    Abstract: Institutional Change for Sustainable Development presents a flexible, accessible, yet robust conceptual framework for comprehending institutional dimensions of sustainability, emphasising the complexity of institutional systems, and highlighting the interdependence between policy learning and institutional change. This framework is applied and developed through the analysis of five significant arenas of institutional and policy change: environmental policy in the EU; New Zealand's landmark Resource Management Act; strategic environmental assessment; emerging National Councils for Sustainable Development; and transformative property rights instruments. From these explorations, key principles for institutional change are identified, including the institutional accommodation of a sustainability discourse, the interdependence of normative and institutional change; reiteration and learning; integration in policy and practice; subsidiarity; and legal change

    Abstract: Emphasising a positive approach to dealing with terrorism (the carrot), this book provides a critique of deterrence policy (the stick) which can be ineffective and even counterproductive, and proposes three alternative and effective anti-terrorist policies: Decentralisation reduces vulnerability to terrorist attacks. A system with many different centres is more stable due to its diversity, enabling one part to substitute for another; Positive incentives can be offered to actual and prospective terrorists not to engage in violent acts. Incentives include: reintegrating terrorists into society, welcoming repentents and offering them valued opportunities; and Diverting attention by naming several terrorist groups potentially responsible for a particular terrorist act. The government thus supplies more information than the terrorist responsible would wish

    Abstract: This book highlights policy lessons in using ICTs to provide information, opportunities for consultation and public participation in policy-making. It includes numerous examples of current practice from 12 OECD member countries (Australia, Canada, Czech Republic, Finland, Germany, Italy, Mexico, Netherlands, New Zealand, Slovak Republic, Sweden, UK) as well as the European Commission. It does not deal with online service delivery nor with ICT applications to elections (e.g. e-voting) although some of the issues discussed here, such as providing information online, may be relevant for both. Finally, the book suggests 10 guiding principles for successful online consultation and identifies five key challenges for online citizen engagement in policy-making.

    Abstract: Identity in the Age of the New Economy is a multi-faceted view of contemporary employment and identity that questions a number of the myths related to the so-called new economy, knowledge society or network society. It argues that one of the most striking things about much contemporary theorizing on work and identity is the epochalist terms in which it is framed: changing forms of identity and subjectivity are assumed to be consequences of a shift to an entirely new economic, social and cultural era, signalled by concepts such as postmodernity, risk society, network society or new economy.

    Abstract: When the cold war was over, a vehement discussion of the new alternatives in security policy started in almost all former Warsaw-Pact States and in the neutral and nonaligned nations, Austria and Hungary among the latter. These nations' entry into the NATO has been the pivotal question. These discussions were the subject of comparative research that was done in Hungary and Austria. The results are presented in the book "NATO, Neutrality and National Identity - the Case of Ausria and Hungary".The book does not focus on the manifold security problems that the concerned nations' joining of NATO would entail but deals with the discourses and debates on neutrality and NATO. The argumentation strategies that were applied in these discourses and debates touch on important motives of national identity and are thus creating identity. Moreover, the NATO discussion is a discussion on security policy and national identity at the same time. The authors' intention was to clarify the dimension relating to identity in the NATO discussion by analyzing the argumentation strategies that were used by the advocates and opponents of NATO membership and the reception of typical arguments in various public opinions. In many cases the argumentation strategies are based on historicizing ways of thinking which claim that there are historical reasons for choosing either of the alternatives (NATO or neutrality). In Hungary, discussions focus on the question whether Hungary is historically an organic part of Europe or whether its own identity will only materialize if the nation adopts a special course between the western and the eastern world. In Austria, the consequences of a potential renunciation of neutrality, one of the most important elements of modern Austrian identity, has been made a subject of passionate discussion. The book analyzes the issues of creating identity by discussion both from a historical-sociological standpoint and from the angle of discourse analysis. The individual chapters deal with comparative studies of the change and upheaval in the national identities in Hungary and Austria. Although these specific analyses are intended to be case studies, they allow generalizations on all of central Europe.     Abstract: Partnership Forums are the means by which the OECD Development Assistance Committee provides a venue for non-governmental actors to express their points of view and to offer their own contributions to development policy and strategy. In December 2000, the DAC and the Development Centre held a Forum on ways of integrating civil society into policy formation in developing countries, and to identify obstacles to such involvement. Participants agreed that civil society's role in poverty-reduction strategies had been an important element in succesful implementation. This book contains 8 papers presented at the Forum, covering experience in a variety of countries with a variety of stakeholders. The wide-ranging discussion concluded that civil-society participation in policy making not only enhances efficiency in implementation, but also contributes to the creation of more pluralistic and democratic political systems.

    Abstract: This book provides a detailed introduction to how the Länder (the sixteen states of Germany) function not only within the country itself but also within the wider context of European political affairs. Some knowledge of the role of the Länder is essential to an understanding of the political system as well as of German federalism. This book traces the origin of the Länder. It looks at their place in the constitutional order of the country and the political and administrative system. Their organization and administration are fully covered, as is their financing.     Abstract: The Economics of Demand-Led Growth is a collection of specially written essays that develop and apply the theory of demand-led growth. Long-run growth is usually portrayed as a supply-determined process. The contributions to this volume, however, are rooted in the theory of demand-led growth.     Abstract: Good governance in modern times requires attention not only to shifting relations between governments, citizens and parliaments, but to the effective functioning of government itself. One important issue is 'Distributed Governance' - a term coined in this publication to capture the notion of proliferating public organisations operating with some degree of separateness from core government ministries. Despite the fact that in many countries more than half of public employment and central public expenditure is carried out through such bodies, they have not been comprehensively studied from a governance perspective. Some important questions concerning these organisations that need to be addressed are: Does government have adequate oversight of them? How accountable are they? and To whom should they be accountable? Distributed Public Governance: Agencies, Authorities and other Government Bodies presents the experience of nine countries with the governance of these bodies. It also draws preliminary conclusions from the work carried out on this topic by the OECD’s Public Management Service (PUMA).

    Abstract: "Baracchi has identified pivotal points around which the Republic operates; this allows a reading of the entire text to unfold.... a very beautifully written book." -- Walter Brogan "... a work that opens new and timely vistas within the Republic.... Her approach... is thorough and rigorous." -- John Sallis Although Plato's Republic is perhaps the most influential text in the history of Western philosophy, Claudia Baracchi finds that the work remains obscure and enigmatic. To fully understand and appreciate its meaning, she argues, we must attend to what its original language discloses. Through a close reading of the Greek text, attentive to the pervasiveness of story and myth, Baracchi investigates the dialogue's major themes. The first part of the book addresses issues of generation, reproduction, and decay as they apply to the founding of Socrates' just city. The second part takes up the connection between war and the cycle of life, employing a thorough analysis of Plato's rendition of the myth of Er. Baracchi shows that the Republic is concerned throughout with the complex but intertwined issues of life and war, locating the site of this tangled web of growth and destruction in the mythical dimension of the Platonic city

    Abstract: Begegnungen mit dem Fremden sind uns vertraut, auch wenn wir den Anderen dabei häufig als unvertraut wahrnehmen. Doch es sind weniger die fremden, als vielmehr die eigenen Wirklichkeitsvorstellungen und Umgangspraktiken, die den »Einen« zum »Anderen« machen. Die Autorin analysiert diese Praktiken der Fremdsetzung, die sich von der alltäglichen Etikettierung und Stigmatisierung bis hin zu wissenschaftlichen Praktiken des »Othering« erstrecken: Rekonstruiert werden sowohl Simmels »Händler«, Parks »Mulatte«, Schütz' »Emigrant«, Meads »signifikanter/verallgemeinerter Andere« als auch ethnografische Praktiken der »Ver-Anderung« des Fremden. Dabei wird der Blick immer wieder von den vertrauten Bildern des Fremden hin zu ihren subtilen Herstellungsprozessen und Resonanzen gelenkt, was es möglich macht, von den Konstruktionen des Fremden auf die Konstruktionen des Eigenen zurückzuschließen.

    Abstract: Die Medien repräsentieren den älteren türkischen Migranten oft als traditionalistischen "Islam-Macho", der die Integration seiner Frau und seiner Töchter in die Gastgesellschaft bremst oder aktiv behindert. Diese weit verbreitete Stereotype beruht überwiegend auf "Bildern aus zweiter Hand". Im Unterschied dazu rückt die Publikation von Margret Spohn die türkischen Männer der ersten Migrantengeneration explizit in den Mittelpunkt der Analysen, wo sie als "Experten ihrer eigenen Geschichte" ausführlich selbst zu Wort kommen. Das feine Geflecht der hier erzählten und sensibel interpretierten Lebensgeschichten gibt Raum für die Reflexionen der Befragten über ihr Verhältnis zu den eigenen Eltern, zur Ehefrau, zu den Kindern und zu ihrem Leben in "zwei Heimaten". Damit liefert die Arbeit einen Schlüssel zu einem besseren Verständnis der Männer dieser Migrantengeneration, die vor fast einem halben Jahrhundert das Wagnis auf sich genommen haben, sich und ihren Familien in einem fremden Land eine Zukunft aufzubauen

    Abstract: Moving people and freight in an environmentally sustainable manner will be one of the biggest challenges of the 21st century. Overall, insufficient progress has been made so far towards achieving environmental sustainability for the transport sector. A new target-oriented approach is needed that places environment and health at the top of the policy agenda for transport and related sectors, at international, national and local levels. The OECD’s Working Group on Transport recently concluded a five-year work programme with the development of Guidelines for Environmentally Sustainable Transport (EST) and supporting analytical reports, endorsed by OECD Environment Ministers at their meeting in Paris on 16 May 2001.

    Abstract: "This book looks at the theoretical issue of how a democracy can defend itself from those wishing to subvert or destroy it without being required to take measures that would impinge upon the basic principles of the democratic idea, such as human rights, freedom of speech and the freedom to form political organisations. This dilemma has captured the attention of philosophers as well as legal scholars for many years, but has thus far been rarely studied employing institutional and social frameworks. In this book such frameworks are incorporated into the discussion of the 'paradox' in an attempt to provide an answer to the question: is there a golden path which can reconcile between the democratic polity's need to defend itself and, at the same time, maintain responsibility to protect and safeguard the basic right of its citizens? It takes as its case study of this issue the Israeli response to Jewish extremism and violence, which tests the theoretical framework outlined in the first chapter of the book. Providing an extensive diachronic scrutiny of the State's response to extremist political parties, violent organisations and the infrastructure of extremism and intolerance within Israeli society.     Abstract: The authors offer a sustained argument that the single currency as currently implemented does not promise to deliver prolonged growth. They contend that the economic impact of the euro, and its accompanying institutions, is likely to be destabilising and deflationary; that the political impact is profoundly undemocratic and that the social consequences are likely to be deleterious. They do not reject the concept of a single currency but are highly critical of policy arrangements such as the Stability and Growth Pact which govern the euro. The authors propose alternative policy and institutional arrangements within which the euro should be embedded. They demonstrate that these would have the benefits of a single currency whilst avoiding many of the potential costs identified by detractors

    Abstract: Few challenges to the modern dream of democratic citizenship appear greater than the presence of severe ethnic, religious, and linguistic divisions in society. With their diverse religions and ethnic communities, the Southeast Asian countries of Malaysia, Singapore, and Indonesia have grappled with this problem since achieving independence after World War II. Each country has on occasion been torn by violence over the proper terms for accommodating pluralism. Until the Asian economic crisis of 1997, however, these nations also enjoyed one of the most sustained economic expansions the non-Western world has ever seen.This timely volume brings together fifteen leading specialists of the region to consider the impact of two generations of nation-building and market-making on pluralism and citizenship in these deeply divided Asian societies. Examining the new face of pluralism from the perspective of markets, politics, gender, and religion, the studies show that each country has developed a strikingly different response to the challenges of citizenship and diversity. The contributors, most of whom come Southeast Asia, pay particular attention to the tension between state and societal approaches to citizenship. They suggest that the achievement of an effectively participatory public sphere in these countries will depend not only on the presence of an independent "civil society," but on a synergy of state and society that nurtures a public culture capable of mediating ethnic, religious, and gender divides.The Politics of Multiculturalism will be of special interest to students of Southeast Asian history and society, anthropologists grappling with questions of citizenship and culture, political scientists studying democracy across cultures, and all readers concerned with the prospects for civility and tolerance in a multicultural world

    Abstract: Public service is a public trust. Citizens expect public servants to serve the public interest with fairness and to manage public resources properly on a daily basis. Fair and reliable public services inspire public trust and create a favourable environment for businesses, thus contributing to well-functioning markets and economic growth. Public ethics are a prerequisite to public trust and a keystone of good governance. At a time when there is a growing consensus among governments on what should constitute the essential elements of an effective and comprehensive ethics strategy, this book constitutes a unique source of comparative information on ethics management measures in OECD countries.     Abstract: This book, first published in 2000, is a full-length study of the representation of deceit and lies in classical Athens. Dr Hesk traces the ways in which Athenian drama, democratic oratory and elite prose-writing construct and theorize a relationship between dishonesty and civic identity. He focuses on the ideology of military trickery, notions of the 'noble lie' and the developing associations of rhetorical language with deceptive communication. Deception and Democracy in Classical Athens combines close analysis of Athenian texts with lively critiques of modern theorists and classical scholars. Athenian democratic culture was crucially informed by a nuanced, anxious and dynamic discourse on the problems and opportunities which deception presented for its citizenry. Mobilizing comparisons with twentieth-century democracies, the author argues that Athenian literature made deception a fundamental concern for democratic citizenship. This ancient discourse on lying highlights the dangers of modern resignation and postmodern complacency concerning the politics and morality of deception.

    Abstract: Belfast is at a turning point in its history. If it is to succeed as the peace process advances, the achievements of past urban regeneration efforts need to be evaluated in order to set in place effective policies and strategies for the future. Beginning with environmental priorities, Laganside Corporation, a limited life public body responsible for the regeneration of derelict and abandonned land adjacent to the River Lagan, has facilitated enormous physical, economic and social change right in the centre of Belfast. This book identifies strategies that can help local agencies and actors better meet the challenges they face, including that of involving the private sector more effectively in regeneration. Although the problems of Belfast are in many ways unique, they also have elements that are fairly typical of cities facing major economic change, environmental problems and social fragmentation.
