    Abstract: The public finance system of Singapore consists of four “pillars”: the budget sector itself; the Central Provident Fund; the government investment agencies; and various special funds not consolidated into the budget. The budget process is characterised by close interministerial co-operation and the use of constitutional fiscal rules, spending ceilings for ministries (“block budgets”), across-the-board budget extractions (spending cuts), endowment funds, central manpower controls, and continual underspending. Parliament has a limited role. The President of the Republic has an important role as “fiscal guardian”. The article describes these particular features of the Singapore budget process, and discusses other elements of budget implementation and government management such as the organisational structure of the government, the execution of budget appropriations, personnel management, financial management and reporting, and performance and results initiatives.

    Abstract: Following prolonged discussion, the Austrian government has passed a new University Act which will provide universities with a semiautonomous status. The reform is the most incisive change of the university system for the past 150 years and has been preceded by an equally momentous change in the status of the teaching faculty and staff, all future appointments no longer providing civil servant status any more. Major points in discussions between the Rectors Conference, the organizations representing the professoriate and staff, and the Ministry have been the balance of power between the institutions, representatives from outside, and the Ministry, as well as the amount of control to be exercised by the Ministry. In the view of the institutions, the legislation is heavily weighted towards the latter leaving too little room for initiatives from the faculties and participation in the central steering groups....

    Abstract: A la suite de longs débats, le gouvernement de l’Autriche a établi un texte de loi qui accordera aux universités un statut de semi-autonomie. Cette réforme est le changement le plus marqué du système universitaire depuis 150 ans et a été précédée par un changement tout aussi essentiel du statut du corps enseignant et des autres catégories de personnel, qui prévoit la suppression du statut de fonctionnaire pour tous les futurs engagements. Parmi les principales questions ayant fait l’objet de discussions entre la Conférence des recteurs, les organisations représentant le corps enseignant et les autres catégories de personnel et le ministère, citons l’équilibre des pouvoirs entre les établissements, les représentants extérieurs et le ministère, ainsi que l’importance de la tutelle exercée par le ministère. De l’avis des établissements, ce texte de loi est très nettement favorable au ministère, et laisse au corps enseignant trop peu de possibilités de prendre des initiatives et de participer à des groupes centraux de pilotage...
