La consolidation de la gestion des finances publiques, et de la bonne gouvernance de façon plus générale, étant au cœur des Objectifs du millénaire pour le développement, la Déclaration de Paris (adoptée en 2005) vise à encourager les donneurs et les pays partenaires à déployer des efforts conjoints pour renforcer leurs systèmes de gestion des finances publiques. Ce rapport a pour objet de faire le point sur les progrès accomplis concernant la consolidation de la gestion des finances publiques et de formuler des recommandations sur la voie à suivre pour atteindre les objectifs 2010 fixés dans la Déclaration de Paris. Il examine les avantages et le bien-fondé de l’utilisation des systèmes nationaux, evalue les progrès réalisés en direction des objectifs énoncés dans la Déclaration de Paris, passe en en revue toute la palette de réformes intéressant la gestion des finances publiques engagées dans les pays partenaires, étudie les facteurs de réussite des réformes entreprises dans le domaine de la gestion des finances publiques, examine les paramètres qui influent sur les décisions qui sont prises d’utiliser, ou non, les systèmes nationaux de gestion des finances publiques, en mettant l’accent sur les risques perçus et sur la manière dont ils sont évalués et gérés, et reprend les conclusions du Programme d’examen des dépenses publiques et d’évaluation de la responsabilité financière (PEFA) qui contient des informations sur la qualité des systèmes nationaux de gestion des finances publiques.Il ressort de cette étude que désormais, et peut-être plus que jamais auparavant, pays partenaires et donneurs doivent absolument s’employer à bâtir une confiance mutuelle et à œuvrer ensemble à la construction de véritables partenariats au service de résultats.

    Abstract: The Internet has been remarkably successful in developing greater opportunities for communication access - and economic growth and social development - for the first billion users. The majority of the next several billion users will be mainly from developing countries and will connect to the Internet principally via wireless networks. But there are substantial discrepancies in access to ICTs between developed and developing countries and also within countries, depending on factors such as gender, rural coverage, skills and educational levels. This book examines how the market for internet traffic exchange has evolved and explores the coherence of policies pursued by developed and developing countries. It notes the increasing innovation occurring in a number of developing countries with competitive markets and discusses how liberalisation has helped to expand of access networks and make ICT services increasingly affordable and available to the poor. The report also highlights the employment, micro-entrepreneurial and social development opportunities which have emerged as access levels have risen among low-income users. The study notes that gateway service monopolies - still in 70 countries - raise the prices for accessing international capacity and reduce the affordability of Internet access to business and end users.

    Abstract: This publication demonstrates that natural resources can contribute to growth, employment, exports and fiscal revenues in low-income countries, where natural capital constitutes a quarter of total wealth. It highlights the importance of policies encouraging the sustainable management of these resources. Moreover, it emphasises the need to address the political challenges of natural-resource management for long-term pro-poor economic growth. Part I provides an overview of the economics and politics of natural resources. It describes the unique features of natural resources and resulting management challenges, the role of sustainable natural resource management in supporting pro-poor growth, and the politics and governance of natural resources. It then offers recommendations for policy makers on how to support the approaches advocated in the paper. Part II examines these issues with respect to seven specific natural-resource sectors: fisheries, forests, wildlife and ecotourism, soil productivity, water security, minerals and renewable energy.

En raison de la vigueur attendue des prix alimentaires mondiaux à long terme, l’augmentation de la productivité des cultures vivrières devient une priorité absolue pour l’Afrique. Cela suppose d’investir massivement dans les infrastructures d’irrigation, d’entreposage et de transports, mais aussi de faciliter l’accès aux marchés des facteurs de production (engrais, semences, matériel agricole et crédit). Si un cadre contractuel donne de bons résultats dans le cas des cultures d’exportation, ce genre de dispositif est encore rare pour les cultures vivrières. Une implication accrue du secteur privé dans la conception et la mise en oeuvre de ce type de programmes de commercialisation pour les cultures vivrières devrait permettre d’assurer un développement durable des industries alimentaires locales. Les facilités actuelles de financement internationales – à l’instar de l’EPSA (Initiative pour le soutien renforcé au secteur privé en Afrique) – devraient être pleinement exploitées. L’aptitude de l’Afrique à libérer le potentiel de son agriculture commerciale dans les décennies à venir dépend aussi largement d’un soutien efficace et durable de la part de la communauté internationale du développement. Les conclusions résumées ici posent les jalons de futures discussions à l’échelle internationale sur le développement du secteur privé agricole en Afrique et la manière de sortir les petits paysans de la pauvreté.

    Abstract: African agriculture is a sleeping giant. Agribusiness remains in its infancy in most sub-Saharan African countries. Many of them now pay higher prices for imported food products and struggle to keep inflationary pressures under control. Given the strong long-term prospect for world food prices, increasing the productivity of food crops becomes a top priority. It requires sizeable investments in irrigation, storage, transport infrastructure and logistics, as well as better access to markets for inputs (fertilizers, seeds, planting materials and credit). While successful contract-farming schemes exist for export crops, they remain rare for food crops. Greater involvement of the private sector in designing and implementing such food-crop commercialisation programmes could develop viable local food industries. Existing international financing facilities such as the Enhanced Private Sector Assistance (EPSA) for Africa should get full use. Whether Africa can unleash the potential of commercial agriculture in the coming decades also depends in no small part on the continuous and effective support of the international development community. The findings summarised in this volume can serve as building blocks for further international discussions on fostering agro-based private-sector development and lifting smallholders out of poverty.

L’importance de dispositifs d’incitation adéquats pour pousser les gestionnaires et responsables – et, plus essentiel encore, les dirigeants politiques – à opérer les changements nécessaires a été soulignée dans plusieurs pays partenaires couverts par l’Évaluation de la mise en œuvre de la Déclaration de Paris. À l’évidence, une transformation radicale des incitations appelle une ferme impulsion des sphères politiques, appuyée par des pressions des cercles informés dans les pays partenaires et donneurs. Cette publication contribue à répondre à cette nécessité en fournissant aux organismes donneurs des conseils sur les moyens d’améliorer l’efficacité de l’aide. Elle les aidera à répertorier les points forts, les points faibles et les lacunes de leurs dispositifs d’incitation pour ce qui est de la promotion de l’efficacité de l’aide.

    Abstract: Under the Paris Declaration, donors and partner countries commit to “reform procedures and strengthen incentives - including for recruitment, appraisal and training - for management and staff to work towards harmonisation, alignment and results”. This commitment was based on the recognition that the needed changes to behaviour will not happen automatically as there are a number of up-front and long-term costs - institutional, financial and political. The importance of appropriate incentives in influencing managers and officials - and even more importantly political leaders - to bring about the necessary changes has been emphasised in a number of partner countries included in the Evaluation of the Paris Declaration. If incentives are to shift across the board, determined leadership, reinforced by pressure from well-informed stakeholders in partner and donor countries, will be needed.     Abstract: This survey report which presents the results from the second, follow-up survey on monitoring the Paris Declaration on Aid Effectiveness, assesses progress in 55 developing countries and helps us understand the challenges in making aid more effective in advancing development. The findings are clear: progress is being made, but not fast enough. Unless they seriously gear up their efforts, developing countries and their external partners will not meet their international commitments and targets for effective aid by 2010. Action is needed now. This report makes three high-level policy recommendations that will help accelerate progress and transform the aid relationship into a full partnership.

The Sahel and West Africa Club (SWAC) and the OECD Fisheries Division are working with regional organisations to help them address the question of policy coherence. This book provides not only an analytical framework adapted to the local context, but also an action framework based on the facts and realities in the field in order to improve the coherence of fisheries policies.

    Abstract: The work on indicators at the Office of the United Nations High Commissioner for Human Rights (OHCHR) was initiated at the request of the Inter-committee meeting of the human rights treaty bodies to help them make use of statistical information in states parties’ reports in assessing the implementation of human rights. OHCHR undertook an extensive survey of literature and prevalent practices among national and international organisations on the use of quantitative information in monitoring human rights (see Fasel and Malhotra, 2005). Having taken stock of the state of the art, steps were taken to develop a conceptual and methodological framework, in consultation with a panel of experts, for identifying operationally feasible human rights indicators. The first outline of the framework was presented to the Inter-committeemeeting of human rights treaty bodies in June 2006 (see UN-HRI, 2006b).

    Abstract: Metagora’s pilot experience on land reform in South Africa is a case study for measuring the realisation of democracy and human rights in a complex practical context. This pilot designed and tested a survey methodology to take into account the varied nature of the South African land question, as well as the relevant but diverging views of a range of stakeholders. It addressed the particular needs of policy makers and civil society for evidence-based information on citizens’ differing experiences, perceptions, attitudes and aspirations around land.The likely policy impact of this approach was to contribute with evidence-based information and analysis to the development of a land reform policy based on principles, standards and people’s expectations of democracy, realisation of human rights and good governance.

    Abstract: The feasibility and relevance of measuring human rights, democracy and governance have long been controversial both in the human rights community and in the international statistical family. Within the human rights community, the term “indicator” has had two distinct - and somewhat contrasting - meanings: while for some it designated, in the strict statistical sense, quantitative synthetic information based on robust data (Türk, 1990; Alston, 1998), for many others it designated a qualitative synthetic overview based on extensive sets of questions or “checklists” related to key human rights dimensions (Green, 2001). The latter meaning has deeply marked the approach to human rights assessments that has prevailed within the UN system and among most human rights leading experts during the last decades.

    Abstract: There has been increasing awareness in recent years that the development of indicators is central to effectively monitoring human rights, particularly economic, social, and cultural rights, and evaluating the performance of countries in implementing these rights. Effectivemonitoring requires the systematic collection and analysis of appropriate data. To determine which data are relevant, it is first necessary to translate the abstract legal norms in which various human rights are framed into operational standards. This process involves conceptualising specific enumerated rights, for example the right to education, and developing standards by which to measure implementation and identify violations of state obligations. These standards or indicators can then provide yardsticks to assess compliance. Human rights indicators offer a tool for the following: making better policies and monitoring progress; identifying the unintended impacts of laws, policies and practices; determining which actors are having an impact on the realisation or non-realisation of rights; revealing whether the obligations of these actors are being met; giving early warning of potential violations so as to enable prompt preventive action; enhancing social consensus on difficult trade-offs required in the face of resource constraints; and exposing issues that had been neglected or silenced (UNDP, 2000, p.89).

    Abstract: In most countries, current human rights monitoring mechanisms are primarily based on reporting of individual cases, by victims or NGOs, to Human Rights Institutions or tribunals, as well as on judicial decisions.As it has been mentioned in Chapter 1, this form of monitoring can certainly be very effective and useful for purposes of advocacy on individual cases, but it cannot provide information on the dimension and trends of specific forms of human rights violations.

Une fraction relativement faible des ressources va directement au budget des pays, et une part importante sert à financer des projets régionaux et plurinationaux. La question de savoir en quoi l’aide peut favoriser la mise en place de systèmes nationaux efficaces revêt une importance particulière dans le secteur de la santé. Il est indispensable que les pays disposent d’hôpitaux et de cliniques bien gérés, d’agents de santé qualifiés et de filières efficientes d’achat de médicaments pour améliorer réellement l’état de santé de leur population.

    Abstract: The OECD’s relations with Africa have been strengthened since the launching of NEPAD and the contacts organised in May 2002 between the Ministers of OECD Member countries and their colleagues on the African Union/NEPAD Steering Committee. As a result of this dialogue, the OECD was entrusted with a mandate that calls for it to co operate with AU/NEPAD. The OECD supports AU/NEPAD’s objectives in four domains: 1. The African Peer Review Mechanism; 2. Peer learning and policy dialogue in support of reform; 3. Aid policies and aid effectiveness; 4. The monitoring of development trends and progress. This brochure provides an overview of the OECD’s activities in each of these areas. It also collaborates with the African Development Bank and the United Nations Economic Commission for Africa in the production of a valuable monitoring tool, the African Economic Outlook.

    Abstract: Latin America is looking towards China and Asia -- and China and Asia are looking right back. This is a major shift: for the first time in its history, Latin America can benefit from not one but three major engines of world growth. Until the 1980s, the United States was the region’s major trade partner. In the 1990s, a second growth engine emerged with the European investment boom in Latin America. Now, at the dawn of the new century, the increasing global economic importance of Asia, and in particular China, potentially provides a third engine of growth.     Abstract: L’attention portée à la qualité de la gouvernance dans les pays en développement croît rapidement et suscite une augmentation exponentielle de l’utilisation d’ « indicateurs » de gouvernance par les investisseurs internationaux, les donneurs d’aide publique au développement, les analystes du développement et les universitaires. Cette étude permet aux utilisateurs comme aux producteurs d’indicateurs de gouvernance de mieux appréhender les atouts et les faiblesses des indicateurs les plus performants et les plus largement utilisés. Elle les aide à s’orienter parmi les centaines de séries de données existantes sur les indicateurs de gouvernance, et montre que ces indicateurs sont très souvent mal employés aussi bien dans les comparaisons internationales que pour le suivi des variations de la qualité de la gouvernance dans tel ou tel pays. L’étude explique en outre l’évolution récente de l’offre d’indicateurs de gouvernance et affirme que, même si l’on ne disposera jamais d’un indicateur unique parfait, la mise au point et l’utilisation d’indicateurs de gouvernance plus transparents permettront de mieux répondre aussi bien aux besoins des utilisateurs qu’à ceux des pays en développement eux-mêmes.

    Abstract: The Development Effectiveness of Food Aid: Does Tying Matter? provides a detailed look into two food aid issues. First, the study assesses the effectiveness of the various ways in which food aid can promote food security and poverty alleviation. Second, the study demonstrates that food aid in-kind carries substantial efficiency costs, conservatively estimated as at least 30% on average. In contrast, most local purchases or regionally sourced imports are relatively efficient ways of providing food aid. Thus, there is scope for considerable efficiency gains by switching to less restricted sourcing of food. The study therefore argues that, in most circumstances, financial aid (cash) is the preferable way to fund direct distribution of food or to provide budgetary support for general development or project assistance.
