    Abstract: East Asia has been an area of high economic growth for several decades. The East Asian High-Tech Drive argues that to maintain the growth momentum, the more advanced East Asian economies need to pay particular attention to policies designed to upgrade their industrial capabilities. The authors argue that effectively functioning institutions, predictable commercial policies, investments in human capital and infrastructure, openness and macroeconomic stability are essential for growth and technological development. Regarding the two lower income economies in the sample, Indonesia is found to have the smallest improvement in the skill intensity of its exports, while the Philippines has registered the slowest economic growth. For both countries, industrial upgrading issues are not as imperative as achieving or regaining rapid, labour-intensive growth as both recently experienced major political instabilities. Yun-Peng Chu and Hal Hill have gathered together a strong and cohesive collection of papers written by country experts on the issue of high-tech industrialization in East Asia. They present case studies of Singapore, Korea, Taiwan, Malaysia, the Philippines, Thailand, the PRC and Indonesia. The book uses a new measure of the skill intensity of exports that, it is argued, deepens our understanding of industrialization trajectories in this important and dynamic region. There are also detailed examinations and assessments of government policies in each economy. The editors have prepared an overview chapter that summarizes and integrates the main results of cross-country comparisons in a coherent manner.     Abstract: Environmental taxes differ from each other according to the functions they serve and the manner in which they are implemented. This study highlights the appropriateness of different kinds of environmental taxes against a rigorous framework of theory and case study evidence. The purpose of this book is to analyse the way in which environmental taxes are categorized and which factors affect the effectiveness and efficiency of the different kinds of environmental taxes in practice. This pragmatic approach is emphasized along with the multiplicity of regulatory problems such as: At what level should the environmental tax rate be set? What is the proper time schedule for introducing an environmental tax? What are the most appropriate taxable characteristics and how should they be determined? What activities should be exempt from environmental taxation? How can tax relief be implemented? These are only some of the regulatory problems explored in this study, which also encompasses an examination of the theory of regulation. The author argues that economists have often paid too little attention to the administrative and legal issues concerning the implementation of legislation, such as environmental tax laws, which are of course vital to the success of any potential policy. Lawyers too have in turn neglected the theory of regulation, which would assist in analysing problems in a future-oriented way.     Abstract: This book is a critical review of current fiscal and monetary policy in Europe and presents results of both empirical research and a discussion of the theoretical framework behind the policy of the European Central Bank and the Stability and Growth Pact. Macroeconomic policy is often hotly debated within the EU. However, the majority of policy discussions have started from a shared view of how the economy works. This shared neo-classical view is also known as the 'Brussels-Frankfurt consensus'. According to that consensus, European labour markets are too rigid in comparison to the US labour market. Hence, the prevalent view is that the European unemployment problem can be solved by increasing incentives; improving the returns on schooling and redefining the role and the necessity of labour market institutions. In this volume the authors argue that it is not at all clear which institutions cause labour market rigidities and to what extent. They note that the problem of unemployment requires a much broader set of solutions, including active labour market policies, policies concerning schooling and the development of skills. Growth and Cohesion in the European Union also highlights that these microeconomic policies will not in themselves provide the solution to what is essentially a macroeconomic problem. First and foremost the role of aggregate demand in the determination of unemployment has to be placed at the forefront of the debate. The extensive discussion of a broad variety of topics in the field of macroeconomic policy will ensure this book finds a welcome readership amongst researchers and academics of European studies and macroeconomics.     Abstract: This chapter compares the extent to which law is used to specify budget players and processes, with a particular focus on 13 OECD countries. Although budget system laws serve differing purposes, new budget-related laws are often adopted to introduce budget reforms. Differences in the laws underpinning the main budget players – especially legislatures, the political and non-political executive, and external audit offices – are found to be wide. Important differences are observed in the extent to which law is used for specifying each stage of the budget processes: preparation, presentation, adoption (by the legislature), execution, government accounting and fiscal reporting arrangements. Comparative “models” or tables are provided for various budget-related issues and processes, including: budget timetables (legal requirements); fiscal rules; medium-term budget frameworks; the nature, structure and duration of appropriations; annual and in-year accounts, as well as for specific budget players such as parliamentary budget committees or external audit offices.

    Abstract: A review has been conducted of the documentation developed by Andra, collectively known as the Dossier 2005 Argile, by an international review team (IRT) of independent specialists covering all relevant aspects of research, safety assessment, and the geological sciences. As described below, the Dossier represents a key milestone in the programme of work, for which Andra is responsible, to assess the feasibility of the deep geological disposal of high-level and long-lived radioactive waste in France. This report presents the consensus view of the IRT. It is based on the documentation of the Dossier 2005 Argile, but it also draws importantly on information exchanged in writing with Andra in answers to questions raised by the review team, and on direct interactions with staff from Andra during two working seminars in France. Also, in order to fulfil its mandate, the IRT reviewed materials external to the Dossier, namely the document concerning the R&D Programme for a potential new phase of work in the period 2006-2010, in a draft, provisional version.

    Abstract: The efficient and safe management of spent fuel produced during the operation of commercial nuclear power plants is an important issue. In this context, partitioning and transmutation (P&T) of minor actinides and long-lived fission products can play an important role, significantly reducing the burden on geological repositories of nuclear waste and allowing their more effective use. Various systems, including existing reactors, fast reactors and advanced systems have been considered to optimise the transmutation scheme.     Abstract: The purpose of this emission scenario document (ESD) is to provide a realistic worst-case emission scenario for chemicals used at kraft pulp mills. The general information about the processes and chemicals used is derived from literature data and several reports from the European Union and the United States. The emission estimation methods given in this ESD are based on those developed by the Organization for Economic Cooperation and Development with parameter defaults reflecting Canadian operations. This ESD for Kraft Pulp Mills was developed in 2004 along with two sister documents, an ESD on Non-integrated Paper Mills, and an ESD on Recovered Paper Mills. Although they were designed as stand alone documents, by their nature they represent different phases of the life cycle of paper products.

    Abstract: The environmental safety/risks of transgenic organisms are normally based on the information on the characteristics of the host organism, the introduced traits, the environment into which the organism is introduced, the interaction between these, and the intended application. The OECD?s Working Group on Harmonisation of Regulatory Oversight in Biotechnology decided at its first session, in June 1995, to focus its work on identifying parts of this information, which could be commonly used in countries for environmental safety/risk assessment to encourage information sharing and prevent duplication of effort among countries. Biosafety Consensus Documents are one of the major outputs of its work. Biosafety Consensus Documents are intended to be a ?snapshot? of current information on a specific host organism or trait, for use during regulatory assessments. They are not intended to be a comprehensive source of information on everything that is known about a specific host or trait; but they do address the key or core set of issues that member countries believe are relevant to risk/safety assessment. This information is said to be mutually acceptable among member countries. To date, 24 Biosafety Consensus Documents have been published. They include documents which address the biology of crops, trees and microorganisms as well as those which address specific traits which are used in transgenic crops.

    Abstract: The principal objective of the present study is to look at the economics of biofuel production and the likely impacts of an expected growth in biofuel-related demand for agricultural products on commodity markets. It describes the economics and policies in biofuel markets by bringing together available information on production technologies, costs and policy measures in major biofuel producing countries. Additionally based on assumptions where data are missing, production costs are calculated for the year 2004 (the base year for the impact analysis below) and compared across countries and production processes as well as with oil-based fuel prices to show the relative competitiveness of biofuel production. Impacts on agricultural markets are analysed using the OECD partial equilibrium model for temperate zone agricultural commodities, Aglink, in connection with the FAO-counterpart, Cosimo, and the OECD World Sugar Model. A number of modifications are made to the models to allow for this type of analysis, as well as to model the impact of changes in crude oil prices on agricultural production costs. Model results of a set of scenarios are compared in order to identify the specific impacts of expected growth in biofuels production as well as those of changes in world crude oil prices.

    Abstract: In the past few years, there has been a trend towards the harmonisation of pension policies for private and public sector workers, with the introduction of occupational complementary pension funds for civil servants. In many OECD countries these funds are among the largest in terms of assets and number of participants and constitute an important share of financial assets. Nonetheless, civil servants’ pension funds are exposed to particular risks related to the multiple roles played by the state which is, at same time, sponsor, regulator, supervisor, service provider, fiduciary agent and recipient of pension fund investments. Specific government-related agency problems can arise with respect to these funds which differ from those frequently analysed in the private sector. This paper analyses these risks in light of the experiences of Australia, Canada, Japan, the Netherlands and the United States and identifies good practices on how to avoid or mitigate them.

    Abstract: On 28 April 2005, the OECD Council approved the Recommendation on Guidelines for Insurers’ Governance. Guidelines were first endorsed by the OECD Insurance and Private Pensions Committee in collaboration and wide consultation with the 30 member countries’ governmental experts in the insurance sector as well as the insurance and reinsurance industry.     Abstract: After some significant corrections in the second half of May and in early June, major equity markets have resumed their growth, in some cases regaining levels reached before the May-June contraction. Against a backdrop of healthy corporate balance sheets, robust earnings growth and low default rates, investor sentiment has remained positive, as reflected in these equity market developments and compressed credit spreads. However, there are signs of increasing nevousness, which include the May/June market turbulence and somewhat increased levels of historical and implied volatility. The increased nervousness may reflect in part downward revisions to economic forecasts.

    Abstract: This paper is part of the OECD project on decoupling and follows the analytical framework defined in OECD (2001). The main objective is to estimate the importance of the dynamic investment effects of area payments using farm level data from the Italian FADN survey. It investigates the investment response by crop producers under the assumption that they are risk averse, and there is uncertainty concerning prices. A dynamic econometric model is estimated. Investment is defined as current expenditure on machinery and buildings for crop production. This paper uses the same data as OECD (2002) and makes estimations and simulations in a way that can be compared with the results obtained in that paper.

    Abstract: The OECD Guidelines on Pension Fund Asset Management set out a basic framework for the regulation of pension fund investment. The Guidelines start with the basic premise that the regulatory framework should take into account the retirement income objective of a pension fund. Two other essential aspects of the regulatory framework are the prudent person standard and the statement of investment policy. Regulations may also include quantitative limits, but only as long as they are consistent with and promote the prudential principles of security, profitability and liquidity pursuant to which assets should be invested. These Guidelines were developed by the Working Party on Private Pensions and the Insurance and Private Pensions Committee and were adopted by the OECD Council on 26 January 2006. They complement the "Recommendation of the Council on Core Principles of Occupational Pension Regulation", adopted by the OECD Council in July 2004.

    Abstract: The preparation of the Resource Compendium is considered a first step in OECD’s Pollutant Release and Transfer Register (PRTR) release estimation techniques work. The Compendium consists of three separate documents, corresponding to the three main source categories – point sources, diffuse sources and transfers. This document is Part 1 of the Compendium, summarising techniques used for estimating point source releases from Member countries. (Part 2 describes techniques used for diffuse sources and Part 3 summarises techniques used to estimate the concentration of chemicals in transfers.) The principal objective in the development of the Resource Compendium was to collect information from OECD governments and selected industries on the techniques used (or are expected to be used) to estimate releases from point and diffuse sources and for transfers and to provide a summary of this information. Another objective of this project was to provide a listing of reports and other documentation describing the various methods being used in OECD countries to estimate releases to air, water, and land. This document is Part 1 of the Resource Compendium. It describes the types of techniques used to estimate releases from point sources and how they can be applied. To the extent possible, the names and contact information for individuals who can provide reports and documents about specific techniques available in their country were included. Information for this document was obtained through a survey of OECD countries.

    Abstract: The OECD conducted a survey in 2004 on Perfluorooctane Sulfonate (PFOS),Perfluoroalkyl Sulfonate (PFAS), Perfluorooctanoic Acid (PFOA), related substances and products/mixtures containing these substances within OECD and non-OECD member countries. The information sought were quantities manufactured or imported, concentration of the chemicals in the products or mixtures, uses, use in consumer products, availability of alternatives or substitutes and essential uses for which no substitutes are available. The 37th Joint Meeting decided that lists of these groups of chemicals with CAS numbers would be useful prior to the next OECD survey. The aim of the annexes is to provide OECD member countries and other organisations with a consolidated and updated set of lists of PFOS, PFAS, PFOA and related chemical substances that will assist in providing responses to the next OECD survey of these substances, to be carried out in 2006. The annexed lists will be updated, as appropriate, following the 2006 survey.

    Abstract: Ageing will translate into long run trends in supply as well as demand of capital in the next decades. This paper provides some quantitative assessments of the effects on financial markets of ageing in four large OECD countries (United States, Japan, Germany, and France). Using a simplified general equilibrium model with overlapping generations, it suggests that ageing could bolster capital-labour ratios and lower interest rates in the future (by 25 bp to 100 bp in the long run, depending on the characteristics of pension systems reforms). In this context, the fear for a future “asset meltdown” due to ageing is probably overstated. The model also suggests that the individual accumulation of capital is likely to increase in the future and require structural changes in financial markets. Households will increasingly need to insure against the uncertainty related to future asset prices, rates of return on capital or individual longevity....

    Abstract: This document serves as a summary of the work of Subgroup 20 (SG20) on covariance matrix evaluation and processing in the resolved/unresolved resonance regions, organised under the auspices of the Nuclear Energy Agency’s Nuclear Science Committee Working Party on International Evaluation Co-operation (WPEC). The work described in this report focuses on:- summarising the issues related to covariance evaluation in the resonance region;- discussing the retroactive method used in the SAMMY code [1];- describing the compact format for storing huge covariance matrices in ENDF-6 files;- recent developments and upgrades of processing codes to generate a multi-group covariance matrix from resonance parameter covariance data.

    Abstract: This study resulted from a discussion at the June 2002 meeting of the OECD/NEA Nuclear Science Committee, at which it was first suggested to set up a project to address very high burn-ups (specifically average discharge burn-ups in the range 60-100 GWd/t). The outcome was the setting-up in 2003 of the Expert Group on Very High Burn-ups in LWRs, which was charged with the single task of delivering a state-of-the-art report on high burn-ups in LWRs. It was felt that the report should concentrate on LWRs because that is where the bulk of experience and knowledge resides, but much of the analysis will also be applicable to other reactor types, even if not all the details are transferable.

    Abstract: This Emission Scenario Document (ESD) addresses active substances for insecticides, acaricides and products to control other arthropods (in the EU, “product type 18”), used in animal housing and manure storage systems. Biocidal products marketed as insecticides are used in many different applications. They may be used in buildings, outdoors, in sewer systems and for veterinary purposes in animal housings Van Dokkum et al., 1998). The emission scenarios of insecticides for manure storage systems and for stables are connected closely to those of veterinary hygiene biocidal products (the EU “product type 3”). For this product type and for veterinary medicinal products, several reports have been published already (Montfoort et al., 1996; Montforts, 1999; Van der Linden, 2000). In specific cases, there may be borderline cases with food and feeding area disinfectants (the EU “product type 4”), veterinary medicinal products (the EU “product type 3”) or wood preservatives (the EU “product type 8”). This can occur if a biocide is used for more than one purpose. This is, for example, the case when a biocide is often used as an insecticide in animal housings, as a preservative in feed (disinfectant) and as a medicinal product against external parasites for chickens.

    Abstract: This is Part 2 of the Resource Compendium of Pollutant Release and Transfer Registers (PRTR) Release Estimation Techniques. It defines diffuse sources and discusses how diffuse source data are collected, describes the different types of techniques available for various diffuse sources and discusses how to identify or calculate the input data for the techniques. One final point raised in this document is that there are release data available in various emission inventories. However, most PRTR programmes have yet to integrate such data. (While a PRTR is not an emission inventory per se, these inventories provide examples on how releases from diffuse sources are included and calculated). In the future, countries may wish to look at the data sources available to determine whether such data can be integrated into annual PRTR reports.Part 2 of the Resource Compendium specifically addresses estimation techniques for releases from diffuse sources, provides guidance and information on what techniques are available and notes the locations of where this information might be found. While this document is not a comprehensive guide of all techniques available and all source categories, it does provide a wide range of information about techniques currently used in a large number of OECD countries.

    Abstract: Humanitarian aid is a significant and growing dimension of Official Development Assistance (ODA). Meeting humanitarian needs caused by natural disasters or armed conflicts poses serious challenges for donors financing humanitarian action. Reforms to improve effectiveness and efficiency of humanitarian action are underway. The Principles and Good Practice of Humanitarian Donorship (GHD), endorsed in 2003 by 16 DAC governments and the European Commission, provides an opportunity for harmonising donor practice in this field. The DAC has agreed to take an active role in promoting GHD and since 2004, a GHD assessment framework has been applied in six Peer Reviews (Australia, Belgium, Germany, Norway, Sweden and Switzerland). This document summarises the findings and experience with the aim of assessing the usefulness of this approach.

    Abstract: Capacity development is a major challenge. Technical Cooperation and various forms of capacity building have absorbed substantial funds over many decades. While a few countries have done well, donor efforts in many countries have produced little to show in terms of sustainable country capacity. This contrast between the importance of the challenge and the difficulty of meeting it is what stimulated the preparation of this paper. The paper draws on a large volume of documented experience provided by bilateral and multilateral donors and academic specialists. It is mainly concerned with capacity and performance in the public sector, but private sector experience is drawn on where relevant.

    Abstract: This report is divided into four parts. The first gives a brief description of base area and set-aside provisions in the EU’s direct area payments scheme, and examines the extent to which they are binding. The second part analyses the degree of effective decoupling of the scheme. Particular attention is paid to the impact of base area and set-aside constraints on the degree of decoupling. In the context of total decoupling, the third part looks at the impact of the EU system of direct area payments, in particular base area and set-aside provisions, on the variability of world prices. The final part sets out the conclusions. It endeavours, on the basis of the specific findings reported here, to gain broader insight into the impact of quantitative constraints on the degree of decoupling of support measures to agricultural producers.

    Abstract: As the nuclear programmes in OECD countries have matured over the four decades of commercial nuclear power operation, this maturation has brought steady improvements in the operational safety of nuclear power plants. This improvement is demonstrated by several performance indicators, but most notably by the reduced frequency and severity of accident precursor events relative to the events of, say, ten to twenty years ago.     Abstract: Market Exchange Rates (MER) balance the demand and supply for international currencies, while Purchasing Power Parity (PPP) exchange rates capture the differences between the cost of a given bundle of goods and services in different countries. When undertaking multi-country analysis of environmental issues (such as climate change) that includes different currencies, a decision has to be made as to whether to use PPP or MER in the analytical framework. The distinction between them is particularly germane in inter-temporal studies that postulate future scenarios. PPPs are generally favoured for their closer link to welfare, but MERS are necessarily the basis of international trade, so it is difficult to choose between them. Some authors have noted some empirical regularity between them and have sought to exploit this to avoid choosing between PPP and MER. In this paper, it is shown that such ad hoc adjustments are not necessary when structural changes are accounted for.

    Abstract: The Structural Separation Report was prepared by the OECD Competition Committee to review the implementation of the 2001 OECD Council Recommendation concerning structural separation in regulated industries. The report shows that many countries have implemented legislation that seeks to promote non-discriminatory access to noncompetitive infrastructure. In a number of jurisdictions, there is dissatisfaction with the access provided by integrated companies to their non competitive infrastructure, leading a number of jurisdictions to strengthen the barriers that separate noncompetitive and competitive parts of a company. One new approach seeks to create managerial incentives that are equivalent to those that would be faced by managers in fully structurally separated companies while maintaining unified ownership of noncompetitive and competitive lines of business. This approach can be termed functional separation and has recently been pursued in the telecommunications sector in at least two jurisdictions. The results of implementing functional separation will be of considerable importance for future policy decisions related to structural separation. The OECD Council endorsed the report’s conclusion relating to maintaining the Recommendation in its current form and invited the Competition Committee to report back in three years’ time on the implementation of the Recommendation.

    Abstract: This part aims to identify reasons for the wide differences in budget system laws in advanced countries. Comparative research on budget system laws is virtually non-existent. The economics and public finance literature provides little explanation as to why budget system laws differ so widely across countries. Comparative law studies are more promising, particularly those relating to the hierarchy of law. The differences in the relative importance of the constitution, statutes and regulations provide some explanation as to why countries’ budget-related laws are so different. However, there is no theory to explain why the relative weight of each of these sources of law differs across countries. Political variables are also important, particularly the past and present forms of government. The degree of separation of powers between the executive and the legislature partly explains the extent to which law is used for specifying budget processes and actors.

    Abstract: Extended Producer Responsibility (EPR) is an environmental policy approach under which the responsibility of producers for their products is extended to include the social costs of waste management, including the environmental impact of waste disposal. This paper sets out a framework for assessing the costs and benefits of EPR. As comparedwith “conventional” waste management EPR involves the collection of particular end-of-life products, product categories or waste streams. In some cases these wastes would traditionally be handled appropriately through municipal waste management programs. Packaging would be one example. In other cases they might be handled, or might need to be handled, as special wastes which would be inappropriate for a municipal waste management programme. Solvents, scrap tires, used crankcase oil, lead acid batteries and electronics fit into this category. To evaluate the costs and benefit ratio for EPR programmes, the costs of these features need to be weighed against the benefits in terms of the reduced social costs of waste management, including the various externalities associated with landfilling or incineration and the environmental risks associated with “doing nothing” by maintaining existing practices.As compared with alternative policy instruments, an attraction of EPR is the incentive it creates for producers to consider post-consumer waste-management costs when making decisions about product design and marketing. Such “Design-for-Environment” incentives are an important part of the overall assessment of EPR, but their practicalevaluation could be difficult.

    Abstract: This report is a tribute to the people living in areas that, 20 years after still live with the effects of the Chernobyl disaster. It shares the experiences of radiation protection professionals who reached out to some of those impacted by the Chernobyl accident, engaging to assist them to become knowledgeable and active managers of their own radiation exposure while living in a radioactively contaminated environment. Active stakeholder involvement gave these residents the capability to participate in the decision-framing process to address their issues regarding the rehabilitation of their living conditions in the contaminated territories. This more inclusive approach to decision-framing and issue resolution allowed the affected residents to gain greater control over their future.     Abstract: Universal service obligations are common in many of the infrastructure sectors. The obligations are often cited as a justification for limiting entry of new providers because the new providers would cherry-pick the highprofit customers who provide the basis for subsidization of another group of customers. When obligations are beneficial, there are a number of policy traps that can be encountered: Obligations are often poorly defined and not well-focused on the customers who are meant to receive help; Obligations are frequently defined narrowly in ways that disfavour new technologies and cause extensive waste; and financing for the noncommercial obligations can often be raised in more efficient ways than through cross-subsidies and can often be spent on multiple service providers rather than one preferred provider. Falling into these traps can create incentives for over-investment in certain infrastructure technology and under-investment in other technology. This paper provides guidance on the competition problems that can arise from universal service obligations and on some ways to limit these problems. This OECD Competition Committee roundtable was held in October 2003.

    Abstract: Canada has a Westminster model of government and therefore does not highlight the legal basis for annual budget processes. A combination of laws, regulations and conventions govern budget preparation, adoption and budget reporting to Parliament. Although the principle of the supremacy of Parliament is enshrined in the Constitution, in practice, the executive – in particular the Cabinet of Ministers – has strong powers regarding the policies and amounts provided in annual budgets. The government has exclusive power to introduce the budget, and the legislature’s power to amend the budget proposed by the executive is extremely limited. Legislation does not provide a deadline for the executive to submit the budget to Parliament. In practice the budget is submitted to Parliament about one month before the fiscal year and adopted about three months after the fiscal year begins. The Constitution Act 1867, the Financial Administration Act 1985 (FAA) and the Auditor General Act 1977 (AGA) are the fundamental statutes governing budgetary processes (Box 1).1 The FAA has played a particularly important role in establishing the budget and financial management system. The Parliament of Canada Act 1875 does not contain any provisions on the parliamentary budget review process.

    Abstract: Public finance specialists and constitutional theorists are very reluctant to establish legal norms for budget systems. International organisations have published guidelines for desirable features of budgetary transparency. Except for external audit standards, international bodies have not specified which features should be incorporated in domestic law. As a result, there are no international standards that specify legal requirements for desirable features of national budgeting systems. Classical and new budget principles, as well as the distinct functional responsibilities of the legislature and the executive in budgetary processes, should guide policy makers who wish to establish a “good” law for their national budget system. For budget preparation, adoption, execution, reporting and auditing, this section identifies desirable features that should be included in the law. Suggestions are also made as to which budget principles should be included in constitutions, primary law and secondary law.

    Abstract: This paper empirically explores the impact of pension funds on market volatility, equity prices, government and corporate bond yields for a panel of 24 countries. The results show a positive and statistically significant relationship between market volatility and pension assets. It complements micro evidence (Dennis and Strickland, 2002) as well as macro findings (Davis, 2004). In addition, equity prices are found to be positively correlated with pension funds, a finding observable for both OECD countries and emerging market economies (EMEs) and present in both the short and long terms. Furthermore, there is evidence indicating a negative link between pension fund assets and both corporate and government bond yields. This might be due to the sizeable buying effects of pension funds, particularly when governments have the tendency to use pension funds to finance implicit pension debts when the traditional pay-as-you-go systems shift to funded systems.

    Abstract: This paper seeks to identify the way in which opportunities for corruption arise in the context of procurement. In looking at the government as a buyer, it considers the position of the procurement officer acting as agent on behalf of the elected government. Whilst the paper does not ignore the significant impact of corruption at the political level (either for the personal gain of politicians or for the benefit of political parties, for example), it concentrates on the opportunities this agency relationship offers to the procurement officer to deviate from his duty to act in the public interest. The paper investigates the divergence between the agent’s personal interest and that of the government and of the public and narrows down the opportunity for such deviations to the existence of informational asymmetries.

    Abstract: Benefit transfer is the practice of estimating economic values at a target site by utilising the results of existing studies for different sites. It is commonly used to estimate values for changes in environmental conditions where time and cost factors constrain the direct application of non-market valuation techniques at the target site. The focus of this unique collection of case studies is the validity and accuracy of benefit transfer using choice modelling, rather than the traditional focus of transferring results from contingent valuation and travel cost models. The book includes a simple guide to using choice modelling results in a benefit transfer process, an overview of the theoretical issues involved, and a number of case studies from Australia, Finland, New Zealand, the UK and the US. The conclusion is that the benefit transfer process is not straightforward, but that use of the choice modelling technique allows for more 'automatic' adjustment of values by the factors that frame the case study of interest. The contributors to this volume explore the legacy of his scholarship and its implications for economics. Three themes run throughout Don Lavoie's work and are explored in these chapters, the overarching one being the importance of social intelligence to economics. Second, and related to this, was his belief that certain institutions or practices are better at creating social intelligence than others - what might be termed the primacy of liberty or voluntaryism. Thirdly, he asserted that economics is more closely aligned with the humane disciplines than with the physical. As these essays make clear, if the next generation of economists does integrate economics with the humanities, some of the credit must go to Don Lavoie. Students and scholars of economics, methodology, and the humanities more broadly will find this a provocative and enriching collection

    Abstract: This book develops a number of analytical models and presents empirical analyses of the equity and efficiency effects of existing indirect taxes from New Zealand. Potential tax reforms including environmental taxes are also examined and the methods presented can easily be adapted to deal with other countries. Policy debates are inevitably influenced by value judgements, which are seldom made explicit either by governments or those engaging in public discussion. By concentrating on the empirical orders of magnitude, and by examining the implications of adopting alternative value judgements, the findings of this book contribute towards rational policy debate, rather than relying on guesswork and rhetoric. The equity and efficiency effects of indirect taxes are examined in detail, using the central concepts of welfare changes, the excess burden of taxation, and money metric utility measures. The indirect taxes examined include a carbon tax designed to reduce carbon dioxide emissions. The Distributional Effects of Indirect Taxes develops widely applicable models and will therefore appeal to economists interested in public economics, tax policy, inequality measurement, welfare economics and tax modelling. Economists in government departments and international agencies interested in public finance and inequality and poverty measurement will also find much to engage them in this book, as will policymakers concerned with indirect and environmental tax policy, inequality, and welfare economics

    Abstract: Money, Financial Instability and Stabilization Policy consists of original articles by leading Post Keynesians, Kaleckians and other heterodox economists from the developed and developing world. Post Keynesian literature has long been associated with the study of money, financial markets and financial instability. Indeed, this is perhaps the area to which Post Keynesians have made the greatest contributions. The authors to this volume present an overview of the latest research on monetary theory and policy, financial markets, and financial instability coming out of the Post Keynesian school of thought. It tabulates and analyses 280,000 United States patents from countries across the world over a ten year period. For each of these groups, the book provides statistics and discussion on how long patents are kept in force, the extent to which they are cited, and how far inventions made in different countries are in fact owned in the United States

Whilst a body of research indicates that exporters have superior productivity to non-exporters, received wisdom suggests that this is because productive firms became exporters. Robert Salomon approaches this issue from a different angle. He argues that exporters can access diverse knowledge inputs that are not available in the domestic market, and that this knowledge can spill back to the focal firm and, through learning, can foster increased innovation. Therefore, exporting can also make firms more productive
