    Abstract: Papua New Guinea has abundant resources in the form of oil and mineral wealth. But a complex set of factors, including systemic gender inequality, underinvestment in non-extractive sectors, and fragility compounded by vulnerability to disasters caused by natural hazards act as barriers to sustainable and inclusive growth of the country. This Country Program Evaluation (CPE) report assesses the relevance and effectiveness of World Bank Group support to Papua New Guinea between fiscal year FY08 and FY23. It assesses the Bank Group's development effectiveness in addressing the above three core themes, namely: (i) lack of investment in Papua New Guinea's non-extractive sectors and their poor performance, (ii) the economic exclusion of women and gender-based violence (GBV) issues associated with it, and (iii) unmitigated risks of disaster from natural hazards, and violence, and conflict. The report answers three specific questions. The first explores the extent to which the Bank Group adapted its engagement in line with key constraints, including in relation to development partners, changes in country context, and lessons from experience. The second focuses on the results of Bank Group support and explanatory factors for results under each them, answered by applying a gender lens where relevant. The third question explores the extent to which the Bank Group successfully identified and addressed conflict, violence, and disaster from natural hazards risks. The report offers key lessons to inform the World Bank Group's future engagement with the country: (i) Data gaps need to be addressed to inform sound policy making and effective programming in Papua New Guinea. (ii) Declining governance quality and increasing bilateral aid will require the World Bank to reassess how it supports key policy reforms to achieve development impact, including through using DPOs. (iii) The Bank Group could elevate its impact on gender equality and GBV by shifting from a project-centric approach to a strategic country engagement approach. (iv) The negative effects that compound and interrelated risks pose to achieving development aims need to be addressed more comprehensively

    Abstract: In response to the growing recognition that measuring inputs, such as climate finance, is not enough to capture the impacts of investments, the World Bank Group developed the Resilience Rating System (RRS). Developed over a two-year, multi-sectoral consultative process through close collaboration with internal and external actors, the RRS methodology aims to guide investment decisions and improve climate resilience in project design and outcomes. The methodology report is publicly available. The RRS evaluates and rates investment projects from C to A+, based on their resilience attributes in two complementary dimensions. The resilience of rating considers a project's design, reflecting the confidence that it will achieve its expected objectives and maximize development benefits in the face of climate and disaster risks. The resilience through rating considers a project's outcomes and reflects its contribution to improving climate resilience in the broader community, sector and systems, and to driving transformational adaptation. Combining the two dimension ratings provides an overall project rating, from CC to A+A+

    Abstract: This guide presents the Landscape Governance Assessment Tool (LGAT) and the Decision Support System (DSS). It is intended for people addressing a variety of problems linked to forested landscapes, such as alleviating rural poverty, restoring degraded lands, meeting national climate commitments, or conserving biodiversity. The LGAT measures the strengths and weaknesses of governance in a forested landscape. Drawing on expert and stakeholder knowledge, the LGAT assesses the quality of governance and produces a summary rating, called the Landscape Governance Index (LGI). The tool can be used at many stages of a project, but it is primarily intended to provide an informed starting point for discussing and designing governance reforms. The DSS component creates a roadmap for reform by identifying priority areas, generating ideas for reform, and analyzing them to arrive at practical ways forward. Overall, the tool identifies reform pathways that have a good chance of making a difference in the landscape. The LGAT score demonstrates the need, while stakeholder and expert involvement in both the measurement and DSS steps shape and garner support for reforms. The DSS analysis screens the reforms to identify those likely to be practical and effective

    Abstract: Enterprises in Kenya encompass a diverse and dynamic landscape, representing a crucial driver of economic growth and employment opportunities in the country. Small and medium-sized enterprises (SMEs) play a pivotal role, contributing significantly to the nation's gross domestic product (GDP) and accounting for 90 percent of the labor force. Enterprises must scale their climate action to meet Kenya's climate mitigation and adaptation goals. However, the lack of funding has limited their contribution to the climate agenda. Debt constitutes most of enterprises' funding, but the price of debt remains very high and loan tenors are short. The availability of patient capital, including private equity, is also low. Carbon markets can be an important vehicle to support an enterprise's climate action. Crucially, carbon markets function as a source of non-debt, results-based financing that does not require prior assets or collateral, potentially enabling enterprises in Kenya that struggle to access other sources of climate finance to grow. Despite this potential and the government of Kenya's commitment to scale carbon markets, Kenya's participation in international carbon markets remains concentrated, with most credits issued by a handful of developers. Many enterprises also have limited understanding on how they should develop and monetize carbon credits. The purpose of this guidebook is therefore to provide practical step-by-step guidance to help enterprises navigate the complex and fast-evolving landscape of carbon markets

Recognition of the need to expand participation in preschool education in the Philippines is increasing. In response to the increasing demand for ECE, the Philippine Development Plan (PDP) 2023-2028 aims to increase the participation rate in early learning programs of children aged 0 to 4 years from 16 percent to 63 percent by 2028. The current National System for Early Childhood Care and Development (ECCD) aims to promote the holistic development of children aged 0 to 4 years throughout the country. this report focuses specifically on center-based ECE programs for 3 to 4-year-old children to demonstrate that gaps and opportunities still remain in ECE service provision in this setting and age group. Chapter 1 discusses the early education system in the Philippines. Chapter 2 presents case studies on the implementation of ECE programs at the local government unit (LGU) level. Chapter 3 presents country case studies of Malaysia, Indonesia, and Peru from which the Philippines may derive lessons in ECE implementation. The report summarizes the insights derived from the meetings of the High-Level Advisory Group (HLAG) on Sustainable and Inclusive Recovery and Growth, jointly led by Mari Pangestu, Ceyla Pazarbasioglu, and Nicholas Stern, and composed of experts from research institutions, the private sector, and governments, as well as senior World Bank Group and IMF staff members. The work of the HLAG, and thus this report, focuses on EMDEs and delves in greater depth into climate investment and financing, particularly for energy transition, as it is a less researched area. While doing so, it recognizes that policy and investment decisions in high-income countries, which accounted for only 16 percent of the global population in 2019 and yet for 32 percent of total greenhouse gas emissions (World Bank 2023a, 2023b), will be critical to whether the Paris Agreement goals can be reached. It also recognizes that these countries must play a key role in contributing financially to EMDEs' transition to low-carbon economies

Chapter 1 of the report describes the components, concepts, and desired outcomes of building regulatory frameworks. Chapter 2 explains the evolution of the building regulation environment in Sub-Saharan Africa and the region-specific hazards and risks that the regulatory environment must respond to. Chapter 3 presents data on the building regulatory environment for each country in the region. It covers all aspects of the building regulatory cycle: from the legally adopted building regulations that exist, to what they cover, to the implementation of regulations through compliance and enforcement mechanisms. Chapter 4 offers guidance on how to improve and update building regulatory frameworks.     Abstract: The Kingdom of Lesotho is a landlocked country in southern Africa. Large pockets of the population reside along the Senqu River Valley in the south-eastern reaches of the country, and some of the roads traverse this river to connect to the mountainous areas. Increasing temperatures and changing rainfall patterns due to climate change negatively impacts Lesotho's road network. Sustained land degradation, soil erosion, and increased demand on ecosystem services threatens infrastructure and the health of Lesotho's natural ecosystems, including wetlands. Climate change risk studies are often addressed through top-down approaches using climate projections and modelled impacts. However, a bottom-up approach is also required to focus on the recent past and present vulnerability. Whilst top-down and bottom-up approaches generate complementary insights into who and what is at risk, integrating their results is a much-needed step towards developing relevant information to address the needs of immediate adaptation decisions. The local-level risk assessment presented in this report is an example of a bottom-up approach to climate risk analysis that helps identify specific risks and opportunities for adaptation.     Abstract: The private sector has a critical role to play in addressing climate change by investing in low-carbon technologies, developing new technologies, and building climate resilience into its investments and operations. Private sector financing will also be critical for meeting the needs for global finance flows, but climate finance from the private sector has been very low. One reason for this is that most countries lack a conducive enabling environment for the private sector to engage in climate action. This evaluation assesses the World Bank Group's efforts to improve the enabling environment for private sector climate action (EEPSCA). The evaluation defines the private sector enabling environment for climate action as the set of policies (laws and regulations), incentives, standards, information, and institutions that encourage or facilitate the private sector to invest or behave in ways that reduce greenhouse gas emissions or adapt to the current or anticipated impacts of climate change. The private sector includes large, medium, and small firms; domestic and international financiers; and smallholder farmers or other producers. The evaluation assesses the relevance and effectiveness of Bank Group support to EEPSCA and aims to identify lessons applicable to the World Bank and the International Finance Corporation to inform implementation of the Bank Group Climate Change Action Plan 2021 and subsequent Bank Group climate activities.     Abstract: The Dominican Republic has made significant progress in boosting economic growth and reducing poverty, but it still faces challenges to achieve inclusive and equitable development, increase productivity, and improve the competitiveness and sustainability of primary sectors like agriculture, water, tourism, and energy. The National Development Strategy (NDS) and the National Multi-Year Public Sector Plan (NPSP) aim to address development and climate challenges and promote a green, inclusive and resilient future. The DR is highly vulnerable to climate change, which is likely to compound existing development challenges. By 2050, climate change impacts are expected to decrease labor productivity and affect health, crop yields, tourism, infrastructure capital, and natural ecosystems such as forests and coastal areas. Climate change also poses risks to the financial system such as the banking sector's heightened credit exposure to tropical cyclones and droughts. Although the DR has a small carbon footprint, the country's GHG emissions have been rising, mainly in the energy, waste, and agricultural sectors. Fostering a low-carbon growth path can support the country's climate change goals while bringing important development co-benefits. The Dominican Republic CCDR employs a version of the MANAGE model. This CCDR further extends the model to incorporate the path of emissions from key sectors (transport, energy, AFOLU), and to incorporate DR-specific climate damage functions to introduce the impact of climate change on the economy

    Abstract: This Country Climate and Development Report (CCDR) aims to support DRC's efforts to achieve its development goals within a changing climate by quantifying the impacts of climate change on the economy and highlighting policies and interventions needed to strengthen the country's climate resilience on many different levels. The report captures the interplay between DRC's development, climate challenges, and climate policies, with the objective of identifying synergies and tradeoffs. The CCDR supports the strategic vision of the Government of DRC as articulated in its 2030 National Strategic Development Plan ("Plan National Strategique de Developpement" (PNSD)) to reach middle-income country (MIC) status by 2035, and by 2050, become a diversified inclusive economy spurred by sustainable growth. It identifies the priorities needed in order to launch the most impactful, cost-effective actions to boost adaptation, build resilience, and foster low-carbon growth, while delivering on broader development goals. These are critical objectives, especially in fragile countries such as the DRC

    Abstract: This Country Climate and Development Report (CCDR) proposes that Benin focuses on building a resilient economy, with investment and policy options primarily targeted at adapting to climate change risks. The dependence of Benin's economic structure on agriculture and informal employment makes its development path highly vulnerable to climate change in the absence of proper adaptation. The government and the private sector need to be better prepared to deal with climate change -- building adequate institutions and governance structures will be crucial. While all sectors will have to become more resilient, this is especially urgent for agriculture and land use, urban and network infrastructure, and human development (education, health). Mitigation efforts should focus on avoiding carbon lock-ins and reducing deforestation. Investing in renewable energy whilst expanding the population's access to electricity should be a priority for Benin. A higher share of renewable energy can bring about co-benefits for other sectors (agriculture, water, transport, and forestry). To maintain its growth trajectory, Benin needs to pay special attention to its most vulnerable people, including women. To protect the poor and vulnerable the just transition should focus on reconciling development and climate goals while addressing inequality (income and gender related), and spatial exclusion

    Abstract: This note synthesizes multiple reports produced under World Bank support to the Government of Armenia (GoA) in undertaking landscape restoration opportunities assessment and provides a detailed overview of opportunities and challenges in the forestry sector. Armenia is a forest-poor country; only 11.2 percent of the territory (334,100 hectares (ha) is forested, which is concentrated in three marzes: Tavush and Lori in the north and Syunik in the south. The predominant forest type is naturally grown broad-leaved mountain forest with a small area of pine forest. Estimates on the state of the forests, their extent, quality, health, and harvested volumes vary widely depending on the data sources and methodology used. Based on wood consumption data, harvesting volumes must be much higher than officially reported, while forest growth is lower than the current official estimates. These divergences, combined with limited silvicultural management and exacerbated by fires and uncontrolled grazing, mean that sustainable forest use is clearly far from guaranteed. The note has been developed through a consultative process and is expected to inform all relevant stakeholders on the status of the forest sector and opportunities to further improve it. The objective of this note is to strengthen the dialogue with Armenia on the forest sector considering the ongoing reforms and to explore how the country can reverse landscape degradation and increase its contribution to post-pandemic economic recovery

It forecasts a moderate growth of 4.7% in 2023, gradually accelerating to 5.5% in 2024 and 6.0% in 2025. However, the economy faces external and domestic headwinds. Vietnam has ample fiscal space and a proactive fiscal policy supporting short-term demand, removing barriers to the implementation of public investment, and addressing infrastructure constraints can help the economy achieve these targets and promote long-term growth. The report's special chapter studies Vietnam's public investment management and how it can contribute to the goal of becoming a high income economy.     Abstract: The world faces a triple crisis of three interconnected issues-development, climate, and nature- and current levels of climate action are insufficient. Beyond the grim headlines, there are increasingly clear opportunities to achieve triple wins. To support the alignment of sustainable development priorities and actions with climate change risks and objectives, the World Bank launched the Country Climate and Development Report (CCDR) in 2022. This core diagnostic tool aims to help countries prioritize the most impactful actions to boost resilience and adaptation and reduce GHG emissions, while delivering on broader development and sustainability objectives. CCDRs now cover 56 percent of the population of low- and middle-income countries (LICs and MICs) and 73 percent of their gross domestic product (GDP). The second set of CCDRs also includes one high-income country (HIC), Romania. A main addition of the CCDRs published since COP27 relates to tropical forests, a key dimension of the global climate change challenge. The first set of CCDRs covered only 10 percent of the world's tropical forests, but the addition of key forested countries-including Brazil, the Democratic Republic of Congo, Indonesia, and the Republic of Congo-increases coverage to 56 percent. Many CCDRs (including Romania and Turkiye) also discuss the role of non-tropical forests for resilience and emission reduction. This second summary report builds on the first report published ahead of COP27. Although it is important to caveat the differences in scenarios and ambition, modeling framework, and scope of analysis, this report provides aggregated results that can help governments, private sector investors, citizens, and development partners prioritize the most impactful climate actions. It confirms-with more granularity and stronger evidence, based on more countries-key findings from the first summary report; but it also discusses new issues, such as deforestation and land degradation. It aims to inform global priorities, including the World Bank's Evolution Roadmap and Global Challenge Programs (GCP), as well as other global initiatives

    Abstract: The Comoros Country Environmental Analysis 2023 aims to identify the main opportunities for the Comoros to better manage its natural capital, achieve its potential sustainably, capitalize on climate co-benefits stemming from the process, and advance the development agenda. This is the first CEA for Comoros and, as such, it constitutes an unprecedented opportunity to open avenues for effective natural resource management, poverty reduction, and the potential to boost socioeconomic development. The development of the CEA was based on a combination of literature review, secondary data analysis, stakeholder interviews, and focus groups conducted in early 2022. The outcomes of the CEA have been validated through a verification workshop with the country's key stakeholders.     Abstract: The Kingdom of Lesotho is a landlocked country in southern Africa. Large pockets of the population reside along the Senqu River Valley in the south-eastern reaches of the country, and some of the roads traverse this river to connect to the mountainous areas. Increasing temperatures and changing rainfall patterns due to climate change negatively impacts Lesotho's road network. Sustained land degradation, soil erosion, and increased demand on ecosystem services threatens infrastructure and the health of Lesotho's natural ecosystems, including wetlands. The primary aim of this study was to undertake a review of existing frameworks for climate and environment vulnerability assessments for roads and to adapt these to the Lesotho context in line with Southern African Development Community (SADC) protocol on transport, the National Strategic Development Plan of Lesotho, and the South African National Roads Agency (SANRAL) Design Guidelines.     Abstract: The Country Policy and Institutional Assessment (CPIA) for Africa is an annual diagnostic tool for Sub-Saharan African countries that are eligible for financing from the International Development Association (IDA), the part of the World Bank that helps the world's poorest countries. The CPIA Africa 2023 report provides an assessment of the quality of policies and institutions in all 39 IDA-eligible countries in Sub-Saharan Africa for calendar year 2022. The average overall CPIA score for Sub-Saharan Africa remained unchanged at 3.1 in 2022. Economic and social resilience continues to be tested in all countries in Sub-Saharan Africa amid tight global credit markets, as institutional capacity for restoring stability and delivering sustained growth remains a challenge. Such resilience is also fundamental to responding to global climate change and the expected market shifts as the world economy transitions to green energy. The recovery of economic activity in the region following the slowdown caused by COVID-19 has been multispeed, with wide variation across countries. Global events that diverted attention away from longer-term development priorities marked 2022. Inflation was the predominant form in which international pressures translated to domestic economies in Sub-Saharan Africa, resulting in stress on social policies and government budgets, on account of divergent responses by governments and private sector competition. In some countries, this has led to significant stress on debt sustainability, highlighting the importance of debt management, budgetary oversight, and financial soundness. An opportunity for regrouping on policy reforms arose in the second half of 2022, as gas prices declined after a mild European winter and China lifted health-related restrictions. Despite global economic challenges, more countries in Sub-Saharan Africa saw improvements in their overall CPIA scores compared to the previous year. In Western and Central Africa (AFW), the overall score increased for eight countries-Benin, Cabo Verde, Cote d'Ivoire, The Gambia, Guinea, Guinea-Bissau, the Republic of Congo, and Togo. The overall score increased for four countries in Eastern and Southern Africa (AFE)-Burundi, the Democratic Republic of Congo, Mozambique, and Zambia. In contrast, the overall score decreased for eight countries-Chad, the Comoros, Eritrea, Ethiopia, Ghana, Malawi, Sao Tome and Principe, and Sudan. The countries with improved scores made notable advancements in the economic management, policies for social inclusion, and governance clusters. Conversely, the countries with declining scores faced economic management and governance challenges. For the most part, the countries that received downgrades were positioned toward the lower end of the scale, while the upgraded countries generally had overall scores above 3, indicating a growing divergence in scores across the region in 2022

    Abstract: The Rwanda CCDR highlights key interventions that are needed in Rwanda to strengthen climate resilience in the context of country's development priorities and its commitments under the Paris Agreement. The CCDR finds that Rwanda's unconditional adaptation and mitigation commitments (i.e., the actions the country plans to implement through 2030 using existing and planned domestic and external financial resources) would substantially dampen the shocks to GDP resulting from increased weather variability. Unconditional NDC investments would boost industrial output and employment during project implementation compared to their baseline levels. The CCDR also finds that conditional actions boost the capital stock above the baseline by more than 4% on average in the late-2020s and by 1% towards mid-century. The additional climate investments in agriculture, energy, and infrastructure simulated in the CCDR could also accelerate the pace of structural transformation. Considering the current global and national fiscal context, finding the right balance between development and climate action will be instrumental for Rwanda to sustain its impressive growth rates and deliver its national development plan Vision 2050.     Abstract: The world spent USD 11 trillion on public procurement in 2018, amounting to 12 percent of global GDP (Bosio and others 2022). Given these substantial volumes, public procurement can contribute to several objectives: savings, integrity, economic growth, inclusiveness, and sustainability. Procurement Data Analytics (PDA) can contribute to the achievement of these objectives. It refers to the use of data to generate actionable insights and evidence to monitor outcomes, inform the policy dialogue, guide reform efforts, and assess the impact of reforms and strategies in public procurement. Despite a growing academic literature and impact evaluations on public procurement, the existing body of evidence is still scarce and limited to a few countries. This impedes drawing generalizable lessons on optimal policies and strategies to achieve the multi-layered objectives of the public procurement function, therefore highlighting the need for a larger adoption of data analytics tools in this area. With the increasing adoption of electronic government procurement (eGP) systems and the corresponding digitization of transaction records, public procurement has enormous untapped potential for the application of data analytics tools. This paper highlights the successful approaches and good practices of previous PDA work and provide useful resources to World Bank teams with country engagements relating to public procurement. The World Bank's programmatic technical assistance, Resilient Transport in Small Island Developing States, implemented with the aim of enhancing the resilience of the transport sector in SIDS, was delivered in three phases. The objective of this report is to help practitioners integrate climate resilience considerations into transport asset management and thus enhance climate resilience in the transport sector of SIDS (Phases 2 and 3 of the technical assistance). The report starts by introducing the topic of natural hazards and climate change in SIDS and how they affect the transport sector. The report describes how governments can develop resilient transport asset management systems (TAMS) and then summarizes the activities implemented in four SIDS, Cape Verde in Africa, Saint Vincent and the Grenadines in the Caribbean, and Solomon Islands and Vanuatu in the Pacific,and shares lessons learned to improve the approach and framework.     Abstract: Biodiversity loss will be an increasingly important source of risk and opportunity for the insurance sector. The significant degradation of ecosystems has the potential to materially impact global finance, economies, and societies alike. Understanding the physical and transition risks associated with biodiversity loss and working to mitigate the damage to biodiversity will be a key aspect of meeting the targets set by the Paris Agreement. Insurance companies will be impacted by biodiversity risks in several ways: as underwriters, as investors, and as corporate citizens. Insurers will be impacted both by changes in climate and biodiversity and by transition risks affecting the risks they insure or the investments they make. Insurance can promote investment in biodiversity in three ways: (i) asset protection, (ii) liability reduction, and (iii) facilitation of capital inflow from the financial markets. Ideally, efforts to protect biodiversity will include a combination of instruments, not only insurance. Insurers, as investors, can contribute directly to the preservation of biodiversity by channeling capital towards biodiversity-positive investments, but the opportunities to do so are still limited. The G20 Sustainable Finance Roadmap (G20 SFWG, 2021) highlighted the need to integrate nature and biodiversity in future work on sustainable finance. The financial materiality of underestimating or inaccurately pricing biodiversity-related risks could pose a threat to the solvency of the insurance industry and lead to an increase in exclusions of uninsurable risks. Risk management can be enhanced by combining the results of both catastrophe and climate risk models, but more needs to be done to incorporate biodiversity risk. Combining ecological action with financial protection can make good economic and financial sense and help overcome the pricing issues associated with risks such as wildfire

    Abstract: Like most countries in the world, Vietnam is increasingly seeing its development affected by climate change. With a coastline of 3,260 kilometers that includes major cities and production sites, Vietnam is highly exposed to sea-level rise. Climate change impacts on the Vietnamese economy and national welfare are already significant-about 3.2 percent of gross domestic product (GDP) in 2020-and they are expected to escalate rapidly even if greater efforts are made to mitigate future climate change around the world. Vietnam has historically had very low greenhouse gas (GHG) emissions, but over the past two decades, it has seen some of the fastest emissions growth rates in the world. From 2000 to 2015, as GDP per capita increased from USD 390 to USD 2,000, per capita emissions more than quadrupled. Vietnam's GHG emissions are associated with toxic air pollution in many of its cities today, with implications for health and labor productivity. At the UN Climate Change Conference in Glasgow in November 2021 (COP26), the Prime Minister made several commitments, including an ambitious target of reducing emissions to net zero by 2050. Vietnam's increased attention to climate change and the environment reflects the growing economic costs of resource depletion and climate impacts, which have already started to harm trade and investment- two key drivers of the nation's robust growth and job creation in recent decades. Vietnam now faces critical questions about how to respond to climate change: How intensively should it work to adapt to previous and predicted damages caused by climate change, given the uncertainty of global mitigation efforts? How much will it cost to reduce GHG emissions? How can the private sector be mobilized to help achieve Vietnam's climate goals? Are there trade-offs between adaptation and mitigation investments? Are there trade-offs between economic growth, poverty reduction, and climate action, and how can they be managed? Which sectors and regions should be prioritized? What are the distributional implications of a low-carbon, climate-resilient growth path? The Vietnam Country and Climate Development Report (CCDR) investigates these questions. One of the first in a series of country-level diagnostics produced by the World Bank Group (WBG) under its 2021-2025 Climate Change Action Plan, the CCDR examines the adaptation and mitigation challenges faced by Vietnam. The Morocco climate report identifies three priority areas - tackling water scarcity and droughts; enhancing resilience to floods; and decarbonizing the economy. The report also looks at the cross-cutting issues of financing, governance, and equity. The underlying message in the report is that if Morocco invests in climate action now and takes the appropriate policy measures, the benefits will be immense. Ambitious climate actions will help to revitalize rural areas, create new jobs and position the Kingdom as a green industrial hub, while also helping Morocco to reach its broader development goals. The report identifies key pathways to decarbonize the economy, reducing reliance on fossil fuels and massively deploying solar and wind power. The report estimates that total investment needed to put Morocco firmly on a resilient and low carbon pathway by the 2050s would be around USD 78 billion in present dollar value.     Abstract: This legal analysis provides an assessment of Ghana's key legal and regulatory frameworks for the priorities highlighted in Ghana's Nationally Determined Contributions (NDCs) and Ghana's climate agenda more generally. The assessment includes an analysis of gaps or inconsistencies between the Government's stated climate plans and commitments and existing national policy and legislation, with a view to evaluating the ability of existing legal frameworks to support Ghana's delivery of its climate commitments and policy goals. The analysis focuses on four key sectors: water; agriculture, forestry, and other land use (AFOLU); energy; and transport. In addition, the legal analysis research team identified broader elements of the legal enabling environment in Ghana that are essential to the effective implementation of Ghana's NDC and the achievement of Ghana's climate policy goals; these elements include the country's constitution, law-making and rulemaking processes, administrative and judicial enforcement mechanisms, environmental and social impact assessment laws and regulations, and the legal frameworks to mobilize public and private finance. The analysis proposes general and sector-specific recommendations to better align existing national policy and legislation with the Government's national and international climate change commitments. The purpose, scope, and analytical framework for this legal analysis are presented in Chapter 1 and Annex I

    Abstract: The time for action to build a better future and green recovery has never been stronger as we navigate the uncertainty of a world attempting to manage its way out of a triple crisis: debt sustainability, climate change, and pandemic. The fiscal constraints of governments across the globe open the door to new opportunities and challenges to crowd in private sector solutions, innovation, and finance to create new solutions and pathways to meet Paris Agreement goals on climate change. Participation of the private sector in climate-smart investments and infrastructure is critical and public-private partnerships (PPPs) are among the key solutions. PPPs are critical because the public sector alone will not be able to fill in the infrastructure gap without mobilizing private sector expertise, innovative thinking, investment capacity, and finance. PPPs can be a challenge though, because climate change creates uncertainty and it is hard to play with uncertain moving pieces within the framework of PPPs, which require a certain degree of predictability to attract investment and finance. This toolkit aims to address this precise challenge by embedding a climate lens and approach into upstream PPP advisory work and structuring. If structured correctly, PPPs can increase climate resilience offering innovative solutions to address both mitigation and adaptation challenges. PPPs are able to provide well-informed and well-balanced risk allocation between partners offering long-term visibility and stability for the duration of a contract (often 25 or 30 years, sometimes even more), compensating climate change uncertainty through contractual predictability

    Abstract: The five countries of Burkina Faso, Chad, Mali, Mauritania, and Niger (the G5) in the Sahel region of Africa are among the least developed countries in the world. The now regular and growing climate shocks are causing large losses in outputs, reducing human capital accumulation, and leading to potentially devastating ecological and economic tipping points in the region. This World Bank country climate development report (CCDR) has examined the most critical actions and policy changes needed to accelerate the region's economic recovery, sustainable and inclusive development, and adaptation to the impacts of climate change. This report has three main messages. First, the opportunities for a resilient and lower-carbon development of the G5 countries are significant. They can reverse environmental degradation and maximize the benefits of climate action for the poor. Second, rapid, resilient, and inclusive growth is both the best form of adaptation to climate change and the best strategy for meeting development goals in an effective, sustainable, and productive manner. Third, the costs of inaction are far greater than the costs of action. Early and targeted action on policies and programs presented in this report can move the G5 Sahel countries towards a greener, more resilient, prosperous, and inclusive future

    Abstract: The welfare and economic growth of Azerbaijan's development trajectory based on fossil fuel extraction has come at the expense of the environment, other non-oil industries, and human capital growth. Due to its lack of economic diversification, the country is highly vulnerable to transition risks, volatility of fossil fuel markets, and climate change. This note, produced in support of Azerbaijan's ambition for green growth, identifies how increased climate action and greening of a number of sectors have the potential to spur diversification of Azerbaijan's economy, contribute to addressing sector- and country-specific environmental challenges and goals, reduce greenhouse (GHG) emissions, address the identified physical and transitional climate risks and vulnerabilities, and strengthen long-term climate resilience of the country. Investments in resource efficiency, sustainable intensification of agriculture, better land use and urban planning, water and waste management, switching to cost-effective renewable energy, and research on low-carbon hydrogen and Caspian maritime space are the green measures that can have an immediate positive impact on Azerbaijan's economy and the environment. The first stage in identifying areas for wealth development will be a comprehensive green growth and asset diversification strategy, informed by detailed sectoral analysis and supported by capable institutions. Once mobilized by public sector interventions through policies to enable and incentivize green investments and green finance instruments, private enterprises will take the lead in relocating capital to green supply chains, creating jobs and building human capital while increasing the focus on innovation and efficiency. Cutting system leak emissions in the oil and gas industry could contribute significantly to reducing GHG emissions at lower costs. Enhancing the environmental performance of enterprises will be made possible by promoting eco-efficient policies and investments in cleaner production and technologies. Beginning now and leveraging this transition to green growth and diversification through the use of public resources and revenues from fossil fuel exports, Azerbaijan can mitigate certain short-term difficulties and promote long-term sustainable growth to ensuring a cleaner environment and economic prosperity

    Abstract: The problems in Croatia's fiscal decentralization system have long been recognized. The fragmented territorial-administrative structure, fiscal decentralization efforts with insufficient fiscal autonomy, inconsistent public service standards, unbalanced sources of revenue, and doubts about the introduction of real estate taxes are just some of the concerns. However, there is often no consensus on the possible ways to address them. Compounding the problem is the fact that the recent and still ongoing tax reform, due to its tax relief element, has created the need to compensate subnational governments for the losses of revenues. The COVID-19 pandemic has increased the significance of these issues as the lockdown measures have had a strong negative impact on the existing revenue sources, such as personal income taxes (PITs), of many local and regional government units (LRGUs). At the same time, it may be that the current crisis has created the preconditions and opportunity needed for the government to finally implement reforms in support of fiscal decentralization and more effective financing of subnational governments, reforms that have long been postponed due to political reasons and a lack of popular support. These reforms include addressing the fragmentation of local governments, providing a clearer and more appropriate assignment of functional responsibilities, improving the fiscal equalization system by including the fiscal expenditure needs component, and introducing a working property tax. All of these ideas have long been debated, but there are many reasons to believe that the time is right for at least some of them to be implemented. This report provides a comprehensive overview of the major challenges and options for reform in several critical areas of Croatia's fiscal decentralization system, including: (i) the vertical structure of government, (ii) expenditure responsibilities, (iii) taxation and revenue autonomy, (iv) intergovernmental transfers, (v) borrowing and debt, and (vi) asset management

    Abstract: Peru's economic growth and poverty reduction slowed markedly after the end of the commodity boom. After 15 years of remarkable growth, sources of shared prosperity were drying up as the external context became less favorable. The subsequent slowdown exposed two main structural challenges documented in the Peru 2017 Systematic Country Diagnostic (SCD): low productivity in the private sector, which hindered growth and the creation of quality jobs, and the persistence of large geographic disparities in development outcomes. The first is associated with low technology adoption and innovation, which reduces export diversification and constrains the creation of better-paying jobs and income opportunities for the bottom 40 percent. The second makes it difficult for particular population groups to overcome poverty given the poor quality of services and opportunities in certain parts of the country. To achieve higher productivity from a thriving private sector and decrease spatial disparities, the first SCD identified and prioritized key micro-structural reforms aiming to improve human capital, infrastructure, and the quality of public services and to reduce market rigidities. Five years later, these development challenges not only persist but have worsened. Productivity continues to be low, offsetting other sources of economic growth. Spatial disparities also persist, with new pressures brought to urban areas by a sharp increase in Venezuelan migration. The COVID-19 shock highlighted the structural shortcomings of the Peruvian economy. The pandemic led to a significantly higher number of deaths in Peru than in the rest of the world, a sharp economic contraction, steep poverty increases, and extensive learning disruptions. Concerns over long-term impact, particularly from human capital erosion, remain. And while macroeconomic management strengths prevented an even more profound impact and aftermath effects, the COVID crisis revealed the limitation of the country's buffers and its low capacity to respond to non-financial shocks and manage social conflict. This Update to the SCD argues that the root cause of limited progress toward addressing the two development challenges of low productivity and spatial inequality lies with the weak and declining capacity of public institutions. Institutional instability has substantially increased since the first SCD, further weakening the capacity of the state to design and implement needed reforms, let alone deliver quality services across the territory. An unprecedented turnover in high-profile civil servants has fundamentally disrupted the functioning of the state. At the same time, the business environment has deteriorated. Private investments have plummeted to record low levels, and capital outflows have persisted in the context of more binding regulatory burdens, rising transaction costs, and a volatile and uncertain political context

    Abstract: The countries of the Southern Africa Customs Union (SACU) - Botswana, Eswatini, Lesotho, Namibia, and South Africa are exposed to climatic shocks, especially drought, that pose a continual threat to lives and livelihoods across the subregion. The pandemic has compounded these existing vulnerabilities. Climatic shocks such as these tend to affect the poorest most, exacerbating inequalities and increasing poverty. Food insecurity, which is chronic in the subregion and both a root cause of vulnerability to drought and an outcome of it also increased as a result of impacts from the pandemic. Social safety net programs can help poor and vulnerable households manage the risks they face from shocks, helping to mitigate the impacts on poverty and food insecurity, but their effectiveness can be constrained in several ways. The mobilization of social protection in response to COVID-19 and the challenges that have emerged to that mobilization have strengthened the case for investments in preparedness ahead of future shocks. Adaptive social protection refers to an agenda for preparing social protection systems to improve their response to shocks and to build the resilience of poor and vulnerable households. This report takes stock of ASP in four of the five SACU countries and provides targeted recommendations for each country's development

Chapter 3 lays out concrete actions that Ghana can consider to boost its resilience and productivity in key sectors while reducing its emissions and associated externalities. Chapter 4 models some of these investments and policies to assess their overall economic and social effects and explores financing options as well as ways to crowd in the private sector.     Abstract: Climate change is already affecting people's lives and livelihoods in Angola, as well as the Angolan economy. The country is experiencing increasingly severe and frequent climate hazards, including the South's worst prolonged droughts in decades. Climate change impacts also come with a heavy price tag: climate-related disasters (floods, storms, droughts) cost Angola nearly US1.2 billion dollars between 2005 and 2017, and on average droughts alone affect about a million Angolans every year. Impacts of climate variability on Angola's water resources are expected to be particularly severe and will affect food and energy production, as well as hydropower, on which Angola relies for most of its electricity. The future does not look much brighter: climate models predict a rise in temperatures, with most of Angola becoming 1-1.5 degree Celsius warmer in 2020-2040 relative to the 1981-2010 period, with a 1.4-degree Celsius increase in the annual average temperature already recorded. The imperative to adapt and transition to a proactive model for climate risk management is urgent. Against this backdrop, and the equally urgent priority to diversify away from a highly oil-based economy, the Angola Country Climate and Development Report (CCDR) provides options for the country to adapt to a fast-warming and decarbonizing world and adopt measures for more diversified and climate-resilient development that will underpin sustainable and inclusive growth. Angola has significant renewable capital, including agricultural land, forests, water resources, and, above all, its people, who can facilitate this process. But climate change also threatens these renewable assets, and necessary investments in climate resilience will be critical to realize their potential. This report identifies five pathways to achieve a vision of a future Angolan economy that is both diversified and climate-resilient, with opportunities for all. Tailored to the national context, these approaches were identified in dialogue with the Government of Angola and build on national development priorities. Angola is rich in natural capital, not only oil, gas, and diamonds, but also abundant water resources, renewable energy potential, and fertile arable land. Therefore, to shift away from an economy driven by oil and gas extraction and toward a sustainable and diversified economy based on renewable natural capital, this CCDR recommends investing in and building the resilience of key sectors, notably 1) water resources, 2) agriculture and fisheries, and 3) renewable energy. Delivering the vision of a climate-resilient and diversified economy also entails 4) enabling green and resilient cities with economic opportunities for all Angolans; and leveraging Angola's young population by 5) boosting human capital, through expanded, climate-resilient access to basic services and by fostering a culture of climate preparedness

    Abstract: Carbon markets under the Paris Agreement are expected to differ substantially from those that emerged under the Kyoto Protocol. Unlike the top-down approach of markets created by the Kyoto Protocol, such as the Clean Development Mechanism (CDM), international carbon markets under Article 6 of the Paris Agreement are expected to have bottom-up linkages that could create an opportunity for new and innovative approaches. While the Kyoto Protocol only required Annex I (or developed) countries to meet specific climate targets, the Paris Agreement created a new paradigm for all countries, both developed and developing, to voluntarily adopt individual targets, articulated in their nationally determined contributions (NDCs). This means that a greater level of preparation is needed to ensure that traded assets are aligned with NDCs and accompanied by robust accounting. Ghana is one of early movers in the space. The Government has signed bilateral cooperation agreements with the Government of Switzerland and with the Swedish Energy Agency to develop projects under Article 6 and is preparing institutional arrangements and country processes for transacting Article 6 units

However, mobility in Tunisia has dropped to a similar extent as other countries and it has now returned to pre-pandemic levels following the acceleration in the vaccination campaign since July. If anything, the mobility drop in Tunisia has resulted in a lower reduction in economic activity than in comparator countries as Algeria and Egypt. Second, it could be that the level of public support to the ailing firms and households may have been particularly low. However, at 2.3 percent of GDP, the Covid-19 stimulus package in 2020 was in the same ballpark as other comparators in the region. Third, the structure of the Tunisian economy, particularly its reliance on tourism, may have exposed it to the negative demand shock more than other countries. Indeed hotels, cafe and restaurant and transport are the sectors which have contracted the most since the start of the pandemic. The losses of these sectors explain a significant portion of the negative effects of the crisis in Tunisia, although they do not fully account for such slow recovery

    Abstract: In the post-pandemic world, EU member states will need to embrace two simultaneous challenges. These will include recovering from the COVID-19 pandemic and embracing the ambitions of the European Green Deal, which maps out broad policies aimed at achieving carbon neutrality by 2050 and reducing emissions by 55 percent by 2030. Compared to the emissions reduction achieved during 1990-2018 by the EU27 countries, the 2018-30 target is 50 percent more ambitious and is to be achieved in a third of the time. Meanwhile, the emissions reduction planned during 2030-50 will be even steeper. The transition in some EU countries will be particularly challenging, given their high energy intensity, significant dependence on fossil fuels for power generation and an increasing and environmentally unfriendly transport fleet. In addition, households will need to be supported in the transition, to avoid a substantial share of the population being adversely affected

    Abstract: The Country Climate and Development Report (CCDR) identifies ways that Cameroon can achieve its overall development objectives while fostering the transition to a greener, more resilient, and more inclusive development pathway. The CCDR finds that climate change is already a threat to Cameroon's development and the country faces the challenge of changing the current development model to create opportunities to improve resilience and to put the country on a stronger development trajectory. Currently, about two million people (nine percent of Cameroon's population) live in drought-affected areas, and about eight percent of the country's GDP is vulnerable. Tropical forests cover almost 40 percent of the country and provide an estimated eight million rural people with traditional staples including food, medicines, fuel, and construction material. Changes in temperature, rain and droughts put these people at greater risk of increased poverty. Furthermore, populations living in certain regions are more vulnerable to climate hazards, especially in the Far North where debilitating droughts have contributed to alarming rates of food insecurity and loss of livelihoods. To achieve more rapid, inclusive, and sustainable economic growth, moving away from the state-led development model, and putting the private sector at the forefront of economic activity are needed. Without reforms, the proportion of the population subsisting on an income at or below the international poverty rate would still be about 15 percent in 2050, well above the global target of three percent, whereas changing the development model could bring that proportion down to about three percent by that year. The report also puts adaptation at the heart of climate action as well and identify four priority areas for intervention and which are: (i) agriculture, forestry and other land use; (ii) cities; (iii) infrastructure; and (iv) human capital

    Abstract: This Country Climate and Development Report aims to support Malawi's efforts to achieve its development goals within a changing climate by quantifying the impacts of climate change on the economy and highlighting key policies and interventions that are needed to strengthen climate resilience. The analysis includes climate modeling across multiple scenarios to account for the inherent uncertainty in climate projections; and sector-by-sector analysis and assessment of economywide impacts to identify the biggest impacts. It examines Malawi's current policy landscape and identifies needed reforms; considers how Malawi can best protect its most vulnerable households; and considers how the country can finance its ambitious development and climate agenda, including the key role of the private sector. The analysis shows that climate change will impose large costs on the economy and on already vulnerable households. If Malawi stays on its current low-growth development trajectory, climate change could reduce GDP by 3-9 percent in 2030, 6-20 percent in 2040, and 8-16 percent by 2050). The analysis also clearly demonstrates that development, as set out in Malawi's Vision 2063, provides a strong basis for strengthening resilience to climate impacts. If Malawi was to accelerate implementation of policies and programs envisioned in the Vision 2063 the development trajectory would shift to a higher growth path and climate change impacts would be significantly reduced. But the Vision 2063 development path will not be enough and building greater resilience to climate change will require doing different things and doing things differently. With additional adaptation measures, the analysis shows that not only is the impact of climate change on GDP much smaller, GDP is higher with climate change and adaptation when compared to the counterfactual with no climate impacts; losses range from -1 to 3 percent in 2030 and 2040, and 1 to 4 percent in 2050

The report concludes that coal power plant decommissioning is part of a multifaceted exercise in which auctions can play an important supporting role. The auction process, including the development of requirements and material obligations, requires a high degree of standardization. If designed well, it could allow for a coal transition mechanism to be allocated efficiently and transparently on a least-cost basis

Section 5 discusses the macroeconomic and distributional impacts of climate scenarios and identifies priority actions to support adaptation and growth. This systematic review provided the basis for four main insights into the current patterns of World Bank work on transport decarbonization and the identification of a range of potential actions to exploit opportunities for decarbonization: (i) The World Bank has steadily increased the number of projects with decarbonization content, especially in low income countries, and has recently put together a strong knowledge base on transport decarbonization. (ii) Nevertheless, transport decarbonization in World Bank lending remains timid against the needed contributions to the Climate Change Action Plan. (iii) Country-specific decarbonization diagnostics and analytical work has been limited, and transport decarbonization seldom makes it onto the World Bank's strategic country agenda.     Abstract: The world needs more urgent and ambitious action to address climate change. Seventy-one countries have pledged to reach net-zero emissions by midcentury. Nevertheless, achieving decarbonization and adapting to climate change will require fundamental changes in the production of goods and services by firms and the consumption patterns and behavior of citizens. Climate change poses difficult challenges for policy makers, and three particular challenges make the open government principles of transparency, participation, and accountability especially important. First, countries often face the political challenge of credibly committing to climate action over the long term, in that they must commit to action over multiple electoral cycles if the private sector, households, communities, and public entities are to adopt new technologies and change behavior. Second, climate change requires coordination between government and nongovernment actors, as there will be winners and losers along the way and governments will need to work toward consensus to balance the outcomes. Third, governments have to translate promises into climate action. The principles of open government can be especially useful in tackling all three challenges by harnessing and ensuring citizen trust in government and in the legitimacy of climate-directed policy decisions. This note will show how the use of open government principles and mechanisms can make a notable contribution to climate change action. It provides examples of such measures as well as an inventory of existing good practices and tools, which can serve as a source of inspiration for policy makers and citizens alike

    Abstract: The South African financial system has weathered the shock of COVID-19 but faces growing risks emanating from a weak macroeconomic outlook. The pandemic crisis hit South Africa hard, with nonresident capital outflows accelerating and the domestic and global slowdown precipitating a6.4 percent GDP contraction in 2020. A brief period of liquidity stress was managed with new central bank facilities and a lowering of liquidity requirements; and banks proved resilient thanks to sound capital and liquidity buffers. Asset management and pension assets saw falling valuations, but redemption pressures quickly dissipated as markets stabilized. The intensification of the sovereign financial system nexus emerging from the crisis poses risks going forward, and a resurgence of the pandemic could deteriorate asset quality. Banks are resilient in the FSAP's baseline; however, amedium-term adverse stress scenario would cause a significant decline in capital although most banks would remain sufficiently capitalized. Under stress, banks could face some liquidity gaps, particularly at very short maturities, highlighting the importance of continued close monitoring. The impact of COVID-19 on insurers has thus far been contained, but prudential rules should be strengthened to ensure the measure of capital is sufficiently robust

    Abstract: International carbon markets under the Paris Agreement are significantly different from those under the Kyoto Protocol. Under the Kyoto Protocol, only developed countries had greenhouse gas (GHG) emission reduction targets, and the protocol defined how carbon units could be traded across countries under international market mechanisms, such as the Clean Development Mechanism (CDM). By contrast, under the Paris Agreement both developed and developing countries are required to submit GHG mitigation goals as part of their nationally determined contributions (NDCs). The purpose of this technical report is to illustrate the need for digital monitoring, reporting, and verification (D-MRV) systems to underpin future carbon markets under the goals of the Paris Agreement by discussing the available technologies and barriers to their adoption. It includes guidelines, tools, and lessons learned to promote the use of these systems and emerging technologies. Section 1 of the report makes the case for transitioning from a conventional monitoring, reporting, and verification (MRV) system to a D-MRV system. It also examines the resources needed to develop and implement a D-MRV system, and what an enabling policy and regulatory environment for D-MRV systems might look like. Finally, it suggests a tool for assessing whether a parameter can beneficially be monitored and reported under a D-MRV system.Section 2 offers case studies from across the world demonstrating how D-MRV systems can be used to monitor, report, and verify mitigation actions and greenhouse gas inventories linked to forestry and land-use projects, household and rural renewable energy projects, and even waste-to-energy projects.     Abstract: In the business of making policies, decisions are based on experience and guided by political concerns. However, in the business of delivering policies, the machinery of government is often taxed by delays and inefficiencies, and constrained by insufficient resources, management tools, and just-in-time information. The result is that governments operate well below the efficiency frontier. For most of our history, research has been disconnected from policy and has moved slowly to build knowledge relevant to designing policies. The authors introduce some of the principles that govern this young institution in the chapters that follow, each designed to exemplify the value of doing better research for doing better development. In these chapters, they present four overarching ideas that they have worked into development practice. Overall, Development Impact Evaluation (DIME's) approach is to inform the path of development through a capacities-based and iterative process of evidence-informed adaptive policy change. To do so, DIME has developed and implemented a model of co-production with agencies on the ground that transfers capacity and know-how to partners, enables them to make mid-course corrections and motivates the scale-up of more successful policy instruments to achieve policy outcomes and optimize development impact. Finally, DIME invests in public goods to improve the quality and reproducibility of development research around the world

    Abstract: Madagascar remains one of the poorest countries in the world. The country has endured stubbornly high poverty rates and limited economic growth for decades. Madagascar sustained modest Gross domestic product (GDP) growth between 2013 and 2019, but by 2020, with the onset of the COVID-19 pandemic, the country's export revenue and private investment plummeted, triggering a GDP contraction of 7.2 percent. That economic deterioration resulted in an all-time high poverty rate of 80.7 percent in 2021. While the island nation struggles with economic poverty, Madagascar is rich in natural resources. With dense forests surrounded by almost 5,000 km of coastline, multiple economic sectors have the potential to grow and contribute to poverty reduction. Tapping into and investing in the development of Madagascar's natural resources offers the country a path toward sustainable economic development. To do so will require careful management to ensure these resources are not degraded or destroyed in the process. The Country Environmental Analysis (CEA) report assesses three areas that are key to promoting Green, Resilient, and Inclusive Development in Madagascar: sustainable landscape management, the Blue Economy, and nature-based tourism. Additionally, the CEA highlights the persistent and emerging environmental challenges confronting the country, from air pollution to waste management, and the need to manage these to ensure sustainable development

    Abstract: The objective of this paper is to develop guidance for host countries on assessing and choosing their approach to participation in Cooperative Approaches of Article 6 of the Paris Agreement. The main audience is government officials in charge of Article 6 in potential host countries. Decisions on Article 6 engagement for host countries could happen on three levels: (i) High-level ("strategic"): the overall decision on whether to participate. This answers the question, "under what conditions would it be beneficial to participate in Article 6?"; (ii) Mid-level ("tactical"): the overall decision on how to participate. This would address key considerations for host countries once they have decided to participate in Article 6, both to minimize risks and to maximize opportunities (for example, using international versus domestic standards, bilateral versus multi-lateral cooperation, detailed approaches to minimizing overselling risks)?"; (iii) Low-level ("operational/technical"): the choices on implementing the various strategic and tactical decisions. This answers the question, "what specific tools, practices and steps are necessary to participate?" (for example, choice of registry, detailed project cycle, requirements to ensure environmental integrity, options for reporting). This paper addresses the first two levels only, while the operational decisions will be addressed in other Article 6 Approach Papers and related guidance. After presenting some fundamental concepts related to Article 6 in section 2, sections 3 and 4 explain the considerations for the strategic and tactical decisions about participation in Article 6. Section 5 then focuses on the chronological process and steps to make these decisions. This paper builds on and references other Article 6 Approach Papers, Partnership for Market Readiness (PMR) work on developing Article 6 participation guidance for selected countries, and the experience of the Carbon Initiative for Development (Ci-Dev)'s Standardized Crediting Framework

    Abstract: Lesotho witnessed poverty reduction prior to the Coronavirus (COVID-19) pandemic and the subsequent shocks, but the pace was slow, and poverty remained widespread. The World Bank Group (WBG)'s partnership with Lesotho is fully aligned with the country's development vision articulated in the second National Strategic Development (NSDP II) and key findings of its 2021 Mid-Term Review. The overall objective of the proposed CPF FY2023-2027 is to support Lesotho in building a sustainable and resilient economy in a post-COVID environment by promoting a private sector driven, export-oriented economy for job creation supported by an enabling, efficient and effective public sector. The CPF consists of three high-level outcomes (HLOs) -increased employment in the private sector, improved human capital outcomes and improved climate resilience with seven objectives under the HLOs. There are two foundational themes (governance and government capacity, and macroeconomic and fiscal sustainability) and three approaches (gender, digitalization, and lagging-region approach) that cut across the CPF. The CPF is scheduled to be finalized with the new government by early 2023

    Abstract: Serbia needs to transition to a greener growth model for internal and external reasons. Internally, Serbia's economy is still characterized by low energy and resource productivity, with significant impacts on health and the environment. As a candidate country for EU membership, Serbia also needs to react to external influences by aligning domestic policies with the EU's energy, environment, and climate legislation, while avoiding negative impacts of the EU's planned Carbon Border Adjustment Mechanism (CBAM). This report draws from a rich analysis to provide recommendations on how the transition to greener and more resilient growth in Serbia can begin. First, environmental fiscal reforms are needed to incentivize the adoption of more environmentally friendly technologies. The implementation of carbon pricing will also enable Serbia to proactively prepare for the upcoming EU CBAM. The proceeds of carbon pricing should be reinvested in innovation and education to further accelerate the green transition. Second, institutional frameworks need to be strengthened to support the government in delivering on reforms. Third, sector-specific reforms will need to address important challenges like energy efficiency, air pollution, waste management, water, and wastewater. Importantly, the transition needs to be based on a coherent and adaptive roadmap, which mitigates the risks of 'brown' growth, protects those adversely impacted, and ensures an equitable distribution of the benefits of increased growth

    Abstract: India, recognizing the complex challenges of rising temperatures, was one of the first countries in the world to develop a comprehensive Cooling Action Plan in 2019. The India Cooling Action Plan (ICAP) sets out a long-term vision of ensuring sustainable cooling and thermal comfort for all while securing environmental and socio-economic benefits. The ICAP recognizes that cooling is a cross-sectoral challenge, and that sustainable delivery of cooling is needed to deliver climate-resilient economic growth. To help India achieve the ICAP's bold vision while identifying entry points for World Bank sectoral engagement, the Bank commissioned a study in December 2020, with the aim of identifying practical ways to Support the Implementation of the ICAP, including via identification of the role of concessional finance in delivering cooling solutions. Following a consultation process involving over 20 different stakeholders from academia, industry, thinktanks and the Government, the study found that over the next few decades, the projected growth of cooling-related sectors will result in an exponential rise in cooling and refrigerant demands, and energy consumption in all sectors. This will be matched with an increase in GHG emissions, projected to double by 2027. It concludes that India's cooling strategy can help mitigate risks of heat on lives and livelihoods, lower carbon emissions, and position India as a global hub for green cooling manufacturing. Additionally, India's long-term food security and public health security depend on a reliable cold chain network. Unlocking opportunities to create a sustainable cooling strategy will also help India in its post-COVID recovery by boosting investments, creating jobs, reducing emissions, and securing the supply chains of medical care products, health infrastructure, as well as food products. The study includes a series of roadmaps designed to help achieve sustainable cooling in key ICAP thematic areas, id est, Space Cooling in Buildings, Cold-Chain and Refrigeration (Agriculture and Health), Passenger Transport Air-Conditioning and Refrigerants. The study finds that concessional finance by multilateral development banks, financial institutions and the private sector will play a key role in helping India develop financial instruments and innovative models to accelerate the adoption of sustainable cooling measures. These innovative financial instruments will be crucial to develop and transform the cooling market in India

    Abstract: In Jordan, natural resource scarcity and import dependence mean pronounced climate change impacts are inevitable and adapting to climate change is a pressing development priority. A new World Bank diagnostic tool, The Country Climate and Development Report explores the linkages between climate and development and identifies priority actions to build resilience and reduce carbon emissions, while supporting economic growth and reducing poverty. The report indicates that Jordan's trajectory in meeting its climate and development goals will be largely determined by policy and investment choices in five strategic sectors - water, energy, agriculture, transport and urban development. The transformation of those sectors towards a resilient and low carbon path would need to be closely coordinated along two nexuses to maximize co-benefits and to reduce potentially negative socio-economic impacts: the water-energy-food security nexus, in a context of extreme water scarcity and pressing adaptation needs, and the urban-transport-energy nexus, which is at the core of the shift towards a low-carbon growth path. Jordan will need to use a combination of avenues to leverage financing for priority climate action. Selected policy reforms to improve the management of public investment in key sectors, attract and leverage private sector financing, incentivize end-users and change behaviors, and ensure greater engagement of the financial sector will all be essential for the achievement of Jordan's climate priorities. Equally important will be the identification of additional financing for priority investments, without which the country's climate commitments may remain out of reach

    Abstract: Iraq's economy is rebounding thanks to rising oil output and a recovery in domestic economic activity after the pandemic. Higher government oil revenues, driven by increased export prices and quantities, have significantly strengthened the fiscal position and international reserves. Without deeper structural reforms and economic diversification, Iraq's extreme oil dependence leaves it vulnerable to commodity price volatility. Persistent high oil prices bode well for the economic outlook, but global demand is expected to gradually weaken. Downside risks to the economic outlook relate to further weakening of global demand, insecurity and political instability, and renewed inflationary pressures. Vulnerabilities could further be amplified by intensifying climate change shocks both in physical and financial terms. Furthermore, Iraq's dependence on oil leaves it vulnerable to new economic risks amid the global transition towards a decarbonized world. A new government was confirmed into office in October 2022, marking a new opportunity to implement reforms towards economic diversification, tackling longstanding structural challenges and addressing climate challenges

    Abstract: Integrating climate and development is a pillar of the World Bank Group's (WBG) Climate Change Action Plan 2021-25. To advance its implementation, the WBG has launched the Country Climate and Development Report (CCDR). This new, core diagnostic tool analyzes how a country's development goals can be achieved in the context of adapting to, and mitigating against, climate change. As such, the Pakistan CCDR provides analysis and policy recommendations on how to harmonize the country's efforts to achieve further economic growth and lower poverty rates, on the one hand, with the pursuit of a climate-resilient, low-carbon, and equitable development path, on the other. In light of the devastating 2022 heatwaves and floods and the country's vulnerability profile, the CCDR puts a strong emphasis on the need for building long-term resilience. Further, it explores pathways for Pakistan to achieve deep decarbonization by 2050, and eventually reach net-zero emissions by 2070 without undermining its development ambitions. It also provides assessment on technical, financial and institutional and governance frameworks needed for these climate transitions. Most importantly, it attempts to capture the centrality of people in climate policies by assessing how climate risks affect lives and livelihoods, and ways in which governments can build resilience and address poverty, distributional and job impact of climate change and climate actions. Lastly, it sheds lights on ways for Pakistan to galvanize cooperation between public and private sectors and support from international communities

    Abstract: Climate change poses major risks for development in the Philippines. Climate shocks, whether in the form of extreme weather events or slow-onset trends, will hamper economic activities, damage infrastructure, and induce deep social disruptions. Adaptation to the risks of climate change, including both extreme events and slow-onset problems, is thus critical for the Philippines. Policy inaction would impose substantial economic and human costs, especially for the poor. Adaptation cannot eliminate the costs of climate change, but it can substantially reduce them. Many adaptation responses also contribute to mitigation; conversely, many mitigation measures generate local co-benefits, such as reduced air pollution. Although the Philippines is a relatively low emitter of greenhouse gas (GHG), it can contribute to global mitigation efforts through an energy transition, including a shift away from coal. The investment costs of such adaptation measures and an energy transition are substantial but not out of reach. The Philippines Country Climate and Development Report (CCDR) comprehensively analyzes how climate change will affect the country's ability to meet its development goals and pursue green, resilient, and inclusive development. The CCDR helps identify opportunities for climate action by both the public and private sectors and prioritizes the most urgent development challenges impacted by climate change in the Philippines

    Abstract: The Central African Economic and Monetary Community (CEMAC) authorities had been trying to set in motion a process to address the root cause of the region's vulnerability - a largely undiversified economic basis overly dependent on oil. The CEMAC Commission had put in place a large-scale strategy of CEMAC economic and financial reform (PREF). This plan defines a set of reforms, organized around five pillars, to create the basis for more diversified, inclusive, private sector - led growth and enhanced governance of the public sector. Initial measures focused on engaging in closer financial relationships with the International Monetary Fund (IMF) and other development partners. As the first generation of IMF-supported programs are ending, and most CEMAC countries have benefited from the IMF's sizable emergency financing to cope with the social and economic fallout of the COVID-19 crisis, the next step is to identify key reforms that will underpin second-generation programs to boost progress on the PREF and focus on addressing growth bottlenecks. This note responds to this need. It highlights a set of priority reforms at the national and regional levels that can guide the second generation of IMF programs and support the objective of putting CEMAC on a more sustained and inclusive path

The study has two objectives. First, to improve understanding of the challenges, opportunities, and risks to achieving sustainable economic growth and job creation in the Republic of the Marshall Islands (RMI). Second, to improve the management of public resources to support long-term economic development, fiscal sustainability, and service delivery. The assessment aims to balance the need for reform to drive higher prosperity and resilience with GoRMI's limited capacity to design and implement reforms and provide public goods and services. The reform priorities identified are also consistent with the RMI's National Strategic Plan 2020-30, which articulates the nation's vision to build a resilient, productive, and self-supportive RMI. This Executive Summary is structured in three sections. The first section provides a brief background to RMI and the structure of the economy. The second section summarizes the key issues and challenges to achieving GoRMI's long-term development objectives under five themes: (i) the management of public finances; (ii) public service delivery; (iii) the fisheries sector; (iv) the labor market and labor mobility; and (v) disaster resilience and climate change.
