    Abstract: It is time to deliver for women and girls. Africa’s growth and development agenda can only succeed if the continent is able to draw on all its resources and talents, and if women are able to participate fully in economic, social and political life. This will require intensified efforts to eliminate discrimination and promote equal rights. The strong commitment which has been demonstrated by African governments needs to be complemented by strong support from the wider international community, within the framework of a clear allocation of responsibilities, and the clear mapping out of specific steps and measures.

    Abstract: More action is needed, by both Africa and the wider international community. Building peace and security is essential, both for economic development and for poverty reduction. Leadership is being taken by Africa itself. The number of conflicts has fallen. But even so, one-fifth of the population of Africa still live in conflict zones. More action is needed both to strengthen and support Africa’s own efforts to bring peace to the continent, and to tackle the wider global drivers of conflict, including the illicit trade in small arms and light weapons, and the trade in conflict resources.

    Abstract: Climate change is a major threat to sustainable growth and development in Africa, and the achievement of the Millennium Development Goals. Africa is particularly vulnerable to climate change because of its overdependence on rain-fed agriculture, compounded by factors such as widespread poverty and weak capacity. The main longer-term impacts include: changing rainfall patterns affecting agriculture and reducing food security; worsening water security; decreasing fish resources in large lakes due to rising temperature; shifting vectorborne diseases; rising sea level affecting low-lying coastal areas with large populations; and rising water stress.

    Abstract: It is now time to invest in Africa. The prospects are good. Africa is already attracting growing flows of private resources, as a result of its greater political stability and economic reforms. Significant new investors are now engaging in Africa, from within and outside the continent. Development assistance and debt relief alone will not be sufficient to achieve the Millennium Development Goals. Africa now needs more and sustainable investment, both domestic and foreign, in order to accelerate economic growth and progress in poverty reduction, and become better integrated into the global economy. We call for the fulfilment of commitments made at African and G8 Summits and other global fora, including support from development partners to help Africa mobilise more investment, and better focus on mobilisible domestic revenue sources and indigenous resources. Areas such as infrastructure, extractive industry, tourism, agribusiness and ICT are particularly important drivers of development, and require support from development partners.

    Abstract: African agriculture is a sleeping giant. Agribusiness remains in its infancy in most sub-Saharan African countries. Many of them now pay higher prices for imported food products and struggle to keep inflationary pressures under control. Given the strong long-term prospect for world food prices, increasing the productivity of food crops becomes a top priority. It requires sizeable investments in irrigation, storage, transport infrastructure and logistics, as well as better access to markets for inputs (fertilizers, seeds, planting materials and credit). While successful contract-farming schemes exist for export crops, they remain rare for food crops. Greater involvement of the private sector in designing and implementing such food-crop commercialisation programmes could develop viable local food industries. Existing international financing facilities such as the Enhanced Private Sector Assistance (EPSA) for Africa should get full use. Whether Africa can unleash the potential of commercial agriculture in the coming decades also depends in no small part on the continuous and effective support of the international development community. The findings summarised in this volume can serve as building blocks for further international discussions on fostering agro-based private-sector development and lifting smallholders out of poverty.

    Abstract: Labour productivity growth in the service sector has been low relative to manufacturing. This is explained in part by weak competition in services resulting from strict product market regulation and the low level of import penetration and inflows of foreign direct investment (FDI). Increasing productivity growth in the service sector, which accounts for 67% of employment and 58% of value added in Korea, is essential to sustain high potential growth. The priority is to strengthen competition by eliminating domestic entry barriers, accelerating regulatory reform, upgrading competition policy and reducing barriers to trade and inflows of FDI. Another challenge is to enhance the performance and accelerate the restructuring of small and medium-sized enterprises, which account for over 90% of service-sector employment. Furthermore, it is essential to boost productivity in service industries with high growth potential, such as telecommunications and financial and business.

Y la evolución de las políticas continúa, con una serie de iniciativas en marcha para responder a los desafíos actuales. El Estado Chileno ha sido una de las principales fuerzas que se encuentran tras estos avances, sirviendo de base para un sector pesquero y acuícola sólido y robusto.

    Abstract: The latest System of National Accounts (the 2008 SNA) explicitly recognises, for the first time, that expenditures on research and experimental development (R&D) should be recorded as capital formation. This is a natural extension to the 1993 SNA, which recommends recording many acquisitions of software and databases, mineral exploration, and entertainment, artistic and literary originals as capital formation, too. These products have a common characteristic, namely that their value reflects the underlying intellectual property they embody, which is why they are referred to collectively in this publication as intellectual property products (IPPs). But they also share another important characteristic: their measurement is not straightforward, and in the absence of clear guidance it is highly likely that estimates will not be comparable between countries. This Handbook is designed to provide that guidance by considering IPPs collectively, based on their common characteristics, by type, based on any specificities, such as data availability, and by detailed transaction - for example the valuation of IPPs that have been produced for internal use by their developers, the valuation of unsuccessful IPPs, and the production of IPPs produced and made freely available by government.

    Abstract: This publication demonstrates that natural resources can contribute to growth, employment, exports and fiscal revenues in low-income countries, where natural capital constitutes a quarter of total wealth. It highlights the importance of policies encouraging the sustainable management of these resources. Moreover, it emphasises the need to address the political challenges of natural-resource management for long-term pro-poor economic growth. Part I provides an overview of the economics and politics of natural resources. It describes the unique features of natural resources and resulting management challenges, the role of sustainable natural resource management in supporting pro-poor growth, and the politics and governance of natural resources. It then offers recommendations for policy makers on how to support the approaches advocated in the paper. Part II examines these issues with respect to seven specific natural-resource sectors: fisheries, forests, wildlife and ecotourism, soil productivity, water security, minerals and renewable energy.

    Abstract: Too many fishing vessels chasing too few fish is a persistent problem in many countries. To address this, governments often turn to vessel decommissioning schemes as a means of adjusting fishing capacity to match available fish resources. This report presents a set of best practice guidelines on the design and implementation of decommissioning schemes. By drawing on case studies of decommissioning schemes from OECD and non-OECD countries, it provides policy makers and fisheries managers with detailed analysis of the economic issues surrounding decommissioning schemes.

    Abstract: Japan’s health-care system has provided universal access to care and contributed to the outstanding health status of the Japanese. Public spending has been kept below the OECD average through high co-payment rates and reductions in medical fees. However, with continued upward pressure on expenditure, in part due to rapid population ageing, reforms are needed to limit spending increases through greater efficiency, while improving quality. It is essential to shift long-term care out of hospitals, reform the pricing mechanism away from pay-for-visit, increase the use of generic drugs, encourage healthy ageing and promote restructuring in the hospital sector. Quality should be improved by increasing the availability of effective new drugs and medical devices. In funding spending increases, it is important to limit the share borne by employees to avoid negative effects on the labour market. Japan may need to allow more mixed billing to enhance access to some advanced medical treatments.

    Abstract: Japan, a relatively energy-efficient country, has been active in combating climate change. Under the Kyoto Protocol, Japan is committed to reducing greenhouse gas emissions by 6% relative to 1990 over the period 2008-12. As of 2007, however, its emissions were up by 9%. Japan has relied primarily on voluntary measures, which are monitored by the government, without binding commitments or price signals on carbon. It is essential to improve the policy framework to achieve its ambitious longer-term target of a 60% to 80% emission reduction by 2050 in a cost-effective manner. Japan should shift from voluntary measures to market-based instruments, notably a mandatory and comprehensive emission trading scheme, supplemented if necessary, by carbon taxes in areas not covered by trading, which minimise abatement costs and promote innovation to reduce emissions. Trading schemes should be linked to those in other countries, while expanding Japan’s use of a well-functioning Clean Development Mechanism. Continued public support for R&D in emission reduction technology, particularly in basic research, is important.

    Abstract: The crisis that originated in mid-2007 in the United States and deepened in September 2008 is the largest peace-time disruption of financial markets since the Great Depression. It was triggered by a number of factors, namely the large amount of lending to subprime borrowers, the expansion of securitisation resulting in a disconnect between loan originators and final investors, the questionable assessments of credit rating agencies and the unprecedented resort to off-balance sheet vehicles. These developments took place during a traditional credit boom and reinforced the skyrocketing of asset prices, erosion of lending standards and under-pricing of risk. The crisis had serious repercussions worldwide, particularly in Europe, given the global nature of financial markets. This paper begins by considering why the Japanese banking system was initially relatively resilient to the deterioration in the global financial system, although there were some secondary effects that are discussed in the following section. The third section outlines the emergency response of the Japanese authorities to the financial crisis, including quantitative measures by the central bank and other institutions and regulatory changes by the Financial Services Agency (FSA). At the same time, the authorities have taken steps to improve the regulatory framework. The fourth section goes beyond the crisis to consider policies to boost chronically low profitability in the banking sector. Measures to promote efficiency in the financial sector by upgrading capital markets and improving the range and quality of financial products are discussed in the following section.

    Abstract: A well-functioning labour market is essential to sustain rapid economic growth in the face of population ageing. Priorities are to reverse the rising share of non-regular workers, which has negative implications for both growth and equity, and encourage greater employment of women and youth, who are under-represented in the labour force. Attracting more women to employment requires increasing the availability of childcare, strengthening maternity leave and creating more family-friendly workplaces. Youth employment rates should be boosted by upgrading tertiary education through stronger competition and closer links to enterprises to reduce mismatches. Educational reform should be extended to elementary and secondary schools to enhance efficiency and decrease the burden of private tutoring. The age of retirement of employees should be raised by eliminating mandatory retirement and phasing out the retirement allowance. Active labour market policies should focus on policies to expand human capital rather than wage subsidies.

    Abstract: Korea has one of the lowest tax burdens in the OECD area, reflecting its small public sector. However, rapid population ageing will put upward pressure on government spending. The challenge is to meet the long-run need for greater expenditures and tax revenue while sustaining strong economic growth. A pro-growth tax reform implies relying primarily on consumption taxes for additional revenue. There is also scope for raising personal income tax revenue from its current low level by broadening the base by reducing the exemptions for personal income. The planned cuts in the corporate tax rate should be financed at least in part by reductions in tax expenditures. The broadening of direct tax bases would also help finance an expansion of the earned income tax credit to address widening income inequality. In addition, the local tax system should be simplified and reformed to enhance the autonomy of local governments.

    Abstract: The health sector has always been an important recipient of global attention and external assistance. Humanitarian concerns about the health of the world’s poor, along with fears about the spread of epidemics such as HIV/AIDS, have made health a central pillar of most development policies. Over the last 30 years attention has increased with the emergence of new health threats - such as HIV/AIDS and pandemic influenza - and with recognition that health is a key determinant of economic growth, labor force productivity and poverty reduction. At the same time, health is increasingly viewed as a human right, the fulfillment of which places obligations on both developed and developing countries. Health has also been at the forefront of the debate on what aid effectiveness means from a sectoral perspective. In the mid-1990s health policymakers designed and pioneered sector-wide approaches (SWAps), which aimed to foster ownership, improve donor harmonization and aid predictability, and align policy behind a health-reform program agreed between government and donors. As this paper illustrates, aid effectiveness is particularly challenging in health. As with other sectors, difficulties are the result of inefficiencies in the global aid architecture and of poor country policies; however, problems in health are exacerbated by the inherent complexities of the sector itself. The large number and diverse nature of development partners active in health, the large unmet needs, the dependency on multiple sectors to achieve health outcomes, the major roles of the private sector in both financing and delivery, and the long-term recurrent nature of most health needs have created challenges for countries, but have also stimulated innovative ideas on how to move forward. As a result, the health sector may be a good "tracer" sector for OECD/ DAC to monitor overall harmonization and alignment progress.

    Abstract: The NEPAD founding statement of 2001 identified infrastructure as a key sectoral priority. It proposed a programme including increased investment both in maintenance and in new infrastructure, new regulatory frameworks, and the promotion of public-private partnerships. NEPAD subsequently developed a Short-Term Action Plan designed to accelerate progress in this sector, and a Medium-Long Term Strategic Framework. Successive meetings of AU Ministers have underlined the importance of infrastructure to economic growth.

    Abstract: This joint Eurostat and OECD publication provides a detailed description of the sources and methods used by OECD countries to compile the business demography indicators, such as birth death and survival rates of businesses, published by OECD in Structural and Demographic Business Statistics (SDBS). Furthermore, these measures are key components of the Entrepreneurship Indicators Programme developed jointly by the OECD and Eurostat. It is the first manual of its kind that provides for an internationally comparable framework for these increasingly important measures and also provides recommendations for the measurement of indicators not hitherto covered in the SDBS publication, such as indicators of high-growth enterprises and young high-growth enterprises (gazelles).

    Abstract: The proportion of non-regular workers has risen to one-third of total employment. While non-regular employment provides flexibility and cost reductions for firms, it also creates equity and efficiency concerns. A comprehensive approach that includes relaxing the high degree of employment protection for regular workers and expanding the coverage of non-regular workers by the social security system would help to reverse dualism. Given that non-regular workers receive less firm-based training, it is also necessary to expand training outside of firms to support Japan’s growth potential, while enhancing the employment prospects of non-regular workers. Reversing the upward trend in non-regular employment may also encourage greater female labour force participation, which is essential given rapid population ageing that is already reducing Japan’s working-age population by almost 1% each year. Expanding childcare facilities and paying more attention to work-life balance would also boost female employment, while also raising Japan’s exceptionally low birth rate.

    Abstract: Tax reform is an urgent priority, as Japan needs as much as 5% to 6% of GDP of additional government revenue just to stabilise public debt, which has risen to 180% of GDP. In addition to raising revenue, tax reform should promote economic growth, address the deterioration in income distribution and improve the local tax system. Additional revenue should be obtained primarily by increasing the consumption tax rate, currently the lowest in the OECD area, while broadening the personal and corporate income tax bases. The corporate tax rate, now the highest in the OECD area, should be cut to promote growth, while eliminating aspects of the tax system which discourage labour supply and distort the allocation of capital. Japan should also consider introducing an Earned Income Tax Credit to promote equity. The local tax system should be simplified, increasing reliance on existing taxes on property, income and consumption.

    Abstract: Labour productivity growth in the service sector, which accounts for 70% of Japan’s economic output and employment, has slowed markedly in recent years in contrast to manufacturing. The disappointing performance is associated with weak competition in the service sector resulting from strict product market regulation and the low level of import penetration and inflows of foreign direct investment (FDI). Reversing the deceleration in productivity growth in the service sector is essential to raise Japan’s growth potential. The key is to eliminate entry barriers, accelerate regulatory reform, upgrade competition policy and reduce barriers to trade and inflows of FDI. Special attention should be given to factors limiting productivity growth in services characterised by either low productivity or high growth potential, such as retail, transport, energy and business services. Finally, it is essential to increase competition in public services, such as health and education, where market forces have been weak.

    Abstract: This booklet synthesizes findings from analysis of agricultural policy and performance in three African countries: Cameroon, Ghana and Mali. Case studies of each of these countries were undertaken as part of the Support for African Agriculture Project (SAAP), a project largely financed by the French Ministries of Foreign Affairs and Agriculture and the International Fund for Agricultural Development (IFAD). The purpose was to identify constraints to agricultural growth and poverty reduction that might be eased through better policy, both domestically and internationally. Analysis of agricultural performance focused on trends in output, factor use, and productivity. Analysis of agricultural policy featured measurement of domestic and international price distortions as well as the evolution of aid-financed public expenditures on agriculture.

    Abstract: This Review measures the level and composition of support provided to Chilean agriculture, and evaluates the effectiveness of current measures in attaining their objectives. The study finds that Chile provides much lower support and protection to its agricultural sector than most OECD countries, even though government expenditures on the sector have trebled in real terms over the past ten years. About half of that spending is on public goods such as infrastructure and irrigation, while the other half consists mostly of measures that seek to make Chile’s poorer farmers more competitive. This report suggests ways in which the effectiveness of these policies might be enhanced, including by systematic evaluation of policy performance, by closer co-ordination across government agencies, and by framing policies for smallholders and salaried farm workers in an economy-wide context, so that agricultural policies can focus on potentially competitive farmers and be effectively distinguished from other development and social policies.

    Abstract: Becoming a successful city involves achieving a high investment/high return equilibrium, just as much as it does for the most successful businesses. Success in the open knowledge driven global economy requires places to be truly distinctive, appealing and productive. Just as firms must innovate and invest to succeed, cities have to adjust, reinvent, and differentiate themselves. They have to change the old patterns of land and resource use, and connect assets with opportunities in new ways and over new spaces. They must modernise infrastructure and build up human capital.     Abstract: This paper was prepared by Sigma, upon the request of the Ministry of the Interior of the Czech Republic, to serve as a basic comparative working document for the preparation of a new policy and regulation on conflict of interest in the Czech public sector. Given its generalist orientation, the paper could also be useful for other countries carrying out specific reforms in the area of conflict of interest and general reforms related to anti-corruption policies and instruments.This paper provides descriptive data and an analytical overview of approaches to managing conflicts of interest in the public sector of nine European countries - six "old" EU members (France, Germany, Italy, Portugal, Spain and the United Kingdom) and three "new" EU members (Hungary, Latvia and Poland). The paper also provides some conclusions that are worth taking into account when reforming policies and instruments to improve regulations and practices on conflict of interest.

    Abstract: There is growing recognition throughout the OECD of the need to link economic development and employment policies at the level of the individual city if the twin objectives of raising competitiveness and reducing worklessness are to be met. The challenge is particularly clear in the UK, where the employment rate of the working age population in the major cities has lagged consistently behind the relatively strong performance of the nation as a whole (HM Treasury, 2007). The Government has recognised that raising the UK employment rate towards its ambitious 80%national target will require special efforts to tackle unemployment and economic inactivity in the cities (Department of Work and Pensions, 2006). This is an important departure from the traditional emphasis on national labour market policies and standardised welfare to work programmes that pay little regard to geographical variations in socio-economic conditions. One of the issues arising is the appropriate balance between measures to stimulate labour demand and create jobs, on the one hand, and measures to strengthen labour supply by improving people’s skills, employability and motivation, on the other. There is also an issue about how to connect employment opportunities to people in need of work but who face multiple disadvantages and barriers to employment, such as poor transport access and lack of childcare. Another issue relates to the amount of decentralisation and local control of the policy levers that government should encourage, and what form this should take. The purpose of this paper is to address these important questions by focusing on the labour market context and policy situation in Glasgow.

    Abstract: The OECD's Working Group on Harmonisation of Regulatory Oversight in Biotechnology decided at its first session, in June 1995, to focus its work on the development of consensus documents that are mutually acceptable among Member countries. These consensus documents contain information for use during the regulatory assessment of a particular product. In the area of plant biosafety, consensus documents are being developed on the biology of certain plants species, on specific genes and resulting proteins that when introduced into a plant result in the expression of specific traits and on issues arising from the use of general trait types in plants. This document addresses the general information concerning the ä-endotoxin genes and their protein toxin products that confer insect protection to plants.

    Abstract: At the OECD Symposium and Global Forum on Integrity in Public Procurement in November 2006, participants called for an instrument for policy makers at the international level to reform public procurement systems and reinforce integrity and public trust in how public funds are managed. They also expressed interest in developing a practical toolkit that could be applied, adapted and developed indifferent legal, political and administrative contexts. To respond to these requests, the OECD has developed a draft "Checklist for Enhancing Integrity in Public Procurement". The Checklist will help guide policy makers at central government level in instilling a culture of integrity throughout the entire public procurement cycle:• The first part of the Checklist provides guidance on developing an adequate policy framework for enhancing integrity in public procurement;• The second part focuses on how to implement this framework, from needs assessment to contract management and payment. The Checklist is based on applying good governance elements, in particular transparency, good management, corruption resistance, accountability and control to enhance integrity in public procurement.

    Abstract: This paper argues that the sustained provision of adequate financial resources for the environment is a prerequisite for addressing environmental challenges in Eastern Europe, the Caucasus and Central Asia (EECCA) and South-Eastern Europe (SEE). It sets out options for how optimal use could be made of the various available sources of environmental finance, including domestic public expenditure, private sector participation and official development assistance. Recommendations are provided for Ministers on priority actions for ensuring that financial resources are made available for the environment. EECCA and SEE governments need to continue to prioritise the environment in policy and public expenditure frameworks, and make better use of incentive-based instruments. They also need to create a suitable climate for the private sector to participate in environmental financing. The international community must ensure that IFI loans for environmental investments are more accessible, especially for low-income countries, including by providing adequate grant co-financing. Finally, EECCA and SEE countries should strengthen their capacity to prepare environmental investment projects, with effective support from IFIs and donors.

    Abstract: Post-public employment is one of several variations of the broad concept of conflict of interest, that is, the use of public office for private gain.1 Most post-employment offences occur when public officials use, or appear to use, information or contacts acquired while in government to benefit themselves, or others, after they leave government. However, despite use of the term post-public employment, these offences can actually occur before officials leave government. For example, a serving public official can give preferential treatment to a business firm with a view to obtaining employment with that firm after leaving government. If the official is successful in obtaining that employment and leaves government, he or she can then commit post-employment offences. For example, the official can use confidential information obtained while in government to the benefit of his or her new employer. Thus, a post-employment offence can arise both from the use of one’s current public office for private gain and from the wrongful exploitation of one’s previous public office. For the most part, however, the focus of this paper is on the behaviour of former public officials in their relations with government.     Abstract: The seminar considered opportunities for risk reduction through better pesticide application technologies. It considered a variety of technology options with such opportunities (e.g. equipment and techniques for reducing spray drift, technical requirements for spraying, establishing buffer zones, etc). While pesticide application technologies for agricultural use was the primary focus, the seminar also addressed municipal (e.g. for bio-security, mosquito control) and other non-agricultural sectors as they are also important in some OECD countries.The seminar considered the role of government and others in promoting innovations in modern, lower risk technologies and their adoption. Issues of safe handling closely related to application technology such as filling and cleaning of sprayers were also addressed. The seminar discussed areas such as minimum technical requirements, standards and certification for performance, maintenance and control of application equipment and technologies, and training and certification of workers and applicators. Regulatory requirements that address these areas, such as inspections of application equipment, were presented during the seminar. Also, voluntary measures such as guidelines addressing these technical requirements were reviewed.

    Abstract: This study deals with "instruments used to address mercury emissions to air", by which is meant all legislation, regulation and other measures intended to control or reduce anthropogenic, atmospheric mercury emissions. As the links are complex between actual inputs of mercury to society (consumption for intended use and mobilisation of mercury-impurities via industrial processes) and the final release sources, all types of measures addressing any phase in the life-cycle of mercury which may ultimately lead to atmospheric mercury emissions are included here. Due to its volatility, most forms of mercury released or discarded as waste - as vapour, as liquid elemental mercury, as compounds, as integrated in products, consumer waste or flue-gas cleaning residues - may lead to emissions to air.

    Abstract: OECD countries invest significant resources in evaluating agricultural pesticides before they are marketed (or re-evaluating pesticides that have been in use for many years) to ensure that they do not pose unacceptable risks to human health and the environment. Since many pesticides used in OECD countries are the same, governments have recognised the substantial benefits that can be gained if the task of pesticide evaluations for registration and re-registration is shared, rather than duplicating each others' work. The OECD Pesticides Programme is working to establish the infrastructure that will facilitate such work sharing. The recent adoption of an OECD-wide future "vision", with specific deadlines for work sharing, should lead to additional (and more routine) work sharing arrangements between governments and industry.This document provides responses to questions that are frequently asked by governments and industry about the concept of work sharing, and how it would operate in practice. Many of the questions were raised at an OECD seminar on work sharing, held on 31 May, 2006, at the Pesticide Control Service in Ireland. The answers were prepared by a panel of OECD government representatives at that seminar.

    Abstract: In 2003, by endorsing the Guiding Principles for Reform of Environmental Enforcement Authorities in Transition Economies, the countries of Eastern Europe, Caucasus, and Central Asia (EECCA) agreed on a reference model to guide the modernisation of their systems for environmental regulation and compliance assurance. This report reviews their progress in implementing the Guiding Principles. The main conclusion is that countries took action to comply with the Guiding Principles, mostly to elevate the status of environmental enforcement authorities, clarify responsibilities, and provide training and a better infrastructure. While such improvements are an important basis for further reform, continued lack of progress in modernising strategies and instruments of work will inhibit institutional and environmental performance.

    Abstract: This paper reviewed current discounting practice in the OECD. It found a wide variance in guidance across countries (which may or may not be justifiable by different economic conditions), and significant differences in guidance within countries. Furthermore, even when discounting guidance is specified, it is not always followed in practice.A clear conclusion from this study is the allocation of public funds would be substantially improved if OECD countries provided departments with a consistent set of guidance on discounting. This guidance should provide for the analysis of long-term projects, programmes and policies, which are increasingly important, particularly with respect to environmental concerns. Finally, guidance should incorporate advances in theory of discounting under long-term uncertainty. A recipe for determining the appropriate rate of decline in the discount rate is included in this paper.

    Abstract: This report examines how policy co-ordination between the environment and health fields could be improved in order to better address environmental health issues. To this end, three cases studies were implemented in the United Kingdom, France and Canada, with particular focus on air pollution.The report synthesises the main findings arising out from these case studies as well as from a review of the governance literature as well. It identifies the main means and obstacles to improved policy coordination of cross-cutting issues, such as environmental health. Recommendations are then suggested, intending to improve co-ordination between environmental and health policies.

It does not attempt to evaluate their respective advantages/disadvantages or to recommend particular institutional arrangements. Twenty-two separate overviews of public procurement systems in the 22 participating Member States were produced on the basis of national responses to a detailed questionnaire. An in-depth review of these country system overviews provided the comparative analysis portion of this study, which discusses the various models in place in Member States, in particular the background and rationale for the use of a particular institutional model.

    Abstract: At their meeting in Almaty in October 2000, EECCA Ministers of Environment, Finance, and Economy, Ministers and senior representatives from several OECD countries, as well as senior officials from International Financial Institutions (IFI), International Organisations, non-governmental organisations, and the private sector, recognised the critical condition of the urban water supply and sanitation sector in EECCA and endorsed "Guiding Principles for the Reform of the Urban Water Supply and Sanitation Sector in the NIS". Participants requested the EAP Task Force to assess progress in implementing these Guiding Principles for review at a major conference of stakeholders that took place in 2005 in Yerevan, Armenia. This paper is an update of a report that was prepared for the Ministerial meeting in Yerevan, drawing on more recent data, and responds to the Ministers' request to prepare such a paper for the Environment for Europe Conference in 2007.

    Abstract: This paper has been prepared by the Sigma Programme following a request of the Government Office of the Czech Republic. The OECD has worked extensively during the last few years on issues relating to the organisational dimension of the national administration and, in particular, on the phenomenon of "agencification" and its impact on governance structures. It has already produced a significant number of analyses1, including a comprehensive comparative publication on Distributed Public Governance (2002)2. Sigma has also published on the topic in the framework of public expenditure management and with reference to transition countries.This OECD work was prompted by the problems caused by the increasing administrative-functional deconcentration within its member countries. The main questions posed were along the lines of: Does departmentalisation (keeping the whole responsibility within a ministry) ensure better control and efficient management of administrative and other public services or, on the contrary, does agencification (in the sense of setting up separate bodies) result in better management and de-politicisation?

    Abstract: This review discusses the challenges and opportunities of German rural areas. Significant differences between East and West persist and many of these have clear rural dimensions. Factors such as CAP reforms, ageing of the German population and migration trends will also have important rural implications. Many of these issues involve more than rural policy, but rural policy has a place in resolving all of the key issues. However, for rural policy to be an effective part of the policy process it will have to evolve beyond the existing limits in Germany. This review states that Germany's current approach to rural development and rural policy is mainly sectoral and thus does not fully capture the diversity of rural regions.

    Abstract: The governments of most developed, and many developing, countries impose border measures—tariffs, tariff rate quotas and export subsidies—to boost the domestic market prices of agricultural commodities. In some OECD countries, governments also provide financial support to their agricultural sector through other means, such as direct budgetary payments, production quotas and marketing-loan programs. These interventions typically distort the allocation of resources, leading to sub-optimal production and consumption decisions. Widespread agricultural policy reform would undoubtedly improve the global allocation of resources. But, due to differential protection levels and policy instruments across commodities and among countries, reform can also produce a complex pattern of adjustments, some of which may appear to be counter-intuitive. Using a partial-equilibrium agricultural commodity model with rich policy detail, this study examines the market impacts of agricultural policy reform annually over a 10-year horizon. The study finds that the biggest impacts of agricultural policy reform would be on world dairy markets. Including the effect of non-agricultural liberalisation from a general-equilibrium model does not meaningfully alter results, suggesting that sectoral analysis in many cases is sufficient. This Methodological Guide for Developing Producer Price Indices for Services is a complement to the PPI Manual in two ways: it focuses on service-specific aspects in the PPI compilation by developing further the conceptual framework and it adds detailed descriptions of PPI measurement for a series of service industries. This Guide has been jointly produced by the OECD, Eurostat and the members of a Taskforce with delegates from 19 OECD/EU Member countries.

    Abstract: For aid donors, the pro-poor growth agenda is not business as usual and more of the same will not be sufficient. Focusing on pro-poor growth and income poverty, Promoting Pro-Poor Growth: Policy Guidance for Donors identifies binding constraints and offers policies and strategies to address them. Policy recommendations aim to help change donor behaviour and pave the way for more effective development co-operation in these areas. This compendium pays special attention to the role of private sector development, agriculture and infrastructure in pro-poor growth – areas that were neglected by many donors during the 1990s but are currently receiving renewed attention in the international development agenda. It also presents a methodology for conducting ex-ante poverty impact assessment, a valuable tool for those whose aim is to maximise the poverty reducing impacts of development interventions.

    Abstract: Infrastructure systems play a vital role in economic and social development. Demand for infrastructure is set to continue to expand significantly in the decades ahead, driven by major factors of change such as global economic growth, technological progress, climate change, urbanisation and growing congestion. However, challenges abound: many parts of infrastructure systems in OECD countries are ageing rapidly, public finances are becoming increasingly tight and infrastructure financing is becoming more complex. This book assesses the future viability of current "business models" in five infrastructure sectors: electricity, water, rail freight, urban mass transit and road transport. It proposes policy recommendations that aim to enhance capacity to meet future infrastructure needs, including measures that could be taken by governments both collectively and individually to create more favourable institutional, policy and regulatory frameworks.

    Abstract: Income inequality and relative poverty among the working-age population in Japan have risen to levels above the OECD average. This trend is partially explained by labour market dualism, with an increasing proportion of non-regular workers who are paid significantly less than regular workers, as well as by other factors, including the ageing of the workforce. Social spending as a share of GDP has been expanding in the context of population ageing, although it remains below the OECD average and the proportion received by low-income households is small. Consequently, the impact of social spending on inequality and poverty is weak compared to other OECD countries and inadequate to offset the deterioration in market income. The scope for increasing social spending is constrained by the fiscal situation. Instead, reversing the upward trend in inequality and poverty requires reforms to reduce labour market dualism and better target social spending on low-income households, particularly single parents.     Abstract: As the nuclear programmes in OECD countries have matured over the four decades of commercial nuclear power operation, this maturation has brought steady improvements in the operational safety of nuclear power plants. This improvement is demonstrated by several performance indicators, but most notably by the reduced frequency and severity of accident precursor events relative to the events of, say, ten to twenty years ago. One of the major reasons for this improved performance has been the extensive use of lessons from operating experience to backfit safety systems, improve operator training and emergency procedures, and to focus more attention on human factors, safety culture and nuclear quality management systems.     Abstract: This paper is part of the OECD project on decoupling and follows the analytical framework defined in OECD (2001). The main objective is to estimate the importance of the dynamic investment effects of area payments using farm level data from the Italian FADN survey. It investigates the investment response by crop producers under the assumption that they are risk averse, and there is uncertainty concerning prices. A dynamic econometric model is estimated. Investment is defined as current expenditure on machinery and buildings for crop production. This paper uses the same data as OECD (2002) and makes estimations and simulations in a way that can be compared with the results obtained in that paper.
