    Abstract: Reforming China’s grain policy could have significant implications for both domestic and international markets. China has begun to reform its price support policies for several commodities, replacing them with commodity specific area payments. The assessment of policy reform scenarios for grains, using two partial equilibrium models, show that China would maintain more than 80% of self-sufficiency in wheat and maize, and more than 95% in rice. The increase in its grain imports could increase international prices, in particular for wheat and rice. A gradual approach to reforming market price support with compensatory payments would smooth the potential impacts on domestic and world commodity markets, as well as on domestic farm income. While the reform of price support policies benefit consumers the most, more decoupled area payments could also have a greater impact on farm income without increasing the overall cost to society as well as environmental performance of agriculture. Lower costs of managing public grain stocks would equally reduce the budgetary cost of reforms.

    Abstract: This report summarises selected measures of the farm size distribution for fourteen OECD countries: Canada, Estonia, France, Germany, Ireland, Italy, Japan, Korea, Latvia, the Netherlands, Norway, Sweden, the United Kingdom (England) and the United States over the period 1995-2010. The farm size statistics are presented for four major production systems: crop, dairy, cattle and pig farming. The report documents consolidation of agricultural production in large-scale farms in most countries and sub-sectors covered by the report. Nevertheless, farm size growth rates show substantial differences across countries and periods which underlines the importance of country-specific natural, social, and economic conditions and the regulatory and policy environment for the evolution of farm structures. Increased inequality in farm size distributions, as captured using Gini coefficients, indicates a trend towards more polarized farm structures.

    Abstract: The problems of Japanese agriculture – in particular low productivity and the prevalence of part-time farmers and small plots have been evident for the past 50 years. The high level and distortionary nature of agriculture support imposes burdens on consumers and taxpayers, undermines the dynamism of the farming sector and complicates Japan’s participation in comprehensive bilateral and regional trade agreements that would boost its growth potential. The priority is to shift to measures decoupled from production and gradually reduce border measures. Continued failure to implement necessary reforms threatens the future of the agricultural sector. In the absence of fundamental reform, the Japanese agriculture will continue to wither, trapped in a cycle of low productivity, low earnings and dependence on subsidies and import protection. The time for reform is now. A more open and market-oriented sector would also facilitate participation in comprehensive regional and bilateral trade agreements.

    Abstract: This paper addresses various aspects of risk and risk management for smallholders in developing countries, and presents a quantitative assessment of farm-level risks and risk management strategies in three emerging economies: Brazil, China and Viet Nam. The analysis covers production, income, and poverty risks. Institutional and political settings in developing countries are frequently less developed and this contributes to a greater incidence of market imperfections in key areas such as credit and insurance, and which in turn lowers farmers’ access to risk management tools and strategies. The result is a widespread reliance on informal mechanisms and community strategies. The effects of risk and responses to risk are also different in developing countries, with smallholders often forced to rely on strategies that perpetuate poverty. When risk is an important consideration in a farm household’s decision on sector transition, insurance or safety-net mechanisms could assist these households to make that transition. The analysis of two regions in Viet Nam shows that those households able to successfully transit to the non-farm sector continued to maintain small plots of land for self-consumption, suggesting that agriculture remains a kind of safety net.

    Abstract: This report analyses the farm performance data contributed through the OECD Network for Farm-level Analysis. It first compares the distribution of four economic performance indicators across nine participating countries or regions for selected farm types (output and input ratio, and net operating income per unit of labour, land and net worth). The comparative analysis shows significant differences in farm economic performances within countries as well as across countries. It implies that promoting the adoption of existing best practice and improving the resource allocation can lead to a significant improvement in the sector’s performance. The factor analysis found that large farm size is a factor of high economic performance for most types of farms across countries, but it also identified other relevant factors of high performance independent of the farm size factor, such as younger age, higher education, and use of financial leverage. Dans les pays en développement, les cadres institutionnels et politiques sont souvent moins élaborés, ce qui renforce l’incidence des imperfections du marché dans des domaines essentiels comme le crédit et l’assurance. Cette situation limite l’accès des agriculteurs aux instruments et stratégies de gestion des risques et les rend largement dépendants de mécanismes informels et de stratégies communautaires. Les conséquences des risques et les réponses à ces risques ne sont pas non plus les mêmes dans les pays en développement où les petits exploitants sont souvent contraints de recourir à des stratégies qui entretiennent la pauvreté. Lorsque les décisions de reconversion des ménages agricoles sont largement conditionnées par le risque, l’existence de mécanismes d’assurance ou de filets de sécurité pourrait aider ces derniers à franchir le pas. L’étude des deux régions vietnamiennes montre que les ménages qui ont intégré avec succès le secteur non agricole ont conservé des petites parcelles pour leur consommation personnelle. Cela suggère que l’agriculture reste, d’une certaine façon, un filet de sécurité.

    Abstract: Climate change affects the mean and variability of weather conditions and the frequency of extreme events, which to a great extent determines the variability of production and yields. This paper reviews the scientific literature on the impacts of climate change on yield variance and investigates their implications for the demand of crop insurance and effectiveness of different farm strategies and policy measures using crop farm data in Australia, Canada and Spain. A microeconomic farm level model is calibrated to different types of farms and used to simulate the responses and impacts of four policy measures: ex post disaster payments and three types of crop insurance (individual yields, area-based yield and weather index). The strong uncertainties about climate change are captured in a set of seven scenarios covering different assumptions about the scope of climate change (no change, marginal change, and high occurrence of extreme events), and farmers’ adaptation response (no adaptation, diversification, and structural adaptation). Policy decision making under these uncertainties is analysed using a standard Bayesian probabilistic approach, but also using other criteria that look for robust second best choices (MaxiMin and Satisficing criteria).

    Abstract: This report complements earlier OECD work on liquid biofuels and provides information on biomass based heat and power, as well as on biogas. It discusses the heterogeneous portfolio of different biomass feedstocks, conversion technologies, and pathways of utilisation. It also shows that governments in many countries provide substantial support to the production and use of renewable energy in general, and bioenergy in particular; these support measures are highly diverse and are given at national and various sub-national levels. The results of a large number of life-cycle analyses of various bioheat and biopower chains reviewed in this study indicate that the objective to reduce GHG emissions and fossil energy use is met; indeed the savings estimated for most chains are substantial when compared to fossil alternatives. At present, most of the chains examined do not compete with food and feed production, and thus the implications for agricultural markets are small. It is clear, however, that if a stronger focus on agricultural biomass crops is to be developed, this will require careful design of support policies so as to avoid compromising the ability of the agricultural sector to provide food and feed in a sustainable manner.

Agrarpolitik in den OECD-Ländern: Monitoring und Evaluierung 2009 zeigt auf, dass sich dieser Rückgang großenteils aus der Verringerung der Differenz zwischen den Inlands- und den Weltmarktpreisen für Agrarerzeugnisse erklärt. Bei der Entkopplung der Agrarstützung von der Produktion wurden Fortschritte erzielt, auch wenn produktionsgebundene Stützungsmaßnahmen immer noch eine wichtige Rolle spielen. Zudem sind im Ländervergleich große Unterschiede bei der Höhe sowie der Zusammensetzung der Agrarstützung festzustellen. Besonderes Augenmerk gilt den Auswirkungen der gegenwärtigen Finanz- und Wirtschaftskrise auf die Landwirtschaft und den seitens der Politik in diesem Zusammenhang ergriffenen Maßnahmen. Die Landwirtschaft wird durch die Krise voraussichtlich weniger beeinträchtigt werden als viele andere Sektoren: Das Engagement des Agrarsektors auf den Finanzmärkten ist vergleichsweise gering, die Nachfrage reagiert weniger auf Einkommensrückgänge, und mit dem bestehenden Katalog an Stützungsmaßnahmen können die Auswirkungen der Krise in vielen Ländern abgefedert werden. Angesichts der schwieriger gewordenen Haushaltssituation, mit der sich die Regierungen konfrontiert sehen, wird es wahrscheinlich zu einer weiteren Neubeurteilung der Förderpolitik insgesamt und damit auch der Agrarstützung kommen.     Abstract: This publication demonstrates that natural resources can contribute to growth, employment, exports and fiscal revenues in low-income countries, where natural capital constitutes a quarter of total wealth. Part I provides an overview of the economics and politics of natural resources. It describes the unique features of natural resources and resulting management challenges, the role of sustainable natural resource management in supporting pro-poor growth, and the politics and governance of natural resources. It then offers recommendations for policy makers on how to support the approaches advocated in the paper. Part II examines these issues with respect to seven specific natural-resource sectors: fisheries, forests, wildlife and ecotourism, soil productivity, water security, minerals and renewable energy.

    Abstract: African agriculture is a sleeping giant. Agribusiness remains in its infancy in most sub-Saharan African countries. Many of them now pay higher prices for imported food products and struggle to keep inflationary pressures under control. Given the strong long-term prospect for world food prices, increasing the productivity of food crops becomes a top priority. It requires sizeable investments in irrigation, storage, transport infrastructure and logistics, as well as better access to markets for inputs (fertilizers, seeds, planting materials and credit). While successful contract-farming schemes exist for export crops, they remain rare for food crops. Greater involvement of the private sector in designing and implementing such food-crop commercialisation programmes could develop viable local food industries. Existing international financing facilities such as the Enhanced Private Sector Assistance (EPSA) for Africa should get full use. Whether Africa can unleash the potential of commercial agriculture in the coming decades also depends in no small part on the continuous and effective support of the international development community. The findings summarised in this volume can serve as building blocks for further international discussions on fostering agro-based private-sector development and lifting smallholders out of poverty.

El estudio revela que Chile ofrece mucho menos apoyo y protección a su sector agrícola en comparación con la mayoría de los países de la OCDE, a pesar de que los gastos del gobierno en el sector se han triplicado en términos reales durante los últimos diez años. Cerca de la mitad de ese gasto se debe a bienes públicos como infraestructura y riego, mientras que la otra mitad se compone principalmente de las medidas que buscan hacer más competitivos a los agricultores de Chile. Este reporte sugiere formas en las que se puede mejorar la eficacia de esas políticas, incluyendo la evaluación sistemática de la ejecución de las mismas, por medio de una coordinación más estrecha entre los organismos gubernamentales y con la elaboración de políticas para los pequeños agricultores y para los trabajadores agrícolas asalariados en un contexto amplio de la economía, para que las políticas agrícolas puedan centrarse en los agricultores potencialmente competitivos y se distingan de manera efectiva e otros desarrollos y políticas sociales.

    Abstract: This Review measures the level and composition of support provided to Chilean agriculture, and evaluates the effectiveness of current measures in attaining their objectives. The study finds that Chile provides much lower support and protection to its agricultural sector than most OECD countries, even though government expenditures on the sector have trebled in real terms over the past ten years. About half of that spending is on public goods such as infrastructure and irrigation, while the other half consists mostly of measures that seek to make Chile’s poorer farmers more competitive. This report suggests ways in which the effectiveness of these policies might be enhanced, including by systematic evaluation of policy performance, by closer co-ordination across government agencies, and by framing policies for smallholders and salaried farm workers in an economy-wide context, so that agricultural policies can focus on potentially competitive farmers and be effectively distinguished from other development and social policies.

    Abstract: The governments of most developed, and many developing, countries impose border measures—tariffs, tariff rate quotas and export subsidies—to boost the domestic market prices of agricultural commodities. In some OECD countries, governments also provide financial support to their agricultural sector through other means, such as direct budgetary payments, production quotas and marketing-loan programs. These interventions typically distort the allocation of resources, leading to sub-optimal production and consumption decisions. Widespread agricultural policy reform would undoubtedly improve the global allocation of resources. But, due to differential protection levels and policy instruments across commodities and among countries, reform can also produce a complex pattern of adjustments, some of which may appear to be counter-intuitive. Using a partial-equilibrium agricultural commodity model with rich policy detail, this study examines the market impacts of agricultural policy reform annually over a 10-year horizon. The study finds that the biggest impacts of agricultural policy reform would be on world dairy markets. Including the effect of non-agricultural liberalisation from a general-equilibrium model does not meaningfully alter results, suggesting that sectoral analysis in many cases is sufficient.     Abstract: For aid donors, the pro-poor growth agenda is not business as usual and more of the same will not be sufficient. Focusing on pro-poor growth and income poverty, Promoting Pro-Poor Growth: Policy Guidance for Donors identifies binding constraints and offers policies and strategies to address them. Policy recommendations aim to help change donor behaviour and pave the way for more effective development co-operation in these areas. This compendium pays special attention to the role of private sector development, agriculture and infrastructure in pro-poor growth – areas that were neglected by many donors during the 1990s but are currently receiving renewed attention in the international development agenda. It also presents a methodology for conducting ex-ante poverty impact assessment, a valuable tool for those whose aim is to maximise the poverty reducing impacts of development interventions.

    Abstract: This review discusses the challenges and opportunities of German rural areas. Significant differences between East and West persist and many of these have clear rural dimensions. Factors such as CAP reforms, ageing of the German population and migration trends will also have important rural implications. Many of these issues involve more than rural policy, but rural policy has a place in resolving all of the key issues. However, for rural policy to be an effective part of the policy process it will have to evolve beyond the existing limits in Germany. This review states that Germany's current approach to rural development and rural policy is mainly sectoral and thus does not fully capture the diversity of rural regions.

    Abstract: In demystifying the concept of market-like instruments, this study explains how to make better use of market-like instruments in fisheries management by identifying practical steps that can be taken to further their use. The findings of the study are based on a survey of the use of market-like instruments in OECD fisheries in which the key characteristics of these instruments in different countries are identified. It finds that market-like instruments have generally improved the economic efficiency of the sector, and have helped to ensure the sustainability of fish stocks.

    Abstract: This paper is part of the OECD project on decoupling and follows the analytical framework defined in OECD (2001). The main objective is to estimate the importance of the dynamic investment effects of area payments using farm level data from the Italian FADN survey. It investigates the investment response by crop producers under the assumption that they are risk averse, and there is uncertainty concerning prices. A dynamic econometric model is estimated. Investment is defined as current expenditure on machinery and buildings for crop production. This paper uses the same data as OECD (2002) and makes estimations and simulations in a way that can be compared with the results obtained in that paper.

    Abstract: The aim of the study is to measure the impact of the 1992 reform of the Common Agricultural Policy (CAP) on arable crop yields in the European Union (EU), and more specifically to quantify the impact that the introduction of compensatory area payments had on yields. The CAP reform in May 1992 consisted largely in reducing support prices and offsetting the ensuing loss of income with direct payments based on factors of production, i.e. acreage in the case of COP (cereal, oilseed and protein) crops.

    Abstract: The principal objective of the present study is to look at the economics of biofuel production and the likely impacts of an expected growth in biofuel-related demand for agricultural products on commodity markets. It describes the economics and policies in biofuel markets by bringing together available information on production technologies, costs and policy measures in major biofuel producing countries. Additionally based on assumptions where data are missing, production costs are calculated for the year 2004 (the base year for the impact analysis below) and compared across countries and production processes as well as with oil-based fuel prices to show the relative competitiveness of biofuel production. Impacts on agricultural markets are analysed using the OECD partial equilibrium model for temperate zone agricultural commodities, Aglink, in connection with the FAO-counterpart, Cosimo, and the OECD World Sugar Model. A number of modifications are made to the models to allow for this type of analysis, as well as to model the impact of changes in crude oil prices on agricultural production costs. Model results of a set of scenarios are compared in order to identify the specific impacts of expected growth in biofuels production as well as those of changes in world crude oil prices.

    Abstract: Earlier studies in the OECD project on decoupling estimated static models of crop production incorporating risk aversion, following the analytical framework in OECD (2001). In contrast, this paper studies primarily dynamic models of crop investment. The province of Manitoba is selected as an example of Canadian prairie crop production, and investment is defined as current expenditure on machinery and equipment for Manitoba crop production (the data are not crop specific). This is the first econometric study of dynamic crop investment decisions for Canada, and as far as can be ascertained this is the first econometric study for any country of dynamic crop investment under risk aversion. Econometric results are used to simulate impacts of agricultural programmes on crop investment.

Annexes 1 and 2 give some details of the issues investigated in each of the background studies.

The first gives a brief description of base area and set-aside provisions in the EU’s direct area payments scheme, and examines the extent to which they are binding. The second part analyses the degree of effective decoupling of the scheme. Particular attention is paid to the impact of base area and set-aside constraints on the degree of decoupling. In the context of total decoupling, the third part looks at the impact of the EU system of direct area payments, in particular base area and set-aside provisions, on the variability of world prices. The final part sets out the conclusions. It endeavours, on the basis of the specific findings reported here, to gain broader insight into the impact of quantitative constraints on the degree of decoupling of support measures to agricultural producers.

    Abstract: This Review measures the level and composition of support to Brazilian agriculture, and evaluates the effectiveness of current measures in attaining their objectives. The study finds that Brazil provides much lower support to its agricultural sector than most OECD countries. However, a large and increasing share of that support is provided in the form of credit subsidies; support which could be more productively oriented to areas such as research and extension, training, and the development of rural infrastructure. A greater focus on such long-term investments could help Brazil to address the two major challenges confronting its agricultural sector: the need to sustain improvements in international competitiveness, and at the same time draw poor smallholders into the development process. At the international level, the report finds that, having substantially reformed its own agricultural policies, the main source of future benefits to Brazil will be reforms in other countries, where access to OECD country markets is the most important issue. Yet while trade liberalisation offers important benefits for the majority of households, those gains need to be placed in the context of the broader opportunities and adjustment pressures confronting both commercial farmers and smallholders.

    Abstract: This paper discusses the manure policy in the Netherlands with emphasis on the N and Paccounting system MINAS. MINAS was introduced by the Netherlands’ government in 1998, to step-wise decrease the N and P surpluses at farm level in 5 to 10 years to environmental acceptable levels (e.g. Henkens and Van Keulen, 2001). Individual farms that exceed certain levy-free surpluses for N and P (expressed in kg per ha per year) are charged with a financial levy, so as to encourage farmers to decrease the N and P surpluses. Whilst the use of nutrient balances in agricultural research has a history of at least one century, using nutrient balances with levies on surpluses as an instrument to ecologically transform agriculture had no precedent.

    Abstract: OECD's territorial review of the Italian province of Siena. It finds that Siena, a predominantly rural province in central Italy, has enjoyed steady economic growth throughout the post-war period. This success has its roots in a diverse economy based on manufacturing, services, high-value-added agriculture and a dynamic tourism sector. Nonetheless, it is these last two sectors that give Siena its main competitive advantage: an outstanding concentration of high-quality environmental and cultural resources which are unique to the region. The promotion of different sustainable development initiatives has been motivated by the need to ensure the valorisation and conservation of this major asset. This is most apparent in the effort to ensure that the region's development is not spoilt by the impact of mass tourism and an uncoordinated offer. The agrarian landscape also faces an uncertain future as the bulk of the cultivated land area remains dependent on EU subsidies, notwithstanding the market success of many agricultural producers. To respond to the challenges of sustainable development, Siena needs to fully integrate its development objectives with the most effective means to bring them about, in a co-ordinated and long-term planning exercise.

    Abstract: Agriculture has major impacts on the environment, especially on land use, soil and water quality, biodiversity and landscapes, which is a growing public concern in OECD countries. The challenge is to find ways for agriculture to efficiently and profitably produce sufficient and safe food to meet growing world demand without harming the environment and degrading natural resources. Agricultural policies often provide substantial production-linked support that have boosted farm output, but with mixed results on environmental quality. The reform of agricultural policies and trade liberalisation has started to alter signals to farmers, leading to changes in farm practices, which will contribute to enhancing the beneficial and reducing the harmful environmental impacts of agriculture. Despite some progress in the environmental performance of agriculture over the last decade, there is still much room for improvement and more needs to be done. On which principles should policies be based? Who should pay or be paid for ensuring environmental quality? When could market approaches be harnessed for charging and remunerating environmental quality? And when might policy action be needed? This report sheds light on these questions and provides criteria and guidelines for the better design, implementation, monitoring and evaluation of policies addressing environmental issues in agriculture.
