    Abstract: Das Untote scheint sich unserer Gesellschaft zu bemächtigen - "seelenlose Städte", ein Wirtschaftsmodell, das gutes Leben mehr zerstört als ermöglicht, die Rückkehr der faschistischen Monster. Raul Zelik fragt, wie diese Entwicklungen zusammenhängen und wie sie sich stoppen lassen. Bei dieser Suche wendet er sich einer weiteren Untoten zu, die einfach nicht sterben will: der sozialistischen Idee. Ohne eine Stärkung des Gemeineigentums, so Zelik, werden weder der ökologische Kollaps noch der drohende Sturz in den Autoritarismus zu verhindern sein. Die vielfältige Krise bedarf eines großen emanzipatorischen Gegenentwurfs.     Abstract: The OECD and the Directorate-General for Environment, the European Commission department responsible for EU policy on the environment, joined forces to examine current and future water-related financing challenges faced by EU member states. These include investments needed to comply with EU regulation for water supply, wastewater collection and treatment, and flood protection. As part of the research, new data was produced on current levels of expenditure for water supply, sanitation and flood protection, as well as on projected needs. It supported a comparison across member states and substantiated tailored policy discussions in selected countries and at European level. This report captures the rationale for the research, the main quantitative outcomes and the policy issues and recommendations that derived from this two-year co-operation. Lessons from Europe outlined in this report can inspire similar research and policy discussions in other parts of the world.

Ausgehend von den psychiatrischen und politischen Einsichten Frantz Fanons, zeigt Mbembe, wie als Folge der Konflikte um die Entkolonialisierung des 20. Jahrhunderts der Krieg – in Gestalt von Eroberung und Besatzung, von Terror und Revolte – zur Signatur unserer Zeit geworden ist. Als auf Dauer gestellter Ausnahmezustand führt er zur Erosion der liberalen Demokratie. Mbembes hochaktueller Essay spürt der Konsequenz dieser Erosion nach: der Ausbreitung autoritärer Regierungsformen. Er beschreibt die Bedingungen, unter denen heute die Fragen zum Verhältnis von Recht und Gewalt, Normalität und Ausnahmezustand, Sicherheit und Freiheit gestellt werden. Mit Blick auf die globalen Migrationsströme und das damit einhergehende unvermeidliche Zusammenwachsen der Welt formuliert er eine scharfe Kritik am atavistischen Nationalismus und plädiert für eine neue Politik der Humanität. Vor dem Hintergrund des Aufstiegs der NPD, die bereits in den ersten beiden Jahren nach ihrer Gründung im November 1964 erstaunliche Wahlerfolge einfahren konnte, analysiert Adorno Ziele, Mittel und Taktiken des neuen Rechtsradikalismus dieser Zeit, kontrastiert ihn mit dem »alten« Nazi-Faschismus und fragt insbesondere nach den Gründen für den Zuspruch, den rechtsextreme Bewegungen damals – 20 Jahre nach Kriegsende – bei Teilen der bundesdeutschen Bevölkerung fanden. Vieles hat sich seitdem geändert, manches aber ist gleich geblieben oder heute, 50 Jahre später, wieder da. Und so liest sich Aspekte des neuen Rechtsradikalismus wie eine Flaschenpost an die Zukunft, deren Wert für unsere Gegenwart Volker Weiß in seinem Nachwort herausarbeitet.

Politisch geäußerte Ansprüche immer zahlreicher werdender sozialer Gruppen drohten in den Augen der herrschenden Eliten aus Wirtschaft und Politik die Gesellschaft unregierbar zu machen. Der französische Philosoph Grégoire Chamayou porträtiert in seinem faszinierenden Buch dieses Krisenjahrzehnt als den Geburtsort unserer Gegenwart – als Brutstätte eines autoritären Liberalismus. Zur Abwehr der Bedrohung wurden in wirtschaftsnahen Kreisen neue Regierungskünste ersonnen, die beispielsweise einen Krieg gegen die Gewerkschaften, den Primat des Shareholder Value sowie eine Entthronung der Politik vorsahen. Der damit seinen Siegeszug antretende Neoliberalismus war jedoch nicht durch eine einfache »Staatsphobie« bestimmt. Die Strategie zur Überwindung der Regierbarkeitskrise bestand vielmehr in einem autoritären Liberalismus, bei dem die Liberalisierung der Gesellschaft eine Vertikalisierung der Macht impliziert: Ein »starker Staat« für eine »freie Wirtschaft« wird zur neuen Zauberformel unserer kapitalistischen Gesellschaften.

(Profi-)Fußball ist stets zugleich ein Ersatzspielfeld der Politik: Machthaber unterschiedlicher Couleur inszenieren sich, Normen wie Wettbewerbsdenken werden eingeübt, Nationalteams sind ein Indikator dafür, welche Gruppen als zur Nation gehörig betrachtet werden und welche nicht. Anhand von Beispielen aus Deutschland, Frankreich und Russland untersucht Timm Beichelt das Verhältnis von Fußball und Macht. In seinem Essay geht er dabei zugleich der Frage nach, ob das Spiel auch heute noch eine Plattform für Gleichberechtigung, Toleranz und ein authentisches Leben sein kann.

    Abstract: Seit 2015 Hunderttausende Flüchtlinge in die Bundesrepublik kamen, kursiert im Netz die Theorie vom »Großen Austausch«: Das Land solle von einer globalen »Finanzoligarchie« mittels der »Migrationswaffe« ausgeschaltet werden. Neben mangelndem Vertrauen in die Politik ist der Glaube an Verschwörungstheorien ein Merkmal des populistischen Brodelns. Doch was macht eine Erklärung zu einer Verschwörungstheorie? Warum sind sie für viele so attraktiv? Und was kann man dagegen unternehmen? Antworten auf solche Fragen findet man seltener als Verschwörungstheorien selbst. Michael Butter erläutert, wie solche Erzählungen funktionieren, wo sie herkommen und welche Auswirkungen sie haben können. Da sie die Eigenlogik sozialer Systeme unterschätzten, seien solche Theorien zwar immer falsch; als Symptom müsse man sie dennoch ernstnehmen. Gegenwärtig seien sie ein Indikator für die demokratiegefährdende Fragmentierung der Öffentlichkeit.

    Abstract: Within political and administrative sciences generally, trust as a concept is contested, especially in the field of regulatory governance. Jahrhunderts der Krieg – in Gestalt von Eroberung und Besatzung, von Terror und Revolte – zur Signatur unserer Zeit geworden ist. Als auf Dauer gestellter Ausnahmezustand führt er zur Erosion der liberalen Demokratie. Mbembes hochaktueller Essay spürt der Konsequenz dieser Erosion nach: der Ausbreitung autoritärer Regierungsformen. Er beschreibt die Bedingungen, unter denen heute die Fragen zum Verhältnis von Recht und Gewalt, Normalität und Ausnahmezustand, Sicherheit und Freiheit gestellt werden. Mit Blick auf die globalen Migrationsströme und das damit einhergehende unvermeidliche Zusammenwachsen der Welt formuliert er eine scharfe Kritik am atavistischen Nationalismus und plädiert für eine neue Politik der Humanität.     Abstract: Japan is embarked on a demographic transition without precedent in human history: the population is both declining and ageing rapidly. This raises important questions about the country's future economic geography, as public policies will need both to respond to these shifts and also to shape them. Demographic change will have particularly important implications for the settlement pattern of the country, and this, in turn, will affect Japan's ability to sustain economic growth and the well-being of its citizens. This Review therefore focuses on the spatial implications of demographic change and the response of spatial policies to it, particularly as these interact with other policies aimed at sustaining the productivity growth that a "super-ageing" Japan will need in order to maintain its future prosperity. The Japanese authorities have recently put in place a complex package of long-term spatial and structural policies aimed at meeting this challenge. Their experience should be of first-order interest to other OECD countries, as most face the prospect of rapid population ageing and many are also projected to experience significant population decline over the coming decades.

    Abstract: Since the European Research Area was launched at the beginning of the century, significant efforts have been made to realise the vision of a coherent space for science and research in Europe. But how does one define such a space and measure its development?     Abstract: In response to the ongoing economic crisis, Italy is undertaking a series of critically important reforms, combining pro-growth policies with severe austerity measures to achieve fiscal consolidation. The success of these structural reforms will rely heavily on the capacity of the government to restore trust in its ability and commitment to guide the country towards sustainable economic growth. At the time of this publication, however, less than a quarter of Italian citizens trusted the quality of government decision-making. Concerns over public integrity and corruption stand out as key elements underlying this prevailing lack of trust. To restore the deficit of trust in the Italian government, the public sector needs to be embedded within a comprehensive integrity framework. Law 190 of November 6, 2012 (the Anti-Corruption Law) enshrines public sector integrity management and strengthens existing corruption prevention provisions through the designation of a new anti-corruption authority, a detailed framework for the adoption of a national anti-corruption plan, and new provisions regarding the conduct and prevention of conflict of interests in the public sector. This OECD Integrity Review provides guidance on the implementation of key integrity and corruption prevention elements of the Law, most notably those concerning institutional coordination, the regulation of conduct and whistleblower protection, and management of integrity risks in public sector activities. The review concludes each chapter with proposals for action, with OECD member countries’ best practices in mind, with the ultimate goal of supporting Italy in its efforts to enhance integrity in the public sector and restore trust.

    Abstract: This Inventory is concerned with direct budgetary transfers and tax expenditures that relate to fossil fuels, regardless of their impact or of the purpose for which the measures were first put in place. It has been undertaken as an exercise in transparency, and to inform the international dialogue on fossil-fuel subsidy reform. For each of the 34 OECD countries covered, the Inventory provides a succinct summary of its energy economy, and of the budgetary and tax-related measures provided at the central-government level (and, in the case of federal countries, for selected sub-national units of government) relating to fossil-fuel production or consumption. The transfers associated with these measures are reported for recent years using the Producer Support Estimate (PSE) and Consumer Support Estimate (CSE) as organising frameworks. These frameworks have already been used extensively by the OECD, most notably in respect of agriculture. The Inventory covers a wide range of measures that provide a benefit or preference for a particular activity or a particular product, either in absolute terms or relative to other activities or products, against a specified baseline. Many measures listed in this inventory are relative preferences within a particular country’s tax system rather than absolute support that can be readily compared across countries, and for that reason no national totals are provided.

    Abstract: Developing growth strategies that promote greener lifestyles requires a good understanding of what factors affect people’s behaviour towards the environment. Recent OECD work based on periodic surveys of more than 10 000 households across a number of countries and areas represents a breakthrough by providing a common framework to collect unique empirical evidence for better policy design. This publication presents responses from the most recent round of the OECD survey implemented in 2011 in 5 areas (energy, food, transport, waste and water) and 11 countries: Australia, Canada, Chile, France, Israel, Japan, Korea, the Netherlands, Spain, Sweden and Switzerland. Analysis comparing the data across countries, policy conditions and households’ characteristics reveals which measures most effectively change behaviour. Each round of the survey also allows to track changes over time and to explore new emerging issues. The new survey confirms the importance of providing the right economic incentives for influencing our decisions. The findings indicate that “soft” measures such as labelling and public information campaigns also have a significant complementary role to play. Spurring desirable behaviour change requires a mix of these instruments. This book is a milestone for all those interested by the challenging question of ways to promote greener behaviour, from policy makers to individual citizens.

    Abstract: More than one-third of Official Development Assistance is spent annually on fragile and conflict-affected countries. Nonetheless, aid does not always flow promptly and effectively to where it is most needed, especially in countries recovering from conflict. The Accra Agenda for Action, recent peer reviews by the OECD Development Assistance Committee (OECD DAC) and the UN Secretary-General’s report “Peacebuilding in the Immediate Aftermath of Conflict” agree: international engagement is less than optimal, especially in guiding and implementing transition financing processes. While many determining forces in fragile and conflict-affected countries are outside donor control, decisions about which activities to finance and how to finance them influence these countries’ path out of conflict. This is because financing is about much more than the flow of resources: it affects behaviour, aid architecture, power and influence, priorities, and capacity development. And because it signals approval or disapproval, there is no neutral choice: a financing decision has consequences that go far beyond the timescale and scope of the funded activity. This report will help OECD DAC members and partners to map out more effective, rapid and flexible transition financing. This includes improving current policies and practices in financial flows, implementing procedural and cultural changes in donor administrations, and maximising use of the instruments available for in-country transition financing. The report also addresses improving the operational effectiveness of pooled funding instruments, clarifying the link between funding instruments and national ownership, and adopting a new approach to identify and prioritise specific transition needs.

    Abstract: This review of human resource management (HRM) in the federal government of Brazil provides a detailed diagnosis of the management of government employees, and solutions for improving it. The assessments and the recommendations are based on the lessons learned from the experience of OECD member countries. This review assesses whether: the federal government is managing the size, skills, and competencies of its workforce in a sustainable manner; the HRM system in government is strategic and performance oriented; there is a balance between the flexibility and consistency of HRM practices; the values promoted by the government are consistent with management rules and practices.

    Abstract: “Too much ‘red tape’!” is one of the most common complaints from businesses and citizens in OECD countries. Administrative simplification is a regulatory quality tool to review and reduce administrative and regulatory procedures. It has remained high on the agenda in most OECD countries over the last decade and continues to be so. Countries’ efforts to strengthen their competitiveness, productivity and entrepreneurship during the current recession have made simplification efforts even more urgent. Until now, efforts to reduce administrative burdens have primarily been driven by ambitions to improve the cost efficiency of administrative regulations, as these impose direct and indirect costs on regulated subjects. Many countries will finish their current projects over the next few years and must decide how to continue their efforts and how to make them more efficient. This report looks beyond 2010 and presents policy options for administrative simplification that are in line with current trends and developments. It provides policy makers with guidance on the available tools and explains common mistakes to be avoided when designing, undertaking and evaluating administrative simplification programmes.
