Elle aborde les questions clés qui se posent en matière de ressources humaines et identifie de nombreuses bonnes pratiques en terme de coopération internationale.     Abstract: L'étude d'absorption cutanée in vivo présentée dans cette Ligne directrice fournit des éléments nécessaires pour extrapoler des études orales lors d’évaluations de sécurité après une exposition cutanée. La méthode in vivo, décrite dans cette Ligne directrice, permet la détermination de la pénétration de la substance d'essai à travers la peau dans le compartiment systémique. La substance d'essai, de préférence radiomarquée, est appliquée, pendant une période fixe, sur la peau rasée des animaux à un ou plusieurs niveaux de dose appropriés, sous la forme d’une préparation d’usage représentative. Le rat est l’espèce généralement la plus utilisée. Au moins quatre animaux d'un sexe devraient être employés pour chaque préparation d'essai et chaque durée prévue. Une quantité connue de la préparation d'essai est appliquée. Cette quantité devrait normalement imiter l'exposition humaine potentielle, en général de 1-5 mg/cm² pour un solide ou jusqu'à 10 µl/cm² pour des liquides. Une période d'exposition de référence (en général 6 ou 24 heures) devrait être employée, en fonction de la durée éventuelle de l’exposition humaine. Les signes de la toxicité et les réactions anormales sont observés par intervalles pour la durée entière de l'étude. Cette étude inclut des mesures quotidiennes (excrétions), des observations détaillées régulières, de même que l’euthanasie à un moment donné et des prélèvements sanguins pour analyse.

    Abstract: Le but de cet essai est de mesurer la biodégradation en fonction du temps d'une substance d'essai présente en faible concentration dans une eau naturelle aérobie et de quantifier les observations sous la forme d'expressions cinétiques. L'essai est réalisé par lots par « l'essai pélagique » ou « l'essai en suspension de sédiments » pour simuler un plan l'eau contenant des solides en suspension ou des sédiments resuspendus. Les flacons d'essai sont incubés dans l'obscurité, à la température environnementale, en aérobiose et sous agitation pendant normalement 60 jours. Au moins deux concentrations différentes de substance d'essai (organique non-volatile ou légèrement volatile) devraient être employées. La concentration maximum de la substance d’essai devrait être de moins de 100µg/L (biodégradation suivant une cinétique de premier ordre) et la plus basse concentration de substance d'essai de préférence comprise dans l’intervalle ‹1-10µg/L. Deux sous-échantillons sont prélevés de chaque flacon d'essai à chaque temps de prélèvement. La dégradation est suivie à intervalles de temps appropriés, en mesurant le 14C résiduel ou la concentration résiduelle de la substance d'essai. La minéralisation totale et la biodégradation primaire sont déterminées par le marquage au 14C de différentes parties de la molécule. Des mesures périodiques du pH et de la concentration en oxygène dans le système d'essai doivent être conduites.

    Abstract: Dans de nombreux pays de l'OCDE, les zones métropolitaines sont morcelées en diverses unités territoriales qui ne correspondent pas à la zone géographique plus large où se posent les problèmes économiques et sociaux. Si le déséquilibre qui en découle n'est pas un phénomène nouveau, le morcellement apparaît de plus en plus comme une des causes majeures des dysfonctionnements des grandes villes comme les disparités fiscales internes, l’étalement urbain et la polarisation spatiale qui constituent à leur tour un obstacle à la compétitivité. Ce rapport examine le cas de la région métropolitaine de Montréal qui a connu l'une des plus audacieuses réformes institutionnelles parmi les pays de l'OCDE. D'un côté, on a procédé à des fusions de municipalités pour créer deux nouvelles villes : Montréal et Longueuil. De l'autre, la grande région économique fonctionnelle s'est dotée d'une nouvelle structure, la Communauté métropolitaine de Montréal, représentant 63 municipalités. Ces réformes institutionnelles constituent une occasion appréciable de relever le défi de la compétitivité de Montréal. Certains aspects du nouveau cadre de gouvernance métropolitaine demandent cependant à être consolidés, en particulier en ce qui concerne la clarification des compétences, des responsabilités et des ressources fiscales. La rationalisation des structures institutionnelles et des ressources fiscales ne sera toutefois pas suffisante. La mise en œuvre, et pas seulement l’élaboration, d’une stratégie économique globale pour toute la région métropolitaine constituera pour Montréal le principal défi à relever dans les années à venir. L’Examen Territorial de Montréal s’inscrit dans un programme plus vaste d’examens territoriaux nationaux et thématiques, menés par le Comité des Politiques de Développement Territorial de l’OCDE. L’objectif général des examens territoriaux est de fournir des recommandations pratiques aux gouvernements dans trois domaines: la gouvernance à plusieurs niveaux, le développement durable aux échelons régional et local, et les réseaux régionaux au service de la compétitivité.

    Abstract: Cette méthode d’essai a été conçue pour fournir des informations sur l'absorption d'une substance d'essai (idéalement radiomarquée) appliquée à la surface d'un échantillon de peau séparant les deux compartiments (un compartiment donneur et un compartiment receveur) d'une cellule à diffusion. Des cellules à diffusion statique ou dynamique peuvent indifféremment être utilisées. Les peaux d’humain ou d’animaux peuvent être employées. Bien qu’une peau viable soit préférée, une peau non viable peut également être employée. Il a été démontré que la peau peut métaboliser certains produits chimiques pendant l'absorption cutanée. Dans ce cas, les métabolites du produit chimique d'essai peuvent être analysés par des méthodes appropriées. Normalement, plusieurs concentrations de la substance d’essai sont utilisées dans les formulations types, de façon à couvrir une gamme réaliste d’expositions humaines potentielles. L’application devrait simuler l'exposition humaine, normalement 1-5 mg/cm2 de peau pour un solide et jusqu'à 10 µl/cm2 pour des liquides. La température doit être constante parce qu’elle influe sur la diffusion passive des produits chimiques. L'absorption d'une substance d'essai au cours d'une période donnée (normalement 24h) est mesurée par l'analyse du fluide récepteur et la distribution de la substance d'essai dans le système d'essai. Le profil d'absorption en fonction du temps devrait être présenté.

    Abstract: Les États-Unis ont été le premier pays à mettre hors la loi les actes de corruption d’agents publics étrangers dans les transactions commerciales commis par leurs ressortissants et par les sociétés relevant de leur droit grâce à l’adoption du Foreign Corrupt Practices Act (FCPA) de 1977. Vingt ans plus tard, les États-Unis ont signé, en compagnie de trente-quatre autres pays, la Convention sur la lutte contre la corruption d’agents publics étrangers dans les transactions commerciales internationales (la Convention de l’OCDE sur la lutte contre la corruption). Le Congrès des États-Unis a réagi à la signature de la Convention en amendant le FCPA en octobre 1998. Par la suite, les États-Unis ont ratifié la Convention de l’OCDE et déposé leur instrument de ratification auprès de l’OCDE à la fin de 1998. Sont étudiées dans ce rapport les dispositions juridiques et les institutions en place aux États-Unis pour combattre la corruption d'agents publics étrangers et mesurer l'efficacité de ce dispositif. On y examine les mécanismes introduits tant au sein des administrations publiques que dans le secteur privé pour prévenir et détecter des faits de corruption d'agents publics étrangers. Ce rapport traite aussi de l'efficacité des mécanismes d’enquête et de poursuite de l’infraction de corruption étrangère et des infractions connexes notamment en matière de fraude et de blanchiment d'argent. Le rapport se termine avec des recommandations spécifiques, aussi bien en ce qui concerne la prévention et la détection que les poursuites et les sanctions appliquées en pratique. On y trouvera également les prescriptions juridiques essentielles destinées à dissuader, prévenir et combattre la corruption telles qu’elles ont été communiquées par les États-Unis lors du processus d’examen. L’examen de la mise en œuvre par les États-Unis des dispositions anti-corruption de l’OCDE entre dans le cadre d’un mandat plus large du Groupe de travail de l’OCDE sur la corruption dans le cadre de transactions commerciales internationales. Ce groupe est chargé d’une surveillance et d’un suivi systématiques et détaillés de l’ensemble des pays signataires de la Convention de l’OCDE sur la lutte contre la corruption étrangère. Jusqu’ici, le Groupe de travail a examiné l’application et la mise en œuvre de la Convention en Bulgarie, en Finlande, en Allemagne, en Islande et aux États-Unis. D’ici 2007, les examens des 30 autres pays seront réalisés.

    Abstract: Cet Ligne directrice décrit la méthode HPLC, qui permet de déterminer le coefficient de partage (n-octanol/eau) (Poe). La HPLC à phase inverse utilise des colonnes analytiques remplies de phase silice (achetée dans le commerce) greffée avec de longues chaînes hydrocarbonées. Les produits chimiques sont retenus dans la colonne proportionnellement à leur coefficient de partage hydrocarbure-eau, les substances hydrophiles étant éluées les premières et les substances lipophiles les dernières. La méthode HPLC à phase inverse permet d’estimer les coefficients de partage dans une plage de log Poe allant de 0 à 6, mais cette plage peut être étendue de 6 à 10 dans certains cas exceptionnels. Le mode d'opération de la HPLC est isocratique. La substance d'essai est injectée dans les plus petites quantités discernables dans la colonne. Le temps de rétention est déterminé deux fois. Le coefficient de partage de la substance d'essai est obtenu par l'interpolation du facteur de capacité calculé sur le graphique de calibrage. Pour les coefficients de partage très bas ou très élevés, l’extrapolation est nécessaire.

Cette Ligne directrice décrit une approche à plusieurs niveaux ; chaque niveau est déclenché par les résultats du niveau précédent. Des solutions aqueuses tampon, stériles, de différents pH (pH 4, 7 et 9) sont traitées avec la substance d’essai marquée ou non (une seule concentration n’excédant pas 0.01M ou la moitié de la concentration de saturation), puis incubées dans l’obscurité dans des conditions expérimentales contrôlées (à des températures constantes). Après des intervalles de temps appropriés, on analyse les solutions tampon pour déterminer la concentration de la substance d’essai et des produits d’hydrolyse. L’essai préliminaire doit être réalisé pendant 5 jours à 50 ± 0,5 °C et aux pH suivants : 4,0, 7,0 et 9,0. Le niveau 2 consiste en l’hydrolyse des substances instables, et le troisième niveau est l’identification des produits d’hydrolyse. Les essais des niveaux supérieurs doivent être conduits jusqu’à 90 pour cent d’hydrolyse de la substance d’essai, ou pendant 30 jours, au premier des deux termes échus.

Ensuite, l’une des deux plaques est exposée à la dose d'irradiation non-cytotoxique la plus élevée tandis que l'autre plaque est maintenue dans l'obscurité. La cytotoxicité, dans cet essai, est exprimée comme la diminution, dépendante de la concentration, de l’absorption et de la fixation du colorant vital rouge neutre (NR) 24 heures après traitement avec le produit chimique et l'irradiation. NR pénètre les membranes cellulaires par non-diffusion, en s'accumulant dans les lysosomes. L’altération de la surface cellulaire de la membrane lysosomale sensible entraine une fragilité lysosomale et d'autres changements qui deviennent graduellement irréversibles. Ceci entraîne une diminution de la fixation du rouge neutre. Il est ainsi possible de distinguer les cellules viables, endommagées ou mortes. Pour prévoir le potentiel phototoxique, les réponses de concentration obtenues en présence et en l'absence d'irradiation sont comparées, habituellement au niveau de l’CE50, c.-à-d., à la concentration ramenant la viabilité des cellules à 50 %, par rapport aux contrôles non traités. Le rapport d'essai inclut la durée du développement et le nombre total de moucherons totalement émergés (le sexe et le nombre sont enregistrés quotidiennement), l'observation de tout comportement anormal, Le nombre de pupes visibles n'ayant pas réussi à émerger et la présence de tout amas d'oeufs déposé. Deux types d'essais sont exécutés pour déterminer (i) le potentiel de lixiviation de la substance d'essai, et (ii) le potentiel de lixiviation des produits de transformation dans les sols dans des conditions contrôlées en laboratoire. Au moins deux colonnes de lixiviation sont remplies de sol non traité, séché à l'air et tamisé (〈 2 mm) jusqu'à une hauteur d’environ 30 cm. Elles sont saturées et équilibrées avec une solution de «pluie artificielle » et on les laisse s’égoutter. Ensuite, la surface de chaque colonne de sol est traitée avec la substance d'essai (non-volatile dans l'eau et le sol) et/ou avec les résidus « âgés » de la substance d'essai. La pluie artificielle est appliquée aux colonnes de sol et le lixiviat est recueilli. Après que la lixiviation, le sol est enlevé des colonnes et est fractionné en un nombre de segments dépendant des informations à tirer de l’étude. Une substance de référence (atrazine ou monuron) doit être employée dans les essais de lixiviation. Pour chaque fraction de sol et de lixiviat, les quantités de substance d'essai, de produits de transformation, de fractions non extractibles et, le cas échéant, de la substance de référence doivent être indiquées en pourcentage de dose initiale appliquée.

    Abstract: Les pouvoirs publics des pays développés ont recours depuis longtemps à des mesures visant de manière directe ou indirecte (par la biais de la fiscalité) à encourager l’ensemble de la population à se constituer un capital grâce à l’épargne, l’accession à la propriété immobilière, les fonds de pension, l’investissement dans la formation (capital humain) ou l’entreprise. Bien souvent, ces mesures ne bénéficient pas aux pauvres. En effet, l’action publique ne stimule pas l’épargne pour ces catégories, elle a même plutôt un effet dissuasif. Pourtant, ce livre montre que les pauvres ont envie d’épargner et qu'ils parviennent à mettre de côté des sommes modestes, parfois au prix de sacrifices beaucoup plus importants que ne l’imaginent les décideurs et les catégories favorisées. Élargir les politiques de constitution du patrimoine aux pauvres peut être un élément décisif dans la lutte contre la pauvreté et l’aliénation sociale et économique. En terme de bien-être social, ces politiques ont des effets que la garantie de ressources ne saurait à elle seule générer. Cette publication fournit le contexte indispensable à un débat fructueux sur les mérites et les inconvénients de la constitution de patrimoine chez les pauvres. Elle définit les notions fondamentales sur lesquelles reposent les dispositifs de constitution de patrimoine, ainsi que les avantages qu’y voient ses tenants du point de vue de la politique sociale. Cette publication contient également la dernière version de l'Arrangement relatif aux lignes directrices pour les crédits à l'exportation bénéficiant d'un soutien public (le seul accord international à régir l'octroi de crédits à l'exportation bénéficiant d'un soutien public). Les règles de l'Arrangement portent notamment sur le soutien financier public, le délai maximum de remboursement, la prime minimum de risque et l'aide relative aux échanges pour les projets, les biens et les services bénéficiant de crédits à l'exportation d'une durée minimum de deux ans. Le texte de l'accord complémentaire qui prévoit des conditions souples pour les opérations de financement de projets figure également dans cet ouvrage. En outre, cette publication présente pour la première fois des informations sur les études importantes entreprises par le Groupe de travail de l'OCDE sur les crédits et garanties de crédit à l'exportation. Ces études concernent notamment les liens entre les crédits à l'exportation bénéficiant d'un soutien public et les préoccupations plus larges des gouvernements et de la société civile des pays membres, qu’il s’agisse de problèmes environnementaux, d’efforts pour combattre la corruption ou de la viabilité de la dette des pays pauvres très endettés. Dans ce contexte, la Recommandation de l’OCDE sur l’environnement et les crédits à l’exportation bénéficiant d’un soutien public, adoptée par le Conseil de l’OCDE fin 2003, est également incluse dans cette publication.

Des enchytrées adultes sont exposés à une gamme de concentrations de la substance d'essai mélangée à un sol artificiel. Dix vers sont aléatoirement assignés à chaque récipient d'essai. Un essai de détermination de l’ordre de grandeur des concentrations devrait être utilisé, durant deux semaines, si des informations manquent. La durée de l'essai définitif est de six semaines. À la fin de l’essai le nombre total de vers juvéniles produits par animal parent et la survie des animaux parents sont évalués. L'essai limite correspond à un niveau de dose de 1000 mg/kg. Le rapport d'essai inclut les changements morphologiques des adultes, le nombre de descendants. Le taux de reproduction des animaux exposés à la substance d'essai est comparé à celui des témoins afin de déterminer la concentration sans effet observé (CSEO) et/ou la CEx, à l'aide d'un modèle de régression pour estimer la concentration qui entraînerait une réduction de x% du taux de reproduction. Les concentrations expérimentales doivent couvrir la CEx, de façon à ce que la CEx soit interpolée plutôt qu'extrapolée.

    Abstract: Le Système Général Harmonisé de Classification et d'Étiquetage des Produits Chimiques définit la corrosion cutanée comme la survenue de lésions irréversibles de la peau après l'application d’une substance d'essai. Les disques de peau sont pris sur des rats âgés 28-30 jours euthanasiés. Les substances corrosives sont identifiées par leur capacité à produire une perte de l’intégrité du stratum corneum normal et de sa fonction de barrière, qui est mesurée par la réduction du RET au-dessous d'un seuil d'avertissement (5kΩ pour le rat). Une étape de coloration incorporée à la procédure d'essai permet de déterminer si l'augmentation de la perméabilité ionique est due à la destruction physique du stratum corneum.

    Abstract: Pour faire face au vieillissement rapide de la population, il est nécessaire de promouvoir de meilleures opportunités d'emploi pour les travailleurs âgés. On a déjà beaucoup fait état du besoin de réformer les régimes de pension de retraite et de préretraite. Pourtant, cela ne sera sans doute pas suffisant en soi pour relever significativement les taux d'emploi des plus âgés ni pour réduire le risque futur de pénurie de travailleurs. Les autorités publiques et les entreprises doivent sans tarder prendre des mesures pour adapter la fixation des salaires à une main-d'œuvre plus âgée, pour s'attaquer aux discriminations du fait de l'âge et pour améliorer les qualifications et les conditions de travail des travailleurs âgés. En outre, les travailleurs âgés devront changer d’attitude quant à la poursuite de leur activité et à l'acquisition de nouvelles compétences. On sait relativement peu de choses sur ce que les différents pays de l'OCDE sont en train de faire ou devraient faire dans ces domaines. Afin d'y remédier, l'OCDE a lancé une série de rapports dans une vingtaine de pays. Le rapport sur le Luxembourg est le cinquième de cette série, après ceux consacrés à la Suède, à la Belgique, à la Suisse et à l'Espagne. Chaque rapport national fait le tour des principales barrières qui restreignent l'emploi des travailleurs âgés et évalue la pertinence et l'efficacité des mesures existantes pour contrer ces barrières. Enfin, chaque ouvrage présente une série de recommandations sur les politiques que les autorités publiques et les partenaires sociaux devraient mener. Ce rapport, basé sur les actes d'un séminaire, est publié uniquement en français. Cependant, on trouvera dans ce volume la version anglaise du résumé et des principales recommandations.

    Abstract: Since 1998, the OECD Nuclear Energy Agency has been organising a series of workshops to address the various aspects of stakeholder involvement in radiological protection decision making. These workshops have been instrumental in forging consensus and improving understanding of key issues in this area. Building on the experience of the first two "Villigen workshops", the third in the series extensively analysed three case studies, which covered the licensing of a new facility, the clean-up and release of an old facility, and the rehabilitation of a large, contaminated area. Consideration was given to the stakeholder involvement processes that had been used, and the implications that that these did or could have on radiological protection policy, regulation and application. The workshop papers analysing these processes and implications are presented in these proceedings, which should provide valuable examples and lessons for governments, regulators and practitioners.

    Abstract: As modern nuclear power programmes mature and large, commercial nuclear power plants and fuel cycle facilities approach the end of their useful life by reason of age, economics or change of policy on the use of nuclear power, new challenges associated with decommissioning and dismantling come to the fore. Politicians and the public may expect there to be a “right answer” to the choice of strategy for a particular type of facility, or even all facilities. Both this seminar and wider experience show that this is not the case. Local factors and national political positions have a significant input and often result in widely differing strategy approaches to broadly similar decommissioning projects. All facility owners represented at the seminar were able to demonstrate a rational process for strategy selection and compelling arguments for the choices made.     Abstract: C'est en décembre 1997 que l’Islande a signé, en compagnie de trente-trois autres pays, la Convention sur la lutte contre la corruption d'agents publics étrangers dans les transactions commerciales internationales (la Convention de l'OCDE). En août 1998, l'Islande a été le premier pays à ratifier la Convention de l'OCDE et à déposer son instrument de ratification auprès de l'OCDE. Sont étudiées dans ce rapport les dispositions juridiques et les institutions en place en Islande pour combattre la corruption d'agents publics étrangers et mesurer l'efficacité de ce dispositif. On y examine les mécanismes introduits tant au sein des administrations publiques que dans le secteur privé pour prévenir et détecter des faits de corruption d'agents publics étrangers. Ce rapport traite aussi de l'efficacité des mécanismes d’enquête et de poursuite de l’infraction de corruption étrangère et des infractions connexes notamment en matière de fraude et de blanchiment d'argent. Le rapport se termine avec des recommandations spécifiques, aussi bien en ce qui concerne la prévention et la détection que les poursuites et les sanctions appliquées en pratique. On y trouvera également les prescriptions juridiques essentielles destinées à dissuader, prévenir et combattre la corruption telles qu’elles ont été communiquées par l’Islande lors du processus d’examen. L'Allemagne a transposé la Convention dans son droit interne en promulguant la Loi sur la lutte contre la corruption d'agents publics étrangers. À la suite de l'adoption de cette loi, l'Allemagne a été le troisième pays à avoir ratifié la Convention de l'OCDE et elle a déposé son instrument de ratification auprès de l'OCDE en novembre 1998. Sont étudiées dans ce rapport les dispositions juridiques et les institutions en place en Allemagne pour combattre la corruption d'agents publics étrangers et mesurer l'efficacité de ce dispositif. On y examine les mécanismes introduits tant au sein des administrations publiques que dans le secteur privé pour prévenir et détecter des faits de corruption d'agents publics étrangers. Ce rapport traite aussi de l'efficacité des mécanismes d’enquête et de poursuite de l’infraction de corruption étrangère et des infractions connexes notamment en matière de fraude et de blanchiment d'argent. Le rapport se termine avec des recommandations spécifiques, aussi bien en ce qui concerne la prévention et la détection que les poursuites et les sanctions appliquées en pratique. L'essai limite correspond à un niveau de dose de 1000 mg/kg. La survie et le poids des larves peuvent également être mesurés, si nécessaire, après 10 jours (en ajoutant le nombre d'expériences identiques requis). Le rapport d'essai inclut la durée du développement et le nombre total de moucherons totalement émergés (le sexe et le nombre sont enregistrés quotidiennement), l'observation de tout comportement anormal, le nombre de pupes visibles n'ayant pas réussi à émerger et la présence de tout amas d'oeufs déposés. Les données sont analysées soit à l'aide d'un modèle de régression pour estimer la concentration qui entraînerait une réduction de x% de l'émergence, de la survie des larves ou de leur croissance, soit par la vérification d'une hypothèse statistique afin de déterminer une CSEO/CMEO.

    Abstract: Nuclear licensees are increasingly required to adapt to a more challenging commercial environment as electricity markets are liberalised. One of the costs that is often perceived as being amenable to control is staffing, and hence there is significant exploration of new strategies for managing this cost - for example, by reducing staffing levels, changing organisational structures, adopting new shift strategies, introducing new technology or increasing the proportion of work carried out by external contractors. However, if changes to staffing levels or organisational structures and systems are inadequately conceived or executed they have the potential to affect the way in which safety is managed. In this context, the NEA Committee on the Safety of Nuclear Installations (CSNI) and its Special Expert Group on Human and Organisational Factors (SEGHOF) organised an international workshop to discuss the management and regulation of organisational change in 2001. This technical opinion paper distils the findings of that workshop and sets out the factors that regulatory bodies might reasonably expect to be addressed within licensees' arrangements to manage organisational change. The paper should be of particular interest to both regulators and managers of nuclear utilities.

    Abstract: It is only relatively recently that economists have begun to realise the importance of learning and study the impact it can have on social outcomes. This book provides an in-depth experimental analysis of current models and methods of adaptive learning in economics. It focuses on environments in which there is little information available, thus promoting the use of basic psychological concepts to model behaviour. The author describes in detail and compares, via simulations, a large number of behavioural models, ranging from early psychological concepts to recently proposed rules. He also reports on a number of experiments using novel designs and highly sophisticated cutting-edge statistical techniques for data analysis. A separate chapter exhaustively deals with the use of measures of predictive success and shows how to avoid common pitfalls when comparing different learning models. Significantly, the author is able to identify serious flaws in current modelling techniques which will undoubtedly improve existing experimental methodology and inspire the search for new and better models to accurately measure the learning process. This book makes a valuable contribution to our understanding of how uncertainty is implemented in economic experiments and to behavioural theory in general.     Abstract: Do political decentralisation and inter state competition favour innovation and growth? There has long been a lively debate surrounding this question, going back to David Hume and Immanuel Kant. This book is a new attempt to test its veracity. The existing literature tends to assume that the beneficial effects of inter state competition have been confined to European history. By contrast, China, India and the Islamic Middle East are regarded as inherently imperial and overcentralised. However, these civilisations have not always been unified politically. In their history, there have been long spells of decentralised rule or inter state competition. The same is true for Japan.     Abstract: In response to growing interest in high-temperature, gas-cooled reactors (HTGRs) in many countries and the need for improved materials for nuclear applications in high-temperature environments, the NEA organised the Third Information Exchange Meeting on Basic Studies in the Field of High-temperature Engineering. The proceedings of this meeting provide an overview of high-temperature research currently under way, including studies on the behaviour of irradiated graphite and improvements in material properties under high-temperature irradiation. These proceedings also contain recommendations for further international work in the areas of high-temperature engineering.

New technological and research applications give rise to new issues in radiation shielding. These workshop proceedings review the state of the art in radiation shielding of accelerator facilities and irradiated targets. The NEA Radioactive Waste Management Committee (RWMC) has recognised the value of exchanging and comparing information about national regulatory practices and having an informal, international network for discussing issues of common concern. The RWMC Regulators’ Forum provides considerable opportunity for such activities. This report presents the initial results of the Forum’s work. Information is given for 15 NEA member countries in a format that allows easy accessibility to specific aspects and comparison between different countries. It includes an array of facts about national policies for radioactive waste management, institutional frameworks, legislative and regulatory frameworks, available guidance, classification and sources of waste and the status of waste management. It also provides an overview of current issues being addressed and related R&D programmes.

    Abstract: When preparing the safety case for a deep geological repository of radioactive waste, the integration of wide-ranging information from multidisciplinary sources is a complex task. This has provided the motivation for establishing AMIGO, an OECD/NEA international project on “Approaches and Methods for Integrating Geological Information in the Safety Case”. AMIGO is structured as a series of biannual topical workshops involving site characterisation and safety assessment practitioners with experience in both sedimentary and crystalline rock settings. The first AMIGO workshop was organised in Yverdon-les-Bains, Switzerland on 3-5 June 2003. The main objective of the workshop was to exchange views on building confidence in analyses and arguments that support the safety case using multiple lines of evidence and integrating the work of geoscientists and safety assessors. These proceedings present the outcomes of this workshop.
