Drawing on extensive original data, Potter and Wang demonstrate insecurities about the stability of the regime and its claim to legitimacy motivate Chinese policies. These perceived threats to core interests drive the ferocity of the official response to Uyghur nationalism. The result is harsh repression, sophisticated media control, and selective international military cooperation. China's growing economic and military power means that the country's policies in Xinjiang and Central Asia have global implications. Zero Tolerance sheds light on this problem, informing policymakers, scholars, and students about an emerging global hotspot destined to play a central role in international politics in years to come.

    Kurzfassung: "Ma dama al-shabab m'ana fainana la shaka najihun With the youth at our side, there is no doubt we will succeed.1 This slogan from the Kata'ib, a Lebanese youth organization, reflects a sentiment shared across the globe in the twentieth century: youth, however defined-by age, class, gender- mattered. Kata'ib leadership knew this, and surely had the youth with them, whether measured by the tens of thousands of young Kata'ib members, their investment in the group's ideology, or their participation in Kata'ib rituals. In July 1958, for example, the Kata'ib held a ceremony for new members at its headquarters in Beirut, Bayt al-Kata'ib, or the "Kata'ib home." In the space that hosted many gatherings, ranging from lectures to sport tournaments, young men and women congregated alongside party officials and supporters to "perform the oath" (ta'diyya al-yamin). This included the routine dedication to party and nation, "in service of Lebanon," another Kata'ib slogan since the 1930s. Thereafter, recruits received their membership cards from the president of the party, Pierre Gemayel. He congratulated each individual on their "engagement in the new party life."2 The event then ended with the singing of the Kata'ib anthem, played by its very own band"--

    Kurzfassung: American political observers express increasing concern about affective polarization, i.e., partisans' resentment toward political opponents. We advance debates about America's partisan divisions by comparing affective polarization in the US over the past 25 years with affective polarization in 19 other western publics. We conclude that American affective polarization is not extreme in comparative perspective, although Americans' dislike of partisan opponents has increased more rapidly since the mid-1990s than in most other Western publics. We then show that affective polarization is more intense when unemployment and inequality are high; when political elites clash over cultural issues such as immigration and national identity; and in countries with majoritarian electoral institutions. Our findings situate American partisan resentment and hostility in comparative perspective, and illuminate correlates of affective polarization that are difficult to detect when examining the American case in isolation

In this book, Paul Nugent argues that through a comparison of the Senegambia and the trans-Volta (Ghana/Togo), we can see that the geographical margins have shaped notional centres at least as much as the reverse. Through a study of three centuries of history, this book demonstrates that states were forged through an extended process of converting a topography of settled states and slaving frontiers into colonial borders. It argues that post-colonial states and larger social contracts have been configured very differently as a consequence. It underscores the impact on regional dynamics and the phenomenon of peripheral urbanism. Nugent also addresses the manner in which a variegated sense of community has been forged amongst Mandinka, Jola, Ewe and Agotime populations who have both shaped and been shaped by the border. By focusing on two regions that stood out for their ethnic and religious diversity, the book follows the spread of the new legal institutions into the open steppe of Southern Russia, especially Crimea, and into the fields and forests of the Middle Volga region around the ancient Tatar capital of Kazan.     Kurzfassung: "The postcolonial state in Burundi emerged through talk of truth and acts of violence. Beginning with the first democratic contest in late 1959, this book examines decolonisation as a search for certainty over the nature of postcolonial community and authority, seen from the vantage point of two communes on the border with Rwanda. While ethnicity was largely absent from early political struggles, by 1972 the postcolony was realised in a genocidal repression. Yet from democracy to genocide people and state spoke about politics in the language of truth: declarations of official truths, discussions of rumour, and riddles of political persuasion. Through these idioms of truth-speaking, the book examines differing conceptions over the nature of authority and its relationship to its subjects, the possibilities and closures of postcolonial citizenship, the deep hostility and suspicion of successive regimes towards a borderland population, and their performances of loyalty, petition and vigilance in response.     Kurzfassung: Over the past decade, the Democratic Republic of the Congo (DR Congo) and South Africa have attracted global attention for high rates of sexual and gender-based violence. Why is it that courts in eastern DR Congo prioritize gender crimes despite considerable logistical challenges, while courts in South Africa, home to a far stronger legal infrastructure and human rights record, have struggled to provide justice to victims of similar crimes? Lake shows that state fragility in DR Congo has created openings for human rights nongovernmental organizations (NGOs) to influence legal processes in ways that have proved impossible in countries like South Africa, where the state is stronger. Yet exploiting opportunities presented by state fragility to pursue narrow human rights goals invites a host of new challenges. Strong NGOs and Weak States documents the promises and pitfalls of human rights and rule of law advocacy undertaken by NGOs in strong and weak states alike.

    Kurzfassung: There are a number of controversies surrounding the International Criminal Court (ICC) in Africa. Critics have charged it with neo-colonial meddling in African affairs, accusing it of undermining national sovereignty and domestic attempts to resolve armed conflict. Here, based on 650 interviews over 11 years, Phil Clark critically assesses the politics of the ICC in Uganda and the Democratic Republic of Congo, focusing particularly on the Court's multi-level impact on national politics and the lives of everyday citizens. He explores the ICC's effects on peace negotiations, national elections, domestic judicial reform, amnesty processes, combatant demobilisation and community-level accountability and reconciliation. In attempting to distance itself from African conflict zones geographically, philosophically and procedurally, Clark also reveals that the ICC has become more politicised and damaging to African polities, requiring a substantial rethink of the approaches and ideas that underpin the ICC's practice of distant justice.     Kurzfassung: Successive authoritarian regimes have maintained tight control over organized labor in Egypt since the 1950s. And yet in 2009, a group of civil servants decided to exit the state-controlled Egyptian Trade Union Federation (ETUF), thereby setting a precedent for other groups and threatening the ETUF's monopoly. Dina Bishara examines this relationship between labour organizations and the state to shed light on how political change occurs within an authoritarian government, and to show how ordinary Egyptians perceive the government's rule. In particular, Bishara highlights the agency of dissident unionists in challenging the state even when trade union leaders remain loyal. She reveals that militant sectors are more vulnerable to greater scrutiny and repression and that financial benefits tied to membership in state-backed unions can provide significant disincentives against the exit option. Moving beyond conventional accounts of top-down control, this book explores when and how institutions designed for political control become contested from below.

    Kurzfassung: "Over the past couple of decades, there have been many efforts to seek a solution to the often violent situation in which Kurdish citizens of Turkey find themselves. These efforts have included a gradual programme of political recognition and multiculturalism. Here, Durukan Kuzu examines the case of Kurdish citizens in Turkey through the lens of the global debate on multiculturalism, exploring the limitations of these policies. He thereby challenges the conventional thinking about national minorities and their autonomy, and offers a scientifically grounded comparative framework for the study of multiculturalism. Through comparison of the situation of Kurds in Turkey with that of other national minorities - such as the Flemish in Belgium, Québécois in Canada, Corsicans in France, and Muslims in Greece - the reader is invited to question in what forms multiculturalism can work for different national minorities.     Kurzfassung: Since the elections of 2002, Erdogan's AKP has dominated the political scene in Turkey. This period has often been understood as a break from a 'secular' pattern of state-building. But in this book, Ceren Lord shows how Islamist mobilisation in Turkey has been facilitated from within the state by institutions established during early nation-building. Lord thus challenges the traditional account of Islamist AKP's rise that sees it either as a grassroots reaction to the authoritarian secularism of the state or as a function of the state's utilisation of religion. Tracing struggles within the state, Lord also shows how the state's principal religious authority, the Presidency of Religious Affairs (Diyanet) competed with other state institutions to pursue Islamisation. Through privileging Sunni Muslim access to state resources to the exclusion of others, the Diyanet has been a key actor ensuring persistence and increasing salience of religious markers in political and economic competition, creating an amenable environment for Islamist mobilisation.

    Kurzfassung: "This project started many years ago, as an article-length project on the apparent diffusion of new models of courts throughout Latin America. A paper Dan Brinks was writing for APSA dovetailed with a paper Abby Blass was writing for a graduate seminar, and the project evolved through conversations between the two authors after that. Both Abby and Dan had other projects to attend to, so the collaboration moved slowly, but we both felt it was intellectually productive. In its early stages in particular, each of the authors contributed important elements and carried out a mutual back and forth that makes it difficult to separate each author's contributions to the initial conceptualization and measurement exercises. Similarly, the basic argument evolved out of conversations between the authors, with each pushing the other to clarify and specify the argument further. The author taps on her rigorous study of more than 1,200 subjects' migration trajectories to reveal how these migrants work in a series of overseas countries to improve their lives and, in some cases, seek permanent residence in another country. Challenging the portrayal of Asian migrant domestic workers as victims of globalization, Multinational Maids reveals migrants' agency and strategic thinking under conditions of constraint. At the market level, the establishment of guestworker programs for migrant domestic workers in multiple countries has created a global labor market. A transnational diaspora shapes migrants' evolving destination imaginaries, while manpower recruitment and placement agencies create transnational mobility structures. In addition, differing destination hierarchies and degrees of access to resources lead to the adoption of divergent stepwise trajectories.     Kurzfassung: Emotions underpin how political communities are formed and function. Nowhere is this more pronounced than in times of trauma. The emotions associated with suffering caused by war, terrorism, natural disasters, famine and poverty can play a pivotal role in shaping communities and orientating their politics. This book investigates how 'affective communities' emerge after trauma. Drawing on several case studies and an unusually broad set of interdisciplinary sources, it examines the role played by representations, from media images to historical narratives and political speeches. Representations of traumatic events are crucial because they generate socially embedded emotional meanings which, in turn, enable direct victims and distant witnesses to share the injury, as well as the associated loss, in a manner that affirms a particular notion of collective identity. While ensuing political orders often re-establish old patterns, traumatic events can also generate new 'emotional cultures' that genuinely transform national and transnational communities.

Conceptually, the contributors develop and apply a new index and typology of politicisation.     Kurzfassung: This book looks beyond the familiar history of former empires and new nation-states to consider newly transnational communities of solidarity and aid, social science and activism. Shortly after independence from France in 1960, the people living along the Sahel - a long, thin stretch of land bordering the Sahara - became the subjects of human rights campaigns and humanitarian interventions. Just when its states were strongest and most ambitious, the postcolonial West African Sahel became fertile terrain for the production of novel forms of governmental rationality realized through NGOs. The roots of this 'nongovernmentality' lay partly in Europe and North America, but it flowered, paradoxically, in the Sahel. This book is unique in that it questions not only how West African states exercised their new sovereignty but also how and why NGOs - ranging from CARE and Amnesty International to black internationalists - began to assume elements of sovereignty during a period in which it was so highly valued. By exploring the ways in which individuals at all social levels contribute to the maintenance of these practices, the book provides an analysis of the impediments to constitutional democracy that is also relevant to the study of other nations. There were as many Kikuyu who fought with the colonial government as there were loyalists who joined the Mau Mau rebellion. Focusing on the role of those loyalists, the book examines the ways in which residents of the country's Central Highlands sought to navigate a path through the bloodshed and uncertainty of civil war. It explores the instrumental use of violence, changes to allegiances, and the ways in which cleavages created by the war informed local politics for decades after the conflict's conclusion. Moreover, the book moves toward a more nuanced understanding of the realities and effects of counterinsurgency warfare. Based on archieval research in Kenya and the United Kingdom and insights from literature from across the social sciences, the book recontructs the dilemmas facing members of a society at war with itself and its colonial ruler.     Kurzfassung: Many of the economic transformations in Africa have been as dramatic as those in Eastern Europe. Yet much of the comparative literature on transitions has overlooked African countries. This 2002 study of Mozambique's shift from a command to a market economy draws on a wealth of empirical material, including archival sources, interviews, political posters and corporate advertisements, to reveal that the state is a central actor in the reform process, despite the claims of neo-liberals and their critics. Alongside the state, social forces - from World Bank officials to rural smallholders - have also accelerated, thwarted or shaped change in Mozambique. M. Anne Pitcher offers an intriguing analysis of the dynamic interaction between previous and emerging agents, ideas and institutions, to explain the erosion of socialism and the politics of privatization in a developing country. She demonstrates that Mozambique's political economy is a heterogenous blend of ideological and institutional continuities and ruptures. (Verlagsangaben)

    Kurzfassung: Although temples have been important in South Indian society and history, there have been few attempts to study them within an integrated anthropological framework. Professor Appadurai develops such a framework in this ethnohistorical case study, in which he interprets the politics of worship in the Sri Partasarati Svami Temple, a famous ancient Sri Vaisnava shrine in India. The author uses the methods and concepts of both cultural anthropology and social history to construct a model of institutional change in South Asia under colonial rule. Focusing on the problem of authority as a cultural concept and as a managerial reality, Professor Appadurai considers some classic problems of South Asian anthropology: problems of deference, sumptuary symbolism, and religious organization. In addition, he addresses such issues as the nature of conflict under a hybrid colonial legal system, the political implications of sumptuary disputes, and the structure of relations between polity and religion in pre-modern South Asia. These aspects of the study should interest a broad range of scholars.

    Kurzfassung: In this 1996 cultural history which considers the transformation of south Indian institutions under British colonial rule in the nineteenth century, Pamela Price focuses on the two former 'little kingdoms' of Ramnad and Sivaganga which came under colonial governance as revenue estates. She demonstrates how rivalries among the royal families and major zamindari temples, and the disintegration of indigenous institutions of rule, contributed to the development of nationalism and identity amongst the people of southern Tamil country. The author also shows how religious symbols and practices going back to the seventeenth century were reformulated and acquired a new significance in the colonial context. Arguing for a reappraisal of the relationship of Hinduism to politics, Price finds that these symbols and practices continue to inform popular expectation of political leadership today.

Building on the findings of this research, this book, first published in 2007, analyses the relationship between culture and politics, with special attention to democracy, nationalism, the state and political violence. Beginning with scenes from an unruly early 1980s election campaign in Sri Lanka, it covers issues from rural policing in north India to slum housing in Delhi, presenting arguments about secularism and pluralism, and the ambiguous energies released by electoral democracy across the subcontinent. It ends by discussing feminist peace activists in Sri Lanka, struggling to sustain a window of shared humanity after two decades of war. Bringing together and linking the themes of democracy, identity and conflict, this important new study shows how anthropology can take a central role in understanding other people's politics, especially the issues that seem to have divided the world since 9/11

    Kurzfassung: In this book Peter Schraeder offers the first comprehensive theoretical analysis of US foreign policy toward Africa in the postwar era. He argues that though we often assume that US policymakers 'speak with one voice', Washington's foreign policy is, however, derived from numerous centres of power which each have the ability to pull policy in different directions. The book describes the evolution of policy at three levels: Presidents and their close advisors; the bureaucracies of the executive branch; and Congress and African affairs interest groups. Most importantly, the evidence presented demonstrates that the nature of events in Africa has itself affected the operation of the US policymaking process, and the substance of US policy. Drawing on over 100 interviews, and detailed case studies in Zaire, Ethiopia-Somalia and South Africa, this book provides a unique analysis of the historical evolution of US foreign policy towards Africa from the 1940s to the 1990s.

Elizabeth Eldridge provides a rich description of local agriculture, iron-working and craft industries, bringing out the resourceful responses of the BaSotho to the challenge of drought and famine, and explaining the dynamics of the competition for land. During the colonial period, regional economic integration increasingly influenced local production, land use and internal politics, and drew the BaSotho into the regional migrant labor system. Throughout these turbulent years, the overriding interest of the BaSotho was the pursuit of security. Dr. Eldredge analyzes the epic struggle which bound together rich and poor, chiefs and commoners, and men and women in a largely successful effort to sustain this fragile and innovative society in the face of political threats and environmental challenges.     Kurzfassung: Bartered Brides is a detailed study of marriage among the Maduzai, a tribal society in Afghan Turkistan. It is the first study of the area which looks in depth at both the domestic aspects of marriage and its relation to the productive and reproductive activities of women, as well as marriage as a means of managing political and economic conflict and competition. The fieldwork was carried out in the early 1970s before the 1978 coup and Soviet invasion. In this respect the book offers a unique account of a world that has disappeared. Nancy Tapper presents both male and female perspectives, detailed case studies and historical and statistical material. As an ethnographic and historical record, Bartered Brides breaks new ground in the study of Islam, the Middle East and South-west Asia. As the most detailed and extensive discussion of a Middle Eastern marriage system to date, it contributes to wider anthropological studies of marriage, politics and gender.

    Kurzfassung: The circumcision ritual of the Merina of Madagascar is seen by them primarily as a blessing, involving the transfer of the love and concern of the ancestors of their descendants. Yet the ritual ends in an act of ciolent wounding of the child. Similarily, while the ritual involves a symbolic assault on women, it is nonetheless welcomed by them as a mark of receiving the blessing of the ancestors. In this book, Maurice Bloch provides a detailed description and analysis of the Merina circumcision ritual today, offers an account of its history, and discusses the significance of his analysis for anthropological theories of ritual in general. Pursuing the theme of the combination of religious joy and illumination with violence, Professor Bloch explains how, at various times, the circumcision ceremony can be a familial ritual as well as glorification of a militarist and expansionist state, or associated with anti-colonial nationalism. Describing changes that have occurred in the form of the ritual over two centuries, Professor Bloch argues that in order to understand the properties of ritual in general, it is necessary to view it over a longer time scale than anthropologists have tended to do previously. Adopting such an historical perspective enables him to identify the stability of the Merina ritual's symbolic content, despite changes in its organisation, and dramatically changing politico-economic contexts. As well as presenting an original historical approach to the anthropological study of ritua;, Professor Bloch discusses a range of general theoretical issues, including the nature of ideology, and the relationship between images created in ritual and other types of knowledge. The book will appeal widely to scholars and students of anthropology, history, African studies, and comparative religion.

    Kurzfassung: All societies are differentiated by age. But in some, this differentiation takes the form of institutionalized, formally graded age classes, the members of which share an assigned 'structural' age, if not necessarily the same physiological age. The nature of formal age group systems has become one of the classic issues in modern social anthropology, although until now there has been no comprehensive explication of these complex forms of social organization. In this book, Bernardo Bernardi, one of the pioneers of the anthropological study of age class systems, provides a way of making sense of the diversity of such systems by analysing cross-culturally their common features and the pattern of their differences, and showing that they serve a general purpose for the organization of society and for the distribution and rotation of power.

    Kurzfassung: The political conflict that has taken the most violent form and proved costliest in human lives in Ghana in the last half century has been a chieftaincy dispute in the northern kingdom of Dagomba, known as the Yendi skin dispute. The major loss of life took puce in 1969 but the dispute has continued to trouble Ghanaian politics and has affected the careers of national leaders under both civilian and military regimes. It is one of the most complex, explosive and intractable disputes in a country noted for conflicts over chieftaincy. Mr Staniland examines the political history of Dagomba, one of the most important pre-colonial states in what is now Ghana, from its partition between the British and the Germans in 1899. He analyses the attitudes and policies of successive governments towards chieftaincy and 'traditionalism', and the effects which outside control has had on dynastic politics
