    Abstract: Human Capital, Trade and Public Policy in Rapidly Growing Economies argues that only two centuries ago, no society had ever enjoyed sustained growth in living standards. The contributors to this book aim to discover why the world today exhibits a predilection for perpetual self-improvement. In particular, the book focuses on the forces underlying long-lasting growth in East Asia's Newly Industrialized Countries (NICs). Drawing from the experiences of Hong Kong, South Korea, Singapore and Taiwan, it questions whether public policy can contribute to removing barriers towards accumulation of wealth, and if so, what development policy should be put in place to remedy the existing distortions or market failure problems. Theoretical and empirical analyses are also used to broach other important issues, such as: * Why do some economies experience growth while others decline? * What are the major determinants of long-term growth and development? * Is human capital the main driving force? * Does international trade play a crucial role?     Abstract: Taiwan, once one of the world's leading manufacturing economies, is now transforming into a service economy, with an emphasis on knowledge-based services. This metamorphosis has not been easy. As well as major changes in the industrial sector, human resource and policy development have been required, the experiences and implications of which are addressed in this book. Although Taiwan is only in the initial stage of transition from a material- or capital-based economy to a knowledge-based economy, the process has already provided valuable lessons to be learnt.     Abstract: What role will the current evolution of banking systems play in the newly adopted EU countries during the historic challenges following enlargement? This book, a blend of economics and political economy, offers a systematic analysis of the current trends in financial intermediation in the countries of the newly enlarged Europe, with particular focus on those policies taken by foreign banks on the one hand, and by regulatory and supervisory authorities on the other. The authors argue that their research has led to one conclusion; in order to enter the EU, the accession countries needed to increase the efficiency of their economic systems rapidly through liberalization and privatization. The book assesses whether the presence of foreign banks will contribute to long term economic growth and financial stability, and how the architecture of banking regulations and supervision should be designed. As a multidisciplinary work, though principally economics, the book will appeal to scholars and academics of politics and law.     Abstract: Financial reform has been a major concern for China's transitional economy - especially in the realms of banking and insurance - since accession to the WTO in 2001. This book scrutinizes the development and limitations of these industries during the process of institutional transformation, and demonstrates that they are now facing severe challenges as well as opportunities. The relationships between the market structure, behavior and performance of China's banking and insurance industries are analysed. The strengths, weaknesses, opportunities and threat (SWOT) approach is utilized in investigating the impact of WTO accession on Chinese banking and insurance, and strategies for the prevention of future financial crises are prescribed. Exploring the juxtaposition of institutional transformation in China and the financial risk inherent in the old system, the book concludes that with WTO accession and the opening up of financial services to foreign companies, competitiveness will become fiercer, resulting in increased uncertainty, intensifying the level of risk even further. Banking and Insurance in the New China will prove invaluable to multinational enterprise managers, brokers, dealers and investors, business economists, students and academics with a specific interest in the Chinese economy

    Abstract: Foreign investment has surged across emerging markets. This unique comparative study presents the first systematic evidence on the entry mode, business environment and their interrelationships in emerging markets. It integrates strategic management and economic policy analysis, and provides new insights for both business managers and government policymakers. The book investigates foreign direct investment (FDI) strategies in four important emerging economies: Egypt, India, South Africa and Vietnam. These countries liberalized their economies in the 1990s with the intention of attracting greater FDI inflows. This book assesses whether they have been successful in achieving this goal. The authors adopt a comparative perspective, and use a large enterprise survey plus three individual case studies in each country. They investigate the strategies of foreign direct investors, focusing on the relationship between the investment climate, the mode of entry (acquisition, greenfield or joint venture), company performance, and spillovers to the host economy. The book outlines how the interactions between international businesses and the local policy environment influence the entry strategies of firms.     Abstract: The Open Economy and the Environment asks what globalization means for environmental quality and the use of natural resources in developing economies. The authors develop theoretical models that trace the effects of trade and trade liberalization on sectoral resource allocation, factor returns, income and welfare, as well as incentives to clear forest and degrade agricultural land. The models reflect important developing economy features including spatial distinctions between uplands and lowlands, open-access forest resources and the special features of domestic food markets. The authors also analyze representative economy submodels, explore empirical cases based on applied general equilibrium models of Asian economies, and examine welfare and environmental implications of migration, trade liberalization and development policy

    Abstract: This important book analyses evolutionary approaches to economic policy. Its main purpose is to explore the policy implications of evolutionary economics, in particular of approaches inspired on the one hand by Schumpeter and revived by Nelson and Winter which deal with industrial evolution under constant institutions and, on the other hand, of approaches inspired by Hayek and North, which analyse the ways in which institutions themselves evolve. Hitherto evolutionary economists have paid little attention to policy issues, and the relatively few policy implications that they have produced are divergent. Whereas the Neo-Schumpeterian approach has often been used to support political interventions, the Hayekian viewpoint holds that economic policy detracts from economic performance. More systematic evolutionary analysis of economic policy is required if these one-sided findings are to be transcended. Furthermore, such analysis can be expected to develop a coherent theory of economic policy which will plug the gaps and rectify the errors (such as approval of socialist planning and Japanese industrial policies) of both neoclassical and alternative approaches to policy. Evolutionary economists and policy analysts will find this book of great interest, as will economists and students of economics who are interested in enlarging their views with excursions outside the standard curriculum

    Abstract: Economics of International Business sets out a new agenda for international business research. Mark Casson asserts that it is time to move the subject on from sterile debates about transaction cost economies and resource-based theories of the firm. Instead of focusing on the individual firm, the new agenda focuses on the global systems view of international business. A static view of the firm's environment is replaced by a dynamic view which highlights the volatility of the international business environment. Coping with volatility requires entrepreneurial skills, flexibility and the need to synthesize information on a global basis. To co-ordinate the global system properly, entrepreneurs must co-operate through social networks of trust, as well as competing. Constructing a network of joint ventures, it is argued, is simply not enough

    Abstract: The contributors to this book, from the US and Japan, explore the main issues involved in the international trade, foreign direct investment, and macro/financial relations of the United States and Japan and provide guidance to policymakers for measures to help overcome Japan's economic stagnation since the early 1990s. The book is divided into three parts. Part I contains an empirical analysis of trade diversion under the North American Free Trade Agreement (NAFTA), a theoretical analysis of time in determining the structure and effects of trade with an application to Japan, and an empirical analysis of Japan's changing import behavior. Part II is focused on foreign direct investment (FDI), trade, and the behavior and structure of Japanese firms. Part III deals with macro/financial issues of current interest and importance in Japan. The analytical focus of the chapters is intended to enhance the understanding of the issues addressed and to provide some guidance to policymakers in the design of measures that will improve economic efficiency and welfare and help to overcome the economic stagnation that Japan has experienced in the past decade or more.     Abstract: Knowledge, Technological Catch-up and Economic Growth investigates the relationship between knowledge diffusion and economic growth. Using a broad definition of knowledge - encompassing technology, production skills, know-how and firm capabilities - the central argument of the book is that the extent of knowledge diffusion is an important determinant of economic growth. Mark Rogers uses both neoclassical and endogenous growth models to construct testable hypotheses in order to gauge whether countries that are good at acquiring and diffusing new knowledge actually do achieve faster economic growth. His empirical analysis uses new data on communications, international business links, and study abroad in order to proxy absorptive capability and to test these hypotheses. Arguing that existing research on the role of knowledge is underdeveloped, the book aims to convince mainstream economists who perceive knowledge as conceptually vague and too difficult to measure, that the role of knowledge can in fact be analysed and quantified. Making new contributions to the understanding of economic growth, this book will appeal to students, researchers, economists and policy makers with a particular interest in economic performance and the growth process, and knowledge management and technology

    Abstract: In this book, leading experts in the field examine the effects of the recent growth in concentration in the European food retailing sector. In particular, the book develops a number of buyer power propositions and builds on the previous work of several of the authors, to consider how the growth of large supermarket chains affects competition in food retailing. The authors outline the theoretical and policy analysis underpinning the work and assess evidence on the size and growth of supermarket chains across the EU. Whilst not entirely critical, they suggest that there is strong evidence in some countries that supermarkets use their buying power to impose unfair terms and conditions on suppliers, particularly affecting small suppliers. The authors use case studies, to provide an in-depth analysis of four European countries, namely France, Germany, Spain and the UK. The book ends with a discussion of policy issues against a backdrop of likely future trends in concentration in this area. Christopher Dent makes a comparative study of their foreign economic policies, highlighting how the NIE-3 have engaged with the international economic system in an increasingly dynamic way. The book develops a new macro-framework of foreign economic policy analysis that provides the structure for this study. The author argues that the 'development context' of the NIE-3's foreign economic policies is grounded in their common development statism and semi-peripheralisation. He further contends that it is the pursuit of economic security that primarily motivates their respective foreign economic policies.     Abstract: Globalizing Europe examines the involvement of the European Union in the deepening integration that results as trade and transnational production link markets and economic systems across the world. EU-level decision-making may become more introspective, rather than global, in outlook.     Abstract: The future of European Monetary Union (EMU) stands as one of the most important economic issues of the era. The author argues that in the event of macroeconomic shocks, rather than acting as a cohesive force, EMU could give rise to disunity. As EMU is not an optimal currency area, asymmetric shocks affecting each country differently could be critical to its future. The success of EMU depends upon the ability of institutions in the EU to satisfy the monetary and fiscal policy demands of sufficient numbers of national constituents, interest groups, and multinational corporations.     Abstract: This book examines the significance of technological, organisational and institutional change as crucial factors in the analysis of the turnover time of capital. It also studies the related set of theoretical questions that concern the relationship between power, knowledge and time, in the context of capital accumulation and distribution.     Abstract: The main theme of this study is the political economy of policy reform in less developed countries and post-socialist countries. Given the complexity of economic development and transition, Joachim Ahrens views failures in policy reform, poor public sector management, rent-seeking, corruption, and over-centralization as systematic, though not exclusive, instances of institutional failure. This interdisciplinary study looks for ways of constructing effective market-enhancing governance structures that provide appropriate incentive systems to cope with such failures. No blueprint is offered, but the book provides a conceptual governance framework that can be applied in a comparative way to analyze economic, political, and social obstacles to policy and institutional reform. The concept is not only used to analyze the politico-institutional foundation of policy reform in East Asia and Eastern Europe, but it also allows to elaborate country specific strategies to craft institutional safeguards that help overcome impediments to development and transition.     Abstract: Although the history of the Common Agricultural Policy (CAP) is dominated by a process of centralisation, growing pressures to integrate agri-environmental problems into the CAP have revealed the need to embrace decentralised approaches in an efficient federal structure. Indeed, in recent years it has become increasingly evident that the agricultural sector must undergo fundamental changes in order to enter an era of sustainable development. The authors do not believe that this will be an easy process, not only because agricultural policies in Europe are dominated by specific interest groups, but primarily because integrating environmental aspects into the CAP requires difficult institutional change at different levels. Centralised decision making at the EU level has characterised recent agricultural policy and the authors argue that centralised and hierarchical governance structures may fail to produce adequate solutions if they are not linked to regional and more diverse institutional arrangements. They demonstrate how these new institutional arrangements should be designed and how this change can be organised. In particular, they highlight the need for cooperation, and the participation of farmers, as a strategy to cope with agri-environmental issues and resource management problems. Addressing the value of co-operative strategies to achieve sustainable development and cope with agri-environmental problems, this book will be of great interest to agricultural economists and those with an interest in ecological reforms of agricultural policies. It will also be particularly relevant to policymakers within EU nations, as well as policymakers within the countries of Eastern and Central Europe who will be amongst the first to be admitted to the EU in the next wave of expansion

    Abstract: This significant book investigates the political economy of environmental policy in Europe with a careful analysis of how EU directives are realised in the member states. The authors explore this issue through a comparative evaluation of the implementation of three pieces of EU environmental legislation in France, Germany, the Netherlands and the UK. Areas covered by the legislation include air emission standards for waste incinerators, the electricity supply industry, and the certification of environmental management systems. The results vary across cases even though overcompliance is observed in certain cases. The regularity arising from the different case studies is related to the determinants of the environmental outcomes that are observed. When environmental directives are implemented they are likely to interact with parallel policy processes and these interactions can exert a strong positive or negative influence on the success of the policy in question. The central policy problem is the fact that these interactions are very difficult to anticipate at the policy formulation stage. It leads the authors to propose that effective environmental policy should therefore be adaptable in order to cope with these unanticipated effects. This book covers a very important and topical issue by studying the genuine impact of environmental directives and increasing the readers' understanding of the way in which environmental federalism works in Europe. It will be welcomed by scholars of environmental law and political science, environmental economists, and environmental policymakers, advisors and consultants

    Abstract: This book studies the impact of Egypt's Economic Reform and Structural Adjustment Programme (ERSAP), the effects of which have been of great interest to the international community.     Abstract: The prime focus of the book is on Malaysia's radical policy decision to pursue an independent recovery path, cut off from world markets by a system of capital control, as a viable alternative to the conventional market centred approach. The analysis suggests that, against the initial dire predictions of many economists, the capital controls have actually played a crucial supportive role in crisis management. Whether the controls have played a special role in delivering a superior recovery outcome in Malaysia compared to IMF-program countries remains a point of contention. However, there is strong evidence to suggest that this pragmatic policy choice was instrumental in achieving recovery, while minimising potential economic disruption and related social costs

    Abstract: What makes the US different from other advanced economies is the opportunity for newcomers acting as entrepreneurs to start new companies, a few of which will then change the world. This book develops three points. First, the New Economy is real: part micro, part macro, and all digital. Second, its emergence around networked PCs propelled the US resurgence in the world economy during the 1990s. Third, rather than subsiding, the current US lead in information technology (IT) could well increase over the next decade. The reason lies in the clustered linking of venture capital and entrepreneurs in a system that can be stylized as 'the invention of the method of innovation'. The central theme of the book is the vital role played by newcomers, acting as entrepreneurs, to overthrow the old order and blast through the deep tendencies toward stagnation that afflict advanced, affluent economies. Related strands are (1) an update and reappraisal of Joseph Schumpeter's vision of capitalist development, (2) a regional focus on the rebirth of US computing, and (3) a detailed inquiry into the geography of innovation in strategic clusters of venture capital firms and IT knowledge workers. The author provides a sharply etched portrayal of the geography of the new economy. He lists specific case studies of the failure of established managerial corporations to capitalize on inventions, a failure remedied by newcomers. The book recounts traditional and new theories of the entrepreneur and of creative destruction. Primers on venture capital, IPOs, and internet business models are included, as are comparisons of theory and data on the emergence of new 'strategic cities'. Lastly, it offers a brief, readable, detailed, and company-specific history of the PC revolution and the coming of the internet. Economists, geographers, and regional scientists, students and readers interested in the digital economy, the internet, the history of economic thought, and the New Economy and investors will all find this book revealing and enlightening

    Abstract: With air transport becoming an increasingly vital part of the economy, the regulatory reform of this market has been a major development in European political economy. This book focuses on two market failures within the airline industry - market power and environmental externalities - and analyses how they have been affected by deregulation. The author employs economic models complemented by extensive empirical research, to demonstrate how the introduction of competition, brought about by liberalization, has resulted in considerable consumer benefits. The author argues that these benefits, such as increased choice through the expansion of operations, must be off set against increased environmental costs including greater noise pollution and emissions, not to mention the reduction of profits that often accompany market liberalization. In the process the book tackles a number of important issues including the background and history of airline regulation in the EU, the basic policy trade-off between monopoly power and external costs, monetary valuation of externalities, and the relationship between airline scheduling and external costs. Perhaps surprisingly, the author concludes that even in the presence of environmental costs, the introduction of competition in airline markets has resulted in net welfare improvements. Policymakers, as well as practitioners and researchers of environmental and transport economics, should draw great value from this original and pertinent volume

    Abstract: This topical book interprets firms, governments and economic change from an entrepreneurial perspective. Essentially, it applies the Austrian theory of human agency and evolutionary theories of the firm to explain economic organisation, the state and institutional change. Tony Yu begins by discussing the nature of entrepreneurship and the firm followed by an analysis of the role of entrepreneurship in economic change. He thoroughly analyses the process of economic development in late industrialisers, within an entrepreneurial framework outlined within the book. The author argues that ordinary and extraordinary discovery are associated with routine or imitative entrepreneurship and Schumpetarian entrepreneurship respectively.     Abstract: This volume explores Malaysian business in the era that began with the Asian financial crisis of 1997-1999. The contributions, by a broad range of international experts, are informed by a wish to identify what Malaysia needs to do to sustain economic growth, remain internationally competitive and further social stability in the post-crisis period. Malaysia's unconventional response to the crisis suggests that its business community has developed a new level of confidence in its ability to adopt and sustain innovative policies even when these strategies challenge the international financial community. This response is perceived as evidence that Malaysian business has indeed entered a new era characterised by a high level of confidence in the nation's capacity to weather the external periodic shocks that are a feature of the current wave of globalisation. The book argues that there are grounds for optimism in this regard while recognising that the true test will occur when Malaysia is compelled to confront a major decline in its international export markets brought on by a truly major crisis such as an OECD-wide recession.     Abstract: This timely book examines the effects of financial liberalization in the more advanced economies of Southeast Asia. The book also analyses the degree to which emerging and transitional economies in East and South Asia can benefit from this example. The weakness of the banking sector is examined in order to explain the reasons behind the currency crisis and to prescribe policies to avoid a similar episode in the future. Further, the book documents the individual steps taken to liberalize the economies over a period of about 20-30 years in each country. The analyses reveal that liberalization led to high growth in economies undertaking such reforms while unwillingness to take such reforms appear to have led to poor growth and hence low social development. This finding contradicts the common belief that liberalization led to the financial crisis and then to growth collapse. An efficient and liberalized financial sector is an essential precondition for promoting and accelerating economic growth and welfare. Arguments supporting this policy are based on the experience of Southeast Asian economies, particularly the pioneers such as Malaysia, Singapore, Indonesia and Thailand. This has led some less developed countries in East and South Asia to initiate the process of financial sector reforms and to realize the potential benefits of such reforms. The authors analyse the reform process and the lessons to be drawn from the experiences of these economies in their quest for sustained development in East and South Asia

    Abstract: This book explores whether foreign direct investment (FDI) can contribute to the competitiveness of industries in Central Europe and to narrowing the gap between these transition economies and countries within the European Union. The Czech Republic, Hungary, Slovakia and Slovenia have attracted substantial FDI since the beginning of their transition to a market economy. Using exhaustive empirical data, the authors demonstrate that foreign investment enterprises in Central Europe have higher allocative efficiency, promote macro- and microeconomic restructuring and foster the restructuring of the manufacturing sector in accordance with the host countries' comparative advantages. The case of Austria is used to demonstrate the possible benefits of FDI. On the other hand, high foreign penetration leads to the concentration of production and exports and makes the economy more vulnerable to external shocks. In addition, there may be unwelcome pressures on economic policy in order to maintain the country's position as a frequented investment target. However, the analysis in this book suggests that, on the whole, economies in transition can become more competitive more rapidly and more profoundly with the help of foreign direct investment.     Abstract: Entrepreneurs and managers are increasingly aware that the environment can be both a threat and an opportunity to their current economic activities.     Abstract: This book examines the monetary integration of the group of countries which constitute the Economic and Monetary Union (EMU), signalling the emergence of a truly European economy.     Abstract: In recent decades the world economy has been characterized by deepening and widening integration. Throughout this time, there have been concerns that this process may foster the geographical concentration of industries, a view substantiated by contributions to the new economic geography. In this book, Barbara Dluhosch opposes this position and presents an entirely different view of the consequences of globalization. Barbara Dluhosch carefully identifies and analyses the main pillars of the new economic geography. She then presents an essentially new approach focusing on the decline of communication costs, and introduces cost competition and technological choice, which have largely been neglected. In doing so, she arrives at fundamentally different conclusions and provides new insights into the consequences of regional integration and the process of globalization. Finally, the policy implications of this are critically evaluated by drawing on experiences of European economic integration

    Abstract: This path-breaking book shows how green accounting can be compatible with ecological economics and how it can contribute to the implementation of sustainability. It explores the history and methodology of green accounting and describes the state-of-the-art construction of green accounts in individual countries. The authors first provide an overview of the history of national accounting and its place in the debate concerning sustainability. In particular they address the social role that accounts play, the relationship of national accounts to economic traditions, and the relationship between green national accounts and ecological economics. They go on to describe issues related to the history of green accounts and the methodologies adopted, and discuss the Dutch experience with the NAMEA system, the use of input-output analysis in national accounting and the conceptual issues raised by green accounting. Finally, the authors show how green accounts are being constructed and used in various countries, by both national governments and corporate businesses. The book features new case studies of green national accounting in Europe, Africa and Canada, the UK experience in establishing green accounts and the process of greening business accounts.
