    Kurzfassung: La crise économique mondiale a contraint la communauté des donneurs à reconsidérer ses positions concernant la conditionnalité de l’aide au développement. Cette étude évalue les controverses persistantes à ce sujet et dans quelle mesure les donneurs sont parvenus à contenir la tendance, constatée au cours des années 1980 et 1990, à durcir la conditionnalité de l’aide. Le rapport vérifie si l'aide se répartit effectivement selon les critères de gouvernance et de développement invoqués par la communauté des donneurs. Il montre à quel point la crise financière compromet de plus en plus le respect des procédures habituelles de la conditionnalité. À la lumière du caractère inapplicable des procédures existantes, il propose des stratégies visant à réduire le nombre des critères de conditionnalité et à renforcer l'appropriation des politiques d'aide par les pays bénéficiaires.

    Kurzfassung: The 2005 Paris Declaration on Aid Effectiveness defines the principles and commitments by which donors and developing countries intend to ensure that aid is as effective as possible in contributing to the Millennium Development Goals and other internationally agreed development objectives. This report is a mid-term review of progress towards these commitments, drawing on the 2008 Paris Declaration Monitoring Survey and the Evaluation Synthesis Report among many other sources. Part I highlights the main actionable lessons and messages emerging from the analysis of progress to date. Part II covers the commitments under the five Partnership Principles related to ownership, alignment, harmonisation, development results and mutual accountability, together with four subjects of critical relevance: sector perspectives, the role of civil society organisations, situations of fragility and conflict, and the changing aid architecture.

Le pays a fait l’objet d’un examen complet de ses politiques à l’égard de l’investissement international par des membres de l’OCDE, en fonction des critères du Cadre d’action pour l’investissement. Cette publication présente les résultats de cet examen. L’une des principales conclusions est que les investisseurs internationaux ont réagi rapidement aux initiatives gouvernementales de réforme des politiques, en multipliant par huit les entrées d’IDE en Égypte en trois ans à peine, en diversifiant leurs opérations au-delà du secteur pétrolier pour fournir des investissements particulièrement nécessaires à un large éventail d’activités manufacturières et de services. Toutefois, l’examen révèle aussi que les réformes du climat d’investissement prennent du temps et que de nombreux défis restent à relever. Il s’agit notamment des efforts actuellement déployés pour supprimer les restrictions sectorielles inutiles à l’encontre de l’investissement, maintenir l’impulsion pour l’élargissement du programme de privatisation et encourager l’entrepreneuriat en favorisant la transparence, l’obligation de rendre des comptes et la concurrence.

Based on a review of the literature on early warning and response, as well as inputs from surveyed agencies, Preventing Violence, War and State Collapse assesses the value and role of early warning for the prevention of violent conflict and identifies the most effective early warning and response systems. It concludes with a set of recommendations for policy makers in donor and partner countries in influencing future developments in this field.

When the resources they deliver or the reforms they advocate weaken rather than strengthen the state’s decision- and policy-making functions, their efforts can do more harm than good. Donors can also do harm by creating a brain drain away from state organisations – for instance, by hiring the most qualified civil servants. When aid is delivered in a way that actually acts as a disincentive to states to consolidate their own revenue base, this can retard the development of the state’s own capacity. How can donors ensure they do no harm? How can they be sure they intervene constructively in fragile situations? Do No Harm provides practical guidance based on the results of research undertaken on behalf of the OECD DAC International Network on Conflict and Fragility (INCAF). The book is based on comparative case studies of six countries (Afghanistan, Bolivia, Democratic Republic of Congo, Nepal, Rwanda and Sierra Leone) and a comprehensive literature review. It addresses how the interventions of OECD countries may risk undermining positive statebuilding processes, and makes recommendations as to how this may be avoided in the future. Do No Harm is an important source to guide external engagement in situations of fragility and conflict, both at the policy and the field level.

    Kurzfassung: Under the Paris Declaration, donors and partner countries commit to “reform procedures and strengthen incentives - including for recruitment, appraisal and training - for management and staff to work towards harmonisation, alignment and results”. This commitment was based on the recognition that the needed changes to behaviour will not happen automatically as there are a number of up-front and long-term costs - institutional, financial and political. The importance of appropriate incentives in influencing managers and officials - and even more importantly political leaders - to bring about the necessary changes has been emphasised in a number of partner countries included in the Evaluation of the Paris Declaration. If incentives are to shift across the board, determined leadership, reinforced by pressure from well-informed stakeholders in partner and donor countries, will be needed. This publication adddresses this need and aims to provide donor agencies with guidance on how to improve aid effectiveness, and to assist them in identifying their strengths, weaknesses and gaps in incentives for promoting aid effectiveness.

    Kurzfassung: The Internet has been remarkably successful in developing greater opportunities for communication access - and economic growth and social development - for the first billion users. The majority of the next several billion users will be mainly from developing countries and will connect to the Internet principally via wireless networks. But there are substantial discrepancies in access to ICTs between developed and developing countries and also within countries, depending on factors such as gender, rural coverage, skills and educational levels. This book examines how the market for internet traffic exchange has evolved and explores the coherence of policies pursued by developed and developing countries. It notes the increasing innovation occurring in a number of developing countries with competitive markets and discusses how liberalisation has helped to expand of access networks and make ICT services increasingly affordable and available to the poor. The report also highlights the employment, micro-entrepreneurial and social development opportunities which have emerged as access levels have risen among low-income users. The study notes that gateway service monopolies - still in 70 countries - raise the prices for accessing international capacity and reduce the affordability of Internet access to business and end users.

India’s well-developed economic legislation should be implemented at an accelerated pace both at national level and right across India’s States and Union Territories. OECD Investment Policy Reviews: India charts India's progress in developing an effective policy framework to promote investment for development, especially since the acceleration of economic reform from 1991 onward. It focuses on policies towards investment, trade, competition and other elements of the business environment. Finally, it outlines some of the challenges of implementing national-level reforms at state level.

    Kurzfassung: Successful development depends in large part on the efficiency, integrity and effectiveness with which the state raises, manages and expends public resources. Improving the rules and institutions governing these activities should be a major component, therefore, of any development approach. Given that strengthening Public Financial Management (PFM) is at the heart of the Millennium Development Goals, and good governance more generally, the Paris Declaration (2005) seeks to promote joint efforts in this area between donors and partner countries. This report takes stock of progress in strengthening public financial management systems and provides recommendations on how best to facilitate achieving the 2010 targets set out in the Paris Declaration. It sets out the benefits of and rationale for using country systems, assesses progress in meeting the Paris Declaration targets, reviews the landscape of PFM reforms in partner countries, looks at drivers of successful PFM reforms, examines the factors that influence decisions to use country PFM systems, focusing on the perceived risks and their assessment and management, and describes the PEFA (Public Expenditure and Financial Accountability) assessment, which provides information on the quality of a country’s PFM system. This report shows that now, as perhaps never before, partner countries and donors must strive to build mutual trust and work together in a true partnership for results.

    Kurzfassung: L’agriculture africaine est un géant endormi. Dans la plupart des pays d’Afrique subsaharienne, l’agro-industrie en est encore à ses balbutiements. Nombre d’entre eux paient désormais le prix fort pour leurs importations de denrées alimentaires et tentent de juguler les pressions inflationnistes. En raison de la vigueur attendue des prix alimentaires mondiaux à long terme, l’augmentation de la productivité des cultures vivrières devient une priorité absolue pour l’Afrique. Cela suppose d’investir massivement dans les infrastructures d’irrigation, d’entreposage et de transports, mais aussi de faciliter l’accès aux marchés des facteurs de production (engrais, semences, matériel agricole et crédit). Si un cadre contractuel donne de bons résultats dans le cas des cultures d’exportation, ce genre de dispositif est encore rare pour les cultures vivrières. Une implication accrue du secteur privé dans la conception et la mise en oeuvre de ce type de programmes de commercialisation pour les cultures vivrières devrait permettre d’assurer un développement durable des industries alimentaires locales. Les facilités actuelles de financement internationales – à l’instar de l’EPSA (Initiative pour le soutien renforcé au secteur privé en Afrique) – devraient être pleinement exploitées. L’aptitude de l’Afrique à libérer le potentiel de son agriculture commerciale dans les décennies à venir dépend aussi largement d’un soutien efficace et durable de la part de la communauté internationale du développement. Les conclusions résumées ici posent les jalons de futures discussions à l’échelle internationale sur le développement du secteur privé agricole en Afrique et la manière de sortir les petits paysans de la pauvreté.

    Kurzfassung: The negative impacts of climate change will hit poor people and poor countries disproportionately, and further compromise the achievement of their development objectives. Integrating Climate Change Adaptation into Development Co-operation provides essential information and advice on how to facilitate the integration of adaptation into development processes. The objectives of this policy guidance are to: i) promote understanding of the implications of climate change on development practice and the associated need to mainstream climate adaptation in development co-operation agencies and partner countries; ii) identify appropriate approaches for integrating climate change adaptation into development policies at national, sectoral and project levels and in urban and rural contexts; and iii) identify practical ways for donors to support developing country partners in their efforts to reduce their vulnerability to climate variability and climate change. While efforts to integrate climate change adaptation will be led by developing country partners, international donors have a critical role to play in supporting such efforts.

    Kurzfassung: African agriculture is a sleeping giant. Agribusiness remains in its infancy in most sub-Saharan African countries. Many of them now pay higher prices for imported food products and struggle to keep inflationary pressures under control. Given the strong long-term prospect for world food prices, increasing the productivity of food crops becomes a top priority. It requires sizeable investments in irrigation, storage, transport infrastructure and logistics, as well as better access to markets for inputs (fertilizers, seeds, planting materials and credit). While successful contract-farming schemes exist for export crops, they remain rare for food crops. Greater involvement of the private sector in designing and implementing such food-crop commercialisation programmes could develop viable local food industries. Existing international financing facilities such as the Enhanced Private Sector Assistance (EPSA) for Africa should get full use. Whether Africa can unleash the potential of commercial agriculture in the coming decades also depends in no small part on the continuous and effective support of the international development community. The findings summarised in this volume can serve as building blocks for further international discussions on fostering agro-based private-sector development and lifting smallholders out of poverty.

This report examines the apparel manufacturing, automotive components and business process and technology outsourcing sectors, focusing on market competitiveness factors, industry key success factors and policy recommendations.

    Kurzfassung: This report is based on four main sources: an extensive literature review, the analysis of theanswers to a questionnaire sent to FATF and FSRB members; the results of a typology workshop andsubsequent consultation with the football sector. Results to the questionnaire were obtained in October 2008 from 25 countries, mostly European,seven South-American countries, two from Asia and Australia. The responding countries differ widely insize, role and organisation of football in society (ranging from large countries with big football leagues tosmaller nations or nations with only non-professional football). Differences in information, position andinterest in the person or organisation that provided the answers (national football association, governmentrepresentatives, national FIUs, the police or judicial authorities) needed to be taken into consideration aswell.Following the analysis of questionnaires, a workshop on money laundering and the footballsector was held in Monaco in November 2008 as part of the 2008 FATF/MONEYVAL Typologiesmeeting. This workshop was very well supported by members of the FATF, MONEYVAL andrepresentatives of other countries. The following participants were involved in the 2-day breakout sessionwhich considered issues in depth: Belgium, Brazil, Cyprus, Egmont Group, France, International OlympicCommittee (IOC), Ireland, Italy, Monaco, Norway, Russia, Slovenia, South Africa, Switzerland, theNetherlands and the United Kingdom.The study has also relied on the experience and cooperation of the private sector. Arepresentative of the IOC attended the Monaco workshop in November 2008. Consultation withrepresentatives of the Fédération Internationale de Football Association (FIFA) and of the Union ofEuropean Football Associations (UEFA) also took place in January and April 2009. Those representativesreceived a copy of the report and were given the opportunity to comment. All the comments of the private sector were taken into account when considered relevant.

    Kurzfassung: En vertu de la Déclaration de Paris, les donneurs et les pays partenaires ont pris un certain nombre d’engagements auprès des décideurs et des agents des organismes d'aide. Ils se sont notamment engagés à réformer les procédures et à multiplier les incitations à leur intention afin de favoriser l'harmonisation, l'alignement et le ciblage sur les résultats. Ceci s’applique aussi bien aux domaines du recrutement et de l'évaluation qu’à celui de la formation. Cette promesse reposait sur une reconnaissance du fait que les changements de comportement indispensables ne se produiraient pas de façon automatique car un certain nombre de coûts, d’ordre institutionnel, financier et politique, sont associés, au départ et sur le long terme, à une modification du comportement des donneurs et des partenaires. L’importance de dispositifs d’incitation adéquats pour pousser les gestionnaires et responsables – et, plus essentiel encore, les dirigeants politiques – à opérer les changements nécessaires a été soulignée dans plusieurs pays partenaires couverts par l’Évaluation de la mise en œuvre de la Déclaration de Paris. À l’évidence, une transformation radicale des incitations appelle une ferme impulsion des sphères politiques, appuyée par des pressions des cercles informés dans les pays partenaires et donneurs. Cette publication contribue à répondre à cette nécessité en fournissant aux organismes donneurs des conseils sur les moyens d’améliorer l’efficacité de l’aide. Elle les aidera à répertorier les points forts, les points faibles et les lacunes de leurs dispositifs d’incitation pour ce qui est de la promotion de l’efficacité de l’aide.

    Kurzfassung: The Metagora project provided scientific and technical support toThe Asia Foundation’s project on Mapping Political and Ethnic Violence in Sri Lanka (see box below). This project focuses on the use of quantitative approaches and statistical tools and methods for empowering the documentation, analysis, reporting and advocacy work of non-governmental organisations committed to defending and promoting human rights. This project has enabled Sri Lankan human rights defenders to examine the patterns and magnitude of past and current violations. In light of Metagora’s objectives, this innovative approach has provided concrete answers to the following questions:

    Kurzfassung: Metagora’s pilot experience on land reform in South Africa is a case study for measuring the realisation of democracy and human rights in a complex practical context. This pilot designed and tested a survey methodology to take into account the varied nature of the South African land question, as well as the relevant but diverging views of a range of stakeholders. It addressed the particular needs of policy makers and civil society for evidence-based information on citizens’ differing experiences, perceptions, attitudes and aspirations around land.The likely policy impact of this approach was to contribute with evidence-based information and analysis to the development of a land reform policy based on principles, standards and people’s expectations of democracy, realisation of human rights and good governance.

    Kurzfassung: One of the main contributions of statistical tools – and in particular of survey methods – to the enhancement of human rights and democratic governance assessments, is to allow to capture objective facts and subjective perceptions directly from people’s experiences and views – without the intermediary of experts’ opinions or theories. This is of the highest importance in developing countries, where sound knowledge and understanding of daily problems and the perceptions and expectations of the people – and in particular the poor – are essential preconditions for designing and implementing policies and programmes that are truly consistent with the issues at stake: extreme poverty, problematic access to basic services, social and political exclusion, widespread corruption or weak governance.

    Kurzfassung: The feasibility and relevance of measuring human rights, democracy and governance have long been controversial both in the human rights community and in the international statistical family. Within the human rights community, the term “indicator” has had two distinct - and somewhat contrasting - meanings: while for some it designated, in the strict statistical sense, quantitative synthetic information based on robust data (Türk, 1990; Alston, 1998), for many others it designated a qualitative synthetic overview based on extensive sets of questions or “checklists” related to key human rights dimensions (Green, 2001). The latter meaning has deeply marked the approach to human rights assessments that has prevailed within the UN system and among most human rights leading experts during the last decades.

    Kurzfassung: The work on indicators at the Office of the United Nations High Commissioner for Human Rights (OHCHR) was initiated at the request of the Inter-committee meeting of the human rights treaty bodies to help them make use of statistical information in states parties’ reports in assessing the implementation of human rights. OHCHR undertook an extensive survey of literature and prevalent practices among national and international organisations on the use of quantitative information in monitoring human rights (see Fasel and Malhotra, 2005). Having taken stock of the state of the art, steps were taken to develop a conceptual and methodological framework, in consultation with a panel of experts, for identifying operationally feasible human rights indicators. The first outline of the framework was presented to the Inter-committeemeeting of human rights treaty bodies in June 2006 (see UN-HRI, 2006b).

    Kurzfassung: There has been increasing awareness in recent years that the development of indicators is central to effectively monitoring human rights, particularly economic, social, and cultural rights, and evaluating the performance of countries in implementing these rights. Effectivemonitoring requires the systematic collection and analysis of appropriate data. To determine which data are relevant, it is first necessary to translate the abstract legal norms in which various human rights are framed into operational standards. This process involves conceptualising specific enumerated rights, for example the right to education, and developing standards by which to measure implementation and identify violations of state obligations. These standards or indicators can then provide yardsticks to assess compliance. Human rights indicators offer a tool for the following: making better policies and monitoring progress; identifying the unintended impacts of laws, policies and practices; determining which actors are having an impact on the realisation or non-realisation of rights; revealing whether the obligations of these actors are being met; giving early warning of potential violations so as to enable prompt preventive action; enhancing social consensus on difficult trade-offs required in the face of resource constraints; and exposing issues that had been neglected or silenced (UNDP, 2000, p.89).

    Kurzfassung: Surface transport plays a fundamental role in nearly all social and economic activity. Providing and maintaining the infrastructure consumes enormous resources. Thus, it is essential that this be carried out in the most efficient and effective way possible. Many options are available to provide surface transport infrastructure – public ministries and agencies, public-private partnerships (PPPs), state-owned companies, private and non-profit entities, and outright privatisation. There are also various means of paying for it, including user charging, subsidies, public borrowing or private financing. This report examines key principles that should be considered by governments in deciding how to provide and pay for surface transport infrastructure, with a view to best serving societies’ needs and employing public resources. It also considers the key issues that must be resolved in making more use of private financing and expertise.

    Kurzfassung: Small and medium enterprises (SMEs) are the backbone of Western Balkan economies but until recently received relatively little attention from policy makers. Governments focused on consolidating macroeconomic stabilisation and the restructuring and privatisation of large companies. The adoption in 2003 of the European Charter for Small Enterprises contributed to a change in policy perspective. The SME Policy Index 2007 presents the first comprehensive and comparative assessment of progress made in implementing the Charter. The assessment is based on the SME Policy Index, an analytical tool designed by the OECD Investment Compact and the European Commission, and uses collaborative benchmarking to measure progress in the ten dimensions of the Charter: • Education and training for entrepreneurship • Cheaper and faster start-up • Better legislation and regulation • Availability of skills • Improving online access for tax filing and company registration • Getting more out of the single market • Taxation and financial matters • Strengthening the technological capacity of small enterprises • Successful e-business models and top class business support • Developing stronger, more effective representation of small enterprises Governments of the region have already started to take action based on the results of the report through the creation in April 2007 of a South East European Investment Committee which aims to develop detailed guidelines on how to implement reforms in priority areas including the SME environment. Albania, Bosnia and Herzegovina, Croatia, FYR Macedonia, Montenegro, Serbia and UNMIK/Kosovo are assessed in this report. A second SME Policy evaluation will be conducted and published in 2009.

    Kurzfassung: Nuclear power plants require a wide variety of specialised equipment, materials and services for their construction, operation and fuelling. There has been much consolidation and retrenchment in the nuclear industry since the 1980s, with the emergence of some large global nuclear companies. Electricity market liberalisation in many OECD countries has meanwhile placed nuclear plant operators under increased competitive pressure. These structural changes in both the producer and consumer sides of the nuclear industry have had implications for the level of competition in the nuclear engineering and fuel cycle markets. With renewed expansion of nuclear power now anticipated, this study examines competition in the major nuclear industry sectors at present, and how this may change with a significant upturn in demand.

It assesses the extent to which China's legal and regulatory framework for investment has been improved since the 2006 Review, including new cross-border mergers and acquisitions regulations, the Enterprise Income Tax Law, the Property Rights Law, the Anti-Monopoly Law and the latest revision of the Catalogue for Guiding Foreign Investment Industries. It also evaluates recent improvements in China's FDI statistics. The 2008 Review provides a unique account of the motivations for and development of China's outward direct investment in recent years in light of government policy encouraging companies to "go global", focusing in particular on Chinese investment in Africa. It provides the first detailed and comprehensive analysis of the government's efforts to encourage responsible business conduct by enterprises in China and by Chinese enterprises operating abroad, highlighting in particular efforts to strengthen environmental protection and respect for core labour standards by enterprises. The Review concludes with an evaluation of enterprises' environmental conduct in China.

    Kurzfassung: Le rapport ci-après présente une synthèse des conclusions d’études de cas portant sur la politique et les performances agricoles de trois pays africains : le Cameroun, le Ghana et le Mali. Ces trois études ont été conduites dans le cadre du Projet d’Appui à l’Agriculture Africaine (P3A), projet largement permis par le concours financier des ministères français des Affaires étrangères et de l’Agriculture, ainsi que du Fonds international de développement agricole (FIDA). Leur objet consistait à recenser les contraintes freinant la croissance du secteur agricole et la réduction de la pauvreté qu’une meilleure conception de l’action publique pourrait aider à lever tant au niveau national qu’au niveau international. L’analyse des performances agricoles a essentiellement porté sur les tendances de la production, de l’utilisation des facteurs et de la productivité. L’analyse des politiques agricoles a privilégié la mesure de leurs effets de distorsion sur les prix intérieurs et les prix internationaux, ainsi que sur l’évolution des dépenses publiques agricoles financées par l’aide publique au développement.

Por lo tanto, la elaboración de planes eficaces de gestión de riesgos, dirigidos a la formulación de estrategias de respuesta viables, requiere la contribución de todos los actores económicos involucrados: grupos privados, instituciones financieras, gobiernos y organizaciones internacionales. Este informe se centra en el papel de las compañías aseguradoras y reaseguradoras en la gestión de riesgos ambientales, en particular, el riesgo de contaminación ambiental y el riesgo de catástrofes naturales. Se discute la asegurabilidad de tales riesgos, se analiza el aumento del riesgo de responsabilidad por contaminación ambiental y las tendencias subyacentes en el desarrollo de regímenes de responsabilidad ambiental en los países de la OCDE. También presenta una visión general de los diversos productos de seguro medioambiental y de las técnicas desarrolladas en respuesta a la evolución legal y fáctica. L'étude Vers une croissance pro-pauvres, centrée sur la croissance favorable aux pauvres, recense les principaux obstacles à l’instauration d’une telle croissance et propose des politiques et des stratégies pour les surmonter. Les recommandations qui y sont formulées visent à induire un changement de comportement chez les donneurs et à rehausser ainsi l’efficacité de la coopération pour le développement. Dans cet ouvrage, une attention particulière est prêtée au rôle du développement du secteur privé, de l’agriculture et des infrastructures vers une croissance favorable aux pauvres. Ces divers domaines, que de nombreux donneurs ont négligés dans les années 90, suscitent aujourd’hui un regain d’intérêt dans le cadre du programme d’action international pour le développement. Il expose aussi une méthodologie pour la conduite d’appréciations préalables de l’impact sur la pauvreté, outil qui se révélera précieux pour tous ceux qui souhaitent optimiser l’effet des actions de développement en matière de réduction de la pauvreté.

    Kurzfassung: This booklet synthesizes findings from analysis of agricultural policy and performance in three African countries: Cameroon, Ghana and Mali. Case studies of each of these countries were undertaken as part of the Support for African Agriculture Project (SAAP), a project largely financed by the French Ministries of Foreign Affairs and Agriculture and the International Fund for Agricultural Development (IFAD). The purpose was to identify constraints to agricultural growth and poverty reduction that might be eased through better policy, both domestically and internationally. Analysis of agricultural performance focused on trends in output, factor use, and productivity. Analysis of agricultural policy featured measurement of domestic and international price distortions as well as the evolution of aid-financed public expenditures on agriculture.

    Kurzfassung: Ces dernières années, l’aide en faveur de la santé a plus que doublé pour s’établir d’après des sources gouvernementales et privées, autour de 16.7 milliards dollars des ÉU en 2006. Cette aide donne des résultats tangibles, épargnant la vie de millions d’individus et préservant les moyens de subsistance de leur famille. Le défi à relever maintenant consiste à porter le montant de l’aide à des niveaux qui permettent d’atteindre les Objectifs du millénaire pour le développement. L’analyse des tendances observées au cours de la décennie écoulée fait apparaître une fragmentation de l’aide en faveur de la santé en une multitude de petits projets, plus de deux tiers de l’ensemble des engagements portant sur des montants inférieurs à 500 000 dollars des ÉU. Une fraction relativement faible des ressources va directement au budget des pays, et une part importante sert à financer des projets régionaux et plurinationaux. La question de savoir en quoi l’aide peut favoriser la mise en place de systèmes nationaux efficaces revêt une importance particulière dans le secteur de la santé. Il est indispensable que les pays disposent d’hôpitaux et de cliniques bien gérés, d’agents de santé qualifiés et de filières efficientes d’achat de médicaments pour améliorer réellement l’état de santé de leur population.

    Kurzfassung: The OECD’s relations with Africa have been strengthened since the launching of NEPAD and the contacts organised in May 2002 between the Ministers of OECD Member countries and their colleagues on the African Union/NEPAD Steering Committee. As a result of this dialogue, the OECD was entrusted with a mandate that calls for it to co operate with AU/NEPAD. The OECD supports AU/NEPAD’s objectives in four domains: 1. The African Peer Review Mechanism; 2. Peer learning and policy dialogue in support of reform; 3. Aid policies and aid effectiveness; 4. The monitoring of development trends and progress. This brochure provides an overview of the OECD’s activities in each of these areas. In 2006, the OECD established a special unit to support, in close collaboration with AU/NEPAD, the work of the Africa Partnership Forum. It also collaborates with the African Development Bank and the United Nations Economic Commission for Africa in the production of a valuable monitoring tool, the African Economic Outlook.
