    Abstract: Die OECD-Verrechnungspreisleitlinien für multinationale Unternehmen und Steuerverwaltungen erörtern die Anwendung des Fremdvergleichsgrundsatzes, der den internationalen Konsens bei der Verrechnungspreisbestimmung darstellt, d.h. der Bewertung grenzüberschreitender Geschäftsvorfälle zwischen verbundenen Unternehmen für Steuerzwecke. Angesichts der entscheidenden Rolle, die multinationale Unternehmen in der Weltwirtschaft spielen, ist die Verrechnungspreisbestimmung sowohl für die Steuerverwaltungen als auch für die Steuerpflichtigen weiterhin von größter Bedeutung. Die Staaten müssen sicherstellen, dass die steuerpflichtigen Gewinne multinationaler Unternehmen nicht künstlich in andere Steuerhoheitsgebiete verlagert werden und dass die von multinationalen Unternehmen in ihrem Steuerhoheitsgebiet ausgewiesene Besteuerungsgrundlage der dort ausgeübten wirtschaftlichen Tätigkeit entspricht. Für die Steuerpflichtigen ist es entscheidend, die Risiken einer wirtschaftlichen Doppelbesteuerung zu begrenzen, die sich aus Uneinigkeiten zwischen zwei Staaten über die Bestimmung der fremdvergleichskonformen Vergütung für ihre grenzüberschreitenden Geschäftsvorfälle mit verbundenen Unternehmen ergeben können. Diese Ausgabe der OECD-Verrechnungspreisleitlinien von 2017 enthält die umfassenden, 2016 erfolgten Überarbeitungen aufgrund der Klarstellungen und Änderungen, die in den 2015 verabschiedeten BEPS-Berichten zu den Aktionspunkten 8-10, Gewährleistung der Übereinstimmung zwischen Verrechnungspreisergebnissen und Wertschöpfung, und zu Aktionspunkt 13, Verrechnungspreisdokumentation und länderbezogene Berichterstattung, vereinbart wurden. Sie umfasst zudem die 2013 angenommenen überarbeiteten Leitlinien zu Safe-Harbour-Regelungen, die anerkennen, dass gut konzipierte Safe-Harbour-Regelungen Befolgungsaufwand verringern helfen und den Steuerpflichtigen mehr Sicherheit bieten können. Des Weiteren wurden im übrigen Text dieser Ausgabe der OECD-Verrechnungspreisleitlinien Änderungen zur Verbesserung der Gesamtkohärenz vorgenommen. Die OECD-Verrechnungspreisleitlinien wurden 1995 in ihrer ursprünglichen Fassung vom Rat der OECD angenommen.

    Abstract: In Barcelona, the rate of foreign residents has quintupled since 2000, and in 2017, 23% of the population was foreign-born. From the late 1990s until today, the municipality has followed an intercultural strategy to implement inclusive measures for local migrant integration. These measures have been recently reinforced to welcome asylum seekers who tripled between 2015 and 2017. For this group, the municipality set up targeted housing and reception policies that complement the national reception system. Migrants have access to municipal measures in key sectors such as housing, minimum living allowances and labour market integration - by the employment service Barcelona Activa - on the same basis as the other residents. Further, Barcelona has developed sensitization initiatives to curb discrimination and improve service delivery in the most disadvantaged neighbourhoods. The municipality has developed local coordination mechanisms with migrant associations and non-governmental organisations that aim to share information, avoid duplication and maximise the access to services such as language classes for migrants. Yet, migrants are particularly affected by socio-economic inequalities particularly following the economic crisis. This report sheds light on how the municipality and non-state partners work together with the other levels of government for sustainable migrant and refugee integration.

En muchas dimensiones del bienestar, incluidas la educación, la salud y la seguridad, entre otras, México todavía continúa por detrás del promedio de la OCDE y su desarrollo regional sigue siendo muy desigual. A pesar de todo el esfuerzo que México ha realizado para crear una economía competitiva, los avances han sido demasiado lentos en dos ámbitos complementarios, en concreto, el fortalecimiento de las instituciones y el fomento de la inclusión. La capacidad del sector público es escasa, la corrupción continúa siendo generalizada y el estado de derecho es débil, todo lo cual mina la confianza en las instituciones gubernamentales e impide la implementación efectiva de las políticas. Del mismo modo, la persistencia de las desigualdades y la pobreza generalizada no solo supone que el mayor crecimiento no se traslada en mejoras amplias en el bienestar, sino también que dichas desigualdades constituyen un freno al crecimiento, ya que México no está aprovechando todo el talento disponible. México ha adoptado medidas para abordar estas cuestiones, pero todavía persisten brechas de implementación sustanciales. Sería importante que el próximo gobierno consolidara los anteriores esfuerzos de reforma, asegurando la implementación plena y efectiva de los cambios ya legislados para posibilitar la continuidad reformista y emprender reformas adicionales en varios ámbitos prioritarios, incluidos el estado de derecho, la educación y la protección social. Soló así México será capaz de proporcionar a su población una mayor calidad de vida.

However, this value is dependent on the quality and timeliness of the advice and most importantly its relevance to the decisions that crisis managers and policy-makers have to make during a crisis. Generating rigorous scientific advice requires access to relevant data, information and expertise, across scientific disciplines and across borders. Ensuring this advice is useful requires effective connections between scientific advisory processes and crisis management mechanisms, including at the international level.

    Abstract: How Immigrants Contribute to Developing Countries' Economies is the result of a project carried out by the OECD Development Centre and the International Labour Organization, with support from the European Union. The report covers the ten partner countries: Argentina, Costa Rica, Côte d'Ivoire, the Dominican Republic, Ghana, Kyrgyzstan, Nepal, Rwanda, South Africa and Thailand. The project, Assessing the Economic Contribution of Labour Migration in Developing Countries as Countries of Destination, aimed to provide empirical evidence – both quantitative and qualitative – on the multiple ways immigrants affect their host countries. The report shows that labour migration has a relatively limited impact in terms of native-born workers’ labour market outcomes, economic growth and public finance in the ten partner countries. This implies that perceptions of possible negative effects of immigrants are often unjustified. But it also means that most countries of destination do not sufficiently leverage the human capital and expertise that immigrants bring. Public policies can play a key role in enhancing immigrants’ contribution to their host countries’ development.

    Abstract: Decarbonisation keeps climate change in check and contributes to cleaner air and water. Countries can price CO2-emissions to decarbonise their economies and steer them along a carbon-neutral growth path. Are countries using this tool to its full potential? This report measures carbon pricing of CO2-emissions from energy use in 42 OECD and G20 countries, covering 80% of world emissions. The analysis takes a comprehensive view of carbon prices, including specific taxes on energy use, carbon taxes and tradable emission permit prices. The ‘carbon pricing gap’ measures how much the 42 countries, together as well as individually, fall short of pricing emissions in line with levels needed for decarbonisation. On aggregate, the ‘carbon pricing gap’ indicates how advanced the 42 countries are with the implementation of market-based tools to decarbonise their economies. At the country level, the gap can be seen as an indicator of long-run competitiveness.

Accordingly, this report reviews different definitions of IoT in view of establishing an operational definition for the CDEP work, and proposes a taxonomy for IoT measurement. The report also explores potential challenges for communication infrastructures due to the exponential growth of IoT devices through the application of connected and automated vehicles. This IoT application was chosen as the data transmission requirements of fully automated vehicles may have substantial implications for network infrastructure, and therefore may require prioritisation in terms of measurement.

    Abstract: Japan has achieved a comparatively high level of well-being: skill levels are high, unemployment is low and life expectancy at birth is the highest in the OECD. Since its launch in 2013, Abenomics has had a positive effect on the economy, and per capita output growth has picked up. However, to achieve inclusive growth and greater well-being, Japan needs to address important challenges to foster fiscal sustainability, narrow the productivity gap with leading OECD countries and manage the demographic transition. A new fiscal plan going beyond achieving a primary surplus should lay out concrete measures to raise revenues and control spending. As Japan’s population ages, using all available talent in the labour market and achieving gender equality are key to overcome labour shortages. Boosting productivity, which has been stagnant, will require increasing returns from R&D, capitalising on the digital economy, fostering the dynamism of SMEs, and reducing barriers to foreign direct investment and trade to promote greater integration into global value chains. Japan’s education system is one of the top performers in the OECD, but there is scope to further invest in teachers and schools. Finally, further action to foster green growth and environmental quality as well as effectively leveraging upcoming international sports events, such as the Rugby World Cup 2019 and the Olympic and Paralympic Games 2020, would also boost local development and inclusive growth. The complementarity of reforms needed to achieve inclusive and sustainable growth in in an aging society makes a compelling case for a comprehensive approach.

    Abstract: The positive impacts of social protection on reducing poverty and inequality and contributing to development are well evidenced. Establishing an integrated system facilitates the provision of a social protection floor, whereby individuals are appropriately protected throughout the life cycle. This is achieved not only by making sure there is a sufficient range of programmes to cover a population’s risk profile but also by sharing information on different individuals to ensure they are linked to an appropriate programme. The Social Protection System Review is one of a small number of tools that serve to analyse how effective a country is in establishing a social protection system that responds to the needs of its people both today and in the future. The toolkit presents methodologies which can be implemented in any country, at any income level and by any institution. It is intended to generate policy recommendations that are actionable through national systems.

Il évalue les avancées du pays en matière de développement durable et de croissance verte, et comporte des chapitres spéciaux consacrés aux déchets, à la gestion des matières et à l’économie circulaire, ainsi qu’au développement urbain durable.     Abstract: This report provides an in-depth analysis of major reforms undertaken between 2014 and 2018 to promote micro, small and medium-sized enterprise development in Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, the Palestinian Authority and Tunisia. The report focuses on five strategic areas for SME policy making: SME definitions, statistics and institutions; improving business environments for SMEs and entrepreneurs; fostering access to finance; nurturing start-ups and SME growth; and the development of entrepreneurial human capital. The report aims to showcase good practices and to point to areas where more efforts are needed. It provides valuable guidance for governments, private sector organisations, multilateral bodies and other stakeholders to intensify their efforts to support SMEs as essential vehicles for jobs and competitiveness. This is particularly relevant in a region striving to boost economic diversification, employment creation and the inclusion of youth and women in the economy. The report is the result of a process of close collaboration among governments, the OECD, the European Training Foundation and the European Commission.

    Abstract: Die Bekämpfung von Gewinnverkürzung und Gewinnverlagerung (Base Erosion and Profit Shifting – BEPS) ist Staaten weltweit ein zentrales Anliegen. 2013 verabschiedeten die OECD- und G20-Staaten in gleichberechtigter Zusammenarbeit einen 15-Punkte-Aktionsplan gegen Gewinnverkürzung und Gewinnverlagerung. Zusätzlich zur Sicherung der Steuereinnahmen durch eine an Wirtschaftstätigkeit und Wertschöpfung ausgerichtete Besteuerung besteht das Ziel des BEPS-Projekts von OECD und G20 darin, einheitliche und konsensbasierte internationale Steuervorschriften zur Bekämpfung von Gewinnverkürzung und Gewinnverlagerung zu schaffen, um das Steuersubstrat zu schützen und den Steuerpflichtigen zugleich mehr Rechts- und Planungssicherheit zu bieten. 2016 richteten OECD und G20 das Inclusive Framework on BEPS ein, um interessierten Staaten und Gebieten die Möglichkeit zu bieten, zusammen mit den OECD- und G20-Mitgliedern Standards für BEPS-Fragen zu erarbeiten und die Umsetzung des BEPS-Pakets insgesamt zu prüfen und zu begleiten. Über 110 Staaten und Gebiete sind dem Inclusive Framework beigetreten. Dieser Zwischenbericht des Inclusive Framework on BEPS von OECD und G20 ist Teil der Folgearbeiten zu den 2015 vorgelegten Arbeiten an Aktionspunkt 1 des BEPS-Projekts zu den Herausforderungen der Besteuerung der digitalen Wirtschaft. Er erläutert die im Rahmen des Inclusive Framework vereinbarte Ausrichtung der Arbeiten, die bis 2020 zu den Auswirkungen der Digitalisierung auf die internationalen Steuerregeln durchgeführt werden sollen. Außerdem beschreibt er, wie sich die Digitalisierung auf andere Bereiche des Steuersystems auswirkt und den Steuerbehörden neue Möglichkeiten eröffnet, die Serviceleistungen für die Steuerpflichtigen zu verbessern, die Steuererhebung effizienter zu gestalten und Steuerhinterziehung aufzudecken.

    Abstract: “What is important for citizens to know and be able to do?” The OECD Programme for International Student Assessment (PISA) seeks to answer that question through the most comprehensive and rigorous international assessment of student knowledge and skills. As more countries join its ranks, PISA is evolving to successfully cater for a larger and more diverse group of participants. The OECD launched the PISA for Development initiative in 2014 to support evidence-based policy making globally and offer universal tools in monitoring progress towards the Education Sustainable Development Goal. Spanning six years, this unique pilot project aims to make the assessment more accessible and relevant to a wider range of countries, while maintaining the overall PISA framework and accordance with PISA’s technical standards and usual practices. The PISA for Development Assessment and Analytical Framework presents the conceptual foundations of the project, and covers reading, mathematics and science. PISA for Development has a school-based component and an out-of-school one. For the school-based component, a questionnaire about students’ background is distributed to all participating students. School principals complete a school questionnaire that describes the school, its students and teachers, and the learning environment. Teachers also complete a questionnaire about themselves, the school’s resources, their teaching practice and their students. The out-of-school respondents complete a background questionnaire, and their parent (or person most knowledgeable about them) answers a questionnaire about the youth’s background and childhood experiences. A household observation questionnaire is completed by the interviewer, and information about the location of the household is collected by PISA for Development National Centres. Nine countries participated in the PISA for Development assessment: Bhutan, Cambodia, Ecuador, Guatemala, Honduras, Panama, Paraguay, Senegal and Zambia.

This is the third Environmental Performance Review of Hungary. It evaluates progress towards sustainable development and green growth, with special features on waste, material management and circular economy, and biodiversity.

    Abstract: Portugal’s services markets are among the most heavily regulated in the OECD. As vital inputs into the business sector, services provided by professionals, such as lawyers and engineers, generate up to 1.8 times their value in outputs by firms that use them. However, structural flaws in the regulation make professional services highly expensive for firms, diminishing their ability to compete effectively. Regulatory restrictions also hamper innovation and efficiency within the professions. Against this backdrop, this report examines regulations for 13 self-regulated professions (lawyers, solicitors, notaries, bailiffs, architects, engineers, technical engineers, certified accountants, auditors, economists, customs brokers, nutritionists and pharmacists). From 923 pieces of legislation analysed, the report makes 348 individual recommendations for amending or removing provisions to improve competition, and makes a detailed inventory of the analysis underlying the work. Analysis of Portuguese legislation and professions was complemented by research into international experiences and wide consultations with stakeholders from the public and private sectors. The OECD recommendations aim to remove or modify overly restrictive provisions in order to facilitate the access or exercise of the professions, to benefit businesses and consumers alike. This report identifies the sources of those benefits and gives estimates of their impact. Provided all recommendations are fully implemented, the benefit to the economy from lifting the barriers in the 13 liberal professions is estimated at around EUR 130 million a year.

    Abstract: This report looks at the fiscal, environmental and social impacts of energy subsidy reform in Moldova with a particular focus on energy affordability. Reduced value added tax (VAT) rate on natural gas consumption and a VAT exemption on electricity and heat consumption by domestic users represent the largest fossil-fuel consumer subsidies in Moldova. Reforming these will imply an increase of the VAT rate, which will lead to an increase of gas, electricity and heat tariffs for households, and will in turn affect household consumption levels, related expenditures and energy affordability. If reform measures are to work, they will need to be accompanied by a carefully-designed social policy to protect poor households.

Addressing skills imbalances has become a pressing priority as OECD governments reflect on the implications of technological progress, digitalisation, demographic change and globalisation for jobs and work organisation. In light of these challenges, the OECD has undertaken new research to shed light on how countries measure changing skill needs while ensuring that employment, training and migration institutions are responsive to the emergence of new skill requirements. The Getting Skills Right in Australia review offers an in-depth analysis of the existing skill assessment and anticipation system in Australia, and makes recommendations for how it could be further improved. In addition to providing a summary of the state of skill imbalances in Australia, the report provides an assessment of practices in the following areas: i) the collection of information on existing and future skill needs; ii) the use of skill needs information to guide policy development in the areas of employment, education and training, and migration; and iii) the effectiveness of governance arrangements in ensuring strong co-ordination among key stakeholders in the collection and use of skill needs information.

    Abstract: Antimicrobial resistance (AMR) is a large and growing problem with the potential for enormous health and economic consequences, globally. As such, AMR has become a central issue at the top of the public health agenda of OECD countries and beyond. In this report, OECD used advanced techniques, including machine learning, ensemble modelling and a microsimulation model, to provide support for policy action in the human health sector. AMR rates are high and are projected to grow further, particularly for second- and third-line antibiotics, and if no effective action is taken this is forecasted to produce a significant health and economic burden in OECD and EU28 countries. This burden can be addressed by implementing effective public health initiatives. This report reviews policies currently in place in high-income countries and identifies a set of ‘best buys’ to tackle AMR that, if scaled up at the national level, would provide an affordable and cost-effective instrument in the fight against AMR.

The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The minimum standard is complemented by a set of best practices. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. The country's agricultural innovation system should become more integrated and collaborative, benefiting from its strong competitive advantage in Information and Communication Technology (ICT).

    Abstract: This report assesses the performance of agricultural and food policy in India and calculates a set of policy indicators providing a comprehensive picture of agricultural support. These indicators, developed by the OECD, are already used regularly in the analysis of the agriculture and food sector in 51 OECD countries and emerging economies and are now available for India for the first time. Government intervention in India is found to provide both negative and positive support to agriculture, with market and trade interventions often depressing prices, while subsidies to fertilisers, water, power and other inputs incentivise their use. This reveals the inherent difficulty in attempting to secure remunerative prices and higher incomes for farmers, while at the same time keeping food prices low for consumers. The report also points to policy-induced pressures on natural resources such as water and soil. Detailed recommendations are offered which, if implemented, have the potential to improve farmers' welfare, reduce environmental damage, alleviate some of the pressure on scarce resources, better prepare the sector for climate change, improve food and nutrition security for the poor, improve domestic market functioning and position India to participate more fully in agro-food global value chains.

    Abstract: This review of Corporate Governance in Lithuania was prepared in the context of Lithuania’s accession process to the OECD. It assesses Lithuania’s corporate governance arrangements – the laws, regulations and institutions that shape company oversight – for listed companies and state-owned enterprises (SOEs) against the standards of the G20/OECD Principles of Corporate Governance and the OECD Guidelines on Corporate Governance of State-Owned Enterprises. The report reaches a positive overall assessment of Lithuania’s willingness and ability to implement these corporate governance standards and makes a number of recommendations to address remaining weaknesses. With respect to listed companies, the report notably recommends that Lithuania give priority to monitoring implementation of recent legislative reforms to strengthen corporate boards of directors and, in the medium term, consider further strengthening and clarifying their legal responsibilities. With respect to SOEs, this report recommends that Lithuania give priority to further strengthening the effectiveness of the state’s ownership coordination function, ensuring that the state’s requirements on board composition and disclosure practices are fully implemented by the SOEs for which they are mandatory and moving forward with plans to convert commercially-oriented statutory SOEs to limited liability companies.

    Abstract: This report on Korea is the fourth country study published in a series of reports looking into how policies connect people with jobs, following reports on Australia, Slovenia and the United Kingdom. It has a special focus on low-income groups, jobseekers and workers, and policies geared towards closing the considerable gaps these groups are facing around income and employment support. In the past forty years, Korea has gone through a remarkable economic transformation and in the past two decades, the country has also put in place a comprehensive social protection system and a strong activation framework. Nevertheless, features of Korea’s labour market, which include very low job tenure, a high degree of duality and a high level of informality, make it difficult for some measures to reach workers and jobseekers. This report concludes that significant additional action will be needed to make income and employment supports more effective and inclusive.

    Abstract: The world of work is changing. Digitalisation, deepening globalisation and population ageing are having a profound impact on the type and quality of jobs that are available and the skills required to perform them. To what extent individuals, firms and economies can harness the benefits of these changes critically depends on the readiness of adult learning systems to help people develop relevant skills for this changing world of work. In Brazil, the speed of population ageing is projected to be significantly faster than what has been experienced by most developed economies. At the same time, increasing integration into the global economy will create new opportunities and propel growth. But it will also affect the content of exports and the stage at which Brazil contributes for Global Value Chains (GVCs). Profound changes in the economy are to be expected in the coming decades. As these changes have not yet fully materialised, Brazilian policy makers have a window of opportunity to prepare for the transformations ahead. This report aims at providing policy recommendations, based on best practices internationally, to prepare the Brazilian adult learning system so that it is ready to support people in acquiring the relevant skills for the future.

    Abstract: This report is part of the OECD Tax Policy Reviews. The Reviews are intended to provide independent, comprehensive and comparative assessments of OECD member and non-member countries’ tax systems as well as concrete recommendations for tax policy reform. By identifying tailored tax policy reform options, the objective of the Reviews is to enhance the design of existing tax policies and to support the adoption of new reforms. This report provides a comprehensive tax policy assessment of the taxes paid by individuals in Slovenia as well as tax reform recommendations. The report is divided into six chapters, with a summary of the main findings upfront, followed by more detailed recommendations at the end of chapters 3 to 6. Chapter 1 sets the scene for tax reform in Slovenia. Chapter 2 focuses on the labour market, social policy and tax policy related challenges. The ensuing chapters assess the financing of the social security system (Chapter 3), identify strategies to strengthen the design of personal income tax (Chapter 4), indirect taxes (Chapter 5), and the taxation of capital income at the individual level (Chapter 6).
