    Abstract: The TOSSD statistical framework aims to provide a complete picture of all official resources flowing into developing countries for their sustainable development, providing reliable, comparable and transparent data. This working paper compares the TOSSD data for the year 2019 with datasets collected by three countries: Bangladesh, Cameroon and Colombia. The study explores similarities and differences between the TOSSD data and the data collected at the local level, and provides recommendations on how to improve data completeness and accuracy. It also suggests how a data validation mechanism for TOSSD could work, allowing recipient countries to provide timely feedback.

    Abstract: Total official support for sustainable development (TOSSD) is a new international statistical measure that provides a complete picture of all official resources and private finance mobilised by official interventions in support of sustainable development and the SDGs. It consists of two pillars: cross-border resources to developing countries (pillar I) and support to international public goods and global challenges (pillar II). To test the TOSSD concept and operationalise the reporting, a data survey was carried out in 2019 on 2017 resources. This paper analyses the main lessons learnt from the survey with the objective to help further refine the TOSSD Reporting Instructions and data collection process, and provide evidence to the international community about the usefulness, relevance and feasibility of TOSSD as a measurement framework for the SDG era. TOSSD can respond to developing countries’ needs for information on external financing for sustainable development (pillar I), with estimates showing that between 18% and 26% of the volume of resources captured in the survey relate to additional data captured in TOSSD. TOSSD can fill a key information gap on financing for international public goods (IPGs) that support the achievement SDGs (pillar II). The TOSSD framework is appropriate for various providers of financing for sustainable development, including traditional providers, South-South Co-operation providers and multilateral institutions. To enhance the usefulness and relevance of TOSSD, efforts will need to continue to fill the remaining data gaps and enhance data quality.

    Abstract: This Working Paper presents the perspective of Indonesia on the concept of total official support for sustainable development (TOSSD), the extent of TOSSD resources provided by Indonesia and the capacity of the government to report on these resources. Indonesia broadly supported TOSSD as a relevant measure for monitoring SDG implementation and proposed some adjustments to the TOSSD methodology. Estimates for TOSSD provided by Indonesia in 2017 amount to USD 6 376 million, with USD 16 million for Pillar I (cross-border flows to other developing countries) and USD 6 360 million for Pillar II (contributions to international public goods). For Indonesia, activities recorded in TOSSD should not only be assessed in financial terms, but also in terms of their sustainable development impact. This pilot study attests to Indonesia’s strong capacity to report on TOSSD Pillar I, but finds that tracking could be improved for a wider range of resources. The country also has the capacity to report on Pillar II.

    Abstract: Countries often face similar challenges in statistical reporting on development finance. Through Peer Reviews on Development Finance Statistics, Development Assistance Committee (DAC) members and non-DAC providers, together with the OECD, jointly assess how countries collect, report and disseminate data on their development co-operation. These reviews help countries cope with an increasing demand for comprehensive, reliable and accessible statistics on development finance, in a context of frequent changes to the reporting requirements, staff-turnover and often complex, decentralised reporting systems. In the period from 2017 to 2019, the OECD conducted seven reviews (Australia, Canada, Denmark, France, Norway, Sweden and Switzerland). The Peer Reviews on Development Finance Statistics have proven to be useful and enriching for all participants, identifying several recommendations on how to improve the quality and use of development finance data. Building on the findings from the seven reviews, this working paper shares lessons learnt, including best practices, strengths and challenges.

    Abstract: This Working Paper summarises the main findings and recommendations of the pilot study carried out in Costa Rica as part of the development of the total official support for sustainable development (TOSSD) measurement framework. The Paper includes first approximations of TOSSD flows to Costa Rica. These flows in 2016 amount to around USD 559 million of official development finance and USD 60 million of private finance mobilised through official development interventions. These first estimations were reached using OECD DAC statistics. However, these figures are likely to be largely underestimated owing to a lack of available information, particularly concerning official support to Costa Rica from the People’s Republic of China and other non-DAC providers. The pilot study also indicated that the government is able to access, collect, collate, analyse and use data on external financing to the country using national data, thanks to its institutional and IT systems. However, the legislative framework requires adjustment and there is scope for improving co‑ordination in order to avoid duplication of effort.

Estos flujos en 2016 fueron de 559 millones de dólares estadounidenses de financiamiento oficial para el desarrollo y 60 millones de dólares de financiación privada movilizada a través de intervenciones oficiales de desarrollo. Estos flujos se calcularon a partir de las estadísticas CAD de la OCDE. Sin embargo, es probable que las cifras estén subestimadas en gran medida debido a la falta de información disponible, en particular con respecto al apoyo oficial a Costa Rica por parte China y otros países proveedores que no pertenecen al CAD. El estudio piloto también indicó que el gobierno puede acceder, recopilar, analizar y usar datos sobre financiamiento externo para el país utilizando datos nacionales gracias a sus sistemas institucionales y de tecnologías de la información. Sin embargo, el marco legislativo requiere ajustes y puede mejorarse la coordinación con el fin de evitar la duplicación de esfuerzos.

The pilot study explored the relevance of including various peace and security expenditures in the TOSSD framework, and formulated recommendations to the International TOSSD Task Force on the eligibility criteria, the potential safeguards and the delineation between TOSSD pillar I and II for peace and security expenditures. On this basis, the Task Force adopted in June 2019 specific text on the treatment of peace and security in the TOSSD Reporting Instructions. The pilot study also allowed to derive first estimates of TOSSD flows for peace and security and a light assessment was carried out of the capacity of the organisations / countries met during the pilot to provide TOSSD data on peace and security.

Estimated TOSSD flows to Nigeria in 2016 amounted to approximately USD 3 billion of official development finance and USD 1.9 billion of private finance mobilised through official development interventions. These first orders of magnitude have been estimated using OECD DAC Statistics. However, these figures are likely to be largely underestimated due to information gaps, notably on the People’s Republic of China (hereafter China) and emerging providers’ official support to Nigeria. The results of the pilot also indicate that the current organisational set up of Nigeria, both from an institutional and an IT system perspective, makes it challenging for the Government to access, collate, collect analyse and use data on external financing to the country using national data. The TOSSD pilot in Nigeria confirmed the usefulness of country pilots for testing the TOSSD methodology and for ensuring feedback by partner countries on TOSSD as a measurement framework. The findings also helped to ascertain that the International TOSSD Task Force developing the framework is in the right direction with regard to the main parameters of the measure. Findings contained in the present Working Paper will support the discussions to refine the emerging TOSSD Reporting Instructions in 2018 and 2019.

    Abstract: This paper shows that development co-operation from emerging providers – i.e. countries beyond the OECD Development Assistance Committee (DAC) – significantly increased in recent years, reaching 17% of total global development co-operation in 2014. It also presents a rough estimate, of USD 300 billion, of broader international co-operation by emerging providers and it sets out what types of instruments are used to provide this broader international co-operation. Very little is known about broader international co-operation by emerging providers and the scarce information that is available on different countries cannot be compared. This paper concludes that more information on, and a global measure of, international co-operation for development are needed to enable developing countries to manage the external support they receive and to enable further analysis of the increasingly important role that emerging providers play in developing countries.

    Abstract: This working paper presents the results of the 2016 OECD-DAC Survey on amounts mobilised from the private sector in 2012-2015 by official development finance interventions, in particular in the form of guarantees, syndicated loans, shares in collective investment vehicles, direct investment in companies and credit lines. The results indicate that during 2012-2015 USD 81.1 billion was mobilised from the private sector, mainly through guarantees for which the amounts mobilised represented 44% of the total. They also show that most of the amounts mobilised supported projects in middle-income countries (77%), especially in Africa which was the main beneficiary region (30%).

    Abstract: According to the 2015 DAC Survey on mobilisation, USD 36.4 billion was mobilised from the private sector in 2012-14 through official development finance interventions in the form of guarantees, syndicated loans and shares in collective investment vehicles (development-related investment funds). Overall flows followed an upward trend over the period covered by the survey, with guarantees mobilising the largest share (59%). Multilateral development banks took the lead in mobilising finance mostly through guarantees, followed by the national development finance institutions. Middle-income countries received the largest share of the amount mobilised, mainly targeting the energy, industry and banking sectors. Of the total amount mobilised, 19% was climate-related, most of it focusing on climate change mitigation. This working paper provides more details about the Survey results.

    Abstract: This Working Paper presents the results of a Survey on Guarantees for Development carried out in the context of the OECD DAC work to modernise statistics on external development finance post 2015. No comprehensive and internationally comparable data on guarantees for development and the volume of finance mobilised by them exist at present. This Survey aimed to fill this information gap by estimating the volume of private sector flows to developing countries mobilised by guarantee schemes. Guarantees for development purposes have mobilised over USD 15 billion of private sector flows to/in developing countries over the period of study (2009-11). This report analyses the data from the Survey (e.g. by sector and by country), includes a reflection on how the amount mobilised by guarantees can be captured at an international level and comments on the leverage ratio as a measure of efficiency of development finance.

    Abstract: The principles of sustainable development play an integral role in making development assistance work at the level of policies, plans and programmes. In response to the Paris Declaration call to “… develop and apply common approaches for ‘Strategic Environmental Assessment’ at sector and national levels” among donors and partners, the Guidance on Applying Strategic Environmental Assessment was endorsed in 2006 by members of the OECD Development Assistance Committee, representatives of developing countries receiving aid, the United Nations Development Programme, the United Nations Environment Programme, the World Bank and many other agencies. Since then, a growing number of countries at all levels of development have legislation or regulations prescribing the application of Strategic Environmental Assessment (SEA)  and many more are introducing it as part of their policy tools. This is creating unique opportunities for better policy making and planning by incorporating environmental considerations into high-level decision-making and opening new mechanisms to build consensus on development priorities within governments themselves and between governments and societies. Many development co-operation agencies and their partners are already making good progress in applying SEA. This publication presents the nine most interesting case studies of SEA in progress, selected from a total 100. These nine cases highlight that SEA can:• Safeguard environmental assets for sustainable poverty reduction and development;• Build public engagement in decision making;• Prevent costly mistakes by alerting decision-makers to potentially unsustainable development options at an early stage in the decision-making process;• Speed up implementation of projects and programmes;• Facilitate co-operation around shared environmental resources and contribute to conflict prevention.

    Abstract: This publication presents the Development Assistance Committee peer review of the aid programmes and policies of Germany for 2010. The policies and programmes of each DAC member are critically examined approximately once every four or five years. Five members are examined annually. The OECD’s Development Co-operation Directorate provides analytical support and is responsible for developing and maintaining the conceptual framework within which the Peer Reviews are undertaken. The Peer Review is prepared by a team, consisting of representatives of the Secretariat working with officials from two DAC members who are designated as “examiners”. The country under review provides a memorandum setting out the main developments in its policies and programmes. Then the Secretariat and the examiners visit the capital to interview officials, parliamentarians, as well as civil society and NGO representatives of the donor country to obtain a first-hand insight into current issues surrounding the development co-operation efforts of the member concerned. Field visits assess how members are implementing the major DAC policies, principles and concerns, and review operations in recipient countries, particularly with regard to poverty reduction, sustainability, gender equality and other aspects of participatory development, and local aid co-ordination. The Secretariat then prepares a draft report on the member’s development co-operation which is the basis for the DAC review meeting at the OECD. At this meeting senior officials from the member under review respond to questions formulated by the Secretariat in association with the examiners. This review contains the Main Findings and Recommendations of the Development Assistance Committee and the report of the Secretariat.

    Abstract: Trade promotes economic growth, alleviates poverty and helps countries reach their development goals. However, developing countries – in particular the least developed – face difficulties in making trade happen and turning trade into economic growth. The Aid for Trade Initiative – launched at the 2005 World Trade Organisation conference in Hong Kong – aims at helping these countries to take advantage of trade opportunities and to reap the benefits of their integration into the world economy. The Initiative has been a success: it has not only raised awareness among both donors and developing countries about the role of trade in development, but also helped secure increased resources. Trade for Growth and Poverty Reduction: How Aid for Trade Can Help explains how Aid for Trade can foster economic growth and reduce poverty, and why it is an important instrument for a development strategy that actively supports poverty alleviation. Unlocking this potential requires carefully designed and sequenced trade reforms. While developing countries have many trade-related needs, but financial resources and political capital for reforms are limited, it is an important priority to tackle the most binding constraints to trade expansion. This report describes the diagnostic tools available, evaluates their strengths and weaknesses, and suggests a dynamic framework to guide the sequencing of reform and donor support.

    Abstract: Functioning states are essential for reducing poverty, sustaining peace and achieving agreed development goals. Despite receiving growing international attention in recent years, fragile states are falling behind other low-income countries in human development. Fragility – and its negative consequences – can destabilise entire regions and have global repercussions. Tackling the challenges associated with fragility requires a concerted international effort to support sustainable statebuilding processes, based on robust state-society relations. Supporting Statebuilding in Situations of Conflict and Fragility: Policy Guidance presents new thinking on statebuilding and clear recommendations for better practice. It provides an internationally accepted conceptual framework for statebuilding, informed by today’s realities of conflict-affected and fragile situations. Building on good practices already being successfully applied on the ground, this guidance lays out how developing and developed countries can better facilitate positive statebuilding processes and strengthen the foundations upon which capable and legitimate states are built. The recommendations in this guidance address critical areas for better international engagement from strategy development and programme design and delivery to day-to-day operations in the field and at headquarters.

    Abstract: This review contains the Main Findings and Recommendations of the Development Assistance Committee (DAC) and the report of the Secretariat. It was prepared with examiners from Luxembourg and Norway for the Peer Review meeting on 29 April 2009. Among the issues covered were: the welcome efforts to focus Austrian development co-operation on the world’s poorest people; plans to substantially increase aid for humanitarian action, priority partner countries, and UN agencies; and progress made with the organisational reform started in 2004. Austria needs to sharply increase its aid to meet its commitment to reach 0.7% of ODA/GNI by 2015; to make its aid more predictable; and to increase the share of aid that can be programmed by partner countries. Staffing and technical expertise in the Foreign Affairs Ministry must be strengthened so that it can effectively carry out its mandate as the national co-ordinator for aid and development policy; there should be increased focus on public and political awareness about global development challenges; and a medium-term development policy, endorsed by the government, which commits all ministries to Austria’s development co-operation objectives.

Norway is consistently at the forefront of donor efforts to improve the international aid system, as well as its own development policies and programmes. It supports aid effectiveness and its flexible approach to development assistance enables quick reaction to changing situations. Although its flexibility is generally considered a strength, Norway needs to guard against adding too many new priorities to an ever-expanding list of initiatives. Norway aspires to lead on selected cross-cutting issues such as women’s rights, gender equality and the environment but it is still struggling to fully ‘mainstream’ these objectives into programmes and projects.

In this context, this study describes the role and management of evaluation in development agencies and multilateral banks, based on questionnaires, findings from peer reviews by the OECD Development Assistance Committee (DAC), interviews and a literature review. The study includes information about the specific institutional settings, resources, policies and practices of each of the DAC Evaluation Network’s 32 members. The study identifies major trends and current challenges in development evaluation, covering: human and financial resources, institutional set-ups and policies, independence of the evaluation function, reporting and use of evaluation findings, management response systems, donor co-ordination, joint evaluation, and the involvement of partner countries in evaluation work. This study is part of the DAC Network on Development Evaluation’s ongoing efforts to increase the effectiveness of development co-operation policies and programmes by promoting high-quality, independent evaluation.

    Abstract: The contracting out of government functions and services to external providers is an established practice in many developed and developing countries. On the one hand, it can offer essential support to states that have to deliver basic services urgently; on the other, it risks bypassing governments and undermining their long-term recovery. The OECD’s Partnership for Democratic Governance was formed in 2007 to gather evidence on this issue. This handbook does not take a view for or against contracting out; nor is it a technical manual. The handbook is for field practitioners and government policy makers in countries that are either emerging from conflict or are otherwise considered to be fragile. Its aim is to help them make more informed choices about the types of contracting that are best suited to their country. It is a tool to assess whether contracting out might be a possible way forward – either temporarily or over a longer period of time – for delivering a core service (such as basic education, healthcare, water and sanitation) or a government function (such as managing public finances and human resources). The handbook illustrates these points with the aid of case studies ranging from Afghanistan to Haiti and Liberia.

Su impacto negativo golpeará a los países pobres y a las capas de población más desfavorecidas de manera desproporcionada, complicando aún más el logro de sus objetivos de desarrollo. La guía Integración de la Adaptación en la Cooperación para el Desarrollo ofrece información esencial y consejos sobre cómo facilitar la integración de la adaptación al cambio climático en los procesos de desarrollo. Los objetivos de esta guía son los siguientes: i) facilitar la comprensión de las implicaciones del cambio climático en la práctica del desarrollo y promover la necesidad asociada de integrar la adaptación al cambio climático en las políticas y prácticas de desarrollo tanto de los organismos de cooperación como de los países socios, ii) identificar los enfoques más adecuados para integrar la adaptación al cambio climático en las políticas de desarrollo a nivel nacional, sectorial y de proyecto, tanto en zonas urbanas como en zonas rurales, y iii) determinar modalidades prácticas para que los donantes apoyen a los países socios en sus esfuerzos para reducir su vulnerabilidad a la variabilidad climática y el cambio climático. Aunque los esfuerzos por integrar la adaptación al cambio climático ha de ser dirigido por los países socios, los donantes internacionales tienen un papel crítico que desempeñar en el apoyo a esos esfuerzos. Esta guía para la orientación de políticas está destinada especialmente a responsables políticos, a profesionales de organismos de cooperación al desarrollo y sus contrapartes en los gobiernos de los países, y a otras partes interesadas, tales como organizaciones no gubernamentales.

This paper demonstrates why trade matters for boosting productivity and economic growth and explains why some countries are unable to reap the gains from trade.     Abstract: This review contains the Main Findings and Recommendations of the Development Assistance Committee (DAC) and the report of the Secretariat. It was prepared with examiners from Japan and the United States for the Peer Review meeting on 9 June 2009. The review noted that Sweden was the most generous of all DAC donor countries as a proportion of its national income in 2008. Sweden is a leader in the areas of aid effectiveness and good humanitarian donorship. It has initiated important reforms to bolster the quality of its aid and to make its development efforts more supportive of partner country priorities. Sweden sets an example as a reliable and engaged donor to multilateral organisations but could make its support more strategic. Sweden is ahead of many donors when it comes to making its national policies and actions consistent with its development objectives, but implementation difficulties led to a revised approach, which is promising.

    Abstract: Switzerland’s aid volume was USD 2.02 billion in 2008, an increase of more than 6% over the previous year, and a total of 0.42% of its gross national income (GNI). In 2008 it had already surpassed its Monterrey commitment to contribute 0.4% of its GNI to official development assistance (ODA) by 2010. Switzerland should adopt a 0.5% target for its aid, keeping in mind the 0.7% UN target. Switzerland has a long tradition of international assistance; its aid to humanitarian causes and multilateral donors serves as an example in good practice. Although Switzerland contributes to international thinking on governance and development in fragile situations, it faces challenges in implementing some of the international principles for making aid more effective, particularly in fragile states. Swiss aid is dispersed among too many countries and sectors, and it now strives to strengthen its focus. While welcoming the steps Switzerland has taken to reinforce its strategic approach to development co-operation, greater cohesion between the Ministries of Economic and Foreign Affairs would reduce duplication and transaction costs. In reforming its aid system, Switzerland will need to do more to set standards, monitor outcomes and assess impact of its development co operation programmes. Switzerland has made progress in bringing areas such as trade and the restitution of stolen assets in line with its commitments to development. It must build on such examples to ensure that all policies are coherent with its development aims. Switzerland must also strengthen efforts to communicate the positive results of aid in order to maintain strong public and political support.

    Abstract: State legitimacy matters because it transforms power into authority and provides the basis for rule by consent, rather than by coercion. In fragile situations, a lack of legitimacy undermines constructive relations between the state and society, and thus compounds fragility. Multiple sources of legitimacy often compete and conflict, leaving the state unable to impose the ultimate rules of the game. Donors working in fragile environments have paid relatively little attention to legitimacy, instead concentrating their efforts on capacity development and institution building as a way of strengthening state effectiveness. The State’s Legitimacy in Fragile Situations urges donors to pay much more attention to legitimacy. It also invites them to broaden their understanding to encompass aspects of legitimacy that derive from people’s shared beliefs and traditions, not just from Western state models. Finally, it encourages donors to monitor the impact of their interventions so as to avoid undermining state legitimacy. The publication concludes with practical recommendations on how donors can support better relations between state and society in fragile situations.

    Abstract: The Italian development co-operation is facing major challenges. The first is an urgent need to reform official development co-operation in the absence of political consensus on how to proceed. The second is that Italy will fail to meet its international commitment to increase official development assistance (ODA) to 0.51% of its gross national income (GNI) by 2010 and is unlikely to meet 0.7% by 2015. In 2008 Italy’s ODA/GNI ratio was 0.22. Despite the challenges remaining, there has been some improvement in Italian aid management since 2008. Italy intends to focus on 35 priority countries, the greater authority given to Italy’s embassies and technical offices to deliver and to contribute to formulating programmes and deliver aid, and the Steering Committee on Development Co-operation’s high level policy direction. Italy still needs a strategy for its development co-operation that is shared by all relevant government departments and regional and local authorities working towards common objectives: building systems to promote coherence between development co-operation and other policies; reforming human resource management for the core cadre of development experts; and regularly undertaking monitoring and independent evaluation. In addition, the limited political debate and public awareness about Italian development co-operation show there is an urgent need for the Italian authorities, together with civil society, to build popular support for development and public pressure for reforming Italian development co-operation.

Poverty reduction is the overarching goal of Irish Aid, and reflecting this, its programme is well concentrated on a limited number of very poor African countries. Ireland is a predictable and flexible donor, and its attention to local priorities is appreciated by the developing country partners with whom it works. It is balancing efforts to meet the best international development standards while dealing with the impact of the global economic crisis. Ireland is focusing on achieving results and should enhance its efforts to measure the impact of its aid programme. The DAC urges Ireland to communicate development results to the public to maintain support for overseas development.

    Abstract: Developing countries differ greatly in their potential for development and in the challenges they face. In one respect, however, many share a common problem: too little aid from too many donors. This report traces up to 3 700 aid relationships between all 151 aid recipient countries and the 46 largest donors, covering all members of the OECD Development Assistance Committee (DAC) and the largest multilateral agencies. This complex reality is often referred to as fragmentation of aid. This 2009 report examines the concept of aid fragmentation across countries, and what has happened since the adoption of the Paris Declaration. It also proposes measures for concentration and fragmentation, and options for tackling excessive fragmentation. Where a donor-partner aid relation is not considered non-significant from either the donor’s or the recipient’s point of view, there is an opportunity for some rationalisation. This report shows that a decrease of 23% in the number of relationships is possible when only 4% of aid is reorganised. This reorganisation, in turn, would lead to an increase in the volume of the average donor-partner aid relation of 30%.

    Abstract: Fragile states lag far behind meeting the Millennium Development Goals (MDGs) by 2015, representing 75% of the MDG deficit. Fragile states already lacked the institutional strength to adequately respond to both financial and environmental shocks. The effects of three consecutive and inter-related shocks – food, fuel and the secondary effects of the financial crisis – risk reversing progress achieved by some post-conflict states, and further entrenching insecurity in others. Although official development assistance to fragile states is growing in real terms, it is increasingly concentrated, and half of fragile states face the prospects of declining aid. There is a need to maintain aid levels and meet aid pledges, but also to improve the quality of support to fragile states. This report serves as a tool to better monitor the levels, timing and composition of resource flows to fragile states, and presents salient facts on aid flows to fragile states, the impact on fragile states of the three crises and the need for a whole-of-government response.

    Abstract: Innovation drives long-term economic growth. It has a crucial role to play as global economies recover from the current financial crisis. This book examines the role of innovation in developing countries, with a focus on Africa.     Abstract: Employment and social protection are two critical avenues towards achieving pro-poor growth and the Millennium Development Goals. In developing countries the majority of poor people work, but employment conditions are poor, productivity is low and incomes inadequate. Policies that improve conditions in the informal economy, increase the productivity and employability of poor people and improve the enabling environment for local entrepreneurship will lead to better employment outcomes. Social protection enables households to invest in productive activities and human capital, which raises their productivity and incomes. Social protection can be affordable, including for low-income countries, and efficiently tackles poverty through improved health, increased school attendance and less hunger and malnutrition. There is growing demand in developing countries for more public action on social protection and employment. To help donors respond, at its High Level Meeting on 27-28 May 2009 the DAC endorsed the following policy statement which encourages donors to provide adequate, long-term and predictable financial assistance to underpin developing countries’ efforts to build social protection systems and to make employment and decent work a key objective of development co-operation. In addition, through its Network on Poverty Reduction (POVNET), the DAC has developed policy guidance notes for donors on employment and social protection.

    Abstract: This publication demonstrates that natural resources can contribute to growth, employment, exports and fiscal revenues in low-income countries, where natural capital constitutes a quarter of total wealth. Part I provides an overview of the economics and politics of natural resources. It describes the unique features of natural resources and resulting management challenges, the role of sustainable natural resource management in supporting pro-poor growth, and the politics and governance of natural resources. It then offers recommendations for policy makers on how to support the approaches advocated in the paper. Part II examines these issues with respect to seven specific natural-resource sectors: fisheries, forests, wildlife and ecotourism, soil productivity, water security, minerals and renewable energy.

    Abstract: Abstract: This paper presents the experiences and the lessons learned by 22 partner countries in Africa, Latin America and Asia related to the application of the Methodology for the Assessment of National Procurement Systems of the OECD/DAC Joint Venture on Procurement. The Methodology was developed and approved for field testing in 2006 as an input for implementing the Paris Declaration agenda and to assist in strengthening country procurement systems. It is the result of the joint efforts of multilateral and bilateral development partners and of partner countries from around the world. These experiences and lessons represent some early results achieved by a group of volunteer partner governments working in collaboration with national stakeholders from civil society, the private sector, the media, elected members of parliament and with their international development partners. The present document is limited to sharing experiences in using the Methodology. Country examples from the pilot exercises and from other applications are used as case studies. A mapping of various country experiences in using the Methodology is provided in Annex A. The present document seeks to provide useful background information drawn from various available sources.

    Abstract: African agriculture is a sleeping giant. Agribusiness remains in its infancy in most sub-Saharan African countries. Many of them now pay higher prices for imported food products and struggle to keep inflationary pressures under control. Given the strong long-term prospect for world food prices, increasing the productivity of food crops becomes a top priority. It requires sizeable investments in irrigation, storage, transport infrastructure and logistics, as well as better access to markets for inputs (fertilizers, seeds, planting materials and credit). While successful contract-farming schemes exist for export crops, they remain rare for food crops. Greater involvement of the private sector in designing and implementing such food-crop commercialisation programmes could develop viable local food industries. Existing international financing facilities such as the Enhanced Private Sector Assistance (EPSA) for Africa should get full use. Whether Africa can unleash the potential of commercial agriculture in the coming decades also depends in no small part on the continuous and effective support of the international development community. The findings summarised in this volume can serve as building blocks for further international discussions on fostering agro-based private-sector development and lifting smallholders out of poverty.

    Abstract: The negative impacts of climate change will hit poor people and poor countries disproportionately, and further compromise the achievement of their development objectives. Integrating Climate Change Adaptation into Development Co-operation provides essential information and advice on how to facilitate the integration of adaptation into development processes. The objectives of this policy guidance are to: i) promote understanding of the implications of climate change on development practice and the associated need to mainstream climate adaptation in development co-operation agencies and partner countries; ii) identify appropriate approaches for integrating climate change adaptation into development policies at national, sectoral and project levels and in urban and rural contexts; and iii) identify practical ways for donors to support developing country partners in their efforts to reduce their vulnerability to climate variability and climate change. While efforts to integrate climate change adaptation will be led by developing country partners, international donors have a critical role to play in supporting such efforts.

    Abstract: This review contains the Main Findings and Recommendations of the Development Assistance Committee (DAC) and the report of the Secretariat. It was prepared with examiners from Sweden and Japan for the Peer Review meeting held on 12 September 2006. The review welcomed the Netherlands’ strong commitment to policy coherence for development and to maintaining high levels of development aid. The Committee noted that the Netherlands gives strong attention to issues of aid quality and uses innovative approaches to enable recipient countries to lead their own development agenda. It identified a number of recommendations (e.g. continuing efforts towards geographic and sector concentration, ensuring that spending targets do not jeopardise the principles of aid effectiveness, developing a more coherent strategy with respect to private sector development, and developing overall aid effectiveness and conditionality strategies) to assist the Netherlands in pursuing its efforts to improve the effectiveness of its development co-operation programmes.

    Abstract: This report outlines an approach for developing guidance on evaluating conflict prevention and peacebuilding activities. First, the report specifies which types of work can be considered conflict prevention and peacebuilding activities, distinguishing between conflict sensitivity and conflict prevention and peacebuilding work.     Abstract: This review contains the Main Findings and Recommendations of the Development Assistance Committee (DAC) and the report of the Secretariat. It was prepared with examiners from the United States and Italy for the Peer Review meeting held on 31 May 2006. The review welcomed the United Kingdom’s strong commitment to the Millennium Development Goals and to increase development aid to 0.7% of its Gross National Income by 2013. The Committee recognised the effectiveness of the United Kingdom’s distinctive development co-operation model, characterised by a strong legislative basis, clarity of mission and unified programme under a Cabinet Minister. It identified several opportunities (e.g. new tactics in working with donors, identifying policy coherence priorities, more strategic involvement of civil society, greater institutional clarity around humanitarian aid) to make improvements that would better place UK development co-operation to address the future challenges of scaling up aid volume, moving into more difficult operational environments in fragile states and clearly demonstrating development results.

This peer review of Canada’s development co-operation programme highlights Canada’s renewed commitment to Africa; a promising approach toward fragile states, such as Haiti and Afghanistan; initiatives to make Canadian aid more effective, focusing on accountability and explaining results to the Canadian public and parliament; and strong commitment to good humanitarian donorship (GHD). Canada still faces some challenges, including: i) strengthening the mandate for development co-operation and for CIDA, while addressing some of the agency’s fundamental structural issues; ii) producing a policy for development co-operation which focuses on reducing poverty; iii) articulating an approach to policy coherence for development; iv) continuing to increase aid to meet Canada’s commitments made at Monterrey; v) focusing its aid on fewer partner countries in order to generate stronger impact and voice; and vi) galvanising the implementation of the Paris Declaration on Aid Effectiveness. These steps are needed if Canada’s performance is to match its ambition to become a leading player in the donor community.

    Abstract: As recognised in the DAC Principles for Good International Engagement in Fragile States and Situations, interconnected challenges of governance, economic performance, insecurity and poverty are acute in fragile states, requiring close collaboration among defense, diplomacy, development and beyond. Good international engagement in fragile states requires a complex and coherent range of approaches and instruments if lasting peace is to be secured. The study provides a synthesis of current whole-of-government approaches in seven donors’ administrations, identifying several challenges to a whole-of-government approach, including differences in mandates, approaches, resources and considerable transaction costs. Recommendations include the need for political commitment, the need to engage a wide range of actors, joint analysis, country-specific joint planning, and creating the right incentives structure and knowledge management systems for actors involved to adopt a comprehensive approach.

Analysis of agricultural performance focused on trends in output, factor use, and productivity. Analysis of agricultural policy featured measurement of domestic and international price distortions as well as the evolution of aid-financed public expenditures on agriculture.

The review noted that the European Community as a donor disbursed over USD 10 billion in official development assistance in 2006, while the European Commission plays a potentially important “federating” role for the institutions of all 27 Member States of the European Union. The DAC commended both the role of the Commission in reshaping its development co-operation and the progress made since the 2002 Peer Review in delivering Community assistance. It welcomed a 2007 policy that seeks better division of labour among the Commission and the Member States and the 2005 European Consensus on Development which outlines a common policy framework for them. The DAC noted a number of challenges facing the European Community, including: ensuring that European Union policies take forward the development focus of the Consensus; implementing these policies effectively at the country level; and continuing to reform the institutions and to simplify the procedures.

    Abstract: The OECD’s relations with Africa have been strengthened since the launching of NEPAD and the contacts organised in May 2002 between the Ministers of OECD Member countries and their colleagues on the African Union/NEPAD Steering Committee. As a result of this dialogue, the OECD was entrusted with a mandate that calls for it to co operate with AU/NEPAD. The OECD supports AU/NEPAD’s objectives in four domains: 1. The African Peer Review Mechanism; 2. Peer learning and policy dialogue in support of reform; 3. Aid policies and aid effectiveness; 4. The monitoring of development trends and progress. This brochure provides an overview of the OECD’s activities in each of these areas. In 2006, the OECD established a special unit to support, in close collaboration with AU/NEPAD, the work of the Africa Partnership Forum. It also collaborates with the African Development Bank and the United Nations Economic Commission for Africa in the production of a valuable monitoring tool, the African Economic Outlook.

    Abstract: Abstract: This review contains the Main Findings and Recommendations of the Development Assistance Committee (DAC) and the report of the Secretariat. It was prepared with examiners from the Netherlands and Greece for the Peer Review meeting on 8 June 2007. Among the main issues covered were: the significant funding for official development assistance (ODA) and the welcome decision on the part of the Danish Government to maintain its ODA at a minimum of 0.8% of gross national income; the solid legal grounding, resulting from the long-standing support for development assistance; the integrated, decentralised, development co-operation system, which facilitates effective aid delivery and provides flexibility for aligning and harmonising programmes; the positive emphasis on quality assurance; the need to pursue Denmark’s efforts in meeting the commitments of the Paris Declaration on Aid Effectiveness; the need to further develop and disseminate learning both within and outside Danida, especially in areas of high interest for the donor community, like mainstreaming crosscutting issues, capacity development and decentralisation; and the need to make further progress on aid untying.
