    Abstract: Just energy transition is key to South Africa's inclusive and sustainable growth. It is necessary to unlock large pools of private capital and attract foreign investment to drive low-carbon transition. Despite downside risks, South Africa has strong macroeconomic fundamentals and commitment to improving the overall investment climate. Climate change poses considerable systematic risks, thus needs to be urgently integrated into macroeconomic policy and planning. Harness transition opportunity invest in resilient infrastructure and create market for low-carbon technologies to boost growth and strengthen the macro investment climate. Implement carbon tax effectively and raise policy ambition, supported by a fiscal framework conducive for climate investments, as well as invest tax revenues to support just transition. The current energy crisis presents an opportunity for sector reform, regulatory changes, and use of innovative financial solutions to promote low-carbon private sector investments. The World Bank has developed this discussion paper in response to the government of South Africa's request to analyze ways in which private capital flows can be catalyzed and leveraged for low-carbon investments.     Abstract: Paraguay is a middle-income, landlocked country with a population of about seven million. The nation is highly dependent on its transport and logistics infrastructure to connect to regional markets and international seaports. In road quality and connectivity, on the other hand, Paraguay trails its neighbors and other middle-income countries. According to the Global Competitiveness Indices, Paraguay is in the bottom third of indexed countries for road connectivity and quality. The government has attempted to address perceptions on quality and connectivity through higher budget allocations for the road sector. The higher road sector budget has been directed to expansion and preservation of the paved roads since 2012 and has, on the whole, allocated sufficient funds for their maintenance as estimated by this Public Expenditure Review (PER). Despite this there has been a slight decline in the overall quality of the network due to over and under funding of roads geographically and by functional classification. This PER is structured as follows: Chapter 2 provides some background on the Paraguayan economy, the country's road network (primary, secondary, and tertiary) features and analysis, and an overview of the government institutions responsible for the network; Chapter 3 describes how Paraguay budgets and manages its road sector, what the funding sources are, and how efficiently the expenditures are being spent; Chapter 4 assesses Paraguay's goals for its road sector, the effectiveness of its budget execution and sustainability of its funding, and its sector monitoring practices; and Chapter 5 concludes with the main findings and recommendations

    Abstract: The PNG economy has become increasingly concentrated in petroleum-and-gas-related activities since 2014, raising its vulnerability to external shocks, including commodity-price shocks and natural disasters. In recent months, however, the authorities have taken decisive action to promote greater diversification of the economy. Ongoing reforms to strengthen the monetary and exchange rate policy and framework are expected to improve business confidence and increase private investment and growth in the non-resource economy. Measures include addressing the FX shortage, managing the liquidity effects of the use of FX to clear the FX orders backlog, working on greater exchange rate flexibility, considering options for strengthening the interest-rate transmission mechanism, and enhancing modeling capacity in the Bank of Papua New Guinea (BPNG). In this context, the government and the BPNG will need to ensure regular, transparent, and consistent communication with all stakeholders to minimize the risk of confusion and market disruption. Papua New Guinea's medium-term economic outlook is relatively sanguine, underpinned by further large-scale resource projects. Real GDP growth is forecast to rebound to about 5 percent in 2019, primarily driven by a return to full annual production in the extractive sector. In the years after, growth is estimated to ease to its current potential of 3-4 percent a year, until planned investments in LNG and mining projects kick inches Future large-scale investment in the resource sector appears likely, with plans to double LNG production and develop new gold, copper, and silver reserves. With increased FX inflows into the economy, the current pressure on the exchange rate may reverse, adversely affecting the competitiveness of the non-resource economy. To facilitate broad-based, inclusive, and sustainable development, the government will need to focus more on investing in human capital and strengthening the business environment to spur private sector development, as elaborated in the World Bank's Systematic Country Diagnostic and summarized in the special focus section of this report

    Abstract: In cold-climate regions of developing countries, access to a reliable and affordable heat supply is critical to the well-being of the rural and peri-urban poor, who enjoy only limited access to district heating, natural gas, and electricity networks. Most of them have long relied on solid fuel-fired, traditional heating stoves or simple low-pressure boilers (LPBs), which are fuel-inefficient, leaky, and highly polluting both indoors and outside. Having access to high-efficiency, low-emissions (HELE) heating stoves offers under-served households a cost-effective, intermediate solution until fuel-switching to gas or electricity is possible. Recent World Bank- supported winter heating pilot programs in the Central Asian countries of Tajikistan and Kyrgyzstan brought to market a small number of advanced, solid fuel-fired space heating and cooking stoves. This technical report aims to document the Central Asia pilot experience with HELE heating technologies and their potential use as a cost-effective, intermediate solution for millions of underserved households for improving health and reducing household air pollution, energy poverty, and climate impacts

    Abstract: Maximizing the benefits from public sector investments requires a clear, predictable, and transparent process informed by robust analyses that can facilitate multicriteria considerations of different options and alternatives. However, the tools available to governments to assess the costs and benefits of different investment strategies are often too general or specific to determine the optimal investment strategy. This paper aims to improve the tools available to facilitate the assessment of the macroeconomic implications of large infrastructure projects and enhance the capacity for management of public investment decisions. The macroeconomic assessment of public investment options (MAPIO) model was applied to the Batoka Gorge hydroelectric scheme to provide an analysis of impacts on key macroeconomic variables. The MAPIO model shows the project provides a robust financial and economic investment option with a net positive impact on the national economies in both Zambia and Zimbabwe. The estimates are considered conservative and the returns remain robust when subjecting the model to extreme assumptions to test the sensitivity of the results. However, it is important to acknowledge the model limitations, which does not include noneconomic benefits, costs, or impacts on other sectors. Any investment decision should involve a multicriteria assessment that considers the full range of options and alternatives that may be available to achieving the development objectives

    Abstract: Cote d'Ivoire has a moderate risk of external debt distress, with limited space to absorb shocks. All liquidity and solvency external debt indicators lie below their thresholds under the baseline scenario. However, the ratios of external debt service to revenue and exports are projected to rise, diminishing room to maneuver, and an export shock would cause breaches of their relevant thresholds under the worst-case stress scenarios. This underscores the substantial downside risks originating from external shocks and the need to boost domestic revenue mobilization. The overall risk of public debt distress is also moderate, with public debt to GDP ratio expected to decrease gradually. A sustained compliance with the WAEMU fiscal deficit convergence criterion and a prudent external borrowing strategy balancing the costs and economic return of new loans will be crucial to preserve debt sustainability

    Abstract: Kenya is an emerging middle income country with a growing share of its population living in urban areas. The country is at a relatively early stage of urbanisation, with around 27 percent of Kenyans living in urban areas, yet projections suggest that by 2050, about half the population will be living in cities. The Nairobi Metropolitan Region in particular will see rapid growth. Nairobi is expected to become a city of more than 6 million people by 2030, up from its currently estimated 4 million. This urbanisation has the potential to improve economic opportunities and living conditions for all Kenyans. However, there are also several challenges associated with this shift and concentration of population. With urbanisation comes a substantial amount of new construction, much of which has occurred in cities with limited capacity to ensure the structures in which people live, work and gather are safely sited and built to withstand both chronic stresses (i.e. fire and spontaneous collapse) and disaster shocks (i.e. earthquakes and floods). Informality, low density development and urban sprawl are common characteristics across Kenya's urban areas. Approximately 61 percent of Kenya's urban population are living in informal settlements. Kenya is exposed to a wide range of hazards, particularly droughts and floods, but also landslides, earthquakes, volcanic eruptions and wildfires. Kenya is also highly vulnerable to recurrent and chronic risks. Its major cities witnessed 26 reported cases of major building collapse since 1996. Furthermore, Kenya is ranked as the 27th most prone country to fire-related deaths in the world. The city of Nairobi recorded 244 fires in 2017 in its informal settlements, claiming the lives of 32 people. In many ways, Kenya is at a crossroads in its efforts of urbanising and developing towards middle income status. Regulatory decisions made now will have a significant impact on the long-term safety, productivity and resilience of the urban built environment

    Abstract: Ethiopia has experienced remarkable economic success in recent years. In the past decade, its average annual growth rate far exceeded the regional average, at slightly over 10 percent relative to a regional 5 percent. Despite significant economic growth, however, women continue to face significant barriers in the workforce. The unmet potential of women in the workforce is intrinsically linked to a lack of opportunities for women in education, health, and human rights. This report presents evidence on the mechanisms underlying gender gaps in the Ethiopian workforce. Using data from the 2011-2016 Ethiopia socioeconomic surveys, this report provides a detailed understanding of the constraints faced by female farmers, entrepreneurs, and employees. To that end, the diagnostic makes four key contributions: first, this report provides an overview of the labor force in Ethiopia and identifies the factors that predict whether, how much, and in what sector an individual works. Second, this report uses Oaxaca-blinder decompositions to measure and account for gender gaps in economic outcomes in agriculture, self-employment, and wage labor. Third, this report identifies the links between labor market skills, social norms, and gender gaps in the Ethiopian workforce. Fourth it provides policy makers with a menu of innovative programming examples

    Abstract: Bangladesh has maintained its robust growth performance. Exports and remittances have been buoyant. Agriculture had bumper harvests. Overall inflation has slowed as decelerating food inflation offset a pickup in non-food inflation. Monetary expansion has been short of target as private sector credit growth slowed and the Bangladesh Bank siphoned off banking liquidity by selling dollars to defend the taka. Vulnerabilities in the banking system and capital market persisted. Higher export and lower import growth reduced the current account deficit, but a decline in the financial account surplus diluted the impact of the current account deficit decline on the overall balance of payments deficit. The budget deficit increased in FY18 but remained below the 5 percent of GDP target. Low revenue collection continues to be a major challenge as policy and administrative reforms have stalled and, in some instances, reversed. Key structural reform challenges are to mitigate the financial sector vulnerabilities, strengthen revenue mobilization, manage public investments better, meet the infrastructure gap, enhance human capital and streamline business regulation. Addressing these reform challenges will be critical for reinforcing future productivity growth. This report provides an assessment of the state of the Bangladesh economy, outlook, risks, and the key reform challenges the economy is currently facing. The coverage includes developments in the real sector focusing on growth and its components; inflation; monetary and financial sector developments; external sector developments focusing on the balance of payments, foreign exchange reserves and the exchange rate; and fiscal developments focusing on revenue mobilization, public expenditures, and deficit financing.     Abstract: This Public Expenditure Review (PER) was prepared by the World Bank at the request of the Ministry of Finance of Cabo Verde. With a debt-to-GDP ratio of 126 percent in 2017, Cabo Verde is the most indebted country in Sub-Saharan Africa. The country is also at a high of risk of external debt distress. As part of fiscal consolidation efforts to reduce debt, this PER identifies measures to boost fiscal revenues and improve the efficiency of public spending with emphasis on health and education. The report recommends tax policy measures to stem revenue loss from ineffective tax expenditures while strengthening revenue administration and tax compliance. There is space to reduce spending inefficiencies on goods and services, wages and salaries yielding potential fiscal savings. Investment in human capital is prioritized in Cabo Verde but there is scope to improve efficiency and outcomes. In education, reducing repetition rates and addressing human resources issues are key to avoiding waste and improving outcomes. In health, the report recommends measures to improve the allocation of resources to health units. If implemented, these measures could result in combined fiscal savings of at least 2.5 percent of GDP. Finally, continued rationalization of central government fiscal support to State-Owned Enterprises (SOEs) is required to support a gradual reduction of the debt-to-GDP ratio over the medium term. The report includes five chapters. Chapter one discusses the key drivers of fiscal balances and public debt in Cabo Verde and explores different options to put debt on a downward trajectory. Chapters two and three analyzes in detail the respective performances of fiscal revenues and spending over 2010 to 2017.     Abstract: Home to over 735,000 people, the Kingdom of Bhutan has achieved rapid economic growth and poverty reduction, despite the constraints of being a small, landlocked, and mountainous country. Its neighbors, China to the north and India to the south, are in contrast the two most populous countries in the world. Bhutan's land area is only 1 percent of India's and 0.5 percent of China's. Even surrounded by much larger economies, Bhutan has seen its economy expand rapidly in recent years, largely through hydropower exports to India and construction. The country halved its poverty rate to 12 percent between 2007 and 2012, and by 2017 it had achieved a further reduction, to 8.2 percent (NSB and World Bank 2017). National policy remains centered on diversifying export-led growth beyond hydropower exports to India and on making Bhutan's economic growth more inclusive of all citizens. The agriculture sector, one of the five jewels in the Bhutanese economy, can play a key role in sustaining growth, reducing poverty, creating jobs, and expanding shared prosperity. Bhutan's dense and virtually untouched forests, abundant water resources, and diversity of wild species are exceptional natural endowments, and correspondingly, environmental conservation is the cornerstone of Bhutan's development approach (World Bank 2014). This Policy Note reviews Bhutan's recent agricultural transformation from a spatial perspective and suggests measures to make further progress. The discussion focuses on crop-level drivers of productivity and spatial patterns of agricultural production in relation to markets, especially in relation to opportunities for expanding market potential to support the national development goals of the Royal Government of Bhutan (RGoB).     Abstract: Tanzania's wealth per capita has declined because its rapid population growth has outpaced investment. This decline in wealth is almost entirely accounted for by its '*renewable natural capital'* loss, consisting of the country's agricultural land, cropland, forests, forest products, and protected areas. The country's human capital per capita is stable while its physical capital per capita has risen by 13 percent. Yet its degrading natural capital base clearly illustrates the magnitude of its sustainability problem: the total renewable natural capital per capita has fallen by 35 percent over the past 20 years, whereas the non-land renewable natural capital per capita has declined by 47 percent (that is, almost halved in 20 years). Tanzania cannot afford another 10 years of the same negative trends in resource degradation. The opportunity Tanzania faces is to reconcile the use of natural resources to meet the demands of the population and economy with the need to maintain functioning ecosystems. Reaching this balance will catalyze sustained growth. However, the current trend in the use of natural resources is not sustainable, leading to persistent degradation and loss of ecosystems, which constitute the main cause of the natural capital. This CEA has identified spatially and temporally differentiated approaches and solutions toward ensuring sustainable resource management for long-term use

    Abstract: Preliminary estimates show real growth achieved a four-year high of 7.5 percent in 2018, compared to 7.0 percent in 2017. Driven primarily by rapid expansion of exports and robust internal demand, the economy performed better-than expected. Exports burgeoned as external demand, especially in the United States and European Union markets, strengthened. Garment and footwear exports which account for more than two-thirds of total merchandise exports, recorded a five-year high,rising by 17.6 percent in 2018, up from 8.3 percent in 2017. Upbeat consumer confidence led to a surge in imports. Motor vehicles and steel imports, which gauge domestic consumption and construction demands, rose by 50 percent and 48 percent, respectively. The current account deficit widened to 10.4 percent of GDP in 2018, from 9.7 percent of GDP in 2017, but remained fully financed by foreign direct investment (FDI). FDI is estimated to have reached a record high of more than 3.0 billion US dollars or 13.4 percent of GDP in 2018. Burgeoning exports and strong FDI inflows have contributed to further accumulation of gross international reserves, which in 2018 reached 10.1 billion US dollars or about six months of prospective imports

    Abstract: Digital technologies have significant potential to improve efficiency, equity, and environmental sustainability in the food system. A range of digital technologies are already leading to: better informed and engaged consumers and producers, smarter farms, and improved public services. Adoption of digital technologies varies significantly across countries, with lower current adoption rates in low-income countries. Increasing adoption will require addressing supply-side factors, such as rural network coverage and availability of digital applications, and demand-side factors, including skills and knowledge, trust, affordability, and complementary investments. While digital technologies have significant potential they also pose several risks that need to be addressed including: an overconcentration of service provider market power; lack of data privacy; exclusion; and cybersecurity breaches. These risks cut across all segments of the economy, including the food system. In addition, digital technologies should not be viewed as a panacea. Other investments are needed to address the multiple constraints farmers face and to realize the potential benefits of digital technologies

    Abstract: Afghanistan has been in protracted conflict for almost four decades, with direct implications on progress towards development objectives. This context of recurring episodes of violence and insecurity, economic and political instability, and the consequent displacement of populations within and outside the nation's borders has important implications on the landscape of data and evidence available for the design, implementation, monitoring and evaluation of interventions and programs, and their timeliness and relevance. Afghans represent the world's largest and most protracted refugee population, with an estimated 3.5 million people currently living abroad as refugees for more than four decades. Given the large disparities in poverty incidence and high levels of inequality within Afghanistan, the knowledge of living standards at more disaggregated geographical levels of districts and nahias could help inform policy design and improve decision making at a sub-province level. Therefore, poverty mapping, which aims at estimating poverty incidence at levels lower than the household survey, was applied in Kabul and Herat provinces. This technical report describes the methodology and data used to produce the Kabul and Herat poverty maps and presents the resulting collection of poverty maps, the first of its kind for Afghanistan. The structure of the report is as follows. Section 2 outlines the poverty mapping methodology, specifically the small area estimation approach, applied in Afghanistan. Section 3 discusses the data sources and the various technical challenges faced with the datasets. Section 4 discusses the modeling phase, including model selection, model parameters, and assumptions. Section 5 presents the poverty maps at a district and nahia level, and section 6 concludes.     Abstract: The Social Assistance Scheme (SAS) is the main social assistance program in Kosovo and the sole program targeted at poverty reduction in Kosovo and, importantly, the only program in which household income and assets are used to identify beneficiaries. In the absence of SAS, the overall poverty gap would have been 1.8 percentage points higher in 2016, and the poverty rate would have been 1.5 percentage points higher. Yet, the importance of SAS in Kosovo's social protection system has declined; decreases in spending on targeted social assistance in Kosovo goes against a worldwide trend. The Government of Kosovo seeks to reform the SAS to eliminate discrimination in program design, promote inclusion and reduce poverty.     Abstract: Croatia is a small, open economy and the latest entrant to the European Union. After being severely affected by the global financial crisis, Croatia's economy is recovering, with growth averaging around three percent over the last four years. The over-arching objective of the WBG Country Partnership Framework (CPF) is to play a catalytic role in supporting institutional improvements needed for a sustainable trajectory towards EU convergence and eventual IBRD graduation. This CPF would support interventions to address Croatia's climate vulnerabilities and protect its natural environment. This would be achieved primarily through ongoing and prospective advisory services, but also through potential WBG investments, including from IFC, and potentially from MIGA guarantees. The CPF will cover a five-year period (FY19-24) with one Progress and Learning Review (PLR). This approach includes a relatively narrow results framework that builds primarily on the ongoing portfolio and the nature of RAS-financed engagements. The PLR would provide an update on key areas of institutional weakness, including to measure progress against EU peers where benchmarks are available. While the WBG may contribute only modestly to these outcomes, it expects to play a catalytic role, and monitoring outcome indicators which are comparable across the EU will be particularly important to track progress in the areas on the critical path to accelerate convergence

The advisory note draws on analysis carried out by the task team and under the World Bank's Vietnam Jobs Diagnostic. This advisory note is follow-up to a workshop hosted by the Social Affairs Committee of the Vietnam National Assembly and The World Bank on January 11, 2019, for members of the Social Affairs Committee and other National Assembly representatives. After the workshop the Committee and Social Affairs Department of the National Assembly asked for a write up of the recommendation made at the workshop. The recommendations and the workshop were carried out as part of the Vietnam Women's Economic Empowerment Project under the Australia-World Bank Group Strategic Partnership Program 2 (ABP2).     Abstract: The World Bank's analysis of cross-country data on human capital indicates that Uganda is underinvesting in the future productivity of its citizens. A child born in Uganda today will onlybe 38 percent as productive when she grows up as she could be if she enjoyed complete education and full health. Uganda is ranked among the countries in the lowest quartile of the Human Capital Index (HCI) distribution, with an index slightly lower than the average for the Sub-Saharan Africa (SSA) region, and below what would be predicted by its income level. Uganda's low ranking in the HCI is mainly due to the country's low education outcomes. A child born today in Uganda is expected to complete only 7 years of education by age 18, compared to a regional average of 8.1. Because of the low levels of learning achievement in Uganda, this is only equivalent to 4.5 years of learning, with 2.5 years considered as 'lost' due to poor quality of education (as shown by thequality-adjusted years of schooling component of the HCI). Uganda's score on this componentis the lowest amongst the comparator countries and below the SSA average

The FSAP is broadly supportive of the policy direction for cooperatives, while it questions whether the credit union sector should remain standalone. Combined, cooperative banks and credit unions represent less than 8 percent of deposit takers, though more importantly they serve about 18 percent of the population

It strives to identify and reduce regulatory burdens on private firms active in the forestry sector, while not compromising the objectives of government regulation. Illegal logging and deforestation, especially in developing countries, has significant impact on national and global forestry product markets, leading to increasingly heavy regulation of forestry sectors-including downstream markets and processing industries. Heavy regulation places a disproportionate burden on SMEs and frequently leads to regulatory failures, including corruption and reduced competition. As a result, many small-scale forestry and downstream private firms cannot comply with regulatory requirements, and instead operate informally. Reduced regulatory compliance leads to a failure to achieve intended and important social, economic, and environmental outcomes. The report is the first to assess the forestry sector from a cross-cutting global regulatory governance perspective. It draws upon and synthesizes key thematic issues and lessons from available materials on forestry, and develops practical solutions based on problem-driven adaption and good practices documented in regulatory governance literature. Based on this, it also creates a framework and toolkit using a selected and appropriate regulatory governance reform tools for application and further development

    Abstract: This Public Expenditure Review (PER) is the result of a collaboration among the World Bank Group, and Lesotho's Ministries of Education and Finance, and is designed to inform Lesotho's effort in expanding access to quality education services, while operating in a highly fiscally constraint environment. Although education spending is one of the highest in the world as a percentage of GDP (13.5 percent of GDP) and universal access to primary education enshrined in law, poor educational outcomes persist across the country. Lesotho is also not on track to achieve the two education-related MDGs, with both primary enrollment (82 percent) and primary completion (65 percent) rates lagging far behind the goal of 100 percent by the end 2015. The report is organized as follows. The first chapter offers a detailed assessment of the overall sectoral budgeting and expenditure patterns in the education sector over a five-year period, from fiscal years (FY) 2011-12 to 2015-16, using multiple data sources. The second chapter estimates the cost of expanding secondary education to achieve the government's goal of universal compulsory lower basic education by 2020 and makes recommendations on how to better utilize the funding for the sector taking into account the fiscal constraints at macro level

    Abstract: The analysis presented in this study points to persistent and high numbers in Georgia and Armenia of youth who are jobless and/or economically inactive and with limited access to learning and/or training opportunities, and these figures are among the highest in the ECA region. As many as 31 percent youth aged 15-29 in Georgia and 33 percent in Armenia are not in employment, education, or training (NEET). In Georgia, the phenomenon is mostly urban, whereas in Armenia it's both rural and urban. NEET rates are consistently higher among female than male youth, pointing to the fact that being female is a risk factor itself for labor market exclusion, and gender disparities. In addition to gender gaps, there are important gender differences in the condition of those who are NEET: economic inactivity - in the form of homemaking and/or caregiving work - is the most prevalent condition among NEET women, whereas unemployment is the most common status among NEET men. With regards to education, Georgia and Armenia stand out as cases where higher educational attainment does not necessarily prevent young people from becoming NEETs, and the NEET rate among higher education graduates is even bigger (particularly among women) than for those with lower education. This is a strong sign of mismatch between the demand and supply side of labor market. The economies of these countries are not able to create an adequate supply of skilled jobs for graduates, and there is persistent subsistence low-productivity employment the agriculture sector

    Abstract: The 18th Amendment to the Constitution of Pakistan shifted the administrative paradigm from centralized to decentralized structures. The added obligations require major policy and institutional reforms in an otherwise weak social protection (SP) sector at provincial levels, generally characterized by limited planning, coordination, execution, and monitoring capacities. SP has become a salient feature of social policy, nationally as well as internationally. The basic components of a SP framework include safety nets or social assistance, social care for children and the elderly, social insurance and labor market interventions for productive employment generation. SP is conferred as an entitlement in the Pakistani Constitution, and the Government of Sindh (GoS) has demonstrated political commitments to this. This note outlines the key considerations of a policy on SP as part of the GoS commitment to reduce poverty, inequality, and vulnerability in the province. Section one gives introduction. Some of the key development challenges that a SP policy may need to consider prioritizing is described in section two. Sections three and four describes critical design principles of SP policies and programs, respectively.     Abstract: Real GDP growth in Russia surpassed expectations in 2018, reaching 2.3 percent, mostly due to one off effects of energy construction. Forecasted growth of 1.2 percent in 2019 and 1.8 percent in 2020 and 2021 reflects a more modest outlook. Russia's macro-fiscal buffers remain strong, with fiscal surpluses across all tiers of government and low public-debt levels. When compared to advanced economies, Russia spends less on health and education. Rebalancing in favor of these categories could improve the overall efficiency of public spending. Short-term inflationary risks have abated, with the Bank of Russia signaling a return to a neutral policy rate. Lending activity is recovering, but the banking sector remains afflicted with high concentration and state dominance. Having eased slightly, the poverty rate remains in double digits with many households close to the poverty line and lacking formal employment. Informal employment is rising in the face of close-to-zero net job creation by medium-sized and large formal enterprises. Key risks to medium-term growth include the expansion of economic sanctions, renewed financial turmoil in EMDEs, a dramatic drop in oil prices, and souring of the global trade environment. The recent double-digit expansion in household credit may also pose a risk to financial stability in the case of a deterioration in the macroeconomic environment

    Abstract: Myanmar's economy is slowly picking up speed and regaining stability after a volatile 2018. Despite a challenging global environment, Myanmar's economic growth is expected to rise to 6.5 percent in 2018/19 from 6.4 percent in the Transition Period1 supported by strong performance in the manufacturing and services sectors. Volatility that buffeted the economy in 2018 has started to ease. Inflation moderated, the kyat stabilized, and fuel prices fell in Q1 2018/19, though there have been some reversals in prices in Q2. The economic outlook looks positive, with growth expected to reach 6.7 percent in the medium-term. The recent decisions to ease trade restrictions; open the financial sector to greater foreign competition; and begin mega infrastructure projects signal a decisive and awaited uptick in reform momentum. Downside risks to the economic outlook are driven by external factors, including possible revocation of preferential trade access under the European Union Generalized System of Preferences. Slowing global and regional growth, especially in China, together with renewed escalation of global trade tensions, could also slow exports and the flow of inbound foreign investments. Insecurity in border areas, the Rakhine crisis, with violence and forced displacement of refugees, and the recent flare-up in violence involving the Arakan Army, could affect investors' sentiment. The 2020 general election is also a source of uncertainty

    Abstract: This country brief provides an overview of tobacco legislation, use, and taxation in Argentina. Argentina is the only country in Latin America which did not become a Party to the WHO Framework Convention on Tobacco Control (FCTC). Still, many of the FCTC provisions are included in the legislation. The prevalence of smoking was quite high in 1970-1990s ranging between 40-58 percent among men and 20- 25 percent among women. After tobacco control measures were implemented, the prevalence of smoking decreased. Tobacco consumption and smoking prevalence in Argentina decreased due to the implementation of comprehensive tobacco control policies and some economic factors, which reduced cigarette affordability in the country. In Argentina, cigarette affordability and tobacco consumption reduction were observed in: (1) 1999-2002; (2) 2014-2015; (3) 2016. In the first case (1999-2002), it was mainly caused by the reduction in population income during the economic recession. In 2014-2015, tax rates were not changed, and the main factor of the affordability reduction was the pricing policy of the tobacco industry. The largest decline in affordability was achieved by the government taxation policy implemented in May 2016: the effective excise tax rate was actually increased by about 100. Cigarette sales in 2016 declined by 5 billion sticks or by 12 percent. Tobacco taxation system should be simplified to one excise tax with a unified ad valorem rate for all tobacco products and specific minimum excise rates for each tobacco product. The specific tax rates should be set high enough to prevent the sales of very cheap tobacco products, and these specific rates should be annually increased above the inflation rate to ensure both the reduction of tobacco consumption and the increase of governmental revenue. Subsidies for tobacco growers through the Special Tobacco Fund are counterproductive from both public health and economic perspectives. Tobacco use surveillance and monitoring should be further developed in Argentina, including regular surveys with a collection of comprehensive information on tobacco products consumed in the country

    Abstract: The European Commission's Directorate General for Neighborhood and Enlargement Negotiations approached the World Bank to develop an evidence base and to deliver policy advice and technical assistance for supporting the effective reintegration of (Roma) returnees in the Western Balkans: Albania, Bosnia and Herzegovina, the former Yugoslav Republic of Macedonia, Montenegro, Kosovo, and Serbia. This synthesis report presents the results of that research. This report documents the main socio-economic factors that drive migration from the Western Balkans to the EU. Returnees emphasize that they migrate to escape poverty, lack of housing, unemployment, the lack of or insufficient access to social security, and a consistent struggle and inability to provide a basic standard of living for themselves and their families. Poverty, discrimination, and historic marginalization reinforce one another and constitute strong push factors. Estimates suggest a substantial number of returnees belong to the Roma minority and that Roma are over-represented in migration and returnee flows. In addition, Roma and ethnic minorities have had to contend with systemic economic and social exclusion and institutional discrimination. Roma communities lack access to basic infrastructure and social services, are more likely to be underemployed, and have limited earning potential due to low incomes from unskilled jobs in the formal and informal sectors

    Abstract: Mexico's economy has grown moderately over the last quarter century, with annual per capita GDP growth averaging just 1.2 percent between 1990 and 2017. The country's weak economic performance reflected a decline in productivity, which fell by 8 percent during that period. Mexico's productivity challenges are associated with large and widening regional disparities and the misallocation of resources between sectors and firms. Large productive firms integrated with Global Value Chains have not developed backward linkages to the rest of the economy and lagging regions. Meanwhile, widespread labor and firm informality contributes to the misallocation of productive resources. Reversing the decline in productivity will require an integrated strategy encompassing multiple policy areas and sectors. This broad strategy should include strategies discussed in other policy notes: (i) alleviating rigidities and distortions in labor markets and improving access to credit; (ii) alleviating existing rigidities and obstacles to competition across sectors and sub-sectors while following through with the structural reforms enacted; (iii) designing and implementing effective interventions at the subnational levels to enhance both product and factor markets; (iv) dealing with the financing of social insurance schemes; and (iv) strengthening rule of law institutions at the federal and local levels. This note focuses on critical aspects of the diagnostic around the productivity dynamics in Mexico. It also links the aspects of the strategy above-highlighted to specific policy recommendations on other Policy Notes of this set given the cross-cutting nature of productivity growth. It also focuses on providing policy directions on: (i) strengthening institutions and programs working directly on the productivity agenda; (ii) selected sub-national interventions to ease the regulatory burden; and (iii) proposing a broad and integrated strategy for fostering formalization

    Abstract: Lao People's Democratic Republic (Lao PDR) has a comparative advantage in natural capital, which has fueled economic growth averaging around 8 percent per annum since 2000. The natural resource endowment comprises half of the country's wealth. Although forest cover declined 3.6 percent between 2005 and 2015, Lao PDR still has among the highest forest cover percentage of countries in the region, and the value of timber and non-timber forest products is 10,740 US Dollars per capita. Inefficiencies, including overuse, under-budgeting, and unsustainable and unscientific management, have led to a reduction in forest cover, natural wealth, and public revenues. Lao PDR's recent policy reforms, institution-building and community engagement aim to build a new foundation to sustain the Lao forest estate and the people and sectors that depend on it, including for tourism, agriculture, energy, water, fisheries, and wood products. Lao PDR's ambitious forest sector reforms aim to achieve financially and environmentally sustainable, resilient, and inclusive economic growth, especially through credible private sector investors. This reform agenda accompanies the Government of Lao PDR's (GoL) plan to expand forest cover to 70 percent from the current 58 percent, which will help to reduce poverty, create green jobs and livelihoods, support local industry and expand participatory sustainable forest management (SFM) and forest restoration, as well as to meet Lao PDR's Nationally Determined Contribution (NDC) to climate action.     Abstract: The external environment has deteriorated during the first half of 2019, and downside riskspredominate in the near-term. Global GDP growth is projected to decline to 2.6 percent in 2019 from 3 percent in 2018, reflecting broad-based weakness in advanced economies and major Emerging Market and Developing Economies. Reflecting slower growth and heightened policy uncertainty associated with protected trade tensions, global trade growth is protracted to weaken further from 4.1 percent in 2018 to 2.6 percent in 2019. Downside risks include a further escalation of trade disputes between the world's two largest trading nations, while a more pronounced downturn in global activity and increased volatility in financial flows. Amidst rising global headwinds, Vietnam's economic growth momentum has been slowing since the beginning of the year. Vietnam's real GDP growth has decelerated to a still robust 6.8 percent in the first quarter of 2019 from a vibrant 7.5 percent pace in the same period of 2018. Slower growth reflects several factors. Agricultural output decelerated due to the outbreak of African swine fever and a decline in international prices. Weaker external demand moderated growth of the export-oriented manufacturing sector as well as overall export performance, even though Vietnam seems to have benefitted from some trade diversion due to the ongoing trade tensions between China and the US. Domestic investment appears to be slowed resulting from subdued credit growth and continued consolidation in public investment. Other macroeconomic indicators, such as more sluggish credit growth, subdued inflation and slower import growth are further signs of a cyclical moderation in economic activity. In contrast, service sector activity continues relatively strong, signaling sustained buoyancy in private consumption. Despite a recent uptick in headline inflation, price pressures have remained subdued as credit growth moderated. The headline CPI rose by 2.9 percent (y/y) in May 2019, up slightly from 2.6 percent in January 2019, driven by hikes in administered prices (for electricity and fuel) and moderate food price increases. The State Bank of Vietnam maintained a prudent monetary policy stance to support its twin goals of sustaining macroeconomic stability and supporting overall economic growth. Credit growth is estimated to have slowed to about 13 percent (y/y) in March 2019 reflecting tighter credit policies

    Abstract: Montenegro became a Party to the WHO Framework Convention on Tobacco Control in 2006 and ratified the Protocol to Eliminate Illicit Trade in Tobacco Products in 2017. Tobacco excise hikes, undertaken in Montenegro in 2009-2011, were successful both in fiscal and public health terms. Revenues from tobacco excises rose from about 4 million in 2007 to 44 million euro in 2011. Annual cigarette sales declined from more than 1.5 billion cigarettes in 2008-2011 to less than 1 billion cigarettes in 2014 and further years. However, in 2013-2016, tobacco excise increases were too small to reduce tobacco affordability and tobacco sales, and tobacco revenues did not change much. In August 2017, Montenegro adopted an ambitious plan of excise tax increases; however, the tobacco industry responded with series of hidden actions (forestalling and price over-shifting) which temporarily reduced tobacco excise revenue in early 2018. As the next high increase of excise rate was scheduled for January 2018, and at the same time, VAT rate increased from 19 to 21, the industry substantially increased cigarette supply in the second half of 2017 and sharply reduced it in early 2018 as it already had in stocks large numbers of cigarettes for which excise was paid in 2017. The excise revenue substantially increased in late 2017, but declined in early 2018 despite the excise rate increase. The industry organized the media campaign to persuade the government that this revenue decline was allegedly caused by tax-driven growth in cigarette smuggling (while no rigorous evidence of such growth was presented), and the only way to fight smuggling is the reduction of cigarette excise. From September 2018, the excise rates were reduced, while they are still higher than those planned before 2017. The plan of annual tobacco excise changes until 2025 was already adopted by authorities, but the proposed changes have rather low potential to reduce the tobacco consumption and to increase government revenue. The expected total excise rate in 2025 will be below 90 euro (minimum EU level). Montenegro is able to conduct a more aggressive and successful tobacco taxation policy which can both reduce tobacco consumption and increase tobacco revenue

A longer-term government agenda of building an inclusive and sustainable economy will require a focus on structural reforms. It also looks at sector-specific issues and identifies a set of implementation actions for each priority sector.     Abstract: Afghanistan faced severe economic headwinds in 2018, with the economy growing by an estimated 1.8 percent. Slow growth was driven by two major factors. Firstly, severe drought had a strong negative impact on agricultural production. Agricultural growth slowed to 0.8 percent as low snowfall during late 2017 and early 2018 led to the loss of grain crops and livestock productivity. Secondly, business and investor confidence deteriorated significantly in the context of elevated uncertainty around: i) the level and duration of international security assistance; ii) the outcome of upcoming presidential elections (now delayed until September); iii) prospects of continued or worsening election-related violence (civilian deaths reached their highest level since 2001); and iv) ongoing peace negotiations with the Taliban. Real GDP growth is expected to have accelerated during the first half of 2019, mainly driven by the easing of drought conditions and improved agricultural production. Intensifying political uncertainties, however, are expected to have continued to dampen private sector confidence and investment. Poverty is estimated to have increased and deepened. The rate of economic growth substantially lagged population growth, leading to declining per capita incomes. The drought negatively impacted livelihoods of many of the 82 percent of the poor living in rural areas, including those reliant on poppy cultivation (poppy production declined by 30 percent). Reflecting widespread hardship, drought-induced displacement reached record levels of 298,582 individuals, mainly to urban areas in adjacent provinces

    Abstract: Although Brazil is the fifth largest country in the world, it has a relatively low number of natural hazards. However, its exposure to natural hazards has increased relative to other countries because of insufficient preventive actions in the past, resulting in more damage from natural hazards to both infrastructure and human lives than countries of comparable size would incur. Brazil faces an increasing risk of natural disasters, in particular floods and landslides. The objective of the study is to strengthen capacity of geohazard disaster resilience of federal highway infrastructure in Brazil through reviewing disaster risk management (DRM) capacity for federal road infrastructure and case studies of applying innovative methodologies for assessing disaster risk and evaluating economic benefits of resilience countermeasures. Although floods and landslides are the most recurrent natural disasters in Brazil, this report focuses on the latter, leaving floods for future studies. This report carefully describes how three innovative methodologies that, if properly applied, could improve the effectiveness of landslide risk management, thus reducing economic and human impacts. The report begins with diagnostics of the institutional capacities of geohazard risk management at the federal government level in Brazil. Chapters 1 and 2 include the backgrounds of natural disasters, road systems, and geohazards on roads in Brazil and a review of the road geohazard risk management with overviews of the following areas: institutional capacity and coordination, system planning, engineering designs, operation and maintenance, nonstructural measures, and contingency programming. Then, Chapters 3 and 4 describe the case study of application of the three innovative DRM assessment methodologies. Finally, Chapter 5 shows the suggestions and recommendations for the next steps

    Abstract: A World Bank (WB) mission undertook an assessment of the government's debt management(DeM) capacity and institutions in Maldives during March 20-29, 2019, at the request of theMinistry of Finance (MoF). The objective of the mission was to assess the DeM strengths andareas in need of reform through the application of the Debt Management Performance Assessment (DeMPA) methodology. This is the second evaluation for Maldives; the first DeMPA was conducted by the WB in 2009. The MoF has implemented a series of public finance management reforms in legal and institutional arrangements since the last DeMPA. Treasury operations have experienced a complete overhaul, including the rolling out an Integrated Financial Management Information System (SAP) to government entities on Male', establishment of a Treasury Single Account (TSA) and the development of cash flow forecasting procedures. The coverage of the debt management system, the CS-DRMS, has also been expanded and is now used as a central database for almost all debt obligations (excluding Islamic instruments). The DeMPA methodology, revised in 2015, provides a comprehensive set of indicators spanning the full range of DeM functions and is used for in-depth analysis of government debt management functions and institutions. The results of the assessment help the central government authority to take stock of the current DeM situation and design medium term priority reforms. The results of 2019's assessment for Maldives demonstrate many broad-based improvements implemented in Maldives and provide highlights of pending reforms

    Abstract: Between 2010 and 2018, Bhutan's economic performance in the real growth of gross domestic product (GDP) was respectable, averaging more than 5 percent a year. This was driven by hydropower, services, and agriculture. However, there is growing pressure to diversify production. Hydropower development will peak by 2023 and is associated with widening current account deficits and the accumulation of public debt. There is a greater need to foster a dynamic private sector and create employment. In this context, Bhutan has recently embarked on a strategy to develop a business infrastructure policy. This is mainly focused on establishing four industrial parks to jump-start investment and developing the management arrangements. These industrial parks would include access to land, infrastructure, and energy sources and be in the south, near the border with India. Drawing on the experiences of other countries, the industrial park policy in Bhutan is based on an overall umbrella of rules on purpose, coverage, policy considerations, existing infrastructure, regulatory and legal framework, and enactment and implementation of legislation. This report highlights the importance of tackling the structural challenges which are hampering growth and investments.     Abstract: While Vietnam has now reached lower middle-income country status, the gaps between the ethnic minority population and the majority group are evident and widening over time. In addition, ethnic minority groups are different in terms of where they are in these gaps. This study attempts to examine why and how certain ethnic groups have managed to rise to the 'top' as 'best performers' while the other groups seem to stand on the 'bottom' as 'least performers. The key study questions are: (1) What are drivers of the socio-economic development of the different ethnic groups? (2) Why have some ethnic minority groups successfully managed to escape poverty while others have lagged far behind? (3) How have such factors have been addressed in the respective policies and designated programs or projects initiated by the Government of Vietnam, development partners, and other stakeholders? (3) What are the changes needed for future design and implementation of initiatives to support sustainable socio-economic development among ethnic minorities? This study adopts a mixed methodological approach, combining both quantitative and qualitative methods.     Abstract: In March 2018, Uganda's Ministry of Finance, Planning and Economic Development (MoFPED) formally requested technical assistance from the World Bank Group (WBG) to conduct a technical and diagnostic review of the Uganda Agricultural Insurance Scheme (UAIS) with the objective of providing recommendations to enhance the scalability and sustainability of the scheme going forward. This technical report covers the rapid assessment of agriculture finance and its recommendations, the findings of the situation and gap analysis of the UAIS, and where appropriate, presents the WBG's recommendations for strengthening the scheme; it also includes a proposal for two additional insurance programs, one for crop and one for livestock, targeted at small-scale farmers. Section one is comprised of four chapters that provide important background information: chapter one provides context for the study; chapter two describes the agricultural sector in Uganda, including the constraints and risk exposure faced by small-scale farmers; chapter three offers an overview of the agriculture finance landscape; and chapter four describes past and present agricultural insurance initiatives, including the UAIS. Section two includes the remaining chapters that present findings and make recommendations for scaling up agriculture insurance in Uganda and making programs sustainable. Specifically, chapter five describes in detail the situation and gap analysis carried out for UAIS insurance products, operating systems and procedures, and underwriting results, and it identifies possible ways to strengthen the scheme for the public-private partnership (PPP) stakeholders to consider. Chapter six presents options for the development of large-scale Area Yield Index Insurance (AYII) to complement the existing UAIS crop insurance products and programs, and it includes fiscal costings for GoU to consider. While the country remains eligible at least for the next round of the global fund (GF) funding there is a strong push to use domestic resources from the government. The policy note examines existing public mechanisms to channel funds to CSO, as well as challenges to their more widespread use. Common barriers cited by stakeholders can be grouped around three main themes: i) lack of information, ii) limited capacity, and iii) incomplete trust. The note also provides recommendations to facilitate, and to create an enabling environment for improved engagement between the Government of Indonesia and non-state providers

    Abstract: The Democratic Republic of Congo (DRC) is a fragile, post-conflict country with high demographic growth and poor governance, all of which have devastated institutions, the economy and the social fabric. The DRC was devastated by war in the 1990s and early 2000s, which claimed millions of lives and all but destroyed much of the physical and social infrastructure of the country. In particular, DRC remains marked by high vulnerability of various populations as a consequence of past and current local and regional instability, especially in the East. A growing number of studies show that exposure to violence especially negatively affects the well-being of children and hampers their development. This report is organized as follows. Section 1 presents the DRC's social and political context, as well as the rationale for exploring innovative approaches to build resilience and social cohesion. Section 2 summarizes some of the evidence on pathways linking sports and culture to development. Section 3 presents the DRC sports and culture institutional environment, and the last section presents a few recommendations on how to further this agenda in DRC

The accompanying recommendations are developed in response to the existing legal framework that governs these selected aspects of commercial case processing and rely on existing good examples from Bosnia and Herzegovina courts, the regulatory framework of countries that share the same legal heritage as Bosnia and Herzegovina with a particular focus on European Union and Council of Europe member states, the European Court of Human Rights (ECtHR) case law, as well as recommendations and opinions of international institutions on judicial efficiency

    Abstract: Improving the efficiency and equity of public spending and strengthening revenue mobilization remains a priority in all Western Balkan countries. Public sector wage bills and pensions constitute the largest share of public spending in the region. Tighter controls on wage bills, reducing tax expenditures, and better targeting of social benefits would open space for more public investment, improve equity, and enable the build-up of fiscal buffers to mitigate rising risks. As outlined in this report, fiscal rules can help anchor spending and fiscal sustainability. However, their credibility in the region needs to be restored after they have been repeatedly breached in some countries. Fiscal management reforms are needed as a part of broader structural reforms that help increase the region's export competitiveness. This includes strengthening state institutions that protect the rule of law and private sector competition to unleash productivity growth and innovation by enabling a level playing field between firms. Together, these reforms would help unlock stronger, more equitable, and more sustainable growth, ensuring faster convergence with EU income levels.     Abstract: Bangladesh economic expansion continued in FY19, supported by rising exports and record remittances. Inflation remained within the 5.5 percent target, supported by bumper rice harvests. Broad money growth increased marginally. Private sector credit growth was weak and bank liquidity remains constrained. Non-performing loans continued to rise in the banking sector. The current account deficit declined with higher export and lower import growth. Bangladesh Bank interventions moderated the depreciation of the taka against the US dollar, but the real effective exchange rate appreciated. The fiscal deficit has reached 4.6 percent of GDP as expenditure increased and revenue collection remained below target. Recent tax policy adjustments are likely to constrain revenue growth in the near term, while additional subsidies will increase recurrent expenditure. Sustaining growth will require momentum on the reform agenda to address challenges in the business climate, public investment management, revenue mobilization, and the resolution of fragile banks. Economic transformation will require development of new skills in the workforce. Tertiary educational institutions can support this agenda if quality, relevance, and access challenges are addressed

    Abstract: Niger's risk of external and overall public debt distress is rated "moderate" as in the previous DSA. While all thresholds are observed in the baseline, the PV of PPG external debt-to-exports ratio breaches its threshold under stress test scenarios. Debt-carrying capacity continues to be rated "medium." The analysis shows that Niger has limited space to accommodate negative shocks and remains vulnerable to adverse developments of its exports. The DSA is predicated on the government continuing to implement its reform program: fiscal consolidation; structural reforms, including revenue mobilization efforts; contain expenditures and improve spending quality; and timely completion of several large-scale projects, in particular the construction of a pipeline for crude oil exports. Identified weaknesses call for further strengthening of debt management, including by broadening the coverage of public debt, prioritizing concessional borrowing, and strengthening private-sector development to support economic diversification and mitigate the risks associated with commodity price fluctuations
