    Abstract: As modern nuclear power programmes mature and large, commercial nuclear power plants and fuel cycle facilities approach the end of their useful life by reason of age, economics or change of policy on the use of nuclear power, new challenges associated with decommissioning and dismantling come to the fore. Politicians and the public may expect there to be a “right answer” to the choice of strategy for a particular type of facility, or even all facilities. Both this seminar and wider experience show that this is not the case. Local factors and national political positions have a significant input and often result in widely differing strategy approaches to broadly similar decommissioning projects. All facility owners represented at the seminar were able to demonstrate a rational process for strategy selection and compelling arguments for the choices made. In addition to the papers that were presented, these proceedings include a summary of the discussions that took place.

    Abstract: Since 1998, the OECD Nuclear Energy Agency has been organising a series of workshops to address the various aspects of stakeholder involvement in radiological protection decision making. These workshops have been instrumental in forging consensus and improving understanding of key issues in this area. Building on the experience of the first two "Villigen workshops", the third in the series extensively analysed three case studies, which covered the licensing of a new facility, the clean-up and release of an old facility, and the rehabilitation of a large, contaminated area. Consideration was given to the stakeholder involvement processes that had been used, and the implications that that these did or could have on radiological protection policy, regulation and application. The workshop papers analysing these processes and implications are presented in these proceedings, which should provide valuable examples and lessons for governments, regulators and practitioners.

    Abstract: When preparing the safety case for a deep geological repository of radioactive waste, the integration of wide-ranging information from multidisciplinary sources is a complex task. This has provided the motivation for establishing AMIGO, an OECD/NEA international project on “Approaches and Methods for Integrating Geological Information in the Safety Case”. AMIGO is structured as a series of biannual topical workshops involving site characterisation and safety assessment practitioners with experience in both sedimentary and crystalline rock settings. The first AMIGO workshop was organised in Yverdon-les-Bains, Switzerland on 3-5 June 2003. The main objective of the workshop was to exchange views on building confidence in analyses and arguments that support the safety case using multiple lines of evidence and integrating the work of geoscientists and safety assessors. These proceedings present the outcomes of this workshop.

    Abstract: Hydrogen has the potential to play an important role as a sustainable and environmentally acceptable source of energy in the 21st century. Present methods for producing hydrogen are mainly based on the reforming of fossil fuels with subsequent release of greenhouse gases. To avoid producing greenhouse gases, the possibility to use heat and surplus electricity from nuclear power plants to produce hydrogen by water cracking is being investigated. This report presents the state of the art in the nuclear production of hydrogen and describes the scientific and technical challenges associated with it.

    Abstract: Particle accelerators are used today for an increasing range of scientific and technological applications. They are very powerful tools for investigating the origin and structure of matter, and for improving understanding of the interaction of radiation with materials, including the transmutation of nuclides and the beneficial or harmful effects of radiation.     Abstract: Regulators are major stakeholders in the decision-making process for radioactive waste management. The NEA Radioactive Waste Management Committee (RWMC) has recognised the value of exchanging and comparing information about national regulatory practices and having an informal, international network for discussing issues of common concern. The RWMC Regulators’ Forum provides considerable opportunity for such activities. This report presents the initial results of the Forum’s work. It includes an array of facts about national policies for radioactive waste management, institutional frameworks, legislative and regulatory frameworks, available guidance, classification and sources of waste and the status of waste management.     Abstract: OECD countries are attaching rising importance to lifelong learning and active employment policies as tools of economic growth and social equity. Effective information and guidance systems are essential to support the implementation of these policies, and all citizens need to develop the skills to self-manage their careers. Yet there are large gaps between these policy goals and the capacity of national career guidance systems. Based upon a review conducted in 14 OECD countries, this publication explores how these gaps might be narrowed. It advocates improved national co-ordination arrangements and greater attention to research and data collection to inform policy makers. It also promotes the development of improved and more specialised training programmes for practitioners and the creation of more specialised career guidance organisations for the delivery of services.

Effektive Informations- und Beratungssysteme sind wesentliche Grundlagen für die Umsetzung dieser Maßnahmen, und alle Bürger müssen sich die notwendigen Kompetenzen aneignen, um ihre eigene berufliche Laufbahn steuern zu können. Zwischen diesen Politikzielen und den Kapazitäten der nationalen Bildungs- und Berufsberatungssysteme besteht aber noch eine große Kluft. So ist der Zugang zu Bildungs- und Berufsberatungsdiensten, vor allem für Erwachsene, begrenzt. Statt ihren Kunden die Fähigkeit zu vermitteln, ihre berufliche Entwicklung selbst in die Hand zu nehmen, konzentrieren sich die Beratungsstellen zu oft auf gerade anstehende Fragen und Entscheidungen. Ferner sind die Ausbildungs- und Qualifikationssysteme für die Anbieter der Beratungsdienste häufig unzureichend und unangemessen. Die Koordinierung zwischen den wichtigsten Ministerien und den übrigen Beteiligten lässt viel zu wünschen übrig. Die politischen Entscheidungsträger verfügen nicht über hinreichende Daten- und Erfahrungsgrundlagen, um die Bildungs- und Berufsberatungsdienste sachgerecht steuern zu können, wobei es an Daten sowohl zu Kosten und Nutzen als auch zu Kundenmerkmalen und Ergebnissen mangelt. Und was das konkrete Angebot an Beratungsdiensten betrifft, so wird zu wenig Gebrauch gemacht von Informations- und Kommunikationstechnologien (IKT) und anderen kosteneffektiven Mitteln, um flexibler auf die Kundenbedürfnisse eingehen zu können. Ausgehend von einer in 14 OECD-Ländern durchgeführten Prüfung wird in dieser Veröffentlichung untersucht, wie die Kluft zwischen Bildungs- und Berufsberatungsdiensten einerseits und öffentlicher Politik andererseits verringert werden könnte. Es wird dafür plädiert, die Koordinierung auf nationaler Ebene zu verbessern und sich verstärkt um Forschung und Datenerfassung zu bemühen, um die politischen Entscheidungsträger mit hinreichenden Informationen versorgen zu können. In dem Bericht werden ferner bessere, fachspezifischere Ausbildungsprogramme für die Praktiker der Bildungs- und Berufsberatung sowie die Einrichtung stärker spezialisierter Einrichtungen für Bildungs- und Berufsberatungsdienste empfohlen.

L’une des solutions aux problèmes auxquels le secteur est confronté est donc la collaboration internationale. Cette publication présente les résultats d’une enquête internationale sur les initiatives lancées ces dernières années en matière d’éducation et de formation dans le domaine de l’énergie nucléaire. Elle aborde les questions clés qui se posent en matière de ressources humaines et identifie de nombreuses bonnes pratiques en terme de coopération internationale. Le rapport comporte un exposé de synthèse dont les conclusions et les recommandations sont destinées aux décideurs et aux autres parties prenantes. Il contient également une analyse approfondie des informations factuelles recueillies dans le cadre de l’étude.

    Abstract: Les pays de l’OCDE attachent une importance grandissante aux politiques de formation tout au long de la vie et aux politiques actives de l’emploi, en tant qu’instruments de la croissance économique et de l’équité sociale. Des systèmes efficaces d’information et d’orientation sont essentiels pour étayer la mise en œuvre de ces politiques, et tous les citoyens doivent acquérir les compétences nécessaires pour gérer eux-mêmes leur évolution professionnelle. Un grand décalage existe cependant entre les objectifs des décideurs publics et les capacités des systèmes nationaux d’orientation. Basée sur un examen conduit dans 14 pays de l’OCDE, cette publication étudie les moyens qui pourraient éventuellement permettre de remédier au décalage entre les services d’orientation professionnelle et l’action gouvernementale.

Comment améliorer la qualité de l’information sur les métiers et les professions ? Comment s’assurer que les qualifications du personnel correspondent aux objectifs de l’action gouvernementale ? Enfin, comment améliorer le pilotage stratégique dans ce domaine ?

    Abstract: DIE ROLLE VON HUMAN- UND SOZIALKAPITAL In unserer heutigen, sich rasch wandelnden Welt dürfte der Erfolg von Nationen, Individuen, gesellschaftlichen Gruppen und Gemeinwesen wohl mehr denn je von deren Fähigkeit abhängen, sich dem Wandel anzupassen, Wissen zu erwerben und auszutauschen. Der vorliegende Bericht trägt zur Klärung der Konzepte Human- und Sozialkapital bei und evaluiert deren Einfluss auf Wirtschaftswachstum und Wohlergehen. Der Begriff des Sozialkapitals, der erst seit kurzem in der Wirtschafts- und Sozialwissenschaft existiert, ist bislang noch relativ wenig belegt. Der Bericht stützt sich daher auf eine Reihe empirischer Untersuchungen, die auf potentiell signifikante Beziehungen zwischen Human- und Sozialkapital hindeuten. Den verfügbaren Erkenntnissen zufolge können Human- und Sozialkapital einen entscheidenden Beitrag zu einer ganzen Reihe positiver Ergebnisse leisten, die von höheren Einkommen über stärkeren sozialen Zusammenhalt bis hin zu größerer Lebenszufriedenheit reichen. Auch wenn es keine Belege für systematische „Unterinvestitionen" weder in Human- oder Sozialkapital gibt, werden doch gewisse Bedenken hinsichtlich Verteilung und Qualität beider Kapitalformen geäußert und die Frage untersucht, wie sich diese Aspekte auf das Wohlergehen künftiger Generationen auswirken könnten. Kurzfristig verfügt die staatliche Politik nur über begrenzten Spielraum zur Beeinflussung von Qualität, Niveau und Verteilung des Human- und Sozialkapitals. Langfristig gibt es aber eine Reihe von Bereichen, in denen staatliche, private und ehrenamtliche Akteure zur Verbesserung des Human- und Sozialkapitals beitragen können.

    Abstract: Pour faire face au vieillissement rapide de la population, il est nécessaire de promouvoir de meilleures opportunités d'emploi pour les travailleurs âgés. On a déjà beaucoup fait état du besoin de réformer les régimes de pension de retraite et de préretraite. Pourtant, cela ne sera sans doute pas suffisant en soi pour relever significativement les taux d'emploi des plus âgés ni pour réduire le risque futur de pénurie de travailleurs. Les autorités publiques et les entreprises doivent sans tarder prendre des mesures pour adapter la fixation des salaires à une main-d'œuvre plus âgée, pour s'attaquer aux discriminations du fait de l'âge et pour améliorer les qualifications et les conditions de travail des travailleurs âgés. En outre, les travailleurs âgés devront changer d’attitude quant à la poursuite de leur activité et à l'acquisition de nouvelles compétences. On sait relativement peu de choses sur ce que les différents pays de l'OCDE sont en train de faire ou devraient faire dans ces domaines. Afin d'y remédier, l'OCDE a lancé une série de rapports dans une vingtaine de pays. Le rapport sur le Luxembourg est le cinquième de cette série, après ceux consacrés à la Suède, à la Belgique, à la Suisse et à l'Espagne. Chaque rapport national fait le tour des principales barrières qui restreignent l'emploi des travailleurs âgés et évalue la pertinence et l'efficacité des mesures existantes pour contrer ces barrières. Enfin, chaque ouvrage présente une série de recommandations sur les politiques que les autorités publiques et les partenaires sociaux devraient mener. Ce rapport, basé sur les actes d'un séminaire, est publié uniquement en français. Cependant, on trouvera dans ce volume la version anglaise du résumé et des principales recommandations.

    Abstract: En los países miembros de la OCDE resulta sorprendente el espectro, número y crecimiento de los programas de apoyo para la iniciativa empresarial y la microempresa. Buena parte del interés de política por fomentar la iniciativa empresarial se refleja en la convicción de que la creación de nuevas empresas contribuirá a facilitar el logro de importantes objetivos económicos y sociales. El aumento en el ritmo de creación de empresas es hoy una inquietud casi universal para las autoridades locales, al igual que para los gobiernos centrales que desean combatir la marginación económica local. Sin embargo, a pesar del amplio interés de política, pocos estudios han analizado sistemáticamente la relación entre la creación de nuevas empresas y el desarrollo económico local. Esta publicación analiza las principales rutas a través de las cuales la creación de empresas y su desarrollo puede tener un impacto sobre las economías locales. Así, se analiza la evidencia empírica acerca de la relación entre la iniciativa empresarial y las economías locales. Asimismo, se demuestra que aunque la creación de empresas puede resultar un componente crucial para el desarrollo económico local, el fomento de la iniciativa empresarial no constituye una panacea para el desarrollo. Por ello, se discuten a profundidad una serie de limitaciones potenciales de las estrategias orientadas hacia la iniciativa empresarial y cómo estas limitaciones pueden contrarrestarse. Este libro presenta detalladas recomendaciones de política tanto en el ámbito gubernamental local como nacional. Las recomendaciones se relacionan con tres ámbitos temáticos: estrategia, financiamiento y diseño de programas. Se espera que estos lineamientos sean de utilidad para los gobiernos centrales y locales en el diseño y la puesta en marcha de programas y estrategias eficaces en términos de costos. En este sentido, la presente publicación describe los tipos de investigación que deben llevarse a cabo para lograr un mejor entendimiento de los temas clave de política.

    Abstract: This report opens with an overview of bilateral agreements and other forms of labour recruitment of foreigners in several OECD countries (Czech Republic, France, Germany, Ireland, Italy, Poland, Switzerland, United Kingdom and United States) as well as in the Philippines and Romania.  It then has a series of chapters describing the management and implementation of these practices and analysing the impact of these agreements on labour markets, economic development and migration policies of both sending and receiving countries.  It also examines the prospects for this type of migration. The Annex lists the principal agreements signed by OECD countries, by type of recruitment scheme (e.g. seasonal, contract workers, trainees and guest workers).

Un changement d'attitude s'impose aussi de la part des travailleurs âgés quant au travail à un âge plus tardif et à l'acquisition de nouvelles compétences. On sait relativement peu de choses sur ce que les différents pays de l'OCDE sont en train de faire ou devraient faire dans ces domaines. Afin d'y remédier, l'OCDE a lancé une série de rapports dans une vingtaine de pays. Le rapport sur la Suisse est le troisième de cette série. Chaque rapport national fait le tour des principales barrières qui existent concernant l'emploi des travailleurs âgés, évalue la pertinence et l'efficacité des mesures existantes pour contrer ces barrières et présente une série de recommandations sur les politiques que les autorités publiques et les partenaires sociaux devraient mener.

    Abstract: Virtually all national and international radiation protection regulations and standards are based on the recommendations published by the International Commission on Radiological Protection (ICRP). New recommendations, to replace those issued in 1990, are in the process of being developed for issuance in 2005, and it is in the interest of all NEA Member countries to ensure that these recommendations meet the needs of national regulatory organisations and practitioners. Since revisions began at the ICRP in 1999, the NEA Committee on Radiation Protection and Public Health (CRPPH) has been leading discussions regarding what, in the old recommendations, could be improved or changed to make any new recommendations more functional. Based on a preliminary two-year study to identify those areas that should be improved, this report suggests specific improvements that would render the new system easier to understand and apply, and that should be considered for inclusion in the new ICRP recommendations.

    Abstract: Approaches to radiological protection have been evolving, particularly over the past several years. This has been driven by the emergence of modern concepts of and approaches to risk governance, and by calls from within the radiological protection community for the simplification and clarification of the existing system of protection, as based on the Recommendations of the International Commission on Radiological Protection (ICRP). The NEA Committee on Radiation Protection and Public Health (CRPPH) has been very active in developing its own suggestions as to how the system of radiological protection should evolve to better meet the needs of policy makers, regulators and practitioners. One of those suggestions is that a generic concept of “regulatory authorisation” of certain levels and types of exposure to radiation should replace the current and somewhat complicated concepts of exclusion, exemption and clearance. It has also been suggested that by characterising emerging sources and exposures in a screening process leading into the authorisation process, regulatory authorities could develop a better feeling for the type and scale of stakeholder involvement that would be necessary to reach a widely accepted approach to radiological protection. In order to verify that these suggestions would make the system of radiological protection more understandable, easy to apply, and acceptable, independent consultants have “road tested” the CRPPH concepts of authorisation and characterisation. Their findings, which show that applying these concepts would represent significant improvement, are reproduced herein. Specific approaches for the application of the new CRPPH ideas are also illustrated in this report.

In this regard, the nuclear safety regulatory body is responsible for independently assuring that decommissioning activities are conducted safely, that radioactive materials and spent nuclear fuel are disposed of properly and that the site is in an acceptable end state. The purpose of this report is to describe the broad range of safety, environmental, organisational, human factors and public policy issues that may arise during the decommissioning of nuclear reactors and that the regulatory body should be prepared to deal with in the framework of its national regulatory system. The intended audience is primarily nuclear regulators, although the information and ideas may also be of interest to government authorities, environmental regulators, nuclear operating organisations, technical expert organisations and the general public.

De nouvelles recommandations, qui remplaceraient celles éditées en 1990, sont actuellement développées avec une date de parution prévue en 2005, et il est de l’intérêt de tous les pays membres de l’AEN de faire en sorte que ces recommandations prennent en compte les besoins des autorités réglementaires nationales et des praticiens. Depuis le début des travaux de révision, lancés en 1999 par la CIPR, le Comité de protection radiologique et de santé publique (CRPPH) de l’AEN organise des débats destinés à mettre en lumière les améliorations et changements qui pourraient être apportés aux anciennes recommandations afin que les nouvelles soient plus fonctionnelles. Ce rapport, qui s’appuie sur une étude préliminaire de deux ans, propose des améliorations spécifiques qui faciliteraient la compréhension et l’application du système et qui devraient être considérées lors de la rédaction des nouvelles recommandations de la CIPR.

    Abstract: Pour faire face au vieilllissement rapide de la population, il est nécessaire de promouvoir de meilleures opportunités d'emploi pour les travailleurs âgés. On a déjà beaucoup fait état du besoin de réformer les régimes de pension de retraite et de préretraite. Pourtant, cela ne sera sans doute pas suffisant en soi pour relever significativement les taux d'emploi des plus âgés ni pour réduire le risque futur de pénurie de travailleurs. Les autorités publiques et les entreprises doivent sans tarder prendre des mesures pour adapter la fixation des salaires à une main-d’œuvre plus âgée, pour s'attaquer aux discriminations du fait de l'âge et pour améliorer les qualifications et les conditions de travail des travailleurs âgés. Un changement d’attitude s’impose aussi de la part des travailleurs âgés quant au travail à un âge plus tardif et à l’acquisition de nouvelles compétences. On sait relativement peu de choses sur ce que les différents pays de l'OCDE sont en train de faire ou devraient faire dans ces domaines. Afin d’y remédier, l’OCDE a lancé une série de rapports sur une vingtaine de pays, dont la Belgique. Chaque rapport national fait le tour des principales barrières qui existent concernant l'emploi des travailleurs âgés, évalue la pertinence et l'efficacité des mesures existantes pour contrer ces barrières et présente une série de recommandations sur les politiques que les autorités publiques et les partenaires sociaux devraient mener.

The report summarises and analyses the solutions to the specified exercises provided by 37 contributors from 10 countries. The exercises were based upon the calculation of infinite PWR fuel pin cell reactivity for fresh and irradiated MOX fuels with various MOX compositions, burn-ups and cooling times. In addition, several representations of the MOX fuel assembly were tested in order to check various levels of approximations commonly used in reactor physics calculations.

This multi-barrier system typically comprises the natural geological barrier provided by the repository host rock and an engineered barrier system (EBS). The EBS project being conducted by the NEA Integration Group for the Safety Case (IGSC) seeks to clarify the role that an EBS can play in the overall safety case for a deep geological repository. It is in this context that the European Commission and the NEA have prepared the present report, which describes the state of the art for engineered barrier systems and provides a common basis of understanding from which to plan future programmes.     Abstract: This report, part of a series covering around 20 OECD countries, contains a survey of Spain's main barriers to employment for older workers, an assessment of the adequacy and effectiveness of existing measures to overcome these barriers, and a set of policy recommendations to further action by public authorities and social partners. These recommendations are designed to alleviate some of the pension and health care pressures governments are facing because of ageing populations.

    Abstract: A new generation of nuclear reactor designs is being developed in order to meet the needs of the 21st century. In the short term, the most important objective is to improve competitiveness in the deregulated market. For this purpose evolutionary light water reactors are being developed and promoted actively.     Abstract: GEOTRAP is the OECD/NEA Project on Radionuclide Migration in Geologic, Heterogeneous Media carried out in the context of site evaluation and safety assessment of deep repository systems for long-lived radioactive waste. Retention of radionuclides within the geosphere for prolonged periods is an important safety function of deep geologic disposal concepts for radioactive waste. The extent to which retention processes can be relied upon in repository performance assessment depends upon the existence of well-established theoretical bases for the processes. It also depends on support for the operation of specific retention processes, and models for their quantitative evaluation, from a wide range of laboratory and field experiments and observations from nature. The fifth GEOTRAP workshop, "Geological Evidence and Theoretical Bases for Radionuclide-retention Processes in Heterogeneous Media" held in May 2001, looked at radionuclide-retention processes and their consideration and representation in performance assessments. Current approaches to characterising and modelling retention processes, and suggestions for future improvements, were presented and discussed. In addition to the material presented during the workshop, this publication includes a technical synthesis reflecting the discussions that took place as well as the conclusions and recommendations made, notably during the working group sessions.

This swelling is caused by the fission products and in particular by the volatile ones such as krypton and xenon, called fission gas. Fission gas behaviour needs to be reliably predicted in order to make better use of nuclear fuel, a factor which can help to achieve the economic competitiveness required by today's markets. These proceedings communicate the results of an international seminar which reviewed recent progress in the field of fission gas behaviour in light water reactor fuel and sought to improve the models used in computer codes predicting fission gas release. State-of-the-art knowledge is presented for both uranium-oxide and mixed-oxide fuels loaded in water reactors.

Le rôle que l’énergie nucléaire est susceptible de jouer dans ce contexte est envisagé de façons diverses, et sur la base de critères différents, par les parties prenantes des gouvernements et de la société civile en fonction de leurs intérêts et de leurs priorités respectives. Cet ouvrage présente des informations clés sur l’énergie nucléaire et le Protocole de Kyoto. Il met en lumière les défis et les opportunités associés au développement futur de l’énergie nucléaire dans le contexte de la mise en oeuvre du Protocole de Kyoto et plus largement dans la lutte contre les risques de changement climatique global.     Abstract: Le réaménagement de l’environnement des sites des mines et usines de traitement d’uranium a pris un tournant majeur depuis quelques décennies. Les raisons de cette évolution sont multiples : un grand nombre d’installations ont été fermées ; la décontamination des anciens sites abandonnés est un souci croissant ; enfin, des règlements toujours plus stricts sont mis en place en vue de protéger l’environnement. Des programmes de réaménagement sont donc instaurés dans le but de rétablir l’environnement initial des sites contaminés ou de permettre l’utilisation libre des sols, le tout dans un cadre qui sache respecter les objectifs du développement durable à long terme et qui convienne à toutes les parties prenantes. Ce rapport résume les pratiques et les enjeux les plus importants des programmes visant à réaménager les installations de production d’uranium, puis brosse le tableau général des activités et des programmes spécifiques dans les pays participant à l’étude. Les thèmes abordés sont variés : caractérisation des sites, démantèlement et déclassement, installations de gestion des déchets, décontamination de l’eau, intendance et surveillance de longue durée, politiques et réglementation, et coûts. Les profils nationaux des activités et programmes de réaménagement s’appuient sur les réponses fournies par chacun des 22 pays (12 pays Membres de l’OCDE et 10 pays non membres) qui ont participé à l’enquête et comprennent des informations liées aux questions qui sont réputées les plus importantes dans chacun d’entre eux.

    Abstract: Dans toutes les études et évaluations du développement territorial menées aux niveaux infra-nationaux, le choix de l’unité territoriale est de première importance. La disponibilité de l’information conduit les organismes internationaux, les chercheurs ainsi que les responsables politiques à prendre le plus souvent en compte, dans leurs travaux, les découpages administratifs des pays. Pourtant, malgré leur existence officielle et leur stabilité, ces découpages présentent certaines limites et imperfections pour la comparabilité internationale. A la demande du Comité des Politiques de Développement Territorial de l’OCDE, le Service du Développement Territorial a entrepris un travail expérimental sur les régions fonctionnelles. Ces régions correspondent à des bassins d’emploi et semblent ouvrir des perspectives nouvelles pour les analyses territoriales internationales. Délimitées selon un principe similaire, celui des conditions de navettage, ces régions présentent une relative adéquation entre la demande et l’offre de main d'oeuvre et peuvent, de ce fait, être assimilées à des espaces de la vie quotidienne. Cette publication fait le point des définitions et des usages des régions fonctionnelles dans les pays de l’OCDE. Elle explicite les raisons qui poussent les pays à mettre en place ce genre d’entités, elle recense les responsabilités et les prérogatives de ces échelons, elle comptabilise enfin leurs ressources financières. Cette publication est une évaluation de la pertinence d’utiliser ces régions comme unités territoriales d’analyse dans les pays de l’OCDE et comme cadre d’intervention de certaines politiques territoriales.
