    Abstract: These workshop proceedings assess the third party liability and compensation mechanisms that would be implemented by participating countries in the event of a nuclear accident taking place within or near their borders. To do so, two fictitious accident scenarios were developed: one involving a fire in a nuclear installation located in the Slovak Republic and resulting in the release of significant amounts of radioactive materials off-site, and the other a fire on board a ship transporting enriched uranium hexafluoride along the Danube River. The first scenario was designed to involve the greatest possible number of countries, with the second being restricted to countries with a geographical proximity to the Danube. These proceedings contain the papers presented at the workshop, as well as reports on the discussion sessions held.

    Abstract: Scientists have known for years that complex diseases, such as cancer, heart disease, stroke, and diabetes, arise from a combination of lifestyle, environmental, genetic and random factors. Large-scale study of populations may contribute significantly to science's understanding of the complex multi-factorial basis of disease and to improvements in prevention, detection, diagnosis, treatment and cure. As a result of developments in biotechnology and bioinformatics, the opportunity to store and analyse increasingly large amounts of genetic data have rendered possible the creation of large-scale population databases. Genetic research, involving the use of such databases containing human genetic and genomic data, information, and biological samples, is thus becoming increasingly feasible.

    Abstract: Hydrogen has the potential to play an important role as a sustainable and environmentally acceptable energy carrier in the 21st century. Since natural sources of pure hydrogen are extremely limited, it is necessary to develop technologies to produce large quantities of hydrogen economically. The currently dominant technology for producing hydrogen is based on reforming fossil fuels, a process which releases greenhouse gases. Hydrogen produced by water cracking, using heat and surplus electricity from nuclear power plants, requires no fossil fuels and results in lower greenhouse gas emissions. This conference proceedings presents the state of the art in the nuclear production of hydrogen and describes its associated scientific and technical challenges.

    Abstract: Beginning with an assessment of new thinking in macroeconomics and monetary theory, this book suggests that many countries have adopted the New Consensus Monetary Policy since the early 1990s in an attempt to reduce inflation to low levels. It goes on to illustrate that the explicit control of the money supply, which was fashionable in the 1970s and 1980s in the UK, US, Europe and elsewhere, was abandoned in favour of monetary rules that focus on interest rate manipulation by the central bank.     Abstract: Investigating over twenty cases where exports from developing countries faced new environmental requirements, this OECD report examines how environmental requirements can be trade barriers for developing countries. These case studies, covering a diverse number of products and exporting countries, trace a number of environmental regulations, standards and labelling schemes, from conception through implementation. In so doing, they highlight the difference that sensitivity to potential trade effects can make when designing environmental regulations and standards. They also show that timely technical assistance has played a crucial role in helping exporters from developing countries adjust to new environmental requirements without suffering adverse trade effects.

    Abstract: This publication presents the current situation with regard to the magnitude and economic impact of migrants’ remittances to their countries of origin. In 2004, remittances exceeded official development aid in several emigration countries: they totalled USD 126 billion according to IMF estimates. The book surveys the channels used to collect these funds; the role of banking systems and other financial institutions; the introduction of new technologies and their impact on fund collection; how the funds are transferred; and how to reduce the costs. Focus is also placed on the different ways in which migrants themselves participate -- together with non-governmental organisations, host countries and sending countries -- to open up new avenues for policies on development aid and co-development. The direct role that migrants can play at the local level is highlighted. Several countries and regions are illustrated: Southern European countries, Mexico, Turkey, North African and sub-Saharan African countries, the Philippines and some Latin American countries.

At the same time, the traditional family pattern in Europe is being challenged by the growing number of dual-income families, and by the rise of women's employment. The central aim of this book is to consider to what extent changes in organisations and in the nature of jobs are compatible with the need, increasingly expressed by employees, for greater integration between work and family life. The book questions what sort of dilemmas modern and future employees face, in terms of shaping their careers and organising their lives at home. The authors formulate answers to these problematic questions by shedding light on relevant developments in the European labour markets, the European workplaces, in (flexible) working patterns, changing preferences for working hours and in gender relations at work.     Abstract: This publication continues efforts by the OECD’s Development Assistance Committee (DAC) to develop tools and instruments for conflict prevention and for improving security and stability in the long term. The guidance underlines the positive role that the integrated reform of a country’s security system can play in stabilising fragile, conflict-prone or conflict affected states. This includes not only the armed forces, police and gendarmerie, intelligence services and justice and penal systems, but also the civil authorities responsible for oversight and democratic control.Part I contains a policy statement and paper endorsed in 2004 by development ministers and agency heads of the DAC and by the OECD council. It sets out the key concepts of security system reform (SSR) and suggests ways to support it in developing countries, taking into account regional dynamics. In Part II, a lead consultant examines the origins of the SSR agenda and the challenges that donors face in promoting it in partner countries. The Annex to the publication contains work by an expert working in each of the four regions: Africa, Asia-Pacific, Latin America and the Caribbean, and South-east Europe, the Baltics and the CIS. It sets out their assessment of the changes that are taking place in the way that developing countries in these regions think about security and provides an account and analysis of individual reform activities currently being undertaken.

    Abstract: These conference proceedings present a series of evaluations of agri-environmental policies in OECD countries. They examine how effective the policies have been in achieving objectives and what policy makers have learned about the design and implementation of their policies. These proceedings show that different methods of policy evaluation are complementary. Most countries focus on evaluating the environmental effectiveness rather than the economic efficiency of policies, using physical indicators rather than monetary values. Many policies are achieving their environmental objectives, but are taking longer than originally anticipated. The initiative being taken in many countries to incorporate monitoring and data collection into program design and implementation is a positive development. But a number of steps need to be taken to improve the quality of evaluations, including the better articulation of policy goals and objectives, improving data quality and establishing baselines for comparison.--Publisher's summary

    Abstract: Research suggests that innovation and technological change are crucial for the economic recovery of the former centrally planned countries in Central and Eastern Europe.     Abstract: The Impact of Keynes on Economics in the 20th Century reconsiders the nature and significance of Keynes's theories and economic policies.     Abstract: Over one million people world-wide have benefited from successful tissue and organ transplants and survival rates have dramatically improved. But transplantation has become a victim of its own success. The demand for human organs can no longer be met and deaths of persons on waiting lists have more than doubled since 1988. A number of alternatives have been proposed to fill the gap between the supply and demand of organs and the past few years have seen the development of various approaches derived from recent advances in biotechnology. Among these technologies is xenotransplantation - the transplantation of viable cells, tissues and organs from one animal species to another. Xenotransplantation of cells and tissues has been approved for clinical trials in a number of OECD countries.

    Abstract: Government policies to reduce environmental pollution and global warming are often criticized as damaging to the economy, particularly by reducing international competitiveness. This book addresses the issue by examining many of the policies concerned, and their effects on competitiveness. It demonstrates that well-designed, market-oriented environmental policies may be expected to improve both domestic and international competitiveness.     Abstract: This important new book presents a state-of-the-art assessment of how economic models can be used by different levels of government to combat environmental problems. It considers policies for climate change and transport that can be used at federal and confederal levels of government.     Abstract: This timely book focuses on the liberalization of agricultural policy and questions whether it is compatible with the goal of achieving economic and environmental sustainability in the European Union. It presents an invaluable contribution to the growing literature on the sustainability and policy aspects of trade liberalization, focusing on European agriculture. Agriculture, Trade and the Environment discusses quantitative methods for the assessment of agriculture-environment trade-offs for policy analysis at the firm, regional or national levels. It also presents the experience of countries in Europe, with particular regard to the impact of the reform of the Common Agricultural Policy and the repercussions of the Uruguay Round. Using a wide range of analytical and quantitative tools, country case studies examine agricultural areas in Austria, Scotland, Italy, Spain, Greece and Estonia. The authors then go on to look at future developments in an enlarged EU context. They conclude that efficient policies for environmental management in the EU need to be tailored to fit local conditions. Any attempt to impose uniform policies across a region as environmentally and economically diverse as Europe will have widely divergent and unintended consequences.     Abstract: Economy and Ecosystems in Change addresses ecological problems from an economic perspective, and provides policy suggestions for resource management and environmental sustainability based on integrated, multidisciplinary information, methods and applications. The book begins by introducing the different approaches and applications within ecological economics and clarifying new elements and fundamental principles. This initial discussion includes a comparison between ecological and environmental economics and the evaluation and function of ecosystems. The authors then examine the macroeconomy-ecosystem relationship with reference to national and global processes, focusing specifically on employment versus sustainability, trade, industrial transformation and rural development. In the third part there is an evaluation of whether ecosystems and economics can be treated independently; it is argued that the integration of these fields provides more complete insights and information for addressing the complex relationships between human activities and natural processes. Finally, the authors consider the institutional environment and policies affecting public ecosystems subject to economic uses. Using case study evidence, they conclude that public policy often supports an unsustainable use of resources. To counter this the authors propose policy and management options based on natural resource accounts, practical policy objectives and the precautionary principle.     Abstract: The evolutionary approach to economics can be traced back as far as the eighteenth and nineteenth centuries in the work of Darwin, Smith and Malthus. These ideas have gradually developed since that time through Marx, Veblen and Marshall, and have recently experienced considerable attention. This book considers the development of evolutionary economics and its place in economic thought today. The book begins with a concise history of evolutionary economics which develops to examine the variety of approaches within the subject. The discussion continues with a rigorous analysis of why, in contrast to popular belief, evolutionary economics is not alien to neoclassical economics, arguing that it may even be considered to complement neoclassical economics. Continuing along this theme the firm is discussed from an evolutionary and neoclassical standpoint. Leading on from this is a discussion of modern model building in evolutionary economics and its relationship with Schumpeter's developmental work. Model building is examined further in relation to endogenous technological change and economic growth, and the effect that technological change and innovation can have on the spatial distribution of new industry.
