluctuations in economic growth and the relative stagnation since 1973. The protection of the environment, and economic growth with full employment are not necessarily opposed. On the contrary, as this volume demonstrates, what is required to return to full employment and more rapid growth is vigorous and concerted government action to give an 'eco-friendly' direction to technological and economic change

    Abstract: This book offers original economic analyses on the economy-environment relationship in Eastern and Central Europe. Drawing on the Hungarian experience, it provides empirical evidence on the reform of environmental policy which can be applicable to similar problems in other transition economies. The macroeconomic shocks of the transition process in Central and Eastern Europe have been exceptional in both their intensity and speed. The implications of this adjustment process are examined in relation to their effects on environmental policy, with special emphasis on the rethinking of standard environmental policy recommendations for transition economies. The authors focus on a variety of issues including the environmental concerns raised by the privatization process and to what extent the less rigorous environmental regulations in Hungary attract foreign direct investment. There is also a critical overview of the existing literature and an examination of the costs of reducing air pollution and the use of the contingent valuation method to measure the economic benefits of improving air quality in Hungary. In addition the authors assess the effects of industrial restructuring on emissions and analyse incentive-based policy measures including prospects for emission trading. Their conclusions challenge the common perception that energy pricing policy is the most important policy measure to induce structural changes in transition economies that are beneficial to the environment.     Abstract: Frontiers in Ecological Economics presents some of Robert Costanza's most important work on understanding ecological and economic systems. A signal contribution of Costanza's work is that he transcends disciplinary boundaries by collaborating closely with other specialists and thereby constructs an integrated analysis of the interaction between humans and the rest of the natural world. The book is divided into four parts; part one discusses the creation of an ecological economics, the second part considers material and energy flows in ecological and economic systems, part three surveys dynamic ecological and economic systems modelling and analysis and the final part explores the role of institutions and incentives in environmental protection. Main themes and issues include: environmental sustainability, managing environmental systems, energy and economic valuation in environmental systems and a concern for both the necessity and limitations of modelling ecological economic systems.     Abstract: Environmental Problems in the Shortage Economy is one of the first books to analyse environmental disruption under the Soviet economic system. Using original Soviet data the author shows that considerable damage has been done to the environment and that measures which were intended to protect it have been largely ineffective. A detailed account of environmental problems in the Soviet economy is followed by discussion of two specific problems: the ineffectiveness of measures to protect the environment and the general mismanagement of natural resource extraction. In order to explain these problems, a framework is adopted which views the former Soviet Union as a shortage economy with environmental problems as part of its general functioning. Further insight into the impact of the shortage economy on the management of natural resources is provided by a case study on the use of forestry resources. The book also includes an account of Soviet academic work in the field of environmental economics. This rigorous and authoritative assessment of the implications of Soviet environmental policy will be welcomed by environmental economists and political scientists concerned with the wider legacy of the Soviet Union and its economic policy
