    Abstract: Most of the existing literature on European history of economic thought concentrates on the major works of leading figures such as von Böhm-Bawerk, Menger, Pareto, Walras, Weber and Wicksell. These economists exerted enormous influences on the development of economics, despite their differing theories and approaches. Yet, there were many other economists whose contribution to the field has not been described in existing literature. This book resurrects these forgotten economists and presents 17 specially commissioned essays on their lives and contributions to economics. As such this book presents a fuller picture of the development of economics in Europe during the late 19th and early 20th century. The authors examine the economists' original ideas, and discuss how their work contributed to the development of economic thought. In addition the contributors look at the spread of ideas, of their acceptance or rejection, which can be explained partly by physical and linguistic or national isolation. They also consider influences on economic thought both between and within countries, and of other disciplines on economics; and as a consequence a sense of national identity in the practice of economics is developed. Finally, the authors present ideas on the path-dependent process of the development of economics and of the alternative paths that were around at the time, as well as on the origins of econometrics and differing attitudes towards statistical and mathematical approaches. This long-overdue addition to the literature will be welcomed by historians of economic thought, those studying the lives of economists as well as those interested in the philosophy and evolution of economics

    Abstract: Do environmental regulations harm international competitiveness? In answer to this question, this book focuses on the impact of regulatory policies on competitiveness and employment at the firm level. It investigates the trade-off between environmental regulations and competitiveness across countries and regions throughout Europe, using the food processing industry as a case study. The authors compare and contrast the experiences of similar firms across Europe to examine the different costs firms face in applying environmental regulations and the different levels of competitiveness they achieve as a result. The investigation includes a detailed and thorough comparison of the European food processing industries using 67 company case studies. The results show that firms can achieve national or international levels of competitiveness even when they face a relatively unfavourable level of regulatory costs. These important findings will almost certainly have general application to small and medium sized firms in other industries.     Abstract: This innovative book analyses the geographical patterns in foreign direct investment flows by combining elements from the theory of international production and the theory of economic geography. It develops a model for explaining why foreign direct investment is attracted to certain locations. The book examines foreign direct investment from a spatial perspective and considers how knowledge, regional synergies, economic integration, corporate strategies and networking affect patterns of investment. Using a model, Robert Morsink derives sets of determinants for different foreign direct investment patterns of multinationals and evaluates the corporate strategy behind these flows.     Abstract: The transfer study, a technique used in cost-benefit analysis, is an increasingly important tool used by government agencies to assess environmental regulatory policy. This innovative book develops protocols for using the transfer method to approach environmental problems and introduces several significant conceptual and methodological advances that refine the transfer process. The transfer approach to quantitative policy analysis adapts information and data from existing studies and so provides an economical way to assess potential benefits and costs for projects. The book presents a detailed framework for examining the transfer of information, outlines the basic steps of the method, and discusses solutions to frequently encountered problems. It then illustrates the method with an extensive case study of environmental externalities from electricity generation. This case study provides the opportunity to discuss salient aspects of the transfer method in more detail, including conceptual principles, the quality of original studies, empirical difficulties and estimation techniques.     Abstract: Government policies to reduce environmental pollution and global warming are often criticized as damaging to the economy, particularly by reducing international competitiveness.     Abstract: Biotechnology and Competitive Advantage investigates the development of biotechnology in Europe and the United States. It examines why Europe has fallen behind in applying biotechnology, when its scientific capabilities are largely comparable to those in the US.     Abstract: The Economics of Environment and Development is a carefully edited selection of Edward Barbier's most influential papers on the role of environmental economics in economic development. This book begins with a brief overview and summary of the papers, placing each in its original context and in relation to the development of Barbier's ideas. The first section deals with the concept of sustainable development, in particular its practical implications for economic policy in developing countries, as well as the long run conditions under which an economy might trade-off environment and growth to achieve its development aims. The second section is concerned mainly with land degradation and tropical deforestation. Using case studies from Africa, Central America and Southeast Asia, the underlying causes of these problems are examined and innovative policies are prescribed to reverse environmental degradation in these areas. The third part of the book is dedicated to the economics of wetlands, wildlands and biodiversity conservation, and discusses the optimal use and management of a region's remaining wild or natural habitat areas. The final section of the book deals with trade and the environment and focuses on the linkages between sustainable resource management and the trade in ivory, timber and forest products, and the role of trade interventions as a means of encouraging a developing country to conserve more of a biological resource.     Abstract: Following German reunification in 1990, East Germany's centrally planned economy was abolished and replaced by West Germany's social market economy. Western Germany has since provided vast financial support to aid the transformation, and enable eastern Germany to catch-up with western Germany's productivity and living standards.     Abstract: In this innovative book the author examines the link between environmental, trade and industrial policies within an interregional setting. He models how regional governments, using tax rates on real capital and pollutant emissions, determine policies to favour their residents in terms of the provision of public goods and reduction in environmental degradation. Regions or countries engage in competition for mobile capital in a world where production causes pollution and tax revenues are required to finance public goods. In Fiscal Policy and Environmental Welfare the author considers the efficiency consequences when governments act strategically and seek to manage trade, capital flows and emissions. Using formal models, which extend and modify existing literature, the author demonstrates that interjurisdictional competition typically leads to inefficiencies. He argues that although interjurisdictional competition may lead to the overprovision of public goods and to an inefficiently high environmental quality, often the opposite seems to occur. This book will be welcomed by environmental economists, and those scholars interested in welfare and fiscal policy

    Abstract: Does free trade contribute to the deterioration of the environment? This important book offers a fresh look at the trade-environment debate from a political-economic perspective. It provides an extensive analysis of the environmental consequences of free trade, and examines how trade affects environmental regulation in this age of regional and global economic integration. The book begins by providing a useful review of the literature on the environment-trade link and the effects of trade on environmental regulation. It is demonstrated that environmental regulation may affect trade and investment patterns, and as a consequence the competitiveness of a country or region. Using the North American Free Trade Agreement as a case study, the author examines the political influence of environmentalists and industry sub-groups on pollution standards in the United States. Rolf Bommer also discusses the European experience, and reveals that the European Union may affect pollution regulation considerably and increase the chance of higher environmental standards. He concludes that free trade offers the opportunity to introduce tighter pollution regulation due to the political influence of interest groups on environmental policy making.     Abstract: The OECD Development Assistance Committee's 1998 review of the UK's development aid programs and policies. It finds that the United Kingdom is changing its approach to international development policy. The new British Government, elected in May 1997, has created a Department for International Development (DFID), headed by a Secretary of State within the Cabinet. This body has a much wider range of responsibilities than its predecessors, notably in ensuring the coherence of all British policies affecting development. For the first time in two decades, the government issued a White Paper on International Development. This document commits the government to the goal of halving the proportion of people living in extreme poverty by 2015, along with other key international development goals. In its triennial review of British aid policies and programmes, the OECD Development Assistance Committee (DAC) welcomed the United Kingdom's new policies. It viewed the creation of DFID, with its broader responsibilities covering the whole range of bilateral and multilateral aid, the emphasis on strengthened international co-ordination, and the new role in securing consistency across all British policies affecting development as promising steps. The DAC also noted that in focusing its efforts on the eradication of extreme poverty, DFID, like its DAC partners, will need to emphasize the shaping of its programmes and the testing of their outputs with respect to their impact on the poor.

Lors de son examen triennal des politiques et programmes d'aide britanniques, le Comité d'aide au développement de l'OCDE (CAD) s'est félicité de la nouvelle politique du Royaume-Uni. La création du DFID, doté d'un mandat élargi qui couvre la totalité de l'aide bilatérale et multilatérale, l'accent mis sur le renforcement de la coordination internationale, et le rôle confié à ce ministère d'assurer la cohérence de toutes les politiques touchant au développement, lui ont paru de bon augure. Le CAD a par ailleurs souligné qu'en focalisant ses efforts sur l'éradication de l'extrême pauvreté, le DFID, comme ses partenaires du CAD, devra s'attacher à concevoir ses programmes et à en mesurer les résultats en fonction de leurs retombées pour les pauvres. L'ACDI est, au sein du CAD, un des premiers organismes d'aide à abandonner l'approche sectorielle classique au profit d'une approche thématique en concentrant son attention sur les résultats effectivement obtenus plutôt que sur les moyens mis en oeuvre. Cette initiative prometteuse mérite d'être suivie avec la plus grande vigilance et devrait apporter des enseignements utiles pour les autres donneurs. L'ampleur et la portée des efforts déployés par le Canada au plan international -- qui s'enracinent sans conteste dans les valeurs, les intérêts et les capacités de la société canadienne -- sont toutefois limitées par les compressions de dépenses publiques opérées face à la charge de la dette publique. Le Comité craint que les réductions successives du budget de l'aide n'entament la capacité du Canada de répondre aux attentes de ses citoyens comme de la communauté internationale. Les autres examens en matière de coopération pour le développement prévus pour 1998 seront consacrés aux Membres du CAD suivants : le Royaume-Uni, l'Espagne, les Etats-Unis, l'Allemagne, la Communauté européenne, la Finlande et le Luxembourg.

    Abstract: Since 1991, the Kyrgyz Republic has made significant progress in offering an attractive environment to foreign investors. It has a stable political environment, low inflation, recent and projected growth rates of at least 6 per cent per annum, and has made significant improvements in the legal regime regulating foreign investment. The Republic had initially no foreign investments in 1991 but by the end of 1997 these approached $250 million. Substantial further investment is expected in mining, energy production, agri-business, light industry and tourism in the future. Pour que le progrès technologique apporte non seulement des gains de productivité mais aussi davantage de croissance économique et des emplois nouveaux, il doit se produire dans des conditions permettant à la fois une restructuration du secteur industriel, la création et l'essor des petites entreprises, la croissance de nouveaux secteurs, le lancement de nouveaux produits et la mise en place de mécanismes assurant une amélioration effective des qualifications des travailleurs.Ce rapport met en évidence le recul du soutien public à la recherche-développement (R-D), qui touche surtout la recherche fondamentale à long terme, et analyse le plafonnement de la R-D dans le secteur privé, dû au recul de la recherche fondamentale de caractère exploratoire et au recentrage des efforts privés sur des activités d'innovation davantage axées sur le marché et sur le court terme. Il cherche à déterminer comment les caractéristiques particulières des systèmes nationaux d'innovation influent sur les mécanismes d'innovation et de diffusion de la technologie et analyse les raisons d'être des politiques suivies dans ce domaine. L'un des défis majeurs posés aux responsables politiques est de coordonner les mesures prises de manière à donner des incitations cohérentes et crédibles aux entreprises et aux individus. En distinguant les politiques qui donnent de bons résultats de celles qui sont inefficaces, ce rapport identifie les « politiques exemplaires » adoptées dans un certain nombre de domaines : la gestion de la base scientifique ; le soutien financier aux efforts de R-D dans l'industrie ; les politiques visant les entreprises fondées sur des technologies nouvelles ; les politiques favorisant l'expansion d'une nouvelle demande ; les politiques concernant les entreprises à hautes performances et l'investissement immatériel.En dépit de nombreuses initiatives, les pays de l'OCDE n'ont pas encore pleinement réussi à s'adapter aux caractéristiques et aux défis des économies fondées sur le savoir. Les politiques technologiques restent trop fragmentaires et prêtent trop peu d'attention aux liens existant au sein des systèmes nationaux d'innovation et aux réformes structurelles de portée plus large. Elles se focalisent trop sur l'étroit segment de haute technologie de l'économie et pas assez sur la nécessité de favoriser l'innovation et la diffusion de la technologie dans l'ensemble de l'économie. Il est possible d'accroître l'efficacité des politiques, notamment en ayant davantage recours à des instruments fondés sur le jeu du marché et en améliorant la qualité des évaluations.     Abstract: Le programme d'aide de l'Allemagne est un des plus importants au monde. Il est géré avec une compétence et un savoir-faire impressionnants. Il s'articule sans conteste autour du principe du partenariat. L'aide allemande a trois objectifs fondamentaux : faire reculer la pauvreté, protéger l'environnement et les ressources naturelles, et améliorer l'enseignement et la formation. Toutes les activités d'aide de l'Allemagne intègrent le souci de réduire la pauvreté, d'assurer l'égalité entre les sexes et de préserver l'environnement. Depuis le dernier examen du programme allemand de coopération pour le développement par le Comité d'aide au développement de l'OCDE en 1995, l'Allemagne a pris diverses mesures pour rehausser la qualité et l'efficacité de son aide, parmi lesquelles : - le recadrage de sa politique de coopération pour le développement ; - l'établissement de directives pour l'intégration des considérations de réduction de la pauvreté et de la problématique homme-femme dans la conception de tous les projets et programmes ; - l'élaboration et la mise en oeuvre de programmes d'aide d'urgence axés sur le développement, notamment dans le domaine du règlement des conflits ; - l'adoption d'une nouvelle approche de l'évaluation ; - la décentralisation de l'agence allemande chargée de la coopération technique (la GTZ) et l'ouverture de bureaux locaux de celle chargée de la coopération financière (la KfW) ; - l'instauration de relations plus structurées avec les organisations non gouvernementales. D'un autre côté, du fait de sa structure complexe où interviennent de nombreuses institutions, le système allemand a encore beaucoup de mal à s'adapter aux besoins nouveaux qu'imposent des programmes coordonnés de caractère stratégique; il lui est par ailleurs difficile de faire face aux pressions persistantes qui s'exercent sur le budget de l'aide. Le volume de l'aide allemande s'est nettement effrité ces dernières années. La part des versements nets d'APD dans le PNB est en effet tombée de 0.42 pour cent en 1990 à 0.28 pour cent en 1997. Le soutien apporté au processus de réforme en cours en Europe centrale et orientale et dans l'ex-Union soviétique a, lui aussi, sensiblement fléchi en 1996 et 1997. Outre celui de l'Allemagne, le programme de coopération pour le développement des Membres suivants du CAD sera également soumis à un examen au cours de l'année 1998 : Canada, Communauté européenne, Espagne, Etats-Unis, Finlande et Luxembourg.

    Abstract: In Russia, there has been a severe lack of financing for environmental projects in recent years. Traditional sources of financing, such as government budgets, lack resources in this time of crisis, while new sources have yet to develop their potential.     Abstract: Tomsk is one of the oldest established centres of industry and learning in the Russian Federation. The city of Tomsk and its surrounding region now face challenging economic and resource utilisation problems. These must be overcome if the pace of development is to be quickened and deepened. Pourtant, il n'existe toujours pas d'analyse approfondie des relations réciproques existant entre le secteur agricole et l'économie rurale. Quelles conséquences les changements structurels à l'oeuvre dans l'agriculture ont-ils pour le monde rural ? Quel rôle doivent jouer les politiques agricoles ? Autant de questions fondamentales auxquelles entend répondre cette étude composée d'un rapport principal et d'études de cas consacrées au Canada, à la France, à la Grèce, au Japon, à la Norvège, à la Nouvelle-Zélande et à la Suisse. Les politiques classiques de soutien à l'agriculture sont de moins en moins performantes pour faire face aux objectifs de développement rural, c'est l'une des conclusions essentielles de ce rapport. La réforme des politiques agricoles peut cependant améliorer la contribution du secteur agro-alimentaire au développement viable des économies rurales, même si les effets positifs ne sont pas immédiats. La compétitivité des zones rurales aurait tout à gagner d'une approche cohérente, bien coordonnée et bien ciblée visant à diversifier les activités, promouvoir des produits régionaux de qualité, donner des informations aux producteurs, accorder des paiements directs et assurer la fourniture de biens d'intérêt collectif. Un défi majeur pour les décideurs sera de trouver un équilibre entre les préoccupations sociales et environnementales dans les zones rurales et la nécessité de renforcer l'efficience économique de ces dernières.

    Abstract: This book brings together two studies both related to the very important issue of land: it examines the way in which agricultural and other policies affect how it changes hands, its value and use patterns. The first study looks at policies affecting farmland mobility and calls for an easing of regulations to allow the agricultural sector to be more responsive to market forces. The second study shows that agricultural support is often capitalised into land and other asset values. As a result there is strong resistance to policy reform, entry into the agricultural sector is difficult and the recipients of benefits are not always those intended when the policies were put in place.
